Water is an integral and essential part of mining business. Two issues crucial in the management of this resource, scarcity and excess, are increasing awareness of the importance of water and changing the value perceptions of the industry because they affect both the existence and continuation of the business. Therefore its value should be reflected in the water management that is practised on site. Historically water in mining has been perceived to be of low value so management practices have not been good or well implemented. Political and social transformation in South Africa has been accompanied by the promulgation of new legislation. South African water law is now underpinned by Integrated Water Resource Management (IWRM) principles. It impacts water pricing, provides for water pollution charges, prioritises water users, has specific mining and water related components and requires water licensing as part of the licence to mine. Mining no longer has a priority on water resources and has to compete with other water users to gain access to resources. New institutional arrangements are being put in place to implement the regulations. All this requires a paradigm shift in miningÆs view of water. Generally the sector is still catching up with the new requirements, principles and philosophies. However, the way in which South African mining values water is changing. This is demonstrated in partnerships between the industry and other water users. These partnerships are Integrated Water Resource Management (IWRM) in practice and they achieve sustainable development goals. These partnerships are essential for mining to stay in business, expand operational capacity, reduce impacts, prevent legal action and reduce reputational risks.

The paper gives details of the performance of a 6-ft. by 6-ft. grate discharge ball mill which was converted into a rod mill of the overflow type and then into a grate discharge rod mill. Proposals for further alterations are outlined.INTRODUCTIONThe mill of King Island Scheelite (1947) Limited recovers scheelite by gravity methods.Crushed ore at the rate of 34 tons per hour is divided between two mills. (6 ft. by 6 ft. and 8 ft. by 6 ft. respectively), the mill discharges being pumped to a common distributor which feeds seven Hummer Screens. Each screen has three 4-ft. by 2-ft. Ton-cap sections and repulping compartments are provided. The screen oversize is returned to the mills whilst the screen undersize is finished grinding section product. A third (6 ft. by 6 ft.) mill regrinding the coarser table tailings also discharges into the common Hummer Screen Distributor.The screen undersize is pumped to a bowl classifier which separates at 200 mesh. The bowl classifier sands are treated on tables whilst the bowl classifier overflow, after thickening, is treated in the slime plant by flotation. The flotation concentrate is further concentrated on vanners and slime tables.A recovery of 80 per cent. is possible by tabling whereas only 50 per cent can be recovered in the slime section. The object of comminution is, therefore, to reduce all the new feed to less than a certain mesh (22 mesh Tyler) with the production of a minimum quantity of minus 200 mesh material. cheelite is, a very friable heavy mineral (Sp.Gr. 6'0) and is therefore susceptible to overgrinding. The iron ore deposits in India are rich in iron content but usually contains high alumina and silica. The current industrial practice results three products namely lump, fines and slimes. The lump and fines with or without beneficiation are directly fed to the blast furnace and sintering plant respectively while the super fines or slimes are presently discarded as tailings. Around eight million tonnes of iron ore slimes estimated as being 15 - 20 per cent by weight of run of mine ore containing ~48 - 62 per cent Fe, is discarded every year causing huge loss to the Indian iron ore industry. In addition, these slimes stored in massive tailing ponds pose enormous environmental and ecological problems. Extensive investigations have been carried out on three iron ore slimes generated at Barsua, Bolani and Meghahatuburu iron ore mines of India. The studies include physical, chemical, mineralogical characterisation and beneficiation studies adopting conventional hydroclyclone and wet high intensity magnetic separator. The characterisation studies have indicated that most of the gangue minerals are accumulated in finer fractions. The studies on hydrocyclone and magnetic separation had indicated that an iron concentrate of 61 - 65 per cent Fe could be obtained by recovering 59 - 78 per cent of the iron values present in the slimes. Depending on the nature of the slimes the alumina and silica levels have been brought down to 2.5 and 1.0 per cent respectively. The effects of different operating and design variables along with detailed characterisation studies have been highlighted.

Many epithermal gold-silver deposits areknown to occur in the Neogene-Quaternary volcanic complex of the central Andean region of southern Peru, northern Chile, western Bolivia, and north-western Argentina, an area of about 300,000 km2 where these volcanic rocks constitute the dominant cover. Some of the gold-silver deposits were mined during Spanish colonial times, as early as the 16th century,- whereas others were not discovered until the 19th and 20th centuries. The extraordinary gold-silver potential of this young volcanic complex, however, was not recognized until the 1970's when the phenomenal increase in gold and silver prices stimulated new exploration. New discoveries were made, chiefly in southern Peru and northern Chile, of high-grade ores in old mining districts and large low-grade ore bodies, both in old districts and in new areas having no history of mining activity. Many additional gold and silver deposits remain to be discovered within and beneath the young volcanic complex of this region.

