This article examines some important trends in East-West trade in non-fuel mineral products, in particular the recent decline in Eastern bloc exports of such products. It relates this decline to an improvement in Soviet terms of trade; a deterioration of geological and locational conditions in Soviet mineral production; an increased integration of the CMEA-countries based on a regional pooling of resources; and a surge in demand for mineral commodities in Eastern countries coupled with a slowdown in Western economic growth. Finally, it evaluates to what extent these determinants may evolve in a different direction during the eighties and thus foster East-West mineral trade. Eastern1 bloc trade in mineral products is a subject of perennial interest in the West. When exports increase, there is much talk of the dangers of dependence on the East for critical fuels and materials. When imports increase, talk turns to the danger of Soviet dependence on Western supplies. A common fear is that the USSR may not only seek to meet its own resource needs but also deny the access of Western countries to these resources. This paper, like three other recent additions to the lite5ature on Soviet foreign trade of commodities2, tries to put matters in clearer and cooler perspective. The first section evaluates the structure of East-West mineral trade and tries to identify some important trends of recent years. The second section relies on supply and demand factors, as well on the Comecon connection (the intra-Council for Mutual Economic Assistance mineral cooperation) to explain why there has been a reversal in the mineral trade trend since the end of the seventies. The last section evaluates the factors which could stimulate East-West mineral trade in the future.

Introduction Bulk commodity prices are ever increasing. This forces buyers and sellers in world markets to look more carefully at methods for obtaining an accurate accounting of commodity transactions in commerce and materials utilization in processes. Weighing and sampling inaccuracies can result in loss of income, product quality, and cost controls. So weighing and sampling accuracies are extremely important. They are the key components of managing the quantity and quality control aspects of bulk materials handling. This article will confine itself to the weighing systems and will deal with various aspects of system design, calibration, and operations. Emphasis will be placed on new developments and requirements in this field. Weighing methods To measure the gravimetric pull on a body being weighed (the load), the gravimetric force must be countered by an opposing force. Measuring this counter-balancing force thus becomes the measurement of weight. The conventional even-arm balance shows the concept of balancing an unknown mass with an equal known counterbalancing mass. But the loads encountered in industry generally range up to many thousands of pounds. So it is obvious that the even-arm approach is not practical. Thus, with the exception of direct load-bearing load cells, most of the weighing equipment uses some form of lever system. This is usually a combination of first- and second-class levers, to gain a mechanical advantage. These levers permit the load force to be counter-balanced and hence measured within a practical range. Lever systems not only perform this force-reducing action, they also serve to focus the load force at a single point, for convenient measurement. They align the force vertically in one direction so that measurement accuracy will not be affected by unrelated side forces. There are five basic methods of gravimetric weight measurements. That is, there are five basic types of opposing forces. • The first is the standard weight counterbalance. It uses a known weight to counterbalance the load directly or through a lever system.

With the advent of new high-strength magnetic materials, rare-earth magnetic separators have become more common place for processing heavy mineral sands. In many instances, rare-earth magnets have replaced conventional separators such as electromagnetic cross-belt and induced-roll type machines. This paper will present the results from a detailed test program developed to evaluate the performance of rare-earth drum and roll separators for processing heavy mineral sands. The effect of machine design parameters, such as magnetic element configuration and separator diameter, will be reviewed in light of these test results. The impact of basic operating parameters (i.e. feed rate and roll speed) on separation efficiency will also be presented.

