A computer model was created that generates contact data by means of simulation while altering several variables associated with the machine and its operator. These variables include work environment, the operator's anthropometry, work posture, choice of risky work behavior, and the machine's appendage velocity. In the model, a contact means two or more objects intersecting or touching each other, e.g., the appendage colliding with the operator's hand, arm, head, or leg. This report documents the code development of special features of the computer model, random virtual human motions and behaviors, which made it possible for researchers to study hazardous interactions, such as contacts between the operator and machine. The original idea for random virtual human motions began with the need for a model that, when simulated, would experimentally mimic machine and human actions that could cause actual injuries or fatalities in the workplace. Injury incident investigation reports do not usually contain enough information to aid in studying this problem, and lab experiments with human subjects are also not feasible because of safety issues and ethical issues. Early investigation that evaluated the feasibility of random motions resulted in a primary programming structure and building blocks for code expansion. Basic motions and standard derivation data provided random parameters for the operator's movement in the random motion code. Experimenting with basic motions in preliminary models helped researchers devise a random motion technique that worked with xyz motion parameter values from basic motion parameters. Both values were the building blocks used in motion commands that comprised the core of the random motion code. When the code is executed in a three-dimensional computer model, it generates realistic starting positions for the operator's (virtual human) body and body parts and realistic motions mimicking a work sequence with a valid range of variation in movements. Researchers developed several rules for the random motion technique that, when applied, will maintain directional integrity of a virtual human's basic motions. From previous research, researchers formulated the algorithm that determines the behavior during machine operation. The decision algorithm was needed by the random motion code to randomly select what behavior to use for a simulation execution for a realistic representation of the operator's motions and risky behaviors during work tasks. The operator's chance of avoiding the moving appendage was also a concern to ensure that data reflecting a near-miss would not be considered a contact. Therefore, to filter a database obtained from simulations for actual contacts, it was necessary to track the operator's field of view and determine from this information when the appendage is in and out of the operator's view. NIOSH researchers successfully applied random motions and risky behaviors to examine the speed range of a roof bolter machine appendage for different workplace scenarios and compare statistically which is most likely to cause contacts (and possible injuries) to miners. Researchers in this study believe that the use of such simulations, treated with advanced statistical procedures, are extremely useful tools to evaluate the hazards of tasks where it is not possible to perform experiments with human subjects.

Although descriptions of the methods of analysis of explosives are to be found in many books on explosives, and in works on engineer- ing chemistry or chemical analysis, most of these descriptions are incomplete and lacking in details. The methods of analysis employed in the laboratories of most explosives factories are frequently treated as trade secrets, and very little information is published from such laboratories. This bulletin outlines the methods of analysis that are used by the Bureau of Mines in the examination of certain classes of explo- sives. The present form of most of these methods has been worked out in the bureau's explosives laboratory. The methods employed by Prof. C. E. Munroe were taken as a basis, and were elaborated to meet the demands incident to the treatment of complicated mix- tures and to the development of the explosives art. A subsequent bulletin will discuss the methods of analysis of "permissible" explosives, many of the latter being of decidedly complicated char- acter and requiring special treatment. This bulletin presents the methods of analysis of "ordinary" dynamite, and the ammonia, gelatin, low-freezing, and granular dynamites, and the common grades of black gunpowder and black blasting powder. The bulletin is published by the bureau for the information of all persons inter- ested in explosives and their safe and efficient use in mining work. As the term "ordinary" dynamite, though much used, has no conventional meaning, and may be used to cover a wide variety of compositions of matter, it may be noted that the standard dynamite used at the Pittsburgh testing station is a good example of the "ordinary" dynamite known in this country. This report, which updates and supersedes the Office of Surface Mining's 10-year progress report published in 1987, deals with the accomplishments of the regulatory and abandoned mine land reclamation programs during the first 15 years of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Part 1 is an illustrated description of on-the-ground accomplishments; Part 2 presents statistical information for the 15-year period. The data in this statistical report are organized in two sections: national statistics and state statistics. The national statistics provide an overview of coal mining and the implementation of SMCRA since 1977. The information reported for the states presents a brief description of the coal reserves in each area, accompanied by detailed statistics and graphs that relate each state to the nation as a whole. The statistics compiled in this report are from the Office of Surface Mining's files, computer data systems, and annual reports. During the early years of the program, many of the data categories were evolving and changing; therefore, data reported over the 15-year period are not complete for all states for all years, and where data was unavailable or zero, a dash (-) is shown for that item. The data sources used to compile the tables and graphs are listed and described in detail on page 76. Due to the number of requests for this information in the past, statistical information about coal mining and its regulation will be available each year as an appendix to the Office of Surface Mining's Annual Report to Congress. This report documents a systematic approach towards implementing an improved ensemble for the mine rescue team system that will protect against the hazards of mine rescue and recovery and will also afford improved performance through increased comfort and maneuverability, lighter burdens, and improved human engineering designs. In the first part (Task 1) the mine rescue team's protective needs were defined along with the test methods required to evaluate whether a particular piece of gear met these needs. Task 2 assessed existing gear against performance criteria and standards developed in Task 1. Task 3 consisted of the conceptual design and construction phases of the MRPE program. Special consideration was given to advanced concepts, materials, and equipment.

