Plenary SpeechI have given considerable thought about what I might say to such a group of professionals, given that I am not an extractive metallurgist. It was immediately apparent that I would quickly be out of my depth if I tried to present some technical aspect of extractive metallurgy. So, instead I thought it might be useful to review the subject from the minerals business management point of view in order to improve understanding for the extractive metallurgist who some times finds it difficult to comprehend directions being given by management.

Successful management is ultimately measured by return on shareholders' funds. This is the inescapable and inexorable discipline that ultimately rules every investment. Shareholders today are predominantly, and increasingly, the superannuation funds and insurance funds of almost all of us. We have already reached the situation in Australian investment history in which the best interests of employees can be very directly identified with the best interests of the owners of the capital invested.

SLon magnetic separators utilise the combined force fields of magnetism, pulsating fluid and gravity to continuously beneficiate fine weakly magnetic minerals. They possess the advantages of high efficiency, low operative cost and high reliability. Until now there were about 600 SLon magnetic separators widely applied in processing oxidised iron ores, ilmenite, manganese ore and many other minerals. In this paper, several typical oxidised iron processing flow sheets with SLon magnetic separators are introduced.

The Metallurgical processes used in the gold industry in Queensland since the 1850's are reviewed. The major upswing in, gold processing this decade has brought the technology of heap leaching, carbon in pulp and carbon in leach, flotation for gold and tailings retreatment to Queensland. In many cases operators have developed or improved these processes to treat difficult ores or to cope with local climatic conditions.

The motivation for, the structure of, and the overall features of a block release Graduate Diploma program designed for practising minerals engineers are outlined. It is demonstrated that because of the very specific subjects taught, the course has the potential to effect significant improvements in operating plant performance. Through lifting the skill level of the participants and therefore advancing their career prospects, the course can raise staff morale and improve plant performance and productivity in their work place.

It is with great pleasure that I accepted the invitation to make a closing address to this Congress particularly as it is here in Brisbane. The main duty of the International Mine Ventilation Congress Committee and in particular the chairman is to ensure that these conferences are held every four to five years in suitable locations. My main role over the last four years has been to promote holding this Congress in Australia and it was a great relief when the Queensland team and the Australasian Institute of Mining and Metallurgy accepted the challenge in November 1986.

It is a notable achievement that in the year in which Australia is celebrating two hundred years since settlers first came fran Britain, The Australasian Institute of Mining and Metallurgy is responsible for some ten major conferences, of which at least four are specifically international, or have a very strong international involvement.

The Republic of Kazakhstan has well developed mining and metallurgical complex. In modern conditions, when deposits of useful minerals are running thin, it is very important to find additional sources for obtaining necessary products. As our investigations showed different kinds of waste may be used for producing of different kinds of products, which are successfully applied in different branches of KazakhstanÆs economy. Analysis of ways for increasing of complex use of mineral raw materials of different deposits, widening raw mineral materials base and decreasing negative effects on the environment, are presented in this paper.

The San JosT district in Patagonia comprises a number of epithermal precious metal quartz veins hosted by a Mesozoic volcanic sequence. New radiometric data indicates that upper Jurassic volcanism was closely followed by vein mineralisation in the lower Cretaceous. A structural model is discussed for the district at times of mineralization that may also apply on a regional scale and other mineralised districts in Patagonia. Traditionally mining and conservation have been regarded as opposing and mutually exclusive concepts of land use. Often problems are anticipated which cannot be substantiated by facts. In addition, an ill defined time-scale adds to potentially emotive issues. Examples from Australia and elsewhere are presented which illustrate the dynamic nature of the environment and accentuate sequence patterns in plant community development following natural and man-made disturbances. The mining industry generally appears to be aware of the environmental impact of mining and whilst endeavouring to minimise the disturbance, is still orientated towards maximum production.

Spectacular high-temperature hot springs (æblack smokersÆ) on the deep ocean floor are producing economic concentrations of base and precious metals. Mining these seafloor massive sulfide (SMS) deposits is about to become a reality in 2010, subject to the timely issuance of permits. Three Australia-based private companies and two government agencies inJapan and Korea have exploration licenses or applications covering vast areas of the seabed in the western Pacific targeting SMS deposits. Technological and financial challenges for recovery of seafloor sulfide deposits are being met and mining these may be less environmentally deleterious than mining on land. I am honoured to have been asked by Sir James Foots, the President of the Congress Organising Committee, to open this, the 13th Congress of the Council of Mining and Metallurgical Institutions. The theme you will be addressing over the next few days is "The Twenty First Century - Mining, for Mankind" - a theme that must be regarded as an enormous challenge for the entire minerals industry. Previous conferences, starting in 1924 in London and followed by two others in the United Kingdom, have also taken place in Canada (three), Southern Africa (three), Australasia (two), and Hong Kong (one), but this is the first to be held in Singapore.

The Rum Jungle mine was operated by Territory Enterprises Pty Ltd who mined uranium on behalf of the Australian Government with operations spanning the period from 1953 to the final closure of the mine in 1971. In addition to the extraction of uranium from the open cut pits, copper, manganese and lead were mined and processed at Rum Jungle. During the latter part of the operation, and after the closure of the mine, environmental studies were carried out which were aimed at determining the causes of the pollution at Rum Jungle and identifying a rehabilitation strategy for the mine site. These studies identified sources of heavy metal and acid pollution and proposed a rehabilitation strategy which consisted of 1. recontour, construct impervious covers and controlled surface drainage on, and revegetate three overburden heaps,

The perennial challenge facing mining and minerals operators is to improve productivity, usually by a combination of cost reduction and performance improvement. In a typical production situation involving mining and processing activities, the standard approach has long been to seek improvements in each activity, effectively in isolation from each other. However, the realisation is growing that there is considerable potential to achieve really substantial productivity gains by much improved integration of mining and processing with the key being to consider what is best in the total sense. Some of the linkages between fragmentation in mining and downstream processing are considered in this paper. These linkages involve technical, operational and economic Considerations.

Selenium is a minor constituent of the raw materials processed by the Cockle Creek smelter of Sulphide Corporation Pty. Limited. Certain proposed raw materials contain higher levels of selenium, and these will create a problem with regard to the composition of liquid effluent discharged from the smelter. A method has been developed for removing selenium from the smelter circuit by the sulphation of the fume collected in the Acid Plant electrostatic-precipitators. It is planned that by treating 10-20% of the total dust arisings there will be a substantial reduction in the levels of selenium reporting in effluents when treating selenium-bearing raw materials. The selenium is recovered in elemental form.

Predictive chemical models facilitate the selection, design and assessment of aqueous chemical processes. The development of expertise in aqueous themochemistry has not matched the explosion in computer technology for modelling, which has placed pressure on the need for acquisition of skills to critically assess the appropriateness of the models produced. The 'blind faith' culture which appears to be developing must be arrested by appropriate programs at the tertiary level and professional development strategies in the minerals industry.
