A new system for granting access to mineral rights is proposed in the recently released White Paper, ?A Minerals and Mining Policy for South Africa?. Official policy states that ?Government?s long-term objective is for all mineral rights to vest in the State for the benefit of and on behalf of all the people of South Africa?. In order to achieve this objective, government is presently investigating the feasibility of imposing a financial or tax-related disincentive to holding mineral rights. The paper aims to present the pros and cons and to examine the alternatives which will cause minimal disruption to the minerals industry in the period during which mineral rights are transferred to the State. South Africa is a country whose economic and political history is embedded in the development of its mineral resources and has inherited a system which cannot simply be wished away. Hasty or radical decisions will compound the problem, rather than provide a lasting and widely acceptable solution. Mineral rights ownership and its impact on access to mineral deposits are discussed. Taxation as a possible economic disincentive is also evaluated. Finally, the value of mineral resource related information as a prerequisite to mineral policy decisions and as an alternative to mineral rights taxation is emphasized.

Investing in a mining venture can be risky and stakeholders need transparent, unbiased reports to understand the Mineral Resources and Mineral Reserves a mining company holds. Readability and textual choice can be used consciously to manipulate perceptions, or it can be done unconsciously. This exploratory study investigates the readability and textual choice of supplementary Mineral Resources and Mineral Reserves Reports of companies listed on the Johannesburg Stock Exchange. The results indicate that narrative manipulation occurs in these reports through word choices that make the reports difficult to read, as well as specific narrative selections. This reduces the informational value of the reports. The results of the study will be useful to various stakeholders, such as mining company management, investors, investment specialists, financial analysts, and even employees and the general community, who all use these reports to make important decisions. It is also useful for the preparers of the Mineral Resources and Mineral Reserves Reports, Competent Persons, and other technical specialists to be aware of readability and that certain textual choices can affect the interpretation of these reports. It is recommended that bodies such as the JSE and the SAMREC and SAMVAL Code committees consider adding a plain language requirement to regulations, guidelines, and codes to ensure transparent, unbiased, and objective reports.

The slag-tailings based artificial reef concrete (ARC) is made of CaO-CaSO4 activated granulated blast furnace slag (GBFS) as cementitious material and deslimed gold ore tailings as aggregate. In order to investigate the potential application of the material as ARC, the strength development, hydration characteristics and application performance were investigated under different preparation conditions. Results indicated that using seawater as the mixing water can effectively promote the hydration of slag and generate a large amount of hydration products such as ettringite, CSH gel, hydrotalcite and Friedel ’s salt in the early curing period and so render the material with good early compressive strength. Seawater curing can also accelerate the hydration reaction in the early stage of hydration. The hydration reaction of slag and the compressive strength of ARC can be effectively promoted by increasing the specific surface area of slag. The 28-day compressive strength of the slag-tailings based ARC prepared with 30-50% CaO-CaSO4 activated slag and 50-70% tailings can reach to 19.88-42.87 MPa. Also, the material has a low surface pH value, good resistance to chloride ion penetration, and sulfate corrosion. The common law requires an employer to take reasonable steps for the safety of employees. In general, the duty of care means that the employer, acting personally or through its employees or agents, must take reasonable care for the safety of its employees (Van Deventer v Workmen?s Compensation Commissioner; 1962 (4) SA 28 T; Oosthuizen v Homegas (Pty) Ltd 1992 (3) SA 463 T).The duty of care includes the provision of safe premises, safe machinery and tools and a safe system of work. The obligation is not an absolute one, but is restricted by the concept of reasonableness. The common law duty may, in certain cases, include the assessment of hazards and risks. 2 International law Great emphasis has been placed in the Western world on the prevention of occupational diseases and injuries. Detailed statutes and regulations govern specific industries in many countries. See, e.g. the Control of Substances Hazardous to Health Regulations of the United Kingdom and various regulations applicable to the use of asbestos and lead, fire protection, mines and quarries, petroleum, etc. Risk management is an important part of managing health and safety. In the United Kingdom, the Management of Health and Safety at Work Regulations, 1999, require every employer to make a ?suitable and sufficient assessment of the risks to health and safety of his employees to which they are exposed whilst they are at work?. The particularity of the assessment is determined by the risk in question.