Finnish mining traditions date back 400 years. The country was then one of Europe's major iron producers. Most of the mines in current operation, however, were started during the last 20 to 30 years. The Finnish mining industry must make do with limited resources. Deposits are usually low grade and small in size. Open-pit methods are used where possible. But thin ore bodies and harsh winters can impose severe restrictions. Underground mining is often the only option. Despite these handicaps, Finnish metal miners produce copper, nickel, zinc, vanadium, iron ore, cobalt, and ferrochrome. Ironically, the success of Finnish mining is rooted in a crisis the industry faced several decades ago. Mining costs were rising. High grade mineral deposits were nearly exhausted. It was vital that Finland develop new mining machinery and methods that afforded higher productivity. Cooperation between the Finnish mining industry and its equipment manufacturers was good. Partly as a result, the Finnish mining industry has turned itself into one of the most modern and efficient in the world. The Finns did this while continuing to meet the stringent safety and environmental requirements in force in the Nordic countries. Today, the share of domestic raw materials used by the Finnish metallurgical industry is decreasing. So the country increasingly depends on imports of ores and concentrates. To better provide these imports, Finnish mining companies have expanded their foreign operations. And, while importing raw materials, the mining industry has been exporting its technological and equipment know-how and expertise. Mining methods Conventional mining methods and machinery are used in surface mines. Drilling is the exception. It is done with Tamrock hydraulic track drills and 100 to 150 mm-diam (4 to 6-in.-diam) drill holes. Pumpable slurry explosives are used in larger open pits. Underground, sublevel stoping with open stopes is the most common mining method. It accounts for about 80% of all underground stoping. The main benefits of this method are low production costs, high mechanization, and easy control. The best productivity figures exceed 10 t (11 st) per man-hour, including all mining personnel. The development of cable bolting has made it possible to use sublevel open stoping even in relatively weak rock. Cut-and-fill methods, such as concrete-pillar stoping, inclined-wall stoping, and traditional cut-and-fill have also been used, combined with sublevel caving and room-and-pillar methods, according to local demands. Various fill materials and stabilization components have been investigated and tested for cut-and-fill methods. Sublevel open stopes are often later filled, to stabilize the surface or to allow pillar recovery.

INTRODUCTION The enquiry of the Royal Commission on Health and Safety of Workers in Mines of 1976, known as the Ham Commission after its chairman, Dr. J. Ham , now president of the University of Toronto, was one of the activities surrounding the upturn in the fortunes of the Canadian uranium industry and its markets in the mid-seventies. Although the regulation and licensing of Canada's ten major mine/mill facilities employing six thousand or more uranium mines is a federal concern under the Atomic Energy Control Act, this Commission, which paid particular attention to health and safety in uranium mines, was appointed by the Province of Ontario. Further provincial enquiries in British Columbia, Saskatchewan and Newfoundland have been aimed at quantifying, reducing or eliminating the environmental and health impact of uranium production. This work has created a mosaic of provincial regulation in what is essentially a field of federal jurisdiction. Various organizations of the federal government related to its regulatory function in the uranium industry are outlined in Figure 1 showing the matrices of regulatory, advisory and research activities associated with the exploitation of Canadian uranium resources. A more detailed examination [ ] of the governmental (federal and provincial) activities, commissions, etc., in the Canadian uranium industry indicates a definite parallelism of effort, if not of scale between the two levels of government in the execution of their roles in occupational and environmental health and safety and is presented here to explain the complex stage onto which the Canadian Institute for Radiation Safety has just entered. The development of the Institute and its precursors together with current and planned research activities are described. BACKGROUND Traditionally and constitutionally, natural resource exploitation and its regulation is under provincial jurisdiction; however, the uranium industry has been under federal control since the Second World War when security measures necessitated the creation of the Atomic Energy Control Board (AECB). Health and safety aspects, in terms of inspection, compliance and environmental monitoring are performed on behalf of the AECB by provincial labour inspectors (Saskatchewan and Ontario) and Ministries of Environment. Non-radiation health and safety matters are also enforced under the federal Canada Labour Code by provincial inspectors. In support of licensing and standard-setting functions, major research programs have been initiated and expanded at both the AECB and the Canada Centre for Mineral and Energy Technology (CANMET), formerly the Mines Branch of the Federal Department of Energy, Mines and Resources). CANMET established a Mining Research Laboratory at Elliot Lake, Ontario in 1965 to conduct research and development aimed at improving production capability, providing information on the security of uranium supply and investigating the hazards of mining and their implications for the health and safety of the miners. The provincial route in assessing the costs and benefits of uranium production has attempted to be far more conclusive in nature. While some on-going studies are funded, periodic inquiries by Royal Commission have become the accepted practice. Six such inquiries have been conducted in four provinces and widely differing policies have resulted from their findings and recommendations. For example, while the government of British Columbia in the Fall of 1980 declared a seven-year moratorium on(2) uranium mining and exploration in the province, the province of Ontario's crown utility "Ontario Hydro" financed the rehabilitation of a mine/mill complex at Elliot Lake. The latter instance is not surprising considering that the final report of Ontario's "Royal Commission on Electric Power Planning",(3) concluded that nuclear energy has a continuing role to play in the expansion of Ontario Hydro.

