Two principal types of the hydrothermal fields in Atlantic - axial and off-axis - could be established based on their structural setting in the rift zone of the Mid-Atlantic Ridge (MAR) (Figure1). The first (axial) type is represented by five high- and three low-temperature hydrothermal sites (Table 1). All of these fields are connected with young axial effusive volcanism and related to large linear volcanic ridges or central volcanoes at the inner floor of the rift valley. The hydrothermal activity here is controlled by the intersection between longitudinal magma feeding faults and transverse weakened zones characterized by high permeability. [ ] The hydrothermal sites of the second (off-axis) type (such as Rainbow, TAG, 24°30?N, Logatchev, newly discovered 13°N (Figure 2) and possibly 16°48?N sites) are related to large tectonic dislocations forming marginal scarps of the rift valley as well as transverse discontinuities.

On 13 July 2000, the ISA adopted the Regulations on Prospecting and Exploration for Polymetallic Nodules in the Area. The first contracts for such exploration were issued by the ISA the same year. The duration of exploration contracts is 15 years, after which the contractors are expected to go into exploitation. In 2013, ISA with the LTC initiated the process for developing the regulations for exploitation, and are currently working on the first draft to put forward for the Council. In the meantime, the first seven exploration contracts have expired, and been given five years extensions in order for the contractors to get ready to apply for exploitation contracts. According to the current draft of the exploitation regulations, an application for an exploitation contract shall be accompanied by all data acquired during the exploration phase, a mining plan, a financing plan, and a set of environmental plans (i.e. an environmental impact statement, an emergency response and contingency plan, environmental management and monitoring plan, and a closure plan). All of these plans have to be based on substantial scientific and technical data and information. The mining plan requires geoscientific data regarding the mineralogy and grade of the nodules, and the physiography of the mining site as a basis for the consideration of critical aspects, inter alia for making reliable resource estimations, design the mining operations, and forecast revenues. The environmental plans require the input of a substantial set of bioscientific data and information on the exploitation technology in order to establish base-lines, and monitor and evaluate the effects of the mining operations. Under the exploration contracts, such scientific data have been acquired and reported on an annual basis to the ISA. Some testing of mining equipment and experiments on the extraction of metals have also been performed by some contractors. These scientific and technical data from the exploration phase will be the basis for the for the preparation of the studies, plans and documents required for the applications for exploitation. No time frame is specified for the preparations of an application but it must be assumed to take place before the expiration of the exploration contract.

There is increasing recognition that in order for a development project to proceed successfully, it must first obtain a ?social licence to operate? from concerned stakeholders. Obtaining this ?licence? is in many ways a separate process to the legal one which involves, among other things, submitting an environmental and social impact assessment (ESIA) to the appropriate regulatory authority for review. Essentially, the function of an ESIA is to present a project?s technical, financial and social benefits, together with its environmental and social impacts in a transparent way to enable regulators to make an informed decision about whether the benefits outweigh the impacts, and thus whether or not the proposed project should proceed. The focus in the early days of ESIAs was primarily technical and was aimed to answer two fundamental questions: ?Can the project be built?? and ?Can we minimise impacts to a level that is acceptable to the community?? Basically, the ESIA process was a technical test of competence, but more recently, ESIAs have become much more than this. The main ESIA risk is now more akin to a test of a project?s legitimacy ? i.e., with more weight placed on the social licence, or the political test of moral authority ? with the process involving stakeholders from multiple backgrounds and disciplines, including some anti-development NGOs/civil society groups with their views on mining, (particularly in developing nations), often already pre-determined. Within the backdrop of this potential maelstrom, now enter a proposal for a new industry (such as deep sea mineral extraction).

