The Bureau of Mines conducted a study of production costs for the secondary lead industry and determined costs for present, pending, and proposed environmental legislation. Operating costs for smelters by capacity groups range from 16.8 to 19.6 ¢!lb of refined lead. Present regulatory compliance costs for these groups range from 2.2 to 2.4 ¢!lb. Pending compliance costs could add 3.5 ¢!lb of refined lead, and proposed regulations could add another 1.3 ¢!lb. The individual capital costs necessary to comply with pending environmental regulations are estimated to be $1.8 million for small smelters and $10.4 million for large smelters. Proposed regulations could require additional expenditures from $1.9 million for small smelters to $4.9 million for large smelters. These cost estimates, based on average 1985 dollars, indicate that pending and proposed legislation could add significantly to capital and operating costs of the secondary lead industry. These regulatory compliance costs may result in a loss of up to 40 pet of secondary lead production capacity.

"INTRODUCTION The purpose of this circular is to correlate the information obtained during personal investigations at the sites of four rock tunnels in the process of construction and information obtained from the records and personal views of the constructors of two other tunnels that were not visited during the, excavation phase of construction and to present this information for the benefit of those who contemplate future construction of rock tunnels.Modern mechanized coal mining requires better, safer, properly alined haulageways and beltways; consequently, better understanding of tunneling methods by coal-mining men will be necessary. The possibility of future high-speed haulage systems utilizing rock tunnels in the more solid rock strata above or below the coal beds must not be discounted. In the past, tunnels have been driven for use in draining and unwatering inundated coal mines. At present, the need for such tunnels is very evident in some parts of the coal-mining regions, notably in the Pennsylvania anthracite fields, and studies along these lines are in progress. The average coal-mining man has little time or opportunity to visit tunnels while they are being exca-vated; therefore, it is hoped that this information will assist him in constructing tunnels safely if he is required to do so in the future.The tunnels described herein differ in size, shape, usage, and, in many instances, in their geological aspects. Full-face, heading and bench, and pilot-tunnel, and enlargement methods of excavation were utilized.The roof-support methods show diverse designs and materials of construction to suit each purpose and condition. The superiority of steel roof support over wood is demonstrated beyond doubt and is shown clearly in the photographs included in this circular.The illustrations (photographs taken by the U. S. Bureau of Mines, the U. S. Corps of Engineers, and others) show many of the necessary steps taken during the excavation and the erection of roof support in tunnels under construction."

PURPOSE: Evaluate practical technological advances in level-dependent hearing protectors and inexpensive personal acoustic monitors. RESEARCH SUMMARY: The results of previous NIOSH research show that miners develop hearing loss much more quickly than nonoccupationally noise-exposed individuals and that miners experience a greater severity of hearing loss than would be expected for nonoccupational noise-exposed persons of the same age and gender. Using hearing thresholds at 4,000 Hz as an indicator, coal miners experience hearing loss 2.5 to 3 times greater than would be expected for persons not exposed to occupational noise. At age 50, 90% of coal miners and 49% of metal/nonmetal miners were found to have a hearing impairment. In comparison, only 9% of a nonoccupationally exposed control group had a hearing impairment at age 50. There are numerous barriers to the prevention of hearing loss among miners. In an effort to overcome some of these obstacles, this work was initiated to evaluate practical technological advances in level-dependent hearing protectors and inexpensive personal acoustic monitors. Experiments will involve analysis of this new technology under both laboratory and field conditions. Laboratory components will consist of controlled studies using an anthropometrically correct test fixture as well as human subjects to evaluate the adequacy/effectiveness of various hearing protective devices. Electroacoustical performance testing of new noise monitors will also be conducted in a laboratory setting. Subsequent field studies will determine the actual usefulness and practicality of the personal protective/monitoring equipment as used in different mining situations. It is anticipated that increased on-the-spot awareness of hazardous noise levels and the availability of better-suited hearing protectors will provide a degree of protection beyond what is currently attained in different mining environments. Therefore, the intent of this project is to identify and adapt new acoustical technologies and products that have a direct application to individual mine workers. With increased knowledge of these technological advances, a greater demand for similar devices will likely occur, which, in turn, will lead to a better understanding and awareness of hearing loss prevention methods throughout the mining community. The ultimate goal is for widespread integration of useful hearing loss prevention products and devices into the daily routines of miners

Two different techniques were used to make measurements of the absolute value of electromagnetic noise in an operating coal mine, Robena No. 4, located near Waynesburg, Pennsylvania. One technique measures noise over the entire electromagnetic spectrum of interest for brief tine periods. With present instrumentation, the spectrum can be covered from 40 Hz to 400 kHz. It is recorded using broad-band analog magnetic tape, and the noise data are later transformed to give spectral plots. The other technique records noise envelopes at several discrete frequencies for a sufficient amount of tine to provide amplitude probability distributions. The specific measured results are given in a number of spectral plots and amplitude probability distribution plots. The general results are that at frequencies below 10 kHz, power line noise within the mine is severe. Impulsive noise is severe near arcing trolleys, and at lower frequencies near any transmission line. Carrier trolley phone signals and harmonics are strong throughout the mine whenever the trolley phone is in operation. Additional information beyond that included in this report may be obtained from the authors, who are with the Electromagnetics Division of the National Bureau of Standards.

