Despite a recession that's crippling many US industries, and a UMW strike that wasn't supposed to happen, 1981 was a fairly good year for the coal industry. The big news was record-high exports. Queues of colliers waited for weeks at Hampton Roads, VA, and Baltimore, MD, to load coal destined for Europe and the Far East. Private industry and city governments began scrambling for a share of the export boom, and port developments were planned in nearly every coastal state. Coal exports jumped from about 82 Mt (90 million st) in 1980 to a record 83 Mt (92 million st) in 1981, according to the National Coal Association. NCA projects exports to remain at this level 1982. The following statistics illustrate industry performance in other areas: • Demand by domestic utilities and overseas customers was so strong that total US consumption reached 760 Mt (838 million st) in 1981. DOE predicts another record year in 1982, with consumption forecast at 804 Mt (886 million st). • 1981 production of 730 Mt (805 million st) was just slightly below the record high of 748 Mt (824 million st) in 1980, "a remarkable figure considering that UMW production was shut off for 72 days during 1981," says NCA President Carl Bagge. Production in 1982 should set a new record, 800 Mt (880 million st). • Eastern coal production fell 7.4%, while western production-largely unaffected by the UMW strike-rose almost 10%. NCA says eastern output will rise almost 12% to 538 Mt (593 million st) in 1982, and western production will increase by 6.6% to 266 Mt (293 million st). • Production per manhour is improving. After the strike, weekly production hit the 16 Mt (18 million st) mark and has approached the 18 Mt (20 million st) per week level. •Coal's share of the US electric generation market increased from 51% in 1980 to 53% in 1981. Electric utilities are coal's biggest customer, and their financial situation is precarious. Inflation has thwarted necessary expansion plans, while shifting environmental regulations have played havoc with construction costs. Utilities increased power sales by only 2.5% in 1981; NCA predicts that utility coal use will increase 4% in 1982. The Association's long-range forecast indicates that growth in electricity demand in the immediate future will be much lower than in the 1960s and 70s. Administration Impact Industry optimism following the election of Ronald Reagan and a Republican-dominated Senate didn't survive the year. One bright spot was the appointment of James Watt as Interior Secretary, and his promises to review surface mining regulations and resume leasing. The administration, however, has declined to support federal eminent domain for slurry pipelines and expects port users to foot most of the bill for expansions and improvements. The risk that water quality will be degraded by mining activity can be evaluated using risk analysis techniques. Water quality impacts can occur where water-rock interactions with tailings, waste rock, or leached ore lead to increased loading of constituents into surface or groundwater. Constituent loads contributed by mining facilities are determined by the migration route and chemical evolution of mine water. Mass load contributions from mines can be determined by estimating the prototype pore water in contact with mining waste, predicting the rate and timing of flow, assessing the degree of geochemical attenuation, and modeling chemical mixing with natural surface or groundwater. Mining facility siting and design measures can alter the chemical evolution of mine water by varying the quantity or quality of flow. Stochastic risk management techniques provide a powerful tool for quantitatively identifying the environmental consequences of various siting and design alternatives.

The mining industry, in particular the coal industry, has experienced the implementation of some major environmental regulatory programs during the past two decades. Over the coming decade the coal industry will probably experience only "fine tuning" of the regulatory programs they now operate under. The rest of the indus- try, however, appears to be on the verge of coming under a major new regulatory effort by the Environmental Protection Agency. Litigation and resulting court decisions will be the main force driving further changes in the SHCRA (Surface Mine Control and Reclamation Act) regulatory program. These changes are anticipated to be minor in compar- ison to earlier changes. EPA, however, is preparing a regulatory program which may carry as much impact to the rest of the mining industry as SNRA was to coal. Details of this program have yet to be worked out. Changes in the way EPAts Clean Air Program is applied to mining could also significantly impact the mining industry.

This paper presents the results of a laboratory investigation aiming to verify the concept of co-mingling of waste rock with layers of compacted tailings. Overall, co-mingling is expected to delay the onset and reduce the magnitude of acid mine drainage (AMD) production in waste rock. To denionstrate the efficiency of the method proposed, five different column tests have been set-up. Columns were fed with deionized water at the top and drainage waters were collected and analyzed. Bacteria counts were done on the tailings and waste rock after the column tests. Permeability in saturated conditions and capillary parameters were measured for the tailings. The results obtained show that the co-mingling method would be effective in mitigating AMD by maintaining nearly water-saturated conditions in compacted tailings, thus reducing oxygen supply in waste rock by preventing thermal air convection and minimizing oxygen advection and diffusion.

