Emergency personnel, like all workers, carry out their duties within an environment composed of a set of discrete elements. First, there is the emergency itself. Whether a forest fire in France, a tornado in the American Midwest, or a mining disaster in Russia, the emergency imposes certain exigencies upon the responders. Second, a social structure exists with specific social units, rules, and forms of association. An emergency response, therefore, takes place within a context of prescribed behaviors, expectations, and value judgments that are sometimes in conflict with each other. Third, there is a technology that must be understood in order to accomplish group goals. If the technology itself is implicated in the emergency, the entire emergency environment may be impacted. Clearly, a breakdown in any of these elements could result in worker injury and might heighten responder stress. This paper discusses how emergency workers not only get injured but may come to experience bum-out, post-traumatic stress syndrome, or impaired work and family relationships, even though their normal work setting (the emergency) is expected to be 'abnormal'. The authors suggest areas in each of the three environmental elements that, deserve further inquiry.

The personal dust monitor (PDM) is a sampling device developed for measuring the personal exposure to coal mine dust of mine workers. The device is based on proprietary technology known as the tapered element oscillating microbalance (TEOM) originally developed as a fixed- site environmental particulate mass monitor by Rupprecht and Patashnick Co., Inc., Albany, NY. Currently, the monitoring of exposure to coal mine dust relies on periodic samples taken by traditional coal mine dust sampling units that use a cyclone, filter, pump, and laboratory measurement of the filter mass. Better measurement of mine dust levels has been the goal of industry and labor for nearly two decades. PDM technology offers accurate, end-of-shift and near real time assessment of worker dust exposure. Laboratory and underground tests compared measurements taken by a prototype PDM-2 (a two-piece TEOM) to the average of multiple personal dust samplers monitoring the same space. In the range of mass loadings P between 0.5 and 4.0 mg/m the PDM met a 25% accuracy criterion 95% of the time with 95% confidence. However, some questions still exist about potential bias between types of coal. The prototype two-piece device is in the process of being combined into a single unit that also contains the miners' cap lamp creating a more ergonomic dust sampling system.

Proposing A Model In this investigation, a model of the form: n Y = a0 + E a x. A-1 v=l J J was postulated, where the number of independent variables "n" was originally fifteen. The following experimental hypothesis was to be tested: Null Hypothesis: the coefficients a = 0 J Alternate Hypothesis: One or more of the coefficients a 0 J Correlation and Regression To establish the alternate hypothesis and to test how well the proposed model fits the data, the conventional statistical techniques of correlation analysis and multiple linear regression analysis were used. Additionally, factor analysis was employed to investigate the dependency relationships in the data. Correlation and linear regression are well established statistical procedures in science and engineering. References on these procedures include Spiegel (1961), Anderson (1963), and Draper and Smith (1966). A simple example is stated here. If N observations are made of two variables, x and y, and it is desired to test this data to see if a linear relationship exists, then a model of the form: Y = a0 + a 1 x A-2 is proposed. A survey of roof and pillar conditions in underground limestone mines in the United States has revealed that bench mining of the floor between pillars can cause instability in the pillars at the perimeter of the benched area. Increased loading of these pillars was observed at several mines. Large inclined geological structures that are exposed in pillar ribs were observed to contribute to pillar instability. The paper describes a study that was carried out using numerical models to assess the effects of bench mining on pillar load and stability. It was found that the benched pillars shed load onto the surrounding pillars owing to their reduced stiffness. The pillars at the perimeter of the benching area will start shedding load as soon as benching increases the height of one side of the pillar. A case study is described which shows the effects of bench mining on limestone mine pillars.

