Earlier reconnaissance geological survey and recent mineral exploration by the Geological Survey of Japan (now part of AIST), Metal Mining Agency of Japan (now part of JOGMEC) have revealed that hydrogenetic ferromanganese crusts are widespread over rock outcrops of the floor of the NW Pacific Ocean, south and east of the Japanese Islands, despite vigorous tectonic activity, such as subduction and backarc spreading. Deposition of ferromanganese oxides has occurred since at least the mid-Paleogene over the Philippine Sea Plate region and nearby.

The increased interest on deep water minerals resources is a challenge for both mining and oil industry. The exploration and production of oceans minerals require a synergy between of different technologies. While mining industry is leading the dredging and processing part of the system, oil industry is contributing through development of ore lifting technology based on existing subsea knowledge. The paper presents an overview, based on published projects around the world, of different approaches to marine mining. Several exploration techniques and offshore production systems were already designed and assessed, all of them with apparently positive results. Exploration phase is well advanced and in continuous expansion allowing the discovery of increasing resources around the world of different nature but production can be considered to be in an early stage. Different from onshore mining, subsea operations require a closer cooperation with international and local authorities to preserve as much as possible the environment. There are still many uncertainties at respect and all the exploration process must be carefully evaluated to allow subsea mining to develop in a sustainable manner. Technically, mining at seabed was already demonstrated and the process is based on three main components, namely seafloor mining tools, riser and lifting system and production vessel support. This layout is based on the concept that ore must be disaggregated at seafloor first, transported to surface in form of slurry that must be dewatered before loading to be transported to processing plants onshore. The challenges are rising because the environment and safety must be taken into consideration as a priority when evaluating the efficiency of the system. Column flotation is a promising technique for processing as-mined, cobalt-rich, ferromanganese crust to separate the valuable crust component from barren substrate-rock, either aboard ship or within the water column. Column flotation testing was carried out in a seawater medium using samples obtained from the U.S. Exclusive Economic Zone (EEZ) in the mid-Pacific Ocean near Johnston Atoll. The collector reagent was a mixture of diesel fuel, fatty acid, and sulfonate previously developed at the U.S. Bureau of Mines for crust flotation using conventional flotation cells. Results are dependent upon particle size and reagent dosage, especially *as these factors affect froth volume and stability. Column flotation results are compared with previous studies in conventional cells. An overview of how column flotation might be applied in an offshore mining and processing system is given.

The City of Honolulu mines sand from nearshore deposits for beach maintenance. The suction dredging operation creates a discharge plume which is carried by currents and other motions until it settles out of the water column. The dispersion of such a plume is influenced by distribution of particle size, as well as site dynamics. Interest in dispersion characteristics stem$ from concern about possible deleterious influences of such a plume on the nearshore environment. The behavior of such plumes has been modeled by Brandsma and Divoky (1976), as well as others. This study is an attempt to calibrate a plume model (modified from Brandsma and Divoky's model by Wang), using concentration, turbidity, and fluid velocity measurements of a small plume taken under field conditions. This calibrated model could then be used to predict dispersion characteristics of a much larger plume. Sand suction-dredged at a depth of 12m with a four-inch pipe and discharged at midwater was used to create a test plume closely simulating the conditions found during regular mining operations. Water samples containing suspended material were taken at varying distances from the discharge, from which concentrations were measured in the lab. Transmitted natural light measurements were used to provide estimates of turbidity. Current velocities were measured using current meters, as well as drogue-following methods. These data were then used to help estimate the vertical diffusion coefficient in the model.

