Of the energy resources present in Australia, coal and uranium are by far the largest. These two resources ap- pear sufficient to satisfy Australia's energy needs beyond the immediately foreseeable future and long after the natural petroleum resources are exhausted or have ceased to play a significant role. By that time, coal could be converted in plants of very large size to synthetic liquid and gaseous fuels which will be used as substitutes for pet- roleum fuels, particularly for transport. The basic role of uranium will be to supply electricity from nuclear power stations for heat and power requirements, thereby freeing non-coking coal largely for conversion purposes. The establishment of these enterprises will require a massive national effort and a high degree of co-ordination at the planning stage.

I have spent most of the past thirty-five years working as an economic geologist in the area of exploration and development of base and precious metals. Most of this period has been as an employee of Trans-National-Corporations (TNC's). I presently act as a consulting geologist to a joint venture company, bringing together two such TNC's: Anglo American' Corporation and affiliated companies De Beers (Diamonds) and Minorco (Metals mining outside of Southern Africa), and Normandy Mining Limited of Australia. Normandy is presently through its gold arm PosGold, Australia's largest gold miner and Anglo American can claim to be the world's largest gold company producing over 280 tonnes of gold a year, more than twice its nearest rival Gold Fields of South Africa. In addressing this topic, the role that Government can, and should play in mineral development, I will be drawing heavily on some examples from these and other TNC's experience in recent offshore mining Investment.

Immigration has influenced Australia's development more than any other factor. As well as being critical to our economic growth and development, it has made a major contrib- ution to our population growth, to the richness and diversity of our society and to our inter- national relations. Migration from the United Kingdom has been the mainstay of our settler intake for many years, but its relative importance has declined in recent decades. Non-British European migration formed an important part of our post-war intake and, in the past few years, migration from Asia has reached significant levels - particularly through our resettlement of Indo-Chinese refugees. In planning our future immigration, it is important to look beyond short term direct economic consequences. Australia has looked to its resources for progress, but Japan, Korea, Taiwan and Singapore have achieved dramatic economic progress without resources, based on the will and dynamism of their societies. Immigration can contribute greatly to the development of a dynamic, outward looking Australian society able to make the most of our great resource potential.

The ore body being worked is about one hundred feet in length by seventy feet in width. A face of about fifteen feet is stoped over the whole level at one operation, this height standing without any timber.Double lines of logs, twenty feet in length and from ten inches to one foot in thickness at the small end, are then laid longitudinally, butt to butt, and breaking joint from end to end of the ore body they are at ten feet centres from wall to wall. The starting logs are single for the first ten feet and their ends are hitched into the solid rock. These are called "miners" and are the logs which are picked up as the level underneath is worked up. The double layer gives a better chance of picking up. Logs are now laid from the centre of the ore body at right angles to the miners, the ends being hitched into the walls. The effect of various methods of conditioning on subsequent flotation performance was reviewed, where complex interactions involving attrition, aggregation, dispersion and surface cleaning were discussed. The present study focussed on the influences of standard laboratory cell conditioning, ultrasonic dispersion and high intensity conditioning on copper mineral flotation characteristics. The effect of substituting demineralised water for the WMC plant water was also examined. It was found that higher copper concentrate grades were often obtained using demineralised water, however the use of high intensity conditioning in mill water gave the highest copper recovery and highest flotation rate constant. This process should be considered if copper grade and recovery in this section of the plant drops, especially if the drop is due to surface oxidation of the copper minerals. Other methods of conditioning (cell and ultrasonic techniques) improved the rate of copper flotation above that obtained in the virtual absence of conditioning, showing the importance of conditioning on subsequent flotation operations.

"DEEPHOLE " or "Longhole" drilling is the name given to the drilling of prospecting holes with the pneumatic hammer drill. The drilling bit is of the same form, and is prepared in the same way as ordinary rock drill steel, and is extended to the bottom of the hole by sectional hollow rods, through which water is forced.The cuttings from the hole provide a sample of the ground drilled.Deephole drilling was developed at an American mine where the cost of diamond drilling, owing to loss of diamonds, was excessive, and proved very successful, holes being drilled as deep as 220 ft., in limestone, at a cost of one dollar per foot. The use of the method in other mines, and in a variety of rocks, has since been described in the technical literature. From the published descriptions the following data are drawn:

A program of re-planting native mallee trees, which can be harvested on a short rotation cycle, has been initiated in Western Australia to counteract increasing soil salinity in the wheat belt region. Large volume applications for the wood products generated by these plantings are required to improve the returns to farmers. The metallurgical industry is a large-scale user of carbon, and a project was carried out through the Centre for Sustainable Resource Processing to investigate the use of mallee-derived carbons in metallurgical processes. The use of renewable carbon sources, such as charcoal, to replace fossil carbon has the additional benefit of reducing the net CO2 generated by the metallurgical industry. Experiments were undertaken to assess the performance of mallee derived charcoals as reductants for the solid state reduction of ilmenite and for iron ore bath smelting. Rotary drum reduction tests showed that the reduction rate of ilmenite with the mallee charcoal was approximately twice that of Collie coal at the same fixed carbon/ilmenite ratio in the bed. Iron bath and slag bath injection tests demonstrated that the mallee charcoals dissolved readily in molten iron carbon baths and reacted efficiently with iron making slags.