"A recent premature explosion in a quarry that resulted in the death of nine men and the injury of several others, was directly traceable to a spark from a steam-shovel working under the face directly in front of the hole being loaded. This accident and similar accidents on record in the Bureau of Mines indicates the necessity for pointing out the dangers in quarries of explosives being ignited by sparks emitted from steam shovels and locomotives, and making recommendations for greater safety.Many premature explosions of which the following are examples, have resulted from sparks, both from steam shovels and passing locomotives. (A) The premature explosion occurred during August, 1920 at a limestone quarry, in a 100-foot drill hole, loaded with 1000 pounds of high-grade nitroglycerin and gelatin dynamites. This hole had been loaded with 500 pounds of 75 per cent strength gelatin dynamite, 300 pounds of 60 per cent straight nitroglycerin dynamite, and 200 pounds of 50 per cent straight nitro¬glycerin dynamite; but no steaming had been placed in the hole. The powderman loading the hole saw the spark enter the hole and was able to run a short distance before the explosion took place, thus escaping serious injury. The explosion of this first hole was transmitted to nearby hole similarly charged. The fall of rocks from these two holes buried the steam shovel and some of the gang of men working around it.(B) In September, 1909, in the Canal Zone, a steam shovel uncovered a misfired charge of dynamite. While the dynamite was being picked up the steam shovel continued working nearby. A spark from the shovel set fire to some loose dynamite spilled on the ground from the troken cartridges. This fire was transmitted to a hole which was being loaded close by and caused a premature explosion. One man was injured."

Before going directly to the analysis, it would be good to summar¬ize explosion-proof container approval methods. Both Magison (52) and Short (84) state that in general practice, the systems are certified for: 1. a rugged enclosure able to withstand an internal explosion but not allow explosively hot gases to escape, and 2. maximum surface temperature, with equipment operating inside, that will not ignite the surrounding atmosphere. Also, testing insures that any material in contact with the container surface will not be ignited by a hot spot. Associated with the first practice, the enclosures are inspected for: 1. a safe flange gap width, 2. a pressure increase during ignition, and 3. an hydrostatic pressure withstand level. The hydrostatic pressure level is almost always determined by a meas¬ured ignition-pressure test and is usually applied to prove the mechan¬ical design to some safety factor. Consequently, explosion-proof enclosure testing includes temper¬ature, permissible flame gap, and pressure. Specifications and prev¬ious research also can be similarly separated even though some interre¬lation exists between the flame gap size and internal enclosure pressure during an explosion. This Bureau of Mines report presents a continuation of statistics pertaining to distribution of petroleum reservoirs (or fields), wells, and production by depth and producing rate classification in the United States. These statistics show the change that has occurred since results of a similar study were published by the Bureau of Mines in 1967. Data are presented in tabular form by State for the 18 principal oil-producing States and by subdivision for the two larges t oil-producing States, Texas and Louisiana, Tabular summations and graphical illustrations are presented for the Nation. The data are classified by 4-barrel-of-oil-per-day rate increments up to 36 barrels and one increment of greater than 36 barrels of oil per day and by 2,000-foot depth increments up to 8,000 feet and one depth increment of greater than 8,000 feet. The overall average producing rates for States and the Nation have been published for many years; although such rates are useful, they are very general descriptions of producibility. A breakdown of production, wells, and reservoirs by various depths and rates and by State or by State subdivision provides a more detailed description of producibility.

This report describes the results of a measurement and analysis program to characterize wireless radio transmission in metal/non-metal mines over a wide frequency range from 0.2 - 1000 MHz and over a variety of mine environments. Six mines were chosen based on the relative economic significance of their product to the U.S. economy. Mine types include oil shale, uranium, potash, lead/zinc, copper, and silver. Particular mines were chosen so that the group would embody the most important mining techniques. The results show that transmission at medium frequencies are optimum for wireless mine communications, in agreement with extensive testing previously performed by the authors In coal mines, and that mine-wide wireless systems are feasible with a minimum requirement for new dedicated wiring. At least one need for such a wireless system was identified in each mine visited.

