"Extracting any metal, especially specialty metals and rare earth elements, requires an in-depth analysis of the costs and potential revenue as well as a due diligence study of other stakeholder interests. Rare earth projects are generally in the billion dollar US range or above, and thus failure to accurately predict any loss of revenue caused by impurities within the product or additional effluent treatment costs can destroy an otherwise viable study. Two prime sources of input impurity are considered: impurities in the material feed and from reagents. The effect of these impurities factor on both the product (in reduced revenue) and on residual “tailings” that may incur additional unforeseen costs.INTRODUCTION“Truth passes through three stages. Is it possible to build a viable rare earth plant to a realistic budget, without destroying that which we cherish? Some see this as contradictory but in reality it is the only viable option.WHEN GOOD PROJECTS FAILWithout rare earths the Copenhagen agreement might be null and void. Running a wind turbine with a 30 tonne conventional magnet requires some hefty engineering and prohibitive investment. Despite their ‘Green metal’ applications, production of rare earths have created environmental nightmares, as Folger stated in 2011 when visiting Baotou, or has Jaing Mainheng who has been quoted by Ambrose Evans-Pritchard 6 Jan 2013. This comment is not a criticism of China; the details are from a 2012 white paper published by the Chinese Government that initiated a $6 billion environmental clean-up. Nor is China unique; other plants have had problems as well. There were toxic leaks in the 1990s from Mountain Pass, and the Mitsubishi Bukit Merah Plant (built in Malaysia in 1958) required a $100 million clean-up."

"Inherently anisotropic rocks occur in abundance at many rock engineering project sites in Himalayan region. These rocks pose difficulty in analysis and design due to their direction dependent strength behaviour. Moreover the strength varies in a non-linear manner with confining pressure. Mohr- Coulomb strength criterion is widely used by geotechnical engineers for defining strength of rocks subjected to given confining pressure. However, the conventional Mohr-Coulomb (MC) criterion suffers from the limitation that the strength is treated to be linearly dependent on confining pressure. In the present article, the MC criterion has been modified by incorporating non-linear term while retaining the original parameters c and ?. The non-linearity with confining stress level has been imbibed through critical state concept (Barton, 1976). The criterion has been applied to a triaxial test data base comprising of more than 1140 triaxial tests conducted world-wide on anisotropic rocks. Statistical evaluation of the goodness of fit of the proposed criterion to the data-base has been carried out. Further the predictive capabilities have been evaluated by determining the error in estimation of triaxial strength if only few triaxial test data are available for determining the criterion parameters. The data base has also been back-analysed to assess the critical confining pressure for anisotropic rocks. Statistically the critical confining pressure, for the present criterion, may be taken nearly equal to 1.25?cmax, where ?cmax is the maximum value of the UCS out of all orientations of planes of anisotropy. It is concluded that reasonably good estimates of the anisotropic strength are possible through the proposed criterion.INTRODUCTIONMany rocks encountered in Himalayan region like shale, slate, schist and phyllite are inherently anisotropic and exhibit direction dependency in their strength behaviour. In addition, the strength of the rock also depends on the confining pressure and, the strength response is non-linear especially when the confining pressure may vary over large range. Conventionally, Mohr-Coulomb criterion is the most widely used criterion for rocks. However, the limitation of this criterion in its present form is that the strength is treated to be linearly dependent on the confining pressure. The present study attempts to address the following two main objectives: i) Include nonlinear response in the Mohr-Coulomb criterion while retaining parameters c and In their original form; and ii) consider anisotropic response of the rock for a given confining pressure. A nonlinear strength criterion, which uses shear strength parameters c and as per Mohr-Coulomb criterion, has been suggested based on critical state concept for rocks."