Projects to be undertaken in remote locations require special attention with regard to constructability from the very first stages of design. This is to ensure not only that the project is compatible with the environment in which it' is proposed to be built, but that it does not require facilities or special construction equipment and expertise that is not available in the proposed location. This paper draws on experiences gained on projects in Alaska, Northern Canada, South East Asia, outback Australia, and more recently Bougainville, in Papua New Guinea, where over the past 5 years Minenco has undertaken in excess of A$120 million of work on a number of different projects for Bougainville Copper Limited Although many of these projects have been close to large populous cities, which have been served by regular shipping and airline services, the locations have not had the availability of construction facilities which exist in major cities of Australia and thus can only be considered as remote locations by current day standards. As a result, every nut bolt and washer has had to be brought to the job site by the construction company. FINANCE FOR EXPLORATION Two factors have basic importance in relation to the availability of finance: the apparent success of continuing exploration activity and tax concessions. It is not proposed to discuss the effect of existing tax incentives, as these have already been outlined and are generally accepted as being reasonably attractive; certainly not a deterrent to possible investors. However, it is obvious that the greater the tax incentives, the greater the amount of money that will be attracted, and the wider the number of people who can be brought into the pool. If, as is suggested, the chance of discovery is related to expenditure and effort, then the more money attracted, the better the prospects of significant finds. It is probably correct to assume that the largest expenditure in mining will come from, or be induced by, people expert in the field, people who are fully aware of the risks and benefits and perhaps making conservative decisions because of this awareness. Insofar as the general public is concerned, while in the first burst of enthusiasm it will frequently follow any promoter, in the long run it too will become more sophisticated and will strongly support only those promoters and companies of good repute and proven record.

A common problem for many mines is insufficient total primary airflow or insufficient airflow in the correct places as the mine changes over its life. This has a number of impacts on the business operation and may result in the need for a major and unexpected capital upgrade of the system, cancellation of a planned production increase, reduction in production targets, increased operating costs, failure to provide contracted metals to customers or acceptance of substandard conditions in the workplace. In some cases, it can even result in premature closure of the mine. In recent times, higher metal prices have given an expected economic boost to many mines, potentially prolonging their life but simultaneously requiring the mine to develop to deeper depths or requiring assets such as shafts and fans to have their service life extended. Insufficient primary airflow is a particular problem in deeper mines as the ventilation circuits become longer, more convoluted, have higher shock losses and the actual airflow requirements increase due to a combination of leakage, dispersion of the workings and the problems of managing the additional heat loads due to higher virgin rock temperatures and autocompression. This paper discusses the reasons why mines experience unexpected shortfalls in primary ventilation capacity with its associated impacts on metal targets, profits and frequently on the health, safety and morale of the workforce, as well as its productivity.

Experimental data on the production of fines as a function of specific grinding energy consumption show that in general the energy utilisation in a choke fed high-pressure roll mill is higher than in a ball mill, but lower than in the single-particle mode of comminution under slow compressive loading. There is some evidence to suggest that the presence of water in feeds improves the energy efficiency of pressurised roll milling somewhat. Within a wide range of energy input, the size distributions of the ground product are self-similar, the logarithmic median size decreases linearly with the amount of fines produced and the inverse of the median size increases linearly with the energy spent. The production of fines as a function of energy expended follows essentially the same pattern as the one frequently encountered in media mills. The kinetics of grinding in the high-pressure roll mill can be simulated satisfactorily by modifying the standard particle population balance equation in order to account for energy dissipation in the tightly compressed bed. Common characteristics and important differences in grinding by the media mill and the high-pressure roll mill are highlighted.

The Australian mining industry isstill labouring under the impression. created by the Fitzgerald Report that it does not pay suffic- ient tax. This would appear to be the raison d'etre of the resource rent tax debate. The authors quantitatively compare the cash flows to the mine and government resulting from a large strip coal mine in central Queensland under a number of Australian and international taxation policies. The Liberal government policies are found to be internationally competitive while the Labor 1975 policy is excessively punitive. The present value of the returns to the public from the Liberal 1977 policy vary between three and six times the net present value to the mine, which belies the necessity for the imposition of a super tax. The levelling of a special royalty, excess rail freight, by Queensland could severely re- strict the development of new mines in the Bowen Basin. The impact of excessive freight rates is analysed on a combined strip-deep mine typical of the new projects nearing development in the region. Otherwise economic mines can be made marginal or even sub economic by this tax. Even with moderate rail freights, the mining tax laws of New South Wales are more favourable to the industry than are Queensland's.