The Hemersley Ranges are located in the North West Division of Western Australia and extend, approximately, from latitudes 21¦ 30! to 23¦S and longitudes 117¦ to 120¦E. Their mean height above sea level is'. 2,000 feet, and they rise from 600 to 800 feet. above the gen- eral level of the tableland which extends south-east from the coastal town of Roebourne.. Mt. Bruce, the highest peak, is 4,024 feet above sea level. The ranges are intersected by numerous north-flowing streams, dry during the greater part of the year, which have carved deep gorges, and it is in these that the principal deposits of orocidolite outcrop. The presence -of the mineral was first recorded in 1917., but the deposits remained untouched until 1937 when reports of a strong market demand for-croeido lice resulted in considerable prospecting and mining activity, particularly in Yampire, Wittenoom and Daleis Gorges. . It was established also that the blue asbestos belt extended from Willi- Wolli Springs north-west to Millstream Station, i.e.,-over a.:length of 180 miles and a width of 20 to 30 miles. A number of attempts were made to develop aid treat the Yampire and Wittenoom'Gorge deposits from 1938 onwards, but, for a ,variety of reasons, none of these-proved successful. Current production,. is wholly by Australian Blue Asbestos Pty. Limited at Wittenoom Gorge. This company commenced operations at the Wittenoom Mine in 1946, with an output of 601.8 long tons of- fibre,. and later transferred tb the Colonial Mine about one mile to the north-west. Output has been increased steadily to an' average of 12,000 to 14.,000.. long tons; per annum over the past six years. The total Western Australian output to the end of 1962 is reported by the Mines Department as 110,013 long tons valued at úAl2,403,728..

It is a commonplace of our industry that prices of most minerals have been historically weak during the 1980s. The International Monetary Fund's index of prices of metals fell 25 per cent between 1980 and 1982, rose slightly in 1983, and has since fallen further. In December last year it was 37 per cent below its 1980 average. The few temporary exceptions to the mineral industry's malaise highlight the excess capacity, which largely explains the weakness of prices. The industry has painfully come to recognise that more satisfactory prices will not be restored until supply capability and demand move back into better balance. Mine capacity was installed in the expectation of much faster growth of demand than has occurred. For a variety of reasons mine and plant closures have been insufficient to restore equilibrium to the market-place. The industry may, therefore, have to resign itself to continued weak prices for some years more, at least by the yardstick of the 1970s. Growth rates of demand have slackened off in line with economic activity, and in response to continuing substitution and technological improvements. To the extent that the recent weakness of oil prices stimulates the industrial countries' activity, demand for non-fuel minerals may grow faster than most forecasters now predict. It is, however, much too early to say how long the weaker oil prices will persist, and even more difficult to estimate their probable effects. In typical post-war business cycles the usual response to recession was to batten down the hatches, and ride out the storm. Sooner or later, and probably sooner, demand resumed its previous trend path, and prices recovered. The market, in effect, bailed mines out of trouble; the more efficient could make attractive pre-tax profits whilst even the poor to mediocre could earn a satisfactory living. Prices rose at least as fast as general inflation, and in the early 1970s much faster. In retrospect those price rises of the early 1970s were historically abnormal but they did not appear so in the prevailing inflationary climate of the time. When the market failed in the early 1980s many of the hardest hit companies looked for scapegoats.

The extraction of world-class mineral deposits using massive underground mining techniques is not an entirely new theme to world mining companies and experts. Previous MassMin conferences have helped to gather and disseminate the valuable experience and knowledge so important for the proliferation of safe and efficient mining of large underground deposits. With the passing years since the first MassMin conference in Denver in 1981, a number of factors have contributed to an increase in massive underground mining around the world, including environmental pressures, gradual exhaustion of shallower deposits and the enabling effects of improving technology in disciplines related to underground mining. Massive underground mining is heading deeper, embracing challenges which include working with elevated temperatures, increasing in situ and mining induced stress levels and longer ore transport routes. Improvements in mineral processing technology will tend to lead operators to contemplate the extraction of lower grade orebodies in the event that the ore can be efficiently transported to the surface and hence the plant. No doubt this tendency, and its associated challenges is encouraging a rich growth in innovative engineering in such fields as mine planning and materials handling as well as geomechanical issues such as support design and the simulation of extraction sequence effects on stress re-distribution. MassMin 2000, we are sure, will showcase a wide variety of new contributions in thought and actions in these fields. There is a definite place for academic institutions and mining related suppliers in the process of developing new technologies and practices in support of present and future endeavour in this field. Dyno Nobel has its own part to play, certainly as an enthusiastic and proud major sponsor of MassMin 2000, but also by means of identifying common cause between our Vision and Values and the needs, present and future, of the underground massive mining industry. The critical success factors, which Dyno Nobel pursues are:health, safety and environment, customer relationships and market development, cost optimisation (while maintaining quality), technology and innovation, organisational development, and leveraging capabilities globally. Through the present paper we would like to share some of these values and offer some practical insights as to how their realisation will contribute to the achievement of MassMin goals and needs.

