Flotation of minerals is governed by many processes at the solid/liquid/gas interface, such as adsorption and precipitation of surfactants. In this paper, the basic principles governing these processes and hence flotation are discussed. Also, recent techniques such as fluorescence and ESR spectroscopy which have been used to study in situ surfactant adsorption and to obtain information on the structure of adsorbed layer are discussed.

Simulating a ventilation network of an underground mine can help in solving complex ventilation systems with many features, selecting proper fan specifications, location and settings. Early computer systems running simple network simulations were able to provide solutions to the most common and immediate problems regarding underground mine airflow. The more advanced systems available today can perform more sophisticated modeling and simulation of a mine?s ventilation network and present their results in a more understandable and easy to communicate form. This paper presents a ventilation network case study from an underground mine. All aspects of mine ventilation network modeling and simulation are discussed as well as the results from the simulation process. The algorithms and techniques used are thoroughly explained. Some useful guidelines for the application of ventilation network software are also provided in the text.

An accepted approach to open pit mining sequence planning is one of computer aided planning where: the planner works out his mining sequences by trial and error using interactive graphics; This approach gives results that could in- variably be improved given more time for the planning exercise. Increased emphasis on interactive planning reveals a need for simple formalized procedures for improving mining sequence planning practices. This paper discusses a case study in which Dynamic Programming (DP) is used in mining sequence planning. It is shown that DP can be applied to identify various intermediate, pit boundaries. These are then arranged in descending order of economic values and their material contents analysed with respect to tonnages, grades, production requirements, and equipment capacities. Those increments which best satisfy defined conditions are selected and the others discarded. The mining sequence is thus built up as a chain of best- economic valued mining increments satisfying given production requirements and constraints.