Canada has a long history of marine-related industry and onshore mining. Even so, commercial interest in marine mining, excluding seawater mineral extraction and offshore extensions of hardrock deposits such as iron and coal, has been sporadic; despite the fact that shelf mineral deposits supply a significant proportion of the national market requirements for many countries. Several factors have accounted for this including: a relative abundance of onland mineral desposits; the fact that onland deposits can be mined using conventional technology; and, a general lack of knowledge and public awareness as to Canadian offshore non-fuel mineral resource potential. In the mid-1970s the Department of Energy, Mines & Resources formed the Departmental Coordinating Committee on Ocean Mining. The Committee addressed the question of shelf non-fuel mineral resource potential and concluded that, while several reports had raised the possibilty of this alternative source, there had not been a systematic evaluation of the resource base. This led to the formation of a Shelf Working Group, whose task it was to outline and implement a departmental program to advance our knowledge of shelf resource potential. "A deposit of phosphate nodules is on the Chatham Rise approximately 450 kilometres to the east of Christchurch in the South Island of New Zealand. The deposit contains sufficient rock phosphate to supply New Zealand’s phosphate fertilizer needs for at least 20 years. It was first investigated commercially 50 years ago by Global Marine, followed by JBL Minerals in the early 1970’s. NZ and German government research and industry groups then took it up again, with major field programs in 1978 and in the early 1980s.Due to difficult global and local economic conditions the project ground to a halt in 2004.The project was resurrected in 2007 when Chatham Rock Phosphate applied for a prospecting licence. This was granted in 2010 and a successful subsequent mining permit approval followed in 2013. The initial application for the separately required environmental permit was declined in February 2015.A lot has changed then and the significance of this will be the subject of the presentation. Chatham Rock Phosphate is confident that an environmental permit will be successfully granted next time."

Mining the deep ocean by the year 2000 may seem far fetched. The year 2000 is but a decade away, a scant 10 years. Remember, the youngsters of today will grow up in a little more than a decade and rebut the wisdom of the ages, especially the traditions of their elders. Rude perhaps, but none the less a fact of life. Ocean mining exhibits many of these same traits. We should all brace ourselves for some rude shifts in our rapidly moving society. Major shifts in economics, politics, and social orders are the rule of the day. Communism is in retreat, our own economic structures chaotic. So in this moment of cataclysmic change, a shift in the international market place of mineral resources should not be a great surprise.

The beach at the resort city of Virginia Beach, Virginia has been and increasingly will be dependent upon artificial nourishment for maintenance and for hurricane protection. Both existing base-level maintenance operations and planned substantial enhancement programs out strip the capabilities of traditional terrestrial resources to provide the required quantities of sand. Our research program, an amalgam of projects from several funding sources, has located and defined suitable quantities of beach quality sand for use on the city's beaches. The work also has furthered our understanding of the region's Quaternary history. Initially, reconnaissance level, high-resolution, sub-bottom profiles and surficial grab samples taken on the basis of sub- marine geomorphology identified two geographically and geologically separate areas worthy of further exploration. Further profiling supplemented with some cores further defined the potential sand reserves. The Sandbridge Shoal site is a large and discrete Holocene sandbody atop late Pleistocene strata. The sands in region offshore of the commercial area known as the Resort Strip appear to be recent fill within fluvial(?) channels cut into the older subsurface. Each of these resources is within roughly 5 km of major sites targeted for beach nourishment and/or hurricane protection and contains sand with appropriate geotechnical properties. Ongoing work will better define the dimensions and limits of the sand bodies and provide data to enable determinations to be made concerning exploitation. Ultimately decisions concerning the overall beach enhancement-hurricane protection projects will involve economic, environmental, technical, and social considerations.

