The telephone rings at 3:20 a.m. An exasperated voice on the other end says, “There has been a mine explosion at Mine No. 5 and we have not heard from three units of men.” Twenty-three minutes later, the phone rings again and another panicked voice says, “There is something wrong at the slurry impoundment, the pool level has just dropped five feet and we are trying to figure out what is wrong” Thirty minutes later, the mobile phone rings. An excited security guard says, “We have reports of thick black water running down the right fork and left fork of Straight Creek and both seem to be rising in the banks.” If this is not enough excitement, the mobile phone rings again. A stressed company official says, “I just heard a report that black slurry is running out of the portals of XYZ Co. No. 2 Mine, which is adjacent to our No. 5 Mine.” Is this all some kind of dream or nightmare? More importantly, though, if this happens, what do you do? Most people think: “It can’t happen to me.” But mine explosions do happen, slurry impoundments can rupture and creeks can flood with black water causing damage to others, including competitors. A mine’s response must be quick, cool-headed, calculated and effective. This article examines the issues, concerns and ramifications of this hypothetical disaster. The authors then present a systematic crisis-management response.

The Southern Nevada Water Authority (SNWA) operates two water-intakes in Lake Mead, located 20 miles east of Las Vegas, Nevada. Severe drought has caused decline in lake level by 85 feet since 2000 and future declines are expected. SNWA will construct a third deep-water intake to ensure existing water system capacity. This paper describes expected construction challenges for the new project that consists of: an intake structure and tunnel beneath the lake, pumping station, pipeline to connect existing treatment facility, and interconnecting underground adits. The project will be completed in the year 2012 for total estimated cost of approximately $600 million.

An OCS Expert control system was implemented by Svedala Cisa at the Minera Maricunga Refugio Crush-Leach Operation near Copiapo, Chile. The purpose of the Expert system was to maximize production through the primary and secondary crushing circuits and help balance crusher usage between each stage to maximize total plant production. Interesting aspects of the control strategies are discussed. Benefits of the control were verified through a randomized On/Off test program. Tonnage increases ranged from 5% to approximately 20% at good confidence intervals. Benefits analysis results are discussed. The crushing plant at Refugio is very remote and is located at approximately 15,500 ft. This poses many challenges. The effect of altitude and remote location on plant operation are discussed.

