This paper discusses accident experience and costs in 150 Colorado coal mines for the 5 years 1929-33; these mines produced 62 percent of Colorado's coal tonnage during this period. This and similar studies by the United states Bureau of Mines in other States (listed in the appendix to this report) make available comparable information on mine-accident costs and bring out clearly the importance of accident reduction from the humanitarian as well as from the economic standpoint. Compensation insurance costs constitute a considerable part of the cost of coal output. The tendency toward greater liberalization of workmen's compensation laws and increased benefits thereunder may mitigate to some extent the seriousness of an accident to a worker and his dependents, but no compensation is paid ultimately, not by an insurance fund but by the mine operator and the general public, which includes the miner. The one really effective method of reducing compensation costs is to reduce the number and severity of accidents.

THE carbonizing properties of one medium- and and five low-volatile coals from West Virginia and one high-volatile A and two medium-volatile coals from Pennsylvania were determined by 800° and 900° C. BM-AGA carbonization tests and expansion tests in the sole-heated oven. Plastic properties of the coals and the yields and quality of their cokes and other carbonization products were determined. The low-volatile coals comprised a mine and a coke-plant sample of Pocahontas No. 6-bed coal from the. Black Eagle No. 1 mine, Wyoming County, W. Va.; a mine sample of Pocahontas No. 6 bed from the Louisville mine, Mercer County, W. Va. ; Davy Sewell bed was sampled at the Twin Branch mine, McDowell County, W. Va.; and Fire Creek bed was sampled at the Dunedin No. 1 mine, Raleigh County, W. Va. The medium-volatile coals were from the Fire Creek bed, Laurel Creek mine, Greenbrier County, W. Va.; Lower Kittanning bed, Springfield No. 4 mine, Cambria County, Pa.; and Upper Kittanning bed, Springfield No. 6 mine, Clearfield County, Pa. The high-volatile A coal represented the Upper and Lower Freeport beds, Kent Nos. 1 and 2 mines, Indiana County, Pa. In addition to the coals listed, high-volatile A coal from the Pittsburgh bed, Warden mine, Allegheny County, Pa., a standard blending coal, was used in blends in this investigation.

This report addresses remote monitoring of coal waste impoundments for stability. Existing automated geotechnical monitoring systems are described and reviewed along with details of instruments suitable for such systems. An impoundment in West Virginia which was in the construction stage was instrumented and monitored between July 1979 and may 1981. Sensors which measure surface and subsurface parameters including settlement, horizontal deflection, surface tilt, pore water pressure, seepage, pond level, and meteorological parameters were installed. Data from the 37 sensors were collected by on-site logger and transmitted by telephone to a central processing station in Seattle for recording and interpretation. Difficulties were encountered with telephone and powerline outages and malfunction of electronic units. Detailed descriptions of the design and performance of the system are provided along with evaluation and comparison with other systems. Recommendations for improving and expanding the capabilities of the monitoring system are given.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. This report describes the timed release analysis technique that was developed to serve as a tool for assessing the froth flotation cleaning potentials of fine-size coals. Using this developed technique, 16 coals from 10 different coalbeds were tested. All of the coals included in this study were quite amenable to froth flotation with float coal yields ranging from 80.7 to 99.5 percentage points. Float-and-sink analyses of the coals tested are shown to be of limited value in predicting froth flotation cleaning potential. Generally the float-and-sink analyses indicated a better product could be obtained than froth flotation could provide; although, in four of the coals tested froth flotation results were superior to those expected from the gravimetric analysis. The fixed carbon content of the samples collected was found to correlate with the floatability of the coals. The higher rank coals were the most readily floatable coals while the lower rank coals did not respond quite as well to flotation.

The first metal-mine accident-prevention course was prepared and published 1942-45 as a series of seven miners' circulars (Nos. 51-57). The course has been broadened, revised, and brought up to date and is being published as a similar series of seven miners' circulars on accident prevention at metal and nonmetallic mines. These circulars are: 1. Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

Originally developed for use in coal mines where on-shift blasting with explosives was prohibited, compressed-air blasting has been used for the past 15 years as a substitute for fixed explosives. With the current commercially available compressed-air systems -Airdox and Armstrong -coal is dislodged by a high-pressure discharge of air from a pressurized shell placed in the coal borehole. In the original systems stationary compressors were mounted on the surface or in the underground ventilated areas. These proved so successful that a mobile compressor unit was developed for use at the working face. Because of the possibility that such a unit might operate in a gassy atmosphere, the Bureau of Mines has investigated the hazards associated with operation under conditions where firedamp could accumulate in explosive concentrations. Oil-shale kerogen was processed into oil and oil products before the first oil well was completed by Drake in 1859. However, because of economic and other advantages, natural petroleum has been the principal source of liquid fuels and lubricants since 1859 and is a convenient root of many [organic] chemicals in common use today. In recent years the difference has narrowed between the cost of producing liquid fuels from well petroleum and other sources. This narrowing of cost difference has resulted both from the increased cost of finding new sources of petroleum in the United States and the experimental demonstration of lowered costs for synthetic liquid fuels by the Federal Bureau of Mines and by industry. Available petroleum resources of this country are being reduced and eventually may be inadequate to meet the demand. Alternate means of assuring an adequate supply of liquid fuels for this country include the development of processes for utilizing other carbonaceous materials such as oil shale and coal.