Sphalerite concentrates prepared during processing of Missouri lead ores contain small percentages of cobalt and nickel which adversely affect zinc electrolysis. The Bureau of Mines has evaluated solvent extraction and precipitation techniques to remove and recover cobalt and nickel from zinc sulfate solution prior to zinc electrolysis. Prepared zinc sulfate solutions containing about 190 gpl of zinc and 50 ppm of both cobalt and nickel were treated using various combinations of complexing reagents, solvent, pH, concentration, time, and temperature. The following complexing reagents gave the best results: a-nitroso-ß-naphthol, ß-nitroso-a-naphthol, 1,2 cyclohexane dione dioxime (nioxime), di-2-pyridyl ketone oxime, and dimethylglyoxime. These reagents in suitable solvents lowered the cobalt and nickel levels to <0.1 ppm. Stripping the complexed reagents from the solvents was not possible except for nioxime. Direct addition of the appropriate reagent to the prepared zinc sulfate solution resulted in the precipitation of cobalt and nickel. Several possible flowsheets are presented for the removal and recovery of cobalt and nickel. Good zinc deposits were successfully electrowon from zinc sulfate solutions purified by solvent extraction and precipitation.

A recent survey of 23 vein-type metal mining operations in several western states discloses that some of the more serious deficiencies in ventilation technology are associated with inordinately high levels of mine resistance. This problem has progressively increased over many years of operation (without adequate remedial action) as mines have become extended in depth. Where two shafts form the downcast and upcast airways of a relatively deep mine, the whole of the mine air volume must pass through each shaft in turn. Since at least one of these shafts contains hoisting equipment, structural members are necessary to support the rigid guides and shaft walls. These offer high aerodynamic resistance. In some deep mines, a single shaft of this nature may represent upwards of one-half of the total mine resistance. The second shaft, depending upon its design, may represent an additional one-third of the mine resistance. Therefore, the various working levels throughout the mine contribute only the small remaining amount of the total mine resistance.

China?s New Steel Complex Postponed. - The planned $5 billion Baoshan Steel Works near Shanghai is being laid aside for 6 months to a year, and may be abandoned altogether. The second phase of construction, in which Wean United, Inc., of Pittsburgh was a major participant, has definitely been cancelled. Over $1 billion had been committed to the 6 million-ton-per-year plant. U.S. Firm Develops South African Fluorspar. - The Armco Bronne Co. of Middletown, Ohio, plans to spend $27 million to develop a fluorspar mine in the Republic of South Africa, With fluorspar reserves at 20 million metric tons, the project is planned to produce 200,000 tons Per year of fluorspar for export starting in 1983. U.S.S.R. Resumes Sales of Titanium Sponge. - Against a background of increased U.S. titanium sponge supplies, the Soviet Union is offering limited quantities of this commodity to the U.S. market at approximately $10.00 per pound, down from $25.00 per pound last year.

Approach Use short-term gravimetric sampling to determine the severity of various dust sources, and to evaluate dust control techniques used in longwall mining. Short-term gravimetric sampling can be used to isolate dust levels produced by various dust sources. How It Works Traditionally, gravimetric samples have been collected over an 8-hour shift, yielding time-weighted, average dust concentrations. This method gives a good indication of the full-shift respirable dust exposure of underground workers, but is less than satisfactory for identifying dust sources, determining their severity, or for evaluating the effectiveness of dust control techniques. Short-term gravimetric sampling uses equipment available to all mine operators. Two individuals composing the survey team each collect multiple (three to four) gravimetric samples during selected segments of the mining cycle. Multiple samples are necessary to insure accuracy, and to obtain a valid average measurement of the respirable dust concentration when sampling for short periods of time (typically 20 to 30 minutes). The gravimetric instruments may be carried in a sampling package or in a "sampling vest." A fishing vest with four large pockets can be used for this purpose. The sampling pumps are carried in pockets and the sampling head assemblies arc hung across the front of the vest.

The Bureau of Mines investigated severe coal mine roof support problems along a section of main entries in the Pittsburgh coalbed in southwestern Pennsylvania to identify the causative factors. The mine roof was examined in detail, and various sedimentary structures are described that contributed directly to irregular and unstable roof. Small-scale paleochannels, scours, and related slickensides were identified as the leading cause of bad roof, and isopach maps were prepared to illustrate a method whereby the presence of these structures could be inferred in advance of mining. Probably second in importance was the occurrence of relatively incompetent flaggy, poorly cemented sandstone, weakened by coal and micaceous laminea. No effect of in situ stresses on roof stability was detected.

