This is a world of change and has been from the beginning. There are constant efforts on the part of natural forces to wear down the high spots and fill in the low spots. Wind and water over eons of time tunnel through obstacles and build windways and waterways to make movement of air and water easier and more efficient. It is a natural, never ending, ever changing continuing effort. Man in his struggle to survive, and to progress, has had to adapt the terrain of the earth to fit his needs the best he could. First, he used natural caves to protect him from the elements; then he learned how to build earth and rock-moving tools from antlers, bone, rocks, and sticks and adapted his cave to increase his security and provide better protection from heat and cold and from his predatory enemies. As his numbers increased, so did the necessity of further adapting his environment to accommodate his needs. Water was usually not available when and where needed, especially in the desert areas where civilization developed, and long tunnels were drilled to intercept ground waters and lead them to underground caves carved out of soft limestone. Most of the tunnels of early man were to bring water from where it was to where man needed it. Then, as now, as man increased his chances for physical survival, he turned to the quality of life -- and this reflected in the concern for life after death. This lead to the elaborate shafts and tunnels for the protection and prservation of the more affluent noblemen and pharaohs of the early Egyptian civilization. Man used the underground for the stable temperature and for protection and safety.

Coal flotation applications utilizing column flotation have been shown to improve grade and recovery when compared with traditional mechanical cell flotation. Deister Flotaire Column Flotation Machines have been installed in pilot and commercial coal cleaning applications. Comparative data covering prior and current flotation is presented. In addition, special characteristics covering the Deister air generation system are presented.

The seven most important base and precious metals produced in Canada are copper, nickel, lead, zinc, molybdenum, gold and silver. Because much of Canada's mineral production is exported in the form of concentrates, it is of special interest to keep track of the production of these various concentrates and the capacity utilization of the concentrators producing them. Annual data surveys on individual concentrators, coupled with the interactive capabilities of the computerized mineral product ion system through a custom-tailored, fairly low-cost computer system configuration are used for ongoing monitoring. Rapid analysis of concentrator production can be carried out on a disaggregated basis that allows policymakers to see specific reasons for significant changes over the years.

In this paper, we consider open pit optimization. At present, most methods specify the economic parameters and then find the corresponding optimal pit. But as the economic environment varies (which it does regularly these days), the "optimal" pit changes and quite often changes markedly. The questions are: by how much does it change and which parameters are most influential? The functional approach of Technical Parameterization of Reserves, devised by Matheron in 1975, gives the set of all the different optimal pits, under any economic condition. It separates technical design and economic assumptions and thus permits the use of several optimality criteria when choosing the final pit, and not just the maximization of an additive profit formula. Very efficient specific algorithms are presented to obtain all the potentially optimal pits. Fluctuations in the parameters induce changes in the optimum design. Inclusion relations that exist generate very tight bounds and hence very quickly detect optima, even when using a classical adaptation of maximization techniques (graph theory, moving cone, dynamic programming ...). The advantage of Technical Parameterization of Reserves over other methods is that it provides a nested sequence of optimal pits which can then be used for mine scheduling. Many possible mining schedules can be obtained by using the family of technically optimal projects to split up the orebody. The "optimal" schedule, which is in fact a compromise between the different requirements of the economists, the mine planner and the metallurgist, can be chosen from within the wide scope of possibilities. A practical example of mine scheduling for a chromite mine is presented in detail.

The Falconbridge Dominicana laboratory receives samples from all parts of the operation. Ore, metal and oil samples are taken by operating departments, gas and water samples by the laboratory staff. Physical sample preparation is essentially standard and produces comminuted samples for wet-chemical analysis and X-ray fluorescence analysis (XRF). T he main operating sections of the laboratory are described indicating in each case the type of instrumentation and method used, sample types analysed and comments on problems experienced. Emphasis is given to the sample preparation and X-ray sections especially with regard to the difficulties caused by our heterogenous ore material, calibration of the instrument and operational malfunctions. General problems related to our remote location and the tropical climate are discussed. Limited statistics on instrument availability, and stability, accuracy, precision, etc., are given.

Strategic planning, including the process of developing competitive strategy, is an integral part of all organizational management; from one person operations to multi-national Fortune 100 firms. The structure of that process varies from decisions and direction based upon one person's intuition to the integration of multiple strategic planning groups from each of a firm's many business units. Everyone has heard interesting strategic planning stories such as the railroad industry's long term failure to realize that they were in the transportation business and not the railroad business, the decision to "give away the razors and sell them the blades", Caterpillar's "SOQ NaP" campaign (Sell On Quality, Not On Price), or the tanker industry's eventual realization that by better managing turn-around the firm could control their largest single cost: depreciation. It is important to remember that very few strategic planning decisions are going to become Harvard Business Review case studies. That fact does not, however, diminish the need for understanding the firm's business, and actively planning how it is going to remain in business in the future!