INTRODUCTION Mining of uranium does not differ, in many respects, from the mining of other metals; the ore must be drilled, blasted and transported in an underground or surface mine. Underground mining proceeds by the continuous development and advancement of a network of passages and rooms or stopes from which ore is excavated. As in most mines, rock conditions and ore grades in uranium deposits vary from area to area and between different mines. For mineral benefications of this ore in the mills, use is made of various chemicals, often with toxic or hazardous properties.1 As well as the need to control the more conventional hazards associated with any mining and milling operation, special care needs to be exercised in the mining and milling of uranium because of the radioactive nature of the ore. This requires that we examine closely the radiation hazard areas encountered in the mining and milling of uranium, with the broad overview of some of the basic facts in the radiation hazard control programme. To place the hazard in its proper perspective, we require recognition, evaluation and control of those factors arising in and from the workplace which may cause sickness, impaired health and affect the well being among workers or citizens of the community. The radiation environment in uranium mine is complex and variable. Although uranium ore is only mildly radioactive, it naturally contains a complex mixture of radioactive isotopes. Workers are exposed to external gamma radiation, to some beta radiation and to airborne radon, radon daughters and ore dust. All of these types of exposures warrant considerations in formulating control procedures but, in general, radon daughters are known to present the dominant risk. The basis of dose limitation in radiological protection is risk limitation. Long-term epidemiologic studies of United States uranium miners and that of miners in Czechoslovakia indicate that the incidence of lung cancer can be accounted for by a linear relationship with exposure to radon decay products.2 On the basis of this proportional exposure-risk relationship, a risk coefficient for lung cancer in the range of 1-5.10-4 WLM-1 during the total lifetime, has been estimated by UNSCEAR3 and other researchers. It should be noted that this risk coefficient includes the excess lung cancer risk from external gamma radiation in mines and from other carcinogenic chemical effects, if any, to which the miners are normally exposed during their underground work. It also takes into regard the possible synergistic influences. This paper reviews the occurrence of radiation and its control factors and the development of engineering design features for the environmental control at Denison Mine. NATURAL URANIUM SERIES Uranium is the most common element in the Earth's crust. It is widely distributed in nature in all rocks and is readily measurable in the sea. Hence, radon gas is universally produced in every part of the globe. Mining is patently confined to ores containing more than half a kilogram, or so, per tonne of uranium unless it is combined with other marketable metals. Uranium-238 is the first element in the uranium series. In all, there are 13 radioactive decay products of 238U (Fig. 1), ending up as a stable isotope of Lead-206. The whole basis of the radiological hazards associated with the mining and milling of uranium is dependent on the behaviour of these isotopes during each phase of the process.

For small precious metals mining to show a comeback a different perspective must be taken than that of larger mining companies. This perspective must be much the same as that of past successful smaller mining enterprises such as when the US had a need for Uranium. Abandoned mines and environmental concerns in older mining districts have discouraged many from entering with the attitudes of why try there if so many unsuccessful mines exist. A small mining venture can be successful there but must have a "think smart'' attitude. There must be a thorough understanding of deposits, utilization of advanced technology and a properly managed mining operation. "THINK SMART" MINING The small mine operator is usually looking for small high grade deposits, consequently, long term success depends on a series of small successful mining operations. The small miner must succeed right-off or credibility and future project funding will suffer. No veteran of even a few years in the mining industry needs to be told that a dollar spent on production today fails to yield as much as it once did. More efficient equipment and techniques have helped soften the problem, but there is little likelihood that a mining company can do much to control inflation, wages, regulations, or grade. That leaves the small miner to "think smart" as one area where operating dollars can still be stretched to produce more than they presently do (Gardner. 1981). In the planning stage of a mining venture, when most options are still open, the main controllable elements are market timing, deposit selection, cutoff grade, mining method, mine design, mining sequence, rate of production build up, process design, project financing structure, project management, and project ownership structure. During planning, optimum criteria can be established for each of these. Once a mine is in production, these options are foreclosed or at least severely constrained. The more thought given to a mining program using all information available the less the risk of encountering disabling surprises. Thus the intent of this paper is to suggest the "think smart" attitude most small mine operations use for long term success. If one looks at a number of successful mining ventures, whether large or small, there is a general logic most have followed to be successful. They have used proven exploration, mining and processing techniques along with economic evaluation and experienced personnel to improve their odds. LOGIC IN DEVELOPING A FEASIBLE VENTURE Most successful small mine ventures achieve positive cash flow as quickly as possible by seeking out those deposits which require the least time and expense on activities leading up to production. To do this they look for deposits that are the most accessible, easily investigated, mined and processed with the cheapest fundamental methods. The general sequence of events starting with district selection are deposit selection, preliminary feasibility, exploration, detailed economic feasibility, mine planning, development and production. Each successive step becomes more costly requiring intermediate decisions along the way. District Selection Small operations should look for known deposits which favor the occurrence of the type deposit sought rather than efforts in unproductive areas. Known deposits in developed areas have some advantages over remote areas: 1. More alternative methods of transportation are available. 2. A larger stable work force is available. 3. The area is usually more pro-mining. 4. Power, water, housing, technical services, skilled services, schools, recreation and shopping are available.

