The mining industry was one of the first industry groups to be confronted by and to respond to public and government pressure to improve its environmental management. Companies operating in New Zealand and the parts of Australia with firmer environmental and planning controls responded quickly with environmental staff appointments to their development and operating arms. Even in less demanding jurisdictions in Western Australia and Papua New Guinea environmental staff were added to the payrolls. The issues then and now were seen as pollution related with land and water housekeeping leading to progressive or eventual site rehabilitation. Increasingly, however, environmental issues are being recognised as being more complex. They are about equity and social justice. Pollution of water, air or land is seen by the public as a question of personal and public rights, more or less wherever the pollution takes place, on public or private land. Environmental issues in mining have become caught up in the global perspective and a more holistic approach to environmental management. Environmental issues touch every comer of the community and action is being demanded. Nowhere is this better illustrated than on Bougainville Island where increasingly militant demands by land- owners for redress for environmental degradation from the Panguna Mine, on close examination, revealed many years of disenchant- ment with the government and the mining company over a wide range of social, cultural and environmental issues. Failure to address this satisfactorily eventually led to a bloody rebellion and finally an act of secession.

When a joint venture is established between a major and a minor, the co-venturers often have a number of divergent interests; the major may have put up significantly more capital into the project and will want to protect its investement; the major may have more financial resources and be more readily to commit capital to the project; the major may have more technical resources and expertise to provide to the project; the major may have other competing demands for its capital; the minor may be relying on rapid development of the project as its sole source of cash flow. Successful joint ventures arise when the co-venturers understand each others' interests and attempt to satisfy these interests. This could be achived by having a clear process and timetable for development of the project coupled with clear rules for distribution of income, the commitment of capital to the project and the provision of inter-company services. If divergent interests are either regulated clearly or eliminated, both co-venturers are more likely to seek common objectives in the joint venture with less scope for conflict. This paper, written from the perspective of a major, examines means of establishing successful joint ventures between majors and minors.

For hot mines, the use of mechanical refrigeration machines has become an essential feature of ventilation and cooling systems. Over the last 30 years, considerable effort has been made in developing refrigeration strategies and equipment to provide cooling that is cost-effective, reliable and energy efficient. In addition to these general design requirements it is necessary to take into account project specific factors such as long term mine cooling needs, operating strategy and installation time. This paper examines a number of actual mine cooling installations which illustrate how these features have influenced the design and installations. For many mines, it is known how the cooling requirements will increase as the mine develops, based on the life of mine plan. The design of the cooling installation must cater for both short- and long-term needs. The initial installation (to meet short-term requirements) must form an integral part of the ultimate cooling installation and as additional equipment and refrigeration machines are installed, it is necessary to ensure that the system remains cost-effective, reliable and energy efficient at all stages. For many mines, refrigeration machines are installed on surface and either operated near-continuously, or for the summer months only. Different maintenance strategies and policies with regard to standby equipment are highlighted for three mine installations. In spite of developments in cooling strategy, the cost of providing refrigeration remains expensive and many mines delay the introduction of refrigeration, as long as possible. When it is finally accepted that refrigeration is absolutely necessary, it is frequently necessary to æfast trackÆ the installation. To minimise site erection time and meet installation deadlines, factory pre-assembly and standardised modular equipment are widely used.

Mineral froth flotation is used to separate particles of valuable mineral from its associated gangue. It involves the selective separation of the hydrophobic particles from the slurry into the froth. As air is blown into the slurry, the hydrophobic particles attach to the air bubbles, while the waste particles remain in suspension. While the froth rises up, bubbles start to coalesce and burst, allowing the entrained liquid surrounding the bubbles to drain and return part of the gangue to the pulp. Mineral separation is therefore a function of the amount of valuable material loaded on the bubble shells, as well as the amount of gangue material entrained in the liquid channels separating the bubbles (Plateau borders). As a result, the separation performance of the process is affected by mineral attachment and drainage or bursting in the froth. This study aims to establish the relationship between solids loading, froth stability and separation performance. For this purpose, a series of industrial experiments were carried out to measure mineral attachment as well as bubble bursting by combining direct sampling of the bubble films and video image analysis of the froth surface. This work suggests that the solids loading on bubbles strongly affects the separation performance. The results generally showed that solids loading and concentrate grade are closely related, while froth bursting rate can be linked to the drainage of gangue from the Plateau borders and also to the overall recovery of valuable mineral. It was shown in particular that higher loadings, usually associated with higher froth bursting rates, are indicative of more selectivity in attachment and therefore a higher mineral grade in the concentrate. Additionally, this work suggests that bubble solids loading and froth stability are essential parameters to include in froth flotation models as they allow control and optimisation of the flotation performance.

