Inactive underground mines now provide essential habitat for more than half of North America's 44 bat species, including some of the largest remaining populations. Thousands of abandoned mines have already been closed or are slated for safety closures, and many are destroyed during renewed mining in historic districts. The available evidence suggests that millions of bats have already been lost due to these closures. Bats are primary predators of night-flying insects that cost American farmers and foresters billions of dollars annually, therefore, threats to bat survival are cause for serious concern. Fortunately, mine closure methods exist that protect both bats and humans. Bat Conservation International (BCI) and the USDI-Bureau of Land Management founded the North American Bats and Mines Project to provide national leadership and coordination to minimize the loss of mine-roosting bats. This partnership has involved federal and state mine-land and wildlife managers and the mining industry. BCI has trained hundreds of mine-land and wildlife managers nationwide in mine assessment techniques for bats and bat-compatible closure methods, published technical information on bats and mine-land management, presented papers on bats and mines at national mining and wildlife conferences, and collaborated with numerous federal, state, and private partners to protect some of the most important mine-roosting bat populations. Our new mining industry initiative, Mining for Habitat, is designed to develop bat habitat conservation and enhancement plans for active mining operations. It includes the creation of cost-effective artificial underground bat roosts using surplus mining materials such as old mine-truck tires and culverts buried beneath waste rock.

Metallurgical process methods have seen dramatic improvement over the past fifty years. As these improvements have come about, more and more emphasis has been placed on obtaining accurate and rapid analysis of the metallurgical processes. Well-defined conventional laboratory analysis procedures which have proven to be reliable were developed early in the mineral industry's history; however, these conventional procedures, which have not changed appreciably in fifty years, have the serious drawback that they are too slow to be of appreciable value in automatic control of the processes. For example, the assay results normally become available to a mill operator from eight to twenty-four hours after a sample is taken. Since the desired mineral separation can only be made while the minerals are in the flotation circuit, conventional assay results provide information similar to postmortem reports. Consequently, using conventional procedures, the mill is operated with information from an earlier period of time, which may not reflect current conditions. In recent years there has been a steady increase in the volume of required samples. At the same time, labor, material, and overhead costs have continued to rise causing the cost per assay to reach an alarming level. This rising cost per assay, plus the increasing demand for rapid analysis necessary for control, has caused the mining and metal processing industries to look toward other techniques to solve these problems As a result, X-ray fluorescence which can provide on-stream analysis necessary for control, as well as perform numerous laboratory assays at lower cost and at a much greater speed than conventional methods, has gained wide-spread attention. In addition, multichannel X-ray fluorescent instruments are now available which have been perfected to the point where the analysis of the most important chemical constituents is available within one minute after a sample is presented to the X-ray analyzer. Because of these obvious advantages, extensive use is being made today of X-ray analysis in the mining industry to analyze slags, ores, and mineral content of rocks. The results are used to make quick decisions for both mining and beneficiation of metals. For example, X-ray systems which provide rapid on-stream analysis of the slurries at desired points Fn metallurgical processes have recently been developed. The successful application of these systems has moved the milling process a step closer to fully automatic control.

The Government or Jamaica has just completed agreements with four of the five bauxite/alumina companies operating in Jamaica. These companies are Kaiser, Reynolds, Alcoa, and Alcan, and the Agreements came into effect on February 1, 1980. One of the results of these new Agreements is the Acquisition of all company-owned bauxite lands by the Government and the rationalization of bauxite reserves.

As the mining industry continues to hire young professionals to supplant the growing number of retirees, a well-developed engineering curriculum, coupled with practical, real-world training, can prepare mining engineering graduates to make meaningful contributions in the industry. Successful companies can be measured not only by their reserve base and annual production but also by their retention of mining engineering graduates with zero to five years of operational experience. My personal experience in the industry during the last five years has been varied and rewarding. The knowledge and experience I have gained have taught me valuable lessons that prepared me for my current role.

