The Mons Cupri Cu-Pb-Zn deposit is situated within a complex Archaean volcanic sequence dominated by rhyolitic fragmental rocks. This sequence is underlain by a 150 m group of rhyolitic ash flow tuffs with minor conglomerate and sandstone, and is overlain by approximately 180 m of dacite and andesite flows. The Mons Cupri sequence itself consists of several elongate or circular rhyolite domes, flanked by rhyolitic fragmental rocks ranging up to 400 m in thickness away from the domes. The lithology of clasts (typically 1 cm to 1.5 m in size) provides strong evidence that the flanking fragmental unit was derived by explosive eruptions associated with the rhyolite domes. An approximately 15 m thick shale horizon, bleached and silicified at its base, overlies both the rhyolite domes and the frag- mental unit. A south-dipping chloritic pipe-like body, with near-surface dimensions of 1,000 by 250 m and narrowing at depth to produce a cone-shaped cross section, lies within the rhyolitic frag- mental rocks about 250 m north of the largest rhyolite'dome in the Mons Cupri vicinity. Its east west elongation parallels that of the rhyolite dome. Ghost fragments indicate that the material in this fissure is a severely chloritized derivative of the rhyolitic frag- mental unit. Confidence in Yakabindie becoming a truly cost competitive nickel project has risen recently because of: ò the emergence of an economically effective contract mining climate; ò the delivery of cheaper energy via the Goldfields Gas Pipeline; and ò the development of the Yakabindie Process for production of nickel cathode and cobalt by-product directly from sulphide concentrates at site, dramatically cutting capital and operating costs compared to the conventional route. Development of the Yakabindie Process was a result of 'necessity being the mother of invention'. Yakabindie can now break out of the trap of relying on existing downstream processors to treat an intermediate, and instead the project can gain direct market access. The very attractive cost advantages demonstrate that hydrometallurgical processing of sulphide concentrates is a worthy prize. Improved cobalt recoveries, and tolerance of higher levels of magnesium and arsenic than allowable by smelters, are further advantages of this approach. Leach residues are combined with much larger quantities of naturally alkaline flotation tailings and remain at site. As a result the process is more environmentally sensitive than the conventional smelt/refine route, with no sulphur dioxide gas emissions and 'metal only out the gate'.

At the Huasco Pellet Plant of Compa±fa de Aceros del Pacffico, Chile, the production of iron concentrate suitable for pellet feed from a low-grade iron ore was technically evaluated. In this study, three treating schemes including comminution, magnetic concentration and flotation in pneumatic cells were tested. The best results were obtained at the laboratory scale by flotation technique using Lilaflot D 817 M as the collector without using any depressant. The operational parameters were determined including pneumatic flotation, and three circuits, two including magnetic pre-concentration, with the low-grade iron ore. The best results were obtained by size reduction at 80 per cent under 325 Tyler mesh, three steps of magnetic concentration and three steps of flotation in pneumatic cells. The magnetic concentrate contained 63.02 per cent of iron and 6.6 per cent of silica, and after the pneumatic flotation the iron content increased up to 70.18 per cent and silica decreases to 1.07 per cent with 78.78 per cent of iron recovery at a weight recovery of 31.89 per cent. Therefore, it is possible to use low-grade iron ore to produce pellet feed from magnetic concentrates by using reverse iron flotation in pneumatic cells.

In an industry that is data-hungry and increasingly international in its outlook, the role of the New Zealand Government in facilitating exploration and mining activity here presents unique challenges. All things being equal, the Regime itself should result in æefficient outcomesÆ, however central to this rational economic tenet are the assumptions that the regime is in keeping with the times, other legislation works in tandem with it, and that those who administer the regime have the knowledge and experience to apply the rules wisely. Following the Crown Minerals review in late 2003, a shift in emphasis from Crown Minerals æmanaging the ActÆ towards proactively æmanaging the mineral estateÆ for greater benefit for all New Zealanders means that these assumptions are being increasingly challenged and addressed through a variety of initiatives. These include improved access to relevant data sets, minimisation of red tape and compliance costs, increasing emphasis on permit holder compliance with work programme obligations, changes to the Minerals Programme and regulations, closer collaboration with and representation to other government departments and councils, and additional recruitment of industry-experienced staff. This presentation will highlight aspects of these initiatives, and examine how they will collectively contribute to facilitating future exploration and mining activity in New Zealand.

