The precious metal mining industry in Nevada handles and generates a certain amount of hazardous materials and waste on a regular basis. These products range from processing material additives to wastes from laboratory testing, heap leaching, and hydrocarbon treatment and disposal. The volume of materials and wastes is dependent upon the amount of ore processed. Handling, treatment and disposal is dependent on the type of material handled and the waste generated. Owing to the health and safety concerns and due to the existing regulations that control handling and disposal of hazardous materials and wastes, the mining industry is obligated to comply with all applicable requirements for proper handling of these products. Plus, in an effort to minimize any impacts from this effort, the industry is continually looking for alternative methods to accomplish these requirements and to also minimize costs. This paper will discuss the general, and in some cases the specific conditions, by which the industry is coping with the issue and efforts to minimize any impacts from handling, treatment and disposal for hazardous materials and wastes. The subject of compliance with the Toxic Release Inventory (TRI) requirements and bio-treatment of wastes and other technologies will be discussed.

By now you, no doubt, are asking, 'Where did Murray get this bit of philosophy?' Well, I obtained it from an editorial entitled. "The Worst of Times", which was published in the Harper's Magazine in 1847. That's right, 1847! The parallelism between the situation in our country at this time and in 1847 is un- canny. But wait, there is one major exception the size of government. To my knowledge, the citizens of 1847 were not stifled by the extreme governmental excesses that we are experiencing today.

I am Alfred E. Michon, Vice President- International for Burlington Northern Inc. I work for BN's holding company and my responsibilities include co-ordinating the activities of our eight subsidiary companies as they relate to international commerce--an increasingly important aspect of the overall business of our company. Until last April, I was President of the Fort Worth and Denver and Colorado and Southern railroads, subsidiaries of BN. Prior to that, I headed the marketing and pricing area of BN's coal transportation business. Based on my experience in the energy industry, both domestic and international, I would like to discuss the world-wide trend towards the reliance on low-sulfur coal in lieu of natural gas and oil for the generation of electricity. Since pontification on the energy scene world- wide is best left to consultants with scenario-spitting computers, let me in- stead emphasize this trend through two examples. First I will describe the regulatory and economic factors which have encouraged the replacement of natural gas by low sulfur coal as a boiler fuel in the US. BN's investments in track and equipment were instrumental in this conversion. Secondly, I will show how this same combination of factors has created a large demand for steam coal in the Far East. Again, our company's strategy is to facilitate conversion to coal overseas through timely and sufficient investments.

Cu-As feedstocks are among the most problematic copper sources that have been avoided over the past years. The high arsenic content of such ores/concentrates combined with their refractory nature have directed the metallurgical industry towards developing efficient technologies for the treatment of high-arsenic copper ores/concentrates. As the most important member of Cu-As-S mineral system, enargite (Cu3AsS4) is frequently encountered in some of the important copper deposits. Several hydrometallurgical and pyrometallurgical processes have been examined for the treatment of enargite concentrates, but currently, no commercial operation exists. In an effort to develop an original processing option, an acid bake-leach process has been identified and applied to an enargite concentrate containing ~67% enargite, ~27% pyrite (FeS2), ~3% chalcopyrite (CuFeS2), ~6% sphalerite (ZnS) and <1% galena (PbS). Sulfuric acid baking of this concentrate resulted in the transformation of the concentrate to S8, As2O3, HFe(SO4)2?4H2O, PbSO4 and Cu0.47Fe0.53SO4?H2O, all of which (except elemental sulfur and PbSO4) dissolved during the water leaching step. More than 87% Cu and 64% As were leached when the concentrate was baked at 200°C over 7 h with a sulfuric acid to concentrate weight ratio of 1.6. Less than 1% As was lost to the gas phase. Upon water leaching, copper and arsenic were released to the solution at a concentration ratio of about 3:1. While enargite is very reactive during the sulfuric acid baking reaction, other minerals present in the concentrate such as pyrite, galena, and sphalerite may compete to consume sulfuric acid and be converted into their corresponding sulfates at different levels. The purpose of this paper is to evaluate phase transformations during the acid bake-leach process for the treatment of an enargite concentrate, and to study the effect of sulfuric acid dosage on the extraction of Cu, Fe, and As. In this regard, the concentrate, baked concentrate, and the leach residues are characterized and a conceptual process flowsheet is described for the acid bake-leach process for the treatment of enargite concentrates.