New South Wales mining legislation reinforces a systematic approach to safety management. It is now a requirement of all mines in the coal, metalliferous and quarrying sectors in NSW to prepare a Mine Safety Management Plan. The paper briefly outlines work currently being undertaken by the Safety Operations Branch of the NSW Department of Mineral Resources (DMR). The DMR is working proactively with NSW mines in the preparation and implementation of effective Mine Safety Management Plans. There is a growing realisation that a systematic approach to safety management, underpinned by the process of hazard identification, has real potential to improve safety in the workplace. The paper briefly describes the framework used in a current æmines education programÆ and its æduty of careÆ foundation. Particular attention is paid to the role of mining operators in the implementation of Mine Safety Management Plans and their expected behaviour in demonstrating compliance. One challenge is convincing some mining operators that they must adopt new ways of working. Safety Operations officers are often reminded of the need to translate Mine Safety Management Plans into practical safety systems during audits and inspections of mines and through investigations into accidents and incidents. To have a real effect on the mineÆs safety performance, using these systems must be a normal way of going about a dayÆs work for all persons who work at the mine: not a safety manual collecting dust on the mine managerÆs bookshelf. Mine Safety Management Plans are important to mining operators. Not only will positive involvement in the development and use of safety systems ensure they meet their obligations under mining legislation, but it will also help prevent themselves or their workmates being injured or killed.

Education and Training for the minerals industry has been identified as one of the key priorities by the AusIMM and many closely related groups. The AusIMM Education Taskforce has been engaged, through a visioning exercise, in evaluating what minerals education and training should look like by 2025. A common recurring theme is that for minerals education and training to be efficient and effective into the future, it needs to be comprehensive and inclusive. Some previous attempts to achieve efficiency and effectiveness have had limited success, mainly due to approaching the issues involved from a narrow, singular perspective. This paper outlines that the achievement of the desired outcome may require an approach that parallels the same techniques that are used for multi-dimensional mine planning, treating tertiary minerals education and training in a similar way to the planning involved for a complex orebody. Just as efficient and effective mine planning requires engagement and understanding of many factors, so too does engagement with tertiary minerals education and training. The major factors that need to be considered are outlined in the paper, including: levels of tertiary education and training; Australian Qualifications Framework (AQF), Levels 1 to 13: systems of minerals education and training, such as higher education, (mainly universities), industry/professional associations and licencing requirements, vocational education, (mainly TAFE) and workplace programs; types of minerals or mining methods involved; volume of delivery; stage in the flow sheet, (geology, mining, beneficiation, extraction, refining). For comprehensive mine planning there is the need to develop links or roadways and openings between different levels of a mine. Similarly, to achieve a comprehensive tertiary minerals education and training model, there is a need to develop pathways, recognition and credit transfer between the various levels and components of minerals tertiary education and training.

Australian wheat belt agriculture is causing a decline of its natural resource base. The major problem, salinity, arises from a small reduction in water consumption by agricultural crops compared to what prevailed under the prior native vegetation. This causes groundwater accumulation which, in the low relief landscapes of the wheat belt, is leading to extensive surface saturation in low landscape positions and dramatic, destructive change in the hydrological behaviour and habitat of streams and rivers. The ability of agriculture to invest in salinity control is severely limited by its long-term decline in its terms of trade. Extensive planting of perennial vegetation has the potential to increase water use and arrest the salinisation process. If these perennials were also commercially attractive, the cost of salinity treatment could be minimised. Given the difficult commercial position of food commodities, it is logical to develop ænon-foodÆ perennial crops, in particular woody crops suitable for industrial products. This paper looks at the example of Sweden, where there has been a generation of investment in developing forest harvest residue recovery, and short cycle woody crops for bioenergy, but with only limited success. In contrast, secondary residues (processing wastes) from forestry industry are readily saleable for low value uses like bioenergy. This suggests that the model woody crop must have a higher value fraction to facilitate delivery and commercial use of its lower value fractions. This model is being emulated in the development of native mallee eucalypts as short cycle woody crops in Western Australia. Some $50 million has been expended on mallee development in the past decade and this has culminated in an engineering demonstration of integrated processing. The putative high value products are activated carbon and eucalyptus oil and the residue (plus waste heat) will be converted to electricity. The potential scale on which crops of this type would be required to achieve salinity control means that many more high value and residue products will have to be developed. Metallurgical charcoal appears to be a promising product option.

