This cost bibliography, covering the period from January through December 1960, is a continuation of the series which began with the publication of Information Circular 7516 in October 1949. It is also the second report in the series to be prepared as a cooperative effort by the Bureau of Mines and the American Association of Cost Engineers. The cooperative agreement between the two groups provides for the publication of an annual bibliography with the work load involved in the preparation shared equally. The abstracted articles, concerned with all facets of cost engineering in the field of petroleum and chemical plants and related facilities, came from the following sources: 1. Education and training research is a major component of the Bureau of Mines human factors research program. The goal of human factors research is to enhance human performance for the purpose of improving both safety and the profitability of the minerals industries. This is achieved through the design of mining equipment, work tasks, management procedures, and development of human resources. This proceedings volume presents several new developments that are helping to improve the quality and efficiency of health, safety, and occupational skills training in the mining community. Several papers address the issue of how to teach and assess miner abilities to deal with underground mine emergencies. Other papers examine practical procedures for defining and cost justifying the integration of structured training and other performance improvement strategies to enhance the proficiency of the work system.

THIS PUBLICATION presents injury experience and employment data for the nonmetal mining industry in the United States for 1960. Data for the mines and mills are presented separately, as shown in the list of tables. The Bureau of Mines is authorized to send questionnaires to the nonmetal mining industry for their voluntary submission of injury and employment data. As the information submitted contributes largely to the promotion of safety in the industry, special effort has been made to ma e these questionnaires as complete as possible.

Six major trends that have had and are continuing to have major effects on the use and supplies of pig iron and scrap in the United States are (a) gradual replacement of the basic open hearth furnace (OH) by the basic oxygen furnace(BOF); (b) use of the electric furnaces for the production of plain-carbon steels, a trend which is closely related to the first; (c) United States changing from being a net exporter to a net importer of steel; (d) replacement of ingot casting by strand casting; (e) increased exportation of scrap; and (f) the lack of growth of the capacity of the U. S. steel industry to produce pig iron in the last 5 to 8 years. This report gives an analysis of the relationships between these trends and the use of processes for the production of raw steel in solidified form.

"The eighth National Safety Competition, that for 1932, conducted by the United States Bureau of Mines, was participated in by 322 mines and quarries operating in 34 States. Tables 2 to 6 show the relative standing of the various plants. Bronze trophies, known as the 'Sentinels of Safety,' which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines, were awarded to five companies, each company having established the best accident-prevention record within one of the five classes into which all companies were divided, - namely, anthracite-mining companies, bituminous-coal-mining companies, metal-mining companies, operators of nonmetallic-mineral mines other than coal mines, and quarries or open-cut mines. The trophies are awarded for one year and are then transferred to the winners of the succeeding year's contest.The trophy for bituminous-coal mines, which has been in New Mexico for the past year, was won by a mine in West Virginia. The metal-mine trophy goes to New York State for the first time in the history of the contest. Previously it had been won by mines in Minnesota, Michigan, Kansas, and Oklahoma. The trophy for nonmetal mines remains for another year at Retsof, N. Y.; that for quarries and open-cut mines is transferred to a quarry in Michigan. The trophy for anthracite mines, of course, remains in Pennsylvania, as all anthracite mines in the contest are in that State.In determining the relative standing of the various companies enrolled in the competition, all mines and quarries were graded according to their accident-severity rates, - that is, according to the number of days of disability of employees on account of accidents in proportion to the number of man-hours of work done by all employees at the plant. Reports of accidents and of man-hours worked were furnished by the companies to the Bureau of Mines. These reports were carefully examined and classified to insure uniform weighting of accidents according to the number of days of disability to be charged and to insure uniformity of methods of calculating the accident-severity rates for the various mines and quarries. When the relative standing of all plants had been determined in this way, a summary of the records of the companies having the lowest accident-severity rates in their respective groups was sent to the members of a committee of award for examination in accordance with the rules governing the safety contest. The members of the committee of award were W. H. Cameron, managing director of the National Safety Council; William Green, president of the American Federation of Labor; James F. Callbreath, secretary of the American Mining Congress; T. T. Read, Vinton professor of mining engineering of Columbia University; C. B. Huntress, executive secretary of the National Coal Association; A. J. R. Curtis, assistant to the general manager of the Portland Cement Association; and A. T. Goldbeck, director of the bureau of engineering of the National Crushed Stone Association. When two or more mines within the same group operated without an accident during the year, the contest rules provided that the trophy for the group should be awarded to the plant whose record showed the largest number of man-hours worked."