INTRODUCTION Prior to excavation in soil and rock, it is useful to know the subsurface structure. This is important information both for safety and for equipment scheduling reasons. It is useful to know whether parts of the subsurface might be potentially troublesome or of different character than is generally thought present. By using geophysical probing, it is possible to infer the location and size of these unusual regions. The ground structure is commonly estimated from core samples taken from boreholes. These cores give a detailed knowledge of the structure in the borehole. However, knowledge of the structure exterior to the borehole can only be extrapolated from core data. By using seismic and electromagnetic cross-borehole geophysical probing, remote probing can be used to sense the region exterior to boreholes. A recent advance has significantly improved the state-of-the-art for defining the ground structure between boreholes. This new procedure utilizes large amounts of data and provides a detailed picture of the subsurface. The data processing algorithms used are similar to those in medical imaging of the human body using x-rays, a science called x-ray tomography. This imaging of the ground is called geotomography, which is a shortened acronym for geophysical tomography. Several examples of geotomography applied to imaging ground structure are presented. Our approach has been to probe the ground with electromagnetic and seismic waves. We map the region of interest with signals transmitted between multiple source and receiver pairs lowered in boreholes on opposite sides of the region (Figure 1). Introduction Federal and state laws enacted to regulate coal mining and the accompanying public concern about the adverse effects that mining might have on land use have focused much attention on the subsidence of the land surfaces over underground mines. Some questions asked are: • Will abandoned mines subside in the future even though they have exhibited no surface adjustment to date? • If so, when will subsidence take place? • Can a specific surface area be affected by subsidence more than once? • What surface form will the subsidence feature take? • Is there any way to predict when subsidence will occur and end? An attempt is made here to address these questions insofar as it is possible with available data and experience of evaluation of subcritical extraction conditions. Mining that results in subsidence features can be classified as supercritical, subcritical, and critical with respect to the minimum span lengths of the worked-out rooms (Fig. 1). A complete basin will not develop fully immediately over subcritical conditions because the span lengths of the entries are less than the critical dimension (Wardell, 1983). Passageways, entries, and room-and-pillar panels are all included in the subcritical category. Because of the short span lengths, subcritical mining conditions tend to be stable over the life of the mine unless adverse geologic conditions exist (Gray et al., 1974; Dunrud, 1976). Various roof control and support procedures are employed to maintain entry stability during mining. Little information exists concerning the time factor of subsidence over areas of subcritical extraction. Data that have been collected relate to longwall mines, whereby the cavity sizes are designed large enough to induce caving behind the working faces so that complete subsidence at the surface occurs within a short period of time. The UK's National Coal Board (1975) has reduced the enormous amount of data it has collected to empirical correlations and has published these correlations in its Subsidence Engineers Handbook. The handbook states that "None of the foregoing remarks applies to pillar and stall working," with respect to the section discussing the time factor of subsidence caused by longwall mining (National Coal Board, 1975, p. 40). To understand and evaluate how time relates to subsidence above room-and-pillar mines, one must first recognize how mine cavities deteriorate and fail. The propagation of failure to the surface must then be studied, and, finally, the failures that are manifest at the surface in the form of depressions accompanied by both compressional and tensional movements must be investigated. Failure of mine cavities Any cavity beneath the earth's surface represents a condition of nonequilibrium and tends to close with time. Failure of cavities in a subcritical mine can be classified as failure of the roof, failure of the floor, failure of the supports (pillars, cribs), and elastic rebound of the rock. One mode of failure may dominate, but generally combinations of the four will occur. Also, initial instability of geologic materials and structural features and in situ stress may be unknown factors that can contribute to cavity failure. Roof failure is the most obvious opening stability problem in most operating mines. The bridging capabilities of the roof rock are dependent on the rock's material strength, geologic discontinuities, and reaction to humidity changes in the air of the mine. This type of failure may vary in magnitude from gradual flaking to massive roof falls. Mine floor instability can be manifest in the form of a general heave over a broad area or of individual pillar punching. The weaker and thicker the immediate floor material, the more prone a mine is to experience floor problems. Water seeping into an area can soften the underclay, reduce its bearing capacity, and precipitate failure of support for the overburden.

Introduction Fluorspar demand or consumption has been taken for granted in recent years, except for those that produce, market, or consume the commodity. Thinking used to be that as the steel and aluminum industry goes, so goes fluorspar. This is much less true today. The industry is becoming more dependent on chemical industries that feed primarily off hydrofluoric acid (HF) production. The US Bureau of Mines (USBM) published an assessment of world fluorspar reserves and resources. It created a foundation of valuable data that can be used to monitor fluorspar availability. Celebrations were held this year commemorating the 100th anniversary of the isolation of fluorine. The US and other countries continue to struggle with the controversy of ozone depletion and the effect of fluorocarbons on the atmosphere. Goals for the government's strategic stockpile are being reevaluated. The market for fluorine chemicals is changing and diversifying, making it a challenge to assess and forecast fluorspar/fluorine demand. US production and distribution Fluorspar Fluorspar shipments from US mines reached an all-time high near the end of World War II in 1944 at 375 kt (413,800 st). Eighty-two mines produced more than 453 t (500 st) each, and 10 mines produced more than 9 kt (10,000 st.) each. Illinois supplied 43% of total shipments. Consumption in 1944 was 372 kt (410,200 st), of which 56% was used by steel producers and 32% by HF producers. This was the last year that US production exceeded US consumption. The post-World War II record for fluorspar shipments occurred in 1951 at 315 kt (347,000 st) 58 mines produced more than 453 t (500 st) and eight mines produced more than 9 kt (10,000 st).