Silicon Smelters consumes more than 80000 t/a of wood-derived charcoal as carbonaceous reductant in the production of silicon metal. More than 10% of this material is discarded as fines (<6 mm) generated due to abrasion during processing. Charcoal fine residues (<650 μm) and polyvinyl alcohol (PVA) binder were used in this study to produce mechanically strong charcoal briquettes for metallurgical application as carbonaceous reductant. The PVA binder was added in mass percentages of 1, 3, and 5 wt% to the charcoal fines. The compressive strength, abrasion resistance index (ARI), drop shatter resistance (SRI), and water resistance index (WRI) were measured as functions of curing for up to 7 days under atmospheric conditions, and the results compared with metallurgical grade coarse charcoal. The ash content of the produced briquettes was found to be high (6.6–8.0%) compared with the coarse charcoal (1–3%). The 3 and 5 wt% PVA-bound briquettes were found to be the strongest, with compressive strengths of 40 and 115 kg/cm2 respectively, with WRI values of 75 and 73% respectively. The produced briquettes were found to have lower ARI and SRI values compared to the coarse charcoal. Future work should include beneficiation of the fine charcoal discards prior to briquetting, and an increase in binder addition to above 6 wt% to improve the ARI and SRIn.

Several Rockmass classification systems have been developed and used in Civil Engineering design and for underground mining operations. Some of these rockmass classification systems have been modified and used in the South African coal mining industry to quantify descriptive geological information for use in coal mine design and roof support selection. The Coal Mine Roof Rating (CMRR) system developed in the USA has been investigated in detail as part of the study. Advantages and disadvantages of the system have been identified by means of underground and surface borehole testing. Investigations into the rating systems in South Africa found that most of the rating systems used in the South African coal mining industry are for planning purposes, and are conducted on borehole cores. This study also highlighted that the rating systems being used are based on geology, and that the human factor plays a major role in the rating systems. To overcome these problems, all the classification systems used in South African coal mines have been benchmarked against impact splitting technique and documented. The best elements of these systems are combined into a new standard system that will be easily used by all mine geologists and rock mechanics engineers. Certains de ces systèmes de classification de la masse rocheuse ont été modifiés et utilisés dans l&apos;industrie minière sud-africaine pour quantifier l&apos;information géologique descriptive utilisée dans la conception de mines de charbon et la sélection de soutènement du toit. Le système d&apos;Evaluation de Toit de Mine de Charbon (CMRR) développé aux USA a été examiné en détail, comme part de l&apos;étude présente. Tests en surface de trous de mine ont permis d&apos;identifier les avantages et inconvénients du système. Une étude des systèmes d&apos;évaluation en Afrique du Sud a révélé que la plupart des systèmes d&apos;évaluation utilisés dans l&apos;industrie minière sud-africaine sont utilisés pour la planification, et sont menés sur les carottes de trous de mine. L&apos;étude présente a aussi souligné que les systèmes d&apos;évaluation utilisés sont basés sur la géologie, et que le facteur humain joue un rôle majeur dans les systèmes d&apos;évaluation. Pour surmonter ces problèmes, tous les systèmes de classification utilisés en Afrique du Sud ont été référencés en termes de technique de fissuration sur choc, et documentés. Les meilleurs éléments de ces systèmes sont combinés dans un nouveau système standard qui sera utilisé aisément par tous les géologues de mine et les ingénieurs miniers. Verschiedene Gesteinsmassenklassifikationssysteme wurden entwickelt und kamen im Design für Hoch- und Tiefbau und Untertageabbau zum Einsatz. Einige dieser Gesteinsmassen-klassifikationssysteme wurden modifiziert und sind in der südafrikanischen Kohlebergbauindustrie in Verwendung, um beschreibende geologische Informationen für die Anwendung im Design von Kohlebergwerken und der Firstabstützungsauswahl quantitativ zu beschreiben. Das in den USA entwickelte Kohlengrubenfirstbewertungssystem (CMRR) wurde als Teil der Studie im Detail untersucht. Vorteile und Nachteile des Systems sind mittels der Untergrund- und Oberflächenbohrlochprüfung gekennzeichnet worden. Prüfungen der Bewertungssysteme in Südafrika ergaben, daß die meisten Bewertungssysteme die in der südafrikanischen Kohlebergbauindustrie benutzt werden, Planungszwecken dienen und werden anhand von Bohrlochkernen durchgeführt. Diese Studie hob auch hervor, daß die verwendeten Bewertungssysteme auf Geologie basieren und daß der menschliche Faktor eine Hauptrolle in den Bewertungssystemen spielt. Um diese Probleme zu überwinden, wurden alle in südafrikanischen Kohlengruben benutzte Klassifizierungssysteme vergleichsweise in Hinblick auf Spaltschlagtechnik überprüft und dokumentiert. Die besten Elemente dieser Systeme werden in ein neues Standardsystem kombiniert, das leicht von allen Grubengeologen und von Gebirgsmechanikingenieuren benutzt werden kann.

