The ability to detect and quantify ground movements in underground mine workings is of the utmost importance to the safety of miners and continuity of operations. Rib sloughage is one of the most common forms of underground deformation. Remote sensing techniques, such as laser scanning, can be used to quantify this rib sloughage, by recording precise, timelapse point clouds of mine workings. In order to determine sloughage volumes and locations, two sets of laser scans were performed 42 days apart at a working section of an underground limestone mine. During this period, significant sloughing and scaling occurred, allowing for differentiation between the initial and final point clouds. Volumetric changes of 2.3-2.6 m3 were detected on rib faces during the time-lapse study. In addition, displacement in the mine roof was, as expected, not detected, suggesting well surveyed scans and an appropriate scan resolution.

"The U.S. underground coal mining industry has recently seen the occurrences of several multifatality events that have interrupted an otherwise steadily improving safety record. These events transpired even with an unprecedented level of government regulations and safety technologies. These events may indicate that current safety practices have reached a level of diminishing returns. Risk management, a safety approach that has been successfully applied in numerous industries including mining, may provide a means to overcome this plateau. Riskgate is an Australian mining risk management program that may be successfully applied in the United States. However, fundamental differences between the Australian and U.S. coal mining industries prevent direct implementation. This paper discusses aspects of the Riskgate body of knowledge that require adaptation for its application in the United States. IntroductionThe underground coal mining industry in the United States has recently seen the occurrences of several high profile, multifatality events. These events transpired in the midst of an unprecedented level of government regulations and modern safety technologies. The recent increase in fatal events in conjunction with minimal declines in fatal and nonfatal injuries over the past decade may signify that current safety practices have reached a level of diminishing returns. In order to surpass this plateau, a modification to the manner in which the mining industry approaches worker safety may be warranted.The implementation of a risk-management- based approach may potentially provide a means for not only surmounting the current safety stagnation but also for achieving the long-desired objective of zero harm.Riskgate is an Australian risk-management- based body of knowledge that shows great potential for application in the United States. This paper discusses aspects of the Riskgate body of knowledge that require adaptation for the U.S. mining industry. The proposed adaptations are based on differences in operating practices and government regulations. This discussion will focus on the three major U.S. risk areas of explosion prevention, ground control and moving equipment."

The leaching kinetic of mechanically activated sphalerite with acid FeCl3 solution was investigated. The result has shown that mechanical pre-treatment has greatly enhanced the leaching process. Comparing with the original concentrate, the activated one can be leached more completely at relatively lower temperature with diluter FeCl3 concentration within a shorter leaching time. The activation energy for the activated concentrate is 27 KJ/mol, while for the original one is 52 KJ/mol.

The research is located within Asuncion and Cospan districts, which according to their geological features in contrast with previous studies pointing out Au, Mo and Pb anomalies create an environment of prospective interest. The objective is to use ASTER Satellite Images to identify ore-bearing hydrothermal alteration zones. To do this, processing techniques such as the combination of bands by RGB 943 and 461, band ratio 4/6, 4/5, 5/8 and 2/1 to identify advanced argillic, argillic to phyllic and propylitic alterations. In addition, indices defined by Ninomiya were used as a third technique in order to reinforce the data obtained from the previous techniques. The results in the study area are confirmed by the SAM spectral mapping technique using spectral signatures from the USGS library. Identifying kaolinite, alunite and pyrophyllite, assemblages of the advanced argillic alteration. Concluding in 3 areas of interest with the band ratios, 5 areas with the Ninomiya indexes and 9 areas validated with SAM, which were contrasted in 13 areas of prospective interest with well-marked argillic alteration.