The cause of many deaths and extensive property damage in coal mines resulting from explosions and mine fires has been directly attributable to electric cable failures (including splice failures). The Federal Bureau of Mines data show that out of 355 underground coal mine fires investigated from July 1952 to January 1960, 103 (29 percent) were directly related to trailing cables. These cable failures resulted in the death of 7 men and injuries to 37 others. These potential hazards have become greater, obviously, through the widespread adoption of mechanized mining methods with electric-driven machinery powered through trailing cables according to Young,4 68.1 percent of the total bituminous and lignite production of the United States was mined underground in 1959. About 85 percent of this production was attained by mechanized loading methods. A large majority of the mines using the hand- loading methods also used equipment with trailing cables such as cutting machines, drills, and gathering locomotives. The problem of minimizing the loss of life, resources, and equipment from cable failures should be of concern to the management of all coal mines. It would be misleading to imply that no consideration has been given to the problem and its associated hazards. Through research cable manufacturers have endeavored to develop trailing cables that will withstand the severe service imposed by underground mining conditions. Technical research groups have undertaken studies for determining improved procedure and materials for field splices. Coal companies have instituted cable maintenance programs with a view toward the reduction of cable failures and consequent improvement in safety and efficiency of operations. Table 10 and figure 4 show the number of fires and fire injuries occurring at the surface of underground coal mines by state during 199&1999. Table 10 also shows by state the risk rate, employees&apos; working hours, and lost workdays. A total of 65 fires occurred in 10 states. Thirteen of those fires caused 12 injuries and 1 fatality (the yearly average was 6.5 fires and 1.2 injuries). Four fues and one fire injury involved con- tractors. The Ewhr value was 97 x l O6 hr (Irr = 0.025); the LWD value was 6,206. Pennsylvania had the most fues (20 fues and 5 injuries), followed by West Virginia (1 6 fires and 1 fatality) and Kentucky (1 5 fires and 3 injuries). Among these states, Pennsylvania had the highest injury risk rate value (Irr - 0.095). Table 1 1, partly illustrated in figure 5, shows by time period the number of fires, fire injuries, and fire fatalities; risk rates; employees&apos; working hours; and lost workdays. The number of fires and fire injuries show a decrease followed by an increase during the five time periods, accompanied by a decline in employees&apos; working hours throughout the periods (see table 11 and figure 5). The Irr values follow patterns similar to those shown by the injury values. Tables 12- 17 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 6 shows the major variables during 199&1999. Table 18 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

The Bureau of Mines sponsored development of a system to remotely energize and de-energize the trolley wire in a section in response to demands from vehicles as they enter and leave the controlled section. The system developed utilizes a detector/actuator that controls a dc contactor at the outby end, and a 3 kHz oscillator at the inby end. A prototype system has been built and installed at the Bureau&apos;s trolley test site at Bruceton, Pennsylvania which has demonstrated the ability to also provide load discrimination for faults of 300 amperes or more. The system could readily be modified by locating the oscillator on the vehicle to provide automatic de-energizing of the trolley wire when the vehicle&apos;s pole is removed or the vehicle leaves the section.

A computerized moving average technique was developed to interpolate coal seam characteristics between sample points. The interpolative method coupled with multivariate regression analysis and simulation procedures was used to forecast coal properties not readily obtained from an analysis of drill core samples. Coal property forecasts were of two kinds: (1) specific mine property forecasts that are suitable for mine product control and yield a good approximation of the local variation along both the vertical and horizontal axes of the seam, and (2) regional estimates where much of the local seam variation is smoothed out, but the general trends are maintained. Forecasts of the volatile matter, ash, total sulfur, and the heating value for part of the Pittsburgh seam located in Ohio, Pennsylvania, and West Virginia were in good agreement with independent evaluation data. Spatial configuration for preparation characteristics, particularly, the effect of crushing on sulfur release, low-and high-temperature carbonization properties, the Hardgrove grindability index, the coal hardness index, gasification variables, and hydrogenation factors were constructed for the same area of the Pittsburgh seam. These forecasts may be developed from drill core data collected in the exploration phase of mining. The results, which may take the form of a series of maps, are useful to mining, chemical, and combustion engineers, to economists and mine managers, as well as to coal users for mine design, economic analyses, energy forecasts, utilization studies, mine product control, and environmental control and programming.

Data are recorded using broadband analog magnetic tape and are later transformed to give spectral plots. The other technique records noise amplitudes at several discrete frequencies for a sufficient amount of time to provide amplitude probability distributions. Between 1990 and 1991, the Bureau of Mines studied the mineral resources of the Kaibab National Forest to appraise the resources present and to determine the types of deposits, and their location. The study included a comprehensive literature search and a limited amount of field investigation of minerals and mining activity in and near the Forest. Small amounts of copper with lesser amounts of gold and silver have been produced from limestone-hosted, strata-bound deposits in the North Kaibab and Tusayan Ranger Districts. In addition to these small metallic deposits, volcanic cinders, pumice, flagstone, and sand and gravel have been quarried in the Chalendar and Williams Ranger Districts. At least ten uranium-mineralized breccia pipes have been identified in the Tusayan Ranger District, One of these, the Canyon pipe, contains a high-grade uranium ore body with associated silver, copper, lead, vanadium, and zinc. The mine permit for the Canyon pipe has been approved and the mine shaft head frame erected.