Although fraught with problems of completeness and comparability, statistical measures of mineral exploration in the United States point downward for 1985 and 1986. Exploration expenditures in the US domestic and Canadian companies have dropped steadily from a 1981 peak of about $400 million to about $190 million in 1985, according to a recent survey of exploration statistics by the Society of Economic Geologists (SEG). These totals have been adjusted to account for differences in the estimated coverage of exploration activity by each year's SEG survey. This survey is now supported by the US Bureau of Mines and the US Geological Survey (USGS). The drop in current dollar amounts does not take into account the effects of inflation, which would make the decline even more substantial. Metals Economics Group of Boulder, CO reported in its Mine Development Bimonthly that announced exploration budgets for 1986 indicated an even larger drop for the past year. Worldwide expenditures for companies covered by the report dropped from about $800 million to $750 million from 1984 to 1985 and plummeted to about $600 million in 1986. Exploration activity has been declining since about 1981. This has been due in large part to low prices for base and ferrous metals. Exploration budgets of mining subsidiaries of oil companies have plunged as parent companies try to conserve cash in the face of the sharpest decline in oil prices in nearly 40 years. Mining subsidiaries of petroleum firms that were either liquidated or divested recently include Anaconda (Arco), Getty Mining (Texaco), and Cyprus Minerals (Amoco). Exploration expenditures in Canada increased in 1984 in regions where gold is a traditional target. But there was little change in 1985, based on preliminary statistics from a federal government report (Energy, Mines and Resources Mineral Bulletin MR 211, 1986). Claim staking in Canada dropped 23% from 1983 to 1984 and declined slightly in 1985. Diamond drilling increased in 1984 to the record levels of 1980 and 1981. The ratio of exploration to development expenditures in Canada, however, fell from a 1981 peak of 0.9 to about 0.5 in 1984. The report also indicated that, since 1981, there has been a massive write-off of reserves with high production costs. Reserve levels of all major metals were down since 1981. Precious metals exploration accounts for an increasing share of total mineral exploration. For example, the SEG data show that 90% of 1985 US exploration expenses by domestic mining companies were devoted to base and precious metals, compared with only 51% in 1980. The restructuring of the mining industry has been accompanied by a decrease in response to the last two SEG annual surveys, but the trend towards precious metals was already established in earlier years. Trade journal reports suggest that the reduction of long-term interest rates has encouraged the mining industry to make cost-reducing capital investments in existing mines to maintain competitiveness. This is consistent with the observations that metals explorations in 1986 was characterized not by announcements of "grassroots" discoveries, but by on-property exploration on identified mines or prospects. In an effort to cut costs, gold mining companies have been following up on low cost production opportunities in their prospect inventories. Short-term, low risk, heap leach operations that can produce rapid returns on investment have been pursued. INTRODUCTION Shotcrete behavior observed in subway tunnel construction in the U. S. has been primarily in blocky or blocky and seamy rock in which rock loads develop from the self weight of individual rock blocks that tend to loosen from the wall and roof of the opening. Such conditions can be classed as loosening ground, in contrast to squeezing ground in which high pressures are generated on the tunnel lining with time as the ground creeps under the natural ground stresses. In the philosophy often associated with the New Austrian Tunneling method, emphasis is placed on the use of shotcrete and other support elements in squeezing, highly stressed ground, in which the support system is designed to allow controlled movements so that high lining stresses do not develop. At this 5th U.S. Mine Ventilation Symposium I would like to focus your attention on safety and the contribution of the ventilation engineer over the past 50 years. This conference affords us the opportunity to express, to listen, and to learn. As ventilation engineers it is indeed an exciting time--a time that not only stimulates our imagination but also pin points our aims in our quest to obtain zero fatalities by the year 2000, the goal expressed by William J. Tattersall, Assistant Secretary of Labor, Mine Safety and Health Administration. In the past, coal mine ventilation has often been unfortunately synonymous with explosions and resulting fires. Those not familiar with us do not recognize the painful evolution of the coal mining industry and particularly the evolution of mine ventilation. To put my presentation into perspective, I recently reviewed a U.S. Bureau of Mines Bulletin No. 586 - "Historical Summary of Coal-Mine Explosions in the United States 1810 - 1958 prepared by H. B. Humphrey Mining Health and Safety Engineer. This bulletin was published in 1960. Mr. Humphrey stated "In 1946, factors contributing to the explosions occurring from 1941 to 1945 were: (1) The rapid increase in the use of electrical equipment at face regions where gas and dust are most likely to be found; (2) the increased demand for coal with the desire to obtain maximum tonnage per machine at minimum cost, which in many mines has resulted in neglect of even rudimentary precautionary measures; (3) multiple-shift operation without provision of time for adequate maintenance of equipment, effective rock dusting, and testing for gas; (4) decrease in supervision owing to demands on supervisors for maximum tonnage and loss of competent supervisors to other employment; (5) lack of effective supervision, owing to numerous new conditions, some of them war-connected; (6) inability to obtain adequate equipment repair and replacement parts; (7) shortage of labor and inadequate training of coal-mine workers; and (8) failure of both miners and mining officials to show regard for safety in changing from hand-loading to mechanized methods". Most of the eight factors listed by Mr. Humphrey continue to affect our work lives as mining engineers. The increased demand for coal with the desire to obtain maximum tonnage per machine at minimum cost has never changed. The local and regionalized coal industry of the 40's is today competing against the world coal market. Our mines work or shut down based on cost. This has always been the case. During the five year time-frame Mr. Humphrey was documenting, 345 miners were killed in major explosions. A major explosion was one in which five or more miners were killed in a single accident. In addition, 105 more miners were killed in minor explosions for a total of 450. What a wanton waste of life. What fears, anxieties, miseries, and sufferings were created by these accidents. However, we must remember and keep in mind that the coal mining company officials, engineers, and foremen, the governmental agencies- federal, state, and local - were using the technical tools and knowledge available to operate the mines as safely as they could. Obviously mine ventilation engineering technology was woefully inadequate.

