The Government's ban on all commercial mining operations, except for small-scale artisan exploitation of alluvial gold deposits, continued throughout 1985. Minerals produced were kaolin and lime for agricultural uses, and experimental peat harvesting for energy applications. The total value of the minerals produced during the year was estimated at $1.1 million .2 In early 1985, an agreement between the Government and Amoco International Oil Co. was ratified for a petroleum exploration concession covering 248,000 hectares of Lake Tanganyika. Onshore exploration in the Ruzizi Plain was already under way the last half of 1985. By yearend, enough seismic information was available that Amoco hoped to complete data analyses, determine onshore drilling sites, and begin drilling operations before the end of 1986. Also to begin in the latter part of 1986 were seismic studies of Lake Tanganyika. Throughout 1985, Amoco officials were negotiating with the Government of Zaire for expanding the exploration acreage into that country's portion of northern Lake Tanganyika and the Ruzizi Plain. An agreement between Amoco and Zaire could have important beneficial economic implications for both Zaire and Burundi, and onshore seismic work in Zaire logistically supported from Bujumburi could begin almost immediately.

The performance of Ecuador's mineral industry continued to be affected not only by depressed oil prices in recent years but also by natural disasters. In March 1987, Ecuador canceled foreign debt payments for the rest of the year and appealed for international aid because of a series of earth-quakes that destroyed villages and crippled the nation's oil industry. The earthquake destroyed a key section of the country's main oil pipeline and forced a halt to production and shipment of Ecuador's most important export product. Ecuador produces 240,000 barrels of oil per day and exports 144,000 barrels daily. Oil accounts for 60% of the nation's hard currency earnings. The Government of Ecuador asked the Organization of Petroleum Exporting Countries and other oil-producing countries to assume Ecuador's oil sales commitments. Ecuador agreed to pay the countries back in an equivalent amount of oil when it was able to resume exports.

Research work in the Bureau of Mines cryogenic laboratory requires the use of high-sensitivity galvanometers of the d'Arsonval type in a building that is subject to unusually severe vibrations. A modified form of the galvanometer suspension described by Julius' has damped the vibrations so successfully that a short note concerning it is thought to be desirable. The laboratory is on the site of the Amarillo helium plant near a building that houses gas engines of from 180 to 250 hp driving compressors and electric generators. The distances from the galvanometers to the individual engines range from about 80 to 180 feet. The subsoil, consisting of black clay loam, transmits the impulses without much damping. The usual methods of protecting galvanometers from vibration were tried and proved fruitless. A Julius suspension purchased on the market was carefully installed in the hope that it would overcome the difficulty, but the conditions were too severe even for this elaborate arrangement. Several modifications of the original Julius suspension, which were then introduced, resulted in almost complete elimination of all vibrational effects. These modifications were suggested by careful study of the original idea embraced in the Julius construction. They were designed to give further constraint to motion in any direction other than that parallel to a line from the point of support through the center of gravity of the suspension, This was accomplished by making the suspended frame more rigid and by improving the means of adjusting each of the supporting wires to the same degree, thereby transmitting any impulse symmetrically through the three wires. The result was a suspension that is more effective, particularly for severe vibration, than the form described by Julius; also, it is believed to have advantages in stability, simplicity, and ease of adjustment over the few suspensions for this type of service that the author has found described in the literature.

The Bureau of Mines studied 780 acres of the 24,130-acre Sheldon Contiguous Wilderness Study Area (CA-020-1012) in 1985. The study was done at the request of the Bureau of Land Management and authorized under the Federal Land Policy and Management Act (Public Law 94-579, October 21, 1 976) in order to evaluate the mineral resources. The study area is located in Washoe County, NV, about 35 miles northeast of Cedarville, CA. A search of county courthouse records and an examination by foot traverses through and adjacent to the study area did not reveal evidence of any mining or mining exploration activity past or present. In addition, evidence of any form of rock alteration was not observed. Evidence of mineral resources is not apparent. Although basalt, the only rock-type present in the study area, can have some limited industrial applications, sources closer to potential markets probably would preclude rock from this area being economically competitive. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the Sheldon Contiguous study area at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the study area for inclusion into the National Wilderness Preservation System. Although the immediate goal of this and other USBM mineral surveys ;s to provide data for President, Congress, government agencies, and the public for land-use decisions, the long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at a reasonable cost.