It is now recognised that rotary sample division is by far the best laboratory tool for extracting subsamples from a lot of material. In terms of sampling theory, rotary division, by virtue of the fact that it can extract many increments from the lot during the division process, radically reduces the variance due to distributional heterogeneity in the sample being divided. There are a number of occasions in sample preparation when it is necessary to extract a subsample of a target mass. To do this with rotary dividers taking a fixed fraction of the starting mass is a tedious task. In response to this problem, a variable split sample divider has been designed and built for the mineral industry. This paper discusses the utility of the device and presents test data showing that the machine is capable of making accurate mass split while overcoming segregation in the material being divided.

A resource rent taxation scheme is based on the concept of taxing the rent or surplus profit generated from primary industry activity. Rent has been defined as profits that remain after deduction of company income which corresponds to the minimum return necessary to attract private investment to a new project.Rent taxation schemes on the mining industry within the Australasian region have been examined and widely discussed during the decades of the 1970s and 1980s. Forms of resource rent taxation schemes have been imposed on Papua New Guinea mining, some sectors of Australian petroleum, the Roxby Downs venture and are being discussed for the New South Wales coal industry. While no introduced applications have been pure rent taxation schemes, the concept has generally come to encompass arrangements which tax rent at a partial rate which may or may not vary with the level of profitability or return.An examination is made of a number of the more recent schemes. Aspects which should be considered in implementation of new forms of this taxation are discussed. It is concluded that there is an increased acceptance for this form of taxation on the Australian mining industry.

Modern technology and the need for published results have created the tendency for exploration to concentrate on drilling and assaying rather than building a broader geological understanding. Though grade is vitally important to a resource estimate, density and volume are also very important aspects that require equal consideration. Wet tropical nickel laterites are developed in humid environments over ultramafic bedrock where the nickel and cobalt are enriched to economic levels by weathering, leaching and supergene processes. These laterites often occur over rugged terrain at higher elevations where there is sufficient rain and stability for the long lateritisation process to occur. For nickel laterite profiles, the variable terrain and significant material type changes within the relatively thin profile make density and particularly volume estimation, just as significant as grade in resource estimation and assessment of resource risk. Drilling alone is generally not a cost-effective way to reduce the risk in laterite volume estimation to acceptable levels. Surface geological mapping, high resolution topographic data and other information such as ground penetrating radar (GPR) can be used very effectively to improve volume estimates. These data types are all differently structured, have different data density and quality and may potentially overlap. Integration of these disparate data types provide the most cost-effective approach to modelling wet tropical nickel laterite volumes and minimising risk. Geosynclines have been well studied for many years, but very little has been written about the concepts of sedimentary basins in spite of the vast amount of data available. They have been regarded, perhaps, as well- understood intuitively, and therefore not worthy of study. Many of the fundamental concepts of geology were developed during the 19th Century with the construction of coal mines, canals and railways. It was a happy chance that led railway engineers in the early days to think that trains could not climb any but the smallest gradient, so, in Britain at -least, numerous railway cuttings and tunnels were made. These exposed to view and study, in a better form than Nature usually provides, a great deal of interesting geology. Because of the lack of literature about the concepts of sedimentary basins, it is not possible to be sure what the early geologists thought. It seems that sedimentary basins were regarded as recording a history of subsidence during the early stages, when a transgressive sequence accumulated; and a history of uplift during the later stages, when a regressive sequence accumulated. It seemed axiomatic that the age of folding and faulting was younger than the rocks folded or Faulted.

Deep mining in the Collie Basin has suffered with high levels of water flow and sediment in-rushes throughout its 90 year history. Current day experience in working conventional bord and pillar by mainly mechanised means is that advance to the dip is impeded at about the 150m depth of cover by excessive water flow and pressure bursts. Extensive analysis of exploration borehole data and reconstruction of depositional environments helped define important hydrogeological characteristics of roof and floor aquifers, aquitards and aquicludes. Hydraulic parameters were estimated with some accuracy using indirect methods, and later confirmed by pump testing. Groundwater flow modelling showed that mine scheduling would have to be a balance between down dip and lateral development if aquifer pressure heads were to be decreased to suitable levels. Since pressure reduction in aquifers immediately above and below the mine opening was. identified as the key aim in groundwater control, a series of trial in-pit dewatering holes were installed, and demonstrated pressure heads could be reduced at rates compatible with a mine extraction sequence which, in turn, controlled the rate of down dip mine advance. A case history of the successful application of in-pit dewatering systems within difficult hydrological conditions for mining is described, with emphasis on the close collaboration required between hydrologists, mine planners and operations personnel.

