The aim of this paper is to provide an overview of existing forms of subcontracting in the South African mining industry. A descriptive framework is developed to understand different subcontracting arrangements. We argue that, in order to do so, it is important to distinguish between labour broking and gang subcontracting. Data resulting from a research project (including an analysis of historical sources, interviews with contractors and focus group interviews with mineworkers) is presented to highlight the implications of changing formations of subcontracting for the South African mining industry in the late 1990s. Apart from the subcontracting of ?traditional? functions, such as shaft sinking, access development, catering and hostel maintenance, contractors are now used in ?core? mining activities. In some instances, whole shafts are ?outsourced? to outside agencies. It is argued that certain of the subcontracting arrangements have serious implications for the ability of the mining industry to improve health and safety standards. Some of the practices can potentially result in conflict between different categories of workers, and, as a result, instability in the industry.

Mineral Resource Throughput Management is based on the extraction of the maximum potential value from an ore reserve with the emphasis to generate maximum ROI and ROR (return on reserve). A steel producing company in India implemented MRTM to significantly improve their ROI and ROR. The value chain of this company consists of their own iron ore and coal mines, ore washing plants, sinter plants, steel plants, and sales and marketing division. The target for the mines was to produce at a stable and predictable rate and at specific quality requirements. These requirements were set to improve productivity and ROI of the steel plant. The implementation constituted the alignment of the reserve potential, total production chain, human resources and management culture at the mines with the requirements of the steel plant. Many typical mining practices were challenged and changed. Production targets regarding lump vs. fines ratio, consistent product tons, quality targets such as Fe, Al content and moist, and standard deviation on the quality targets were not achieved. A reverse distribution model with release mechanisms to satisfy the demand were developed and implemented at the mines. A stable and predictable flow of mine product with quality standards well within the required standard deviation targets were achieved. The contribution from the mines to significantly improve the Net Profit, ROI and ROR of the company were reached.

The earliest authenticated scientific report of the occurrence of platinum in rocks from the Bushveld Complex appears to be by William Bettel on 10th November 1906. Thereafter, prospecting of the chromite-rich rocks for platinum proved frustrating. I suggest that the resurgence of interest shown by Dr Hans Merensky in 1924 resulted from his realization that newly-panned platinum had a different grain size from that in the chromite layers and indicated a different source rock, which he located and it became known as the Merensky Reef.

The rockfall hazard is the major contributing agency to fatal accidents in South African platinum mining operations. The majority of these accidents occur in close proximity to the working stope face. The collapse of fractured or blocky ground between individual temporary support units or the closest permanent support line to the stope face has not yet been adequately addressed. A large-scale stope support system testing facility funded by the Safety in Mines Research Advisory Committee (SIMRAC), has been designed and constructed to test support systems and stimulate innovative thinking by mining personnel, support manufacturers and suppliers by providing a facility where the interaction of stope support systems, a rigid stope face and a discontinuous hangingwall beam can be observed during quasi-static and dynamic conditions. Tests have been carried out on various types of stope support systems, focusing on the temporary support systems used in the immediate stope face area. The interlinking of the temporary support units with mesh or safety netting has been explored in the prevention of falls of ground between support units during gravity driven falls of ground. These tests illustrate the facility?s ability to be used to stimulate innovative thinking and provide a testing ground for the development of temporary support systems in order to reduce the risk off all of ground injury to mining personnel at the stope face.

Valuators of mineral properties are faced with a range of valuation methodologies, the most important of which are grouped under the headings of the market approach, the cost approach and the income approach. The way in which value is defined and the detail of the different valuation methodologies is examined here. This paper aims at documenting the variety of valuation procedures and applying each method to a variety of gold projects and comparing the outcomes. Any decision to apply a valuation technique will depend principally on the stage to which the project has been developed. The valuation approach to a greenfield project will be substantially different from that applied to a well-drilled, extensively explored mineral property. Furthermore, a valuation exercise may produce different outcomes for the same gold project depending on which method is applied. In order to investigate the variability in valuation methods and to explore the outcomes of different approaches, a series of five gold projects was analysed. The projects differ in regard to levels of capital application, infrastructural setting, depth below surface, in situ grade, and the stage of development, and were valued using the different methods. The most critical aspect of any valuation is the capacity of the valuer to identify the salient issues and ensure that they are incorporated into the valuation. The danger of simply applying ?black box? solutions to valuation problems without a full understanding of the parameters and the areas of uncertainty is emphasized. The importance of the valuator?s experience, insights into best practice and the ability to recognize and submit to the requirements of compliance within the minerals industry is among the most important characteristics of a valuer.

