Due to the relatively remote location of the St. Anthony Mine, the high cost of transportation and milling, plus the low grade nature of the deposit, the United Nuclear Corporation began investigating methods of mechanical upgrading approximately eighteen moths ago. This investigation culminated in the installation of Model 17 and Model 18 ore sorting machines. The machines are marketed in the United States and Canada by Ore Sorters of Canada (Ltd.). The installation of this advanced technology will enable United Nuclear Corporation to fully realize the residual potential of St. Anthony.

Glencore’s Nickel Rim South Mine, located in Sudbury, Ontario, Canada, is a primary/secondary blasthole operation with ore zones lying between 1,100 and 1,700 m below surface. One of the main benefits of the primary/secondary mining method in high stress ground is that up to 50% of the mining will take place in secondary stopes that should be in a yielded rock mass state. Every future secondary mining stope begins as a primary stope abutment pillar. As with many mines, the stress loading history and rock mass conditions can vary considerably in space and time. Safe mining practices cannot allow for an assumption that the planned secondary stopes are indeed yielded. An incorrect assumption can result in mining development and stoping taking place in high stress ground rather than the expected yielded rock mass conditions. This can result in higher levels of seismicity than expected and incorrect ground support recommendations in areas where workers could be exposed. Seismic monitoring is the mines’ premier tool to track the actual rock mass response to mining. Yielded zones have a reasonably clear seismic signature/pattern over time that is visible in the collected data. The ability to accurately locate small magnitude seismic events can help define and delineate different stages of rock mass failure. The vast majority of the seismic data recorded by the microseismic monitoring system is below moment magnitude (Mw) 0.0. Examples are provided showing how small seismic events (Mw < -1.5) can help provide feedback from the rock mass deformation that allows the ground control engineer to gain a better understanding of how the rock mass is responding to mining processes.

It is not often that the Interior Department&apos;s Bureau of Land Management, Office of the Solicitor, and Interior Board of Land Appeals (IBLA) jointly act to do the mining industry a good turn. That happened, however, in the recent decision, Schlosser v. Pierce, 92 IBLA 109 (1986). It was ruled that the theorized "independent mine requirement" was not a part of the discovery standard for mining claim validity under the 1872 Mining Law. The phrase "independent mine requirement" would require the mineral reserves within the boundaries of each individual mining claim in a claim group to support an independent economic mining operation. This, without regard to the fact that reserves on adjacent claims could be mined in a group operation, resulting in greatly reduced mining and marketing costs per ton of ore. Such a rule would render invalid under the 1872 Mining Law mining claims for almost all low-grade, high-tonnage, commercially valuable mineral deposits. Until the Schlosser case, no judicial or administrative decision had addressed the issue of the independent mine requirement. Nonetheless, a series of Interior decisions in the 1970s implied such a rule. Even the Rocky Mountain Mineral Law Foundation reluctantly concluded in 1984 that, "each claim to be valid must be capable of being operated at a profit independently of any other claim," the Foundation did criticize the rule as "excessively stringent" and urged the adoption of a "more realistic rule." Fortunately, the IBLA did just that in Schlosser when it ruled that the "application of a requirement that each claim be independently capable of being mined and marketed at a profit is rejected," 92 IBLA at 134. Now, a year after the 1986 decision, there remains some unwarranted confusion over the issue resolved in, and the meaning of, the Schlosser decision. There is no need for this confusion. The Interior Department&apos;s decision is a clear and legally sound victory for the mining industry. Grazing rights vs. mining claims The Schlosser case was an unusual mining claim contest. A private contest was brought before the Interior Department. Schlosser was a federal grazing lessee and surface owner. He filed against Pierce, the locator of a group of mining claims for bentonite over the same lands. At a hearing before interior&apos;s administrative law judge (alj), Schlosser&apos;s counsel began laying the foundation for the independent mine requirement. Counsel asked the mining claimant&apos;s expert whether he would go through the permitting procedure, road building, and reclamation just to mine the amount of bentonite on any one claim in the group. Schlosser&apos;s counsel proceeded with this line of questioning for each of the 16 claims in the group. Pierce&apos;s mining expert testified that the tonnages of mineral on any individual claim could not be mined, processed, and marketed at a profit if only one individual claim was considered. However, if the claims in the group were operated jointly, all the mineral could be mined, processed, and marketed at a profit.