"INTRODUCTION This paper is the seventh of a series of yearly reviews started in 1921 and pre¬sents information gathered in a cooperative investigation undertaken by the United States Bureau of Mines and the University of Utah. It is the purpose of this report to make available flotation—reagent consumption data and other milling information in such a manner as to be of value to the milling industry and to the manufacturer of flotation reagents.These data have been compiled from a survey of about 300 concentration plants in the United States. Much additional information has been obtained from the various offices of the United States Bureau of Mines. Many of the plants covered in the survey made complete reports of their operations, but others were apparently unable to supply this information in sufficient detail to meet the requirements of this report. As a result, some sections of the report are more complete than others. In general, however, the mill reports were much more complete than in previous years, and for the first time it has been possible to calculate average mill recoveries in the treatment of certain classes of ores. As in the past, every effort has been made to conceal individual plant operations.ACKNOWLEDGMENTSIt is realized that the publication of this information is possible only through the assistance of the mill operators, and the authors wish to express their appreciation of this cooperation. The Bureau of Mines has carried out experimental and theoretical studies with prilled and pulverized ammonium nitrate-fuel oil (AN-FO) mixtures containing varying amounts of fuel oil in an attempt to quantify the effects of stoichiometric composition, nonideal detonation behavior, and expansion volume on the production of CO, NO, and N02 fumes. Experimental fume measurements were obtained in the Bureau's large closed gallery facility (7.2 X 104 liter expansion chamber) and in the standard Crawshaw-Jones apparatus (90--liter expansion shamber) using a prepackaged charge configuration containing about 450 g of explosive.4 The theoretical calculation of toxic fumes was achieved with an equilibrium detonation code called "TIGER,," Contrary to initial expectations, the NOx (= NO + N02) fumes from the large gallery test were found to be in essential agreement with the Crawshaw-Jones results. It was also concluded that (1) "TIGER" calculations offer a good approach to the prediction of toxic fumes; (2) there is a basic problem in extrapolating laboratory measurements of CO fumes to mine conditions--this being due to postdetonation oxidation of CO to CO2; and (3) the detonation velocity decay rate of an explosive is a useful experimental parameter for correlating toxic fumes production with nonideal detonation behavior.

This investigation by the Bureau of Mines was undertaken to develop information on the extractive metallurgy of thorite ores because potential ore bodies of this mineral have been found recently in Colorado, Idaho, and Montana. Basic information on thorite ore treatment that would be useful in appraising the potential of these and other domestic thorium resources was developed. The work was done mainly on thorite ore containing 3.87 percent ThO2 from the Powderhorn district, Colo., and on a composite sample containing 0.52 percent ThO2 from the Wet Mountains district, Colo. Limited tests of d corroborative nature subsequently were made on a sample containing 2.30 percent ThO2 from the Lemhi Pass area on the Idaho-Montana border.

Of the total quantity of secondary copper and zinc that became obsolete in the United States from 19b1 through 1970, more than 11 million tons of copper and 10 million tons of zinc were not recovered. These estimates are based on a study of the flow and recovery of old copper and zinc scrap by consumption end-use. This report describes (1) where copper and zinc are being used; (2) when they become obsolete and available as secondary metal; (3) how they are being collected for recycling; and (4) how much might be recovered from scrap that presently is not being recycled.

The Bureau of Mines has written a computer program for the design and cost of a shell and tube type heat exchanger, in which a change in phase occurs on the shell side. The total cost, which was minimized, includes the annual fixed charges and annual operating costs. The program was written to meet the following requirements: (1) Triangular pitch, (2) single or multiple pass, and (3) heating or cooling. Price optimum design was obtained for four standard tube diameters and pitch. Standard heat exchangers whose area equaled or exceeded the required area are also listed. The program was made adaptable to various fluids and to various tube dimensions by including many of the required data such as physical properties of the fluids, tube data, and standard shell data as input data.

This is the seventh in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of Mines of the United States Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935-36.3/ The present report covering 1,875 samples represents the products of 83 companies plus those from the Pacific coast, which were averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were submitted. For the regular grade 985 samples consisting of 73 different brands are averaged. The premium grade consists of 489 samples of 40 different brands. The third grade has 401 samples averaged from 51 different brands. In this report the districts have been reduced to 21 by combining North and South Texas into one district. Fl Paso samples are reported with the South Rocky Mountain district, and Amarillo, Tex., has been included with the Middle Rocker Mountain district. In the present survey samples from Fort Smith, Ark., have been included in the Tulsa area, Indianapolis has been included in the St. Louis district. Cleveland represents the State of Ohio. Samples from Little Rock, Ark., and North Carolina have been included in the Memphis district. The Pittsburgh district includes samples only from this State and Wheeling, W. Va. The actual sampling points in each area are indicated an table 1.

This report presents the methods and results performed pursuant to the U. S. Bureau of Mines contract entitled "Noise Abatement in Mining Machinery," Number H0122054. 2.1 Background Until the Congress of the United States created and passed Public Law 91-173, the Federal Coal Mine Health and Safety Act of 1969, there were no directly-applicable standards for noise exposure for underground coal miners.1 Section 206 of this law, approved December 30, 1969, provided for standards of noise to be applicable to each coal mine. These annual reviews are guide's to the current work-and publications of the Bureau but do not replace the more complete reports published under the authorship of the individual investigators on specific problems in Bureau of Mines bulletins, technical papers, reports of investigations, and information circulars and in the technical press. The Annual Report of the Director of the Bureau of Mines to the Secretary of the Interior for the Fiscal Year ended June 30, 1945, summarizes the year's work on coal as follows: Coal and Coal Products The United States maintained its No. 1 industrial position in supplying fuel for war and in preparing for peace through more complete mining, improved preparation and up-grading of coal for special uses, and better utilization of coal in industrial establishments and homes.