Most tunnels built in Sydney encounter similar ground situations; they penetrate either the Hawkesbury Sandstone or the shales that lie beneath the city. Tunnels in these materials are generally sup-ported by rock bolts in combination with a shotcrete lining. A method of analysis is presented to improve our understanding of the long term behaviour of fiber reinforced shotcrete (FRS) materials and the tunnel support systems. A finite element method SAFEA (Semi-analytical FE Analysis) is developed to model the combined creep behaviour of a shotcrete lining and the Hawkesbury Sandstone. To model the time-dependent creep behaviour, the bulk modulus and shear modulus of the materials are represented by logarithmic functions in time. A Laplace transform is then applied to these functions of time and the solution of the problem found from a finite element analysis. Tablot?s method is then used to invert the transformed values and find the solution in real time. The time dependent creep deflection of the numerical tunnel models reflects the interaction of the shotcrete lining and rock which have different creep parameters.

During the last 28 years, I have had the very challenging and rewarding experience of working as an engineering professional in a large multinational company, both as a manager of engineers and engineering projects as well as an inventor and generator of new engineering processes and products. Due to the diversified geographic and tech¬nical nature of my employer's business, my responsibilities have taken me all over the world. This has included interactions with people in different industries including minerals, coal, chemicals, petroleum, pulp and paper, agriculture and pharmaceuticals. As diverse as my experience may seem, it has always amazed me how common the basic underlying technology and economic trends are that shape the working environment that any given engineer in any given geographic loca¬tion will experience. I would like to discuss the industrial evolution from micro to macro engineering. One of the basic truths behind how industry must and will operate is "change," including: • the creation of conditions for change, • the anticipation of change, • the resistance to change, • the rewards that being part of a change can bring and • the destruction that change can bring to the unprepared. This fact was well stated by Heractitus around 500 BC.: "There is nothing permanent except change." This simple truth has been valid since the dawn of time and, if anything, is accelerating in nature every decade.

A variety of grades of very white muscovite mica are now being produced from sedimentary sands and clays in Central Georgia. The mica is naturally concentrated near the base of the lens-shaped kaolin deposits and also disseminated in associated quartz sands. The same weathering and bacterial alteration processes which have transformed the kaolins from dark organic muds to white pigment-grade industrial clays have also removed discoloring iron from the micas and developed unusually white muscovite. Further, chemical alteration has removed some potassium from the muscovite atomic structure, resulting in an easily delaminated mica which can be cleaved to unusually fine, high bulking, high aspect ratio products. The peculiar alteration history of these sedimentary micas enables production of some of the whitest, finest particle size, and thinnest aspect ratio muscovite mica products on the world market today. Raw mica feed is obtained from kaolin and sand processing by-products, and also from beneath the useful base of abandoned kaolin mines. The processed ultrafine and filler grade muscovite mica products are used for paint, plastics, cosmetics, mold release, thermal and electrical insulation, epoxy, and dry wall joint cement markets.

Two integral components of the 30 CFR 48 training requirements mandated for new miners, newly employed experienced miners, and the annual refresher training of all miners are hazard recognition and prevention of accidents. In these categories, instruction shall include the recognition and avoidance of hazards present in the mine, and a review of accidents and their causes. Unlike instruction preparation for fact-based material, program development for hazard recognition places a particular challenge before safety-training specialists because they are often limited in their ability to adequately gauge the trainees' levels awareness prior to training. Further, they must also assure that the training is relevant, and it is presented in a thought-provoking manner. Computer-based instruction is particularly well suited for assisting trainers in developing hazard- recognition topics because it can be used in pre-training and post-training modes for assessment of training effectiveness, in addition to use as a presentation tool. Therefore, this paper will present a recent approach developed at Penn State to apply this technology for assessment and instruction of accident prevention through hazard recognition, with an application prepared for surface coal mines.