"The National Uranium Tailings Program was established in 1982 to develop, in part, a mathematical predictive model which would allow the assessment of the impact of uranium mill tailings on the environment and particularly on humans. . To achieve this , various studies were undertaken to establish the role played by key constituents of the tailings. This paper summarizes the findings of a study carried out under that program, to examine the leachability of barium-radium sulphate sludges produced in the treatment of uranium mill tailings decants. The investigators performed detailed chemical an alysis of the sludge, applied geochemical computer models to investigate sludge leaching behaviour, and conducted experiments to assess the impact of bacteria on leaching. The modelling showed that the redox state o f the sludge-leachant system was the most important factor. Substantial bacterially-mediated dissolutio n of the sludge and release of radium was demonstrated experimentally under suitable reducing conditions . INTRODUCTIONIn September 1981, Phillip A. Lapp presented the final report of the National Technical Planning Group on uranium tailings research to the federal government (Lapp, 1981). Lapp' s group had performed an in-depth survey of the status of uranium tailings research in Canada and, as a result, recommended that a national program be funded in the amount of $18 .6 million. Half of this fund ing was to come from the federal government, with the two producing provinces , Ontario and Saskatchewan, providing the balance. However , the provinces declined to support the program and the federal government decided to inaugurate a reduced program with $8.5 million o f funds .In late 1982, the formation of the National Uranium Tailings Program (NUTP) was announced by the minister of state for mines. A primary objective of this program was to develop a mathematical predictive model that would permit the assessment of the impact of uranium mill tailings on the environment, a nd particularly on humans. The program was to use existing information to the greatest possible extent, and then fund research to fill in gaps or substantiate data where necessary .The NUTP was established to administer this program of contract research over a five-year sunset life. By the end of the 1986-87 fiscal year the NUTP had completed about 100 contracts. One of those projects was to study the effect of placing barium-radium sludge ba ck within the tailings matrix. From the view point of the mining engineer, the square-set method of stoping as practised at Butte, Montana, is one ?of the outstanding features of well conducted mining operations in that camp. The following information was obtained in the course of two months underground work in the Granite Mountain mine, during the summer of 1920, which is one of the properties of the North Butte Mining Company, situated on the well known Speculator vein. Most of the information was derived from personal observation and from discussions with various miners and with members of the staff. Geology The copper mining area of the Butte district is some two miles long by one and a half miles wide, a mineralized area in a great batholith of monzonite granite, locally known as the Boulder batholith. This extensive body of granite is traversed by several series of mineralized fault-fissures which differ in strike but generally dip steeply. Geologists agree that following the formation of the fissures, alkaline solutions ascended and decomposed the felspathic portions of the granite in the immediate vicinity of the fissure walls, and that these alkaline solutions were followed by cupiferous solutions which filled the fissures and replaced the granite next to the walls. A zone of oxidized ore, varying in thickness from 10 to 400 feet, overlies a sulphide zone containing chalcocite, enargite, bornite and chalcopyrite, with a small amount of quartz gangue. The veins are from 3 to 100 feet in width and contain, on the average, 3 per cent of copper, 2 ounces of silver, and 15 cents in gold per ton.

"This paper describes the improvements made to the operation of a liquid phase, 300°C, heat transfer system in the paste plant of an aluminum smelter. These improvements were achieved by replacing the original heat transfer fluid, a synthetic aromatic, with a new technology, petroleum-based product. This new fluid, Calflo HTF, provided better thermal stability, with lower toxicity, and improved plant working conditions.The procedures for fluid selection, changeout and performance monitoring are described along with a summary of control analysis over the last three years."

Introduction In preparing this paper on Recent Developments in Gold Milling Practice, the idea occurred to me that possibly the best way to deal with the subject would be to take you in thought on a visit to the principal gold mining camps of the Dominion, starting at the east and finishing up in the west, and noting, as we go, the outstanding improvements that have been made in the last few years in the practice of gold milling. Before beginning this tour, I desire to emphasize the debt this country, and particularly our mining industry, owes to that body of trained and experienced men, little heard of, but who, working quietly on their problems, are responsible for these improvements. The metallurgists, to whom I refer, have solved many difficult problems for the mining industry, in connection with the treatment of our complex ores; for instance, the silver-cobalt ores of the Cobalt district, the gold ores of the Porcupine district, the gold-telluride ores of the Kirkland Lake? district, the copper-gold ores of Noranda, the arsenical-gold ores of the Beattie mine, the copper-zinc ores of Flin Flon, and the lead-zinc ores of Kimberley. In doing so, they have maintained the high technical standards of the profession, and the practices thus evolved are noteworthy for their high degree of efficiency. When the price of gold increased from $20.67 to $35.00 an ounce, what had formerly been thought to be a low tailing became almost an ore, so that the metallurgists are now busily engaged upon the problem of putting this railing back in its proper place of being a tailing once more, or from its value, at the present price, of anywhere from 50 cents to a dollar or so per ton, to a few cents per ton. Owing to the changing prices of the metals in the world's markets, still greater improvements in metallurgical practices are imperative. An important contributory factor towards improvement in ore dressing is the aid furnished by the microscope in the examination of ores and mill products. By making possible the determination of the mineral constituents of the ore, their association, and grain size, it gives the investigator a knowledge of his problem, before he does any actual test work. In the Mines Branch laboratories at Ottawa, its use has enabled us to predict how an ore should respond to various methods of treatment.