The world?s data available on near sea-bottom gas-hydrate accumulation and deep-water fluid-discharge areas are presented in this paper. Gas-hydrate accumulation associated with fluid discharge (mud volcanoes, gas seeps, gas-saturated water seeps) is characterized by the following. First, the largest hydrate accumulations in sediments are located at shallow subbottom depths and have well-defined limits, especially in the upper subbottom part. Second, gas-hydrate formation in fluid-discharge areas is a present-day process, with the global occurrence of deep-water fluid-discharge areas numbering up to about ten thousand, and with all the seep areas being favorable for the formation of near-sea-bottom gas-hydrate accumulation. Third and principal, gas resources in the hydrates can be considered as renewable. Estimates of possible gas volume in single accumulations of hydrates and the global budget, as well as possible methods of gas utilization from such gas-hydrate accumulations are discussed in the paper.

The traditional approach to mineral resource development is to identify the resource and then to undertake an environmental impact assessment of the effects of developing the resource. However, the traditional approach tends to ignore or underestimate cumulative, indirect and synergistic effects (Therivel et al., 1992). Moreover, traditional environmental impact assessment puts the project proponent in a position where the environmental impact assessment is used to defend on environmental grounds, a decision which has already been taken on technical and economic grounds. An alternative approach is to undertake an area-wide or strategic environmental assessment, (United States Department of Housing and Urban Development, 1981; Kelly et al., 1987). Strategic environmental assessment consists of the compilation and analysis of environmental data and information on an area. The data and information includes physical and chemical oceanographic data, biological surveys, social and economic parameters such as recreation and resource use, and ecosystem stressors such as dumping areas and sewage outfalls. Strategic environmental assessment is being increasingly used in the U.S. to provide scientific information to evaluate national or regional objectives for development and conservation of coastal and oceanic resources (National Oceanic and Atmospheric Administration, 1991). The strategic environmental assessment process lends itself very well to an evaluation of offshore sand and gravel re- sources in Atlantic Canada, because although the potential resource is widespread, the environmental constraints on development are potentially serious, but highly variable. The approach has the merits of identifying areas which are least susceptible to environmental damage, and of concentrating the exploration efforts on that part of the resource which is most viable from the perspective of integrated resource management and marine conservation.

Environmental considerations are a key driver within the marine mining consenting process across different national and international legislative regimes and are critical in shaping the global public perception of the industry. As a result, it is vital that mining companies seeking to operate within marine environments establish a robust understanding of the sensitivities of the seabed environments in which they are active, the impacts of their activities and the ability of the environment to recover from these impacts. The significant risks of failing to do so include an inability to either obtain or maintain operating permits. The risks can be mitigated by the common application of existing seabed biological expertise in baseline assessment and monitoring. The key ingredients of a fit-for-purpose, cost-effective seabed ecological assessment include early consideration of ecological issues within the project life-cycle through undertaking detailed desk-top studies as-wellas the multiple-use of data that have been acquired as a consequence of prospecting processes, with such data including remote acoustic data, seabed imagery and sediment samples. These data can be used to inform the design of robust benthic baseline surveys which provide adequate information on the ecological character of the environment in question and habitats and species of conservation importance - decreasing project risk and increasing the likelihood of securing consent.

The Portable Remote Operated Drill was developed in Sydney, Australia in the 1990’s. The device is a platform for many in-situ seabed sampling and coring tasks. The range of tools developed for use in PROD’s magazine now includes gas detectors, vane testers, penetrometers and corers. This paper presents aspects of the soils testing undertaken in deepwater since 2005, focusing on testing of methane hydrates and reefal accumulations. The varied selection of tools carried in PROD’s magazines allow the unit to perform several functions from the seafloor in one deployment.