The effect of oxygen partial pressure on the volatilization percentages of valuable metals from iron-rich pyrite cinder by chlorination-volatilization method using CaCl2 as chlorinating agent was investigated in this study. The volatile products were collected directly and analyzed by X-ray diffraction. It was found that there were CuCl2, CuCl, PbCl2, and ZnCl2 existed in the volatile products. Au and Pb volatilization percentages were almost not affected by oxygen partial pressure. Both Cu and Zn volatilization percentages were negatively correlated with oxygen partial pressure when CaCl2 dosage was no more than 4 wt%, and almost uncorrelated with oxygen partial pressure with a CaCl2 dosage of 6 wt%.

"The existing Rondout West Branch Tunnel (RWBT) is part of the Delaware Aqueduct which has been in service since 1944 and accounts for more than 50 percent of New York City’s water supply. In early 2015, the New York City Department of Environmental Protection contracted Kiewit-Shea Constructors, AJV (KSC) to construct the Rondout West Branch Bypass Tunnel project (Rondout) in order to mitigate the leakage of 132 million L/ day (35 million gpd) of water from two areas of the existing tunnel; the Roseton and Wawarsing areas.The scope of the Bypass Tunnel 2 project is separated into two distinct phases. Phase 1 consists of completing the shaft sinking to a depth of approximately 274 m (900 ft) at shaft 5B, 213 m (700 ft) at shaft 6B and the excavation of approximately 3,850 m (12,500 linear ft) of tunnel at a diameter of 6.6 m (21 ft 7 in). This phase also includes the installation of 2,804 m (9,200 linear ft) of 4.8 m (16 ft) diameter steel interliner pipe through the new bypass tunnel with cast-in–place concrete liner for a finished diameter of 4.2 m (14 ft). Access chambers at the top of shafts 5B and 6B will be constructed for access and housing of the mechanical and electrical equipment for supporting pumps and valves.Included in phase 2 is the additional excavation from shafts 5B and 6B to the RWBT, and the drainage tunnel to remove ground water infiltration from RWBT. This work will be completed during a scheduled shutdown of the RWBT and will include approximately 31 m (100 ft) of excavation of the two connection tunnels. Additionally, construction of the permanent plugs within the RWBT will be undertaken. Figure 2 shows the layout of the work.Access to the work through the deep shaft at site 5B was critical to the success of the project. The hoisting system needed to be multi-functional to handle the different types of construction from drill and shoot of the shaft, starter and tail tunnel, the assembly of the tunnel boring machine (TBM), the excavation of the TBM tunnel including the supply of the precast segmental liner, the grouting operations, the installation of the steel interliner pipe and the cast-in-place concrete as well as ingress and egress of personnel. The production of the TBM operations was critical to the schedule of the project. This required a quick cycle for muck haulage and supply of the precast segmental liner in order to keep pace with the excavation time of the TBM. For TBM assembly, components were limited to a maximum weight of 104 t (115 st) for a single lift. Various cranes were analyzed for hoisting, however, none would meet all of the citeria. Therefore, the project team selected a specialized hoisting system designed in house in conjunction with Timberland Equipment Ltd. that consisted of a total of 14 separate hoists and winches with a total of more than 2,833 kW (3,800 hp)."

Sustainable Development is a very broad initiative in the mining industry, with major components running over the entire life of the mine. It likely commences with pre-exploration permitting and continues to post-mining final closure and possible land reuse. Most major mining corporations embrace the sustainability initiative, either out of a sense of social responsibility or out of necessity in order to continue doing business. But many may view the overall initiative as an added ?cost of doing business.? In many elements of sustainability, there clearly can be added cost ? some as simple as complying with self-imposed sustainability reporting. Fortunately, one major element of sustainable development can clearly be shown to reduce costs ? energy resource management. This paper will describe how the mining industry sustainable development effort differs from other industries, but can benefit from their experience in energy resource management. The mining industry can utilize proven methods from other industries to further their energy management efforts. In addition, many of the resources developed and employed to promote better energy resource management in non-mining industrial settings will be listed.