Solvent extraction techniques were used to determine the extraction sequence of yttrium and the rare-earth elements in an amine solvent extraction system. Single-stage extraction with Primene 81-R resulted in separation factors of 3.8 between yttrium and dysprosium and 25 between yttrium and cerium. Yttrium was concentrated in the aqueous phase. EDTA and DTPA, as aqueous phase counterextractants, enhance separation factors in mine-rare-earth sulfate systems. Yttrium separation from heavy rare-earth elements exhibits marked sensitivity to the position of yttrium in the selectivity scale of the rare-earth elements with the sequestrants. Yttrium-ytterbium separation is more effective with EDTA, whereas yttrium-dysprosium separation is more effectively increased with DTPA.

An investigation was begun by the Bureau of Mines in 1948 to determine the preparation characteristics of American coals. Results of the investigation were planned to be reported on a county basis and, from the data developed, to determine: I. Which coals either as mined or after beneficiation by conventional preparation are chemically suitable under present standards for producing metallurgical coke. 2. Which coals require special and more intensive treatment in preparation than is now practiced. 3. Which coals cannot be considered potential sources of metallurgical coke, regardless of preparation by present-day methods. This report is one in the county series that describes the preparation characteristics of the coals of Bell County, Ky.

The use of a partially slotted 6.5-inch-inside-diameter vertical pipe to remove methane from a longwall gob area at a depth of 2,260 feet in the Pocahontas No. 3 coalbed was investigated. The value of gas removed by such a pipe under free-flow conditions was found to equal the cost of the installation in this case. Approximately 25 percent of the available methane passed through the pipe without the use of an exhauster; an additional 10 percent was removed when an exhauster was employed. The diversion of methane through a vertical slotted pipe to the surface permitted the use of increased mining rates and decreased the ventilation air requirements.

Electrical grounding is essential for the safe operation of power systems. A low-impedance path to ground is necessary to prevent the possibility of dangerously high potentials in human work areas. If for any reason this ground connection becomes faulty, a serious hazard may exist. One reason for faulty ground connections is ground bed corrosion. Corrosion of electrical ground rods has plagued the power industry and appeared in coal mine power systems. This paper will investigate ground rod corrosion, its cause, and possible solutions. Included is an evaluation of various ground rods for their ability to resist corrosion under stray current conditions. -The first known study of X-it3 Rod Corrosion is also presented.

The problem of signaling to the hoisting engineer from the cage in a shaft mine has been given considerable thought and attention by engineers and mine operators seeking to Increase the safety and efficiency of hoisting. HISTORY R. L. Rutherford,3/ an employee of the Magma Copper Co., Superior Ariz., realizing the need for a simple and practical moving-cage signaling system, began a serious of experiments early in 1937, Available electrical moving-cage signal in operation at this date required that signal wires be installed in the shaft to make a simple, positive signal without wires, the first experiments used the pipe lines in the shaft for carrying the signal current, but these experiments were not successful.

The possibility of replacing the brattice cloth closest to the coal mine working face with an air curtain mounted on top of a continuous-mining machine or with a diffuser fan was explored by the Bureau of Mines. Preliminary tests conducted at a full-scale model working face with the brattice end set at 18 feet showed that the air curtain improved face ventilation only slightly and was not nearly as effective as placing the brattice at 10 feet. A 2,000-ft3/min diffuser was more effective than the air curtain. It is concluded that the air curtain probably could not function as a line brattice extension, although the diffuser fan may have some potential.

