The cost of transportation of industrial minerals frequently is higher than the cost of the product. When a mine, industrial-mineral plant, or customer is served by a single railroad, because of the lack of competition, that railroad may in- crease rates and/or reduce service so that the economics of that mine, plant, or customer are affected adversely. Transloading of industrial minerals from rail-to-truck or truck-to-rail to improve economics and sales of product is not a new concept. However, transloading to create competition and reduce freight costs or to improve service is a relatively new concept brought on by the recent mergers of many of the main-line railroads, both in the eastern and western United States. For example, in 1998, with completion of the Burlington Northern/Santa Fe (BNSF) and the Union Pacific/Southern Pacific mergers (UPSP), the western United States has only two main-line railroads. The industrial-mineral producer, to reduce the cost of transportation or increase the level of service, must evaluate potential transloading opportunities in light of higher prices and reduced service brought on by reduced railroad competition. This paper discusses industrial-mineral transloading and examines the case history of the Tucker Hill perlite project in southern Oregon. The Tucker Hill project is a classic study of industrial-minerals transloading where the project would have failed without the transloading.

Formalized technical audits for mining machinery during manufacturing are a fairly new concept to the North American mining industry. Although used extensively elsewhere, especially in Australia, the concept of independent auditing of machinery design and manufacturing has been slow to gain acceptance in the United States and Canada. Simply stated, a technical audit is an independent, third-party review of all or specific portions of machinery design, manufacturing and assembly to verify compliance with purchase specifications and suitability of the machinery for the specified application. If specified correctly, the useful life of different kinds of structural and mechanical components can be extended beyond normally accepted usage. There is no reason why, if properly designed and built for the application, major structural components on mining machinery cannot be made to last for 20 years before being rebuilt. Also, gearing can be made to routinely last for 15 years.

My reaction when first asked to present this paper was; "What could I possibly say that would hold the audience?s attention for 15 minutes? What could I offer that anyone familiar with the Nevada Barite Industry wouldn't already know?" Well, quite frankly I can't. The industry has certainly been anything but exciting for the past 10 years and, in fact, quite depressing. The challenge, for those few of us left in it, has been to keep it alive. At times it has felt like a doctor must feel with a terminally ill patient. All I can do is recap the past ten years, review the present state of the industry, and offer a few personal opinions and observations as to where I think we are headed.

In a continuing effort to upgrade tunnel design and construction practice, the New York City Transit Authority sponsored a geotechnical monitoring program on a recently completed section of the E. 63rd Street line in mid-town Manhattan. The purpose of the program was to document rock behavior as well as temporary and final rock support systems to provide a possible basis for either confirmation or modificification to design methods and construction specifications. This paper describes those portions of the study associated with rock behavior and temporary support systems. The entire study included monitoring of rock movements above the tunnel as well as adjacent to a 36.6m (120 ft) shaft, monitoring of stresses in steel ribs, monitoring of loads in rock bolts in two test sections and monitoring of stresses in the final concrete lining. PROJECT DESCRIPTION Route 131-A, Section 4 is located in mid-town Manhattan extending from under the Central-Park Zoo on Fifth Avenue eastward under 63rd Street to the end of contract between Madison and Park Avenue. Figure 1 is a Project Locus Map. The contract included approximately 355m (1165 l.f.) of 4 track tunnel(13.4m (44 ft) wide by 13.7m (45 ft) high excavated dimensions) plus a 22.9m (75 ft) by 19.8m (65 ft) by 36.6m (120 ft) deep ventilation shaft. The entire tunnel and most of the excavation shaft was excavated in metamorphic rock, known locally as the Manhattan Schist. The depth to tunnel invert varied from approximately 27.4m (90 ft) at the west end of the contract to 35.Om (115 ft) at the east end. Rock cover above the excavated crown varied from approximately 6.7m (22 ft) at the approximate mid-point of the contract to 18.9m (62 ft) at the western end. The importance of adequate mine ventilation for good health and safety conditions has been recognized since miners first ventured underground. All over the world, governmental actions on mine health and safety are directly connected with mine atmospheric environments, their assessment and control. These governmental actions have been, and continue to be, motivated by the repeated experience that potential threats from inadequate control can evolve, either suddenly or in the long-term, into unpleasant reality, with catastrophic health and safety consequences. These governmental actions are also an indication of the remarkable professional progress being made in the field of mine ventilation. Surely, no developed country allows underground mines to operate without strong measures for the control of ventilation under legislation specific to the mining industry. In the United States, the federal government's responsibility for mine safety has evolved over the years through a series of legislative actions beginning in 1865 and continuing through 1910, 1941, 1947 and 1952. The passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966 (the 1966 Metal Act), the Federal Coal Mine Health and Safety Act of 1969 (the 1969 Coal Act) and the Federal Mine Safety and Health Amendments Act of 1977 (the 1977 Mine Act) are the most important milestones in this long legislative history. The 1977 Mine Act adopted many of the stronger features of the Occupational Health and Safety Act of 1970, perhaps the most significant piece of legislation on workers' occupational health and safety in US history. It is worthwhile to ask, "How far has the United States come in mine ventilation since the enactment of the 1969 Coal Mine Health and Safety Act?" This Act and its associated regulations defined in great specificity many standards for healthful and safe operation of a mine and, in some cases, what constitutes good ventilation practice. Since 1969, the frequency and severity of disaster-type events in US coal mines has decreased markedly. A primary reason for this achievement is the strength of the Coal Mine Health and Safety Act's regulatory features in such areas as methane concentration control, dust control, intrinsic safety and explosion-proof enclosures, minimum air quantity and quality standards and air distribution and escapeway provisions. These requirements greatly influenced mine ventilation planning, engineering and practice, leading to increasingly safe working conditions.