Approximately 20% of current world copper cathode output is produced using a hydrometallurgical process route, generally referred to as the leach–solvent extraction–electrowinning flowsheet. Since its commercialization in the late 1960s, steady improvements in the performance and efficiency of the solvent-extraction reagents and equipment, combined with significant developments in leaching and electrowinning, have made an ever-widening range of ore types amenable to this technology. Following successful implementation on all major continents, a large proportion of growth in recent years derives from the re-emergence of copper solvent extraction in the Central African Copperbelt. This review provides a brief history of the development and evolution of copper solvent extractants and mixer-settler contactors, and the significance of the Copperbelt region in achieving commercialization and acceptance of the technology. The opportunities and challenges presented by the abundant high-grade oxide ores of the Copperbelt are contrasted with the processing of solutions derived from the low-grade mixed oxide–sulfide ore bodies that are prevalent in other geological regions. The current status of hydrometallurgical copper production in the African Copperbelt, within a global context, and a medium-term outlook for the technology are discussed.

The Merensky Reef zone, as developed on Impala Platinum?s Rustenburg Operations, displays a gradational mineralized zone, with grades decreasing from the Merensky Pegmatoid Unit into the footwall and hanging wall. A system of identifying a manageable method of defining the mining cut is introduced, termed the grade profile attenuation cut-off grade. Although horizontal grade selectivity is not applied in the mining of the Merensky Reef zone, low extraction of the orebody, due to manageable and non-manageable factors, can contribute to a reduction in revenue, even losses, due to fixed cost contributions in the mining and beneficiation of the ore. A model is proposed that integrates all variables affecting the revenue of the mining operation, including the grade profile attenuation cut-off grade, the extraction factors, commodity prices and exchange rates, utilizing numerical simulation techniques in a PC-based environment. A breakeven extraction factor for a specific cut-off grade is delivered for a range of market conditions. The breakeven extraction factor is a useful guide when designing mining layouts in structurally complex and low metal content areas. Incorporating distribution functions for individual commodity prices and exchange rates into the model provides mineral resource managers with a risk profile for individual mining areas. Shaft areas have varying grade profiles and each area should have individual models run, to prevent generalizations being made about acceptable risk levels on mining areas.

The South African Coal Industry had its beginnings in the Eastern Cape in 1859 when coal was mined to satisfy the fledgling settlements in the Eastern Cape. The growth in the industry was relatively slow up to the early 1970s when, firstly, the export business was expanded coupled with a major increase in the quantity of coal converted to liquid fuels and utilized for power generation. To meet this increased demand the industry developed many new operations employing the latest mining technology and systems. Coal production in South Africa reached 204 million tons in 1996 and revenue from exports reached R8 billion making it the second-largest foreign exchange earner after gold. In his address Rick P. Mohring describes the role coal plays in the international energy scene and outlines South Africa?s position as a producer and consumer of coal, and the challenges facing the industry. A wide range of steam-coals are produced to satisfy both the local market (power generation, coal conversion and the metallurgical industry) and the export steam-coal market. South Africa is in a unique position regarding the export market as it is still a relatively low-cost producer and is geographically well-placed to play in both the European and Far East markets. There are, however, a number of challenges facing the industry. To retain our competitiveness in the international market, ways of minimizing the cost pressures caused by high-cost inflation, increased environmental protection obligations and a decreasing quality resource base need to be sought. Locally the coal mining industry has a major role to play in Eskom?s goal of reducing the real cost of electricity by 15% in the next three years. Safety and health, productivity and the adaptation of the latest technology are issues being addressed by the industry to maintain its dominant position within the South African economy.