The high lithium demand forecasted for some high tech applications and batteries for electric and hybrid-electric vehicles, in particular, has sparked increased exploration for lithium, particularly for lithium- and potassium-bearing brine deposits. The latter have generally followed the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) NI 43-101 guidelines on resource reporting, formulated for hard rock deposits (metals and industrial minerals). While a number of the requirements can be appropriately applied to brines, brines are fluids and require a specific analysis leading to a distinct set of reporting requirements. Brines cannot be considered industrial minerals because the various elements occur as ions in a dynamic fluid, rather than being chemically bonded in a solid. Although chemicals are produced from brines, brines have no relation to industrial mineral deposits. This article analyzes the recently released (Nov. 1, 2012) document CIM Best Practice Guidelines for Resource and Reserve Estimation for Lithium Brines, in light of the practical knowledge available from existing brine operations. It recommends modifications to the guidelines, which, if applied in their present format, will result in overstating resources and reserves and mislead potential investors. The CIM Best Practice Guidelines for Resource and Reserve Estimation for Lithium Brines document is generally descriptive and does not fully address the methodology for brine resource or reserve definition. Lithium and other elements (potassium, magnesium) are contained in a fluid, the hydrologic characterization of which should be the principal focus of a brine exploration program. The fundamental requirement in defining lithium brine resources and reserves in a salar is the identification and definition of those formations ? the aquifers ? that will yield brine in a usable quantity to a well, because brines can only be extracted by pumping wells. Fine-grained sediments will never, as required in the summary Table 1, have ?reasonable prospects of economic extraction,? cannot be considered and, therefore, need not be tested. However, the guidelines recommend the collection of solid samples and a high-core recovery for laboratory testing of various sediments instead of focusing on the brine.

The pit slope angle dictates the economics as much as the depth of the pit. Steeper slope provides more ore reserves, at the same time, the steeper slope presents higher probability of instability and associated maintenance problems. While large open pit mines mostly belonged to nonferrous metals in the past, other mines are becoming deeper as the mine economics permits deeper mine operations, Such minerals include coal, uranium, phosphate, and others. There are some basic differences between an open pit slope and slopes that are encountered in usual civil engineering work such as dam embankments and highway cuts (Figure 1). The stability of the civil engineering slope changes continuously with time due to ground-water movements, weathering, etc. But the stability of the open pit slope (Figure 2) changes more drastically day-to-day or even hour-to-hour, These changes occur because not only is the slope geometry being continuously changed by the mining operation, but also different geology and geologic structures are being exposed on the slope. Even when a particular slope area is not presently being mined, excavation in adjacent areas can affect the general condition of that slope area. A pit will experience some slope failures during its life.

Perhaps this is the first time that an analysis of the industrial minerals panorama has been made in Mexico for that type of commodities. Because the non-metallic minerals lack the glamour of the metallic minerals and are usually of less unit value than metallics, a comparative study of these commodities has seldom been attempted. Sulphur, fluorite, barite and few others are an exception. Consequently, the statistics on the lowest per unit value industrial minerals, such as limestone, dolomite, gravels, sands, etc., are usually scarce and not always accurate. The following, then, will be an attempt to show a general status of the industrial minerals in Mexico with due reservations regarding volumes and values. According to Kruger (1971), this group of minerals surprisingly very little known, and called non-metallics because the lack of metallic luster, is the largest group of the mineral kingdom. It constitutes perhaps 75% of all the mineral varieties. For the most part, these minerals are compounds of common acids, sulphides, hydroxides and two elements carbon and sulphur. The list of non-metallic minerals is therefore very long. It includes the borates, carbonates, chlorides, fluorides, nitrates, phosphates, silicates, sulphates and less commonly arsenates, chromates, molybdates, sulphides, tungstates and vanadates. The latter group and many of the oxides are sought usually for their metal content.

The Bagdad solvent extraction plant was commissioned in 1969 and was the second solvent extraction-electrowinning (SX-EW) operation to be built following the Ranchers Bluebird SX-EW plant near Miami, AZ. The current operation still resembles its original form, with four independent sections that run in parallel with each consisting of many long and narrow settlers. Through its 40-year history, the Bagdad SX circuit has experienced a range of pregnant leach solution flows and grades. The unique design of the Bagdad circuit has allowed for numerous configuration changes to accommodate the changing operational conditions, while maintaining an extraction recognized in the industry as excellent.

Hazen Research, Inc., has developed a new process for removing pyritic sulfur and ash from coal. Feed coal is contacted with iron carbonyl vapors, Fe(CO)5, at 190°C which puts a thin skin of magnetic material on the pyrite and ash, but does not affect the coal. Thus, low intensity magnetic separators yield a nonmagnetic coal, low in sulfur and ash, and a magnetic refuse, high in sulfur and ash. Results are given for clean coal produced by this method. A comparison is made between results of the magnetic process and the U. S. Bureau of Mines two-stage flotation process cleaning identical samples of Pittsburgh Coal. Capital and operating costs of the two cleaning methods are discussed.