Rosario Dominicana, S. A. operates an 8,500 tonne per dayopen pit gold/silver mine in the Dominican Republic on the Caribbean island of Hispaniola. The mine is located in an agricultural area which is also an earthquake and heavy rainfall zone. In the 64 years from 1910 to 1974 there were 19 earthquakes within 300 km of the mine in the range of 6 to 8 on the Richter scale and the most recent earthquake in this range occurred in March, 1979. Average annual rainfall in the area is 1.7 m and is distributed throughout the year. Safe and environmentally sound tailings disposal in such conditIons has demanded the buiIding of an extremely strong dam wall and use of a fail-safe system of tailings disposal and solution reclaim. The type of dam, the system of tailings disposal and solution reclaim comprise an interesting example of the manner of handling tailings for a medium tonnage mine. The system is relatively costly but does assure a long-term, safe and trouble free structure and operating system. General views of the dam wall and tailings pond are shown in Figures l through 4.

US coal production increased 3% to a record 832 Mt (917 million st) in 1987, according to preliminary Energy Information Administration (EIA) data. Most of the increase was due to the unusually warm summer and the increased coal-fired electricity demand for air conditioning. Drought conditions in the Northwest lowered hydroelectric generation, contributing to the higher use of coal by electric utilities. However, excess production capacity and increased competition from natural gas added further downward pressure on delivered coal prices, continuing the declining price trend of the last several years. Coal production by region Appalachian coal production reached 402 Mt (443 million st) in 1987. This is about 3% more than in 1986 and just short of its 1984 peak. Virginia produced 7% more than its 1986 level, due to increased coal-based electricity demand. Smaller percentage increases were attained in eastern Kentucky, Pennsylvania, and West Virginia. Ohio and Alabama were the only major coal-producing states in Appalachia that produced less coal in 1987 than in the previous year. In the Interior region, 1987 coal production reached a record 182 Mt (201 million st), about 2% above 1986. Illinois is the largest coal-producing state in that region. Production there fell about 3.7%, primarily because of lowered demand at electric utility plants in Alabama and Tennessee. However, this was more than offset by production increases in western Kentucky, Texas, and Indiana. After falling slightly in 1986, coal production in the West resumed its upward trend to a record 248 Mt (273 million st). Wyoming is that region's dominant coal producer. It mined 7% more coal than in 1986. Wyoming's increase offset the 11% decline in New Mexico production and smaller declines in other Western states. Coal consumption and prices Domestic coal consumption reached a record 759 Mt (837 million st) in 1987. Most of the increase resulted from the unusually warm summer that led to higher than normal peak demands for electricity in the third quarter. Electric utility coal consumption was also boosted by the below-normal hydroelectric generation that resulted from low water levels in the Northwest. These factors more than offset the effects of increased nuclear power generation and competition from natural gas. As a result, coal provided 56.9% of electric utility generation in 1987, compared with 55.7% in 1986. Electric utilities consumed a record 651 Mt (718 million st) of coal. While electric utility coal consumption increased, the average cost of coal to utilities was down, from $1.58 per million Btu in 1986 to $1.52 in 1987. The average price of coal delivered to utilities in 1987 was $35.09/t ($31.84 per st), the lowest since 1981. Coal prices were held down by a glut of coal supplies and by a decline in the average price of natural gas to electric utilities. Coal consumption at coke plants in 1987 was 2.6% above the 1986's 32.5 Mt (36 million st). This increase reflects steel's recent resurgence. Coking coal demand, though, was reduced by the increased use of continuous casting and electric furnace technologies. The average price of coal delivered to coke plants fell from $56.02 to $51.35/t ($50.83 to $46.59 per st). Coal consumption in the industries other than coke plants amounted to 68.2 Mt (75.2 million st) in 1987, slightly less than in 1986. Coal lost part of its market share to natural gas, which was priced favorably relative to coal. The average price of coal delivered to manufacturing plants was at its lowest level of the current decade. It fell from $39.50/t in 1986 to $37.27/t ($35.84 to $33.81 per st). Residential and commercial coal consumption fell to 6.2 Mt (6.9 million st) that is 9.8% below 1986 and the lowest since 1980. This decline is also attributed to the relatively low price of natural gas in 1987. Coal stocks Coal consumers held 169 Mt (186 million st) of coal stocks at the end of 1987, 5.9% above the 1986 year-end level. Most of this increase was due to stockpiling by electric utilities in anticipation of a possible strike by the United Mine Workers of America early in 1988. Stocks at electric utilities increased to an estimated 154 Mt (171 million st) at the end of 1987, 5.6% higher than the previous year. This was much lower than 1984's stock buildup. Coke plants increased their coal stocks by 30% in 1987 to 3.5 Mt (3.9 million st), rebounding from the unusually low inventories of 1985 and 1986. The opportunity to cooperate with the Mining Department of the Pennsylvania State University in their Student-Trainee Program is accepted by The New Jersey Zinc Company who believes that the participation in this type of a program will lead to a larger supply of high calibre engineers in mining. Trainees compete with other employees to earn the cost of their education while gaining practical experience in the mining industry. The practical experience is arranged to complement the technical education through a variety of work assignments. Job opportunities for the trainee are related to the work requirements of the Company and to the performance of the trainee. Management must consider and deal with a good many problems uncommon with regular, full 'time employees. For a number of reasons this program is recommended to other companies as a means to encourage outstanding young men who are interested in a career in the mineral industry to obtain a professiona1 education.