This paper discusses general principles of underground opening design based on the concept that with the necessary input data regarding the geology of a site, the physical properties of the rocks, the in situ stress field in the rock and the general geometry of the underground openings, the rock formation can be classified into six major categories which are useful for design purposes. Using simple theories for the criteria of failure for rock In compression and tension, general elastic theory for stress concentration around openings and In structures, beam theory for stability of roof rock, and elementary inelastic theory for creep phenomena, basic design techniques are outlined for the various rock classifications. The need for field evaluation of the theoretical design is stressed and some general techniques that should be used in these field evaluations are discussed. Where appropriate, the need for additional studies and research is noted.

Corrosion and abrasion properties of a series of chromium-containing, cast-iron balls, with Cr contents ranging from 0% to 29%, were evaluated and compared with austenitic stainless-steel and mild-steel balls. Marked ball wear tests were performed on artificial ore samples consisting of 95% quartzite, with either 5% pyrrhotite or 5% chalcopyrite, under a nitrogen or oxygen atmosphere. The electrochemical mechanism was investigated by correlating the corrosive wear with the corrosion currents obtained from potentiodynantic polarization curves under abrasion. Flotation recoveries were determined on a 95% quartzite + 5% pyrrhotite sample ground with various cast-iron ball materials under an oxygen or nitrogen atmosphere. Electrochemical results are found to be in good agreement with flotation results and with corrosive wear data obtained from marked ball wear tests.

This paper presents the design and installation of an underground ventilation remote monitoring and control system at the Waste Isolation Pilot Plant. This facility is designed to demonstrate safe underground disposal of U.S. defense generated transuranic nuclear waste. To improve the operability of the ventilation system, an underground remote monitoring and control system was designed and installed. The system consists of 15 air velocity sensors and 8 differential pressure sensors strategically located throughout the underground facility providing real-time data regarding the status of the ventilation system. In addition, a control system was installed on the main underground air regulators. The regulator control system gives indication of the regulator position and can be controlled either locally or remotely. The sensor output is displayed locally and at a central surface location through the site-wide Central Monitoring System (CMS). The CMS operator can review all sensor data and can remotely operate the main underground regulators. Furthermore, the Virtual Address Extension (VAX) network allows the ventilation engineer to retrieve real-time ventilation data on his personal computer located in his workstation. This paper describes the types of sensors selected, the installation of the instrumentation, and the initial operation of the remote monitoring system.

Between 1974 and 1977, a detailed study of coal pillar strength was conducted by the University of Utah at the Beehive mine in southeastern Utah. This study was funded by the U.S. Bureau of Mines, and included laboratory testing of coal samples, extensive field instrumentation and measurements, and finite element analyses based on the laboratory results. Recently, a similar analysis of the laboratory results and mine design geometry was completed using the LAMODEL program developed by NIOSH. The results of this analysis were close to the data collected in the field. This study allows comparison with the earlier finite-element analysis, and illustrates the utility of the LAMODEL software suite.

The purpose of this discussion is to try to offer some suggestions as to how the zinc and lead markets will perform over the balance of the decade, review some of the factors influencing production and come to some conclusions regarding prices. The past 2 years have been simply awful in terms of consumption, prices and overall profitability for the industry. In looking ahead to the year 2,000, it is probably not a bad idea to look back about 20 years to see where we have been and how we got to where we are. Zinc consumption from 1950 to the early 1970's increased steadily and rather nicely at an annual average rate of close to 4.0%. It was starting in the early 1970's that things started to get volatile and at times, difficult for the industry. The general economic boom of the early 70's was marked by annual consumption rates close to 5.0 million tons, a level not seen again for over 10 years. The First Oil shock of 1973-74 was followed by the sharpest consumption drop in memory. In two years, Western World zinc consumption fell 27%. While our chart shows a rather dramatic recovery thereafter, the average annual growth rate since 1970 has only been a rather modest 1.5%.