Reduce the hazards to which mine personnel are exposed by providing safer procedures for removing dragline wire rope terminations. Background The termination points of wire ropes used on draglines consist of a wedge and socket that lock the rope in place through friction. These components must be separated when the wire rope is changed. At present, the cannon method is the most common procedure used to accomplish this. However this method, using a small cannon and primer (detonator) cord to propel a steel projectile that will knock the wedge out of the socket, has the potential of causing injuries to mine personnel and damage to equipment. The Bureau of Mines, has devised safer, and equally efficient methods of removing wire rope terminations. The Bureau began by studying the cannon method, its merits and draw-backs. Safety guidelines were then developed for the cannon method, and two alternative methods-the pendulum ram and hydraulic pusher-were devised and tested. The Cannon Method The steel projectile used to separate the wedge and socket in the cannon method was found to be very effective. However, the method poses the inherent hazards of any explosive de-vice-hazards that could be increased by lax work procedures. There is no strict uniformity in the manufacture of the cannon or in the work procedures used in the mines employing it. Hazards could be reduced, or even eliminated, with adaption of certain manufacturing and work-procedure guidelines, such as 1) making the cannon and projectile de-signs, as well the work procedures used, uniform, 2) ensuring separate loading of the charge and detonator with insertion of the detonator through a separate port, 3) connecting electrical firing circuits only after the charge and projectile are loaded and the cannon is placed in its final firing position, 4) using approved detonating devices, 5) anchoring the cannon before firing and, 6) placing armor netting over the cannon before detonation.

Briefly, a permissible schedule of the Bureau of Mines establishes certain minimum standards for safety; it gives details of test methods adopted to determine whether these standards have been met, and a list of charges for such tests. Any manufacturer has the privilege of submitting his product for test in accordance with the conditions outlined in the schedules. His action is wholly voluntary, for the Federal Government has no jurisdiction as to what equipment shall be used in mines, this authority being left to the various States. When the product of a manufacturer has met the schedule requirements, he is permit¬ted to advertise this fact and to attach an approval plate with the bureau's seal to each machine he makes that is identical in every way with the equipment tested, inspected, and approved by the bureau. This work of approval has grown by the addition of new schedules until at present a great many mines are using one or more classes of permissible equipment, and there is still a demand for other approved apparatus in the ever-widening field of electrically operated machinery. The safety of electrical equipment of this type depends on four fundamentals, namely, (1) correct principles of design; (2) proper assembly of parts at the factory; (3) proper assembly and installation of equipment at the mine; (4) and proper operation and maintenance after installation. The first two factors are within the province of the manufacturer. The bureau either inspects and tests several models of one product, such as electric cap lamps, or one model, such as an electric motor. If this series of tests proves satisfactory, the manufacturer is given the privilege of making other appliances, and assembling them in the same way; the approval plate he attaches is his guaranty that the equipment is identical with the one tested and inspected by the bureau. "INTRODUCTION In September 1943, the Bureau of Mines conducted a limited program of churn drilling on the Winskell property in the Shullsburg area of Lafayette County, Wis. The work was undertaken as part of a general investigation by the Bureau of the zinc-producing area of southwestern Wisconsin at a time when special effort war being made to increase the production of metals necessary for the war program.Drilling described supplemented a previous drilling program conducted by the Vinegar Hill Zinc Co. The results of both programs encouraged subsequent investigation by the Cuba Mining Co. and eventual development of the Andrews mine.ACKNOWLEDGEMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Poor lubrication reduces the life of wire hoist ropes when they are used in corrosive environments. Although lubricants are added to ropes during the manufacturing process, these lubricants can deteriorate during use, and it is often necessary to add more lubricant to both the interior and exterior of the rope while it is in service. The U.S. Bureau of Mines evaluated the effectiveness of synthetic lubricants, using electromagnetic nondestructive testing (NDT) to measure deterioration in ropes while they were in service. For nonpressurized lubricant applications, synthetic lubricants appear superior to petroleum-based lubricants in their ability to penetrate to the interior of a rope. Therefore, the synthetics offer better wear and corrosion protection.