Electrostatic separation has been a mainstay of minerals sands flowsheets for over 50 years. Recent electrostatic developments have shown better conductor/non-conductor separation than technology previously available. Results to date show significantly increased separation efficiency over prior-art high-tension roll electrostatic separator (HTR). These improvements allow greater simplification of MSP circuits by minimizing re-circulating loads. The distinct features of the eForce include: 1) A provision that minimizes the affects of particle size to improve separator performance, 2) an enhancement of the design and arrangement of the static electrode providing a greater attraction force for separating fine conductive particles, and 3) inner roll and outer plate electrode configuration to improve separation efficiency and throughput capacity. Paper written on project work carried out in partial fulfilment of B. Eng (Mining Engineering) degree The Self-directed work team concept is the product of relentless performance pressure on American industries during the late eighties and early nineties from other world industrial leaders like Japan. The concept proved to be a successful vehicle by which the Americans could increase their production and improve their safety statistics. The aim of this study is to evaluate the concept as a means to improve the overall performance on South African goldmines. he study is directed by a historical research section, answering questions like: ?Why do we need to change? ?What is a Self-directed work team? ?What are the principle advantages of the concept? ?What are the essential requirements for the concept to succeed? The study also includes an empirical research section that focuses on the current Self-directed work team situation in the South African gold mining industry. The empirical research section is limited to three case studies within Anglogold due to a study period of only six weeks. The mines chosen for the case studies have been labelled Mine 1, Mine 2 and Mine 3. The latter being the base mine allowing for a more in depth study. This includes a perception analysis towards Self-directed work teams within the mine. The study proves the truth of the Latin proverb ?Tempora mutantur, nos et mutamur in illis? meaning ?The times are changing, and we are changing with them?. The chief change catalysts identified are a dwindling gold price and a projected labour crisis. From the study it is evident that the Self-directed work team concept disposes of the critical parameters required for a dramatic improvement in performance. The study also indicates that for the concept to succeed, certain factors like top-level commitment and management-employee trust have to be in place. Sadly, the concluding part of the study proves that very few of the identified critical success parameters are present in the South African gold mining industry. This can serve to explain why the industry only has success with the concept when monetary gain is the chief motivator. The study only focuses on the reasons why the concept is not performing to its full potential and does not wander into explaining the reasons for the current unsupportive milieu in the industry. Self-directed work teams could well rescue the South Africangold mining industry but currently we are driving a square pin into a round hole! The phenomenon of spontaneous combustion is one of the major hazards encountered in underground coal mines both from the safety aspects and on economic grounds. Every occurrence, however small, if not tackled effectively in the early stages can develop into open fire, or explosion of gas or coal dust. In terms of economy, even dealing with small incidents may be costly in terms of labour and materials, and in case of a sealing off of a district being necessitated, the loss of face equipment and sterilization of reserves is potentially great. Therefore, expense and effort in prevention and detection of such heating, together with a high state of readiness for dealing with likely event, is completely justified and may be considered as a sound investment. In order to achieve this investment, it may be worth to pinpoint the centre of the fire occurring due to autogenously heating which is supposed to be great assistance to inert it at a least cost and time. Therefore, it is the aim of this work to model the spontaneous combustion in the goaf.

Rock engineering is concerned with the design of rock structures generated by mining activities. Therefore, rock engineering designs have major implications for the safe recovery of mineral deposits and operating costs. The paper deals with a few challenges facing rock mechanics engineers operating in the hard rock underground mining environment in South Africa. Finally, examples are included, which may assist rock mechanics engineers in providing better designs, which could ultimately lead to further improvement in safety and lower operating costs.

Outsourcing of specialist and non-continuous services is common practice in international mining operations. There is an increasing trend towards this practice in South Africa as a result of the major organisational changes that have taken place in the industry, and as lower revenues and production cost pressures have reduced profit margins. Many specialist functions have been outsourced in the industry for a long time, an example being shaft sinking, which is undertaken by specialist shaft sinking contractors. In the professional services area, some activities have been outsourced, for example the design and construction supervision of tailings dams, but mining related activities such as geology, mine planning and scheduling, engineering, ventilation, and rock engineering, have traditionally been carried out by in-house staff. In this paper some of the industry problems which have led to an increase in outsourcing of professional services are considered. Then the pros and cons of outsourcing are dealt with before outlining the factors which should be taken into account in choosing an outsourcing partner.

