There is a saying, the greater the gratitude, the shorter the speech. That puts me in a quandary, because while I am grateful for the honor you do me today, I also want to talk about a subject very important to all of us. A few months ago, when I was asked to submit a title for my talk, I chose "Quality where it counts." I did so because perhaps the most important thing we at Amax did in our restructuring was to commit to quality in all our businesses - quality people, assets, and operations. Together, they create quality performance, which produces quality growth and increased shareholder value - our prime corporate mission. We are dedicated to quality. At Amax, quality means everything. Today, I want to discuss quality in another context - the need for it in American education and what we have to do to achieve it. If we ignore this need, we will all suffer the consequences. And they will be upon us far sooner than the next century, barely a decade away. I think almost everyone in this room works for an organization that had to restructure in the 1980s. Mining companies that did not, just didn't make it. Well, we did. As an industry, we are seeing improved profits, positive cash flow, and a more competitive position in the world marketplace. But all the restructuring we have done, all the hard work, and all the pain that was part of it, will be in vain if, down the road, we do not have the educated people we need as workers. We need them to design, manufacture, and market the products that use the basic materials produced by the mining industry. Simply put, we are at a crisis point in education today. That is no new revelation. Nearly six years ago, the National Committee on Excellence in Education published its report, "A Nation At Risk." Since then, things have not gotten better. The Wall Street Journal, Business Week, US News & World Report, and Fortune have all recently published stories about the sorry state of education in the United States. The subject has become the topic of TV talk shows as well as national commissions, and for good reason. The pool of young people entering the US labor force is dwindling. In the next decade, 10 million fewer will enter the job market compared to the 1970s. But fewer of them will be qualified to do the jobs available to them. Here's why: • 20% of today's high school students drop out before they are 18 and another 20% graduate functionally illiterate; 40% of today's fourth graders think the world is flat; • 20% of today's sixth graders cannot locate the United States on a world map; • one of every three ninth graders cannot figure the change for a two-item meal - and I'm talking about a Big Mac and fries. These are not just problems of minority kids in big city ghettos. Fully 40% of all young working Americans cannot add up their lunch bill. Three out of every five college freshmen need some kind of remedial work. These statistics are frightening. Particularly so because, while the work force is becoming less qualified and our public education system is getting worse, our products and technologies are becoming more complex. We are approaching a time when we will have machines that recognize handwriting but people who cannot write. We will have technology to take voice commands, but people who do not know what they are talking about. The accelerating pace of technology is changing the nature of the job market. The fastest growing jobs now, and in the years ahead, are in professional, technical, and sales positions requiring the highest education and skill levels. Most of these jobs will require the use of a computer. Yet, 95% of today's graduating high school students have never laid a finger on a computer keyboard. "INTRODUCTION The 2014 SME Guide for Reporting Exploration Results, Mineral Resources, and Mineral Reserves (the SME Guide) has been adopted by the Society for Mining, Metallurgy, and Exploration, Inc. (SME). The SME Guide is recommended as a minimum standard and a basis for developing industry best practices in the classification of Mineral Resources and Mineral Reserves for public and private purposes. The Guide is therefore strongly recommended to be used by members of this organization. The SME Guide was updated in 2014 to include CRIRSCO (Committee for Mineral Reserve International Standards) core definitions, and it is envisioned that the U. S. Securities and Exchange Commission (SEC) will adopt the SME Guide in 2016. However, as of the end of 2015, the SEC Industry Guide 7 remains the standard for the U.S. reporting of Mineral Reserves. This paper will cover the classification of Mineral Resources and Reserves, a discussion of Modifying Factors, and the classification definitions and guidelines. The definitions and guidelines contained in this report are from the SME Guide. FRAMEWORK FOR MINERAL RESOURCE AND MINERAL RESERVE CLASSIFICATION Figure 1 illustrates the classification of Mineral Resources and Mineral Reserves using the Guide. Mineral Resources are divided into three classifications of Inferred, Indicated, or Measured while Mineral Reserves include Probable and Proven classifications. These classifications reflect improved knowledge and confidence of the deposit from the top of the figure to the bottom. In other terms, the deposit risk also decreases from top to bottom.The relationships in Figure 1 reflect different levels of geoscientific knowledge and different degrees of technical and economic evaluation. Mineral Resources can be estimated on the basis of geoscientific information with input from other disciplines to establish reasonable prospects for eventual economic extraction. It was not too many years ago that the classification of a Mineral Resource was based on the evaluation of a limited set of factors that included spatial drill hole and grade distribution (kriging variance, as example), distance to the closest hole, and number of samples used to estimate a block grade. These are still important considerations, but classification following the Guide must also take into account sample integrity, sample QAQC, database integrity and completeness, geological understanding, and geological and grade or quality continuity. In addition, a general consideration of the Modifying Factors, to establish reasonable prospects for eventual economic extraction, adds complexity to the classification."

