At the time of mine accidents one frequently hears the expression "there will be accidents as long as there are mines", or it may be varied to state that the accident in question was unavoidable, or something similar indicating inability to prevent accidents. However, it is the opinion of the writer, after over twenty-one years experience in both coal and metal mining, seven years being spent wholly in safety work, that by far the greater number of all accidents is due to carelessness or negligence. This carelessness or negligence may be on part of the victim of the accident or of one of his companions, or on part of his employer or possibly even of the inspector or safety man, and in some cases all of these agencies are involved. It manifests itself in various guises, one of the most serious being violation of state mining laws or regulations or of mine rules, and frequently the rules of ordinary common-sense. The cause very frequently is that trait in human nature to "take a chance" and it has been the writer's observation that the worst offender is the old-time miner who has come safely through many years experience, who was mining when the "safety man was a baby", and who clings to old-time ideas and practices and has "no use" for "newfangled" present-day "notions". Unquestionably, there are accidents, wholly unavoidable and many are caused by ignorance and by the new-comer in mining, yet as previously indicated, the writer's observation is that the old-timer is by far the worst offender, bringing grief to himself, companions and employer. Of the numerous manifestations of carelessness and negligence in connection with mine accidents, which have come to the notice of the writer, only one will be treated in this paper, viz: Violation of State Mining Law, and mention will be made only of explosions and major accidents in coal' mines with which the writer came in personal contact as investigator. In most cases, in addition to mine inspection after the accident, the writer heard the evidence given at Coroner's inquest and thus was enabled to for¬mulate fairly definite impressions as to events and conditions leading up to the occurrence.

George B. Brennan, Secretary-Treasurer, Imperial. Coal Company, Denver, Colorado, opened the third session of. the Sixtieth Regular Meeting of the Rocky Mountain Coal Mining Institute at 8:30 a.m., and introduced the first speaker of the morning with the following remarks: It is a pleasure to welcome you here this morning. We are indeed fortunate to have such excellent speakers this morning, some of the outstanding people in the mining industry. I know I express the feelings of the entire RMCMI when I say thanks to these excellent speakers for all of the time and trouble they have taken to prepare such talks and come here to give these presentations of some of the more modern developments with which we in the coal mining industry are concerned. The first speaker this morning is going to give a paper on a subject which has only recently caused one or two of unfortunate accidents. It hadn't, prior to this, been considered such a serious problem. However, the. Bureau of Mines is hot on the trail to insure there will be answers to this previously somewhat unrecognized difficulty.

All low cost coal has been mined. Engineers are searching for a safe and effective way to mine coal seams' deep within the earth. The most modern of these is the RL, an acronym for Robotic Labor. Mining robots are programmed to do specific jobs but can think on their own during an emergency. MR's, or mining robots, usually have a same basic shape. A torso is mounted on treads. Designers chose treads because it gives the robot a great deal of mobility. The torso has two arms. One arm is equipped with a human hand. The other has a human-like hand. Mining is done underground. A small robot goes around punching holes in the coal. A small charge is inserted in the hole. The MR ignites the charge with his laser. It explodes after three minutes. The MR returns to the station where his battery is recharged. Mobile cement barricades are moved between the blasting area and other working MR's. After the charge explodes the barricades are moved to another area. The MR returns and cuts the coal chunks into pieces. Another robot comes and loads the coal and carries it to the loading bin. From there it is taken to the surface where it is weighed and shipped. The whole process was done by robots. Humans just supervise but help in an emergency or malfunction.

Dear Mr. Pryde: In accordance with suggestion in your letter to me of June 21, 1923, Mr. Roberts, Mr. Dalrymple and I had a meeting and attached find our contribution to the proposed August report of the Committee on Safety. You will note that we have confined ourselves to matters in connection with explosions and prevention of explosions, in coal mines. If the committee is to report on general safety in coal mines, including accidents from haulage, timbering, rock falls, electricity, etc., we would like to suggest that you ask other members of the committee to specialize on one or more of these subjects. Especially we believe it would be advisable to specialize as to precautions against electrical accidents with giving of data as to maximum voltage, precautions to be taken as to gas ignitions by mining machines at faces, best methods of placing power wires underground, etc.; also give information as to up-to-date safety installations, such as whistle devices notifying of disarrangement of ventilation or devices for quick cutting off of electrical power from mines under certain conditions; also give data as to efficient safety man cars on various pitches, etc. Yours truly, D. He started out as an office boy while he was still in high school. He worked his way through college working for a newspaper in Lexington, Kentucky where he graduated from the University. He has a long association with the Albuquerque Tribune but what brings him here today is in his position as editor of The Rocky Mountain News which is certainly one of our largest circulations. We are very pleased to introduce Mr. Donald Haske, Chief Mine Inspector for the State of Colorado: Donald Haske: Officers, Members and guests. It is certainly my pleasure to be here today and an extra special pleasure to be presiding over this session. As some of you know, from natural up, heavy equipment is rapidly coming to the field of mining. This may seem a long way off at the present, but it certainly isn't. We are getting all the old annuals (Bi) together to be compiled for a guide and public attraction. However, we are unable to locate an (1894 panel). If any of you know of any of these please let us know.