The St Lawrence Seaway, a deep-water canal system between Montreal and Lake Ontario, was opened for navigation on April 25, 1959. Prior to the opening of the new Seaway, small boats known as canalers and a few deep-sea carriers, primarily from Norway since World War II, were the only ships able to journey past Montreal into Lake Ontario through the old Canadian St. Lawrence canal system. Thus it was necessary for many tons of bulk and general cargo to be shipped all-rail to and from Atlantic ports or to be transhipped to and from canalers. With the opening of the new Seaway, large Great Lakes bulk carriers and a much larger percentage of the world's shipping fleet are now able to sail directly from the sea to the heart of industrial North America. In this paper, the historical events leading up to the construction of the Seaway and the physical nature of the Great Lakes transportation system are briefly reviewed. Following this, an attempt is made to evaluate the effects of the new Seaway on Canada's mineral industry. Because the Seaway has been in operation for only one season, this paper must be considered only an interim report. Because of the importance of the Seaway to iron ore, this commodity will be dealt with in detail, although the effect on other mineral commodities such as coal, petroleum, nonferrous ores, iron and steel will be mentioned. It is vitally important to any tunnel project to have an accurate and reliable survey control network inside the tunnel for layouts, as-built surveys, and to provide guidance to the tunnel boring machine (TBM). However, the concepts and methodology to provide such a survey network are sometimes not well understood. For example, the first anticipated survey task that takes place during the bidding process is often ignored, which is to provide a comprehensive survey network preanalysis for the surface network and tunnel traverse based on survey statistics that will be used to make informed decisions on the survey requirements and methodology. Instead, these steps are often only vaguely based on previous results and prior tunneling experience. But each tunnel is different, and a solution that worked for one tunnel project might be unsuitable for another. The purpose of this paper is to provide tunnel project engineers, managers and surveyors with the general concepts for tunnel survey methodologies and examines several statistical tools for a basic horizontal and vertical tunnel survey preanalysis. These survey statistics tools provide useful estimates of the expected lateral and vertical tunnel traverse accuracies, but are not a replacement for a comprehensive tunnel network preanalysis. The proposed formulas do not take centering errors into account, are using average distances for each traverse leg, and assume that the survey data is free of outliers in the measurements. It is very important that the estimated instrument accuracy is based on true values that are reflective of measurement precisions that are actually achievable inside the tunnel to provide accurate results.

In 1978, Ozark Lead Company made the decision to expand the capacity of its mine/mill complex by 33%. The objectives of the expansion were to (a) increase mine' production capacity by 1816 tonne/d(2000 TPD), (b) increase lead metal pro¬duction by 21,790 tonne/y (24,000 TPY) and to (c) construct new facilities and/or modify exis¬ting equipment to accomodate the increased pro¬duction. The intent of this paper is to give a brief explanation of the equipment installed and the overall production and metallurgical benefits-realized from this expansion. The expansion was completed in the second half of 1980 with all equipment debugging and fine tuning completed by the first' quarter of 1981. The concentrator modifications and improvements were basically restricted to four areas: (1) materials handling, (2) automation: of the mill grinding circuit, (3) the increase of flotation capacity, and (4) concentrate dewatering.

