INTRODUCTION In a very real sense, Butte, Montana is where the copper came from that won two world wars. The price for that unrestricted mining and smelting of copper came due in 1983 when Butte was declared a Superfund site. One of the most complex remnants of this mining history is the Parrot Tailings site. The Parrot Smelter operated from 1881 to 1910 moving Upper Silver Bow Creek to the south and depositing approximately 370,000 cubic yards of waste material adjacent to Upper Silver Bow Creek. Additional mixed waste from other processing sites deposited below the Parrot Tailings at the Northside Tailings, Diggings East and Blacktail Creek Berm total approximately 224,000 cubic yards of contaminated material. As part of the Superfund remedy, EPA proposed leaving all these wastes in place. This proposal prompted a detailed criticism by several geoscientists familiar with the site. The EPA’s 2006 Record of Decision (ROD) did in fact leave these wastes in place which set the stage for a series of studies which continue to refine how best to protect extensive completed Superfund Remediation downstream of Upper Silver Bow Creek. HISTORY OF THE PARROTT MINE AND TAILINGS Placer gold was discovered in Silver Bow Creek, the headwaters of the Clark Fork River only a few miles from the Continental Divide in 1864. This discovery lead to a stampede of placer and lode claims. One of the first lode claims located was the “Parrot” lode, located in the fall of 1864. Progress for developing a mine at the Parrott was slow and it wasn’t until 1876 that one of the original locators encountered a rich vein of chalcocite. Butte had its first copper mine! The Parrott mine was patented in 1879 and by 1881 the Parrot, having lost a “t”, concentrator and smelter were built. The smelter and concentrator were an immediate success with a considerable market for processing the District’s rich copper ore. In 1885 the employees of the Parrot Smelter bought the Butte Reduction Works, another smelter. In 1885 dams were built on Silver Bow Creek to contain various tailings and related processing byproducts (Figure 1).

Belt conveyors face their applications life with a promise of constant abuse: heavy and rough products cascade onto the belting without let-up; caustic and abrasive materials such as salt and ore eat away at the cover; high temperatures, even open flame at times, sear and soften belting materials; and unyielding tension stretches and strains every belting component. The only defense against the applications onslaught is to follow the basic rules of proper handling, installation, and maintenance. Under the direction of qualified personnel (one responsible person, if possible), you can insure that conveyor belting begins operation in top condition.

An enormous quantity of tailings to be ultimately stored, unfavorable topography, severe climatic conditions, and an environmentally offensive red effluent all contributed to the challenge of designing an effective and cost efficient tailings confinement program at the open-pit iron ore mine operated by Quebec Cartier Mining Co. at Mount Wright in northeastern Quebec. The mine has been operating since 1976, but a detailed disposal plan was first initiated with construction of some channels and ditches during 1980. In the coming years, a system of dams, channels, and tailings confinement dikes will be constructed to accommodate tailings produced in the next 25 years. Careful consideration has been given to environmental effects, and the works under construction have been sized and situated to be extended as required to an ultimate mine life of 87 years.

This paper discusses the need for periodic auditing of mineral processing flowsheets and the potential benefits a company can gain from a study of this nature. A carefully designed flowsheet audit can have a significant impact on the metallurgical performance in the plant. Several case studies illustrating the potential benefits that can be attained from flowsheet auditing of mineral processing plants are discussed.

This work focused on identifying, examining and ranking the physical and environmental hazards at inactive and abandoned mine sites in the Black Hills of South Dakota. Earlier inventory projects in the Black Hills concentrated on federal lands, while more recent efforts have examined abandoned mines on state and private lands. The more recent efforts are a result of passage of legislation by the State of South Dakota requiring a comprehensive inventory. The inventory information provides criteria for identifying those sites that require further investigation or characterization of the physical safety or environmental hazards. For most AML sites in the Black Hills, location information is all that is typically needed, because the majority of sites pose little environmental or physical hazard.

Effective removal of ink particles by froth flotation is of up-most importance in paper recycling. In this study, the potential use of talc particles as carriers of difficult-to-float fine ink particles is investigated. In order to accomplish ink particles removal, the interactions between talc and oily- ink particles in aqueous solutions containing flotation chemicals was studied by zeta potential distribution measurements and with the impinging jet apparatus. The chemical conditions under which talc-ink adhesion occurs are identified and reported.