Preceding the regular meeting, "Harvest from the Sky" was shown, an action-packed movie demonstrating how man and machines provide Denver with water. This vividly colored picture illustrated the magnitude of the job, highlighting the construction scenes at the 23-mile Harold D. Roberts tunnel, many scenes of which were taken underground at the face. Presiding was Mr. John Peperakis, Alanager, Sunnyside Operations, Kaiser Steel Corporation, Sunnyside, Utah, who called the regular meeting to order at 9:30. Mr. Peperakis introduced Mr. Otto A. Wiesley, Chairman, Industrial Commission and Utah Labor Relations Board, Salt Lake City, Utah, who spoke on "Functions and Policies of the Industrial Commission of the State of Utah." It was with obvious pride that he discussed the Medical Panel in use and the successful operation of the Indus- trial Commission in Utah, stressing the fact that the most important word in their vocabulary was "cooperation." I am' not an orator and have never said a word in public during my thirty years' experience in the coal mines of Colorado; but, being requested to speak by our worthy chairman, and as I am deeply interested in the future welfare of this organization, I will make an effort to say a few words in behalf of the Rocky Mountain Coal- Mining Institute, which we are about to organize. As I understand it, it is the object and intent of this organization not merely to assemble occasionally for the purpose of discussing various problems in coal-mining, and thus to obtain the best possible results in economic operations, but its especial duty will be to devise ways and means whereby accidents in coal mines will be minimized. Figuratively speaking, we are about to plant a tree in the State House of Colorado, and desire its roots and branches to extend over Wyoming on the north, New Mexico on the south, and Utah on the west. So we expect this tree to bear fruit over a vast area. .We must remember that the planting of a tree, even in good soil, is useless unless we cultivate, prune, and nurture its development. If we will not do so, the tree will not bear the desired fruit. So, in order to make the Rocky Mountain Institute a success, we must not only start it off in good shape, but we must keep on adding to its strength in various ways, so that it will become a known factor and a recognized power over this broad teritory. In other coal-mining states and countries of the world much has been accomplished through similar organizations to reduce loss of life among, men engaged in the production of coal, and there is no reason why our institute in the West should not be equally useful and attain the same results. There are many ways by which this organization can be made beneficial to the men engaged, in various capacities, in handling the "dusky diamond.' I will endeavor to confine my brief remarks to the necessity of a crusade of an educational nature among three classes of men that are directly and indirectly connected with coal mines. First-We need to educate ourselves. It is amazing how few of our number, holding positions of trust, and having charge of men in and around coal mines, are conversant with our brief mining laws and cognizant of our duties in enforcing them. Going down the line to our company men and miners, I think I can safely say that not over 5 per cent of them are in any way familiar with the statutes

In a discussion of the personal dangers that may arise from mine gases, it is necessary to take into consideration the gases which may result from an underground fire, or a fire in or about the downcast shaft, and the methods of avoiding or minimizing the danger arising therefrom. In all cases of the combustion of carbonaceous material such as coals and timber, carbon dioxide and water vapor are formed. In cases where the air supply is limited, some carbon monoxide is produced, the quantity varying with the readiness with which the oxygen from the air can get into intimate contact with the consuming carbon; in addition to these products there may be produced large volumes of irritating fumes consisting of unconsumed vapors' distilled from the burning material. Apart from the physical distress that may be caused by the irritant action of the fumes, the chief danger to life underground arising from a fire in or about the downcast shaft or intake airways is due to the carbon monoxide which the smoke is almost certain to contain. The physiological effects of this gas have already been discussed in mining papers and ref¬erence should be made to this. The prevention of fires at the surface near to the mouth of the downcast shaft, or in the shaft itself, or at the bottom of the shaft, usually lies outside the duties of the fireboss. An outbreak of fire at such places would, however, immediately foul the air current passing into the mine, and, assuming the men were in the mine, create a situation demanding urgent attention of the fireboss. As a rule, each case of fire creates its own problems, but in all cases the guiding principle should be to restrict the poison-laden 'air to the smallest part of the mine that is practicable, by opening separation doors, or breaking down selected stoppings at the most accessible points near the seat of the fire, so that the gases and smoke may pass directly into the return and so to surface. In the case of a shaft fire it will have the effect of fouling both shafts and in the case of a fire in an intake airway, both roadways leading to the shafts. It requires the use of some judgment. Therefore, in circumstances as to whether men inside the mine should attempt to escape to the shafts or should remain in the mine, and attempt to protect themselves from the poisonous air by suitably short circuiting the air-current and retiring from the main air-ways. In order to make such restraint easier, it is very desirable that all mines should be equipped with telephone communication from all sections of the mine to the surface so that men in the mine may be informed of what is being done at the surface to secure their safety, or instructed as to what they themselves should do. In cases of fire in or about the shafts, the question of the reversal of the air-current will probably arise. Should this be decided on by the management at the surface, the fireboss in the mine may have to give some attention to the effects which this action will have on the circulation of the