"Based on the geological conditions of the No. 10203 mining face of the Xinyang coal mine, a numerical model of the longwall backfilling face is built using the FLAC3D software to calculate the limit broken length of the key strata. Based on the deformation laws of the immediate roof, the backfilling parameters are determined. Furthermore, the movement laws of the overburden strata with different volume filling rates (0, 40, 60, 100, and 100%) and with different layout forms of the filling strip (under a volume filling rate of 60%) are analyzed. The results of the numerical modeling show that the stress of the two sides of the working face and the deformation of the overlying rock are gradually reduced with the increment of the volume filling ratio. In view of the deformation of the roof strata within the allowable range, a volume filling rate of 60% is selected to simulate and analyze the filling effect under different layout forms of the filling strip. The filling width, stress concentration area, and layout form of the filling strip are the key factors to control the movement of the overlying strata. In addition, the probability integral formula is used to calculate and predict the ground subsidence on the filling area, which confirmed that the backfilling mining method is fully applicable in the Xinyang coal mine. The results of this study provide a certain theoretical basis for the determination of the filling process in the field.INTRODUCTIONIn China and other coal producing countries, gob is managed using the caving, filling, supporting, and slowly sinking methods (Zhang, Zhou, and Zhang, 2009). With the continuing development of the concept of green coal mining (Guo, Deng, and Zou, 2004), the filling method, which is safe and environmentally friendly, has been widely used in the field. On one hand, this method could reduce waste rock and other waste discharge. On the other hand, it could effectively slow the surface subsidence. Recently, strip-filling mining mostly adapted the arrangement of the strip backfill with equal intervals and widths (Xie et al., 2004), but the reasonability of this arrangement should be discussed. To arrange the intervals and width of the strip-filling body reasonably, Feng et al. (2019) put forward the “constructional backfill mining (CBM)” concept. The CBM is a type of backfill mining with low backfill rate, strong structural stability, and good backfill effect. The targets of the CBM include the efficient usage of solid waste resources in mining areas to reduce the backfill cost, the improvement of backfill materials and backfill technologies to increase the backfill efficiency, and rational planning of backfill and mining scheme to reuse the underground mining space. The determination of proper width and intervals for the strip-filling body is the main content of the CBM. Strip-filling mining using cemented coal gangue backfilling is the main method to undertake overburden of the overlying strata and to slow down the surface deformation. It also plays an effective role in cost reduction (Xu et al., 2007). This study focuses on proper determination of the strip-filling body parameters according to actual geological conditions by a simulation. It provides an appropriate reference for backfill mining in the Xinyang coal mine."