Recommendations have been drafted following an international multidisciplinary panel discussion organized at UNESCO/IOC by the Académie des Sciences d?Outre-Mer on 15 December 2010 conveyed, according to its mandate, to the French government and to an international pool of scientists and stakeholders. These take into consideration the relevant Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982, the Rio ?Earth Summit? Convention of Biological Diversity of 5 June 1992 as well as the activities and recommendations implemented for the world?s oceans and seas, in particular by the International Seabed Authority (ISA) and the recent reports and scientific works (including those implemented by the ISA Kaplan, Ifremer, COI-Unesco). The recommendations integrate, for one of the ecosystems, the conclusions of the project of the conclusions of an IOC-UNESCO / Government of Flanders project (2004-2010) implemented by Dr. V. Commercial mining of manganese nodules is expected to begin within the next 20 to 50 years in large areas of abyssal sea floor in the Pacific Ocean. While deep sea mining is expected to realize significant quantities of rare metals that are needed for modern technology, the mining operation will cause extensive resedimentation over large areas of deep sea floor, the effects of which are thought to be harmful to the benthic community. Our present knowledge of deep sea benthic ecology is so limited that we cannot predict the magnitude of the impact. In November 1994, the United Nations Convention on the Law of the Sea was enforced and giving added impetus to improving our understanding of the effects of future mining operations. In order to fully understand the impact of deep sea mining and to mitigate the harmful environmental effects, it is necessary to accumulate more information on the deep sea environment and benthic communities. To achieve these objectives and to understand the relationship between resedimentation and biological reaction, artificial impact experiments are being conducted by the USA and Germany. The former named BIE (Benthic Impact Experiment) began in 1991 and is being performed by NOAA (National Oceanic and Atmospheric Administration of the United State of America) in the North Equatorial Pacific Ocean. The latter named DISCOL (Disturbance and Recolonization Experiment in the Deep South Pacific Ocean) was started in 1989 and is being conducted in the South Equatorial Pacific Ocean by a scientific group from Hamburg University. The Metal Mining Agency of Japan (MMAJ) is also carrying out environmental studies. These studies, commenced in 1989, are being conducted in association with NOAA and include an experiment named the Japan Deep Sea Impact Experiment (JET).

A new hydrothermal field with massive sulfide deposits was discovered in 2004 at 16º 38.4?N, 46º 28.5?W on the Mid-Atlantic Ridge. Hydrothermal signals had already been recorded from bottom waters and sediments in this area during cruise 19 of R/V Professor Logatchev in 2000. This site was revisited during the 24th cruise of R/V Professor Logatchev in February 2004 when samples of massive sulfides were recovered and video records of the deposits made. The basalt hosted hydrothermal field is situated at a depth of 3700-3750 m, 600 m above the inner floor on the eastern slope of the rift valley. Structurally, the new field is located at the intersection of a deep along-axis marginal fault and a transverse sub-latitudinal dislocation. Six sulfide mounds as well as associated metalliferous sediments were mapped (sampled and/or recorded by video profiling) within the hydrothermal site. The largest ore body, 500 x 225 m, in the southern part of the field consists of small blocky talus and relics of sulfide chimneys partly covered by iron oxyhydroxides. The chimneys are 1-5 m high. The southern and western boundaries of the massive sulfide deposit have not yet been delineated. More than 1,100 kg of massive sulfides and stockwork mineralization were sampled at 7 sites by dredge and TV-grab. Everywhere, iron sulfides were the principal minerals present. Pyrite in association with lesser amounts of chalcopyrite occurs in both massive sulfides and stockwork mineralization. Of particular interest is the chalcopyrite-siliceous stockwork where silicified and chalcopyritized basalts are intruded by a network of chalcopyrite veinlets. These zones could be fairly thick and enriched in base metals. Sphalerite was very rare.

"Significant uncertainty is associated with predicting future trends in deep-sea mining projects, especially when attempting to assess markets for associated products such as ships and collectors. In order to help European Original Equipment Manufacturers (OEMs) to appraise the future market share of deep-sea mining equipment, a methodology was developed that allows to assess and predict equipment turnover. This study presents a market analysis, which evaluates the scale of the potential market for deep-sea mining equipment for seafloor manganese nodules (SMnN) and seafloor massive sulfides (SMS) based on six key drivers: (i) the worldwide deposit potential of SMnN and SMS deposits, (ii) the profitability of deep-sea mining projects, (iii) the metal market of seven associated metals (Cu, Zn, Au, Ag, Co, Ni, Mn), (iv) the current legal and environmental situation in the Area, (v) investment and maintenance costs, and (vi) a competitor analysis.Figures for the different key drivers are based on public reports and expert interviews. Large uncertainties as well as contrasting views and expectations resulted in different options (scenarios) for the future development of the deep-sea mining market. Several scenarios were developed and based on the future number of “mining projects” in the short-term (2022-2041) and the long-term (2042-2061). The number of such mining projects has been calculated based on the combined analysis of the different key drivers.In the scope of this study, the definition of a “mining project” is a deep-sea mining operation for SMnN or SMS lasting for 20 years. This operation includes the purchase of a set of deep-sea mining equipment consisting of a mining support vessel, a vertical transport system and the seafloor mining equipment, in line with other work within the EU FP7 project “Blue Mining” (GA No. 604500)."