In Canada, most of the rock being broken in underground metal mines is being done by using traditional drilling and blasting methods. Despite advances being made in hardrock boring and other, more exotic techniques, Dynatec believes that the traditional methods will prevail for many years. It is also believed that modest research efforts expended on the traditional methods will result in substantial financial benefits to the mining and rock tunneling businesses. Dynatec has pursued productivity improvements through the use of long rounds in shaft sinking and lateral development. The concept of longer rounds was developed by Dynatec on the Craig Shaft Sinking Project (RETC, 1991). This technology was subsequently used to sink the two shafts at Aur Resources with great success. The development of a Long Round Jumbo for tunneling is a natural progression of the long round technology developed for the Craig Shaft. The Dynatec Long Round System has been patented in the United States and South Africa, with additional patent applications pending in Canada and Australia.

Advances in the recovery of gold from heap leaching are being made daily, but of all the systems vital to the maximum recovery of gold from a leach pile, none is more important than the methods used to construct the pile in preparation for the leaching operation. The technology described in this paper illustrates the latest systems developed to minimize compaction in the pile during its construction and reduce the cost of placement of ore on the pile. The Florida Canyon Mine of Pegasus is evaluated in detail to show reasons for its high degree of success to date.

Veins containing silver and gold values, with some associated values in copper, lead, and zinc, were discovered in 1890 by Will Kirwin in what was later designated the Kirwin mining district situated on the North Fork of the Wood River, about 56 km (35 miles) west of Meeteetse. (See Fig. I.) After considerable prospecting activity, including the driving of several short adits on veins, most of theclaims in the district were consolidated into two ownerships. One was held by the Galena Ridge Mining Co. which was organized on Nov. 18, 1902. The other was held by the Shoshone Mountain Mining Co. which was organized on Mar. 23, 1903. During the period from 1903 to 1907 inclusive, the two companies continued exploration on veins in their respective areas. The major exploration-development activity for the Galena Ridge Mining Co. was the driving of the Galena Ridge crosscut adit for 709 m (2327 ft), to cut veins at depth which had been explored by short adits high on Galena Ridge. Shoshone Mountain Mining Co. concentrated their work on the Bryan and Pickwick veins. Neither of the companies found ore that was rich enough to sustain profitable operations in that remote locality. Most of the major exploration and development activities were stopped in late 1907. A major snowslide in February 1907 killed three people and destroyed several buildings and may have contributed to discouragement in the area. From 1908 to the early 1920s, only minor exploration work was done. Galena Ridge Mining Co. was dissolved Aug. 5, 1922, and Shoshone Mountain Mining Co. was dissolved on Mar. 23, 1923.

At its lowest hierarchical level, the mine ventilation control system consists of local systems controlling the concentration of noxious gases in the air currents of various branches of the ventilation network, and of local systems controlling the air flow rates through those branches in which it is not necessary to regulate the concentration of any noxious gases. With respect to the noxious gas concentrations, the manipulated variables are air flow rates, while with respect to the air flow rates - the manipulated variables are aerodynamic resistances of the corresponding branches. Since there is an interdependence between the air flow rates in the ventilation network branches controlled through changes in aerodynamic resistance, the total system of mine ventilation control falls in the class of multivariable systems. The treatment of individual branches of a controlled ventilation network as separate plants presupposes an absolute autonomy of local systems, which is an untenable concept. The present paper is an attempt to break up the multivariable control system of the noxious gas concentrations and the air flow rates into autonomous (mutually unrelated) local control systems. The plant discussed is a ventilation network of arbitrary configuration with a single main axial fan. Because of the complexity of the problems involved, the multivariable control system of noxious gas concentrations and air flow rates has been described as linear, with constant and lumped parameters.

Gary is filling in for Phil Walker from Twin Creeks. Phil was not able to join us this week, because of some issues they're having with the autoclave. Gary, being involved in the development phase, is very familiar with the topic. Gary spent about three years with American Cyanamid and another four years with Noranda. He also spent some time with Meridian Gold, then became the director of metallurgy with Santa Fe Pacific Gold. He spent seven years there and is presently the director of process technology with Newmont Gold.