With Utah Power & Light Mining Division's commitment to operate the safest and most productive mines possible, a decision was made to purchase and install mine-wide monitoring systems for use in the mines. After review of several different systems the Conspec Senturion 200 system was chosen. Three separate systems were ordered to fulfill the monitoring requirements of the six mines in operation: one system for the Deer Creek Mine one for the Wilberg/Cottonwood complex, and one for the Deseret, Beehive and Little Dove complex.

The paper discusses the legislative and practical approach adopted to problems of management of environment in relation to coal mining in a very sensitive area of the south coast of New South Wales. The environmental problems are complicated in this area due to multiple and very often conflicting land usages. The environmental approach in relation to water quality maintenance, noise control and air quality is discussed and methods adopted meet stringent requirements. Requirements of New South Wales Regulations on Environmental Impact Statements (EIS) are described.

Conventional disposal of waste rock results in the construction of benches with fine and coarse layers dipping at the angle of repose. This interbedded structure influences flow pathways within the waste rock. A numerical modeling program was conducted to study a four-layer system consisting of alternating fine and coarse waste rock. The system was inclined from the vertical to forty-five degrees with heights varying from one to twenty meters. The results show the effects of gravity as preferential flow developed under unsaturated flow conditions.

Mine fire emergency planning requires simulation of the interaction of the fire and ventilation system and the subsequent distribution of products of combustion (POC). Several computer models were developed by the Bureau of Mines to perform this simulation. The most recent and advanced program, MFIRE performs normal ventilation network planning calculations, and dynamic transient state simulation of ventilation networks under a variety of conditions. MFIRE simulates a mine's ventilation system and its response to altered ventilation parameters such as the development of new mine workings or changes in ventilation control structures, external influences such as varying outside temperatures, and internal influences such as fires. A major concern of mine fires is the heat- generated ventilation disturbances which can move POC through unexpected passageways. This Bureau paper describes recent in-mine experiments conducted at the Waldo Mine near Magdalena, NM to validate the temperature distribution and heat exchange with rock functions of MFIRE.

Adrian Fleming is Executive Vice President of Exploration for Golden Star Resources Ltd., Denver. Adrian is an Australian who graduated in 1973 with an honors degree in geology from Newcastle University, New South Wales. His extensive international experience has spanned exploration, project development, and operations for both large and small companies in Australasia, Southeast Asia, North and South America, and Africa. Adrian has been with the Golden Star group of companies for four years and he is responsible for all exploration activity. ABSTRACT Golden Star acquired the rights to the Omai prospect in 1985 at a time when the country of Guyana was out of favor with the exploration fraternity. Subsequently in the late 1980s and early 1990s, Golden Star acquired exploration properties in Suriname and French Guiana well ahead of its competitors. Golden Star's strategy entailed identifying windows of opportunity and aggressively pursuing them. We also recognized that the Guiana Shield hosted a significant area of highly prospective greenstones which were comparable in metallogenic potential to similar terrains in eastern Canada, western Australia and west Africa. The geological skills Golden Star developed and the exploration techniques employed to explore deeply weathered rocks are described. The paper highlights the key elements of Golden Star's strategy and illustrates how some of the milestones reached by the company led Golden Star to establish an enviable portfolio of gold and diamond properties in the Guiana Shield.

Ashanti Goldfields Corporation (Gh) Ltd., the leading gold mining operation in Ghana is embarking on a major rehabilitation and expansion programme to increase gold production. A new southern ventilation district was targeted for this programme, and the ventilation system was to be reviewed in order to cope with increased production. The southern ventilation district was previously ventilated by booster fans. This arrangement was however, inadequate to solve the problem of the need to reduce smoke clearance time of the production areas, and to generally improve the underground ventilation conditions. Fan maintenance costs increased with the number of fans installed in the booster fan arrangement, and the fact that the fans were installed underground made maintenance difficult and took longer time. It became necessary to consider the installation of a new main fan on the surface. This paper gives an overview of the ventilation systems of the southern ventilation district of the mine before and after the new main fan was installed. The field tests carried out on the fan to ensure that it complied with supplier's specifications are described, and the new system analysed to see it's effectiveness.