"There are many multi-layer coal reserves in China which account for nearly 20 to 25% of the existing proven reserves. When the coals are mined in a descending order using the fully mechanized long wall mining method, they usually have roof collapse with cavity and air leak in roadways and long wall stopes; this is especially relevant when the thickness of the rock between two coals is less than 5.0 m, as the roof stability of lower seam would be greatly reduced. At the Wuhushan Mine, such abnormal strata behavior occurs, including abnormal support stress, irregular period roof pressure, and roof falls in the face. The main reasons for these behaviors include smaller roof thickness, lower rock strength, and mining influence of upper coal; these reasons were determined by analyzing the in situ conditions. A mechanics-based model of the mine geometry was set up to study the sources of stress, the stress evolution of coal, and the discriminant method of roof stability; to obtain the smallest safe thickness of roof between two coal layers, numerical modeling was applied to analyze the relations between the roof thickness and its displacement distribution. Based on the above research, the No.1001 face was divided into easy roof caving zone (ERCZ), roof caving transition zone (RCTZ), and unlikely to roof caving zone (URCZ). In the ERCZ, comprehensive grouting to reinforce the roof was implemented; in the RCTZ, local grouting to reinforce the roof was implemented. Furthermore, a face stability control index and its range were developed in a fully mechanized face combined with mine pressure observation. After implementing this strategy, there have been no unexpected roof caving or other serious strata behaviors.INTRODUCTIONChina is the country with the largest coal production in the world, and the conditions for its coal seams are particularly complicated. For example, in China’s Datong, Wuda, Pingdingshan, and Qinshui mining areas, there are a large number of multi-layer coal seams. The thickness of these coal seams ranges from 1.3 m to more than 10 m, and the spacing between layers is from under 1.0 m to over 30 m. A common problem with these coal seams is that one layer of mining has a large impact on other coal seams, which are customarily referred to as close-distance coal seams. According to statistics, close-distance coal seams account for about 20–25% and 15–18% of China’s coal reserves and production, respectively.From the reference research of Huang (1999, 2002, 2018) and Tu (2010, 2011) we can learn that in the mining process of close-distance coal seams, downward mining is mainly used. When the upper-layer coal is mined, it has a huge mining disturbance effect on the floor (that is, the roof of the lower coal). The mining disturbance increases the mining fissure in the rockmass and weakens the strata strength. The mining problem formed by this issue is that when the lower coal is mined, problems such as difficulty in roadway support, collapse of stope roof, and difficulty in ventilation are often encountered. Especially for the mining of medium-thick coal seam groups with a layer spacing of less than 5.0 m, there has been a large-scale roof collapse accident with a fall height of more than 10.0 m. In response to such problems, domestic and foreign scholars and engineers such as Tan, Zhao, and Xiao (2010), Xie et al. (2017), and others have also carried out targeted theoretical and practical research."

Introduction The Sierra Nevada Foothill Gold Belt in California extends from Mariposa north for more than 420 km (200 miles). It includes the Grass Valley and Alleghany districts in the zone of Northern Mines and the famous Mother Lode to the south. The gold belt has produced more than 3.1 kt (100 million oz) of gold since its discovery in 1848. This remarkable production, at the present gold price, would be valued at more than $40 billion. The Law of Gambler's Ruin supposes that averages are based on systematic rather than random variations. It emphasizes the vast differences between finite and infinite probability. By applying this Law to this figure, it can be seen that the belt has produced an average of 15.5 t (500,000 oz) of gold per running mile. Many geologists believe, with some justification, that less than half the gold in this belt has been mined. Sixty per cent of the past production has come from lode deposits, the balance from Tertiary and Recent placer gravels. This paper will concern itself with the developing lode mines along the Sierra Nevada Foothill Gold Belt. As a further and final note regarding placer mining along this belt, Mark Twain suggested that placer miners, having lost their senses, had contributed liberally to the population of California's insane asylums. After a 40-year lull with little or no gold production, the lode mines of this famous belt are showing signs of renewed activity. Two open pit mines, the Sonora (Jamestown) and Carson Hill, are now in operation at substantial scales. Two others, the Goldenbell (Pine Tree-Josephine) and the Royal-Mountain King, are being readied for production on equally impressive scales. All are in the southern part of the Mother Lode. Exploration farther north, at Sutter Creek, Drytown, and Georgetown, is showing encouraging results in developing deeper lode deposits. This new activity has been sponsored to a large extent by junior Canadian mining and exploration companies. Most of the established American mining companies have looked the other way, not participating in this important development. One major reason for domestic disinterest in this opportunity is there is little chance for heap leachable open pit ore in this belt, excluding Carson Hill. And heap leaching has become fashionable with American mining companies today. Also, this great old gold belt must have been worked out, for why else is there so little activity here - Catch 22 logic. Another reason is that if a new deposit of size and grade similar to the mines in the past was found, high costs would preclude a profitable operation. And, finally, California environmentalists would not permit mining, even if a rich deposit were found. These may all be pefectly valid reasons not to explore for gold along this belt. But a look at the history of gold mining in California may suggest that the future for exploration and development of the gold resources in the Sierra Nevada Foothills can be greater than the past. It was during the Depression of the 1930s that this gold belt saw its maximum activity, with more than 3000 mines in operation. Some were father and son operations producing only a few tons of ore a day. Other mines employed hundreds of miners to hoist more than 900 t/d (1000 stpd). Some ores were of marginal grade. Blast furnace operators have been steadily increasing their quality requirements on burden material. These requirements include a high reduction rate of the ore burden as well as good strength at the beginning and during the whole blast furnace operation. Special requirements are made on the softening and melting behavior which ensures an optimal formation of the cohesive zone in the blast furnace. On the whole, the self-fluxed and olivine-based pellets meet these higher requirements due to their chemical composition, especially in the pure pellet operation. In the mixed sinter/pellet operation partly-fluxed and acid iron ore pellets can be appropriately used. The paper describes the demands on, and characteristics of, different kinds of pellets used in the Federal Republic of Germany.