A number of improvements in the techniques of budgetary control have been developed in the 1970's. The most significant of these is zero-base budgeting. This procedure is a marked improvement, because it overcomes some of the key weaknesses inherent in most traditional approaches to budgeting. It incorporates techniques and disciplines which improve the quality of both the budgeting effort itself and the documents that most senior managers will need to evaluate. The end result is a budget that establishes and improves cost effectiveness. This budget is based on resource allocations using cost-benefit criteria and on a system of prioritization for making funding choices. Zero-base budgeting is applied only to costs and expenses that are not conducive to control using industrial engineered standards. Therefore, the benefits attributed to zero-base budgeting will only hold true for administrative, selling, exploration, safety, fire protection and overhead, and other indirect types of costs and expenses. It is in this context that the question of its attractiveness for the mining industry is dealt with.

"Mine Doyon, in collaboration with CRM's Process Control Division, improved the control strategy at the SAG mill I Ball mill grinding circuit. The project aimed at increasing operation stability and throughput. First, a needs analysis was achieved in order to define the control philosophy and to upgrade the process control equipments and instrumentation. The stabilizing control strategy has been developed and implemented successfully using single loop PID controllers. The monitoring feature as well as the rule based supervisory control strategy were implemented on 486PCs running Process Vision and COMDALE/C softwares. Main features of the control strategy are described in this paper while results are presented and discussed.RésuméLa Mine Doyon, en collaboration avec le service de contrôle des procédés du CRM, a optimisé la stratégie de contrôle au circuit de broyage. Les objectifs du projet étaient !'amélioration de la stabilité de !'ensemble de !'opération et la maximisation du tonnage usiné. The SAG mill motor current is used to control throughput. This system stabilizes the circuit but does not actively optimize circuit performance. An expert system was developed to aid the optimization of the circuit by manipulating the set-points of existing PI control loops. The system was implemented with the Comdale /C expert system package and has been on line since May 1992. The expert system has resulted in a net increase in tonnage of 7tph and a decrease in annual grinding media costs of $210,000. The system development is described and the benefits derived are presented."

It is always necessary to expand existing buildings, so that they could meet the growing societal needs. Compared with demolishing them and then constructing new ones, the expansion of existing buildings could not only reduce project cost, but also save the use of energy and raw materials in projects. Therefore, it is widely adopted in most under-developed countries. However, the expansion of existing buildings is not an easy task. It has been involved with a lot of issues in defining the scope of work, planning landscape, managing construction activities, etc. This paper investigates the potential challenges in expanding existing buildings. The project of expanding the Al-Agoza Hospital, one of the biggest and oldest hospitals in Cairo, Egypt, is selected as a case study. In the case study, the project documents have been carefully reviewed. The project engineers and the health-care professionals working in the hospital have been interviewed. This way, the point of views from the owner, the architect/engineer, and the contractor have been taken into account. Several lessons are learned through the discussion with these people. The results from this paper are expected to provide pieces of useful advice and suggestion for the expansion of existing buildings in the future.

"Carbon anodes, used in the Hall-Heroult process, are consumed by the electrochemical reaction to produce metallic aluminum. It is also consumed by parasitic reactions with air and CO2. The carbon anode is made of petroleum coke with different particle sizes, butts (recycled anodes) and coal tar pitch. The mixture of fine particles (less than 150 µm) of coke together with the pitch material forms a matrix, binding the large coke particles together. It is generally thought that the binder matrix is more reactive than the other anode constituents. This conjecture was not clearly proved in the literature. The present study is focused on the CO2 reactivity of binder matrix and anode constituents at 960°C, both under chemical regime (100% of CO2) and under a concentration gradient (diffusion). The apparent reaction rates of these materials were measured. The role of the binder matrix in anode consumption and its disintegration (dusting phenomenon) was discussed.INTRODUCTIONThe metallic aluminum production is one of the most important industries in Canada. The Al metal is obtained by the Hall-Héroult process. The principle of this process is the electrochemical reduction of alumina in molten cryolite carried out by an electrical current between carbon anodes and cathode at 960°C (Equation 1). The carbon anode is typically composed of calcined petroleum coke (65 wt.%) and recycled anode (called also butt, 20 wt.%) with coal tar pitch (15 wt.%), playing the role of cement to ensure the cohesion of the anode block."