Builders have been very familiar with iron since ancient times, but because of its weathering characteristics it was relegated to use as a fastening material in unexposed places and bronze became the popular metal for exposed applications. It is of interest that iron nails buried deeply about A.D. 87 at a Roman fortress and carefully covered with clean beaten earth under conditions practically excluding oxygen were found to be almost unrusted 1870 years later. (1) Today, weathering steels, which contain less than 2% of alloying additions, can be used in exposed situations without protection and without experiencing continuous wastage. As we all know the steady access of atmospheric oxygen to the surface of plain steel causes continuous corrosion. Weathering steels, on the other hand, due to their alloying additions develop their own impervious surface layer which limits the access of atmospheric oxygen and effectively limits corrosion. Table 1 shows the chemical composition of a plain carbon steel and a typical weathering steel. Fig. 1 shows what we refer to as direct corrosion - time curves in which corrosion loss is plotted against time of exposure in an strial environment. The weathering steel has a high rate initially which then decreases steadily for about three years, as the stable rust film builds up. This is followed by a practically linear relation where the very low corrosion rate, according to one school (2), is due to a blocking of the rust pores by insoluble complex salts formed from interaction of the oxidation products of the separate alloying elements. The start of the linear region represents a total corrosion loss of only about 2 thousandths of an inch.

During September 2000, Nabalco management identified the need for a corporate system to deliver its key performance indicators (KPIs). In June 2001, a need was also identified to replace the existing metallurgical accounting system. After a review of the technologies available, the decision was made to develop the systems in-house, in preference to purchasing commercial software packages. This would allow much greater control over the structure, and provide for an iterative, concurrent development process between software and key business developers. This has proven invaluable in the development process. The purpose of the KPI system is to provide a unified reporting tool for all performance indicators. These indicators include production, safety, health and environment, personnel, costs, continuous improvement initiatives and opportunity losses. All of these disparate measurements are brought together into the KPI system and used to determine the performance for each department or area. The general principles of the balanced scorecard business approach (Kaplan and Norton, 1996) are applied to achieve a performance measurement for each area within Nabalco. The new metallurgical accounting system (MA) is a SQLServer database with web page and Excel interfaces. The database is structured around daily inputs of all measurements and calculations. The data is stored and adjustments and reconciliations can be made to this data as required. The focus is on accounting rigour, with all adjustments recorded in the database to allow for full auditing. The structure of the data focuses on the five input/output streams (bauxite in, caustic soda in, fuel oil in, residue out, and alumina out). In-circuit inventory provides a secondary measurement on which to check and calibrate the MA system. The KPI and MA systems were developed using Web technologies and are available to any internet-enabled device with Internet Explorer installed. This removes the need for software rollouts and user training. This will promote the wide use of the systems throughout Nabalco and Alcan.

In the 1890s, The Goldfields Water Supply Department in Western Australia commissioned the diamond drilling of two deep artesian exploratory water bores near Coolgardie (Blatchford, 1899). At the time, in spite of strongly-worded advice to the contrary from the Government geologists, there was a wide popular belief that you could obtain artesian groundwater virtually anywhere providing you drilled deep enough. The first Coolgardie hole was drilled to over 900 m, despite the fact that the bore penetrated granite from a depth of 5 m below the surface. Drilling proceeded for more than 16 months, between July 1896 and November 1897. A small quantity of salt water was struck at a depth of 36 m. The second bore was mercifully terminated at a depth of 50 m, also in granite, with again only a small inflow of salt water. Such were the desperate lengths that were pursued to obtain a reliable water supply for the influx of people in the Eastern Goldfields gold rush. The WA Goldfields continued to rely on huge condensers for water supply until that great engineering feat, the construction of a water pipeline from Mundaring Weir to Coolgardie, was completed in 1903. An enormous network of rail tracks penetrated outwards from Kalgoorlie and Coolgardie for the collection of timber, principally to feed the condensers. Remnants of the rail network are still visible today. The acute shortage of fresh water led to great deprivation, disease and death among the early miners. Today, the water problems faced by the mining industry are thankfully not as severe, but they are nevertheless no less challenging. The southern part of the WA Goldfields is a notoriously difficult area for finding potable quality groundwater. Even as recently as the 1990s, there were occasional serious efforts to find potable groundwater in that area, some very imaginative and innovative. One mining company, working south of Southern Cross, spent many months experimenting with recovery of potable quality water from a shallow freshwater lens overlying hypersaline water in a low permeability weathered granite aquifer. They used very low capacity pumps manufactured from car windscreen washer pumps powered by solar panels.