The implementation of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) has evolved into one of the most complex environmental protection programs to come out of the late 1970&apos;s. The level of detail in the statute and the regulations have resulted in a rigid and complex set of requirements for the administration, permit-ting, inspection and enforcement of the program. In addition, the constant change of the federal program caused by regulatory changes, reorganization of the Office of Sur-face Mining Reclamation and Enforcement (OSMRE), ongoing litigation involving OSMRE, and the use of the budget to establish additional mandates on OSMRE and the State Regulatory Authorities have resulted in an unstable program. The instability of the program makes it extremely difficult for the States to implement their programs and to achieve the goals of SMCRA.

Consolidation Coal Company (Consol) supports an active R&D effort to improve the safe, productive mining of coal and to utilize coal in an environmentally acceptable manner. Attention will be focused on degasification of coal seams, continuous coal transport systems, earth sciences activities, and coal combustion. Brief mention will be made regarding the SO2 emissions control programs. The research program constitutes about 1.0% of Consol coal sales which positions Consol as the preeminent coal company supporting broad-based research addressing the full spectrum of the various problems associated with utilizing the nation&apos;s abundant reserves of economical, readily available fuel.

Secondary Ion Mass Spectroscopy (SIMS) was used to study copper ion adsorption, and its effect on subsequent sulfide collector adsorption, on pyrite and pyroxene minerals under flotation related conditions. Copper was found to adsorb on both of these minerals and cause enhanced sulfide collector adsorption. The distribution and depth profile of copper and collector on these mineral surfaces were obtained by using SIMS in the imaging mode. The results of this study have provided a valuable insight to understanding pyrite and gangue flotation observed frequently in operating plants.

This paper documents an effort to explain cutterhead torque behavior observed during slurry pressure balance TBM tunneling through soft ground on the Los Angeles Clearwater project. AI machine learning and mechanics model-based learning was used to characterize cutterhead torque behavior including the TBM operating and ground parameters that influence cutterhead torque. Also, key parameters were from the slurry circuit data, including fines content, in-situ density, pore water fraction and solids content were included. The paper details what was learned using these new data-driven approaches as well as limitations with AI machine learning.

Most analysts find that progress has been evolutionary in any technologic field. To be sure, a few discrete breakthroughs can usually be identified, but viewed in its entirety, the curve of technologic progress over time tends to be relatively smooth with few discontinuities. Even in those cases where a major scientific discovery is achieved, the rate of technologic progress is limited by the often surprisingly slow rate of commercializing the concept into usable products. Whereas discovery and invention tend to be discrete events, technical innovation is often a painfully slow process. In spite of overall gradual change, technologic progress in most fields, when viewed in retrospect, tends to reveal certain relatively homogeneous periods where little change is evident, separated by episodes of accelerated progress. Thus, open-pit mining over the past century has changed from predominately train haulage to truck haulage and is now experiencing a major increase in belt haulage. Ore reserve estimation is another field that fits the same pattern, and the history of mine evaluation lends itself to a similar analysis. Evaluating mine investment opportunities is a fascinating aspect of mining. The unique set of risks inherent to every mining project is particularly intriguing. Geologic risks are most obvious, since faulty ore grade and tonnage estimates are among the leading causes of mine failures. Wide swine&apos;s in mineral commodity prices are usually cited as another major risk in mining. Because any ore deposit is a finite resource and the miner has limited discretion in selecting a mining sequence, mines are generally at the mercy of notoriously fickle commodity markets. There is a tendency for many mine investment analysts to feel that mineral market uncertainties are unprecedented in severity. Of course, prices in other markets rise and fall also-in some cases as precipitously as with minerals. However, two other mining characteristics tend to compound this marketing risk. First, the preproduction development period for a new mine is characteristically long. Under extremely favorable conditions, a significant mine may be developed in as little as two years, but the norm is four to six years or more. Second, mining is among the most capital intensive industries, consistently ranking near the top among all industrial sectors in assets per employee, and near the bottom in annual sales dollars per dollar of assets. Thus, mine investors typically have large sums invested for a long time before the outcome of the venture is determined by notoriously unpredictable markets. This is not a business for the faint of heart, and the importance of sound investment decision making is obvious. The high risk and technical complexity of mining operations have combined to require greater attention to financial evaluation by mining engineers than by most engineers in other specialties. Nearly all early mining engineering textbooks dealt with problems in mine valuation in a detailed manner; and, today, the sophistication of capital investment analysis is high in the mineral industries. Traditional Mine Valuation Methods Although some evaluation process has no doubt accompanied nearly every mine development throughout history, a formalized quantitative approach first emerged in the last half of the 19th century with the establishment of academic programs in mining engineering. The philosophy and approach to mine valuation that evolved at this time were, with periodic minor refinements, considered the standard for nearly a century. Only after 1960 did major changes begin to occur. The traditional approach to mine valuation reflected the investment community&apos;s historic attitudes toward risk. Mines were generally considered too risky for debt financing, and virtually every new mine was financed from internally generated funds or new equity subscriptions. INTRODUCTION There are currently around fifteen companies in the United States and Europe manufacturing hard rock tunneling machines. In recent years upwards of 200 hard rock tunnels of lengths up to 12 miles and diameters to the order of 30 ft have and are being successfully driven by over 100 different machines. It has been predicted that within the next decade over 2,000 miles of tunnels will be driven for transportation purposes in the United States alone (OECD Advisory Conference on Tunneling, Washington, 1970) and it is expected that eventually most tunnels including mine drivages will be excavated by machines. All tunneling machines have certain common basic functions; thrust is applied to drive or hold the rock cutting tools into the face, and torque is applied to rotate the cutting tools over the face so that they can continuously break out rock. The speed of head rotation, together with the torque requirement, determines the cutter head power. (The power required to push the head forward is usually negligible.) There are many factors which determine how successfully a given tunneling machine will perform in a given rock but one of the most important is effective utilization of cutter head power. This paper is a review of the specifications and performance of hard rock tunneling machines, obtained from manufacturers&apos; catalogs, published literature, talks with manufacturers and visits to operating machines throughout the United States and Europe.