Heats of formation were obtained for four anhydrous crystalline sodium borates by hydrochloric acid solution calorimetry. The heats of formation at 298.15° K from the elements are NAB02, -233.2 ±0.6 kcal/mole; Na2B07, -786.4 ±1.0 kcal/mole; NaB305, -549.9 ±0.8 kcal/mole; and Na2B6013, -1,412.5 ±2.0 kcal/mole, The heats of formation from the constituent oxides are NaB02, -31.5 ±0.8 kcal/mole; Na2B407, -78.8 ±1.3 kcal/mole; NaB305, -44.1 ±0.8 kcal/mole; and Na2B8013, -96.7 ±1.5 kcal/mole.

The Bureau of Mines sponsored an investigation of the thermal oxidative degradation characteristics of selected ingredients employed in the formulation and manufacture of conveyor belts. This work was done to supplement similar studies of samples from finished conveyor belts and thus provide basic data for correlation of the potential toxic behavior of a finished belt with that of the individual ingredients. This report covers the study of (1) basic polymers (styrene-butadiene, neoprene), (2) reinforcing fibers (Nylon 6,6, Dacron, viscose rayon), (3) flame-retardant plasticizers (tritolyl phosphate-isomeric mixture, tri-p-tolyl phosphate, tributyl phosphate, tris (dichloropropyl) phosphate), (4) plasticizers (diphenylphtha1ate, di-(2-ethylhexyl) sebacate), and (5) a vulcanization accelerator (2-mercaptobenzothiazole).

A 5-hole pattern was drilled from the surface at a site near Oak Grove, Jefferson County, Ala., to degasify the gassy Mary Lee coalbed in advance of mining. Gas and water production was monitored for 1 year, 4 months to allow gas flow to stabilize fully. A thickened water stimulation treatment was designed and applied in one hole of the pattern to evaluate this degasification technique for the Mary Lee coalbed. A gas production rate of 70,000 ft3 /day after stimulation treatment indicates that the use of vertical boreholes coupled with hydraulic fracturing in advance of mining the Mary Lee coalbed would provide for more rapid degasification and could provide a possible source of natural gas.

To find solutions for common safety problems encountered in the handling of trailing cables, based on observations at many different surface mining operations. Approach Practices in handling trailing cables were Investigated through personal visits to over 40 mines, supplemented by visits to cable manufacturers and cable repair service companies. The most effective solutions to the safety problems en-countered were noted and are described In the project final report. Examples are given in this Technology News. Accident Experience Most cable-related injuries occur as a result of workers lifting, pulling, tripping, or being struck by the cable. The Table gives the frequency of occurrence for injuries reported during a recent 3 1/2 year period.

The characteristics of leaders under the duress of an emergency are important in the development of emergency planning, training, and in the management of an actual emergency. Knowledge of human behavior is an important component in the formation of emergency strategies. The U.S. Bureau of Mines analyzed the leadership behavior in three underground mine fire escapes. The subjects described their escapes during open-ended interviews. Data were coded according to: (1) evidence of leadership behavior, (2) evidence of lack of leadership behavior, and (3) characteristics of the individual in each group who led the subjects out of the mines. This paper discusses the profile of six individual leadership characteristics which emerged from the data.

The law of June 5, 1911, suplements and amends the Laws of April 21, 1810 (the basic law) and May 2, 1837. The Royal Decree of September 15, 1919, coordinates the provisions of the Law of June 5, 1911, with those of the Laws of April 21, 1810, of May 2, 1837, and of July 8, 1865, that have remained in force, as well as with certain articles of the Law of September 1, 1913, which revisad the system of taxation. A.5 Conclusions and Recommendations The illustrative simulations in the previous section have demonstrated 1. Flexibility of the program to simulate a wide variety of configurations and cases. 2. Ability of the program to predict evacuation time within a small margin of error (5 percent -.n a case considered). 3. Usefulness of the program in making some of the evacuation decisions. The above leads to a conclusion that the computer program can provide a useful tool in evaluating mine evacuation in the event of a fire. Researchers with the National Institute for Occupational Safety and Health (NIOSH) have developed a training module to educate both new, inexperienced miners as well as veterans on important issues related to self-rescue and escape procedures. These include: (1) physical and environmental conditions that can be encountered in a mine after a major explosion, (2) knowledge of emergency meeting locations and escape routes, (3) the importance of using self-rescuers, even in seemingly clear air, to keep the lungs isolated from contaminants, and (4) why miners should not go off to look for others who are missing. In addition, the module may stimulate miners to think about and discuss mine explosions and the devastating effects of such an event.