"Mercury (Hg) is toxic and has long-term effect on the muscle tissues, the brain and the central nervous system functions due to its bioaccumulation and biotransformation effect. Hg pollution around the world is high and this has attracted much global concern such as the Minamata Convention on Mercury, held in 2013. For several years, mercury has been the chemical of choice for Artisanal and Small-Scale Mining (ASM) gold extraction, accounting for about one-third of the global mercury consumption. A greater percentage of this ends up in the environment through open burning of amalgam, spillage and indiscriminate disposal of waste. To break this wall of mercury pollution, it is very important for the mercury used to be recycled through the use of mercury retort units. This brings into the limelight, the Lantern Retort which tries to synergise the high conductivity of steel and the see-through effect of glass, thus, improving the amalgamation process. A research conducted on improving the original Lantern Retort arrived at an appropriate distillation length of 5.08 cm which was used in redesigning a more efficient retort. The improved Lantern Retort recovered about 98% of the mercury used. INTRODUCTION Artisanal and Small-scale mining (ASM) is an informal mining activities which employ quite simple tools such as pickaxes, sluice boxes, shovels, chisels, metal bars, mattocks and water pumps for mining and processing of gold ores. The artisanal and small-scale mining (ASM) sector has served as source of employment for many people in developing countries including Ghana (Aryee, 2001; Hilson and Potter, 2003; Amankwah and Anim-Sackey, 2004; Amankwah et al., 2010) and has provided a substantial amount of foreign exchange through its activities (Hilson, 2001; Styles et al., 2010). Hentschel et al. in 2003 estimated that about thirteen (13) million people are said to be engaged directly in the small-scale mining activities worldwide. However, an estimated 100 million people are said to depend on this sector for their livelihood mainly in developing countries. In China alone, a projected number between 3 and 15 million people are engaged in artisanal and small-scale mining activities (Hentschel et al., 2003), whilst in Ghana, it is estimated that more than 1,000,000 people are employed directly or indirectly in the artisanal and small-scale mining activities, with 10% being women (Amankwah and Anim-Sackey, 2004; Amankwah and Ofori-Sarpong, 2014). In Ghana, ASM gold production has grown from a low of 2.2% in 1989 to a high of 34% in 2014. This figure is estimated to increase with proper documentation. This indicates that the sector has made significant socioeconomic impact on many individuals and communities as a whole. Notwithstanding the above positive contributions, the sector has also contributed to negative impacts on human, aquatic life and the environment in general due to indiscriminate mercury emission. This ‘pollution wall’ needs to be broken, and several interventions have been put in place including the use of retort units like the lantern retort (Adjei et al., 2014; Amankwah and Ofori-Sarpong, 2014)."