The United Nations Convention on the Law of the Sea (UNCLOS) entered into force, for those nations who had ratified it, on November 16, 1994. The Convention deals with nearly every aspect of ocean affairs, including marine scientific research, fishing zones, freedom of the high seas, protection of the marine environment and deep seabed mining. Article 76 of the Convention defines edge of the continental shelf in a way that many earth scientists find bizarre. Out to this limit, a coastal state has sovereignty over the seabed and sub-seafloor resources. Beyond that limit, the key principle of UNCLOS, that "the resources of the deep seabed represent the common heritage of mankind and should be developed to benefit all nations" is invoked. Establishing that limit and managing development in the different areas of jurisdiction is no small task. Canada's continental shelf as defined by UNCLOS covers an area approximately equal to half the area of the Canadian land mass. Interpretation and application of the convention is therefore highly significant for Canada. For example, the sedimentary basin in which the offshore Hibernia oil field is found, extends beyond the 200 mile limit but lies predominantly within the limits of the (UNCLOS) continental shelf. Responsibility for development of inshore placer deposits rests firmly with the coastal state. However, development of deep sea mining, in which the international community plays a management role under UNCLOS, has raised many concerns. Of particular interest to Canada will be the application of the provisions of the convention to interest in the polymetallic sulfides sampled on the mid-ocean ridges such as the Juan da Fuca Ridge. A further complicating factor for Canada is management of fishing stocks. Canada has sought to resolve this "problem" through multilateral negotiations under the UN. Under its "Oceans Act," currently being debated by Parliament, Canada intends to become a world leader in oceans and marine resource management. Similar activity in most maritime nations is setting the stage for a revolution in the way in which use of the world's oceans is managed. Much of this revolution will be guided by UNCLOS. Coastal states that have ratified the convention have ten years in which to define the limits of their continental shelves the clock is already ticking for them! We have yet to see how their actions will guide, or be guided by, those who have not yet ratified. We also have yet to see how national legislation and aspirations will mesh with international conventions that were drawn up in a previous era of environmental standards. This is a time in which many questions have been raised and few firm answers received. However, we must ensure that everyone is aware of what is happening, with what potential consequences, in order that rational decisions can be made. Canada has taken a few small steps that it is happy to share with the world community.

KIGAM (Korea Institute of Geoscience and Mineral Resources) has been doing various kinds of research works in marine minerals and energy resources exploration and utilization since early 1990s in Korea. In the presentation, the authors will introduce the recent research and development activities mainly focusing on the rare earth metals of the Pacific deep seabed Mn-nodules and gas hydrates which occur from Korean deep waters. KIGAM has been participating in the polymetallic manganese nodule exploration, mining and metal-extraction project, which is modulated by KIOST (Korea Institute of Ocean Sciences and Technology, formerly KORDI). Now KIGAM puts more focus on extracting precious and rare earth metals from the Mn-nodule as well as underlying sediments. The rare earth elements (REE) from seabed mineral deposits also draw attention to those countries including Korea which are lack in natural resources. KIGAM is doing several kinds of leaching experiments using various kinds of reagents under the different experimental parameters. Extraction of rare earth metals from deep sea nodule using H2SO4 and HCl solution showed good leaching effect. As the gas hydrates are to be evaluated as a new future energy resource globally, Korean government has initiated national R/D program covering fundamental exploration survey for resources assessment in Korean deep waters and production technology development. Surface processing vessels for deep-sea nodule mining operations will produce dewatering plumes that will be released at some depth into the ocean water column. We are studying all aspects of this part of the nodule mining process. First, we have developed analytical and numerical models to determine the effects of highly non-uniform, realistic stratifications on forced, compressible plumes with finite initial size. The classical plume model is developed to take into account the effects of compressibility and thermal conduction through the dewatering pipe. Our results show how small-scale features of a realistic stratification can have a large effect on a plume, and provide a basis for determining at what depth dewatering plumes can be released. These results form the basis for our PLUMEX field experiments, in which we will study the dynamics of dewatering plumes over the course of one week of field tests from the vessel R/V Sally Ride. The field experiments will use a Remotely Operated Vehicle (ROV) and a Phased-Array Doppler Sonar (PADS) system to study the characteristics of the dewatering plumes. The subsequent transport of the material in the dewatering plume will be monitored via shipboard surveys and, potentially, Autonomous Underwater Vehicle (AUV) operations, and these studies will be integrated with near real-time, data assimilating numerical model predictions. The ultimate goal of this project is to develop a field validated, recommend strategy for the release and monitoring of dewatering plumes, to help inform the development of ISA regulations and the planning of industrial operations.