Supplemental water sprays were placed along the sides of a continuous mining machine to improve suppression and confinement of the dust cloud under the cutting boom to re- duce downwind dust levels. Using a full-scale mock up of a continuous mining machine, preliminary work showed that these side sprays improved suppression of the dust cloud and redistributed this cloud under the cutting head. This led to reductions in dust levels around the machine and in down- wind airways for some positions of the mining machine. This testing also showed that side spray effectiveness was influenced by the distance from the fresh air ventilation device to the cutting surface, termed the ventilation setback distance. These sprays produced larger reductions in machine and re- turn dust levels at smaller setback distances than at larger setback distances. These side sprays then were installed in similar locations on a mining machine at an underground coal mine operation to evaluate their effectiveness for im- proving suppression and capture of dust by the flooded-bed dust scrubber. Although sampling could not be conducted successfully in the return, sampling around the mining ma- chine and at the machine operator showed that dust levels decreased with use of these sprays. Further analysis showed that these sprays were most effective at the smaller setback distances, a result confirmed by full-scale laboratory testing. I do not regard the criticism by Rankin of my work as valid or even meaningful. I strongly reject the assertion by Rankin that my results are invalid. As stated in my paper, the equation to solve (in e. m.u. ) is: [ ] where n2 =4 ps? . This may be rewritten as three scalar equations in Cartesian coordinates, one of which is [ ] The equation to be solved is the diffusion equation, and it is not appropriate to consider waves in this context. In the method a point-wise solution to the problem is approximated. As discussed in my paper the approach taken at discontinuities in conductivity is to choose the normal component of [E] at the discontinuity as the average of the normal components on either side of the discontinuity. This is similar to the well-known assumption made in obtaining Fourier series representations for piecewise continuous functions (Pipes, 1958; p. 51). In the geophysical problem this means that the discontinuity is approximated by a transition zone, which is a very good approximation for such cases. By using this approach, both the values of the function and its derivatives give a good estimate for those associated with the physical situation. It is not apparent and Rankin has not shown that "all the field components and the derivatives are grossly distorted in the region about the boundary" for geophysically realistic situations. He has given no evidence to support his assertation that the results are "invalid". Although Rankin declares that one cannot calculate the electric components from the magnetic, in his discussion he has not stated why this is so. After once calculating the magnetic components the electric components may be calculated, but one must insure that the initial solution is accurate enough to prevent significant round-off errors.

Study Design. A split-plot experimental design was used to evaluate the influence of posture, trunk angle, and rotational velocity on peak torque output and myoelectric activity during maximal trunk extension maneuvers. Objectives. To determine whether the kneeling posture alters extension torque capabilities in isometric and isokinetic exercises as compared with standing. Also, to ascertain whether recruitment of trunk muscles is modified by such a postural change. Summary of Background Data. Factors such as workplace geometry may force workers to adopt awkward or unusual postures in the performance of manual tasks. An understanding of the limitations placed on strength in unconventional working postures is crucial to the proper design of jobs. Methods. Twenty-one healthy male subjects (mean age = 36 years 7 SD) performed 12 trunk extension exertions in standing and kneeling postures. Isometric tests were performed at 22.5°. 45°, and 67.5° of trunk flexion. isokinetic tests were done at three velocities: 30°/sec, 60°/sec, and 90°/sec. Electromyographic data were collected from eight trunk muscles to assess muscle recruitment under each condition. A prior; orthogonal contrasts were specified for analysis of both torque and electromyographic data. Results. The kneeling posture was associated with a 15% decrease in peak torque output when contrasted with standing; however, no concomitant change in trunk muscle activity was evident. Trunk hyperflexion (isometric tests) and increasing rotational velocity (isokinetic tests) were associated with reduced torque in both postures. Trunk muscle activity was primarily affected by changes in trunk angle and velocity of contraction. Conclusions. A reduced extensor capability exists in the kneeling posture, despite equivalent trunk muscle activity. The similar activation patterns in both postures suggest that the strength deficit does not result from alterations in trunk muscle function. Rather, it may be the consequence of a reduced capability to rotate the pelvis in the kneeling posture, due to a disruption of the biornechanical linkage of the leg structures. Supernatant media of dust-exposed pulmonary alveolar macrophages (PAMs) were inactive in assays for both Interleukin-1 and fibroblast growth factors (FGF). We have begun to evaluate several factors that may interfere with dust-PAM interactions. To determine the effect of sterilization on the activity of dusts, PAMs were exposed to autoclaved dust, heat-sterilized dust or to dust that had not been heated. Supernatants from the first two groups were inactive in the FGF assay, but supernatant from PAMs exposed to unheated dusts stimulated growth of lung fibroblasts. Recent data have revealed that freshly crushed mineral dusts possess labile free radicals that are absent in dust that has been stored for more than a few days. Suspensions .were prepared of a "stale" sample of anthracite dust 867 and of a freshly ground sample of the same dust. These suspensions were instilled intratracheally into guinea pigs under general anesthesia. Two, five or eight days later, PAMs were collected from the lungs by bronchoalveolar lavage, and the cells were counted. At two and five days after instillation, all lavage suspensions contained 70 to 85% PAMs, of which 5 to 18% contained phagocytized dust particles. On day eight there were again 80-84% PAMs in all suspensions, but in the presence of "fresh'" dust, 48% of PAMs. had phagocytized particles in comparison to 16% in the presence of '"stale'" dust. A similar experiment was performed in short-term cell culture. During 24 hours, >95%. of PAMs phagocytized dust particles, whether or not the dust was "stale" or '"fresh". Our studies are being extended to determine the effect of (1) removing surface oil contaminants by organic extraction and (2) suspending dusts without surfactant.