of high specific gravity, resistant minerals that form from mechanical concentration by waves, currents, and winds in marginal-marine environments. These sediments are enriched in critical minerals such as titanium, zirconium, and REE. Cretaceous beach-placer sandstones are found in the Colorado Plateau of northwestern New Mexico. Originally discovered by airborne radiometric surveys for uranium in the 1950s, these beach-placer sandstones are being re-examined with modern methods as potential sources for critical minerals. Selected beach-placer sandstones have been sampled, mapped with ground radiometric surveys, and analyzed with whole-rock and trace element geochemical methods. Mineralogy is being determined with optical methods, XRD, and EMPA. Zircon, rutile, ilmenite, and monazite are the primary heavy minerals of interest found in the studied deposits. Initial results show that the sandstones contain up to 1.4% total REE, 29.4% TiO2, and an estimated 4.9% ZrO2. Chondrite-normalized REE diagrams show distinct light REE and minor heavy REE enrichment, as well as pronounced negative Eu anomalies for each deposit.

Developing a strategic underground mine plan is challenging and investigating multiple scenarios may take weeks. This process can be sped up using the Theory of Constraints to isolate the bottleneck mining activity and simplify the mine schedule process. This paper presents a technique to apply the Theory of Constraints to test multiple cutoff grade scenarios in Mineable Shape Optimiser and quickly produce many high-level production-based schedules that can be easily interpreted using stope-by-stope graphs, the Hill of Value, and through incremental return analysis.

This paper describes a case history of geochemical prospecting. An area of known mineralization was available for an orientation survey which led to the selection of elements and criteria for a reconnaissance survey in the area offsetting the known mineralization. Certain anomalies were found which were then made subject of confirmation sampling and of rock geochemical investigations. Inasmuch as the geochemical prospecting technique specifically led to a detailed area which now serves as a target for drilling and other exploration efforts, the geochemical prospecting part of the program is considered successfully concluded and, therefore, reported on here. Whether the target area will turn out to host the deposit or not is, of course, of utmost importance to the Company, but is of less importance to this paper. We will describe the concepts, the planning, the execution, the analysis and the interpretation of this typical geochemical prospecting case. A number of people on the staff of International Oil & Gas, Inc. have participated in this prospect, as have students from Southeast Missouri State University and their professor, Gary M. Lowell. In addition, the Missouri Geological Survey has been most helpful with records and letters on the century-old prospecting and mining in the general area. Many valuable discussions have also been held with geologists from the industry who, from time to time, have visited the area, examined the property and reviewed the status of the project. The support and interest from all these parties has made it possible to pursue and expand this exploration concept from one of being just "more of the same kind" to the most chal-1enging and exciting with which this author has ever been involved, namely the prospect for tin porphyry deposits in the mid-continent United States.

The Westerly Storage Tunnel is a 25-foot diameter segmentally lined storage tunnel that is a major component of the Northeast Ohio Regional Sewer District's Project Clean Lake that is designed to capture 39 million gallons of untreated CSO overflows from entering Lake Erie. During the final stages of the project completion, a large-scale rock fallout incident occurred during the final lining installation operations at the down-stream end of the tunnel that extended beyond the designed primary support system. This paper outlines the level of coordination and collaboration between the Owner, Designer and Contractor to remediate the situation safely, quickly and effectively.

Mineral exploration is a critical step for success in mining. However, small-scale mining often ignores exploration best practices. This paper introduces the Tichauer-DeTomi Matrix, a tool for assessment of geological uncertainty in small-scale mining. This matrix, which measures the level of compliance of exploration programs in small deposits with industry best practices, has been applied to three small mining projects in Brazil: an artisanal gold mine in the Amazon, a small-scale manganese mining venture in the Northeast, and a small manganese deposit in the Southeast. The application of the matrix resulted in indexes that reflect the actual level of maturity of the mineral exploration program in each project. Therefore, the matrix has shown potential to be an effective tool for assessment of the geological uncertainty remaining in small-scale mineral projects, as well as to identify priority exploration activities for reduction of risks associated with the geological uncertainty. As a risk assessment tool, the TichauerDeTomi Matrix may be helpful in promoting investment and sustained development in and around small mines.