The author has known Professor Wadsworth since the 1960s, when interest in the application of microbial technology for metallurgical processes was beginning its rapid rise. The development of bioleaching and mineral biooxidation was advanced, in part, by Wadsworth's belief in the potential for its application, as well as by his numerous contributions to the understanding of the fundamentals of hydro-metallurgy. Wadsworth is recognized for fostering research and development of the field and adding credibility to microbiological-based metallurgical processes, now often referred to as biohydrometallurgy. This Wadsworth Award is recognition of the field of biohy-drometallurgy. It is an honor to serve as a representative for all those individuals involved in research and commercial development of this technology. Modern commercial application of biohydromctallurgy began with the bioleaching of copper from submarginal-grade. run-of-mine material. Kennecott Copper successfully developed this process in the 1950s at the Bingham Canyon Mine in Utah. Other mining operations around the world followed Kennecott's lead. Today, dump bioleaching remains a very low-cost process for scavenging copper from rock that cannot be economically processed by any other method. Despite the commercial success of dump bioleaching, little effort has been made to enhance the micro Biological component of this leach process. Expansion of biohydro metallurgy into recovery of other metals did not occur until the mid-1980s, when the first commercial plant for the pretreatment of refractory gold-bearing concentrate was commissioned at the Fairview operation in south Africa. Now, processes for copper bioleaching and refractory gold pretreatment are engineered specifically to promote the activity of the microorganisms. This paper reviews the current state of commercial applications of biohydrometallurgy. It examines potential future developments and portrays the role of the microbiologist in facilitating continued growth and commercial acceptance of the technology. The commercia1 examples in this paper illustrate the expansion of microbial processing in the mining industry during the last 20 years. Introduction The history of the Australian coal industry is almost as old as the history of Australia after new settlement. The first cargo of coal was exported from Newcastle to India in 1799. Coal has been mined in Australia for almost two centuries. But there are indications that the first coal was processed in 1877 in the Newcastle area. This is nearly 50 years after the first coal processing in Europe. Processing on any significant scale began in 1944 at the Newcastle Steel Works. In Queensland, however, coal processing did not begin until the second quarter of this century. The dramatic growth of mining and processing of Australian coal since the mid-60s is primarily due to the expansion of the export market in Japan, Asia, and Europe. Australian coals Black coal occurs in most of the major sedimentary basins of Australia. The better known deposits of commercial importance are in the Sydney, Bowen, Oakland, and Gailiee Basins. Apart from the Collie Basin in western Australia, other coal deposits of the Arckinga Basin in South Australia, the Bonaparte Basin in Northern Territory, and the Tasmania Basin are basically unexploited. The Sydney Basin of New South Wales and Bowen Basin of Queensland remain the major producers of black coal in Australia. Currently exploited or potentially commercial deposits of black coal in Australia occur in strata ranging in age from Permian to Tertiary. Estimated black coal reserves are summarized in Table 1. Coals from different ages have significant differences in their petrographic characteristics. Many of the Permian coals are usually rich in inertinite. Jurassic and Tertiary coals are typically rich in vitrinite content. Typical petrographic and chemical characteristics of some important Australian coking coals are summarized in Tables 2 and 3. The reserves of coking coals are restricted in the main to the Permian coals of the Sydney and Bowen Basins. Coal deposits in the latter are at shallow depth. A high percentage of these are being strip-mined. On the other hand, in the Sydney Basin, the majority of the reserves of good quality coking coals are at significant depth. The mining cost of these deposits is substantially higher than those in the Bowen Basin. It is usually possible to make strong coke with Australian Permian coals of vitrinite content much lower than the other international coals. But there are many major Permian deposits in Australia where low vitrinite content presents problems. As they are classified as marginal coking coals, optimization of their pro¬cessing plays an important role in meeting the market specifications of coking coal. The major reason for processing Australian coal is to reduce the ash content. Compared with British and some American coals, Australian coals are of relatively high ash content. Unlike American coals, more than 99% of the Australian coal deposits have sulfur content less than 1%. Consequently, sulfur control has never been a major problem. At Henderson Operations the 24-kilometer conveyor system consists of three main conveyors with lengths of 1.2 km, 16.7 km and 6 km. Upon commissioning of the conveyor system, the Henderson maintenance department was challenged with the inspection and monitoring of over 50,000 idlers. To take a proactive approach to idler maintenance, an idler tracking database system was developed. Using the idler tracking program, the Henderson Crush & Convey department now has the ability to provide data for engineering solutions to idler problems and to manage thousands of idlers for priority replacement work and warranty purposes. Recognizing the potential for injury to Henderson employees in the process of idler handling, Henderson approached idler replacement as a material handling process. Material handling solutions have resulted in failed idlers being replaced and discarded from the underground environment without ever touching a human hand. This paper will detail how Henderson tracks idlers in all primary conveyor belts and how an innovative idler handling system can result in reduced risks to conveyor maintenance employees.