The "Hormite Group" was proposed for palygorskite (attapulgite) and sepiolite for their complex magnesium silicate composition and elongate crystals (Martin-Vivaldi and Robertson, 1971). These minerals occur in close association with each other and more complex structural variations may exist (Bailey, 1972). In 1862 Savchenkov used the name palygorskite to describe a mineral from the Palygorsk locality (Hay, 1975), near the Ural Mountains. Ovecharenko and Kukovsky (1984) mention that when mountain leather deposits were prospected in the Palygorsk Division mine it was assumed this unusual mineral was a variety of asbestos. Early mineralogists used the terms "mountain cork" or "mountain leather" when referring to palygorskite. Robertson (1986) mentions that it appears palygorskite was known since Theophrastus&apos; time, ca. 314 BC. J. de Lapparent used "attapulgite" for clays from Attapulgus, GA, and Mormoiron, France, because he thought them different from palygorskite, but the two types were proved to be the same (Bailey et al., 1971). The name attapulgite is still used for the Florida and Georgia deposits when the crystal length to diameter ratio does not exceed 10:1(Merkl, 1989). Georgia palygorskite clays are of much shorter length compared to classic palygorskite. In 1847 Glocker first used the name sepiolite which was called "Meerschaum" by Werner (1788) and Hauy (1801) namedit "Ecume de Mer." Brochant (1802) described low density and white magnesium silicates adding the name Talcum Plasticum and Ecume de Mer. In the Meigs-Attapulgus-Quincy district palygorskite (attapulgite) commonly occurs in two distinct forms referred to as short length palygorskite (Meigs Member) and long length palygorskite (Dogtown Member) (Merkl, 1989). Long length palygorskite crystals (> 10 pm) are rarely observed in the Meigs and Dogtown Members, but when present are in association with dolomite crystals. The short length form is usually less than 2 pm in length and has a low magnesium content whereas the long length form has a high magnesium content and a length greater than 2 pm. The distinctions in morphology are not only important because of the relationship to the origin of the deposits, but also in relation to activity in causing membranolytic activity related to data on palygorskite samples from 9 locations ranging from relatively inert to active in work reported by Nolan et al. (1989). The > 10 pm lengths amounted to only 51 of 17,401 fibers sized. The shortest lengths (< 0.5 pm) were relatively inert. This study pointed out that surface activity, morphology, and chemical differences may be distinctly different within the definition of palygorskite, or for that matter for any individual mineral so that health and other properties must be measured because the name alone does not necessarily indicate uniformity. Palygorskite (attapulgite) fuller&apos;s earth was first sold for drilling mud in 1941. The market for this use expanded slowly and has maintained a level of 7 to 10% of the total US production during the last few years. Most of the fuller&apos;s earth sold for drilling mud comes from the southern part of the Meigs-Attapulgus-Quincy district of Georgia and Florida. Palygorskite clays produced in this area are superior to most other fuller&apos;s earth for mud used in drilling salt formations, but because of high water loss, they are inferior to bentonite where the rocks drilled contain no saltwater. According to Oulton (1965), more than 90 different grades of fuller&apos;s earth are produced. Some of these grades are used for pharmaceuticals designed to absorb toxins, bacteria, and alkaloids; for treatment of dysentery; for purifying water and dry cleaning fluids, dry cleaning powders and granules; for the manufacture of NCR (no carbon required) multiple copy paper; for the manufacture of wallpaper; and as extenders or fillers for plastic, paint, and putty. Fuller&apos;s earth mined near Ellenton, FL, was used for making lightweight aggregates for the construction of concrete barges during World War I1 (Calver, 1957). Still other uses of fuller&apos;s earth and its suitability for uses in new products are outlined by Haden, Jr., and Schwint (1967), Haden, Jr., (1972), and Haas (1970). One special use of fuller&apos;s earth is as a carrier of platinum catalysts that are made in the United Kingdom from sepiolite clays mined in Spain. Other uses of sepiolite fuller&apos;s earth (Chambers, 1959) are similar to those of the palygorskite (attapulgite) type mined in the United States.

Western mines have had limited choices for standing support. Wood cribs were often too soft and unstable. The introduction of the Can support in the early 1990’s provided a very effective alternative and remains the dominant form of tailgate support. Water-filled prestressing cells are now used to cap the Can and preload it to provide an active roof load. The Cluster Prop, consisting of three timber wedge props bundled together, provides more capacity than an equivalent sized Can support and improves transport efficiency. However, the Cluster Prop is less stable and does not maintain a consistent load throughout its loading profile. Pumpable roof supports are another alternative support, but they have not been proven in high deformation environments. Alternative supports are also being used in longwall recovery operations. These include the Rocprop and Omni Prop, which are extendable support systems. They also provide active roof loading which can be beneficial in these applications. Specialty supports, such as the Sand Prop and Spider Prop, have also been introduced into western longwall operations. This paper compares the performance characteristics of these various support systems.

Electricity is a major cause of lost-time accidents and fatalities in the mining industry. Major hazards and unsafe practices that contribute to electrical hazards are identified in this paper. Recommendations for reducing electrical accidents in surface mining are given and are directed toward the following three areas: preventing equipment contact with overhead lines, preventing maintenance related accidents, and defining system protection techniques.