A major new mine to be developed at Pike River during 2005 has been designed to have a minimal impact upon the environment, and an overall net conservation gain. The Pike River Coalfield is located on the West Coast of the South Island of New Zealand on the top of the Paparoa Range approximately 46 km north east of the coastal town of Greymouth. Pike River Coal Company Ltd (PRCC) holds a 40 year mining permit over the coalfield.   In October 2004, the Minister of Conservation granted PRCC access through 1.25 km of Department of Conservation land via an access agreement, and the Environment Court issued a number of consents for the development and operation of the mine, in addition to some existing consents.   The underground mine at Pike River is located under land administered by Department of Conservation, and has been designed to avoid or mitigate adverse environmental effects and integrate into the natural bush surroundings. The mine process has been designed to operate within an environmentally sensitive area and will incorporate technologically advanced methods of mining and processing. The mine process involves hydro mining of the coal, and transportation via a 12 km coal water slurry pipeline, to a dewatering complex located on PRCC land. This will ensure that traffic in the Pike River Catchment up to the mine is minimised.   An extensive series of management plans and monitoring programmes will be used to ensure that the environmental effects of the mine activities are minimised, by evaluating the performance of managerial procedures, and physical mechanisms in place to avoid or mitigate the effects. Trial mining and substance management plans in conjunction with an orthophoto and surface monitoring protocol will ensure that surface features, and water ways are protected from any adverse effects. The Blue Duck enhancement, and pest and predator control programme will help ensure that an overall net conservation gain is achieved.   Developing transparent working relationships and good communication with Department of Conservation, Iwi (Ngati Waewae and Ngai Tahu), and local environment groups has been and remains very important in the development of this project.

According to the Australian Bureau of Statistics, fatalities from road transport accidents represented an average of over 97 per cent of all transport related accidents between 1997 and 2002. With increasing traffic density, tunnels are becoming a more viable means of providing alternative travel routes to ease areas of congestion in the road transport network. However, unlike open road conditions, a fire incident in the confined space of a tunnel environment may impact upon many users that are remote from the incident location. In this context, designing for an appropriate level of safety in tunnels is therefore an important consideration for achieving consistency in the life safety measures for users of the road transport network. Unfortunately, like fire safety engineering design for buildings, there are presently no clear measures in the design processes to assess the adequacy of the design in terms of attaining the level of safety implicated in the design objectives. This is partly due to the indeterminate nature in which the design objective or the level of performance measure is stated û the intent of the objective is relatively clear but the measure of it is not. Another reason is the lack of a standardised procedure for determining the critical design variables affecting life safety. This is important to ascertain consistency in the use or adoption of the important parameters for design. This paper looks at the processes involved in the fire engineering design of road tunnels that are currently practised. A review of the design processes for fire safety in road tunnels is provided, which includes the range of fire scenarios in a tunnel environment, the traffic flow and composition, the relevant fire protection systems, the ventilation and smoke control system, the egress provisions and the benefits of incorporating fire brigade intervention. A simplified risk assessment approach is developed for a typical road tunnel to assess and evaluate the impact of a range of design parameters on life safety. Using a sensitivity technique, the important variables are then identified and means of reducing design variations associated with them are recommended. The technique may be further refined for use in the development of codes or guidelines in order to develop a suitable means of deriving more consistent design values, and hence achieve better consistency in the overall level of safety in the design.