Operators are often challenged with the management of water throughout the life cycle of a mine. High water levels can lead to physical or chemical instability of water-retaining structures. Operators need to predict changes in water levels to make timely operational decisions and plan for contingencies, particularly in remote legacy mines. A closed mine in northern Canada with no permanent on-site personnel had a simple water balance model that was effective for decades to inform annual water treatment operations. In recent years challenging water quality and more stringent effluent quality criteria has strained those treatment operations and led to more water being stored. Additionally, the region has experienced more precipitation and higher water levels, which have triggered emergency response activities. A calibrated probabilistic model was used to provide enhanced prediction capabilities and to identify key sensitivities in the water balance for monitoring. A several-year case study shows the value that this modelling tool provided for mobilizing personnel and performing response actions, particularly the inclusion of probability paired with forecasted pond water levels. Annual drawdown targets were subsequently established which provided more certainty in scheduling of annual treatment operations

Pardon my audacity, but I feel that this is the solution, not just a solution. Further, I will be so bold as to maintain that this is the last-ditch, eleventh-hour chance for the mineral industry to solve its critical technical manpower shortage. I am not being facetious. I am convinced that there is only one solution--just as there is but one real cause of the problem. My conclusion 'is reinforced by countless talks of endless hours with people both in and out of the industry, with employers and employees, and with educators and students. While I claim no originality for the idea and have no pride of authorship, I am concerned that the industry hear and heed in time. It is quite unlikely that the mineral industry and the mineral engineering profession will willingly subscribe to my thesis or gladly buy my proposal. I am convinced, however, that it is the only course of action open to us, and the only course of action which will succeed.

"BACKGROUND As of December 2015, there are roughly 475 road tunnels within the United States according to the most recent national tunnel inventory data compiled by the Federal Highway Administration (FHWA); whereas, there are more than 615,000 highway bridges on public roads. The FHWA estimates that tunnels represent nearly 100 miles of Interstates, State routes, and local routes. Tunnels are part of the national transportation infrastructure and represent a significant financial investment for the owner and, hence, the tax payers. Tunnels, that are not properly maintained, usually require more extensive repairs and consume more resources. Tunnels must provide safe, reliable, and effective transportation even as these structures age and deteriorate. Furthermore, tunnels generally remain in service for extended periods of time due to their very high construction costs. For example, many tunnels were constructed decades ago during two historic periods of highway system expansion; the first period correlated with the era of public works programs linked to the Great Depression of the 1930-40s; and the second period of expansion occurred with the building of the interstate highway system in the 1950-60s. As such, these tunnels are fast approaching 60 to 80 years old. Congress enacted the Moving Ahead for Progress in the 21st Century Act (MAP-21), which was signed by the President on July 6, 2012. This legislation followed a fatal tunnel incident on July 10, 2006 and a National Transportation Safety Board (NTSB) report1 that noted the importance of conducting regular tunnel inspections. MAP-21 authorized the Federal Highway Administration (FHWA) to develop a mandatory inspection program for all tunnels on all public roadways (Bergeson and Ernst 2015): To help safeguard tunnel users and to ensure reliable levels of service, the FHWA developed the National Tunnel Inspection Program (NTIP), which is comprised of the National Tunnel Inspection Standards (NTIS), the Tunnel Operations Maintenance Inspection and Evaluation (TOMIE) Manual, the Specifications for National Tunnel Inventory (SNTI), and the Manual for Bridge Evaluation (MBE). The data collected from the program will be stored in a National Tunnel Inventory (NTI) database. A comprehensive and refresher training program was also developed to help qualify and certify key tunnel inspection personnel to include the program manager and team leader."

Overexposure to hazardous noise has been found in most mining sectors, with up to 100% of the surveyed workforce experiencing a noise dose over the Mine Safety and Health Administration (MSHA) permissible exposure level (PEL). As a result, miners show elevated rates of hearing impairment of 70-90% by retirement age. To help manage noise exposures, the National Institute for Occupational Safety and Health (NIOSH) developed the Determination of Sound Exposures (DOSES) software and implementation guide for use by mine management and safety personnel. The software relies on a time-motion study that profiles the worker?s daily activities. Observations about the worker?s location and tasks or other activities are recorded along with the start and end time, to determine the duration of the tasks, so they can later be matched up with the noise data. The software gives the user the option of assessing dose relative to the MSHA PEL, the Action Level or the NIOSH Recommended Exposure Limit. The software generates a variety of interactive onscreen displays showing where, when, and how the worker?s noise dose accumulated. It also can generate customizable printed reports. These outputs can be used to highlight the tasks, locations, and times that are associated with the greatest amount of the worker?s noise exposure. DOSES simplifies the record keeping and analysis associated with time-motion studies and worker noise exposures, so mine management can make engineering noise control or administrative control decisions to limit the noise over-exposure of their workers.