"The Miami-West Palm Beach belt of silica sand, which may be suitable for the manufacture of high-grade glass, extends 65 miles northward from the neighborhood of Miami to the vicinity of West Palm Beach, The sand presumably originated in the host rocks constituting the oceanward slope of the Appalachian Mountains and the Piedmont Plateau of Georgia and the Carolinas. The sand now lies in a long, narrow, and probably thin belt that forms a dune-capped terrace marking a previous stage of submergence. The highest dune crests appear to be no more than 30 feet above sea level, and the water table is about 10 or 15 feet below the general level of the terrace.The width of the belt in several places is known to be more than a mile, and the thickness of the clean glass sand sampled ranged from 4 to more than 7 feet. Visual inspection and the meager data indicate the existence of bodies of glass sand large enough to supply foreseeable markets.Analyses of three samples indicate that beneficiation would make the sand suitable for the better grades of ordinary and flint glass.The prospective grade and quantity of sand, an available market in Florida for glassware, and the expectation of postwar expansion of the new industry of glass producing justify more detailed exploratory work and beneficiation testing.U. S. Route No. 1, Old Dixie Highway, the Seaboard Railway, and the Florida East Coast Railway, all substantially parallel and usually within a width of a mile or two, run along parts of the belt or between it and the coast. In addition to many streets and unpaved roads, a paved road crosses the belt at right angles about every 5 miles. Numerous towns are situated within or near the belt. Any area selected for a mining, processing, and manufacturing plant would be near a railroad, a highway, and water and also accessible to public utilities.The subtropical climate, famous for its pleasantly warm winters, would preclude seasonal interruption of plant operations."

As part of the U.S. Bureau of Mines (USBM) program to characterize subsidence this combination of software and hardware has been used to remotely monitor overburden response to longwall mining. Background The principle of time domain reflectometry (TDR) is being used by the USBM to monitor strata displacements induced by mining. This capability has been enhanced by the availability of cable testers with serial communication modules that allow users to get TDR records in digital form. Actual field installations involve coaxial cables that arc hundreds of meters long, and the many records obtained when monitoring such long cables on a daily basis motivated development of software to view interactively and compare waveforms and to analyze signature changes. Time domain reflectometry (TDR) was developed in the 1960's as a method to locate discontinuities in coaxial transmission cables. The concept has been extended to measurement of properties of materials into which probes are embedded, such as water content of soil, and evaluation of coaxial cable dielectric behavior. This technique was adapted by the USBM in 1975 for use in checking the movement of rock during underground mining. Coaxial cables are grouted into a rock mass that is expected to cave, and progressive rock movement causes the cable to deform. Consequently, there is a progressive change in cable electrical properties that produces changes in TDR pulse reflection signatures. TDR technology has been advanced by Northwestern University to the point where it is now possible to distinguish shear deformation from tensile deformation, and to quantify rock mass displacements, by analyzing these changes in TDR signatures.