This paper is for mine managers. It is about maintenance of mining equipment. This is an extremely broad subject so this paper is given with the caveat that it necessarily contains generalisations, not true in all cases, but broadly correct. The job of mine managers is to be good at making money from the excavation and preliminary treatment of mineral. To do this well, they need to understand the cost and value drivers in the business. This includes understanding the drivers associated with maintenance. Maintenance is often identified as a problem at mine sites. It is frequently listed as the cause of production shortfalls when reporting. The state of maintenance within mining as an industry is generally among the lower end of the range, when compared to manufacturing, petrochemicals, etc. Why is this? Experience and review of many audits and evaluations of maintenance has shown that some patterns are consistent with good performance and some consistent with poor performance. These often centre around the time horizon of the management team and are associated with knowing the sensitivity of the business to certain maintenance drivers and the mechanisms of maintenance and their results. To summarise, some common misunderstandings can be listed as statements that are obvious and extrapolations from those, which are not necessarily correct. For example: High availability of equipment is necessary for production. Incorrect extrapolation:focus on availability will produce high production. Design is often the greatest factor in determining the reliability of a mining machine. Incorrect extrapolation: the newest and biggest machines generally have the lowest cost operations. Operation has an enormous impact on machine productivity and reliability. Incorrect extrapolation: the fastest operators are generally the best from a productive point of view. Some maintenance improves the performance and reliability of machines. Incorrect extrapolation: more maintenance will give you more reliability. Some maintenance depends on disassembly and reassembly of components. Incorrect extrapolation: assembly is basically the reverse process of disassembly. Maintenance improvement in the mining industry in the last 15 years has focused largely on planning and systems improvement. Incorrect extrapolation: most of the problems in maintenance can be traced to a lack of planning. Actions based on flawed extrapolations will steer a business suboptimally. It is therefore important that the mine manager understands these issues so that the improvement effort can be directed to the greatest benefit.

Flash flotation is a process that is included in many new mineral processing plants as part of the grinding circuit. Some of the valuable minerals can often be liberated at coarse sizes and will remain in the recirculating loads of the mill until they are reground small enough to report to the cyclone overflow. In addition, minerals of high density report to the cyclone underflow despite being fine in size. This can lead to overgrinding and makes the recovery of valuable fines by flotation difficult. Flash flotation is used to remove the readily floated coarse particles as early as possible and can therefore prevent overgrinding. It thus has the added potential to improve materials handling of the concentrates in such processes as filtration. The merits of including flash flotation within an integrated comminution-conventional flotation circuit is not easy to determine experimentally. Simple batch flotation tests are unable to provide any measure of the possible or probable improvements that are likely to occur from this circuit configuration. As a consequence expensive pilot plant programs are resorted to, to provide the information that will justify the inclusion of flash flotation into a comminution-flotation circuit. Those who have been involved in such pilot plant programs will know of the difficulty in stabilising the circuit as well as selecting the appropriate operating parameters (eg amount of concentrate to be removed in both the flash flotation and conventional flotation circuits). The interactive nature of this circuit (grinding, classification and flotation) is the root cause of these difficulties. Computer simulation, based on information derived from laboratory batch test work or plant and laboratory data, offers an alternative means by which an initial assessment of the merits of a flash flotation circuit can be determined. It can also provide the basis and focus for pilot plant testwork. Recently MacKinnon, Yan and Dunne (2003) developed a model that allows the performance of a flash flotation to be obtained within a closed circuit grinding operation. This paper provides details of an extension of this model to incorporate the interaction of flash flotation on the downstream conventional flotation circuit and allows æwhat ifÆ scenarios to be explored. Details of the laboratory batch test work methodology and the pertinent data derived from these tests that are used in the models and simulation are provided.

With the advent of the resources boom in the late-1960s most of the larger scale resources projects in Australasia were commissioned on an æowner miningÆ basis, where the mine owners owned and operated the primary mining equipment. Then, in the 1980s with the arrival of the gold mining boom in Western Australia and elsewhere, a change occurred û most of the mining activities were carried out on a contract mining basis. Over recent years, however, there has been a marked trend amongst larger Australasian open pit mining operations back towards owner-controlled and operated mining operations. The reasons for this are many and are addressed in the paper, but centre on the concept of the owner being prepared to assume more of the mining risk in exchange for the advantage of not having to pay a contractorÆs profit margin. Where mining contracts are entered into, the older æschedule of ratesÆ format is being replaced with less adversarial and more entrepreneurial contract alternatives involving operating cost and risk sharing in a spirit of æfair dealingÆ. Leasing and maintenance issues have also been influenced in recent years by the advent of more flexible contract arrangements with equipment suppliers. Group purchasing has also had some influence for project operators. For many mine owners, the optimal risk management profile involves a practical offsetting of the assumption of mining risk on the one hand, against the removal of litigation risk and potentially reduced operating costs on the other. Potential pitfalls may arise where equipment size and type requirements vary with time or where manpower management, mining flexibility, job skills or safety exposure factors are relevant. These issues are commented on in the context of some well known examples, and an update is provided on contract mining versus owner operation in large-scale Australasian open pit mining generally.