It is my pleasure to deliver the first Keynote Address to the first joint conference between The Australasian Institute of Mining and- Metallurgy and The American Institute of Mining, Metallur- gical and Petroleum Engineers. I am particularly pleased to be participating in this first joint meet- ing as I have been a member of one Institute for 41 years and the other for 35 years. An examination of the membership of both Institutes confirms the fact that the mineral in- dustry is an international one. This has long been the case and basically stems from the occurrence of mineral resources in most countries of the world. It is therefore fitting that these two 'Inter- national Institutes', representing the professions involved in the mineral industry, should choose `International Resource Management' as the theme of the first joint conference. The topic of this Keynote Address is `The mineral equation' or the counterbalancing supply and demand items and the factors affecting them. I propose to attempt to present the overall picture of the mineral equation as subsequent papers and sessions will deal with specific items in more detail. My thesis is broad and deceptively simple; it is that the continued existence and growth of world material civilization depends, in large measure, on the continued use and further dis- covery of world mineral resources. Material civili- zation is used as a broad term to include the pro- duction of man's shelter and tools together with the production of the `consumer' goods and ser- vices needed by society. First let us spend a few minutes looking at the development of material civilization.

Carbon capture and storage (CCS) is expected to become one of the main technological instruments for mid-term reduction of CO2 emissions into the earthÆs atmosphere. Besides the reduction of CO2 emissions into the atmosphere, the implementation of CCS would have various negative consequences, which are û if at all û only poorly covered in the current socio-political discussion. Taking into account all aspects of CCS, the outcome of a comprehensive and conclusive assessment of CCS against the background of the sustainable development concept is uncertain. When assessing the overall impact of CCS in a holistic approach, a variety of aspects with effects on sustainable development are affected. Besides economic issues, various other effects of implementing CCS should be taken into consideration. These include for example additional costs for CCS facilities and processes and a decrease in powerplant efficiency due to high energy requirements of capture processes, and various ecological and societal aspects, such as higher demand for combustible, resulting in faster depletion of reserves and higher land and water use and the provision of jobs along CCS technology chain. This paper presents an approach for a structured sustainability assessment of CCS based on the multi attribute decision-making (MADM) method analytical hierarchy process (AHP). The functioning of the presented methodology is exemplified at the case study of a German coal fired powerplant.

A consistent and reliable international approach to public reporting of a mining companyÆs main assets, its Mineral Resources and Mineral Reserves, has become of increasing importance in recent years with the rapid globalisation of the mining industry. Through the efforts of the Committee for Mineral Reserves International Reporting Standards (CRIRSCO), a committee representing national resource/reserve reporting committees in Australia, South Africa, UK/Ireland/Western Europe, Canada, USA and Chile, the reporting standards in most æwesternÆ countries use almost identical resource and reserve definitions and are generally around 90 - 95 per cent compatible. New codes based on the CRIRSCO model are being developed or considered in other countries, including Peru and the Philippines. This unified approach has provided the mining industry, regulators and investors with a common framework to report and interpret mineral resource and reserve estimates, thereby facilitating funding to the mining industry through improved investor understanding and confidence. The common reporting standards are reflected in the CRIRSCO International Template, available on CRIRSCOÆs web site, a document that is kept æliveÆ by reflecting the best of the most recently published CRIRSCO-type national standards. In a significant exception to this unified industry approach, the USA Securities and Exchange Commission (SEC) requires adherence to its own standard, only partly compatible with CRIRSCO-type standards, with adverse and costly implications for companies listed in the USA. A major industry submission was presented to SEC in April 2005 which, if accepted, would bring about considerable compatibility of CRIRSCO and SEC standards. The UN Economic Commission for Europe (UN-ECE) has, since 1992, been developing its Framework Classification (UNFC) as a single global system for harmonising all existing national and international resource/reserve reporting systems, covering both government and industry requirements and both the hydrocarbon and solid minerals sectors. While few mining companies report their resources and reserves using the UNFC, the system is accepted or is being examined as a basis for reporting by some governments, including those of Russia, China and India. The UN-ECE agreed in 1999 to incorporate CRIRSCO definitions into the UNFC for those categories of resources and reserves used for market-related reporting, but a more recent edition of the UNFC removed or changed the definitions, requiring re-engagement by CRIRSCO to ensure compatibility. Since 2005, CRIRSCO and the Society of Petroleum Engineers (SPE) have been involved in discussions with the International Accounting Standards Board (IASB), which plans to develop a new Accounting Standard for the Extractive Industries as part of its International Financial Reporting Standards. At the request of the IASB, CRIRSCO and SPE have been examining any potential for convergence of resource/reserve definitions between the mining and hydrocarbon industries. Each of these systems is described in this paper and high level comparisons made.