Overlying the sulfide mineralization at Anamax Mining Company's Twin Buttes Mine is an oxidized zone up to one hundred meters in thickness. The principal copper minerals in this zone are chryso-colla, tenorite, cuprite, native copper and copper-manganese-iron wad. This ox¬idized zone also contains minor amounts of uranium ranging in concentration from 0.002 to 0.010 percent. Since pit development through 1980, some 38 million tonnes of oxide ore with copper contents greater than 0.6 percent have been brought to the surface. Copper in the oxide ore is extracted at Twin Buttes in, an agitated sulfuric acid leach plant followed by solvent extraction and electrowinning producing 90 tonnes per day of copper cathode. During leaching of the oxide ores small amounts of uranium are solubilized along with the copper values. This is not limited to Twin Buttes as most acidic copper bearing leach solutions throughout the southwestern United States contain small amounts of uranium.1

INTRODUCTION Chuquicamata mine is a large copper open pit located in the north of Chile. It has been in production for more than 80 years and now is in the later stages of its life with declining grades and increasing haul distances. As any old mine with long established organizations and procedures, it has faced one of the most difficult managerial problems: to conduct changes. Since 1994, the new management team has been devoted to a modernization pro- gram focused mainly in restructuring business operations. downsizing the labor force and introducing a mine planning pro- cess consistent with the company's goal. The explicit identification of the latter issue has been made because of the management’s conviction about the importance of it in the profitability of the business. The mine planning process at Chuquicamata mine has evolved from an old manual technique towards a modern computarized system, however the fundamental aspects and the procedures involved in this process have been the same. For in- stance, the cutoff grades policy has not changed during the last said 20 years, regardless of the changes to grade distribution, commodity prices, plant capacities, etc. To review and rethink this process, the strategy was to work with a small group of inside engineers and the management in order to interact with several mining consulting firms. The idea was to open a discussion about the fundamental principles used in the mine planning activities and, at the same time, to explore new ideas to improve the operating practices that have been followed for a long time. Thus, the goal of this paper is to present the mine planning approach that was the result of this work and the improvements that were obtained. THE CHUQUICAMATA MINE The Chuquicamata division is one of the five operations of Codelco and is currently devoted to operating the Chuquicamata mine; a copper open pit, concentrator, smelting and refining complex. It also operates Mina Sur which consists of an open pit mine, a leaching-solvent extraction and electrowinning process. There is also a dump leaching and a Sx-Ew plant for treating the low grade suifide ore (under the cutoff grade) from the Chuquicamata mine. Prior to reviewing the mine planning process, capacities for the Chuquicamata sulfide line were 640 000 tpd of run of mine material, 160 000 tpd of ore and 4 200 tpd of concentrate. This meant a total annual movement of around 230 Mt in the mine and a treatment of 57 Mt in the concentrator with a stripping ratio of approximately 3: 1. The old exploitation strategy consisted of an "open scheme", which means that all benches must have a berm with enough space to allow the traffic of large haulage trucks. This fact implied working with a great flexibility, but the consequences were flat slope angles. One of the reasons for using this operating practice in short term planning was that the grade consistency from the pit has always been a controversial variable. Schedules were designed to meet grade targets accurately and they were modified immediately when deviations become apparent. This reality led to working with a great deal of independent pushbacks and it required flexibility in the traffic system. The cutoff grade policy has been the same for a long time and the figure was 0.5 %CUT either for sulfide or oxide ore. This was the reason why a balance was produced between the mine and the concentrator. The mine is operated principally with benches of 26 m but in the upper part of the pit there are benches of 24 and 30 m. The main production equipment is shovels of 28 and 34 yd3 along with trucks of 200 and 240 st. Regarding the crushing facilities, there are two main systems located inside the pit and an old one in the periphery, close to a stockpile and near the concentrator. In the north part of the pit there is a crusher for waste material and in the north-east area is located the ore crusher facility. Both restrict a significant area of the pit and the mine sequence is considering to move the ore crusher again to the south-east sector where it used to be located. Relating to the waste crusher, the idea is to move it up to a bench near the surface in order to use the same conveyor belt and, at the same time, liberate an important sector. THE MINE PLANNING PROCESS The objective of the mine planning process is to develop a mine plan for the life of the deposit, in harmony and consistent with the company's goal. It includes the origin and destiny of tonnages and grades from the mine(s), along with the necessary resources to carry out this plan such as: fleet requirement, consumable goods, manpower, etc. From the financial point of view, it means to establish the cash flow for each time period of the mine life. That is. the revenue, capital investment and operating cost associated with each period of the plan. The fundamental principles involved in the mine planning pro- cess have been a controversial issue for a long time. One of the reasons for these divergent views could be produced by the difficulty of modeling a complete extraction policy for a geological re- source. This particular problem has to deal with several decision variables that are time dependent. So far, there is no mathematical formulation for managing such a problem, and the approach to solve it is based on a circular analysis combined with certain heuristic tools. So, a global model rather than a formula, requires a clear understanding of mine operations as well as economic theory and its application to a non-renewable resource. In order to manage this complex problem, the mine planning process can be conveniently split off in three stages which are conceptual, feasibility and operational planning. The characteristics of each stage are basically the timeliness in which they are developed and the kind and number of variables involved. Deposits of metals in only slightly disturbed strata have been attributed to sedimentation processes contemporary with deposition of the strata. Recently this origin has been extended' to a greater variety' of deposits and local enrichment has been attributed to selective remobilization of metallic minerals in the host stratum. Effects attending metallization and deformation, and exact age' of the metallization are compiled to establish the sequence of events in ore deposit histories in order to clarify importance of remobilization within a formation relative to introduction from an outside source into an fav¬orable host. The pertinence respectively of deposit; origin and geometry to the work of the mining geologist is reviewed. Dwarf faunas in the Clinton iron ore, Tully pyrite bed and Rammelsberg deposit, indicate abnormal metal ions in the sedimentary environment. Slight¬ly disturbed strata are host rocks in the Swedish Kolm, Timna, Kupferschieffer, and White Pine deposit; the latter two have ore only in conjunction with tectonic structures.