Analytical methods for oxygenates in exhaust gases were studied, and emissions of these compounds from automotive engines were measured with and without an oxidation catalyst in the exhaust system. Hydrocarbons, simple mixtures of hydrocarbons, and a single gasoline were used as fuels. With the more complex gasoline, successful analysis was possible only with exhaust from the catalytic system which preferentially converted and thus removed interfering hydrocarbon species. However, it was shown that an estimate of the oxygenate yield from gasoline used in a noncatalytic system can be synthesized from data obtained with simple fuels. Such synthesized data were used for comparison of noncatalytic with catalytic systems. Compared with those of previous studies, results of this work indicate that the action of the catalyst introduced no new oxygenates and reduced both the carbonyl and the total of oxygenates. It is concluded that the compositional character and class distribution of oxygenates in exhaust from catalytic systems may differ significantly from the composition and distribution for oxygenates not subjected to catalytic conversion. The findings also support previous estimates that noncarbonyls may constitute a significant fraction of exhaust oxygenates and may warrant attention in procedures for measurement of the oxygenates.

This Bureau of Mines report describes the preparation characteristics of three samples collected from the Kidney seam, in the Northern Field of the anthracite region. Removal of the sink 1.70 specific gravity material from the samples collected would result in greatly reduced ash contents at yields in excess of 90 percent. The Kidney seam, in the locations sampled, proved to be a low-ash anthracite containing an unusually high percentage of float 1.45 specific gravity material.

The Bureau of Mines has investigated the mineral matter content of 38 American coals using X-ray fluorescence. Measurements of the Ka intensity for magnesium, aluminum, silicon, sulfur, calcium, and iron permit the determination of those elements as well as an indirect determination of the ash con-tent of the coals. The percentage of each of the six elements was corrected for absorption by all six elements as well as by hydrogen, carbon, nitrogen, and oxygen. It made little difference whether the values used for hydrogen, carbon, and nitrogen were obtained from chemical analysis or whether average values for all coals were used. In all cases, oxygen was obtained by difference. The correction for absorption by all these elements involved the inversion of a 6 X 6 matrix and was performed by computer. Assuming that the elements magnesium, aluminum, silicon, calcium, and iron were present in the ash as oxides, the quantity of ash was determined. The results for the mineral elements as well as for ash and oxygen were in good agreement with chemical results. Particle size was found to have a significant effect on fluorescence intensities. A study of size effects was made for pyrite particles, since the sulfur content of coals is of particular interest. Theoretical equations were derived and verified relating the intensity to particle size. It was found that the coal samples must be ground to less than 2 microns. Sulfur appears in several forms in coal, and the effect of sulfur form on intensity was investigated. It was found that the Ka intensity was independent of sulfur form but the Kß intensity varied with the type of sulfur. Thus, the Ka intensity was used for determination of the quantity of sulfur present. Utilization of the sulfur KB intensity did not permit a determination of the proportions of sulfur forms present in coal. However, for synthetic mixtures of cystine and pyrite in carbon black, measurement of sulfur Ka and Kß permit determination of each constituents from measurements of sulfur intensities alone.

This is the third of a series of reports on a survey of petroleum prod- ucts manufactured on the Pacific Coast from California crude oils. California crudes differ in many characteristics from the petroleum produced in the other parts of the United States, and the claim has been made that some of the present Federal Specifications for petroleum products tend to discriminate against Cali- fomia products. The purposes of the present survey are to determine what par- ticular specification requirements Califomia petroleum products characteristical ly fail to meet, how widely the products deviate from these requirements, and if possible to show whether the fault lies with the specifications or the products, or along what lines investigation to determine this question should proceed. The first report of the series gave the physical and chemical properties of the samples of gasoline and mineral spirits. A second report**, gave the physical and chemical properties of samples of lubricating oils. The present report deals entirely with burning and fuel oils. The refin ing companies have continued their very cordial and helpful cooperation. Seven samples of kerosene, four samples of Diesel fuel and eight samples of fuel oil were obtained. The methods of analysis used are those adopted by the Interdepartmental Petroleum Specifications Committee, published by the Bureau of Mines in Technical Paper No. 323. The specifications used for corparison are those officially adopted by the Federal Specifications Board for the use of the various Depart- ments and Independent Establishments of the Government, effective February 3, 1923, and published by the Bureau of Mines in Technical Paper No. 323, Part 1. Specific gravity, degrees A.P.I., viscosity and other special tests al- though not required by the specifications have been given for comparison. All temperatures are recorded in degrees Fahrenheit. Tables have been prepared giving data on physical and chemical propertios of the individual samples. Before each table the classification and specifica- tions for the particular class of oil considered in the table are given. Follow- ing each table, brief notes show wherein samples deviate from specification re- quirements.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Also included are tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of Volume I and in the State chapters of Volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing. the stage of measurement used in this chapter is what is normally termed ?mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

