Face ignitions occurring during longwall mining are increasing each year and are expected to continue to increase as deeper and gassier seams are mined. Effective methane monitoring strategies are needed to supplement techniques developed either to control the ignition sources or to dilute the gas to an acceptable concentration. Present monitoring strategies do not always detect dangerous concentrations as rapidly as they should. In a number of instances, dangerous concentrations have been observed at the shearer, but are diluted to acceptable levels when measured at the tailgate monitoring location. To effectively monitor and control methane concentrations, methane liberation and emission patterns must be identified. This need has led to a joint research effort between the Canada Centre for Mineral and Energy Technology and the United States Bureau of Mines. By combining the knowledge and experience of both organizations, the methane hazard facing underground longwall operations can be addressed more effectively. A comprehensive plan was developed to monitor methane levels throughout the panel and for an entire longwall mining cycle. In June-July 1986, a case study was performed at the Cape Breton Development Corporation's Lingan colliery in Sydney, Nova Scotia. This initial study was performed on two advancing longwall panels. Methane concentrations and flow patterns from this study are described in this report. A similar study is planned on a retreating longwall panel.

Two bedrock tunnels, 170 to 250 feet deep and with a length of about 17,000 feet each, will be used to convey cooling water from the Atlantic Ocean to the Seabrook, N.H., Nuclear Power Plant. Seismic reflection and refraction surveys were used to obtain preliminary information about overburden and bedrock conditions. A major boring program, including core orientation and water-pressure testing, was undertaken to provide detailed geologic data. The results of the geotechnical investigation were summarized in terms of rock type, frequency and character of joints, degree of weathering, modified core recovery (RQD), pressure-test results and strength and hardness. These parameters were used as a basis for evaluating the feasibility of using a tunnel-boring machine, for designing and estimating the initial support systems, and for evaluating the grouting and tunnel lining requirements.

Progressive Design-Build is becoming a more common delivery method in the tunneling industry. This approach allows the Owner to select a design-builder primarily based on qualification instead of lowest price. The delivery method promotes flexibility and collaboration at all levels from the initial design stage through construction. Using the example of the Atlanta Airport Plane Train Tunnel West Extension, value-added risk management was added during the initial design phase with an independent reviewer. This paper presents the independent reviewer transitioning from constructability review in the very early stages of design to independent design verification to on-site supervision during construction.

Under a cost-shared Department of Energy contract, awarded as part of the Coal Preparation Program&apos;s High Efficiency Preparation subprogram, Custom Coals International will be installing and testing a 227 kglhr micronized-magnetite cycloning circuit in PETC&apos;s Coal Preparation Process Research Facility. The project includes the design, construction, testing, and decommissioning of a fully integrated circuit complete with feed coal classification to remove the minus-30-micron material, dense-medium cycloning of the 300 by 30 micron feed coal using micronized magnetite (<10 microns), and medium recovery via drain & rinse screening and various stages and types of magnetic separation. This paper will describe the micronized-magnetite beneficiation technology and the scope of work for this project including an update on the status of the project, the circuit, and the proposed test plan.