THIS REPORT give's the results of a study of the central and south parts of the Cushing oilfield, including a description of the geology, a review of the production history, and estimates of oil reserves available by secondary-recovery methods. Each of the major producing zones of the field is treated separately. The report, which is one of a long series of field studies the Bureau of Mines has conducted over the past 40 years, was prepared to aid operators to increase oil recovery and to help prevent underground waste in the Cushing field, in the State of Oklahoma, and in the United States. The geology and production history are presented not as a review of past behavior of the Cushing field but rather to interpret the possibilities for increased oil recovery by future development of this and similar areas. The field, which is in the northwest corner of Creek County, Okla., was discovered in 1912 and developed during 1913 and 1914. For several years it, was one of the most important areas producing high-grade crude oil in Oklahoma. Although some oil has been recovered from each of 10 separate reservoirs, nearly 98 percent of the total recovery of oil in the area studied was from 4 major producing formations (table 1). Searles Lake, CA, contains the largest known domestic tungsten resource. The brines in this near-dry lake bed, located in the Mojave Desert 130 mi northeast of Los Angeles, contain an estimated 135 MMlb of tungsten. However, the low concentration of tungsten (0.080 g/L W03) in the supersaturated brine makes selective tungsten extraction very difficult. Although many brine chemicals are extracted from the lake, tungsten recovery was an elusive goal prior to Bureau of Mines development of an ion-exchange technique. This publication describes the Bureau process. The following subjects are ad-dressed: ? The Searles Lake tungsten resource. ? General problems associated with tungsten recovery. ? Bureau research objectives. ? Synthesis of ion-exchange resins. ? Development of a two-stage ion-exchange tungsten extraction and concentration procedure. ? Product recovery and purification. ? A mineral purvey of 40,000 acres of the 42,213-acre Little Humboldt River Wilderness Study Area was conducted by the U.S. Bureau of Mines in 1985 at the request of the U.S. Bureau of Land Management. There are no identified mineral resources but anomalous gold, silver, mercury, and arsenic concentrations were found. The study area is located in Elko County, NV, in the Owyhee Upland geomorphic subprovince. It is underlain by mid- to late-Miocene-age rhyolite, basalt, tuff, vitric ash, and tuffaceous siltstone. On the south side and partly within the study area, a mining company recently (January 1986) located 125 contiguous claims over an area of hydrothermally-altered volcanic rocks that have anomalous surface concentrations of gold, mercury, arsenic, and silver. Anomalous gold-silver concentrations in altered rocks were encountered at several other widely scattered localities in the study area. These elevated metal concentrations and associated hydrothermal alteration indicate gold resources may be present in the study area. A 20-ft-thick bed of diatomaceous earth, which contains 60 to 85 percent diatoms, crops out 0.3 mi north of the study area. Elsewhere, three samples of altered volcanic tuff taken within the study area contain from 46 to 70 percent zeolite (clinoptilolite). The diatomaceous earth and zeolite sampled are not of sufficient quality to compete with materials presently being marketed. There has been no mineral production from the study area, but a caved adit, about 25 ft long, and six prospect pits were found.

This report describes the design, development and manufacture of production stoper drills and results of their field tests, it is shown that underground stoper drill noise level can be reduced from 118 dBA to below 100 dBA by using these pneumatic drills. The design concept of these drills is a radical departure from the standard valved rifle bar type drill machine design to a drill featuring a valveless independent rotation system, use of an integral muffler and a shroud tube. Six drills were manufactured in a standard commercial drill manufacturing setup and organization. The design and production technology proved that commercially viable quiet drills can be made available for mine use.

The Bureau of Mines reviewed current technology in the refractories consuming industries and evaluated the impact of changes in technology on the supply and demand of refractories. Literature was searched and contacts were made with leading consumers and producers of refractories. The distribution of refractories by value of shipments to users was surveyed. The report shows that the percentage distribution of refractories sales to the consuming industries has remained essentially constant during the last decade but that substantial changes have occurred in the relative distribution of types of refractories. The trend in pyroprocessing technology in recent years has been toward higher temperatures, which require more costly refractories. This fact is reflected in the impressive gain in the dollar value of refractories sales, which in 1968 was about one-third greater than in 1960, and the rapid growth of refractories based on high-alumina, magnesia, zirconia, carbon, and other materials, at the expense of fire clay, silica, and chrome- based refractories. An appendix to the report contains refractories value and shipment data tabulated in a manner by which trends in the distribution of refractory types can be observed from 1955 to 1968. In addition, unit values are presented on a per-ton basis for comparison.

