On the face of it this is an easily answered question. Modern technology and life as we know it today would be impossible without industrial minerals and the responsible utilisation of mineral resources is essential for the economic wellbeing of the nation. The quarrying industry supplies a high percentage of the industrial minerals used in New Zealand and our role therefore, is to ensure a constant supply of high quality roading and concrete aggregates so that society and the community as a whole can develop. We must do this in a manner which causes the least possible disruption to members of the community, which efficiently utilises all the valuable resources, which causes as little pollution as possible and last but by no means least, creates realistic profit for the operator. It is only by achieving a reasonable profit that we are able to continue in business and therefore play our part in the development of the country. Unfortunately, quarries have a poor image and are not generally popular, as on the whole, they are noisy, dirty and dusty and attract large trucks which create traffic problems. Judging by the amount of restrictive legislation with which we have to comply today, not even government or the local authorities want quarries which presents the industry with some serious problems, some of which will be outlined in this paper.

BHPBilliton operates the Mt Whaleback Mine located in the semi-arid Pilbara Region of Western Australia. Approximately 200 Mt of net acid generating (NAG) material still remains to be mined. Acid Rock Drainage (ARD) was first identified at the site in 1995 following cyclonic storms. This resulted in the development of strategies that have allowed the mine to successfully manage ARD whilst continuing to operate. BHPBilliton Iron Ore is working toward prevention of ARD in its operations, however, historical practices have left residual areas that must be considered. Three significant sources of ARD have been identified that must be managed: stormwater run-off from exposed pyritic shales in pit surfaces; basal flows beneath overburden storage areas following rainfall events; and contaminated water from pit dewatering. The mine contains all ARD water onsite. This is achieved by: storage of all affected water in the ARD dam; evaporation of affected water from the ARD dam and the adjacent evaporation ponds; pumping from upstream dams to prevent stormwater from being affected; and emergency storage and treatment in-pit as a contingency. The site ARD management strategy is approved by senior management and endorsed by State Government regulatory authorities and relevant external stakeholders. Additional strategies are also under evaluation to effect long-term closure of the operation. Record rainfalls from 1998 - 2001 have tested the capabilities of the ARD strategy and management plan. Learnings from these events, coupled with recommendations from an extensive technical audit in 2000, have been incorporated into the strategy for ARD management. This paper presents the strategy and an overview of the ARD management plan that can be considered and applied by other affected sites in the management of ARD.

The results of pot-furnace tests with 35 bituminous coals from 20 seams in New South Wales and Queensland were used to establish the relationship between coal properties, as determined by standard laboratory tests, and the combustion process. The rate of combustion is influenced chiefly by the expansion of the fuel bed, but this cannot be accurately predicted from the crucible swelling number of the coal.The effects of various other factors, such as calorific value and ash yield, were investigated and statistical analysis of the results shows that the coals could be classified satisfactorily according to two experimentally derived parameters, namely heat-release rate at an air flow rate of 260 lb/sq.ft/hr and air flow rate giving stoichiometric combustion. The grouping obtained is shown to be related to ash yield and swelling number.INTRODUCTIQNThe rate of heat release from the fuel bed of a travelling grate stoker and the efficiency with which the heat is used depend upon the design and method of operation of the furnace as well as upon the properties of the fuel. It is difficult to draw general conclusions concerning the influence of fuel properties from tests on a single stoker installation. In the pot-furnace test, on the other hand, a part of the same combustion process as occurs on a travelling grate is carried out in isolation, uninfluenced by furnace design variables, and consequently the effects of coal properties and of the method of pretreatment can readily be demonstrated.While the combustion pot provides a rapid method of assessing the combustion characteristics of a fuel during the ignition and burn-out stages under standard conditions, and of predicting changes in performance with changes in fuel or in air flow rate, it is unable to simulate certain features of furnace design and operation. The selection and design of process options to deliver outcomes consistent with sustainable development requires simultaneous consideration of multiple objectives, within a climate of uncertainty û including the environmental and social aspects of technology management in addition to the technical and economic aspects of such. An issue of particular relevance in primary metal production is the deportment of minor and trace components within orebodies, products and wastes and the implications of such deportment for eco-efficiency û in particular, the long-term environmental impact of solid waste management practices. The identification of opportunities to enhance recovery of valuable by-products and simultaneously improve the environmental acceptability of final waste output requires a clear understanding of the distribution of the relevant ore components, which results from the choice of processing route and unit operation efficiency. This is challenging, given that process streams generated during primary metal production are generally poorly characterised and the behaviour and deportment of trace to minor and trace components is not well understood. This paper demonstrates how current data gaps and inconsistencies can be systematically addressed through the meaningful reconciliation of empirical plant data with a fundamental understanding of the mechanisms and parameters influencing element behaviour and deportment during the formation and subsequent beneficiation of mineral ore deposits. On this basis, quantitative distribution data and a comprehensive and comprehensible inventory of unit process inputs and outputs as a function of ore compositions and processing technology options can be generated, which is consistent with early design stage information requirements, both in terms of detail and accuracy, ie is æfirst-orderÆ in nature. This predictive approach to element distribution during primary metal production provides decision-makers with key information in the early design stages of a project (in terms of developing processes within the context of sustainability), whilst simultaneously guiding further data collection and environmental impact prediction studies.