Automation in the aggregate industry is characterized by the increased use of purpose-built PLC systems put together by independent computer-control houses and/or equipment suppliers. These systems range in complexity from simple startup/shutdown sequencing systems through to complete centralized control/MIS systems that are increasingly concerned with providing timely information on overall plant and/or equipment performance. As such, they should be of considerable interest to the operator seeking low-cost solutions to the many problems associated with the effective operation of small-scale plants.

During shallow tunneling in an urban environment, deposits or pockets of saturated soil or fractured, weathered rock are often encountered. Under such conditions, special problems with tunnel support, underpinning of structures adjacent to the tunneling, and/or flow of groundwater into the tunnel occur. If the ground conditions are appropriate, i.e., the soil is sandy, silty or fissured, or the rock is weathered or fractured, the solution to these tunneling problems may be chemical stabilization of the ground. Injection stabilization as an aid to tunneling is practiced extensively in Europe and its use is increasing in the U.S. The advantages of this technique over conventional solutions can be substantial in terms of cost and time, especially in mechanized tunnel boring where even a small zone of soft ground can bring the tunneling to a complete halt. In this paper European practice in using chemical ground stabilization for urban tunneling will be reviewed. In contrast to previous papers which have dealt with specific applications (1,5,8,9) this paper will broadly cover the subject, addressing itself to grouting techniques, costs, the reasons for grouting, philosophy of the users towards grouting, design of grouting solutions (or lack thereof) and methods of quality control. Differences with U.S. grouting practice are also noted. The information presented is derived from several visits to Europe, discussions with European and U.S. grouting personnel, and the available literature (2). The author's most recent European trip was made under the auspices of the U.S. Department of Transportation in conjunction with a research study being performed at Stanford University; a detailed report of this visit is available in reference (6).

The Comprehensive Environmental Response, compensation, and Liability Act (CERCLA -commonly referred to as Superfund) was passed into law in December 1980 in the wake of such incidents as Love Canal and the Valley of the Drums. Superfund was originally perceived as a way of cleaning up spills of hazardous substances and/or cleaning up abandoned hazardous waste dumpsites. In February 1981, Michael Cook, EPA deputy assistant administrator for hazardous emergency response, called Superfund "a tremendously powerful law. It could revolutionize the way the environment is protected, but we certainly don't intend to realize the full potential of the law for some time." These words have proven prophetic for Asarco's East Helena Smelter.