The bulk of high carbon ferromanganese produced in India continue to have more than 0.35% phosphorus since they are produced by carbothermic reduction process. The low phosphorus manganese ores are depleting fast and ferromanganese manufacturers will have no option but to use medium and low grade ores having high phosphorus content resulting in high phosphorus in the product. A systematic study was taken up at NML to solve this problem. Initially, a thermodynamic analysis was carried out for which Ba-P-O ternary predominance diagrams were constructed at several temperatures to predict the most suitable conditions for selective removal of phosphorus from high carbon ferromanganese. These conditions required a usage of a flux having a high level of basicity, moderate oxygen potential as well as low melting temperature. The experimental results showed that it was possible to remove phosphorus from high carbon liquid ferromanganese from 0.56%to 0.18% using BaCO3 based fluxes at the rate of 16-wt% of the ferromanganese charged. However, the Mn loss varied in the range of 2-5%. The objective of the subsequent study carried out at the laboratory scale was to optimize the flux consumption as well as minimize the Mn loss with effective dephosphorization by using BaO based calcined pellets instead of BaCO3 based powders. It was felt that the handling of pellets under plant conditions would be easier and also eliminate the loss of flux as a dust, which occurs when powder is added. These pellets were forced towards the bottom of the melt for better efficiency. For this purpose, a plunging system was designed and fabricated in-house that helped in reducing the flux consumption to less than 5% and also improved the kinetics of the process. The desired results were achieved within 10 minutes of the addition of the flux. The know-how is ready for transfer to interested parties and authors are willing to conduct large scale trials with them.

A modified approach to the implementation of Gy?s sampling theory is discussed and used to design a procedure for sampling crushed gold ore feed to metallurgical process plants. The approach involves calibration of certain ore-specific parameters. These parameters were calibrated for two different crushed gold ores en route to grinding mills in process plants. The model predictions were compared with the predictions from Gy?s original model. Far smaller masses of samples are required by the modified model than by Gy?s model at the same relative variance. The representativeness of the sampling procedure if normally distributed errors are assumed was also calculated. These procedures and evaluations lead to significant savings on cost of handling and preparation of the samples and to a quantifiable degree of confidence in the analytical results for the process plant.

In the present study, the production of low carbon ferrochromium (LC-FeCr) from chromite concentrates containing 55.09% Cr2O3 and 13.06% Fe via metallothermic process was investigated. For this aim, in the experiments, the aluminothermic reduction method was applied in an open crucible. 10% CrO3 + 10% NaClO3, 15% CrO3 + 5% NaClO3 and 20% CrO3 by weight of concentrate were added to the charge, respectively and the charge was reduced with aluminium. The experiments were done with the additions of 90, 100, 110, 120 and 130% of stoichiometric requirement of aluminium. The highest Cr content in alloys was found as 71.7% at 120% of stoichiometric Al whereas the highest Cr recovery in alloys was found as 71.8% at 130% of stoichiometric Al when the both charge contained 15% CrO3 + 5% NaClO3 by weight of chromite concentrate.

Existing processes for the recovery of platinum group metals (PGM) from UG-2 ores place stringent requirements with regard to chromite content upon feed material to the plant. An alternative hydrometallurgical process for which this is not an issue is proposed that involves reductive roasting of the ore followed by leaching with HCl/chlorine, ion exchange, and recovery of PGM from the ion exchange eluate by reduction. Problems associated with leaching of PGM are discussed and results of laboratory testwork for each of the process steps are given.

This article presents possibilities of reducing methane emission to the atmosphere in working mines in Jastrzebie Coal Company by means of proecological solution. They form a new approach towards the problem of rational and effective use of natural resources both in economical and environmental respect. Power and thermal energy for underground air conditioning in mining excavations are produced from the methane, which is drained out of the mine for safety reasons.