While preparing this paper, I soon realized I had a problem in defining what injuries should be classified as "personal." Admittedly, in some cases, falls of persons, sprains and strains, pulling and pushing injuries, and back injuries may have been caused by the individual. But, I believe the number of injuries directly attributed to an individual's carelessness is relatively small in comparison to the total number of injuries in those categories. For discussion purposes, the injuries most often considered to be personal, that is, caused by individuals are those classified as back injuries. My paper will be devoted to back injuries because this category represents the greatest number of injuries occurring in coal mining. A man's best friends are his wife, his back, and his dog. The back, however, has a reputation of not being as faithful as his other two friends.1 "Industrial back injury is one of the major occupational health problems plaguing industry to- day. According to national surveys, back injury accounts for more lost time than any other occupational injury and costs companies thousands of dollars in compensation, medical fees and over- time pay."2 A study conducted by USA Today found that back ailments afflict an estimated 75 million Americans, have totally disabled about 2.5 million adults, lead to as many as 200,000 required surgeries each year, are a leading cause of absenteeism and disability, are the second leading cause of hospitalization, are responsible for 18 million doctor visits a year and cost about 93 million work-days annually. The cost to industry is estimated at $14 billion a year.3 During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, this effort has not produced any great change in the incidence of the injury. Back injuries should be of the utmost concern to everyone here today. I don't need to tell you what the incidence rate is for back injuries, nor will I use any statistics to inform you of the incidence rate for the coal mine industry or any specific mine. It is only important to know that the number of back injuries is excessive. Back in- juries resulting from lifting have been and continue to be one of the most constant and undiminishing problems in the occupational environment. The fact is, we use our backs to per- form work that the back was not designed to do. Historically, manual materials handling related accidents have consistently accounted for the largest percentage of all industrial accidents. In fact, over 25 percent of all industrial accidents are related to handling of materials.4 In underground coal mining operations, material handling accidents account for even larger percentage of lost time injuries. In 1983, for example, they accounted for 34 percent of all lost time injuries and 32.6 percent of all non-lost time injuries. 5 I want to use one example of a task that will illustrate what I have just said: the building of a concrete block stopping. Each solid concrete block will weigh from 60 to 70 pounds. To build a stop- ping 6 feet high and 20 feet wide will take approximately 80 blocks. Heap leach pad liners are important to leach operations for maximizing recovery of gold bearing solutions and minimizing potential environmental impacts. Liners must be designed so that they can be built economically, but careful attention must be paid to the potential for liner damage during installation or placement of ore on the completed pads. This paper summarizes field experience gained on several leach pad construction projects in Nevada. Both soil and synthetic membrane installations are discussed. Emphasis is placed on principles that should be considered during design to provide economical and practical leach pads.