IT will be noticed, from the following contributed papers on the various plant, what an infinite number of parts are required to be kept in active operation in order to derive a resultant product of commercial value from the ores and materials received at the works. Crude ores and concentrates, in every degree of complex structure and resistance to treatment, are arriving daily from near and distant places, moreover their metallic contents are so varied that an outsider, unacquainted with the operations, would naturally wonder how it is possible that the rare elements are to be sorted out and classified into their true order, to meet industrial requirements.The proposition is necessarily not a simple one and owners of mining properties have naturally refrained from smelting their complex ores on account of the technical difficulties of attaining high efficiency and recovery of the metals, where limitations are imposed in procuring a variation of ores that lead to the best smelting and refinmg result. This difficulty obviously imposes many disabilities on the smelter, who is prepared to accept all such complex ores, and it may be said that were therenot available a large weekly supply of lead concentrates from the company's own mine at Broken Hill, of standard quality, much of the material being treated in the world today would certainly not be marketable.In order to sustain full efficiency, each section of the works must maintain its.true balance and synchronize with the requirements of such other departments as are dependent on its partially treated materials. This harmony of operations is not only imperative as regards tonnage output, but also relies on the condition of the resultant treatment by each plant, no large variations being permissible.The various officers are, therefore, dependent on one another to keep the order of the operations flowing regularly. The manifestation of this movement is a continuous growth and increasing density of population in our towns and cities, as the favourite space for the development of humanity. Naturally, this trend raises a certain number of problems which grow proportionally with the size of the city. The use of the underground space has an important role to play in solving such urban problems. But various issues must be taken into account when developing urban underground space.

Inadequate understanding and/or assessment of technical and economic risk associated with geological uncertainty are key reasons many mining projects do not achieve forecast profitability. In the last 20 years many new and existing mines have experienced geology related problems, including lower than planned development and production rates, geotechnical/stability issues, unplanned dilution, ore loss, reduced metallurgical performance, environmental management concerns and unbudgeted capital/operating costs. Greater emphasis on the evaluation and communication of uncertainty associated with geological interpretations for feasibility and operations management results in better decision-making. The outcome of better decision-making is more efficient mining yielding enhanced financial returns for the mining industry.

The evaluation programme and procedures develop- ed for Saindak porphyry copper-gold-silver- molybdenum deposits located in an isolated area in an extremely and region of Baluchistan are described in detail. Due to its isol .ted location, far removed from supply centres, harsh climate, paucity of water and non-availability of even unskilled labour, Saindak presented problems for which no ready made solution exist- ed. It is hoped that this Paper may be of some value to those in the LDCs who may wish to undertake similar ventures.

The emphasis in Australia, until recently, has been on large scale mining methods with drive sizes in excess of 4.5 metres square and the acceptance of high dilution ratios, even when working in relatively narrow orebodies. The rising cost of extracting and treating the recovered ore and the lower prices available in the world markets has seen a growing trend to narrow mining methods.Traditionally narrow orebody mining has been carried out using hand held drilling methods and rail mounted boggers. Recent advances in mobile equipment now offers the operator of narrow method mines the opportunity to completely mechanise the mine from the drilling, through bogging to haulage, while maintaining minimal dilution in drive sizes to two metres wide or less.

For 20 years the US Bureau of Mines has been researching strategies for improving the physical, social, and psychological work environment of the miner. The products of this program have shown that a consistent link exists between safety and productivity, and the key to this link is the use of effective human factors and management practices. There are specific research findings from the research projects of the Bureau on ergonomic design of mining equipment, redesign of tasks (especially materials handling) to minimize back injuries, human resource management techniques for increasing safety and productivity, and improved shift rotation schedules. Current research is continuing these themes with new applications to high technology mining systems, including computer assisted extraction devices and mine monitoring.