Newmont Gold operates the Carlin East underground, one of four underground gold mines the company operates in northeastern Nevada. Carlin East began full production in early 1995. The mine's current rate is 900 t/d (1,000 stpd), producing about 4.6 t/a (150,000 oz/year). About 125 hourly and salaried personnel are employed at the project for its estimated six-year mine life. Two mining methods are currently used at the Carlin East Mine. Longhole stoping with cemented backfill accounts for 70% of the total mine production. Conventional underhand drift and cemented fill accounts for the balance of the daily tonnage. In December 1996. Newmont purchased an AC-Eickhoff ET-210 roadheader. The machine went into service in mid-June 1997. It is used in longhole Stope topcut development and cut-and-fill production at a rate of 225 t/d (250 stpd)

Precast concrete segmental tunnel linings have been used since at least 1903. More serious attention was devoted to them in England during the World War II steel shortage and they have become increasingly common since that time. They are now coming into common use in the United States, especially as primary linings for soft ground tunnels and for rock tunnels in poor ground, although they have also been used as final lining, especially in rock tunnels. The developmental logic, design considerations, and current practices are examined. Particular attention is given to unbolted linings, with and without secondary linings. Probable future developments are considered.

The research program described in this paper is sponsored by the Advanced Research Projects Agency of the Department of Defense and monitored by the Bureau of Mines, United States Department of the Interior. PROGRAM DEVELOPMENT While Holmes & Narver is better known in other fields, the company has been active in many phases of underground excavation for over twenty years. In the 1950's, H&N participated in design and construction of nearly twenty miles of waste disposal tunnels in Southern California. As Architect-Engineer for the Atomic Energy Commission, we had design and management responsibility for many miles of tunnels and for thousands of feet of exploration and big hole drilling, from coast to coast in the States, and for gas well completions and exploration drilling for the Navy and the National Science Foundation from Pt. Barrow to Byrd Station in Antarctica. In my ten years with the company, we contributed to the development of big hole drilling techniques at a number of sites and analyzed the capability of boring machines for many of the tunnel projects. The basic theme of this symposium and panel Is Rotation Pads: Are They Optimized? There Is a. reason for phrasing the title In the form of a question. There Is not only the technical competency which we must address; there Is the operating philosophy that must be evaluated on the part of both the customer and the supplier. Customers desire reagents which are trouble-free and capable of providing that extra amount of selectivity or recovery. When they receive ft, after the supplier has provided several years of Internal research, one of the first concerns/complaints Is the price of the product. This has a tendency to rapidly reduce a supplier's support level In the future. Suppliers are equally guilty from another perspective. When they approach a customer to Introduce a product, they often attempt to market by offering only a price Incentive. They then wonder why a customer doesn't respond Immediately to the incentive. They are often oblivious to the fact that the reagent cost is such a minor aspect of the operating budget, and the customer has many more pressing problems on a day-to-day basis In comparison to the reagent cost. We need to establish the understanding that reagent cost Is an Inconsequential cost of operation, and yet has such a disproportionately high Impact on the success of the entire operation. This understanding Is required by both the customer and the supplier. We say to each other,' why are we discussing this since this has been obvious for some time?' The reason is relatively simple in that we talk about it, acknowledge it, and yet we do not adhere to it. The supplier provides a product along with test data containing statistics, analysis, recovery, grade and cost calculations while most of the time ignoring the operating technique which must be applicable In the plant In order to optimize the product. He expects the reagent to be substituted In the plant for the existing reagent and ft works or does not work after trying several variables. The operating management Is equally guilty, In order to best explain this to both the customer and the supplier, ft becomes necessary to review the basic purpose of the major reagents utilized In flotation. A collector is basically to Impact selective, maximum water repellency on the surface of a particular mineral, The frother has the purpose of providing a chemically stabilized membrane on the surface of the bubble at the air-water interphase. This, then, provides a host environment for the attachment of the collector-coated mineral to a bubble. The depressant functions In the reverse of the collector and must demonstrate the same or greater degree of selectivity than expected of a collector. The key area which has been Ignored Is the rate by which these reactions occur and Interrelate. This has a very specific effect on the operating technique and the compatibility of the chemistry, equipment, and the operator himself. Researchers, suppliers, and customers provide reams of data to demonstrate how their products or design produce, for example, higher kinetics, more selectivity, or more recovery. The Information is often true. After all, we are all learned men and laboratory and actual plant data do not lie. However, we must remember the theme of this symposium and panel: Flotation Plants: Are They Optimized? and Optimizing of Flotation Reagents? The direct, honest comment to the two titles is very simple. OF COURSE THEY ARE NOT The plants, equipment, and reagents had better not be optimized or else we are in trouble. The Issue of this panel discussion is to approach this subject from a slightly different or perhaps mainly Ignored aspects of optimizing reagents in flotation. When we have reagents which provide higher kinetics, more selectivity, and better recovery, how do we use them? Since each reagent has a different physical characteristics of froth, rate of recovery, volume effect on the compatibility of equipment, and many more aspects too numerous to mention, the question which has been severely Ignored Is, 'What degree of study and cooperation by both the supplier and the operating management has been conducted In order to prepare the operator for maximizing the performance of a reagent In relation to the rest of the system?" Prior to testing a new reagent, how much time Is spent to bring the actual operator(s) Into the program to make them feel part of the program? How much time is spent explaining to the operator on the float floor how to possibly take advantage of a reagent with faster kinetics or one which Is Inherently more selective? What