Introduction Although innovative coal extraction technology can be approached from many angles, this paper focuses on three: innovation in response to rising costs, to changing mining conditions, and to regulatory issues. Before exploring these three subjects, however, a basic question needs to be raised. Why Innovation? Coal is widely heralded, and quite correctly so, as the United States' "ace in the hole." It has been said that the U.S. is to coal what the Arabs are to oil. The implication is that we have nearly inexhaustible reserves - that coal is cheap, plentiful, and easy to extract. Indeed, because our current productive capacity is estimated to be 15-20% greater than demand, we have been given a false sense of security about the ease of future coal extraction. Therefore, innovative measures are being concentrated on developing technologies for the demand side of coal, including power generation, synthetic fuels, and industrial applications. What is often forgotten is that the unit cost of producing energy from these new technologies depends critically on the cost of the coal feedstock -in some cases the coal consumed accounts for more than one-third the total cost. Thus, while the developers of the end-use technologies struggle to improve the overall thermal efficiency of their process by one or two per¬centage points to make the energy produced competitive in the marketplace, they often are unaware of the risk of a 3 to 6% increase in coal costs wiping out the expensive, hard-earned results of their research. Energy planners are just beginning to realize that coal is not a uniform commodity available at low cost in infinite quantities. Coal is a heterogeneous material whose cost and quality vary widely with local conditions. To produce the massive amounts of projected coal-based energy at reasonable costs, we urgently need devel¬opments in extraction technology, as well as in end-use technology. Thus, coal extraction, coal conversion and utilization, and end -use energy consumption must be viewed as highly interdependent parts of an energy supply network (Fig. 1). And current emphasis on conversion and utilization must be balanced by more emphasis on upstream technologies, including coal extraction. Even more important, the impacts of innovation (or the lack thereof) in any one technology area in the energy supply network need to be discussed and understood by those working in each of the other areas. Why innovation in coal ex¬traction technology? Figuratively, we are all in the "coal boat" together - geologists, miners, transporters, processors, power producers, distributors, and consumers. Innovation is required from each of these sectors to overcome the obstacles that prevent greater use of our most abundant national energy resource. All other links in the coal energy supply network depend on large volumes of coal produced at reasonable costs. Declines in productivity, therefore, must be reversed; the more difficult mining conditions that will be encountered call for new methods and equipment, and regulatory issues must be resolved if the coal ex¬traction link is to be a strength rather than a weakness in the planned U.S. transition to an economy based more on coal and less on imported petroleum. Service vehicles, often called support vehicles or auxiliary vehicles, are used in secondary functions to support production activities such as loading, drilling, and timbering. Probably the most common support vehicles are the personnel carriers used to move miners to and from work areas. Utility designs are used to transport supplies and various less mobile equipment. Specific application designs are used for special work such as explosives transportation and loading, equipment maintenance, and equipment lubrication. PERSONNEL CARRIERS Personnel carriers are available in a wide variety of sizes and configurations. Some are two-wheel drive, though most are four-wheel drive. Smaller versions carry at least two men and usually have sufficient capacity to carry a small payload of supplies or equip¬ment. The American Motor's 05 Jeep, equipped with an optional diesel engine, has been adapted successfully for this light duty. Larger personnel carriers with ca¬pacities of 12 to 20 or more men currently are available, as shown in Fig. 1. The designs often are customized to the operating characteristics of each mine. All meet the latest federal requirements for rollover protection, emergency brake systems, etc. UTILITY VEHICLES Utility vehicles are adaptable to numerous duties. Probably the most common are ordinary haulers with a flat bed or low-sided box. They are used for hauling supplies and equipment from one point to another. Some occasionally are used for towing and may pull one or more trailers. Fig. 2 shows a typical utility truck. SPECIAL-APPLICATION VEHICLES Special-application vehicles are possibly the most important of all support types since these vehicles di¬rectly support and maintain production equipment. Such vehicles are available in a wide variety of sizes, mechanical functions, and operating specifications. Most versions are four-wheel drive and articulated. Among the more common vehicles are explosive haulers and loaders, mechanic's trucks, lubrication trucks (Fig. 3), and special carriers. TYPICAL APPLICATIONS Development Utility haulers are essential in trackless operations to bring supplies to advancing headings. Some utility haulers may be dedicated to bringing in steel sets and may be equipped with boom lifts to unload heavy sup¬ports or even place them as required. A rockbolt hauler may have a boom-mounted operator's basket which can be used for bolt installation or inspection. Various mechanic's trucks and pipe trucks service the heading to keep power, air, water, and ventilation at the face and to keep face equipment at maximum utilization. Production Production operations require a variety of support equipment. Because of the larger crew size brought about by the addition of the production force, personnel carriers play a greater role. Correspondingly, steel¬support hauling equipment and bolting trucks usually see limited application. PRODUCTION UNITS Capacity Personnel carriers are available to carry almost any number of people desired. Likewise, other types of carriers or haulers can and are built to fit specific re¬quirements. Physical size, capacity, and operating char¬acteristics can be varied to fit any size of opening and operating condition. Generally, articulated models offer greater maneuverability than straight frame-axle steer designs. Most vehicles of this type are lower in power than production units, generally under 74.6 kW (100 hp). Operating performance still compares favorably to that of production equipment, i.e., the support vehicles can travel at equivalent speeds on the various mine gradients. Manpower Auxiliary vehicles should require only a single opera¬tor. Specific application vehicles may require more than one person. For example, ventilation trucks usually require a crew of two where pipe must be installed.