This paper describes developments in ferro-nickel furnace technology, specifically improvements to cooling methods, furnace controls, and high voltage furnace operating regime. The evolution of these technologies is briefly presented, as context for describing the current state of the art that has enabled ferro-nickel furnace operation at over 75 MW and specific energy consumption of less than 400 kWh/t dry ore. Examples from existing operations are used to illustrate present best practices, and potential future trends are discussed. The paper begins with an overview of the fundamental aspects of pyrometallurgical treatment of lateritic ores that drive ferro-nickel furnace design. Furnace wall cooling methods are related to the requirements resulting from specific furnace process conditions, including slag and metal compositions, as well as arc and bath power. The benefits of high productivity and low specific energy consumption resulting from high voltage (shielded-arc) operating practice are discussed, along with the furnace controls and electrical power train that enable such operation even with captive power generation.

Discussion on the load bearing capacity of ground and the stability of tunnel is presented. We derive a simplified solution of a circular lined-tunnel in an elastic ground. The solution results in a better understanding of characteristic curves. Use of DEM allows us to consider effects of possible yield of the overstressed zone around the tunnel and inherent discontinuity of ground on the curves. Diskussion auf der Last Tragfähigkeit Bodens und die Stabilität des Tunnels wird dargestellt. Wir leiten eine vereinfachte Lösung eines kreisförmigen Ausbautunnels in einem elastischen Boden ab. Die Lösung ergibt ein besseres Verständnis der Kennlinien. Um Gebrauch DEM erlaubt uns, zu betrachten Effekte des möglichen Ergebnisses der überbetonten Zone den Tunnel und zugehörige Unstimmigkeit des Bodens auf den Kurven. La discussion sur la portance de charge de la terre et de la stabilité du tunnel est présentée. Nous dérivons une solution simplifiée d&apos;un revêtement-tunnel circulaire dans une terre élastique. La solution a comme conséquence une meilleure compréhension des courbes caractéristiques. L&apos;utilisation de DEM nous permet de considérer des effets du rendement possible de la zone surchargée autour du tunnel et de la discontinuité inhérente de la terre sur les courbes.

Wheel loaders are widely used in many sectors due to their mobility, operational flexibility, and low costs. The literature is mainly focused on improving the hydraulic, mechanical, and electronic subsystems of these machines in terms of efficiency or developing strategies for controlling these systems. In this study, the effects of the loader operator and different working conditions on the loading performance were investigated. The study was carried out at the Can Lignite Enterprise (CLI), which is a major coal producer in Turkey. In the study, which lasted approximately four months, a total of 808 measurements were performed to investigate seven different scenarios. The effect of a single parameter on loading performance was investigated in the first six scenarios. The results showed that the biggest impact on loading performance was caused by the operator's experience with 63.4%. On the other hand, the worst and most ideal working conditions determined from the first six scenarios were tested in the seventh scenario. It was tested as a script. The test results showed that the loading performance was 285.5% more effective under the most ideal operating conditions compared to the worst operating conditions. In addition, in the study, the loading performances of five loaders with four different capacities were examined in terms of energy efficiency and it was determined that the Kawasaki 115 work machine, which has a higher model and lower engine operating hours, was more advantageous. In the study, various suggestions were developed in parallel with the research results. The most prominent and easiest to implement of these suggestions is related to the selection of the loader operator.

Mintek developed the MinataurTM leach-solvent extraction-precipitation technology as a cost effective, easily operated alternative to conventional gold refining processes. The technology was first commercialized at the Harmony Gold Refinery in 1997 to produce 99.99 per cent gold product and has subsequently led to development of various value-addition steps including the casting of various investment bars, gold wire drawing and gold potassium cyanide powder production. In addition to refining gold to high purity, if an appreciable amount of silver is present in the feed material it is also refined to 99.99 per cent purity. The major advantage that the Minataur? technology has over other gold refining processes is the relatively low gold lock-up and reduced operating costs. The operating cost1as at April 2001 for the expanded Harmony refinery (24-ton per annum gold production) was approximately half that of conventional smelting and toll refining. The extractant employed for solvent extraction is relatively cheap and highly selective for gold, making the technology attractive in situations where significant quantities of platinum group metals or base metals are present.