Within the mineral processing Industry. a range of grinding conditions exists which include semi-autogenous grinding (SAG), rod milling. and conventional ball milling. Each of these mill environments presents a unique environment for grinding media, requiring the application of specific physical and chemical properties for optimum grinding media performance. The environments are characterized by varying degrees and combinations of abrasive, corrosive, and impact wear. An extensive test program has been conducted to determine the extent wear rates vary between these different applications. Test results are related to production results, ball size, and mill operating conditions.

The Mine Injury Reporting System (MIRS) allows users to access accident and production data prepared by the Health and Safety Technology Center of the Mine Safety and Health Administration of the United States Department of Labor for any particular state and to generate a simple, yet informative, report.

The building of sanitary and storm drainage sewers in urban or environmentally sensitive areas often requires the use of tunnel construction procedures. While hydraulic considerations may require only small diameters, traditional tunneling techniques make small sizes the least economical. Current state-of-the-art techniques using highly mechanized systems of pipe jacking can provide cost effective solutions to the problems of construction of small size tunnels. The characteristics of mechanized pipe jacking allow rapid advances under difficult ground conditions. The basic pipe jacking cycle is used with a variety of excavation systems to permit the contractor to satisfy engineering as well as economic parameters. These characteristics and several of the systems available are outlined.

Research has determined that ground control interaction problems in mining over a previously mined seam occur primarily in the tension zone created at the edge of the subsidence trough, and in areas above lower seam remnant pillars. Based on empirical and analytical studies, planning options for improving conditions on the upper seam have been developed to optimize extraction while minimizing the negative effects of seam interactions. These options include prediction of potential upper seam damage, guidelines for minimizing inevitable negative interaction effects, and recommended opening and pillar sizes, shape, and orientations, as well as design and planning procedures.

Although temperature is known to have a substantial effect on many processes, this parameter has been widely dismissed as insignificant for mineral comminution. For this reason, temperature effects on grinding have largely escaped notice. However, it has been observed that processing plants which are subjected to large seasonal temperature variations show a change in performance which appears to be due to changing feed temperatures. The general effect is an increase of the specific energy consumption as the temperature decreases. In autogenous mills, an increased rate of production of critical-size material has also been observed. This is due, at least in part, to changing rheological conditions in the mill, with the slurry viscosity increasing markedly at low temperatures. Mechanical changes in the rock with temperature, such as increased brittle fracture, is also responsible for a portion of the observed seasonal effect, and may account for this phenomenon being observed only in certain plants.

Since mechanically suitable grinding mills were available in 1908, mill operators have been searching for the best material and design with which to line the mills. These liner systems had to fulfill several criteria. First and foremost they had to last long enough in an operating mill to protect the mill structure from the abrasive wear of the ore and the grinding media. In addition they had to be able to efficiently transfer the energy from the mill to the mill charge in order to facilitate the grinding process. The liners also had to be easily attached to the mill when new and removed from the mill when worn out. The first liners used were generally made of cast white iron, Hadfield manganese, unalloyed high carbon steel and composites of steel and concrete or cemented in flint blocks or natural stone. 1