Seawater and natural brines accounted for about 51percent of U.S. magnesium compounds production during 2004. Dead-burned magnesia was produced by Martin Marietta Magnesia Specialties from well brines in Michigan. Caustic-calcined magnesia was recovered from sea-water by Premier Chemicals in Florida; from well brines in Michigan by Martin Marietta and Rohm and Haas; and from magnesite in Nevada by Premier Chemicals. Intrepid Mining and Great Salt Lake Minerals recovered magnesium chloride brines from the Great Salt Lake in Utah.

"Since 1997 the Institute of Mining Engineering 1 at the Aachen University is dealing with the concept of sustainable development in the mineral industries. During this time it has conducted several research projects in this field. Its latest project is on the development of sustainability indicators for the German mineral industry. This paper describes some results of this project. A process chain analyses have been carried out identifying economic, social and environmental effects of the minerals extraction. Thirty indicators reflecting the particular conditions in the mineral industry have been designed. One important challenge was the design of quantifiable indicators taking into account the life cycle of a mining operation as well as mineral beneficiation and enrichment of the raw material."

Estimated world production of natural and synthetic industrial diamond was about 630 million carats in 2004. Natural industrial diamond deposits have been found in more than 35 countries, and synthetic industrial diamond is produced in at least 10 countries. About 80 percent of the global output was produced in Ireland, Japan, Russia, South Africa and the United States. Russia and the United States are the world’s leading producers of synthetic industrial diamond. In 2004, the two U.S. synthetic producers, one in Pennsylvania and the other in Ohio, had an estimated output of 250million carats. Also in 2004, nine U.S. firms manufactured polycrystalline diamond (PCD) from synthetic diamond grit and powder.

The usual tasks performed by a mine store include .removal, replenishment, ordering and deletion of items and updating of stocks. A personal computer Mine Store Inventory Database System MIDSYS for monitoring stocks in such a store is presented. The system consists of series of relational databases developed in dBASE III+ environment. The system has three main modules comprising of a store management module, a display module and an employee-store operation module. The third module is useful in tracing movement of store goods. The MIDSYS is menu .driven with help functions at all levels.

This paper provides an overview of Barrick Gold's Bullfrog underground mine backfill program. The Bullfrog underground mine was a gold mine that primarily used the underhand cut-and-fill mining method. The first portal was established June 18, 1991, and mining continued until Dec. 29, 1998. This paper begins with a discussion of the events that took place to reach about 1.8 kt/d (2,000 stpd) of backfill. It ends with a commentary of what was learned. The Bullfrog experience suggests that there are two essential factors to a successful backfill program: a well-graded aggregate supply and proper placing procedures.

The Conveyor Equipment Manufacturers Association (CEMA) specification B105.1 "Welded Steel Conveyor Pulleys" adequately defines pulley assembly standards for light material handling applications. However, most mining applications demand pulleys of higher reliability and load capacity than that offered by CEMA standard pulleys. Various sources have published specifications for "Engineered" conveyor pulleys. Typically, these specifications require T-section type pulleys applicable to operating belt tensions exceeding 439 N/mm (2,500 lb./in.). This paper examines the application of CEMA standard pulleys, T-section pulleys and also a mining duty pulley design. The mining duty pulley fills the void between CEMA standard pulleys and T-section pulleys and can eliminate the high cost and long lead times associated with T-section type pulleys.

The first commercial use of phosphine derivatives as solvent extraction reagents began in the mid 1970's with the construction of several plants to recover uranium from wet process phosphoric acid. The process eventually adopted by all of these plants used the well known trioctylphosphine oxide (TOPO) in synergic combination with D2EHPA to extract U(6+). This prompted the development of other phosphine - based reagents and led to the discovery of a variety of interesting commercial and potential applications which are summarized in this paper. The applications include cobalt-nickel and niobium-tantalum separation and the selective recovery of silver and zinc.