This study is a survey of supply and demand for minerals, metals, alloys, and compounds used by the chemical industries in the Ohio River Basin (ORB) area of Ohio, Pennsylvania, and West Virginia during 1967. Data for the study were obtained from completed questionnaires received from chemical manufacturers and from interviews with officials of chemical companies and mineral producers and distributors. The information includes kind, quality, quantity, values, sources, specifications, uses, and methods of transportation. Results of the study show that of the total value of mineral materials consumed by the chemical industry, manufacture of inorganic chemicals consumed 46 percent; fertilizers, 22 percent; and soaps and detergents, 19 percent. Fifteen commodities accounted for 91 percent of the total value of mineral materials consumed. Five of these--phosphates, potash, salt, sulfur, and titanium dioxide--accounted for 59 percent of the total.

Following is a brief history of Bureau of Mines Division of Coal-Mine Inspection activities that have favorably effected health and safety and reduced Injuries at coal mines: The Federal cline Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines for the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consulting with representatives of management and mine workers, and was incorporated in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, betweeen the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines considered imminently dangerous, but authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

Coal production from underground coal mines has been important to the development of the industrial economy of the United States. Environmental problems have developed from some abandoned operations. These problems include: mine and refuse pile drainage, subsidence, unsafe mine openings and to a lesser extent mine gases, slope stabilities, mine and refuse pile fires and abandoned equipment and structures. Field investigations in three eastern coal mining districts, two in Ohio and one in Illinois, were performed to document the mine closure procedures used and subsequent problems that developed. The purpose was to identify, evaluate, and rank the seriousness of these problems. Based upon this evaluation, the undesirable present day situations could have been avoided or at least minimized by varying certain mining practices or mine closure procedures. It was found that federal regulations address all of these problems during the pre mining, active mining and post mining phases except for abandoned equipment which is the least threatening problem category. Ideally current practice would prevent future problems. However, the extensive and complicated nature of the legislation, environment and mining practices will necessitate adjustments to the law. The investigator recommends the following: 1) Goal oriented legislation encouraging complete resource extraction, standardization and compilation of mining generated hydrological data, periodic review of the coal mining regulations, and improved communication and cooperation between coal interests, regulators and the public. 2) Permitting effluent limitations to accurately reflect natural conditions. 3) Solidly back filling shafts and individual assessment of sealing or capping requirements. 4) Installing shaft vent pipes into the fill material to intercept and vent methane.

The Bureau of Mines has investigated podiform chromite deposits in three ultramafic bodies in the Caribou Mountain and lower Kanuti River areas of central Alaska. The investigation, reported in two parts, was done as part of the Bureau's mission to help insure an adequate supply of minerals to meet the Nation's needs. Part I describes an extensive field investigation and mineralogical studies by personnel from the Bureau's Alaska Field Operations Center. This report, part II, describes the mineralogy of 11 samples that were high-graded from surface exposures at 10 sites and presents the results of laboratory batch beneficiation tests designed to concentrate the chromite. The 11 samples, peridotites and chromitites that consisted of variable amounts of chromite or chromium-bearing spinets, olivine, and serpentine, were beneficiated by grinding and sizing, gravity concentration, and electrodynamic separation. Three high-chromium chromite concentrates, two high-iron chromite concentrates, and one high-aluminum chromite concentrate were produced. Three other concentrates were marginal, and two were submarginal. Chromium recoveries ranged from 54 to 92 pct. These results indicate that the areas may be significant chromium resources. Potential platinum association with the chromite was also investigated. Analysis of these 11 samples indicates that the areas are not good platinum resources.

The U.S. Bureau of Mines has demonstrated in laboratory tests that drilling with surface-charge-neutralizing concentrations of polyethylene oxide (PEO) polymer solutions simultaneously improves penetration rates and extends bit life. The applicability of this additive to improve drilling performance in coal measure rocks was demonstrated under field conditions at an abandoned mine land site in Pennsylvania and a producing coal mine property in Ohio. Penetration rate improvements ranging from 15 to 50 pet were obtained when core drilling through a variety of coal measure lithologies. Drilling cost analysis indicates that the small added cost of using the polymer is more than offset by the savings that result from demonstrated increased drilling penetration rates, which translate into drilling cost savings of about 10 to 30 pct. This report also gives chemical analyses of a variety of coal measure rocks and some corresponding local drilling water samples, obtained from a wide geographical base, along with threshold concentrations of PEO required to effect the improved drilling performance in these rocks. From these data, the threshold PEO concentrations needed to ensure improved drilling performance can be estimated for any coal measure rock suite. Proper techniques for mixing PEO solutions are also presented.