Louisiana's coal reserves, located in the north-western part of the state, consist entirely of lignite, with estimated recoverable reserves of about a billion tons. Although lignite deposits were discovered in the early 1800s, the first documented use of lignite occurred at the federal arsenal near Shreveport during the Civil War. By the late 1800s, lignite use was common by blacksmiths, railroads, and steamboats. Lignite production ceased, however, from the early 1900s until 1985. A new lignite mine permitted September 1, 1985, produced 0.2 million tons in its first year. The operation uses a seven-mile-long conveyor to transport lignite to the associated mine-mouth power plant. The surface coal mining reclamation and enforcement program in Louisiana was approved October 10,1980. Louisiana's Abandoned Mine Reclamation Plan was approved December 10, 1986

"Flotation is generally regarded as a process that is only applicable to metallic minerals. However, its scope is now known to be greater than this, because some of the nonmetallic minerals are floatable, such as graphite, sulphur, and fluorite. Recent observations show that limestone may be added to the list of floatable nonmetallic minerals. Such work is being done on a laboratory scale at the Southern Experiment Station (Tuscaloosa, Ala.) of the Bureau of Mines, Department of Commerce, where experimental magnetic concentration of the low-grade iron ores of the Birmingham district is in progress. Certain experiments have demonstrated that the limestone may be floated from the magnetic log-washer tailing, and then incorporated in the iron concentrate.If the loss of lime could be prevented, some ores though low in iron and high in insoluble contain enough lime to make their concentrates self-fluxing. Since this loss in the magnetic log-washer can not be avoided, the Time must be recovered from the tailing by some method and added to the magnetic iron concentrate before sintering. Then the resulting concentrate will be self-fluxing.While seeking a suitable means of treating the tailing for recovery of lime, flotation was tried. It was at once evident that this method had possibilities, during the early part of the investigation, soap solution made from a common soap was used as a flotation reagent. The froth obtained was a fairly good lime concentrate. This result was an important clue, and led to tests with the use of such reagents as oleic acid and sodium oleate. Later, cresol, creosote, coal tar and other similar flotation reagents were tested in combination with the oleic acid and soap solutions. As a result, oleic acid and cresol used together were found to be satisfactory.The tailing from the magnetic log-washer is in excellent physical condition fur flotation. The iron ore had been ground in a ball mill to 100 mesh for magnetic concentration. Hence the bond between the lime carbonate and the other constituents of the tailing was well broken."