The objectives of this investigation were to study the zeta potential characteristics of a Powder River Basin coal in water and to study the effects of zeta potential on the agglomeration of coal particles. The electrokinetic measurements show that the zeta potential of the coal is dependent on pH, temperature, coal concentration and contact time with water. The effects of various additives for changing the zeta potential of the coal were also evaluated. It was found that the strength of the coal agglomerates is increased when the zeta potential diminishes. Neutralizing the zeta potential enhances agglomeration. Therefore, it is important to control the zeta potential of coal to achieve optimum performance in coal-particle agglomeration.

A combination of a slurry trench with dewatering successfully controlled groundwater for a large sloped excavation immediately adjacent to the Arkansas River. The Murray Hydro Electric Project required excavation through sand and gravel to bedrock, 85 feet below high water in the River. The perimeter system of deep wells pumping up to 25,000 GPM (1,600 1/sec) lowered the water level to 15 feet (4.6 m) above bedrock. A short soil/bentonite slurry trench near the toe of the slope cut off the residual head. The method cut six weeks from the critical path. Design of the slopes and the dewatering system demanded high safety factors because of risk to existing Lock and Dam No. 7. A localized pocket of soft organic clay was supported by a rock filled bolster. A major flood event was successfully withstood. The method can be applied to large civil excavations and open pit mines.

Many coal characteristics affect combustion performance. Mill wear, boiler efficiency and derate, slagging, fouling, and ash collection and removal are only a few of the impacts of coal quality on boiler performance. The ability to assess fuel characteristic impacts on busbar costs is essential, although difficult to obtain. The relationships between coal characteristics and ignitability, operability, slagging, and fouling were investigated. The examination of combustion data/performance from a laboratory study, a boiler simulation system (pilot combustor), and commercial boilers indicated the benefits of burning improved quality coal. The specific effects of cleaning are discussed. A validation of the necessity of commercial-scale and/or pilot-scale testing is presented.

Like Russia and Ukraine, Kazakhstan is one of a few former Soviet republics well-endowed in mineral and energy resources (Fig. 1). Kazakhstan is the second largest newly independent Commonwealth state. It possesses major fuel and power centers, including 20 electric power facilities that operate on the more than 300 kt (330,000 st) of coal extracted daily. These power stations supply Central Asia, the Urals and Western Siberia with much needed electricity. Kazakhstan plays a critical role in Central Asia as it serves as both the regions' economic and political hubs. While Kazakhstan already contains a robust and diversified minerals industry, the government is actively pursuing foreign investment to boost production capacity and improve efficiencies in operations. A primary objective of the Kazak government is the expansion of metal processing facilities to improve the country's long-term export potential. Since 1991, international mining companies have found the investment climate of Kazakhstan relatively favorable. This is due to tremendous efforts by government officials to create sufficient investment legislation and a national minerals policy, while eliminating bureaucratic bottlenecks common to most other former Soviet republics.

The gases transportation and adsorption in the coal are greatly dependent on the pore-crack parameters, such as the porosity, the pore distribution, as well as the number and size of the pores. What?s more, the pore parameters of the coal are always changing with the temperature. However, the pore characteristics and their changes are extremely difficult to quantify. In this case, Fractal Theory provides a good tool to address this issue. Based on this theory, the pore distribution coupled with the size of the pores can be quantitatively described. In this paper, the equation used to calculate the Fractal Dimension of coal pores was deduced and Mercury Porosimetry was employed to test the pores distributions of coal samples at different temperature. The experimental data excellently verified the Fractal characteristics of coal pores. In addition, the experiments also indicate that the Fractal Dimension of the coal pores linearly increases with the temperature.

Single impact breakage tests have been carried out on samples of alumina in carefully controlled atmospheres consisting solely of nitrogen gas and water vapour. The results indicate a statistically significant increase in the surface area of the progeny particles as relative humidity rose to 50%. The majority of this increase was found to occur under conditions when adsorption was a monolayer or less. The results are consistent with the theory of surfactant-induced strength reduction of materials proposed by Rehbinder and Westwood. There are important implications where single impact tests are used as part of a design methodology for comminution machines. In most procedures relative humidity has not been a controlled variable.

The flotation of quartz, feldspar and alumina was studied as a function of pH when using N-alkyldiamines as collectors. The lengths of alkyl chains of diamines were 8, 9, 10, and 12 carbon atoms. It was found that shorter hydrocarbon chain length of alkyldiamines has stronger tendency to float quartz while the feldspar responded poorly to flotation with these collectors at high pH values. The effect of addition of nonionic surfactant of Brij type, when using dodecadiamine as collector, was investigated. Flotation studies in the absence and in the presence of sodium dodecylsulfonate were carried out. These studies have indicated that sodium dodecylsulfonate, in the concentration studied, functions as strong depressant for feldspar.