It is imperative that the hydrogeologic frame- work and the ground water flow systems of a Potential mine area be investigated prior to initiation of mining. Such investigations are necessary so that potential mine water inflow problems can be anticipated and controlled. Obvious difficulties can arise if large inflows of ground water occur in underground workings. Costs of water removal and disposal, if not foreseen and included in economic planning, can severely limit or eliminate profit from a mining operation. Safety problems associated with large inflows are an additional potential problem. The inflow of water into a mine necessarily alters the associated ground water system. The inflow also may impact nearby surface water regimes, depending upon the interaction of the surface water and ground water systems. The inflow of water into a mine inevitably causes a decline in the ground water levels in the vicinity of the mine. This decline may be restricted to a small area or it may extend a considerable distance, depending upon the hydrogeologic properties of the associated hydrostratigraphic units. A decrease in surface flow will result if the area of ground water level decline intersects a stream or spring that is hydraulically connected to the ground water system. Mine inflow problems historically have been evaluated after-the-fact. Premining hydrologic investigations only recently have been initiated. Brown's (1977)* report on anticipated hydrologic impacts of oil shale mining in the Piceance Basin of Colorado is an example of premining hydrologic planning. Observed difficulties inherent in designing a data collection network and then utilizing the data to predict mine inflow have led us to the preparation of this manuscript. This manuscript reflects a two-phase effort. The first phase describes and develops analytical and numerical techniques for mine inflow prediction. Emphasis in this section is placed on the selection and application of data collection techniques and data analysis procedures. The second phase applies the prediction technique(s) developed during phase 1 to two existing mines. The objective of phase 1 efforts is to evaluate the hydrologic variables associated with surface water systems and ground water systems that can affect the inflow of water into an underground mine. Subsequently these variables are incorporated into predictive techniques for estimating underground mine water inflow and its effect on associated ground water and surface water systems. The specific objectives of phases 1 and 2 are to: 1) Determine the hydrologic parameters required for predicting underground mine water in- flow and the potential effects of the inflow on surface and ground water systems. The hydrologic parameters represent both premining and past initiation conditions. 2) Outline methods for obtaining the necessary input data for the predictive techniques in pre- mining and post initiation periods. 3) Present existing numerical techniques for predicting underground mine water inflow including assumptions Ad required input. 4) Evaluate existing numerical techniques previously tabulated based on their applicability to mine water inflow prediction. 5) Attempt to develop analytical techniques for predicting underground mine water inflow. 6) Develop, through modification of existing models, a general mathematical model as a numerical technique for predicting underground mine water inflow and the resultant effects on surface and ground water systems. 7) Apply the predictive techniques to two existing mines selected for this purpose. 8) Compare the predicted inflow rates to measured inflow rates at both mines. 9) Compare predicted impact on district hydrology to observed impacts where possible. 10) Evaluate the predictive technique.

A new technology for recovery of metals from spent catalysts containing aluminum, cobalt, molybdenum, nickel and vanadium was developed. The catalysts are decomposed in two consecutive pressure leaching steps. Sodium aluminate-sodium hydroxide systems are lixiviants in both leaching steps. Selective extraction of molybdenum and vanadium is achieved in the first leaching step. The leach liquor is processed for separation and recovery of these two metals. The residue from the first leaching step is further processed in a second leaching step where alumina is solubilized. The residue from this operation is a nickel-cobalt concentrate. Alumina is separated from the second stage leach liquor by precipitation; the depleted liquor, a sodium aluminate solution, is recycled to the first and second leaching step. This technology has advantages over other approaches for the recovery of metals from spent catalysts because no solid waste is generated.

As part of the Unconventional Gas Program at the Lawrence Livermore National Laboratory, we are developing a model that allows for time-dependent tracking of the fluid front and flow pressures during the quasi-static or dynamic fracturing of jointed rocks. Application of the model is directed towards both short fast fractures (as in tailored pulse loading) and long hydraulically induced fractures (massive hydraulic fracturing). The thrust of this research is to determine crack extension characteristics due to specific joint systems and fluid properties and to correlate pumping records with crack behavior in jointed systems.