Analysis of ground and airborne radiometric measurements in the Saquarema region (Rio de Janeiro) provides new insights into the breakdown and transport of mineral aggregates containing monazites, under sub-tropical weathering conditions. The breakdown process, accompanied by loss of low-density clay fractions in weathered materials is considered responsible for the observed patterns in relative enrichment of thorium and uranium along the migration paths of radionuclides. The characteristic features of these patterns provide clues as to the time and distance scales associated with processes of weathering and erosion. It is also possible to determine approximate locations of concentrations of accessory minerals. In this context, we advance the hypothesis that large under-water monazite deposits may be present along the offshore sand banks, in the coastal region of the state of Rio de Janeiro.

The Marine Operations and Engineering section of the British Geological Survey based in Edinburgh, Scotland have, over the last 30 years, developed and operate a series of remotely operated, and powered, seabed coring systems. These systems were initially developed to provide a cost-effective solution to ground truth seismic reflection data for regional geological mapping, where the only solution that existed was conventional and expensive drill-ships. Since the early 1990?s these tools have been used for many other applications in industry and science. Currently the systems can operate in up to 2000 m water depth for 5m seabed penetration and up to 4500m water depth for a specialised oriented core drill which collects a scribed core to 0.8m below seabed. Scientific applications focus on determining the geology of an area and follows pre-determined geophysical interpretations. It usually also follows other coring attempts with non-powered coring equipment which is invariably unsuccessful if the strata is over-consolidated sediments or hard rock. Commercial applications include cable and pipeline route surveys, diamond, gold and base metal exploration, beach reclamation and aggregate materials evaluation. In many cases there is a blend of science and commercial investigation typified by coring in hydrothermal vent areas or carrying out geological coring in a frontier oilfield province. The versatility of the drills allows cost effective and rapid operations in remote and hostile areas where a rapid investigation may be the only one possible in a short weather window. The deepwater operational capability also allows science and commercial assay to be obtained ahead of potential exploitation and allows formulation of scientific theories or commercial project plans based on sound core data. Being mobile and compact these corers may be used from suitable (Dynamically Positioned or Anchored) vessels of convenience and thus provide a cost effective platform for sampling different types of seabed geology on an international basis.

Fisheries make a significant regional contribution to the economy of Canada. In the Atlantic Region, over 70 thousand workers depend on the primary or secondary fishing industry. Fisheries are vulnerable to pre-emption of space by other marine industries and to contamination by chemical discharges. Markets may be affected even by the threat that products may be tainted. Fish may be killed by drags and dredges, and their physiology and behaviour affected by suspended sediments are stirred up by mechanical devices. Virtually no evidence exists of adverse impacts £ran ocean mining on fisheries, but projections from other marine activities such as fishing itself, dredging and other marine discharges give reason for caution. Department of Fisheries and Oceans policy calls for review of ocean mining proposals to ensure adequate protection of fish stocks, fishing activities and fish habitat, and compensation for losses attributable to any industrial project. Adverse impacts can be minimized by careful attention to details of location, technology and timing, and to close co-operation and information exchange between industry and the regulatory agencies.