ABSTRACT: It is well known in underground mining and waste disposal that the development of excavation damaged zones (EDZ), and thus, hydraulic pathways, is closely related to the excess in the corresponding damage boundary (= long-term strength) of the rock mass and the resulting damage. By integrating short-term and long-term strength, dilatancy, damage and healing into the newly extended Hou/Lux constitutive model for rock salt, it is possible to treat the tertiary creep, to identify the EDZ around underground facilities and to predict the time-dependent development of the EDZ in rock salt. Under in-situ conditions, the EDZ of a 37-year-old drift at the Sondershausen salt mine and the EDZ around a drift dam in rock salt are numerically examined. The numerical analysis gives satisfactory results. RÉSUMÉ: Dans les exploitations minières et le stockage souterrain des déchets, le développement des zones endommagées et fracturées (EDZ – excavation damaged zone), créant des chemins préférentiels pour écoulement, est étroitement lié au contexte géotechnique et à la méthode d’excavation. En intégrant la résistance court et long terme, la dilatance, l’endommagement et le colmatage, le nouveau modèle rhéologique Hou/Lux pour le sel gemme est capable de traiter le fluage tertiaire, d’évaluer l’extension de l’EDZ et de prédire l’évolution de EDZ dans temps autour des ouvrages creusés dans le sel gemme. L’EDZ d’une galerie datée de 37 ans dans la mine de sel de Sondershausen et les EDZ autour de barrage des galeries dans un sel gemme ont été modélisées. Les résultats numériques fournissent des résultats satisfaisants. ZUSAMENFASSUNG: Bekanntlich ist die Entstehung von Auflockerungszonen und damit hydraulischen Wegsamkeiten in der unmittelbaren Umgebung um bergmännische Hohlräume mit der Überschreitung der entsprechenden Schädigungsgrenze eng verbunden. Unter Berücksichtigung der Bruchfestigkeit, Schädigungsgrenze, Dilatanz, Schädigung und Verheilung kann das Stoffmodell Hou/Lux das Verhalten des tertiären Kriechens beschreiben, die Auflockerungszone im Salzgebirge ermitteln und ihre zeitabhängige Ausdehnung vorausberechnen. Mit diesem Stoffmodell werden die Auflockerungszonen einer 37jährigen Strecke in der Salzgrube Sondershausen und die Auflockerungszonen um ein exemplarisches Abdichtungsbauwerk im Salzgebirge numerisch untersucht. Dabei werden zufriedenstellende Berechnungsergebnisse erzielt.

The novel technology of phytoremediation embraces plant accumulation processes for the cleanup of toxic heavy metals and organic chemicals. Several plant species have been identified that are excellent hyperaccumulators of a number of heavy metals, e.g., Brassica juncea (Indian mustard) and Thlaspe caerulescens (Alpine pennycress). Other speciesincluding Myriophyllum brasiliense(Parrot?s feather), Salixsp. (willow), and Popullussp. (poplar) have also demonstrated phytoremediating abilities.

?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

Sequential grid mining has been employed as the primary mining strategy at the AngloGold West Wits Elandsrand Mine since the inception of stoping operations from the sub-vertical shaft system in 1988. Little has been published on sequential grid mining as a mining strategy since, and the purpose of this paper is to describe sequential grid mining, its history, its implementation at Elandsrand, and the outcome to date. The results obtained using sequential grid mining have been evaluated from seismic data, productivity statistics, and rock related accident statistics. Comparisons with neighbouring mines namely Western Deep Levels and Deelkraal, have been made to substantiate the improved conditions observed at Elandsrand, and to compare sequential grid mining directly with longwall mining in similar conditions and at similar depths. Sequential grid mMining is shown to be cost-effective, more flexible, and safer than long wall mining in similar conditions, at least on the Ventersdorp Contact Reef in the western part of the Carletonville Goldfield. More work is necessary to establish it as the favoured mining strategy at depths exceeding 3000 metres, and for reefs other than the Ventersdorp Contact Reef.

The definition of mineral rents has historically been somewhat unclear, but a growing understanding of the source and composition of the revenues that comprise these rents mean that they can be more easily identified and quantified. Furthermore the way in which the flow of the rents from mineral developments are captured and then distributed has been a point of contention amongst the various stakeholders. Investors, the host government, the resource owners, environmental interests, indigenous groups and land owners are identified in this paper as the principal participants in mineral development and while each is entitled to a portion of the rent, the size of their portions will differ. A competitive rent-sharing model for southern African countries has been established and indicates how the range of stakeholders could be rewarded for their contribution. Acceptance of the sharing ratios amongst the recipients is a function of their understanding of the size of the rent and their position in the hierarchy of stakeholders. At first glance investors appear to receive the largest share of the rent, but they disburse some of the rent to hidden costs, which when all is said and done, means that investors and host governments retain approximately equal shares of the mineral rent. Both the investor and government are faced with the dilemma of how to equitably distribute the rents they have captured to minority stakeholders. Government captures corporate tax, mineral royalties and a wide range of subordinate taxes, but is required to construct policies that will ensure distributional equity among the various levels of government as well as among the provinces that comprise the country. Investors will have to ensure that a portion of the rents they capture are diverted to other stakeholders namely resource owners, environmental interests, indigenous peoples groups and the landowners. This paper identifies the major recipients of rent and provides some indication of equitable distribution ratios for mineral wealth among them?a first step in ensuring that mineral development is compatible with long-term sustainable development and in the best national interests.