This paper is based on the technology and functionality of a Modular Mining IntelliMINE« system which is a real-time decision-making tool. The IntelliMINE« system, incorporating Dispatch, is a fully Integrated Mine Management System. Measuring, quantifying and analysing the performance of mining is considered a fundamental and strategic step towards changing the nature of technical and operational decision-making at the majority of international mining corporations. Successful implementation of electronic data capture devices and computerised tools have enabled many mining operations to improve their competitive position with an improvement in the utilisation of the key assets, mineral resources, capital mining equipment and human resources. Real Time Mine Management Systems are designed to direct the emphasis away from collecting data and focus decision makers on the real issues with well-presented and reliable information. The systems provide a common stream of information to enable senior management, operations, maintenance, technical and process plant staff to make complementary decisions based on reliable, accurate and timely data. The mine asset information tools focus all employees on performance and give them feedback on their area of responsibility. The resulting tangible benefits can be delivered in different forms depending on the mining method, ore type, workplace culture and the current competitive position. Typical areas of improvement reported by system users are:reduction in capital expenditure on mining equipment fleets; more effective planning and budgeting parameters and procedures; increased control over ore-extraction and processing; increased employee accountability and organisational performance; and improved co-ordination between planning, operations, maintenance and processing. These improvements can be delivered in different forms depending on the status of the mine and commodity markets. In times of market oversupply and low commodity prices, the benefits can be delivered to the bottom line in terms of reduced cash costs, reduced capital and operating resources to maintain constant production. In times of market expansion, existing capital resources will be more productive delivering increased production and revenue. Mine management systems have the potential to transform a traditional mine operation into a learning organisation with an improved understanding of the critical performance issues and enable development of relevant strategies to continually identify and eliminate operational inefficiencies. The effectiveness of each strategy and operational change can be accurately monitored and its success (or otherwise) will be quantified. The latest downturn in the world metal prices has forced many mining companies to focus on cost reduction and productivity improvements as a means of remaining competitive. Maintenance represents a significant proportion of the overall operating costs in the mining industry. A structured proactive maintenance approach such as Reliability Centered Maintenance (RCM) can achieve significant cost reductions and productivity improvements. Remote condition monitoring systems are becoming increasingly commonplace and have the potential to identify problems prior to failure. Detection of equipment degradation prior to failure will enable repairs to be scheduled, thereby reducing costs and interruptions to production.