Over the past several years, state governments have been vigorously refurbishing old health department agencies and smoke control laws in anticipation of pending federal developments. Many states now possess a mature air pollution control administrative organization and a fairly sophisticated set of regulations on air pollution, This developing network of state control legislation and regulation is the machinery which will be called upon to implement federal standards, In order to prevent the wasted effort and resources which inevitably result from hasty action, industry should be in con- tact with local and state control agencies and be familiar with lines of communication to agency representatives. Thorough knowledge of applicable laws and regulations, both current and pending, is required. Moreover, federal law and future federal air pollution control plans, should be well known. Industrial air pollution control should be geared to a long range plan which utilizes existing technology while at the same the recognizing that today's technology will be improved upon with time, Regulation, too, can be expected to become more stringent. The implications of air pollution control in the Appalachian region of the United States will be felt most strongly by the coal industry of this area. Either directly or indirectly most regulations in these states have a significant bearing on coal mining, processing, utilization or waste disposal. The extent of coal-related activity in the Appalachian States of West Virginia, Pennsylvania, Maryland, Virginia, Kentucky, and Tennessee can be observed from the data provided in Table I. This data indicates that 86 percent of active bituminous coal mines and 69 percent of bituminous coal production were accounted for by these states. The purpose of this paper is to provide information on current and proposed legislation and regulations on air pollution in the Appalachian states, The information should prove valuable not only to the coal industry but also to industry in general as a means of evaluating both pollution control action that has been taken to date and the course of future control measures. Reference information in the forms of addresses of appropriate agencies and citations to specific state laws and regulations is provided. All information is current as of February, 1969.

The chains of armored face conveyor (AFCs) are constantly in contact with water and wet coal, which results in a significant proportion of unplanned downtime experienced on longwall equipment due to corrosion. While reverse osmosis (RO) is one of the most prevalent water treatment methods for reducing salinity and dissolved solids in coal mining, its impact on the corrosion of the AFC chains has not been well studied. This work studies the direct effects of RO water on the corrosion of AFC chains. Immersion tests followed by surface micromorphology analysis and corrosion indices indicate that the RO water increased the corrosion rate of the AFC chains due to the reduced tendency of preventive films on the chains.