Introduction On June 20, 1986, the Occupational Safety and Health Administration (OSHA) published revised asbestos exposure standards for general industry and construction. The standards reflect OSHA&apos;s attempt to adequately control workplace exposures to minerals it considers carcinogenic - minerals capable of causing or contributing to cancer. These standards specifically identify asbestos as: chrysotile, an asbestiform serpentine mineral; and the amphibole minerals amosite, crocidolite, tremolite asbestos, actinolite asbestos, and anthophyllite asbestos. Each of these has a more common nonasbestos mineral analog that exists in nature in a crystalline, blocky shape rather than the hair-like or fibrous shape of asbestos. The mineralogical names for three of these nonasbestos minerals are unique: antigorite for chrysotile, cummingtonite-grunerite for amosite, and riebeckite for crocidolite. The other three nonasbestos analogs do not have unique mineralogical names. They are simply designated as actinolite, tremolite, and anthophyllite without the word asbestos following their names. The 1986 OSHA standards not only cover exposure to the six asbestos minerals, they also cover specifically the nonasbestos forms of actinolite, tremolite, and anthophyllite (AT&A). The new standards regulate these minerals exactly like asbestos (OSHA, 1986). The construction aggregate industry views this as a major problem because these nonasbestos minerals are common amphibole rock-forming minerals in the earth&apos;s crust. They exist in small quantities over large areas of the United States (Kuryvial et al., 1974). These minerals, unlike asbestos, are not mined for a specific commercial purpose. They are unavoidable components in much of the aggregate used for construction throughout the US. They are also common in the gangue material of metallic ores. There are areas of the US where amphibole-bearing bed¬rock is common. Not every rock mass in these areas contain amphiboles, however. It does mean, though, that amphiboles are physically compatible with many of the rocks in those areas. And given the correct geochemical conditions, they will be present primarily in the nonasbestiform variety. In addition, these amphiboles will probably exist in the natural drainage system, sand and gravel deposits, stream sediments, lake shores, valley basins, or ordinary beach sand within these areas. There has been little quantification of nonasbestiform AT&A in dusts and soils in the US. This is not surprising since these nonasbestiform minerals are not commercially valuable. However, an example of the pervasive nature of these minerals can be found in a 1981 Geological Society of America publication where about 0.7% tremolite-actinolite was found in the desert dust in and around Tempe, AZ (Pewe, 1981). Since OSHA standards treat these common nonasbestos minerals as carcinogens in the same way as asbestos, large natural areas in the US are implicitly being labeled as hazardous by OSHA. When a substance is identified as a carcinogen, another OSHA standard comes into play, the Hazard Communication standard. There are also right-to-know laws in 9 states that essentially duplicate this federal standard. These standards require that a product containing 0.1% or more of an OSHA-designated carcinogen be labeled as such (OSHA, 1983). This means that much of the stone and sand gravel products occurring naturally and mined in the US could be labeled a carcinogen when, in fact, they are not. The National Stone Association (NSA) and the domestic construction and mining industries believe that OSHA has seriously erred. The NSA has studied the health, mineralogical, technical, economic, and legal basis for OSHA&apos;s action. These studies concluded that there is no justification for the agency regulating nonasbestos minerals as if they were asbestos. Health issues The preamble to OSHA&apos;s 1986 asbestos standard states that evidence for asbestos-like health effects from exposure to nonasbestiform varieties of AT&A is inconclusive (OSHA, 1986). The fact is, not only are the data inconclusive, they are nonexistent. During 1986-1987, NSA&apos;s occupational health and epidemiology consultant, Environmental Health Associates (EHA), reviewed all available health studies related to AT&A. EHA found evidence that malignancies in both experimental animals and humans are associated with the asbestos forms of these minerals. No experimental or epidemiological evidence was found that indicated such pathogenic effects occur from exposure to nonasbestiform varieties of these minerals. There are relatively few scientific studies of the health effects of exposure to nonasbestiform varieties of AT&A. The Deserado Mine, located in northwest Colorado, is an underground coal mine designed to produce 1.225 million tons (1.35 million short tons) of clean coal per year for the Bonanza Plant located in northeastern Utah. Coal is transported to the power plant via a 61 kilometer (38 mile) captive railroad. Most of the surface facilities and the stationary underground equipment is controlled and continuously monitored by the computers located at the surface control room. In addition to system control, the computer also continuously monitors vital environmental conditions using sensors located at various critical locations underground. The system&apos;s advantages are increased mine productivity and safety.

Capital resource budgeting is the way managers of publicly held companies fulfill their fiduciary responsibility to maximize the wealth of stockholders. Managers maximize shareholder wealth by allocating investment capital to the most productive of competing alternative projects. Managers do this in a manner that maximizes the net present value of the firm&apos;s future cash flow. The techniques of cash flow analysis are the primary tools available for selecting a corporate portfolio of projects that meets or exceeds the rate of return expected by shareholders. The reliability of cash flow analysis hinges on the ability of managers to forecast the future values of individual components of cash flow. The accuracy and reliabil¬ity of forecasting determine the soundness of capital investment decisions and, ultimately, determine the value of the firm.