The marine minerals program of the Minerals Management Service (MMSI has undergone significant changes during 1991. Formerly the Office of Strategic and International Minerals, the program has been renamed and invested with additional responsibilities. The new name, Office of International Activities and Marine Minerals, (INTERMAR) reflects its dual mission. INTERMAR'S role in the international area was broadened in January 1991 to provide the MMS with a focal point for identifying and coordinating international opportunities of mutual interest and benefit. Opportunities include energy and nonenergy minerals and a broad range of areas such as resource and environmental assessment and management, structural and operational safety, royalty management, regulatory matters and public affairs. Cooperative efforts involving information exchanges, training programs, research, and similar arrangements are receiving particular emphasis. Australia, Canada, France, Japan, Sweden, the United Kingdom and the USSR represent a growing list of countries with whom arrangements have been established. Support has also been lent to other Federal Agencies and the United Nations in areas where MMS expertise and resources can impart a significant contribution. Opportunities will also be explored which involve Pacific insular areas.

In early 1990s, the Korean government has launched a deep-sea research program to secure the stable long-term supply of strategic metallic minerals including Cr, Cu and Ni. Through the pioneering surveys, Korea registered 150,000 km2 of Mn-nodule field in the Clarion-Clipperton area, the NE equatorial Pacific to the international sea-bed authority (ISA) in 1994. Following the ISA exploration code, the final exclusive exploration area of 75,000 Km2 was assigned in 2002, based on results of eight-year researches of chemicophysical properties of nodules, bottom profiles and sediment properties. Since that time, environmental studies, mining technical developments including robot miner and lifting system and establishment of smelting systems were accompanied with the detailed geophysical studies to decipher the priori mining area until 2009. Major points of the recent Korea Mn-nodule program are deployed on a commercial scale until 2015. In order to meet the goals, detailed 25,000 scaled mining maps in the priori area will be prepared, which can provide operation roots of the miner. In addition, an environmental-friendly mining strategy will be pursued based on the environmental impact test and environmental monitoring.

The GeoERA Co-Fund action is a joint contribution of 48 national and regional Geological Survey Organisations from 33 European countries “Establishing the European Geological Surveys Research Area to deliver a Geological Service for Europe (GeoERA)”. This is an ERA-NET action under Horizon 2020. The aim of GeoERA is to fund transnational projects contributing to the best use and management of the subsurface, addressing the following four themes: Geo Energy, Ground Water, Raw Materials and Information Platform. The European Commission recognises the significance of raw materials through its Raw Materials Initiative (RMI), the European Innovation Platform on Raw Materials (EIP-RM) and Horizon 2020 funding, specifically through Societal Challenge 5 – Climate Action, Environment, Resource Efficiency and Raw Materials. The GeoERA Raw Materials Theme will contribute to research and innovative developments for minerals inventory, minerals yearbook, exploration, mapping, modelling, metallogeny and critical raw materials in the pan-European framework including the sea. A major element in Europe’s long term economic strategy is to ensure security of supply for strategic and critical metals as part of the Blue Growth Strategy developing sectors that have a high potential for sustainable jobs and growth as seabed mining. The project MINDeSEA results of the collaboration between eight GeoERA Partners and four Non-funded Organizations at various points of common interest for exploration and investigation on seafloor mineral deposits. The Geological Surveys of Spain, Germany, Greece, Ireland, Norway, Portugal, Sweden and Ukraine are organisations with responsibility for coastal, marine geological investigation and mineral resources studies and mapping in their respective countries. The Non-funded participants: the Instituto Português do Mar e da Atmosfera; the United States Geological Survey; the All-Russia Scientific Research Institute for Geology and Mineral Resources of the Ocean; and the Geosciences Institute, host important databases, they have an international reputation for excellence in both science and technology, and are internationally-known experts on seafloor mineralisation and hydrothermal systems. This project addresses an integrative metallogenetic study of principal types of seabed mineral resources (hydrothermal sulfides, ferromanganese crusts, phosphorites, marine placers and polymetallic nodules) in the European Seas. The work program includes all the regional seas around Europe comprising the Atlantic Ocean, the Mediterranean Sea, the Baltic Sea and the Black Sea (Fig. 1). The MINDeSEA working group has both knowledge of and expertise in such types of mineralisation, providing exploration results, sample repositories and databases to produce innovative contributions. Substantial consideration has been given to the implications that the morphology of the Chatham Rise deposit will have on mining operations. The glacio-tectonic processes involved in the distribution of nodules on the rise has in several areas been quite significant. The recent cruises by Chatham Rock Phosphate Limited (CRPL) have collected data which has affirmed the assumptions previously made and catered for in historic resource estimations. The deformation and displacement of the phosphorite during glacial periods and the redistribution of the mobile sand during interglacial periods is interpreted to have produced a highly variable pattern of phosphorite concentration (kg phosphorite/m2) and coverage (% phosphorite/sample weight). The phosphorite resource probably has a significant spatial variability at a scale of tens of metres. Results of recent surveys show phosphorite-rich patches alternating with phosphorite-poor areas at distances of less than 20 m. The high spatial variability of the deposit has had a bearing on how historical information for the project has been regarded and integrated with the recent exploration approach and data collection process. This coupled with the proposed extraction tool has influenced the size, nature, extent and siting of the proposed mining blocks