Foster-Miller has recently developed a new concept for a highly specialized shaft lining system. This innovative shaft lining system uses a continuous slip forming placement technique, lining the shaft from the bottom up such as in a raised bored shaft. Although this part is not unique, the concept is designed to use polyurethane foam instead of concrete for the liner material. Furthermore, the concept is designed to attain rates of advance of 30 m/h (98 fph). The polyurethane foam liner is designed to be thinner (100 mm or 4 in.) than a conventional concrete liner (300 mm or 12 in.). It will eliminate the high cost associated with the erection and operation of an on-site concrete batch plant. The system will be designed to operate remotely, requiring few personnel for its operation. This system (or parts of it) may be appropriate where fast construction speed is required or where a jointless liner is needed.

INTRODUCTION Design and development of new products generally proceeds through a phase of initial development and discovery based on the evolution of existing arts, followed by technical innovation and development based on both pure and applied research. The development of the mechanical tunnel boring machine (TBM) has followed a similar pattern, with the first machines closely resembling continuous coal miners. In general, however, the design of TBM's to date has been more a result of evolution and discovery than of new technical innovation, even though large sums of money have been spent on research and development. In particular, the results of experimental laboratory and field investigations have had little effect on tunnel boring machine design, and the better performance of TBM's today over those of 10 or 15 years ago, is due more to increased mechanical reliability and greater operating experience, than to improvements in penetration rates and rock fracture capability. The improvements made, have been mainly by the machine and cutter manufacturers who recognize the greater efficiency and economic advantage of utilizing large single row cutters with high load capacity along with large edge spacing. Are there any improvements to be made, therefore, in TBM performance without new and dramatic technological breakthroughs? Can TBM manufacturers design greater performance into their machines by a logical extension of the present art, and by applying what has been learned in the laboratory and field? Some, for example, believe that the kerf cutting system of boring rock is at, or close to, its opti¬mum and little improvement can be made in the present TBM concept.

P. T. Pacific Nikkel Indonesia (PTPNI) was incorporated in Jakarta, Indonesia in February, 1969 by a group of Dutch and North American companies. At the same time, a Contract of Work with the Government of the Republic of Indonesia was signed, granting Pacific Nikkel all the necessary licenses and permits to explore and develop all nonradioactive minerals in two separate areas in Irian Jaya, eastern Indonesia. Nickel mineralization occurrences were confirmed by Dutch geologists in the two areas in 1952 and 1955, however, detailed exploration began in June 1969 after the Contract of Work was signed. Since that time, numerous studies and investigations have been conducted to determine the feasibility of producing metallic nickel in Irian Jaya. Four engineering studies, two bulk sample tests, an oceanographic survey, and a preliminary site investigation indicated that construction and operation of a nominal 100 million pounds per year metallic nickel plant on Gag Island were technically feasible. The fourfold increase in the price of oil in late 1973 without a corresponding adjustment in the price of nickel necessitated a reevaluation of the project, the results of which showed that the project required other conditions to be viable. Subsequently, analysis of: the future projected nickel supply-demand and cost-price relationships, the economics of treating a higher grade feed, and participation by the Government of Indonesia, indicate that the project will be viable. Therefore, planning of the Gag Island Nickel Laterite Project is continuing with the objective of commencing production to supply the market in the 1983-1984 time period.