Innovative mining technology came to Texas in the form of bucket wheel excavator/cross-pit spreader systems. Texas Utilities Mining Company put the first system to work at its Big Brown Mine in December 1985. The second such system was put into operation at the Monticello Mine in February 1991. The cross-pit spreader systems are mobile, electrically powered, excavation and conveyor systems, the principal components of which include bucket wheel excavators (BVE) and an across-the-pit conveyor (spreader). These crawler mounted machines operate as a unit; the BVE&apos;s excavate overburden, feed it via conveyors to the spreader which in turn conveys the material across the open pit and onto the developing spoil bank. The system at the Big Brown Mine is composed of 2 BVE&apos;s and an across-the-pit conveyor while the Monticello system is made up of 1 BVE and a spreader. The BVE&apos;s prestrip overburden preparing a dragline bench for the final removal of overburden. Numerous evaluations, including lignite production requirements, economics, overburden characteristics, rehandle reduction, spoil stability, and the compatibility with dragline operations, led to the selection of the cross-pit spreader system at the Big Brown Mine. The system has proven itself as a viable and economical means of prestripping. The system&apos;s success at the Big Brown Mine led to the development of a second such system at Monticello. The advent of the cross-pit spreader system is viewed by Texas Utilities Mining Company as a viable solution to recovering deeper lignite reserves in a safe and economical manner.

Introduction Tailings disposal methods used by the mining industry include the use of on-land impoundments, surface and underground mine backfill and marine disposal. The latter method, where applicable and under certain circumstances, can be the most economical and best environmental option. The term marine disposal is used to describe deposition of tailings in the open ocean, coastal waters, fjords and inland lakes. A major element in planning and designing a marine outfall is the assessment of its potential environmental impacts. The nature of the disposed tailings, and the physical, chemical, and biological characteristics of the receiving water body must be carefully assessed prior to deciding whether marine disposal is an acceptable option for a particular project. During the last decade, the North American mining industry has demonstrated a commitment to studying potential adverse environmental impacts of marine tailings disposal and to continue monitoring of the receiving waters. Extensive monitoring programs have been undertaken by Canadian mines. Marine tailings disposal is not used in the United States today. One of the largest U.S. mines proposing to use this option is the Quartz Hill mine of U.S. Borax in Southeastern Alaska. To assure the regulatory agencies and the public of the viability and acceptability of this option, U.S. Borax undertook an extensive program of environmental studies aimed at assessing the impact of marine tailings disposal. This program was part of the feasibility and environmental permitting studies conducted by Bechtel Civil & Minerals, Inc, on behalf of U.S. Borax. Due to the unique nature of the proposed tailings disposal system, a Board of Consultants was established. The Board assisted in planning the modeling and field program and reviewed ongoing work. This paper outlines the basic elements of the marine tailings disposal study program which can be viewed as a prototype for similar studies elsewhere. Background The Quartz Hill molybdenum deposit is located on a knoll in an elevated valley in a mountainous region of southeast Alaska, about 45 miles east of Ketchikan (Figure 1).