INTRODUCTION The effect of stress concentration in coal seams leads to a sudden release in the form of rock bursts. This effect is controlled along many lines, but the most efficient methods consist in preventing the accumulation of energy in the seam or in the roof. The over- burden weight resulting from mining is the main cause of excessive stresses in a seam. An additional weighting of roof takes place due to formation of abutment loads. The accumulation of energy in the roof takes place where thick sandstone beds occur in overburden strata. An essential problem is to watch, with appropriate measurements, the stress of coal and roof rocks, and to conclude, on this basis, the degree of rock burst hazard. The methods for determining the stresses in a coal seam are quite well developed at present. Let me mention here the seismoacoustic methods, or borehole overcoring measurement methods. On the other hand, an examination of the state of stress in the roof rocks is almost impossible at the actual stage of development of the measuring technique. Hence, the model of stresses in roof was analyzed and determined theoretically. Based on this model, a technology for roof fracturing was developed which aims at destressing rock masses in a planned way. The essentials of the fracturing method consist of a controlled breaking of sandstone roof beds in order to: - prevent the excessive weight on the pillar - prevent a spontaneous breaking of roof beds at a limiting state followed by sudden energy release. High pressure fluid infusion is used to release buildup of stresses. THEORETICAL AND RESEARCH BASES According to the tests carried out by A. Kidybinski by the method of finite elements, isobars of stresses occurring in the roof over the working face are shown in [Fig. 1]. The results indicate: - the highest values of compressive stresses occur in the roof directly over the seam, at a distance of about 5 m ahead of the working face - at a distance of about 22 m above the seam there is a line of transition of compressive stresses into tensile - within the tested roof area, the highest tensile stresses occur at a vertical distance of 35 m, and at a horizontal distance of 20 m from the line of the working face. H. Gil (1) determined the pres- sure initiating the fracture of roof rocks by the formula: [ ] On the basis of results of analysis of isobars, and of the initiation of failure stress formula (1), isobars may be designed for a given roof class. Assuming for sandstones the Poisson ratio equal 0.3, a field of failure stresses presented in [Fig. 2] is obtained. In this figure it can be seen in which areas the effects of sandstone breakage may be obtained with the operation of a determined hydraulic pressure. To use formula (I), the knowledge of Rr is still necessary. This value may be determined in two ways: - taking a sample and testing it in the laboratory, if there is access to roof rocks in the existing openings, - drilling boreholes in the roof from surface and examination of the rock mass by using hydraulic breaking, if there is no access to roof rocks.

Barbaro et al. (1990) implemented a tedious study aimed at delineating the short-scale spatial variability of sulfur in a coal seam. It is not possible, however, to extend their conclusions to any other coal seam or use theirs in any other fashion, because the background geology was not presented. Nor were the conclusions accompanied by geological interpretations in the paper. In addition, an unfortunate printing error occurred where the total sulfur (determined by High Temperature Combustion) variogram in Fig.3 was duplicated in Fig. 2 instead of the seam height variogram. A more serious error, however, has been committed in the definition of the variable, seam height. What is defined as seam height by Barbaro et al. (1990) is, in essence, mining height, and is not a regionalized variable that should be studied by geostatistical methods directly. Despite the fact that the variable, seam height, is not defined in the paper explicitly, the following quotation discloses the fallacy: "All roof rock that exceeded 1.8 m (6 ft) from the floor was not taken because the longwall was operated to not mine more than 1.8 m (6 ft) unless the coal seam height exceeded 1.8 m (6 ft)." From this definition, the seam height, and therefore the sampling height, is equal to the actual coal thickness, if the coal thickness is greater than 1.8 m (6 ft). Otherwise, it is equal to the sum of the coal thickness plus the thickness of the roof rock that complements the thickness to 1.8 m (6 ft). In the latter case, the seam height is constant and equal to 1.8 m (6 ft). It is possible to conduct a variogram study on a pool of samples that are realizations of two different variables. But the conclusions derived would not belong to any one of the two variables uniquely and, therefore, do not possess any significance. Geostatistical analysis is irrelevant for the sum of multiple regionalized variables formed by arbitrary selections. In a two¬seam setting, for example, the mining height, as defined by the thickness of one seam at one location and the thickness of both seams at another location (due to quality and/or minimum thickness considerations perhaps), should not be used in the calculation of one common variogram. The two seams should be modeled separately. They can then be combined according to the specific purposes of the study. On the other hand, if a constant is added to a regionalized variable (to incorporate dilution perhaps), the variogram of the new variable will not change. Barbaro et al.( 1990), surprisingly, does not give any geologi¬cal interpretation of their results despite the fact that most of them can be explained by the origins of sulfur in a coal seam. The presentation of the results of a geostatistical study with no reference to the geology of the deposit is uninformative. It may also be misleading for the potential users of geostatistics. It is not unusual to find nuggets of pyrite in coal seams. In such cases, pyritic sulfur will probably display a spatial structure for only a very small distance that will appear in the experimen-