The recovery of most minerals, which are amenable to gravity concentration, is standardly determined by accurate sampling and assaying. .With respect to particulate - gold ores, sampling and assaying are still the convention, but the accuracy and reproducibility of these operations are much discussed and debated points. Evaluation of gravity concentrators by conventional sampling and assaying techniques is very time consuming, costly and may introduce a large amount of uncertainty into the results due to the particulate nature of placer gold. These problems are not unique to placer gold ores and apply to any low grade ore with particulate values. A gravity concentrator evaluation process developed by MIRL employs the use of neutron activated gold (198Au) and radiation detection circuits which monitor the concentrator's product pulp streams. Concentrator recovery is determined from the ratio of the number of gold particles detected as passing into the concentrate to the total number of gold particles detected over all monitored pulp streams. This system eliminates the experimental errors introduced by sampling, sample reduction, and assaying and allows recovery to be evaluated for gold particles of specific sizes, shapes, and flatness. This system enjoys its greatest utility where a large number of tests are to be run in order to evaluate a concentrator over a variety of operational settings, i.e. factorial designs, and allows accurate testing of concentrators operated in closed circuit systems. Beginning in 1984, MIRL conducted radiotracer studies of unit processes, which included jigging, static wedge wire screening, elutriation, and concentration with compound water cyclones.

Placer minerals are one of the rich natural resources readily made available primarily and broadly in the form of inland placers, beach placers and offshore placers. The exploitation of placer minerals goes back in the history for a period of time immemorial in the form of alluvial placer mining. In India only 35% of coast has been scanned for beach placer minerals. The buried inland placers and offshore placers have not been given due attention. Integrated management and sustainable development of coastal and Open Ocean including the EEZ are of great importance to us. Judicious exploitation of non-renewable mineral resources plays an increasingly important role with regard to future economic and social development. This calls for newer techniques for exploring and analyzing more the seafloor. Though India could remain in the placer mining for the last four decades through the establishment of the Indian Rare Earth in both east and west coasts, the lack of necessary dynamism to expand such industry and catch the world market points out a significant setback. It is highly essential to establish the major trends of paleo-beaches, since some of them are definite to contain highly rich heavy mineral placers comparable to the one being mined by beach scraping. Placer deposits of heavy minerals occur in discontinuous patches on the beaches along the West Coast of India. In recent years the National Institute of Oceanography, India and the Geological Survey of India attempted to invest on nearshore placer exploration by applying the integrated survey techniques.

"There are many reasons invoked when discussing the relevance of deep-sea mining minerals. The shift towards more focus on renewable energy (“the green shift”) will not be possible without more materials coming from the mining industry. The increasing population, and thus increased number of consumers, will lead to an increase of the mineral demand. It has been established that recycling will not satisfy the need for more minerals by itself. Meanwhile, land mineral resources - such as copper – become every day more complex to extract. The question of the deep-sea minerals exploitation’s viability needs to be studied now. Within the framework of feasibility studies, various topics such as environment, technologies and operations management must be addressed. Recognising deep-sea mining as a hybrid activity - taking from the mining, maritime and the offshore oil and gas industries - it is deemed too complex for a global assessment. Each deep-sea mining environment is worth its separate study.Norway is recognised as a seafarer nation. Looking towards the sea and driven by the will to thrive on the Blue Economy, Norway decided to investigate the case for deep-sea minerals on its Extended Continental Shelf. The MarMine project is a materialisation of this endeavour. The Norwegian case will address its own particularities such as a respectable water depth, the arctic environment, the remoteness to shore support and an environmental aware population as well as subsequent policies."

Studies of benthic recolonization following the cessation of dredging in U.K. waters and elsewhere are limited, and are largely confined to experimental circumstances. Investigations of the physical and biological status of licensed areas in the U.K. at various times following cessation of commercial dredging are very limited and so judgments as to the likely progress towards environmental restoration and the time-scales are often based on predictions rather than real data. This study was established to address this deficiency by assessing the status of seabed substrata and associated benthic fauna within and outside areas where dredging had ceased and to conduct follow up sampling to monitor progress towards full recolonization.