A bench-top centrifuge was used to study the consolidation behavior of phosphatic clays. A mathematical model (based on, first-order kinetics) was developed to describe the relationship between the void ratio (at any time) and the effective stress. The permeability of the sediment as a function of the void ratio is also described. The results of this analysis are then compared to data obtained by other consolidation testing methods. The centrifuge results indicate that consolidation data may be developed in a short period of time (hours) as compared to days or weeks when other techniques are used.

This paper discusses the effects of seam inclination and lateral stresses on the stress distribution in pillars in inclined coal seams. The average pillar stress is a function of the overburden weight, the mine depth, the effective extraction ratio and the angle of seam inclination. Normal and shear stresses in the pillar are computed by numerical modeling. In medium dipping seams, leaving a pillar with its axis normal to the stratification causes a shearing stress concentration in the top and bottom corners of the pillar. This results in the pillar possibly becoming less stable in comparison to pillars in horizontal coal seams. Therefore, to reduce the stresses, it may be necessary to leave the pillar at an angle of b deviated from the normal axis to stratification. A mathematically approximate formula for determining b is proposed, and the results are confirmed by numerical modeling.

Everyone knows the importance of careful handling of explosives. Even so, the point is on occasion all too graphically driven home. Witness the recent blast at a Utah explosives plant that killed five people. Part three of this series on explosives discusses transportation, storage, handling, and destruction. Federal, state, and sometimes local regulations govern the many steps involved in transporting, storing, and handling explosive materials. Regulations minimize personnel exposure to hazardous material and insure that the explosives remain stable and usable.

Underground mining is relatively safe today, but no technique or equipment is completely fool proof and 100% reliable. The only sure way to prevent accidental death or injury to underground workers is to remove them completely from the hazardous environment. This alternate approach to underground work is now feasible. Tunnelling and mining systems can be built that could be remotely controlled by men operating consoles in a surface control room. This concept, called a teleminer, would use recently developed remote control technology to remove man from underground work but still give him the capability to remotely operate mining and excavating equipment as if he were actually in the working area. It is appropriate to present this concept in the session "Environmental Controls" because the rationale for environmental control in underground areas can be significantly modified if man is excluded from the underground operation. The development of teleminers cannot only reduce or eliminate most of the requirements for conventional environmental control, but it can also create new and powerful techniques for rapid tunnelling and excavation. TELEMINER CONCEPT The concept of remotely controlled mining machines is neither new nor untried.(1)(2) Conventional remotely controlled mining equipment employs the standard techniques of extending the controls of the equipment to a remote console. For example, the rotary cutters on a remotely controlled tunnelling machine are started or stopped by a human operator turning a switch on the remote control console.

Truck/shovel systems are a major form of materials handling in open-pit mines in spite of the high associated capital and operating costs. Mine management is usually faced with a decision to purchase new equipment in order to support the steadily increasing on production. These decisions involve a high degree of uncertainty with respect to future demands and technical developments. This paper describes a computer simulation model for evaluating the optimum equipment fleet in an open-pit mining operation. The system is based on a stochastic simulation program which accounts for the various mining and economic parameters. It calculates the type of equipment and the optimal number of trucks needed to meet the production targets. Two types of selection criteria: maximum rate of production or minimum cost can be applied.

As with most industries, mining must now include in its plan of operation mechanisms to address a project's environmental impact. New regulations have focused attention on the potential environmental impacts of industry, particularly the handling of wastes. Modifications are currently being proposed to the Bevill Amendment. And development is ongoing of Resource Conservation and Recovery Act (RCRA) Subtitle D regulations specific to mining wastes. The result is a growing concern on the part of lenders, developers, buyers and owners regarding acquisition and ownership of mining properties. One of the most effective tools in managing the regulatory requirements is an environmental audit. An environmental audit can be a literature review to determine regulatory requirements. From 1991 through 1995, 44 miners out of a total workforce of less than 2,000 were fatally injured in the stone industry. Of these, 12 occurred at underground mining operations with nine deaths resulting from roof or rib falls. A safer environment can be achieved by evaluating the nature of the hazardous ground and by developing more efficient and effective ground-control strategies. Roof and rib conditions were observed and assessed in 33 underground stone mines in Illinois, Indiana, Kentucky, Maryland, Missouri, Pennsylvania and West Virginia (Fig. 1). Hazard assessment indicated that the ground failures that occurred under moderate to substantial overburden, i.e., >30 m (100 ft), were caused by stress concentrations and geologic structures. The Rio Piedras Alignment Section 7 of the Tren Urbano is currently being constructed beneath a historic commercial section of San Juan. Different portions of the section are being constructed using open cut, cut-and-cover, New Austrian Tunneling Method (NATM), Earth Pressure Balance Machine (EPBM), and as tacked drift mined support system. The combination of complex geology, low ground cover, and several innovative construction methods present many challenges to the ground control program. Mining and construction sequences were first developed to minimize ground movements and risk of damage to structures. A unique compensation-grouting program was developed to improve the ground, limit settlement, and recover settlements incurred due to mining.