A cyclic leaching process was developed for selectively leaching and recovering cadmium from nickel-cadmium scrap battery waste. The six major steps in the process are the following: (1) washing the plates to remove KOH electrolyte, (2) roasting at 550° to 600° C to oxidize metallic cadmium and decompose cadmium and nickel salts, (3) leaching with an ammonium nitrate solution, (4) precipitation of the leached cadmium from solution as cadmium carbonate using CO2 gas, (5) removal of CO2 from the lixiviator by adjusting to pH 4.5, heating, and evacuating the system, and (6) removal of small amounts of leached nickel from the lixiviator using a solvent extraction technique. The regenerated lixiviator is then recycled to leach additional plates. Cadmium extraction was 94 percent and the cadmium carbonate product contained 0.14 percent nickel and 0.12 percent cobalt impurity. The leached plates were smelted to a high nickel-low iron alloy with no detectable amounts of cadmium.

Selection of a suitable coal or coals for the manufacture of coke of desired quality with due consideration of the purpose for which the coke is intended requires careful thought, and often it will pay to go to consider able expense in testing such coals as may be available. In general it will always be possible to obtain a satisfactory coal or blend of coals for the particular purpose in view, but in some places the cost of transportation would be prohibitive. It may then be necessary to consider a coal or coals inferior in grade, rank, or both. At times, in fact, only one inferior coal may be available, when the problem becomes mainly one of selecting equipment and operating conditions best adapted to that coal, keeping in mind that the end product of the plant must compete with the imported product in the market the plant will serve. This applies particularly to new projects for which it is necessary to build a plant and start with a clean slate, so to speak. However, it will pay every coke-plant manager to employ a force to continually test the coals used and the coke produced to make sure that the quality is not changing appreciably. Furthermore, if the supply of coals used becomes exhausted it will be necessary to use other coals. Continual testing is particularly necessary at plants using borderline coals or blends, where slight changes in the composition or in operation of the ovens may render them dangerously expanding. In this connection it should be stated that control in the newer coke plants is considerably easier than for those built a decade or so ago, consequently in the new ovens a given operating program can be maintained more precisely. This point is important, because one of the main requirements of the coke user is uniformity in both physical and chemical characteristics. For example, any appreciable changes in the quality of coke delivered to the blast?-furnace operator will involve changes in operation if the best results are to be obtained. Such changes are expensive usually they take considerable time and involve production of inferior iron.

The Bureau of Mines Minerals Information organization collects worldwide data on virtually every commercially important non fuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 829), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Minerals Information activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

The crystal structure of hematite, a-Fe203, has been refined as part of a continuing study of the behavior of phases in the Fe-O system during reduction and oxidation. Three-dimensional diffraction intensities were collected on two spherical single crystals of hematite with a semiautomated Buerger single-crystal diffractometer. The first crystal refined was a natural Elba hematite with minor impurities. The other, a synthetic crystal, was refined at the request of Mossbauer spectroscopy investigators concerned with impurities in the natural crystal. The structure has been refined with a least-squares program and the final structure for the natural crystal irradiated with CuKa-radiation gave a discrepancy factor (R) of 3.65 percent using 49 unrejected reflections of the 51 measured. For the synthetic crystal, using MoKa-radiation, the discrepancy factor converged to 2.8 percent using 95 unrejected reflections and was 3.3 percent for all 109 reflections. The structure model of Pauling and Hendricks has been confirmed with essentially no change in the iron coordinates and approximately a 5-percent change in the oxygen coordinates. Selected interatomic distances and angles were calculated as were anisotropic temperature factors.

The 1965 Lignite Symposium, the Louth in a series and the third sponsored by the University of North Dakota and the Bureau of Mines, was held at Bismarck, N. Dak., on April 29-30, 1963. These symposia provide a forum for those interested in the technology and utilization of solid fuels, especially lignitic coals. As part of the meeting, a 200-mile field trip was taken including; inspection of (1) the 200-megawatt, pulverized lignit-fired Leland Olds plant of Basin Electric Power Cooperative, under construction near Stanton, N. Dak.; (2) the site of the Glunharold mine of the Truax-Traer Coal Co., Division of Consolidation Coal Co., where a wheel excavator was being assembled; (3) the operating Beulah mine of Knife River Coal Mining Co., subsidiary of Montana-Dakota Utilities Co., near Beulah, N. Dak.; and (4) the 400-megawatt, hydroelectric Garrison Dam powerplant, near Garrison, N. Dak.