The Mt. Morgan mine, located 36 km SSW of Rockhampton, Qld at Lat. 23¦38' S, Long. 1500 22'E, is hosted by a Middle Devonian sequence of acid volcanic rocks and sediments. The Upper Nine Mile Creek (UNMC) prospect, 14 km SE of the Mt. Morgan mine, is in an ap- parently equivalent sequence of rocks. The Late Devonian Mt. Morgan Tonalite separates the two areas. The Mt. Chalmers mine, located 27 km NE of Rockhampton at Lat. 23¦ 18' S, Long. 150039'E, is hosted by the Early Permian Berserker Beds. These three volcanogenic massive sulphide deposits show pronounced similarities in their host rock lithologies and stratigraphic-struc- tural settings.

Timely disclosure of information germane to the taking of investment decisions makes an essential contribution to ensuring the growth, efficiency and integrity of our capital markets. It is a core contributor to the maintenance of fair, orderly and transparent markets. Australia has a strategic need to protect and enhance market integrity. Australia is ranked tenth in the Morgan Stanley Capital International (MSCI) World Index, yet represents only 1.59 per cent of that Index. In order to survive and grow in this globally competitive environment, Australian capital markets û the drivers for economic activity in Australia û need to attract foreign investment and engage retail capital. The communication of relevant and comprehensible information to the investor plays a vital part in fostering investor confidence, thereby building depth and liquidity in our market. We have had a rewarding partnership with the mining industry to develop and recognise reporting standards which could allow ready comparability and investor understanding of the mining investment vehicle. Our mining market has been successful because of the high standards of professionalism and the intellectual capital that has been built up among the participants û the mining professionals, brokers, analysts, mining investors, professional advisers and the market operator. The balance of knowledge and understanding among these participants combined with the competition for capital, contributes to the standards for our mining market in a way that the market operator simply cannot replicate by market rules alone.

Today, more and more tunnel ventilation systems are based on NO2 (or NO) and visibility measurements. Due to the significant decrease of CO emissions in countries with EU emission standards, which were adopted by Australia in 2004, CO is no longer a key factor for tunnel air quality monitoring and is often only measured for plausibility reasons (eg according to the German guideline RABT2006). Nitrogen dioxide, which is a good indicator for the overall air pollution along roads, is now taking over the leading role not only for ventilation control but also for air quality monitoring and in future probably for checking the function of air filtration plants in tunnels. Due to the lack of equipment for reliable and long-term NO2 measurements in road tunnels in the past, there are only very few standards giving limit values for NO2 in road tunnels. Furthermore there are not many records of NO2 readings over longer periods in different types of tunnels. SICK MAIHAK, a major supplier of measurement devices for controlling tunnel ventilation, has introduced the first monitor in 2006, specifically designed for measuring NO2, NO and visibility simultaneously in road tunnels. There are now experiences and results from the first tunnels equipped with this kind of system. This paper will present and discuss the results and experiences from these tunnels and explain the different levels of NO2 in different tunnel types. Furthermore, the status of air quality standards for road tunnels regarding NO2 limit values and the current status of discussion in various countries about NO2 limits will be presented.

The aim of this paper is to evaluate the technical feasibility of application of the electric monorail as a haulage system in hard-rock underground mining in Australia, in comparison to conventional truck haulage systems. The elements of the system being investigated include mine design and layout, installation, loading and unloading subsystems, tramming speeds, cost and productivity, automation, ground support, safety and environmental factors. Electric monorail systems are potentially more cost-effective due to a range of factors: only the one system may be needed for the transportation of workers, material and rock; and excavations for monorail haulage can be smaller and mined at much steeper gradients than for truck haulage. The smaller excavation size also reduces the need for costly ground support and û in another important measure for the health and safety of mine workers, and for energy savings û it reduces ventilation requirements. Electric monorail haulage technology is being applied in hard rock mines in South Africa and considerable benefits have been realised by the industry in that country. In Australia, mine designs for metal mines generally remain based on truck haulage and/or shaft hoisting systems. There is a tendency to apply these haulage systems to every orebody. For the industry to achieve sustained growth against a backdrop of volatile diesel prices and environmental concerns, new generation underground haulage systems are required. The monorail haulage system offers opportunities in improving materials handling efficiencies in underground mining operations. This paper examines the application of monorail haulage in metalliferous underground mining, presents comparative data with track and trackless haulage systems and develops concepts for system application in combination with conveyor belt haulage and narrow vein mining situations.