Results of selective flocculation of natural ores containing two or more minerals and of synthetic mineral mixtures do not usually agree with what is expected on the basis of the results from single mineral tests (Acar and Somasundaran, 1985). This is mainly due to the ionic species released by the minerals, which act differently under different pH values. The objective of this investigation was to study 1) the surface chemical composition of selected sulfide minerals-natural chalcopyrite and pentlandite and synthetic covellite, millerite, and pyrrhotite-and 2) the changes brought about by the dissolved mineral species. Electron Spectroscopy for Chemical Analysis (ESCA) was used to perform the surface analyses.

Nalco Chemical Company and a North Carolina Phosphate operation have formed a successful supplier/customer team effort that has resulted in major improvements in the operation of the clay thickening circuit at the Aurora, North Carolina concentrator. A Nalco OPTICUS® Automated Process Control System for thickener and flocculant control was installed in 1994. The paper will discuss in detail the development and refinement of the OPTICUS system over the past three years. The paper will survey the development and networking of process control for monitoring, controlling and operating four 325-foot Dorr-Oliver thickeners, three 80-foot high-rate Enviro-Clear thickeners and control links to the facility's clay/gypsum blending operation.

Significant economic benefits can result when rock mechanics is applied within a practical framework and integrated within the other engineering functions of the mine organization. Such application and integration requires management support and understanding of rock mechanics as a practical tool to help attain high standards of safety, productivity and resource recovery. For such an approach, a long-term geotechnical program is needed in most operations to build an adequate data base and to ensure that design and ground control issues are handled in a cost-effective manner. Best usage of rock mechanics in mining occurs when management recognizes the application as a long-term investment, where time is needed to realize good returns. The need for this approach is due to the difficulty in accurately predicting ground conditions ahead of mining. The practical application of rock mechanics must follow an iterative process of design and verification based on site-specific experience to account for geologic and mining impacts. Ground conditions experienced during mining must be used to check the initial mine design and, if necessary, to provide a basis for design modification. Such a practical rock mechanics program includes comparative experience, in situ instrumentation and numerical modeling. The program begins with the geologic site investigation and continues throughout the life of the mine. It is an integral part of mine planning and operation.

INTRODUCTION The Lake Merced Transport is being constructed as part of San Francisco's Clean Water Program. The Clean Water Program, which began in the early 1970's, is designed to control wet weather, storm sewage overflows into the Pacific Ocean and San Francisco Bay. To accomplish this goal, a system of large underground storage and transport facilities, pump stations, modernized treatment plants, and outfalls is being built. By 1991, eighty percent of the system had been completed and was in operation. One of the remaining projects for the Clean Water Program is the Lake Merced Transport. The Lake Merced Transport is located in the extreme southwestern portion of San Francisco, as shown in Figure 1, Project Location. The transport will convey dry weather flow from the existing Lake Merced Pump Station to the Westside Pump Station. During wet weather, the transport will fill with sewage and runoff, with a storage capacity of 36 million liters. The Lake Merced Transport was expected to be excavated entirely within the Colma Formation, an alluvial deposit consisting of weakly cemented sand. Once excavation of the access portal at the Sloat/Great Highway parking lot began, it became evident that a portion of the tunnel would be excavated through beach/dune sand. INTRODUCTION The term "Rapid Underground Excavation" is generally associated with high speed tunnel advance with large volumes of excavation, and indeed this is the type of work for which most of the recent innovations in methods and new machinery have been developed. However, the term applies as well to any underground excavation process that results in an earlier project completion than would be expected with conventional methods, and hopefully with a decrease in total unit excavation cost. Often significant progress has been made during the primary stages of an underground construction project and then an inordinate amount of time and effort has been expended on small units of "miscellaneous" excavation which has delayed the overall project completion and escallated overall unit costs. Construction at the Nevada Test Site of the Atomic Energy Commission for underground testing frequently requires significant amounts of so called "miscellaneous mining" such as short access drifts, cross cuts, alcoves, niches and concrete keyways. Many of the keyways must be excavated without disturbing the rock beyond the excavation lines and construction scheduling often dictates that much of the work must be accomplished without disturbing sensitive electronic equipment already installed.