The United StatesÆ reporting standard for the mining industry for securities purposes is contained in the Security and Exchange CommissionÆs Industry Guide 7. It defines proven and probable Reserves using its own definitions, and prohibits the disclosure of quantitative estimates, for all mineralisation other than those two Reserve categories (though disclosure of Measured and Indicated Resources as quantitative mineralised material estimates is now informally allowed). Similarly, it restricts disclosure of value estimates to Reserves only, which SEC policy generally requires to be on an historic cost accounting basis. The SEC does not maintain a formal Competent or Qualified Person policy. In March 1999, the US-based Society of Mining, Metallurgy and Exploration (SME) released an update of its 1991 guidelines for definitions to be used in reporting of Mineral Resources, Reserves and Exploration Information, closely abiding by the 1997 CMMI recommendations. However, without SEC recognition, reporting under the SME and CMMI definitions is effectively barred for US companies. The SEC intends to adopt the International Financial Reporting Standards (IFRS) of the International Accounting Standards Board (IASB). This will occur within just a few years, when the convergence project for development of the IFRS has reached a satisfactory point. The US is the largest financial supporter and participator in IASB. The Extractive Industries Standard of the IFRS will likely terminate Industry Guide 7. However, the effect of this international replacement will likely be equally restrictive. This could possibly neutralise the benefit of a CMMI-based global reporting standard. SME, the US society encompassing the widest range of mining industry professionals, does not have a Code of Ethics. It has no mechanism for requiring members to abide by a professional standard. SME is presently looking into possible solutions for this deficiency. US-based professional societies that do have a binding Code of Ethics, generally cater to a single profession, and are not just mining industry related. The American Institute of Professional Geologists (AIPG) and the American Institute of Minerals Appraisers (AIMA) are examples. The SME is considering creating a subsidiary body with an enforceable Code of Ethics. To support a CMMI-based global reporting standard, competent persons will need to work across international borders. A standardised mechanism for qualifying and registering competent persons will be needed. National rules and laws must allow competent persons to easily enter countries to perform their work. State issued licenses are increasingly required for much of the work performed in the US mining industry by engineers, geologists and minerals appraisers (valuers). Such licenses are not required by the SEC for Reserve reporting in the US, may not be required for valuation of mineral properties under certain circumstances, and except for real property valuer licenses, they generally do not have a binding code of conduct. However, state licensing of professionals forms a substantial and increasing barrier to interstate trade in professional services, and can be a prohibitive barrier to professionals from outside the US. Any rationalisation of this confusing patchwork of regulations confronting US minerals industry practitioners will only occur as part of larger, national change, hopefully aimed at compliance with international standards and protocols. The US does not have a valuation standard aimed specifically at the mining industry. The Uniform Standards of Professional Appraisal Practice, the national valuation standards, often must be applied to mineral property valuation, but contains no specific instructions for minerals. The author has campaigned against development of minerals valuation standards proposed by US minerals institutes. Instead he encourages the mining industry worldwide to place its support behind the initiative of the International Valuation Standards Committee (IVSC) to include an extractive industries section in its International Valuation Standards (IVS). This should provide a global set of valuation standards for the mining and petroleum industry within two years. This addition to IVS will provide essential valuation standards reference support for the extractive industries financial reporting standard of the International Accounting Standards Board. The IVS has achieved a high level of acceptance in the developed and lesser developed countries of the world. It provides a comprehensive framework of Generally Accepted Valuation Principles for the valuation profession internationally, for valuation of all property or asset types. IVSC is effectively a sister organisation to IASB. The IASBÆs International Financial Reporting Standards (IFRS), previously known as the International Accounting Standards (IAS), reference and quote IVS in some instructions for determination of fair value. IVSC is a non-governmental organisation (NGO) member of the United Nations and maintains liaison with many important international economic, accounting and financial agencies, such as the OECD, IMF and WTO.

High ambient temperatures combined with high surface humidity in the north of Australia and, in particular, the northern areas of the Northern Territory can make underground workplaces relatively inhospitable at certain times of the year. . Woodcutters' silver/lead/zinc mine, situated some 80 km south of Darwin, would be the most northerly underground operation of any significance in Australia. As such, during the build up to the wet season, it has a particular problem of ventilating a deep underground mine with already high dry and wet bulb temperatures at the surface. The Mine Management Act and Regulations mention only that workplaces shall be 'in a fit state for a person to work in or occupy'. Woodcutters therefore set in progress a Heat Stress Program to endeavour to set standards which would be more measurable and justifiable. The aim of the program was to compile a record of ambient atmospheric conditions in the working areas such that areas and/or work activities generating high ambient temperatures and humidities could be identified, quantified and qualified. Once the analysis stage of this program was completed, Woodcutters compiled a set of recommendations for the continued monitoring for, and control of, heat stress conditions to ensure that no underground employee was placed at risk from 'heat stress'. These recommendations are discussed in this paper.

In the course of the development of the Report of the World Commission on Environment and Development (WCED) in the 1980s an expression was introduced in the public discussion on environment and development that influenced the international and national policies of the last 20 years in all areas: sustainable development. The UN decided in 1992 to implement a program with the Agenda 21 which contains the demand for developing indicators for sustainable development. In this context an indicator is understood as a quantitative or qualitative measure that can be measured or described throughout time and which moreover is able to depict the current status and changes. In order to enable for a simple holistic assessment of sustainable development, highly aggregated indicators are required, which integrate the criteria identified as relevant within a framework to be defined. In the presented paper, sustainability indicators for the mining industry are developed that account for the allowances of the sustainable development concept and the Agenda 21. The indicators are quantifiable and traceable through time so that developments can be traced and assessed. Furthermore, the indicators account for the multidimensional aspect of sustainable development. They are designed to allow for the integration of several dimensions in one indicator. The premises that are underlying the development of the indicators are the minimisation of negative impacts on the environment and society while simultaneously considering the maximisation of social and economic factors. Moreover, the participative momentum that is part of the sustainability idea is safeguarded in explicitly integrating the social acceptance of certain measures into the assessment. The indicators presented are based on the logical combination of statements through the use of Boolean algebra. Starting with basic statements for which the logical value is oriented on the sustainability paradigm, complex multidimensional statements can be constructed and assessed.