Direct measurements of liquid contents in foams obtained from (x-terpineol a-T) n-pentanol (AmOH) and n-octanol (OctOH) solutions were carried out using a column of special construction. The column enables to determine the liquid contents by cutting-off foam layers of various thicknesses and measuring amounts of liquid contained in the cut-off foam layers. Liquid contents in the whole foam layers, in the top foam layers of thickness 14 ¦ 1 mm and distribution of water alongside foam height were determined. The average liquid contents were high and reached a level of 30, 35 and 40 per cent for foams formed from cc-T, AmOH and OctOH solutions, respectively. The liquid contents in the top foam layers were much smaller. They were of an order of five per cent for a-T and AmOH and 12 per cent for OctOH. On the basis of the liquid distribution alongside foam height some practical conclusions concerning possibilities of minimising amounts of liquid contained in the collected concentrate are presented.

Differences in sulphide mineralization and sulphur isotope compositions of intrusives are explained in terms of the "auto-sulphurization" hypothesis which involves the redox conditions of the host rocks. possible role for carbon in nickle sulphide ore formation is also considered.

Over a four year period from 1984 to 1987, a broad range of ground conditions were experienced in recovering old workings at the Walhalla mine in central-eastern Victoria. Access to the ore zone was gained via old workings and new development. The work included: Recovery of vertical and inclined shafts. Recovery of collapsed winzes. It is usually the case that the short-term plannerÆs role is occupied by the younger site mining engineer. ThatÆs because mine scheduling is generally seen as a mundane and thankless task. But, short-term planners play an extremely important role in maximising the value of the mining resource, generally the companyÆs biggest asset. A look at any mining operation today will expose the competing drivers behind the operational and strategic plans. Operations are too often faced with pushing short-term constraints. It is the responsibility of the short-term engineer to answer the question of æWhere to next?Æ. In answering this question the young mining engineer is in an environment overflowing with urgency and constraints. Hasty decisions made at this time may have significant adverse consequences to the long-term value of the resource. Long-term strategy must address a broad and expanding number of issues that are generally overlooked by the short-term planner. It takes a holistic, rather than the prescriptive approach of short-term planning to determine the best strategic direction for the operation. To better understand the consequences of decisions made at the operational level short-term planners need better vision of the whole business. The key to improving the mining business is a planning process that integrates the short-term planners role with the overall mining strategy. Future developments in the mine planning process will focus on bridging this ædisconnectÆ between the operational objectives and the long-term goals. Improvements will come from the tools which planning engineerÆs use, and the planning methodology surrounding them. There will be significant hardware improvements to improve the speed with which a short-term planner can evaluate plausible options. Software that maximises the use of the improved hardware will be developed. Complimenting these technological improvements, conceptual methodologies of mine planning will improve to allow strategic planning to be brought within the focus of the short-term planning engineer. In todayÆs mining industry the young mining engineer is embarking on a career where business processes are paramount. This paper discusses the ædisconnectÆ that occurs today between the operational planning and long-term strategy and how this is driving developments in mine planning today.

This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

In July 1994 the Premier, John Fahey MP, announced that the New South Wales Government would make available a total of $40 million over six years in new funding for the Department of Mineral Resources. These funds are to be applied directly to the generation of regional geological and geophysical information. The Government's initiative known as `Discovery 2000', is aimed at providing a major boost to the exploration industry. The Government expects new discoveries to be made and new mines to be developed because of the initiative and, perhaps, the first ever commercial oil or gas production in New South Wales. The Government's return will come from increased economic activity, and from the increased royalty return from higher levels of production. Quality information is the key to successful exploration. In the highly competitive business of mineral and petroleum exploration high quality regional geological and geophysical information improve both the efficiency and effectiveness of the area selection or project generation process. Using the `needle in the hay stack' analogy, Discovery 2000 will vastly improve industry's chances of finding the haystacks. It is up to the mineral and petroleum industries to find their respective `needles'. Careful target area selection is probably the most critical factor in mineral exploration. The ability to select the most prospective areas, or to identify prospectivity that others have failed to recognise, can make all the difference between success and failure. Government geological surveys clearly have a crucial role to play in providing the geoscientific information infrastructure that companies must have if they are to make the discoveries this country needs to pay its way in the world. It is the regional information generated by Governments that sets the scene for efficient exploration. This regional information includes regional aeromagnetics and radiometrics and gravity, regional geological mapping and tectonic analysis, and geoscientific databases. The New South Wales Department of Mineral Resources (by various names) has been providing such information for over 100 years and has led the way in many aspects of the generation and dissemination of geological, geophysical and metallogenic Information.