The occurrence of heavy minerals in the oil sands of Alberta has long been known and has been well documented in the literature. Unfortunately most of the researchers working on this resource have been unable to produce products that meet acceptable market specifications. This has resulted in many misconceptions about this resource. Recent efforts have shown that with some innovative approaches, marketable material can be produced and as a result it might finally be possible to realize the potential of this immense resource that, some have estimated, could contain in excess of 20% of the world demand by 2010. This paper highlights the uniqueness of this mineral assemblage and the mineral processing challenges it presents. It shows the most recent work that has resulted in the production of marketable titanium and zircon products. This paper also focuses on some of the special problems resulting from the variability in the heavy mineral suite. Of special interest is the occurrence and removal of bitumen and pyrite without adding to the sulphur dioxide loading in the regional airshed. The trend by the mining industry to develop various positions on ‘sustainable mining’ has some significance for the heavy mineral industry. Although the industry generally has an excellent track record of eventually rehabilitating disturbed ground in an acceptable manner, heavy mineral mining operations tend to have a relatively large footprint of disturbance and the industry is under considerable pressure to develop options that are more environmentally acceptable. In addition, as operators move to exploit deposits that are lower grade and/or are further from a port site, the emissions per unit of sold product will also rise and the industry will be under pressure to address this issue as well. Because heavy minerals from oil sands are by-products of existing operations, there are virtually no incremental disturbances or emissions that would be associated with heavy mineral production. All mining and tailings remediation issues are accounted for by the oil sand operation. The only incremental emissions would be those associated with the mineral processing operations and transport of finished products to a port site. This paper discusses the environmental and cost implications of this situation.

The aim of this research was to study the absorption characteristics of thermally dried fine coal from South African collieries. After milling to ?150 µm and pressure filtration, the samples were subjected to either air drying or thermal drying at 150°C. The samples were then put into a climate box at 28°C and at three different relative humidity levels, namely 30, 60 and 94 per cent. It was found that the equilibrium moisture content of thermally dried coal at a specific relative humidity was lower than that of air dried coal. The relationship between the equilibrium moisture content and relative humidity is described by 1 ? RH = exp (-KTMen). There was no relationship between the volatile matter content and equilibrium moisture content, but there was an increase in the equilibrium moisture content of the coal with an increase in mineral content. The moisture uptake rate increased with an increase in temperature and a decrease in particle size. A model is discussed that fitted the experimental data and gave a good prediction for changes in the conditions. There was no evidence of greater moisture absorption by thermally dried coal. This paper discusses the traditional costing approach currently used in the underground coal mining industry. Activity Based Costing (ABC) is identified as being a potentially more effective manner in which to cost underground coal mining systems. With the use of a costing framework developed by the author incorporating new thinking to eliminate the shortcomings identified in the traditional costing approach, a comparison of two types of underground coal mining systems, viz. continuous miner and longwall, is conducted. It is found that under certain criteria, in all cases, irrespective of the way in which the systems are costed, the continuous miner system is currently the better investment. It is also observed that when a system is costed using ABC that better investment decisions result when compared to costing the same system using traditional costing techniques. It is further seen that traditional costing techniques tend to overestimate the total costs of a mining system. This paper shows one application of ABC that can be incorporated as a management tool.

Mintek has been involved in numerous projects to remove Fe and Mn from dilute Co sulphate solutions by means of oxidative precipitation using air/SO2. Test work was done using a gas induction system, designed and supplied by Outotec. Various aspects, such as SO2 concentration, SO2 flowrate, impeller rotation speed and pH were investigated on a 2 m3 scale. Batch tests were performed using a residence time of 5 hours. Impeller rotation speeds of 0-220 rpm were tested, and it seemed that speeds of between 80 and 220 rpm gave similar Fe and Mn removal rates. Co and Cu losses were generally below 1% and 5% respectively at pH 3.