Around the world, mining has been done for thousands of years for the benefit of humankind. The winning process in mining operations ends with the depletion of the deposit or its closure if the operation becomes economically unprofitable. After that, a period of post-mining follows which may last for a very long time and which is generally regarded as a period of hazards, risk and high cost. In the USA alone, approximately 500,000 abandoned mines do exist; worldwide, there are millions. In Germany, too, we have had to deal with abandoned mines for a considerable period of time now.

As globalization continues, sustainability and social responsibility has become essential in foreign mining investment. However this global trend and the increasing acceptability toward the globalization process, viability and sustainability are not always achieved. Viability and sustainability of mineral projects is dependant on the social and political environment of the region where the mining venture is located and is based on the interaction between the mining entrepreneurs, national-local government representatives, communities, grass-roots groups and independent civil organizations. These are the organizations, which play the acting roles on the viability of mining projects and are the main source of socio-political risks for the project. Throughout the decision-making process to invest in a mineral project, socio-political risks are quantified using a set of measurable variables. Nevertheless, these risk measures should be dependent on specific industries. Two mineral projects, even in the same mining district, may have significantly different political risk profiles based on their own socio-political variables. This paper describes a methodology that takes into account local social and political variables in defining a project-specific’s political risk profile. This contrasts with more typical political risk measures that focus on the country’s overall risk profile. Mining operations must operate on a local scale necessitating the development measure that considers more local variables.

Sustainability issues are from rising interest and importance for the mineral industry worldwide. In order to bring them into management processes and to improve decision processes, economic, ecological and social aspects of products, services or technologies have to be assessed. In this paper, the concept of integrated sustainability assessment is presented. Each aspect is assessed with quantitative or qualitative methods. The results of these ecological, social and economic sub-assessments are integrated by the means of Fuzzy Logic in order to regard preferences of decision maker and circumstances of decision situation. An example demonstrates the application of this new instrument.

Through a unique partnership between the Colorado Mine Safety and Training Program (CMSTP), the Colorado Rock Products Association (CRPA) and the Higher Education and Advanced Technology (HEAT) Center, a video packed, dazzling CD-ROM training program was developed for new miners entering the aggregate industry. Why this product was developed, and why the aggregate industry, will be discussed along with the challenges faced throughout the project. Cooperation from every one involved including MSHA made this the product of which all other training materials in the mining industry will be measured against in the 21st Century. This product's versatility and wide application makes it a tool that is as critical to a mine's success as any earth moving machine. Developed with both state and federal grant moneys allows this product to be affordable to small operators and independent contractors. The quality of this two CD-ROM set rivals any commercially made CD-ROM training.

With the current trends of increasing costs and decreasing head grades the mineral industry is no longer operating in very high profit areas and has been forced to pay greater attention to the application of modern technology. Although here are many technological advances to the credit of the industry in recent years there are still many processes being operated in the traditional manner and still many areas awaiting the application of methods which have been proven in other industries. Compared with the chemical industry the mineral industry is seriously ageing in the general areas of process analysis and process control, more so than can be justified by the complications arising from having to deal with particulate systems with properties far different from ideal, or even non-ideal, liquid systems. One area in which there has been a remarkable lack of application in the Mineral industry is that of analog computation and the authors feel that there is considerable scope for the use of the analog computer in studying mineral industry processes. The paper outlines the basic principles and features of the analog computer and describes its role as a simulation tool in some engineering and mineral processing systems.

The last decade has seen an enormous increase in the use of contractors right across the Australian mining industry. So much so that contractors now operate 33 of the 68 underground metalliferous mines around Australia and are making significant inroads into iron ore in the west and coal in the east. Safety used to be a low priority for many contractors. The picture has changed dramatically in recent years as most contractors take a far more professional approach to safety management. This paper examines the changes that have occurred and the requirements for effectively managing safety in a contracting environment.

CERN, the European Laboratory for Particle Physics, is, at present, constructing an underground tunnel and cavern network to house a Large Electron Positron (LEP) colliding beam machine. This paper describes the techniques adopted to permit the excavation and temporary support of the access shafts through a series of glacial moraines, at depths of up to 80 m, to reach the bed-rock. Owing to the presence of superficial and deep water-tables, the variable nature of the moraine deposits and, above all, the tight work schedule, a combination of diaphragm walling and ground freezing was employed.