The paper applies the principles of the incompressible viscous fluid-flow to studying the movement of particles on shaking table and examines the separating process of tabling according to Bagnold&apos;s shearing theory. It is shown that, in addition to the periodic movement, the particles possess the uniform movement on the asymmetrical reciprocating table; the dilation of the particle layers on the table is periodically obtained; on the backward stroke, the particles in the bed are kept loose because the shearing dispersive pressure is of maximum: the differences between the light and heavy particles become greater when the length and frequency of the stroke are greater and the deck motion is more asymmetrical.

The progress results of a pilot plant study on the effects of ball top size and other mill operating parameters are reported. Test series on taconite and quartzite crude ores using a 1.7-m diam primary mill in closed circuit with a vibrating screen indicate clear trends on the improvements of mill throughput and power consumption when using larger diameter balls. Possible effects on mill liner and ball consumption as well as future research plans are discussed.

Previous work by the authors has shown that the performance of a flotation column can be improved by the use of horizontal baffles. These baffles prevent axial mixing and also reduce "churning" of the froth by breaking up or preventing the formation of large air bubbles. In this paper, results from tracer experiments are presented that show the effects of horizontal baffles on the reproducibility and stability of the column operation. The baffles prevent random disturbances, such as unusually large air bubbles and turbulence, from rapidly propagating along the height of the column. Because these factors are responsible for much of the variations in column performance between tests, the result is that the horizontal baffles make the column performance more reproducible, with fewer short-term variations.

Despite its importance in various diverse industries, research on beneficiation strategies of boron minerals has not received enough attention. Boron minerals are primarily upgraded by wet processing methods. However, severe environmental constrains have accelerated the development of dry processing techniques such as calcination. Interestingly, the boron minerals colemanite, ulexite and borax undergo decrepitation, shrinkage and expansion, respectively, upon heat treatment. Each mineral then requires a different beneficiation scheme. In this study, laboratory and pilot-plant studies conducted in our laboratories on the calcination of boron minerals are briefly reviewed and their implications to commercial operations are discussed.

An intelligent supervisor developed using expert system tools and applied to a crushing plant is presented in this paper. The structure of this supervisor, based on a model of a human operator, consists of a Knowledge base containing a qualitative model of the process, and a Rules base with the heuristic logic used by an operator when supervising a plant. The simulation results obtained show the potential of this type of systems to supervise the automatic operation of a plant.

Increasing concerns of industrial hygiene and worker health issues and resulting regulatory actions, coupled with continuing advances in mining systems, are placing new burdens on the industry and Federal Government; particularly, mine ventilation departments. More encompassing worker health programs are required to respond to Federal promulgation of regulations and to keep abreast of techno- logical advances in the mining industry. The relationship between the mining industry and Federal agencies involved in rulemaking is presented, along with the rationale of an Industrial Hygiene Management Plan. This plan or strategy focuses on developing partnerships and collaborative research groups to address the controversial health issues facing not only the mining workforce, but our society.

In response to a request from the Mine Safety and Health Administration (MSHA), the US Bureau of Mines completed a respirable dust survey of 18 US coal preparation plants. Of these, three were essentially free of dust problems. Respirable dust exposure to workers in the remaining plants depended on the time spent in the dusty areas. In five of the plants surveyed, Bureau tests showed that in some areas worker exposures could exceed Federal dust limits in less than two hours. Cooperative studies were arranged with coal preparation plants using three different dust control techniques. These included a standard baghouse-type dust collector, two types of scrubbers, and an electrostatic precipitator. Results of these evaluations are presented. Various types of ventilation systems used during summer and winter conditions were also evaluated. Results showed that appropriate ventilation can provide a highly cost-effective method for controlling coal preparation plant dust.

For the development of deep hard rock mines fast access to the orebody is critical. In some cases the mineralized area is more than 1500 m (5000 ft) below surface. Excavation of shafts or declines is typically on the critical path of the project schedule. Saving time on those activities can significantly increase the net present value of the mining project. Mechanical excavation methods are a step-change in excavation performance and labor safety compared to drill and blast operations. In hard rock conditions roadheaders can not be used effectively, so disc cutting is the first choice. For excavation of declines tunnel boring machines (TBM) can be used in many cases. These provide in certain rock conditions considerably higher production rates compared to drill and blast excavation.