A number of rehabilitated open cast coalmines in SA are already decanting. The paper focuses on the situation at one of these mines where the following information exist: monthly decant rates and rainfall; sulfate concentrations of the decanting water; water level measurements inside the mine prior to decanting; ABA analyses; information about the rehabilitation (drainage slope, vegetation, soil used). A 2D-model was constructed for the mine and calibrated against six years of flow data. About 85 per cent of the decant outflow rate comes from direct recharge on top of the rehabilitated mine while the other 15 per cent is derived from lateral groundwater inflows. The estimated recharge value was 17 per cent of the rainfall. Measured sulfate values showed that the sulfate generation rate for the mine was in the order of 7 kg/ha/d. Conclusions from the study are:most of the water decanting from rehabilitated open cast coal mines is derived from recharge via rainfall; given a specific sulfate generation rate, then: the lower the recharge the less the decant rate but the higher the sulfate concentration of the decanting water and vice versa; future prediction of the decant rate must be stochastic according to expected percentile monthly rainfall values; and as a first assessment of the predicted sulfate concentration of decant water from rehabilitated open case mines, the 7 kg/ha/d sulfate generation rate can be used.

THE manufacture of Portland cement on a commercial basis dates back to the year 1824, when Joseph Aspidin, of Leeds, patented his process. It was, however, only within the past 25 years that the cement of to-day commenced its history, and during that period manufacturers have constantly tried to improve the grade of cement.The introduction of the rotary kiln at the opening of this century was the starting point of rapid development in the process of manufacture, and in the quality of the cement produced.Following on the rotary innovation came the wet process. This at first was used only where the raw materials were of a soft nature; but to-day nearly all classes of materials can be treated by this method. Oompared with the dry process, it allows for greater refinement of raw materials, more intimate mixing, better chemical combination, and economy in fuel. Taking advantage of this, the manufacturers in England and America are in a number of cases substituting the wet for the dry process.Subsidiary machinery throughout the factories, such as crushing and grinding mills, have also been vastly improved. The chemists, too, have done their share in the work. Long and careful research has proved the necessity for accurate proportioning of raw materials, thorough mixing, and very careful burning. All these factors combined have given us the product of to-day, which is consistent within very narrow limits, and far superior to that of the beginning of this cement era.

At some time in the mining life of an open cut coal deposit, consideration is usually given to determine the point at which underground mining becomes an economic proposition or even necessary. This can occur anywhere from the pre-feasibility project stage to decades after commencement of mining. Options which can be considered include the extension of the life of the open cut by use of larger equipment, the utilisation of highwall mining techniques and the introduction of low capital start-up or full underground development. The primary focus is always the minimisation of the total unit cost (including capital )of clean product. The transition point at which an undergound mining operation becomes more economic than an open cut operation is not a simple evaluation and depends on many factors, particularly on the nature of the deposit itself. The main general determining factors of the transition point are related to the three factors of mining resource, the mining method that can be used and mining cost issues. Mining resource issues include geography, geotechnics, strip ratio, geology and the size of the deposit. Mining method issues include highwall mining, extending the life of an open cut, the environment, available roof support technology, product yields and the availability of appropriate workforces. The mining cost factors discussed include capital and operating costs and the impact of productivity and management. All these factors impact to a varying extent on the transition point.

As an Inspector of Mines in Queensland, my main responsibilities include the enforcement of the Mining Act 1968 - 1986, the Mines Regulation Act 1964 - 1983 and the Metalliferous Mining regulations 1985 to promote the safe and responsible exploitation of the States' mineral wealth. An important adjunct to this task is the offering of an advisory service to the mining industry. However, in the pursuit of my duties to this regard, I have sadly observed in some cases, numerous wrong doings and negative activities by miners which have led to their ultimate demise, not to mention that of others. Despite what I consider corrective advice, I have witnessed, again in some cases, disregard and blind pursuit for the wrong end. This then is a novel approach to get the message home in the form of a light hearted cartoon presentation relating the saga of an average Aussie battler entering the mining game unprepared, making the wrong decisions due to his own ignorance and the cleverness of others, leading finally to his and possibly others' downfall. It is not intended to insult any particular profession or group of individuals and only endeavours to impart to readers and listeners, the message of being prepared and alert when entering the gold mining industry. Even though the presentation focuses on the woes of a rookie alluvial gold miner, a similar analogy could be drawn with his hard rock counterpart since the basic issues that I have attempted to address are common. By no means is there a saga complete because there are many more traps a miner can inadvertently fall into and only time has prevented me from referencing them.