Asbestos production in the United States is no match for the vast operations of Canada and the U.S.S.R. The majority of U.S. production is limited to the states of Vermont, California and Arizona, and the type of asbestos is limited to the variety of serpentine known as chrysotile. What little production of other varieties of asbestos such as tremolite and anthophyllite that has occurred over the past 100 years since asbestos became a useful commodity is of practically no significance. However, new developments in the field of environmental and occupational health hazards has startled the mining industry in this country and has already given a few particular companies reason to be concerned about the profitability and probability of their continued operation in the business of mineral processing. At the heart of these developments is the question and controversy over just what constitutes asbestos and what exactly is the definition of a fiber. To the mineralogist or, in fact, to practically anyone engaged in the process of mining and separating minerals there is little or no question about asbestos. It is not a distinct mineral but rather a commercial product serving specific applications for which a number of fibrous mineral types can qualify. To the hygienist pr health authority this definition is too general. They demand something they can detect, measure and control. To suit their purposes and simplify their task of detection, they have labelled the minerals chrysotile, crocidolite, amosite, tremolite, anthoph-yllite and actinolite as asbestos, and any particle of these minerals with an aspect ratio of 3:1 as an asbestos fiber. Surface coal mines in West Virginia are receiving stringent NPDES discharge limits for total recoverable selenium. With limits in the low parts-per-billion range, selection and implementation of proper sample collection and analytical methods are imperative for quality assurance and control and for consistency in results. Given the typical oxidized form of selenium in the water, the low limits and the large and variable flow rates from the watersheds, end-of-pipe treatment is difficult and cost-prohibitive to implement. Discharge locations in the remote and steep terrain exacerbate the problem. To evaluate options for end-of-pipe treatment at a Patriot Coal Corporation surface mining operation in West Virginia, CH2M HILL performed wastewater characterization for a range of key constituents and selenium species at three outfalls for selection and preliminary sizing of appropriate treatment processes. A preliminary evaluation of base and wet-weather flows was done to understand flow variability considerations for discharges. A conceptual evaluation of technologies to treat selenium to permitted levels was conducted in con-junction with order-of-magnitude life-cycle cost estimates.

Petrographic properties of carbonate rocks are useful guides to the utilization of these rocks in SO2-scrubbing systems. High porosity and fineness of grain are thought to be the principal properties that contribute to high dissolution rates of the rocks in the scrubbing liquor. Lake marls and chalks are the major types of carbonate rocks that have these properties. Lake marls are composed mainly of equant grains of calcite (mean grain size generally less than 4 microns) weakly agglomerated in- to larger, porous particles. The marls commonly consist of 80 to 90 percent CaCo3 as calcite and aragonite. Impurities are, for the most part, quartz silt and organic matter. The average pore volume for samples of lake marls (1- to 1.2-mm particles) is about 0.50 cc/g, which corresponds to a porosity of about 57 percent. The mean size of pores in these marls is generally between 1 and 2 microns in diameter. Surface areas of lake marls range from 0.8 to 6.8 m2/g. Chalks have grain sizes and shapes similar to those of lake marls, but they generally have smaller amounts of quartz and organic matter and minor amounts of clay minerals. Pore volumes differ from one chalk formation to another; the 1- to 1. 2-mm particles average about 0.20 cc/g, which corresponds to a porosity of about 35 percent. The mean diameter of pores in chalks tested ranges from 0. 15 to 0.76 micron. Surface areas of chalks range from 3. 2 to 20. 1 m2/g. In the United States lake marls are restricted largely to Pleistocene- age sediments that occur in the states around the Great Lakes. Chalk and chalky limestones are restricted mainly to the Upper Cretaceous and Tertiary strata in the Kansas-Nebraska-Colorado area and in the south- eastern states, from Texas to Florida. Results of laboratory tests of the relative dissolution rates of samples at pH 6 and 44°C indicate that, in addition to many lake marls and chalks, oolitic aragonite, pelecypod shells, and carbonate waste sludges from certain industrial plants also have high dissolution rates.

With a growing number of mines reaching closure and seeing closure costs materialize, regulators, lenders, and banks are observing projects that fail economically by miscalculating these costs. Mine closure costs are often categorized as a type of liability which is defined as the money owed by the company to offset effects from the project, and the money available to pay for those debts (e.g., bond). Often, decisions made before Day 1 of mining (e.g., co-disposal, dry stack tailings, waste segregation) can significantly change the bond calculation. Once the bond is calculated and funded, operators are encouraged to conduct closure research and use applied science for progressive bond release prior to final closure. However, this author has observed few instances of financially significant progressive bond release, as there are typically no robust procedures for bond return, either before or during closure activities. As a result, many companies decide that entering a state of Care & Maintenance (C&M) is less risky than attempting to fund closure activities with an unknown bond return mechanism. Although perhaps less risky in the short-term, the primary long-term risk with entering C&M is that it increases the chances of the bond not covering the cost of closure and the chances of the government/regulatory agency inheriting the mine closure. Bonds are typically reevaluated on a regular cycle (e.g., five years) so every mining company goes through this financing challenge eventually.