Continental shelf margins are dynamic sedimentary environments that contain important benthic habitats and support many functions such as navigation, national defense, cables, pipelines, trawling, and oil and gas and mineral extraction. Coastal margins also contain resources such as sand and gravel aggregates, which are becoming increasingly important for beach nourishment to mitigate coastal erosion and enhance recreation and to restore degraded coastal ecosystems. Existing geologic maps of the seafloor and sub-bottom sedimentary character, morphology, texture, composition, and other seafloor properties are not available for some regions, are out of date and not inclusive of the massive data collected during the past several decades, and are not in GIS-based digital formats. New geologic maps, based on unified and integrated national digital datasets, showing the sedimentary character of continental margins are critical tools for both research to better understanding the geologic history and processes of continental margins as well as the distribution of habitats and resources and for managing coastal-marine resources. The majority of existing seafloor maps are decades old and do not include recent data from mapping surveys, seabed sampling and observation carried out by federal agencies, universities and industry. Because continental margins are increasingly important, comprehensive and integrated databases are needed to produce GIS-based digital maps displaying information such as seafloor geology, sediment character, texture and distribution. To meet the need for a unified database of seafloor sedimentary character, the USGS is conducting the Marine Aggregate Resources and Processes project, a national assessment of marine sand and gravel with federal, state, and academic partners.

Activities of Brazil in relation to deep seabed mineral resources development are carried out in the framework of two main national programmes. They are: (1) the Program for the Assessment of Mineral Resources of the Brazilian Continental Shelf (REMPLAC) and (2) the Programme for Prospecting and Exploration of Mineral Resources of the Area in the South Equatorial and Atlantic Ocean (PROAREA). REMPLAC aim to research and increase knowledge of the seabed and sub-soil, as well as to collect the necessary information to allow integrated management of the Brazilian Continental Shelf. Among the various research projects undertaken or planned on the framework of REMPLAC are: geology of the Brazilian continental shelf and adjacent ocean areas, organized in geological information system; digital bathymetric charts of the inner continental shelf at 1:100,000 scale; systematic research for sands, gravels, carbonates; placers, phosphorites, coal, cobalt-rich crusts, polymetallic sulphides and Gas hydrates. The PROAREA was prepared with three initial projects starting in 2010. One of them, the Project Geology of the South Atlantic and Equatorial organized in a Geographic Information System, aims to collect, collate, integrate and make available in a single environment all geo-referenced data and information available in Brazil and abroad on geology and mineral resources of the South Atlantic Ocean. The other two projects are for the research of cobalt-rich crust and polimetallic sulphides. These programme are developed with the participation of various segments of government agencies, research institutions and public enterprises. Marine scientific research and other activities from REMPLAC and PROAREA are carried out in partnership between the Geological Survey of Brazil, national research institutions from several Brazilian universities and the Directorate of Hydrography and Navigation from the Brazilian Navy.