All minerals contain radioactive elements, from the uranium ores of the Gabon, which contained sufficient uranium to initiate a natural nuclear reactor, to the very low levels of some recent evaporites. The commonly occurring heavy minerals such as ilmenite, rutile and zircon are no exception to this and contain varying qualities of radionuclides, depending on the source. With recent changes in legislation many natural minerals may become officially classed as radioactive. Such moves can inhibit the sales and exploration of many minerals in the heavy minerals suite. The many negative perceptions associated with the word radioactivity can produce an over cautious reaction from regulators and users. This paper presents a method of managing the radioactivity issues associated with minerals such that the safety aspects of workers and public are not compromised, whilst allowing the commercial use of such minerals to continue in a sensible manner. The paper focuses mainly on the mineral zircon and its uses. However the legislation changes particularly in Europe and the USA have the potential to affect all minerals imported into or produced in those countries. The model developed for addressing the issues of zircon radioactivity may be readily applied to other minerals since legislation governing such matters is not mineral specific. There is a strong need for education of both regulators and users of minerals. Regulators are usually not aware of the specific properties or uses of individual minerals. Similarly mineral users are not aware of the radioactive nature of their materials or how to manage this property. The paper concludes by recommending strong cooperative action by both producers and users of minerals to protect the future of their industry.

Launching the Queensland Water Plan 2005 - 2010 in August 2005, Premier Peter Beattie compared the stateÆs water resources with liquid gold. QueenslandÆs peak industry body for the minerals and energy sector, the Queensland Resources Council (QRC), believes the analogy is appropriate. During early development of an industry water strategy, it has become apparent that water is like liquid gold, in that it is revered, hoarded, recycled, priced on purity, a magnet for speculators, both difficult and expensive to transport effectively, heavily regulated and fundamentally linked to issues of security. To date it has generally been economic and relatively straightforward for the resources sector to secure water. Although production has not been compromised, this must not be grounds for complacency as there is every indication that water will continue to become increasingly expensive, more tightly regulated and, relative to a growing demand for a finite water supply, increasingly scarce. During 2006, QRC has developed and is implementing a voluntary industry water strategy to address a range of challenges confronting the resource sectorÆs security of access to water. As a consequence of, at times, protracted community consultations over QueenslandÆs catchment-based water planning processes it has become clear that many community stakeholders have outdated perceptions of the stateÆs resources sector. Once established, QRCÆs water strategy will incorporate a community engagement campaign to present the industryÆs credentials as a leader in water resource management. The development of QRCÆs water strategy, and the challenges the strategy is designed to address, provides insight into the fundamental reforms that are occurring in how water is managed and regulated in Queensland. These reforms have implications for how government policies are designed and administered and also for how industry engages with communities during this transition process.

Completion of a project requires two separate money-focused activities, namely economic evaluation of the cash flows underlying the project (before financing) and if the economics look promising, how it can be financed. Economic evaluation might be best led by a person with a technical-operating background, whereas financing might be best led by an accountant. Both should be presented in simple language with easy to understand models. Economic evaluation has a sad and bad history because it evolved from the fringes of accounting. Anyone can become a self-appointed practitioner. Some still take pride in mathematical complexity without realising that they distance themselves from the decision-makers and alienate other team members. Today there is no evaluation modelling consistency across the mining industry and this reflects poorly on our discipline. It is not tolerated amongst our peers in engineering and accounting. In 2009 æbest practiceÆ economic evaluation modelling is well defined. It is:easy to follow;tailored to its purpose;transparent;discipline, rigour and consistency;recording of all source data; and hencequick to audit. Mantra: If you cannot readily understand my model you do not have a problem, I do! The task of the economic model is to make the range of business cases underlying the decision easy to understand. Intellectual power is used to simplify the decision to its key issues and risks and to present the full range of possible business outcomes in readily understood terms. Project team members, management and the board must be able to make their decisions with æeyes wide openÆ. A steering committee should be established to develop a set of standards and practices that could be adopted for economic modelling within the industry. The industry needs to purge itself of the undisciplined economic evaluation modelling that now characterises the discipline.