One-third of the world&apos;s and most US kaolin is produced from Late Cretaceous and Early Tertiary sedimentary strata in Georgia and South Carolina. The kaolin is part of a belt extending to Arkansas of aluminous lateritic deposits, including bauxite. Original sediments were profoundly altered by chemical weathering during Early Tertiary time. Mining exploits those uncommon deposits where extreme leaching and chemical recombination have produced a clay of nearly pure mineral kaolinite. Properly selected and refined, kaolin is an important pigment, filler, extender and chemical compound in the paper, paint, plastics, ceramics and catalyst industries.

A WINDOWS-based object-oriented expert system for prefeasibility evaluation of hard rock mines is being developed at the Western Field Operations Center (WFOC) of the Bureau of Mines. Designed for use with the Bureau&apos;s Cost Estimating System (CES), this expert system assists an evaluator in choosing an underground mining method, and the related design parameters. The system provides the engineering and design guidelines necessary for an evaluator to perform a prefeasibility type cost estimate.

INTRODUCTION The potential health impact from uranium milling operations is mainly associated with long-term releases of radioactive contaminants from the mill tailings.(1,2) The major mechanisms for mitigating these potential releases focus on increasing the tailings containment with the addition of migration barriers such as thick earthen covers and clay liners. Some limited investigation has also focused on reducing the radionuclide source terms. This alternative approach has some desirable features, but stringent cost requirements are placed upon source removal methods in order for them to be economically favorable. A cost effectiveness evaluation is presented herein, in which costs for containment methods are used to establish maximum cost guidelines for the source removal methods. The 230U decay chain, shown in Figure 1 contains the radioisotopes of major concern, 230Th, 226Ra, 222Rn and its short-lived alpha-emitting daughters, When the uranium is removed in the milling process, these isotopes, which are normally not removed remain in the tailings solids. The general pathways to the environment from uranium mill tailings are depicted in Figure 2. The dominant pathways are radon to the atmosphere and radium and thorium to a groundwater aquifer. The magnitude of the contaminants released into these pathways can be characterized by the following parameters: 1. The 230Th and 226Ra content. 2. The emanating power for radon. The fraction of radon generated that is free to migrate. 3. The leach rates. Source reduction methods seek to reduce the magnitude of any or all of these parameters. In general the dose rates are proportional to the source terms. For radon production the source term is proportional to the product of the radium concentration, R, and the emanating power, E, so that the risk is reduced by the same factor that reduces RE. For example, if the radium content is reduced by 95 percent, but E is increased by a factor of two, then the dose rates are reduced by an order of magnitude. The stability of underground openings and mining systems is closely related to the in situ stress field. This paper presents a short discussion of the three-component borehole deformation gage and overcoring technique which the Bureau of Mines uses to measure in situ stresses, and a summary of stress data that the Bureau has gathered in the process of evaluating ground control problems. Specific ground control problems and stress distributions are discussed as examples.

Oriented borehole data provide the means to characterize a rock mass. In this paper, the geomechanical caving potential of a hard rock mine project is investigated. In particular, the influence of random joints to the resulting block size distributions is addressed. The implications of this approach in preliminary investigations on the choice of mining methods are discussed with reference to one site.

First of all let me say what a genuine pleasure it is to be here. Acapulco certainly is a beautiful change. I&apos;m going to spend sometime talking about change, because frankly I&apos;m astounded at the rate of change in our world today. One good example of this, reminds me that the first time I spoke before the AIME two years ago, we were at the Ramada Inn in Beckley, West Virginia. Today we&apos;re at the Princess Hotel in Acapulco, Mexico. Now that&apos;s what I call a change. Seriously though, I&apos;m sure you&apos;ve all heard it said that the most consistent thing about our society is its constant change. Five years ago, no one could have predicted the changes we experienced in the United States during the first half of the 1970&apos;s. In the past twenty-four months alone, we have seen two presidents, three vice-presidents and hundreds of administration and government personnel changes. We have stumbled from one social crisis to another, while suffering through rising inflation, major energy shortages and labor unrest that could plunge us into a full scale economic depression. In view of these constant and unpredictable changes around us, it&apos;s obvious that we must learn to deal with change and "roll with the punches" if we are to survive. A controversial book published recently, explores in detail the various aspects of change and its impact on man.

This paper identifies the components of belt conveyor shifting force as a vertical force, Pv, a lateral force, Ph, and a longitudinal force, Pl. A method for estimating these forces is proposed that relates each of their values to the properties of the conveyor structure and rails, the shifting operation parameters, and other site-specific conditions. The effect of this force on the shifter behavior is analyzed, and guidelines are developed for selecting a suitable shifter. As well, other equipment requirements for the shifting operation are discussed.
