To a bank that granted his request for a loan, the late American humorist Robert Benchley responded, `I don't trust a bank that would lend money to such a poor risk'. This quotation is unlikely to be the norm among mining companies that secure project financing. However, a poor appreciation of one of the key risks of a mining project, the reserves, often results in disastrous financial consequences. This conclusion is the subject of the discussion and analyses presented in this paper.

The bulk of the worldÆs production of iron ore is processed into steel. The needs of the steel industry therefore demand a high exploration and exploitation of iron ore. One trend within the industry has been a great increase in the demand of iron ore and this is reflected in an increase in world steel production from 1955 to date. In addition to the high demand for steel, is ChinaÆs high appetite to feed its steel industry. It is therefore important that the iron ore potential of Ghana is showcased for eventual exploitation by potential investors to meet this enormous demand for the commodity in the industry globally. Ghana has three main iron deposits of potential industrial and commercial importance. They are: Shieni sedimentary iron ore (reserves: 1.270 X 106 metric tonnes), Pudo titaniferous-magnetiferous iron ore and the Opon-Mansi lateritic iron ore deposits. The Opon-Mansi iron ore deposit occurs in the Western region of Ghana. The ore deposits are located on top of the range of 15 hills, which extend over a distance of 24 km from Opon-valley, south of the Western region to Dunkwa. The area has an estimated 147 Mt of iron deposit, with Fe content of 52.5 per cent. This paper looks at the iron ore potential of Ghana and how it is capable of attracting potential investors to exploit this valuable mineral for global consumption.

Strong research support is needed in parallel with the process of innovation and commercialisation, in building a deeper understanding of the underpinning physicochemical and hydrodynamic forces that deliver the separations, in achieving improvements, in the deployment of a new technology, and in expanding the innovation platform to create new IP. External investment beyond the research, derived from the genuine value proposition of transformational change, funds the pathway for traversing the so-called Valley of Death.

The first introduction of automatic control systems for flotation occurred about fifteen years ago. The early control work coincided with the introduction of on-line assaying using XRF techniques. This OSA availability, coupled with the emergence of small digital computers suitable for process control in the late 1960-s, meant that the necessary process information and control hardware existed for flotation control experiments. A period of intensive research related to flotation control. ensued. A great deal of effort was devoted to the development of mathematical models of flotation. Plant experimentation sought to understand the effects of a range of flotation variables on the process. Finally, control loops were proposed and plant tested. An evolutionary pattern emerges when the range of flotation control installations is examined. The earliest systems had as objectives process stabilisation using reagent control. There were also some early attempts at flotation optimisation procedures, again using reagent variation. Current work is still associated with the same objectives. One of the difficulties with flotation control has been to recognise and define clear and precise control objectives. More emphasis is now placed on cleaner control which has the advantage that the objectives are usually well defined. A number of flotation control systems which cover a range of control system types is discussed. Based on this accumulated experience,a list of good and bad practice in flotation control is Proposed.

The ground vibration produced by the bench blasts of a single hole and a row of two or three holes is recorded in an iron mine. Using the seismic signal generated by a single-hole shot as the source function, we have developed a computer program of a simulating ground vibration by bench blast. The reasonable delay time of blast in the iron mine has been discussed tentatively with the Fourmap invented by Anderson, D.A. The seismograms measured from the single-row blasts of two or three holes have shown the method of simulating vibration is feasible on the whole. For large scale production blasts, a combination of the vibration simulation and the high-speed photograph is used to choose the delay Time.

A quantitative method for predicting the mechanical properties of zinc alloys is proposed on the basis of the molecular orbital calculation of electronic structures. A new parameter which is the s-orbital energy level, Mk , of alloying elements in zinc was introduced into this method. This Mk parameter correlates with the electronegativity and the atomic radius of elements. The compositional average of this parameter varied linearly with the tensile strength and the hardness of commercial alloys and some alloys developed by Mitsui. This electronic method was very convenient in designing high performance zinc alloys efficiently.

Mining cycles have come and gone and with them there have been dramatic swings in the levels of interest and student entry into minerals-related education programs, hence graduate supply to the industry. So what is the problem? These trends will keep happening and the industry will keep on keeping on – or will it?This paper discusses recent trends in Australian minerals education programs and some international examples, together with some of the more recent initiatives taken by both the minerals education sector and the industry, such as the Minerals Tertiary Education Council (MTEC) and MEA. The real problem is that things will not just keep going the way they have over recent decades – there will come a time when there is no longer a supply of minerals academics available to provide the educational programs; and universities will simply shut down subcritical mass mining programs and invest in the much more lucrative programs such as commerce, law, medicine, etc. By the time this starts to happen it will be at least ten years too late for any last-minute reactive response by industry, if they were to try and avert such a consequence. International experience with mining programs bears out this scenario quite clearly.It is therefore timely for industry individual mines and mine management to take a much more strategic look at their role in the education sector. Sustainable mining also means sustainable minerals education – without one, the other will not function over the long-term. There is a pressing need for long-term strategic buy-in by industry into the education sector – not just for the good times, but also through the tough times. This means much more than a scholarship here or there, but includes such commitments as major industry-university research partnerships; collaborative recruitment initiatives and much more. The paper will discuss a range of such issues, problems and opportunities to address these important issues through strategic, comprehensive, long-term commitments by industry and equally significant and appropriate responses by the education sector. A variety of rockbolt designs and resin anchors are currently in use in underground mines. This paper identifies possible risk factors that may affect the intended performance of rockbolts. The paper also presents the outcome of a study on the variability of some aspects of fully encapsulated rockbolts undertaken across seven coal mines within the context of previous research findings on rockbolt anchorage performance.