DR. BANOWSKY: Thank you very much. That was the shortest introduction that I have had lately, and I didn't have time to get my coat on. But I appreciated it, and I'm delighted to be here with an industry with which 1 feel strong affinity. At the University of Oklahoma we have an energy history. We are a little more currently involved in oil and gas, and those of you who know the history of our state would be aware we have an early coal development back really before the turn of the century in the southeast part of our state what we call Little Dixie. How many of you have spent anytime in Oklahoma or are from the state of Oklahoma? I'm not going to ask how many are from OSU or the University of Colorado. We did send you a football coach here from Oklahoma, and 1 see you have exchanged him. Several of you were only interested in the lobby in asking about our football team this year. 1 would like to go somewhere where we can talk about something besides football. I'm just trying to build a University that our football team can be proud of. We're going to be strong again. 1 can assure you. We've got the best football team money can buy. It's not quite as bad as the college president who called the coach in and said, "Coach we're in trouble, you're losing games and the alumni is very unhappy." "What can we do?" the president asked. The coach said, "Well the football team is flunking the admissions test. We can't get them in with the standard achievement and SAT tests." The president said, "What can we do?" The coach said, "Well the coaching staff has substituted for the American College Test the simple fill in the blank questionnaire." The president said, "Let's use it. We have got to get the team in." The first question was, Old MacDonald had a (-). And a couple of the big tackles were taking it and one of them said, "Hey, what did Old MacDonald have?" His friend said, "Stupid, Old MacDonald had a farm." "Well how do you spell farm?" He said, "Stupid, e i e i 0." Now the gentleman who met me at the registration line from Lakewood, Colorado, was asking me about one of our great big tackles; and he is doing well. We call him Doctor Death; he is also a wrestler and that gentleman said, "1 don't know how bright he is." 1 said, "He is bright enough for our academic tutoring that he is going to get through all right." So I'm delighted to see you and be here with my very dear friend, Carl Terzian. Carl and 1 were in Los Angeles together for 10 or 12 years when I was president of Pepperdine University. He and I are exactly the same age. Born in 1935 and 1 a month or two later in 1936. Fewer children were born in that period than in any other period of time in this century. For those of you who remember anything about that period, you will know why no one was having babies during that period. But Carl called and said, "Bill do you know where Vail, Colorado is?" Well when you live in Oklahoma, you learn where Colorado is in a hurry. 1 not only know this beautiful area, but have made too much of an investment here at a place called Beaver Creek. The real estate is cheap over there. 1 play regularly in the Gerald Ford Invitational Golf Tournament here. Hope you will visit Beaver Creek. It's just 10- 12 miles to the west. The sight of the 1976 winter olympics until the people of Colorado voted them out. And now Vail Associates and I are good Oklahoma families. Bass family, Harry Bass of course, many of you know this story, who is chairman of the Board of Vail Associates, is making quite an investment in that year-round resort area. The Fifty-ninth Regular Meeting of the Rocky Mountain Coal Mining Institute convening at the Hotel Colorado in Glenwood Springs, Colorado, was declared in session at 10:30 a.m., by Past President Charles M. "Dock" Schloss, Schloss and Shubart, Inc., Denver, Colorado. Dock introduced Mike Zakotnik, Jr., General Superintendent, The Kemmerer Coal Company, Frontier, Wyoming, President of the Institute. He welcomed the members with a paper entitled "With Serene Confidence." He also showed a short movie, "The Waiting Harvest," with his speech. Following the president's speech, the first business meeting of the Institute was held. Secretary-Treasurer Fred Whiteside presented the Treasurer's Report. Motion made by Mr. Whiteside, second by Stan Shubart that this report be accepted. Motion carried. MR. CHAIRMAN AND GENTLEMEN: To be invited to address the members of The Rocky Mountain Coal Mining Institute on a particular subject is an honor I sincerely appreciate. The subject of this paper is, ?The Advantages of Having Such Men as the Fireboss Under State, Rather Than Corporation Jurisdiction." On the fireboss, primarily, depends the safety of the mine. When all the rest of the mine workers are still comfortably sleeping in the wee small hours of the morning the fireboss steals noiselessly away, from his bed to take up his daily task, a tour of inspection. He enters the mine, he inspects alone they workings that will be filled with men whose safety is in his keeping. Loyal to his fellow men and responsibilities of his position; he seeks for danger in every place, on every road and travelingway; going over caves, through dangerous places where none of the others are expected or allowed to go alone. How many of us give a thought to these dangers and the faithful work that this guardian performs for our safety. After the fireboss has made this round of inspection, he reports all the dangerous places to the foreman and enters them in the book; he is supposed to have performed his duties; he has no authority to enforce his recommendations. He has found a number of rooms that have not been timebered as they should be for the safety of the digger; he has told the diggers to they timber, up better for their own safety; he has kicked to the foreman about these same places. These conditions. continue until there is an accident. The fireboss reports, broken crossbars or bad roof on a roadway or some other danger to the foreman, but the foreman does not have it fixed, making, excuses, as he cannot put any one on that work today; or that it will stand until some idle day, and that is the way things go until the fireboss gets so he wonders what good he really is, is it any wonder it is hard to get good men to take this position of fireboss? The remainder of the shift the fireboss is used as a general roust-about, having to do such, work as building stoppings, help the timberman or track layers, pull rails out of danger in pillars, a trapper is off and he is told to trap that day, when the mine is idle he is laid off to cut expenses. That is the way the fireboss is treated. The fireboss is not merely a merely a necessity to be lightly regarded but a factor whose authority should be unquestioned. The fireboss has made his district and knows just what conditions the workings are in, and sees lots of dangers that the foreman does not. In the morn-