"Where can I obtain a reclamation bond today?" "Who is writing your bonds?" These questions are common and heard frequently. The fact that the Society of Mining Engineers has determined that two of the five environmental topics reviewed at the 1989 Annual Meeting relate to reclamation bonding indicates to me that those who are involved in the coal industry, no matter what capacity, remain very cognizant of the reclamation bonding dilemma.

For more than fifty years Walter Kidde & Company, Inc. has engaged in the development and manufacturing of both fire suppression and detection equipment. Our initial work for the mining industry centered around dry chemical extinguish-ing equipment for mine haulage cars. To fulfill this need, Kidde engineered and developed a manually activated dry chemical system to provide protection for the wheel wells, cable reels, and motor compartments on various pieces of underground mining equipment. The next phase of mining operation fire protection for Kidde was the area of detection and automatic fire suppression for conveyor belt heads. Early in 1970, a field evaluation program and belt head demonstration unit was taken to 10 areas throughout West Virginia, Kentucky, Pennsylvania, and Ohio. This extensive field program was a joint effort with National Mine Service Company of Pittsburgh, Pennsylvania. The objectives of this program were to study mine hazard problems and to determine further requirements of mine operators. The resulting belt head detection system centered around our Continuous Strip Thermistor Core heat detector in conjunction with a Kidde stored pressure dry chemical extinguishing system. Continuous Strip detection has been in use for a number of years in aerospace applications. It has proven flexible and reliable for the rapid detection of overheat conditions and fires in engines of over half the aircraft flying today. The use of Continuous Strip gave us flexibility to protect surface areas over and around the actual conveyor belt head equipment. The nature of Continuous Strip allows us to bend, wrap, and attach the 20 foot long thermistor element over the desired protected points of the belt head. An integral part of the conveyor belt head protection system is the control panel utilizing our comprehensive knowledge of fire alarm control logic. This panel contains supervision circuits which sound trouble signals upon detecting a break in the Continuous Strip; breaks in the wiring to the remote electrical extinguishing activators or to the alarm bell; or loss of primary power. This case study embodies the problems of an underground project under current contracting practices. It will provide a realistic framework for a structured examination of the anatomy of a major complex underground project. Just as it will illustrate the frustrations of the parties to an underground contract, it will also provide a means to examine potential opportunities to provide a better way to develop underground space. Urban Transit Authority (UTA) had planned to expand their heavy rail underground transit system through an extension to an existing line. UTA lacked sufficient funding to guarantee the construction and operation of this planned extension. Venture Partner Associates (VPA) in conjunction with four major department stores entered into an agreement to create a major underground space for a commercial/recreational facility. The concept was to locate the facility adjacent to a planned station and beneath existing aboveground office facilities. This group was known as Commercial Development Corporation (CDC). UTA had reached an agreement with UMTA to provide 20 percent of the line and station costs. UTA then entered into an agreement with CDC to provide the needed additional funding for the station work in return for locating the station adjacent to the planned underground commercial/recreational complex. The agreement called for CDC to contribute 20 percent to the station cost to a maximum of $25 million plus a one percent contribution from commercial/recreational revenues for operating costs.