The paper gives details of the reasons why attention was directed towards the modification of flotation cells. The cell volume and impeller speeds were reduced, and it is estimated that the power consumption for lead and zinc flotation will be reduced by about 2·8 kWh per ton of ore treated, and that substantial savings will be made in maintenance costs. The metallurgical efficien.cy of the operation has been maintained and attention is now being directed towards the improvement of grades of concentrates and recoveries of metals.INTRODUCTIONIt was on 1st August, 1934, that the first Denver No. 21 flotation cells were operated in the treatment plant of The Zinc Corporation Limited, in a pilot Nant which had been installed to determine the economics of all-flotation as against the then existing gravity and flotation practice.The ore being mined at that time came from the lead lode which consists of a granular mixture of galena, marmatite, chalcopyrite, tetrahedrite, pyrrhotite, pyrite and lollingite with a gangue association of calcite, quartz, bustamite, rhodonite, manganhedenbergite, garnet, fluorite, manganocalcite and apatite. The silver content of the ore occurs in three minerals-tetrahedrite, dyscrasite and pyrargyrite, the last two mentioned occurring in microscopic association only.A parallel lode, known as the zinc lode, was well developed at that time. The common lead lode gangue minerals-calcite, rhodonite, bustamite-were rare in the underground exposures of the zinc lode. Multiple regression analysis applied to ventilation records of stopes on the Witwatersrand showed that it was possible to estimate the temperature increase per 100 ft for a new stope with a standard deviation of 0' 5°F. The analysis also threw light on the relative effect on this estimate of five different factors.Application of the analysis of variance technique to a factorialexperiment on the production of dust during rock drilling showed that the effects of air and water pressure were quite small but also showed that the between-machine variation was unexpectedly large.Analysis of variance also proved a valuable means for assessing the bias and random error variation of aneroid barometers used in pressure surveys.INTRODUCTIONThree examples are discussed to illustrate the use of the techniques of "analysis of variance" and "multiple regression" in research on the ventilation of gold mines. Although the techniques are basically similar their application to each example has a slightly different emphasis and the examples were chosen for this reason. The variation ofemphasis is as follows.1. Temperature increases in stapes. This work was undertaken as a preliminary to possible extensive controlled experimentation (Lambrechts, 1959). Data collected in routine work by the mine ventilation personnel were used for analysis and no specific experiments were carried out. The main object was to see whether such data could provide any strong pointers to factors which might be worthy ofmore careful study and to factors which could initially be ignored. Of course, there was hope that the study might provide an empirical formula for rough forecasts.

Modern, high-output, continuous process plant requires heavy capital expenditure and is exroected to achieve a high rate of return upon the investment made, thus its high utilisation is an economic necessity. Downtime is extremely expensive not only in terms of idle capital but also in terms of lost production and revenue. A sound maintenance management system can alleviate the problem of unscheduled stoppages and a key document in the maintenance system is the Work Order because it both initiates work and conveys maintenance control information back to the administrator. This key document must be supported by an information base that provides technical data, job procedures, spare parts, history and costing. To be effective this information must be easily and immediately available to all concerned. Computer technology has developed extremely rapidly over the last ten years and with it a wide variety of on-line computerised maintenance systems. Selection of the most appropriate system for a given industrial plant is not a straight-forward process. Computer requirements for hardware and software must be matched to the requirements of the maintenance system and such matching must be carried out in an ordered and rational way. At Kalgoorlie Nickel Smelter, time was taken to review the existing maintenance system, select, study and test the new computerised maintenance management package and plan its implementation. As a result, the initial target of equipment recognition has been achieved on schedule and within budget.

Oxy-ACETYLENE system of welding and cutting is at present practised in two forms, which may be described as the high and lowpressure systems. In the high-pressure system the two gases, oxygen and acetylene, are delivered. to the blow-pipe under pressure from properly constructed trade cylinders. Oxygen cylinders are in two sizes, each containing 100 and 200 cub. ft. of gas respectively. These cylinders are charged to a pressure of 120 atmospheres, or 1800 lb. per sq. in. approximately. The acetylene cylinders are made in one size as far as the writer knows, and contain 200 cub. ft. of acetylene gas at a pressure of 10 atmospheres. Each cylinder is provided with a valve and connection for attaching a regulator to "break down" the high pressure in the cylinders to the necessary low working pressure of the blow-pipes, and to deliver the two gases at a constant pressure irrespective of the variable pressures in the cylinders. These regulators can be adjusted down to as low as 1 lb. and are provided with two pressure gaugesone reading the contents of the cylinder in atmospheres, and the other the working pressure in lb. per sq. in. The high-pressure, or "two cylinder" system is compact and can readily be transported from place to place in the works. For this purpose the two cylinders are mounted on an easy-running 4-wheeled truck, which the operator and assistant find no difficulty in manipulating. In the low-pressure system the two gases are delivered to the blow-pipe, one from the oxygen cylinder and the other from the acetylene gas generating plant, which consists of the following:Generating cylinder, half filled with water, into which the cathoide is plunged.
