The following chapters are divided into three major research tasks: Continuous Safety Monitoring Systems, Battery and Battery-charging Safety, and Mine Power System Transients. The monitoring chapter discusses the prediction of power-system failures. The battery chapter details work on battery-box stresses, battery chargers, and the elimination of electrocutions. The final chapter covers transient instrumentation, distribution transients sources and suppression, and utilization transients on mine power systems.

The Bureau of Mines initiated a program to address short-and long-term objectives of wetlands restoration as a option for reclamation of lands mined for phosphate. The short-term objectives were to identify a suitable wetland test site, initiate an extensive premining monitoring plan, develop an acceptable mining plan, and recontour and revegetate the test site. These goals were accomplished using a unique combination of expertise provided by Federal and State agencies and private industry. A 6.5-ha forested wetland with an associated streambed was offered by private industry as the test site. A premining monitoring program was established and carried out from May 1982 to October 1983. A control site was established to determine ecological changes unrelated to mining. Clearing and mining began in October 1983 and was completed in April 1984. Grading and streambed restoration was completed in February 1986. Revegetation of the site was completed in February 1987. The program to meet the long-term objective of postmining monitoring is described.

Oil fields in the Powder River Basin of Wyoming have produced 731 million barrels of petroleum through 1959. Production in 1959 was 32 million barrels, the highest production since 1924. The record production was in 1923, when the Basin produced 38 million barrels of oil and the Salt Creek field, then at its peak, produced 35 million barrels. In this report, the characteristics of crude oils found in the Basin are used as a basis for determining the best re-fining uses for the oils and for predicting the characteristics of oils that may be discovered in the Basin in the future. Analyses of 108 oils sampled over a period of 30 years are presented Crude oils of two major types are produced from the Powder River Basin. One has a low sulfur content and occurs in younger formations, and the other has a high sulfur content and occurs in older formations. The oils with low sulfur contents are generally light colored and waxy, and may be either paraffinic or naphthenic. The oils with high sulfur contents are usually dark colored and asphaltic; only their low boiling fractions are paraffinic. Alteration appears to account for the anomalous properties of some oils found at shallow depths. Shapes and slopes of correlation index curves classify the oils into the same two groups as their sulfur contents, with gently sloping curves representing the low-sulfur oils and steep curves representing high-sulfur, asphaltic oils,

Results of a comprehensive investigation of the impact of underground mine waste disposal on the health and safety of miners are presented. Information was gathered through an extensive search of American and foreign literature and personal communication with professionals in private industry and government. All conceivable health and safety hazards directly or indirectly related to underground mine waste disposal are analyzed, catagorized, and ranked on an industry-wide basis. Positive health and safety effects are analyzed and ranked in a similar way. Both potential and known hazards and positive impacts are included. Recommendations on abatement techniques for the various hazards are presented. Case histories of a fill-related accident in a metal mine and a health hazard associated wtih coal waste backfilling are included and causes and possible abatement procedures are discussed. The rule of management in the promotion of health and safety in backfilling operation is discussed.

Educational campaigns conducted by the manufacturers of explosives, the Bureau of Mines, mining companies, and safety organizations have contributed greatly in reducing accidents caused by explosives arid blasting. Despite these campaigns and the dissemination of information, accidents from explosives and blasting continue to be the direct cause of scores of fatalities and hundreds of nonfatal accidents annually, not only in the mineral industry but essentially wherever explosives are used. The experience of many mining companies and other users of explosives has proved that accidents from explosives can be prevented or averted by the proper training of employees in the handling and using of explosives and by the enforcement of definite rules and instructions for their use. Unfortunately, throughout the years numerous false impressions and ideas have grown up and around the use of explosives. Many of these can be traced back to the manner in which the users of explosives were originally taught, if instructed at all; and as with many types of misinformation in nearly all walks of life, those false ideas are decidedly persistent and being so cause much damage. Many if not most of the users of explosives gained their knowledge of explosives and blasting by watching others and more or less "absorbing" the procedures and thrones of the other fellow, who acted unconsciously as teacher or instructor. A study of explosives accidents reveals the results of such "teachings" when the causes of the accidents are determined, and as might be expected the results very often are far from good. Eleven workshops were held in various locations throughout the country in an attempt to reach the many diverse groups working in various mineral commodity areas and special ties. These meetings were held between March 1, 1974 and June 25, 1975. They were held under the auspices of the Bureau of Mines Contract to the University of Missouri-Rolla which was designed to help define Bureau research and development priorities. At each workshop a summary of current Bureau research and development was presented and the attendees were asked to present their ideas on what Research and Development programs should be undertaken to meet their needs locally. Participants included representatives of federal and state agencies, educational institutions, mining companies, equipment companies and other interested parties. The workshops covered under this report include lead mining in Missouri, limestone mining, coal mining both surface and underground in the midwest and in the Rocky Mountain area, iron mining in Minnesota, two top management meetings on institutional problems and, finally, a special two-day meeting on roof control.

A field experiment was performed in a production unit of an operating copper room and pillar mine to compare the support capabilities provided by resin and mechanical roof bolts. Resin and mechanical roof bolts were alternately installed in eight intersections in a single entry. Rock mechanics instrumentation was installed to measure roof sag, bed separation, convergence, bolt pullout, torque, and strain. Bolt cost and installation time are included. Two analyses of the test were made. The analysis of the rock mechanics data showed there was no definite difference between the two bolting systems. From a broader analysis on a mine-wide basis it was concluded that resin bolts gave better support. A critical view of the experiment is given in the appendix.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. A flotation process was developed by the Bureau of Mines for separation of carbonate and phosphate minerals occurring in unaltered phosphate ores of the Phosphoria formation. The process involves depression of phosphate minerals with fluosilicic acid and flotation of carbonate minerals with fatty acid emulsions. In individual laboratory tests, selective removal of carbonates was achieved with phosphate recoveries ranging from 60 to 80 pct P205. In continuous-circuit testing, sizing and separate treatment of coarse and fine fractions was necessary to achieve 65-pct P205 recovery. Concentrate grade ranged from 26 to 33 pct P205. The flotation tailings containing primarily carbonate and phosphate minerals is a potential fertilizer material. When reacted with H3P04, concentrated superphosphate containing approximately 40 pct available P205 was obtained.