The paper presents a review of research in the area of explosible coal dust with respect to safety in the underground mining environment. Research over the last several decades has concentrated on generating dust clouds in small scale laboratory explosion chambers to study flammability limits and the physical and chemical variables which affect explosion propensity. The validity of this approach is discussed and the results obtained for a range of coal types compared.

This paper reports on the field results of using electronic detonators to improve blast outcomes. OricaÆs electronic detonator, the i-konTM Digital Energy Control System, allows exact and precise timing in 1 ms increments from 0 to 15 000 ms. This gives the blast engineer and shotfirer the ability to fire a blast using any possible desired sequence. In the three years that have followed the release of the i-konTM System, Orica has been re-exploring ways of initiating blasts using the abilities of electronic detonators to improve fragmentation, diggability and crusher throughput. This study began with revisiting fundamental blast theory, lead to generation of new state of the art computer fragmentation modelling and ended with many iterative field trials of i-konTM blasts across a wide selection of mining methods and rock types. At three sites a detailed measurement process was undertaken to compare the results of pyrotechnic blasts with i-konTM blasts. This paper will detail the significant improvements in fragmentation, diggability and crusher throughput that was found at these sites.

Coal dust explosions have occurred in coal mines across the world. The Mitsui Miike Coal Mine disaster in 1963 was an example of how this hazard was not managed effectively, resulting in the loss of 458 lives and hundreds of people sustaining permanent brain injury from carbon monoxide poisoning. Management of the risks for this hazard have been well documented and have been implemented in modern coal mines. A recent trend in some mines has seen the abolition of barriers on roadways on the basis that the risks are being managed by the current controls. These controls include stone dust application, trickle dusters, dust analysis and dust removal. The Great Artesian Basin (the Basin) is a large aquifer system underlying more than 20 per cent of continental Australia and most of Queensland. The aquifers of the Basin are an important water source for many industries, including the mining sector. The Queensland Great Artesian Basin Water Resource Plan (the Plan) was released in March 2006. The Plan provides a framework for the long- term holistic management of the aquifers in the Queensland Section of the Basin, in a manner that is consistent with the strategic management plan for the Basin as a whole. The paper describes the Basin and summarises trends in the demand for water in the Queensland section of the Basin. It describes the broad framework for management of the Basin by the individual Australian states, as well as the planning entitlement framework for water resource management in Queensland. The paper discusses the content of the Plan. This includes: the division of the aquifers into management areas and management units for management purposes, provision for protection of the flow of water to springs, limits on further allocating water, provision for a competitive process for access to new water and provision for water trading. Under the Queensland planning and entitlement system a resource operations plan is prepared to specify operational arrangements to implement a water resource plan. A resource operation plan for the basin is expected to be finalised before the end of 2006. The paper summarises the likely content of the plan.

An approach to underground mining of shallow dipping, thick seam coal is proposed in broad outline. The method is based upon overhand slice and fill, with hydraulically emplaced washery refuse as the filling material. Likely fill behaviour and character- istics are discussed and likely problem/investigational/ research areas defined.

The use of the heavy media cyclone (HMC) Separation process for the treatment of ores in a particular size range is comparatively new to Australia. The paper describes briefly the principles of HMC operation. Reference is made to early development work, the pilot plant trials and the acceptance of the technique as a mineral dressing process. The Mitchell Cotts pilot plant at Amdel is described briefly and the results of test work on this unit for the processing of a wide variety of ores and ore types are given. Comments are made on the ob- jectives aimed at in the investigation and results are discussed with particular reference to behaviourial differences between ore types. The process is easy to operate, possesses a high capacity-to-unit-size rating and is capable of a high degree of flexibility. Further developments such as specially prepared and graded media for specific applications, automatic media density control and regulation of media consistency by the use of surface ac- tive agents and polymers have increased versa- tility and sensitivity of control to the point where products differing by as little as 0.02 of a specific gravity unit can now be separated with ease.

DCF Valuations are very important to individuals and companies involved in the mining industry. Such valuations are critical to investment decisions in relation to new and existing projects. In particular they provide fundamental information to shareholders in the event of a capital raising or takeover and to financiers supporting mining companies and projects. Also, DCF Valuations are often used to support asset carrying values in the financial statements of mining companies. This paper presents a Chartered Accountant's (CA's) perspective on the main issues to be considered in preparing, analysing and relying upon DCF methods in mineral valuations and provides some practical examples relating to key issues. The paper makes the important point that DCF methods involve making assumptions about future events and circumstances that inherently contain uncertainty which results in a valuation prepared on a DCF basis providing a range of values that are not perfect or accurate. In order that DCF valuations provide meaningful information the underlying methodology used and assumptions made must be consistent, sound and well supported. Credibility of those involved in preparing mineral valuations is vital and this paper supports the adoption of sound practices by all concerned.

The Argyle Diamond Mine is the first significant diamond producer in Australia. The project has been developed with new concepts in circuit design, process control technology, organisational development and training. After its first year of operation, the Argyle Heavy Medium Separation Plant has proven extremely efficient in recovering diamonds. Apart from cyclone wear, no major problems have been encountered. Ferrosilicon consumption is well below the design level which is a reflection of the sound design of the medium circuit. In a mass of pyrrhotite-rich ore or tailing, where oxidation heating is not controlled, bonding of particles by diffusional mass transport contributes significantly to the agglomeration of the mass.

The regulation of environmental management in the minerals and petroleum industries has been undergoing considerable change over the past decade. In recent years, there has been a distinct trend towards smaller government and increased environmental awareness. Current regulatory systems have generally neither responded to these trends nor effectively dealt with the demands placed on them. There is a need to develop a more effective means of providing assurance to Government and the community that its environmental objectives are being met. These means must also enable industry to have an effective environmental management process.