"We report here on current topics of our project, based on the results of recent cruises and laboratory analysis, about the diversity of compositions and configurations of the hydrogenetic ferromanganese deposits in several Northwestern Pacific Seamounts. This recent research has discovered important aspects of these deposits regarding the mode of variation with water depth, topography and substrate geology, possible bacterial mediation, temporal variation with age in mineralogy, and major and minor element chemistry. All cruises and analysis have been supported by the facilities and staff of the Japan Agency of Marine-Earth Science and Technology (JAMSTEC), Japan Oil, Gas, and Metal resources Corporation (JOGMEC), Geological Survey of Japan, and Kochi Core Center (KCC) using a remotely operated vehicle (ROV), a monitored rock drilling system, dredges, and manned-submersibles in the NW Pacific seamounts,The results indicate that most of the rock outcrops on the slopes, shoulders, and much of flat tops are covered with maximum 10-cm thick crusts, but the thickness, metal content, and microstructural properties are not always uniform over the seamounts, but variable in space and time. The micro-stratigraphic description of whole-rock samples indicates a history of deposition and sedimentation, which control the diversity in bulk composition and abundance caused by the variable incorporation of iron-manganese precipitates into the deposits during variable environmental conditions. We conclude that hydrogenetic precipitation of iron-manganese oxide has taken place for more than 20 million years at a growth rate about 4-6 mm/my, in water depths below 1000m. The results indicate a fairly continuous and constant metal deposition since the middle Miocene age or older to the present. Our case study of geological sciences at a model seamount within the Japanese EEZ suggests that scientific knowledge is useful and essential in exploring mineral deposits, economic estimation, and designing systems, if supported by well-combined geological and oceanographic and biological research. The distribution map of ferromanganese deposits and geological map will be published soon in 2017 to be issued by the Geological Survey of Japan."

Occurrence of hydrogenetic ferromanganese crusts has been well documented over inactive seamounts in the central and southern Pacific Ocean. It has been thus believed that the hydrogenetic crusts develop preferentially at water depths between about 800 to 2500 meters. In fact, according to the Manganese Crust Database (F. Manheim, 1988), only two occurrences are known at water depths below 5000 m out of 819 occurrences cited in the database. Unexpectedly, we found typical hydrogenetic ferromanganese crusts from deep-sea floors; 1) outcropping old volcanic basement over the Philippine Sea Plate (abandoned spreading centers and subducting old oceanic crusts) and 2) one from the slope of an abyssal hill in the Central Pacific Basin (Cretaceous deep-sea basin) at water depths ranging between 5200 to 6100 meters. We report their occurrences with submersible observations from Shinkai 6K, physical parameters (such as thickness of crusts about 2-4 cm in maximum), chemical composition, petrology of substrate, and results of Be-10 dating for some samples in comparison with typical Co-rich manganese crusts from the Central Pacific seamounts. The preliminary chemical and mineralogical analyses reveal that they are of typical hydrogenetic origin, and typical of iron-manganese oxide mineral, vernadite, slow and probably continuous growth, and lower content of Co than the Central Pacific seamount crusts. The occurrences and nature of the crusts indicate that deep-sea floors are also optimal for the growth of hydrogenetic crust even at 5000 m water depth or deeper, only if oxygenated deep waters are supplied and the sea-floor morphology keeps stable enough for significant geological time period. The study of why and how life survives in the Extreme environment is a major frontier of science today. Extremophiles are organisms that require extreme environment including high temperature, pH, pressure and salt concentration, or low temperature, pH, nutrient concentration, or water availability. Their common habitats are geothermal vents, pools, lakes and craters of active volcanic regions, such as those of New Zealand, Japan, Kamchatka, Yellowstone USA or the hydrothermal vents of the ocean ridges and submarine volcanoes. These settings are accessible by foot, boat, helicopter, or submersibles. This presentation examines the geology, chemistry of geothermal sites of New Zealand, including the active volcano, White Island, Yellowstone, the submarine volcano Loihi in Hawaii, and sections of the mid-ocean ridges. Designing process and construction of Extremophilic sampling and bioreactor systems used in the study of Extremophiles will be discussed. The driving force behind the research of extremophiles is not only the fundamental science, but also biotechnological potential associated with these microorganisms and their cellular products. The University of Hawaii?s Marine Bioproducts and Engineering Center (MarBEC) is laying the foundations for such new industries.