Tunnel Boring Machine Instrumentation A 9.17 m. diameter tunnel boring machine presently in operation in Chicago, Illinois, has been instrumented to continuously monitor and record machine thrust, torque and penetration rate during boring. A micro-processor-based data logger capable of monitoring up to 60 channels of data digitizes and converts into appropriate engineering units the signals from various transducers mounted on the machine. The output from the data logger is sent to a teleprinter, providing a permanent record of measured data. The program control enables the data logger to scan all data channels at desired time intervals. Data obtained to date have been analyzed to determine the interrelationships of the parameters measured. Penetration rate was found to increase linearly with machine thrust with a unit increase in thrust causing more than a unit increase in penetration rate. For low thrust levels corresponding to the initial stages of a boring cycle, the penetration rate was observed to behave erratically until the thrust pressure was sufficiently high for the cutters to establish full contact with the tunnel face. Torque showed a curvilinear increase with machine thrust, reaching the design rating at about 70% of maximum available thrust. No-load torque was approximately 20% of the machine&apos;s rated torque capacity. Overall, the trends observed in measured machine parameters correlated closely with those predicted from experimental and theoretical boreability studies. In summary, the instrumentation system has mett two basic goals. First, it provided extensive and accurate boring data and secondly, it has proven that an automatic data acquisition system can be installed on a TBM and can function under adverse environment.

Improvements in today&apos;s maintenance practices are mandatory as more complex and productive machines evolve in the mining industry. By keeping machine reliability high, through improved maintenance procedures, overall mining costs can be reduced. The Bureau of Mines is investigating diagnostic maintenance systems for underground mining machinery. A hydraulic expert diagnostic system and an electric motor predictive diagnostic system have been designed and installed on a Joy 16CM continuous miner. An electrical diagnostic system has been designed and installed on a Joy 14CM continuous miner. Each system is functionally described and the relative merits of expert diagnostic systems versus algorithmic diagnostic systems are discussed.

A lot of work is in progress to improve copper recovery by leaching-solvent extraction-electrowinning (L-SX-EW). At Outokumpu the focus of attention is on SX equipment development as a result of which a new mixing-settling technology, the Vertical Smooth Flow (VSF) has been introduced. Using helical stirrers in the VSF mixers a more gentle and uniform contacting can be obtained than in the mixing compartments of the low-profile design. The benefits of Outokumpu&apos;s new approach are an essential decrease in organic losses and in aqueous in organic entrainments. Separate pumping using a smoothly pre-contacting "Dispersion Overflow Pump" (DOP) is a key feature of the VSF design. The scale-up of this pump as well as the VSF mixers are shown to follow simple mathematical relationships which also have been confirmed by full scale experiments.

By way of background. it is important to keep in mind that the information presented in this paper relates specifically to synthetically produced precipitated calcium carbonate (PCC) fillers. Natural calcium carbonate fillers manufactured by grinding limestone, marble and chalk, though having similar chemical and physical analyses to PCCs, normally contribute somewhat different performance properties in paint, paper and polymer systems. Many factors have been cited and numerous theories have been proposed for the observed differences. Particle size parameters, surface chemistry and particle morphology are the items most frequently mentioned. A discussion of this subject is beyond the scope of this paper.

The design of underground nuclear waste disposal facilities poses new problems related to the requirement of long term safety against radionuclide migration. The degree and effects of rock disturbance caused by construction and by the long term thermal effects from the hot waste must be predicted with confidence. Computer modeling can, to an extent, be verified by accelerated near-surface tests. Credible extrapolation to deep, long-term conditions requires successful near-surface modeling verification, proper characterization of near-surface and deep rocks, and successful determination of in-situ stresses. Excavation induced disturbance may be assessed primarily by empirical evidence.

A case study based on two recoverable resource modelling techniques (indirect and direct or localised methods) have been derived using typical feasibility study or new mine drilling data configurations from the extensions of an existing mine’s massive production database. The database is from the Gold Fields Tarkwa Gold mine (~6Moz Mineral Reserves and 13-year Life-of mine). The corresponding recoverable resources from the various techniques are then analysed using the open pit Whittle optimisation process. The results were then compared based on the Whittle optimisation results to determine the efficiencies of the approaches and the validity of the recoverable mineral resource estimates for mine planning and financial forecasts (including Cash Flows etc). Based on historical production metal recovery, the paper also assesses the corresponding orebody and mine planning as well as financial risks with regards to the modelling techniques. The study shows that the localized direct and somewhat more straight forward approach if applied efficiently can provide an equally useful tool for computing recoverable resources for mine planning and financial forecasts, as compared to the indirect approach as presently in use.