To perform comprehensive economic evaluations on both existing and proposed mineral operations. Approach A comprehensive computer model was developed which is capable of evaluating the economics of an entire mineral recovery operation, including exploration, acquisition, infrastructure, mining, milling, smelting, refining, transportation, taxation, and return of and on capital. How it Works The MINSIM (MINe SIMulator) economic evaluation concept was developed by the Bureau of Mines in 1967. The initial versions used a continuous discounted cash flow rate-of-return (DCFROR) to measure the effect of changes in expected revenues and costs. Subsequent enhancements to the program have expanded and strengthened MINSIM, especially the addition of an option which determines total production cost (i.e., the commodity selling price that a mineral recovery operation would require in order to obtain a target rate of return), an expanded capacity for evaluating by-products from a mineral property, and significantly broadened taxation determining capabilities. The MINSIM computer program uses essentially the same procedures and calculations that are performed in a manual economic evaluation, although the program accomplishes its tasks much more rapidly and accurately, An experienced mineral economist may require a week to evaluate a single mining operation with the same detail and consistency provided by MINSIM in a matter of seconds of computer time.

From time to time the Bureau of Mines has issued publications dealing with the various classes of explosion-proof mining machinery that have been tested and approved as permissible for use in mines having atmospheres that may become inflammable by reason of the inadvertent presence of gas or dust. These publications are confined almost entirely to description of the features contributing directly or indirectly to the prevention of explosion or shock hazards, and are intended to give inspectors, safety engineers, and others already familiar with the general safety requirements more detailed information on the safety features of the design of a particular machine. As a background for papers describing permissible machines and to avoid the necessity of duplicating descriptions of methods of conducting investigations and tests of such machinery, Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, was pub¬lished in 1929. Three bulletins giving detailed descriptions of the three most numerous types of machines have been issued, viz., Bulletin 313, Permissible Storage-Battery Locomotive and Power Trucks. The purpose of the work leading to this report was two-fold: (1) To determine the properties of cemented tungsten carbide modified by the addition of one, two, and five percent of titanium diboride, and (2) to compare the properties of these mixtures when sintered, hot-pressed, and flash-welded (resistance-sintered). Minor additions of titanium diboride to mixtures of 94 percent WC and 6 percent Co decrease mechanical strength but increase oxidation resistance in proportion to the amount of the addition. One percent of titanium diboride increased the hardness by 2 Rockwell A units. Hot-pressing produced compacts with the highest density and the best mechanical strength, but losses of cobalt were high and grain growth was pronounced.

Develop a method of dewatering ultrafine mineral waste that will increase water recovery from the waste and produce a dewatered material that eliminates the need for large settling ponds. Background In the hydrometallurgical treatment of many ores and concentrates to recover mineral values, slurries of fine particles are generated. Some of these slurries settle slowly and are difficult to dewater. This inherent property causes environmental and handling problems for the minerals industry. Examples of such problem wastes are clay wastes generated during the mining and beneficiation of phosphate ores, the processing of coal to produce a low-ash material, the cleaning of bentonite, beneficiation of potash, and the recovery of mica from clay-containing ores. At the present time these waste slurries are treated by techniques such as impoundment, thickening, and thickening followed by filtration. But factors such as new environmental regulations, the loss of mineral values in the waste slurries, the need to recycle water in the processing facility, and the lack of land suitable for impounding the waste have shown that new technology will be needed in the future to handle waste slurries.