INTRODUCTION A population of several thousand uranium miners in the Colorado Plateau region of the United States has been under surveillance since 1957 using sputum cytology and other procedures. Attempts were made to collect sputum samples annually for those miners showing normal sputum or only minor abnormalities, and on a semi-annual schedule for miners having more severe cytological abnormalities. For individuals having carcinoma in situ or malignant cells in their sputum, samples were taken more frequently. As in any human population, however, these schedules were not always adhered to, and samples were often acquired less often than scheduled. On the basis of the thousands of sputum readings that have resulted from this surveillance, one can calculate the durations or sojourn times which individuals spend in the various cytologic states into which the sputum readings are classified. This paper presents some preliminary, descriptive results concerning relationships among the cytologic state duration distributions in this population, and their associations with other variables such as radiation exposure and cigarette smoking. There are several reasons for studying cytology results in this observational setting. Of considerable interest is the opportunity to gain insight into the preclinical natural history of lung cancer. Such information would be valuable in the future design and interpretation of screening programs for the early detection and treatment of lung cancer, should this activity prove to be of benefit in experimental trials. Secondly, it is of interest to determine if some characteristic of sputum cytology readings can be utilized to determine a decision point at which to transfer a uranium miner to another job category within the industry in order to effectively reduce his probability of developing lung cancer. For example, a reading of moderately atypical cells in the sputum has been suggested as a possible decision event which would be sufficient to warrant such a transfer. In the analysis which follows, an attempt will be made to develop information relevant to these issues. The data base for our analysis, largely developed over a period of more than 20 years by Drs. Geno Saccomanno and Victor Archer, contains sputum readings classified into one of eight cytologic states: normal, metaplasia, mild atypia, moderate atypia, marked atypia, suggestive, suggestive-equivocal, and malignant. The two suggestive states will not be considered as these categories seldom contain enough observations to generate meaningful results. The duration in a given cytologic state for a given individual is calculated as the sum of the intervals between consecutive sputum readings in that state. When two consecutive readings are in two different states, half the between-readings interval is assigned to each of the two states. Among all individuals in the data base, only those having at least two sputum readings are used so that a duration can be calculated. Furthermore, the analysis is limited to individuals whose successive readings are no more than 24 months apart, so as to focus on a population which was under surveillance on a reasonably regular basis. RESULTS The overall distributions for the cytologic states are displayed as histograms in Figures 1-3.

Eminent Domain is the power of the government or municipality to take property for public use without the consent or acceptance of the owner. Typically the agency taking the property will make an offer on the property, hoping that the owner will immediately accept and allow work to begin. If a mutual resolution regarding the property value cannot be reached, however, the municipality will condemn the premises and institute a condemnation action in a court of law, which is when the problems begin. The power of the government to take the subject property is limited by the Federal and State constitutional duty to pay "just compensation" for the property.

The on-stream analysis of phosphorus and silica has not been possible by XRF techniques and only recently has some success been indicated with quantitative XRD for P. Yet there has been a recognized need for an on-stream analysis of P and acid insoluble to permit the automatic control of phosphate rock flotation plants which produce some 30-40 million tons of concentrate each year in the southeastern U.S. IMC Fertilizer, Inc., the largest U.S. phosphate rock producer, embarked on a program to develop such an on-stream analysis capability several years ago. Following many months of lab and prototype development, the first commercial installations started in December 1986 and now have completed some 400,000 analyses with surprising accuracy, precision and reliability. The use of these devices in the improved control of the phosphate flotation plant is currently receiving some very serious attention at IMC.