GENERAL HYDROLOGIC REGIME The total hydrologic cycle must be considered when evaluating potential ground water problems in a mining environment. Precipitation is the ul¬timate source of all surface water and essentially all ground water. Stream flow during low flow periods often orig¬inates as seeps or stream gains (base flow) where the water table intersects the land surface. A stream that is higher in elevation than the ground water system may lose flow, thereby recharging the ground water system. The magnitude of stream gain or loss is dependent upon the hydraulic conductiv¬ity and related properties of the underlying hydrostratigraphic units. Ground water moves constantly from recharge areas to discharge areas (streams and springs) usually at very slow rates. Large quantities of ground water may be in¬tercepted in many underground mining environ¬ments. Construction of an underground mine in saturated formations may encounter ground water inflows ranging from very small to very large and from continuous to intermittent depending upon the hydraulic properties of the hydrostratigraphic units penetrated. SURFACE WATER VARIABLES Precipitation occurs in different forms, varying amounts, and with a wide assortment of temporal and areal distributions in the various mining dis¬tricts within the United States. Mine inflow can be affected in a matter of hours by precipitation events where there is a direct hydraulic interconnection between the mine and the surface through fractures or a mine opening. The timing, form, amount, and distribution of precipitation should be evaluated in a mine inflow study. A portion of the precipitation that falls in a topographic basin moves as sheet flow to runoff channels (Fig. 1). Some of the precipitation infil¬trates the unsaturated soil zone where it can either move laterally as interflow to the surface system to augment stream flow or move downward as re¬-charge to the ground water system. The unsatu¬rated zone (called the zone of aeration or vadose zone) can range in thickness from essentially zero to a few hundred feet. The saturated zone or ground water system occurs below the water table (zone where hydrostatic pressure is greater than atmos¬pheric pressure) where all the pores are filled with water (Freeze and Cherry, 1979, p. 44). Moisture can be lost from any of the systems (surface water system, unsaturated zone, and ground water sys¬tem) by the processes of evaporation and transpir¬ation which return moisture to the atmosphere. Stream flow consists of runoff and interflow components plus an additional base flow compo¬nent (Fig. 2). Base flow constitutes ground water discharge to a stream. Base flow plays an increas¬ingly significant role as total stream flow declines. Base flow is important because it constitutes much if not all stream flow between periods of precipi¬tation when runoff and interflow have largely dis¬sipated. INTERACTION OF SURFACE WATER AND GROUND WATER SYSTEMS Recharge from a surface water system to ground water systems can occur via unsaturated or saturated flow. The amount of recharge is depen¬dent primarily upon the vertical hydraulic conduc¬tivity of the formations underlying the stream and the availability of water. Streams that flow over low hydraulic conductivity formations lose little water even if the ground water levels are significantly lower than the stream. A ground water system may contribute flow to a surface water system but nor¬mally only by saturated flow. This contribution usually takes the form of seeps, springs, and the base flow of streams. After being closed for three years, Specialty Minerals Inc.'s Port Inland limestone facility reopened in the spring of 1992 as a commercial limestone producer. In 1990, Specialty Minerals, a division of Pfizer Inc., bought Port Inland's reserves and equipment from Inland Steel because of the strategic value of the limestone for the production of precipitated calcium carbonate (PCC). Specialty Minerals' project team faced many challenges in reconstructing the Port Inland facility. Many traditions and norms had to be overturned to achieve the productivity, flexibility and cost necessary to survive in today's competitive minerals environment. Port Inland's history Inland Steel built Port Inland in 1930. It was operated as a captive source of metallurgical grade limestone for the steel industry until its closure in 1989. The facility is located in the Upper Pen¬insula of Michigan on the north edge of Lake Michigan. Operations consist of a deep water port facility with crushing, screening and stockpile storage for 453 kt (500,000 st) of finished product at the port. Ninety-nine percent of the stone is shipped by lake boat to ports within the Great Lakes. The operation is unique in that both metallurgical dolomite and limestone are produced on site.

The Floorgas and Roofgas simulation programs are used to identify strata relaxation zones and their boundaries, to assess active gas sources from coal seams and gas¬bearing rocks and to determine relevant gassiness prediction coefficients for any local longwall. The paper shows that by use of the print-outs from the Floorgas and Roofgas programs the following benefits are achievable: • identification of the shear and gas discharge zone positions in the floor, strata relaxation angles and various gas discharge zone positions in the roof, which are both relevant to local geological and mining conditions • optimisation of cross-measure drainage hole length, location, number and angle of inclination calculation and definition of gas make prediction coefficients such as the release ratio from adjacent coal seams, specific gas emission during longwall extraction and the relationships between gas make, longwall width and coal production levels.

Liebherr Mining Equipment Co., of Newport News, VA and Baxter Springs, KS, introduced the T282, a new two-axle, diesel-electric, AC drive haul truck with a payload capacity of 327-t (360-st). The T282 was unveiled at a press briefing in October 1998 at the company's Baxter Springs research and development1 manufacturing facility. In addition to an increase in pay- load capacity, the truck's AC drive system has been de- signed to allow for easy configuration to a trolley-assist system with minimal additional equipment. The T282 provides fuel savings, reduced maintenance requirements, and reduced downtime and maintenance costs, providing the mine operator with increases in productivity. Basic dimensions and weight of the T282 are: ? Overall length, 14.5 m (47.5 ft). ? Overall width, 8.7 m (28.7 ft). ? Loading height, 6.5 m (21.2 ft). ? Height - body up, 13.9 m (45.9 ft). ?