At nearly all of the copper smelters in the Southwest, at some time, calculations have been made having in view the economy of replacing fuel oil with pulverized coal as a heat-producing medium for smelting operations This matter has been, and is more so now than at any time heretofore, of very great importance. Due to the intensive development of oil-producing areas of the world and the tremendous use of fuel oil for many purposes, it seems that before many years the supply of oil will become so small as to prohibit its use for such operations as smelting. This may be caused by prohibitive prices, or even by government decree as a conservation measure. In the event that the use of fuel oil becomes out of the question, the copper companies have just two alternatives: the use of pulverized coal or electricity. The copper companies of the Southwest produced an average of 808,400,000 pounds of copper per year for the war years of 1916, 1917 and 1918. This figure is, of course, a higher one than has prevailed since the war, but at the present time nearly all of the mines and smelters are getting back to capacity. There is no doubt whatever that the consumption of copper is going to increase, perhaps for the next ten years. This means that more copper mines will be discovered and developed, and that the mines which are now producing will be called upon for a greater production. This all tends to show that the mine manager who is looking ahead must develop some substitute for fuel oil in the event of its use becoming prohibitive, and all indications seem to point in that direction. The only coal which is commercially available to the smelters in the district under discussion must come from Colorado and New Mexico. These coals are high in ash and volatile matter and comparatively low in calorific value. The proximity of the smelter to the coal mines is a large factor in determining which fuel is more economical. Most of the smelters within two or three hundred miles of the coal mines find it more profitable to burn coal, while those at greater distance find that the higher freight charges on the coal make the use of oil more economical.

R. DAWSON HALL (The Coal Age, New York City) : Mr. Chairman and gentlemen: I do not feel that I have anything in particular to say. I have not prepared anything for an occasion such as this. I just came from New York City, and as one man said to me today, "That is not any recommendation in particular." (Laughter.) In answer to your request for a few remarks of a timely character I would say: One of the possibilities in the Rocky Mountain Region coal mines is the use of steel arches, posts and straps. The timber of the region seems unusually subject to dry rot and does not last long, especially in those places as in southern Wyoming, where the mine atmosphere is likely to contain a large quantity of carbon dioxide. It is true that, in many mines, much care is taken to drive out this gas and to arrange that the timber will have the fresh air that will prolong its life, but despite such provision much timber is subjected to speedy rot. Steel has made rapid progress in England, Germany and France and is recognized as an economy, not an extravagance. Frequent replacement of rotting wood and removal of broken rock are a source of great waste, risk and inconvenience in operation that together spell great cost. The very dryness of the mines and the lack' of acid water are favorable to the use of steel where support of roof or sides is necessary.