The Federal Bureau of Mines, under a contract with Ultrasystems, Inc., investigated the thermal oxidative degradation characteristics of conveyor belts used in underground mines. This included the determination of smoke evolution, glow characteristics, char yields, and the identification and quantification of all volatile decomposition products in the form of gram of specific product formed per gram of belt sample tested. In addition to these investigations, degradation studies were conducted on some pure ingredients used in conveyor-belt formulations. Three basic classes of belts were investigated: neoprene, polyvinyl chloride, and styrene-butadiene rubber compositions. The studies indicate that styrene-butadiene-based belts exhibit good flame resistance and are the least hazardous in regard to overall formation of toxic decomposition products. Under this program, thermogravimetric analysis was definitely established as a method of material differentiation.

This Bureau of Mines report reviews the recent developments in the heap leaching of gold ores with dilute cyanide solutions and the recovery of gold and associated silver from the pregnant effluents by a carbon adsorption-desorption method. Mineralogical considerations, experimental work, field studies, and commercial operations are described. Also presented are recent process advances developed by the Bureau, including the application of (1) alcohol additives to the conventional hot alkaline cyanide strip solution to enhance gold desorption from precious metal-laden activated carbon, and (2) Na2S precipitation of the silver from geld-silver cyanide solutions as a means of reducing the inventory of carbon required for precious-metal adsorption from heap leach effluents and for the production of low-silver bullion from activated carbon stripping solutions.

The field tests involved ten coal mines in which transients were initiated on the dc system from which the parameters of the dc mine electrical power system could be determined. The data processing involved the use of a Fourier Analyzer to filter noise and fit an exponential curve to the field waveforms. From this data analysis it was possible to find the dc system resistance, inductance and time constant. The survey of nationally recognized laboratories was conducted to establish that the recommended test criteria were practical. The development of test criteria for dc fuses used in mines was based on the measurement of parameters in the field, the survey of testing laboratories, literature searches, laboratory test, etc. A computer program was written to analytically predict the parameters measured in the field. This approach has limitations but reasonable agreement with field results was obtained. A brief laboratory testing program was carried out to verify the practicality of the recommended criteria and establish the accuracy of the conclusions concerning dc fuse performance.

The Bureau of Mines studied airblast from surface mining to assess its damage and annoyance potential, and to determine safe levels and appropriate measurement techniques. Research results obtained from direct measurements of airblast-produced structure responses, damage, and analysis of instrument characteristics were combined with studies of sonic booms and human response to transient overpressures. Safe levels of airblast were found to be 134 dBL (0.1 Hz), 133 dBL (2 Hz), 129 dBL (6 Hz), and 105 dB C-slow. These four air-blast levels and measurement methods are equivalent in terms of structure response, and anyone could be used as a safe-level criterion. Of the four methods, only the 0.1-Hz high-pass linear method accurately measures the total airblast energy present; however, the other three were found to adequately quantify the structure response and also represent techniques that are readily available to industry. Where a single airblast measuring system must he used, the 2-Hz linear peak response is the best overall compromise. The human response and annoyance problem from airblast is probably caused primarily by wall rattling and the resulting secondary noises. Although these will not entirely be precluded by the recommended levels, they are low enough to preclude damage to residential structures and any possible human injury over the long term.

To aid industry and Government in planning water developments the Bureau of Mines in 1963 canvassed mineral producers to determine water use in 1962. Water use by the mineral industry comprises only 2 percent of the water withdrawn by industry as a whole. The major water-using mineral industries are natural gas processing, phosphate rock, sand and gravel, and iron ore. Analysis indicated the following conclusions: 1. Total water use and new water intake is dependent on the quantity of material processed and the process water requirements of the particular industry or commodity. 2. Recirculation is dependent on the processing requirements of a particular commodity, the manner in which the water is used, cooling and condensing requirements in certain large industries, the quality of new water intake, and the need to treat new and discharged water. 3. Consumed water is dependent on the quantity of water recirculated, the temperature and humidity in the area, and the proportion of water used for cooling and condensing. 4. A threefold increase in water use by the mineral industry by 1985 is forecast

Calumet Division, Calumet & Hecla, Inc., whose operations are in Houghton and Keweenaw Counties, Mich., is a highly integrated and complex organization. This division operates mines, a railroad, a concentrating mill, a reverberatory smelter, and the auxiliary generating plants and shops to service these operations. In addition, it operates a sands reclamation plant, leaching plants, a foundry, and a machine shop that serves varied industries with castings and parts for many applications. Calumet & Hecla, Inc. has produced over 60 percent of all the copper that has been produced in Michigan since discovery of the ore in 1864, and in 1959 the company ranked eight among the country's producers with a production of 17,407 tons. To keep abreast of modern accounting systems developed elsewhere in industry and to combat increasing costs due to higher labor and supply costs, as well as increased costs due to deeper mines and lower grade ore, the company has developed a modern machine cost accounting system. This not only provides the usual bookkeeping and cost accounting facilities but offers accurate cost data for engineering evaluation of the mining operation. This system is credited with being instrumental in permitting continued operation of these high-cost mines in a period of increasing costs with no corresponding increase in the price of metal.