The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989(1), which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This report reviews, available diesel exhaust aerosol and gas measurement techniques. Measurement of human exposure to toxic agents is the first step in determining the exposure-dose-response relationship. It is a fundamental step in risk assessment. Measuring exposure to diesel exhaust pollutants is particularly challenging due to the complexity and variability of exhaust components. This paper reviews current occupational health standards for diesel emissions and available diesel exhaust gas and aerosol measurement techniques. Although surveys in mines have primarily assessed diesel exhaust exposure using diesel particulate matter (DPM) some exhaust gas measurements have been used as indicators of exposure. DPM is emphasized because it is a major component of diesel exhaust, is suspected to make a major contribution to the health hazard, and is measurable. OCCUPATIONAL HEALTH STANDARDS Occupational exposure surveys of diesel exhaust frequently measure regulated pollutants, or pollutants that are suspected carcinogens, even if no permissible exposure limits (PELs) have been established. In the United States, various organizations recommend a range of allowable values for diesel exhaust gaseous constituents, including carbon monoxide (CO), carbon dioxide (CO2), sulfur dioxide (SO.), nitrogen dioxide (NO2), nitric oxide (NO), and formaldehyde (HCHO). Table I summarizes these recommended levels, showing 8-hour or 10-hour time-weighted-average values where available; where these are not available, 15-minute short-term [ ]

The approval of the U. S. Bureau of Mines when granted to a manufacturer for a gas mask is a certification that the particular device has been submitted to the Bureau of Mines for inspection and test and has been found to meet that bureau's published minimum requirements for safety , durability , and satisfactory performance . Any de- Gas masks are approved by the Bureau of Mines only as a complete unit or assembly of parts , as canister , facepiece and harness . This is in order that responsibility for rigid adherence to the bureau's requirements may be definitely located and not divided . vice marketed under this approval must be a unit composed of parts identical in detail of design , assembly , workmanship , and quality , and produced under the same control and inspection as the original device to which approval has been granted . The particular parts which comprise the approved assembly are designated in a letter to the manufacturer at the time the approval is granted . In recent years they are also specified in the approval plate authorized for use in connection with the sale of the device . Each part permitted in the assembly is legibly marked by name or number for the guidance of users of masks in ordering and identifying approved parts when making repairs , and thereby maintaining their equipment as an approved device . In view of the foregoing , any change in the design of parts or deviation from the permitted assembly of parts would violate the conditions under which approval was granted and the device would not be considered as meeting the approval requirements of the Bureau of Mines . The U. S. Bureau of Mines has been frequently requested to interpret the approval status of a gas mask assembled from parts which have separately met its requirements as components of two or more approved devices but which in the form of a complete unit has not been submitted for tests or been granted approval . Responsibility for the elements and for their proper assembly is in such case divided . Such assembled units have no status as permissible equipment under the Bureau of Mines system of schedules . The reasons underlying this policy are that the approval is granted only to some one who assumes responsibility for the whole and that the details of assembly and coordination of parts are considered to be important to the satisfactory performance and safety of the device .

At the main experiment station of the U. S. Bureau of Mines , situated in Pittsburgh, Pa . , three phases of its work in behalf of the safety of the coal miner are the establishment of permissible explosives for use in gaseous and dusty mines , the development of electrical equipment that can be used with safety in mines of this character , and improvement in the safety of mechanical devices used in and about the mines . Also That these efforts are beginning to have a cumulative effect in lives. saved is evident from the fatality statistics of the industry . Although nearly 80,000 more men are employed in coal mining than ten years ago and much more coal is mined , the fatalities each year are considerably less than ten years ago . the amount of coal mined in a year for each life lost has risen between 60,000 and 70,000 tons . In 1909 , the year before the Bureau was created , the production of coal for each life lost was 174,416 tons . In 1920 , the production for each life lost was 285,000 tons .