Canada is a very large country with a small population which is growing very slowly. We have great natural resources, but with our limited population we are continually looking afield for new capital to develop these resources. Our mining areas are among the most important fields offering opportunities for new capital and because of the wide-spread appeal which mining makes this industry commands a great deal of attention. While we are glad to see new capital from any source, we welcome it particularly from Great Britain, for, although we offer equal opportunities to the nationals of any country we would be glad to see the development of our natural resources financed as far as possible within the Empire. However, when we invite ne capital we must accept certain responsibilities, and while we have opportunities to offer, we should ask ourselves how these opportunities are taken advantage of and what sort of treatment the foreign investor receives.

OZ Minerals owns and operates the Prominent Hill copper-gold concentrator in South Australia, built in 2008 and commissioned in early 2009. The concentrator operates via semi autogenous grinding in a thirty four foot ThyssenKrupp Polysius mill followed by a twenty four foot Polysius ball mill in closed circuit with hydro cyclones, designed for an ore throughput of eight million tonnes per annum. The main aspects of designing the circuit are discussed along with the issues faced in the early stages of operation. A review of the optimization strategy applied to the milling circuit such as cyclone optimization, advanced process control strategy implementation and reline management to improve availability is then discussed highlighting areas of significant process improvement that have seen the plant exceed nameplate throughputs above nine million tonnes per annum.

"The original grinding circuit at East Malartic consisted of two 8 by 8 C.A.C. mills in closed circuit with two 72 inch Akins Classifiers and an 8 by 10 secondary mill in closed circuit with two 48 inch duplex classifiers. With this circuit, we experienced a drastic drop in tonnage from one month to another, due to variations in the hardness of the ore. The first step to overcome this difficulty was made by increasing the critical speeds of the mills from 78% to 82%. This resulted in an increase in the secondary mill throughput; but, when the change was made on the primary mills no increase was obtained.The drastic drops in tonnage were still experienced and through working with Allis Chalmers the 8 by 10 mill was converted to a rod mill and the two 8 by 8 n1ills to secondary mills. This change eliminated the two 72 inch Atkins classifiers and the scoops on all the mills, since the 48 inch Akins classifiers sands could then be fed by gravity to the secondary mills through feed pipes.The rod mill and secondary mill discharges were fed to a common pump box using 5 by 5 S.R.L.'s running at 1085 R.P.M. with a twenty-five foot head. When this was done the pumping costs jumped from $105. 00 for 6 months to $1050. 00 in one month, or from 0. 0004 to 2. 75 cents a ton milled. Canada, as the Free World's largest mine producer of zinc and the third largest mine producer of lead, has a vital interest in the future growth in demand for these metals. This paper traces the development of lead and zinc consumption in the last two decades, both on a total-Free-World basis and by major market areas. How Canada, as a major mine producer, has shared in this growth is also indicated. In addition, future consumption for both metals in the current decade of the 1970's is fore-cast. The demand these projections will make on Free World mines, particularly on Canadian mines, is examined. Some of the opportunities and challenges the Canadian mining industry will likely face during this period are also dealt with.

Network communication note is a cloud system for an earthwork project. It enables backhoe operators and dump truck drivers to monitor their own works in progress currently and performed up to the present, and to have opportunity to reflect on their own bearings in the earthwork operations, and then could increase their situational awareness to the actual work conditions. First, this paper presents problems and purpose. Secondly, the configuration of the network communication note is reported. Contamination introduced by the impurities from the feed stream can impact the PEM fuel cell performance dramatically. The presence of these unwanted trace species such as CO, H2S, NH3, can adversely affect the fuel cell functioning. It has been reported that the major impact of CO and H2S contamination on the fuel cell performance is kinetic while the effect of NH3 contamination is speculated as membrane conductivity reduction only. In this paper, a model regarding the NH3 contamination is described and the mechanism of the NH3 contamination is illuminated by the model calculations.