Compressed air energy storage (CAES) has been initiated recently in West Germany with a 290 MW peaking-power facility utilizing twin cavities with volumes of 150,000 m3 each in the Huntorf salt dome (1). The implementation of CAES in several geologic media is being studied carefully in the United States (2); however, the use of cavities for CAES in salt domes or salt anticlines and the associated long-term stability of these cavities is the specific topic of this paper (3). The cavities represent an essential element in a CAES plant, and thus should be designed and operated to perform with "stability" over the planned life of the overall facility. As employed herein, cavity stability implies the extent to which an acceptable amount of cavity storage volume can be utilized with economic maintenance over the planned life of the overall facility. In this sense stability is relative to the planned use of a storage cavity. Figure 1. depicts the salt deposits of the United States (U.S.) (4). The Gulf Coast region includes the only confirmed salt dome basin in the U.S., although salt structures also exist as anticlines in the Paradox Basin of Utah and Colorado. Because of the relatively small amount of elevation change within the Gulf Coast, CAES in salt dome cavities appears to hold considerably more potential for energy storage in this region than more traditional "pumped hydro" systems.

New York City's $360 million North River Water Pollution Control Project is part of New York State's plan to clean up the Hudson River. The project is to provide a sewage treatment facility capable of accomodating a peak waste water flow of 330 MGD which will in great measure eliminate the 192 MGD of raw sewage that N. Y. C. discharges into its surrounding waters. Eleven miles of intercepting sewer lines must be constructed along the west side of Manhattan Island to service approximately one-half of the island. The first contract award was for a 4134 ft. sewer tunnel with a finished inside dimension of 16' x 16'. This main intercepting sewer will feed a sewage treatment plant located on and adjacent to the Hudson River. The tunnel is parallel to the river and is located under 12th Avenue between 125th Street and 143rd Street. The Penn- Central Railroad tracks are above and just to one side of the tunnel location. The working tunnel diameter is 21 ft. and numerous problems of support, mining method, and ground control have been encountered. (see Dwg. 1)

Critical minerals are nonfuel minerals, essential to the U.S. economy and national security, whose supply chain may be disrupted. Mine wastes are potential sources of critical minerals. The goal of this project is to estimate and characterize critical minerals endowment in three mining districts in New Mexico: Black Hawk (Grant County), Hillsboro (Sierra County), and Magdalena (Socorro County), and assess their acid-generating potential. The Black Hawk district is an arsenide five-element vein deposit (Ag, Ni, Co, As, U, Bi, and local minerals like Pb, Cu, Zn, W, and Sn). The Copper Flat mine in Hillsboro district is a copper porphyry deposit. The Kelly mine in Magdalena was first mined at 1878 and are carbonate-hosted Pb-Zn deposits. Mine waste rock piles and tailings are sampled using USGS Beta sampling procedure. Geochemistry results show that Black Hawk district mine wastes samples are elevated in Ag (>200 ppm), Co (290 ppm), Ni (2,130 ppm), and Zn (8,463 ppm). Copper Flat mine tailing is elevated in Bi (111 ppm), Cu (7,453 ppm), and Zn (2,360 ppm). Downhole profile plots in Copper Flat show the positive correlation between Cu, S and Te values. Magdalena samples are elevated in Cu (5,700 ppm), Zn (129,500 ppm), and Pb (58,100 ppm). Determination of acid-generating potential in these areas suggests that Black Hawk district mine wastes are non-acid-forming while high S present in some Copper Flat and Magdalena samples can potentially cause acid mine drainage.

Many appraisers/valuers believe that the only valuation method available within the cost approach category for real property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties. The author reasons that standards and regulations pertaining to real property valuation should be modified, and underlying principles should be expanded, so as not to inhibit appropriate application of these cost approach methods.

In 1985, an extensive longwall mining research project was initiated by the West Virginia University Research Center entitled "An Improved Longwall Mining Technique" with the purpose of providing operational guidelines for the mining industry to enable efficient operation of its existing and projected longwall installations. One task involved in this extensive research project was monitoring ground movements due to longwall mining and evaluating their impact on surface and subsurface structures. This paper presents an analysis of the effects of topography on quasi-static and dynamic ground movements and the severity of damage inflicted on surface structures. The site was chosen for the study with an attempt to obtain a representative account of the topography experienced in the Northern Appalachian region, and more importantly to contain a substantial number of varying topographical features i.e., mountains, hillsides, valleys, and flat bottom land. The study was made possible by typical subsidence monitoring technqiues, however subsidence monuments were surveyed on a frequent basis, intermittently during face advancement. Ground movements were investigated under both quasi-static and dynamic conditions. This provided insight into the propagation of subsidence and the dynamic affects it has upon surface structures.