"The benefits of measuring blast movement to reduce ore loss and dilution have been recognised by many people for many years and various methods have been used with limited success. Geita Gold Mine is running the pilot study on the blast movement monitoring (BMM) system which is a revolutionary method developed and patented by the University of Queensland and Blast Movement Technology (BMT). The system consists of directional transmitters placed within the shot prior to blasting, which are then located after the blast with a special detector and then the data is processed with purpose-designed software.As part of continuous improvement on grade control, Geita Gold Mine is running a research project in all operating pits with the objective of: quantifying the three-dimensional blast muck pile movement and finally utilise the movement data to define post-blast ore polygons and incorporate the movement dynamics during block modelling,quantify the potential savings for ore loss and dilution,improve mine geologists knowledge of blast dynamics, andstimulate greater co-operation between drill and blast engineers and geologists to achieve optimum blast designs.To any operation with selective mining, it is critical to the economics of an operation to control ore loss and dilution; getting it wrong will result in significant lost revenue. The Argyle Diamond Mine came on stream late in 1985 as the world's largest diamond producer in terms of carat output. The design of the process plant, including the heavy medium separation (HMS) facility which provides the initial stages for separation of diamonds from gangue, evolved over a lengthy period of feasibility study and site investigation into the final form described in this paper. The commissioning was carefully planned and co-ordinated, and culminated successfully with handover of the plant on schedule and within budget. Small mines exist because of a restricted deposit or a small market. With the right management at the present time the small mine can have lower total costs than larger mines. Charbon is an example of a small mine with a restricted deposit and a specialised product. The development which incorporates a unique rail loading facility and flexible coal preparation plant was achieved with a modest capital outlay and in record time. To remain competitive in future with large scale mines who seek increased production the small mine must achieve increased productivity through automation, higher speed equipment and a multiskilled workforce. Deregulation of the industry, scrapping the Coal Industry Tribunal and the Joint Coal Board would benefit small mines greatly. Management of a small operation also requires multiskills which need to be supported by outside help in the form of consultants and temporary staff. In the 21st century small mines will continue to provide a service to the market.

This paper presents an overview of the strategy adopted to bring the Ballymoney opencut lignite deposit to an advanced stage of mine design and confidence. Certain aspects of the project differentiate it from the normal Australian experience. These include the thick overlying glacial drift, the proximity to established infrastructure and the wide fluctua- tions in annual lignite demand. The incorporation of these factors in the mine plan are discussed. The deposit area is located near the town of Ballymoney, in Northern Ireland. In July 1986, after winning an internationally competitive tender, Meekatharra Minerals Ltd commenced an exploration programme designed to delineate reserves to supply a 450 MW power station. In less than eighteen months, a complete evaluation was undertaken and a price submitted in December 1987 to the relevant authorities for the supply of lignite. Subsequently, UK government consultants and significant inter- national banks have endorsed the findings. The mining study commenced with the evaluation of various develop- ment strategies, followed by selection of the most viable mining method and equipment. The equipment selected will mine four million tonnes of lignite and eleven million cubic metres of waste each year. In year 15, the waste removal requirement increases to almost seventeen million cubic metres. This results in an average strip ratio over the mine life of three cubic metres of waste per tonne of lignite. The quality of the product delivered to the run of mine conveyor transfer point, based on maximum resource recovery, will include heat content of 8813 kJ/kg (3789 Btu/Ib), ash content of 28% and moisture content of 40%.

In-situ experiments were performed in a tunnel built in loess soil with the displace- ment components of the tunnel lining and the acceleration components of the tracks measured during the passing of trains. The measured parameters were then studied by the spectral method. As a result, the dynamic forces of trains was simulated numerically and a deter- ministic dynamic nonlinear analysis was carried out by means of finite element method. The results obtained by two different approaches were in fair coincidence. Results of the study indicate, that the low and medium frequency components of the dynamic train loading would be crucial for the dynamic responses of the tunnel lining and surrounding mass, and their effects would increase with the speed of passing trains within a certain range.

The author describes 1. The classification and characteristics of various thick seam mining techniques in various Japanese coal mines. 2. Practices of thick seam mining methods experienced in Taiheiyo Coal Mine. Currently, thick single lift, simultaneous multi lift and non simul- taneous multi lift mining methods are adopted as underground flat thick seam excavations in Japan. These are now reliable and effective in increasing the extraction ratio. At Kushiro Colliery of Taiheiyo Coal Mining Co., these three thick seam mining methods have been used. According to the results, if solidification of the top lift goaf is essential, the non simul- taneous multi lift mining method is the most effective in increasing the extraction ratio without minimising productivity of each lift and it points out that further development of this method is necessary.

Mount Isa Mines Ltd. annually extracts 5.6 million tonnes of copper ore from the 1100 Orebody. All production is by longhole open stoping, with an increasing emphasis on pillar recovery. Drilling and blasting prac- tices have been modified to allow more efficient pillar extraction, with the evolution of a "core and shell" approach. Blast design occurs at the stope design stage, while individual blast preparation is based on detailed ring plans. A programme of blasting research involving surface and under- ground vibration monitoring and fragmentation assessment has been car- ried out in conjunction with production personnel. Drilling and blasting practice in the orebody must continue to evolve with continued research, to suit changing conditions and take advantage of new technology.