The U.S. Bureau of Mines research on the use of cement as an agglomeration aid allowed precious metals heap leaching to become an economically viable method of precious metal recovery during the 1980&apos;s. However, many agglomerated ore bodies still exhibited poor heap/agglomerate strength. Precious metal recovery was often too slow or required prohibitively high levels of cement to be economically sound. Problems with heap ponding, blinding, and solution channeling and "wash-out" indicated that there was a need within the industry to improve on existing agglomeration technology. An in-depth research effort was undertaken to satisfy this need. Three years of research led to a patent on the use of vinyl addition polymers as effective agglomeration aids. A close working relationship between Brewer Gold and Nalco Chemical Company aided in the development of this program. This paper details the pilot test work, the full-scale evaluation at Brewer Gold Company, and conclusions.

When extending the life of an existing mine in Appalachia, it is common to acquire the adjacent reserves and extend the existing mine into it. The existing mine is often renovated to accommodate the new conditions. The existing mining system and the track and belt haulage systems may he modified while the new property is integrated into the old one. All of these changes create new constraints for the mine ventilation system (MVS) that require proper planning and control procedures. This paper presents a study that was carried out for the ventilation system of a newly expanded underground coal mine in the Appalachian region. The process of correcting the ventilation system of the existing mine is discussed. That is followed by a discussion of some of the stages of controlling the expanded system. Numerical data for these steps are also presented.

There has been some confusion over the selection of discount rates when performing stochastic simulations of a project&apos;s net present value (NPV) using risk- adjusted discounting techniques. Some argue that lower discount rates should be used when performing stochastic valuation simulations. This creates higher NPV values and improves the attractiveness of a project. Others argue that the discount rate should not be lowered for these simulations. This paper exposes the source of this confusion. It demonstrates that stochastic simulations do not remove the risk inherent in a project and, therefore-do not improve a project&apos;s value to the risk-averse investor. Risk-adjusted discount rates should, therefore, not be adjusted downward when performing stochastic NPV simulations. Stochastic simulations are, however, shown to he useful in several aspects of project valuation.

GENERAL BACKGROUND The first mention of the presence of bauxite in the mesozoic series of north-west Sardinia (fig. 1) is owed to Oosterbaan, a Dutch geologist, who carried out a geological survey of the area in the ninetten thirties. A more detailed study of the mesozoic series was attempted in the fifties by Pecorini and other, who concentrated particularly upon the stratigraphy of the bauxitic horizons, through examination of the various outcrops. In the sixties a pining company, Monte Amiata S.p.A., turned its attention to a section of the deposit outcropping near Olmedo and, considering it to be of some promise, carried out prospecting works consisting essentially of various trenches, some bore holes, a few adit and a. layout plan for the preparation and execution of trial exploitation. The results, although positive, did not convince the company&apos;s shareholders to continue the exploration. This report, which is intended as a new contribution to knowledge of the Sardinian bauxite deposit, takes into account the information acquired not only from a drilling prospection begun in 1979 in connection with the SOMIT-PROGEMISA joint venture, but also the results of structural studies and numerous chemical, mineralogical and

Sampling data from large mined out areas of, existing Witwatersrand mines is split into areas accepted as &apos;mines&apos; and used to provide for each mine the equivalent of a number of sets of borehole values as well as the follow-up &apos;actual&apos; value. This data is used to establish the spatial structures on a macro scale between &apos;mines&apos; for grade as well as variance and the suitability of the three-parameter lognormal model Is tested for the borehole and &apos;mine&apos; frequency distributions. A comprehensive range of borehole valuation techniques is then applied to a large number of borehole sets on an individual mine basis. The results for each technique are then compared with the corresponding follow-up &apos;actual&apos; values for these mines. After normalisation via the three- parameter lognormal model the estimates are also correlated with the &apos;actuals&apos; to define any conditional biasses and to establish the observed error distributions and error variances of the estimates. On this basis the various techniques are rated for their relative efficiencies and the significance of the advantages gained.