The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad. Sampling systems are never perfect. They all have some bias and give variable sampling errors. The ways of thinking about bias and precision should be different before and after construction (or reconstruction) of a sampling system. Before a sampling system is constructed, the fundamental error variance can be estimated using GyÆs formula or by doing test work on the material to be sampled. The component of sampling variance which varies with the number of sample increments can be computed for the expected patterns of grade variation. The smallness of the bias can be checked using discrete element modelling, by checking that the proposed design complies with clauses in standards, or by copying an existing sampling system that performs well for similar material. After a system has been constructed, sampling precision can and should be monitored directly. Anyone claiming to take responsibility for a sampling system should know its precision. Bias could be checked by comparison to a more accurate sampling system, such as stopped-belt sampling, under conditions where bias seems most likely. However, it is more practical to conduct regular checks that the system is still operating as designed, that the design is still appropriate despite any changes to material flows, and that sample masses are consistent with the correct operation of the sampling system. If precision is not regularly assessed then it should be assumed to be very poor. If a sampling system is not regularly inspected then it should be assumed to be biased.

Over the last year at Clarabelle Mill, three circuit reconfigurations were implemented. One circuit reconfiguration, æA CleaningÆ, was initiated due to a furnace failure at the smelter complex, and two of the circuit reconfigurations, æincreased copper (Cu) separationÆ and the æInterim IsaMillÖ circuitÆ, were seen as opportunities to increase cash flow through the mill. A Cleaning and the Interim IsaMillÖ circuit took advantage of engineering design already completed for a major capital project. The engineering for each was modified, as needed, and construction of the required portions of the capital project was fast tracked. The increased Cu separation circuit change used existing test and plant equipment to increase the plant Cu concentrate production. Implementation of the projects required teams that included operations, maintenance, technical support, project management and capital project resources. This paper discusses the business reasons driving the changes and the forethought or synergies with other work, which made them a success, and what was learned through each project. THOSE who dabble in m.ining are no exception to the general rule that persons who know a little of a subject are apt to think that they know all about it. Some colour may be lent to the belief that anyone may succeed in mining when we hear stories ofsuccessful diggers and others who have accidentally dropped on to something good through no foresight on their part; but we seldom hear the contra account of the far larger number who fail. Those who go more thoroughly into the subject, and take up mining as a profession, know very well that it is not one that can be carried out successfully by rule of thumb, but when they point this out to the public they are credited with trying to make it a closed profession; and outsiders are for ever trying to find out the 'trade secrets,' at the same time spurning the main one, which is hard study, experience, and the ability to apply their knowledge.The average mining man is not rich. When he amasses a fortune it is generally through speculation rather than professional work, thought no doubt his technical knowledge may have assisted him. However, making a fortune and running a mine are twodifferent things.

Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractorÆs and ownerÆs perspectives and focuses on: when performance tests are required, what type of performance test/warranty is optimum for each type of project, and how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between ownerÆs risk and contractorÆs risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the ownerÆs corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide æcommon purposeÆ early in the contract negotiation process.

The integration of economic, cultural, social and environmental decision-making has increasingly become globally recognised as the only acceptable way of doing business consistent with sustainable development. This concept requires a move to a new economy, where environmental, cultural and social issues are accounted for and integrated in business decisions and practice. There has been much discussion on sustainability and sustainable development, but organisations are still grappling with what this means in reality for their business and how they should respond. The challenge is to take the way we do business to a new paradigm and make solutions relevant to business. This paper will look at some of the strategies and programs being adopted or considered by resource companies as they move towards a more sustainable future. These include defining a sustainability framework for their organisation, developing the business case and planning approach. Also included is a brief overview of some of the new approaches to environmental management, such as reducing materials and energy intensity, minimising or eliminating impacts through better waste and emissions management and process control, taking a whole of life approach to products and conserving resources. The concepts of Product Stewardship, Eco-efficiency and Cleaner Production will all be discussed.

The Mineral Resources Act 1989 was assented to on 25th October, 1989 after more than two years of consultation and negotiation between Government, the mining industry and other affected parties particularly the major rural organisations.The legislation proposes major conceptual changes in a number of areas and adopts a totally new approach to the definition of land and the mechanisms available to the mining industry for accessing such land.Unfortunately the passage of the legislation through Parliament coincided with the lead-up to the State election. Ultimately it became an election issue generating much adverse comment in the media particularly from rural and landholder groups. It was obvious that much of this anti-mining propaganda resulted from a lack of understanding of the legislation and the benefits that flow to the majority of landholders as well as the mining industry.It is essential that the contents of the Mineral Resources Act be thoroughly understood by all parties. Only then will all the State's resources be able to be developed in a multiple land use environment.This paper outlines the philosophy behind the new Act and the more important provisions contained therein.