The Joint Water Pollution Control Plant (JWPCP), operated by the Sanitation Districts of Los Angeles County (the Districts), treats wastewater generated by over3 million people and processes wastewater solids generated by over 5 million people. The JWPCP Tunnel and Ocean Outfall Project, if constructed, would be one of the major marine outfall projects in the world. The new tunnel and ocean outfall system would provide relief to the existing outfall and allow inspection, maintenance, and repair of the existing tunnel and outfall system, portions of which were constructed as early as the 1930s. Geologic conditions are challenging along the alignments within the study are a being considered. Conditions include saturated alluvial soils, weak sedimentary rock, mixed face conditions, and squeezing ground conditions. Other significant challenges include the potentials for encountering up to 11 bars of water pressure, crossing seismically active faults, and encountering gassy and contaminated ground conditions. This paper discusses the details of the proposed project and the associated challenges.

"1. INTRODUCTION Grade separation of roads and railway tracks is an effective method for solving traffic-related issues in cities. However, in urban areas where the existing traffic infrastructure is already overcrowded, construction of new roads often faces problems especially in the proximity of existing structures. This paper summarizes the construction plan and results of new road tunnel construction in the proximity of the piers of elevated tracks on the Tokaido Shinkansen railway.2. SUMMARY OF CONSTRUCTION AND ISSUES Auxiliary Route No. 26 as specified in the Tokyo urban plan is a project by the Tokyo Metropolitan Government, covering the construction of a new road with a total length of 22.3 km currently on the way to completion. In Shinagawa Ward, Tokyo, Auxiliary Route No. 26 is designed to cross the railway tracks of the Yokosuka Line and the Tokaido Shinkansen Line, so for this project, the East Japan Railway Company (JR East) was commissioned to design and build a road crossing under the railway tracks (Sumiyoshi Underpass). Figures 1 through 3 show a sketch of the Sumiyoshi Underpass. The Sumiyoshi Underpass was planned as a two-lane tunnel for vehicles, which was to cross under the railway tracks of the Yokosuka Line and the Tokaido Shinkansen Line at an angle of 70 degrees. The structure concerned is a single-story single-span box culvert structure with the following dimensions: 11.5 m wide, 7.7 m high and 31.6 m long. The Tokaido Shinkansen Line tracks were constructed on a girder-type elevated bridge built in the 1960s, and the foundation piles of the piers (P7 and P8) in the proximity of this crossing box culvert of RC structure were constructed using an earth drill method. The crossing structure for this project is located extremely close to the piers of the Tokaido Shinkansen railway tracks, with a minimal separation of 0.4 m, and the most significant issue of this project was construction in a manner that would not obstruct the normal operations of the Tokaido Shinkansen (Figure 4). Initially, we considered installing a temporary earth retaining structure in the proximity of the piers, cutting the ground and building an RC box, but concluded that it would be very difficult to apply this method because of probable excessive displacements in the Shinkansen railway piers. That is why we decided on the use of a non-open cut method in order to minimize the impact on the piers."

Major world ilmenite and rutile accumulations reveal similar regional geology and Proterozoic age deeper crustal source rocks. During crustal collision titanium crystallizes as ilmenite and rutile at buried sites of high pressure and temperature rock metamorphism. Hydrothermal activity can convert titanium minerals to rutile, but titanium migration and enrichment seem only local. Many melts crystallize rocks with iron-titanium oxides in solid solution, but titanium enrichment at economic scale takes place in basic intrusive melts often associated with anorthosites and charnokite. Sedimentary placer enrichments have formed since the Proterozoic with water-resistant ilmenite, and rutile segregating by gravity from quartz sands deposited from flowing water. Placers have residual, alluvial, strand and shallow marine variants. Time, organic acids, and sand permeability play lead roles in the leaching of iron from ilmenite during weathering and diagenesis.