Ten years ago there was no general , country-wide service for the systematic training of miners in matters relating to safety . A beginning only had been made at a few scattered points . Under the old conditions each man was left largely to look out for himself in meeting the hazards of his day's work, and the foreman , shift bosses , and superintendents chiefly relied upon improvision when major accidents occurred . So long as the mines were small and the workers highly intelligent and well trained in routine mining methods , and when too , the pressure for output had not yet speeded up industry to the extent it has since those days , there was something to be said for this lais- sez faire attitude . When , however , the rapid expansion of industry lead to the introduction of new and little trained labor and to units of production of greatly increased size , the natural dangers of mining were greatly intensified . An accident in a small mine affects only a few; the same accident in a large mine , unless proper precautions have been taken , may cost the lives of many . The public does not generally recognize that the greatly increased outputs of the mines , of coal mines in particular , have been in recent years , obtained from substantially the same number of miners as ten years ago but with a personnel not nearly so well trained in mining . It is inevitable under : such conditions that more care must be devoted to avoiding accidents and much more elaborate preparations made for meeting them . In the years immediately preceding the establishment of the Bureau of Mines this speeding up of industry , change in the character of mine labor , and increasing hazard had all begun to be felt . Immediately prior to the organization of the Bureau of Mines , public attention had been drawn to a series of disastrous coal-mine explosions , to the increasing frequency of these disasters , and to the terrible loss of human life . resulting therefrom. One of the first problems , therefore ; confronting the Bureau was clearly that of finding methods of reducing the number of such disasters and lessening the severity of those that continued to occur . Toward this object were immediately directed the energies not only of the Bureau of Mines but also those of State mine inspectors , mine operators and various other agencies , all of whom were urged to cooperate in this great humanitarian work. The results of this work naturally cannot be measured by figures only . Work for increasing the health , safety , comfort , and happiness of human beings may not be gaged with mathematical precision . But certain features of this work as revealed by the record from year to year are of much interest . ”

Track and control the tram maneuvers of continuous mining machines by developing and evaluating a laser sensor system. Background Progressive technology has the potential to greatly improve mine-worker safety, helping to create a safer, better working environment for mine workers by keeping them away from the dangerous face area. To benefit from such technology, the Bureau is investigating remote, computer-assisted operation of mining systems for underground, highwall, and surface mining applications. A cornerstone for computer-assisted operation is an effective guidance system. Since there are no guidance systems on any commercial continuous miners (CM's), the Bureau it-self developed and tested a laser-based sensor system, based on a commercial sensor called Lasernet. The laser-based guidance system employs four laser scanning sensors at fixed locations in a mine entryway to report the angular coordinates of two cylindrical retro-reflective targets mounted on a CM. Using triangulation, a real-time microcomputer system processes the sensor data and updates the xy position and heading (h) of the CM five times per second. Using a simple control algorithm and communications interface to the CM control computer, the system also controls rotational and translational tram maneuvers.

A computer analysis of bench stability has been developed to account for multiple occurrences of potential slope-failure modes in discontinuous rock masses. Bench-scale plane shears and tetrahedral wedges are simulated and stochastically analyzed to estimate the probability of retaining specified catch-bench widths. This geotechnical information is useful in designing bench configurations to improve pit-slope stability and help alleviate rockfall hazards.

This paper reviews research from the U.S. mining community to define issues relevant to an evolving national and international workforce and to relate them to the emergency response population. The authors further explore and relate the key problem of an aging workforce to the resultant changes and emerging physical and psychological needs of emergency workers. Finally, the authors cite examples from the mine emergency response community and mine rescue experiences to suggest practical recommendations that include both organizational and individual formats, with an emphasis on new approaches to training this changing workforce.

Background: The National Institute for Occupational Safety and Health (NIOSH) recently investigated ignition incidents resulting from drilling holes into sealed and filled plow frame sections. A farmer and farm worker were seriously burned in two separate incidents that occurred in the same county in New York under similar conditions. They had just penetrated sealed sections of their plow frames with electric drills when a roar of escaping gas at high pressure was heard, and the victims were thrown back by the gas jet and engulfed in flames. The flames were quickly extinguished ,but the victims suffered burns. NIOSH experts were asked to help find the cause of these hazardous incidents.