The Cable belt Company has been building single flight conveyors for a number of years. The simple design concepts of this type conveyor, introduced over thirty years ago, when distances of one to two miles were considered major advances in technology, remain relatively unchanged. Conveyors that are 6 to 20 miles (9.0 to 32 kilometers) long are being built and are presently in operation through- out the free world. The Cable Belt conveyor is not conventional in its construction. Cable welt differs from conventional troughed idler conveyors in that the driving medium and carrying medium are separated. Motion is provided by two endless steel cables running the length of the conveyor. The cables are driven by a single drive unit incorporating a differential gear which insures identical cable linear speeds and equal tension in both cables at all times. The belting is located and supported by "V" shaped shoeforms moulded to the belt which form a wedging action. The friction between the belting and rope is sufficient to prevent slippage (See figure 01).

There are tens of thousands of inactive mine features in 274 mining districts in New Mexico (including coal, uranium, metals, and industrial minerals districts). However, many of these mines have not been inventoried or prioritized for reclamation. Many of these mines have existing mine wastes, generated during mineral production, which could have potential for critical minerals, especially since the actual mineral production was generally for precious and base metals and not critical minerals. The purpose of this project is to characterize and estimate the critical mineral endowment of mine wastes and “beta-test” USGS sampling procedures. This project is important to the state of New Mexico because critical mineral resources must be identified before land exchanges, withdrawals or other land use decisions are made by government officials. Future mining of mine wastes that potentially contain critical minerals will directly benefit the economy of New Mexico. Possible re-mining of mine wastes could clean up these sites and pay for reclamation. Furthermore, this project will include training of younger, professional geologists and students in economic and reclamation geology by the PIs.

This laboratory work presents a study of the effect of ultrafine grinding on the gold recovery of a highly refractory gold concentrate. The particle size of the concentrate was P80 = 46 µm and the main species present were quartz (28.58%), dolomite (25.63%), pyrite (20.93%), arsenopyrite (15.39%) and 112 g/t gold. After optimizing hydrated lime and lead nitrate additions, standard cyanidation with 1% NaCN, pH = 12.3, 25% S/L permits to recover only 9.4% of the gold. Different particle sizes were submitted to cyanidation. When the concentrate was ground to ultrafine sizes (P80= 4.6 µm), the gold recovery for the same cyanidation conditions increased to 67%, with cyanide consumption of 66.7 kg NaCN/t. Additional tests were performed in order to reduce the cyanide consumption. The reduction of the cyanide concentration in the leaching solution from 1 to 0.5% and the addition of 100 g Pb(NO3)2/t allowed the reduction of the cyanide consumption to 27.6 kg NaCN/t (58% reduction), while maintaining the same gold recovery of 67%. The remaining gold could be present as very fine inclusions or in solid solution in the matrix.

Recent tailings dam failures around the globe have influenced many mining industry regulators to reassess their requirements for the numerical modelling of tailings dam failures. This type or forward modelling is associated with overarching uncertainties as the model cannot be calibrated against a physical result. Dam breach analyses that meet the requirements of current industry standards and guidance typically begin with identification of credible failure modes and selection of appropriate topographic data set to represent the study area. The breach parameters and the volume of tailings released are then determined using available methodologies and empirical relationships. Subsequently, when the breach hydrograph is developed and the hydrology of stream networks are complete, the runout simulation is implemented. Due to the uncertainty involved in the process, sensitivity analyses are recommended to quantify variations in model inputs on the inundation extent and the flow characteristics. This paper outlines some common methodologies utilized for development of dam breach models, summarizes associated uncertainties with these methodologies and inputs, and provides guidance on how sensitivity analyses can address a wide array of uncertainties inherent in tailings breach analyses. This paper provides an understanding of how selecting appropriate breach parameters can result in reasonably conservative inundation extents consistent with the identified credible failure modes.

Prior laboratory work has demonstrated -that much of the fine ash-forming minerals entering a flotation froth are there as a result of water carry-over from the bulk contents of the flotation cell (Arnold and Aplan, 1986a). Using a bank of four 300 cu ft WEMCO flotation cells cleaning a well-liberated Lower Kittanning seam coal, test results show that the sulfur and ash content of the froth is directly related to the water content of the froth (or inversely related to the percent of solids in the froth). Reagent changes which result in a watery froth produce a higher ash content in the froth. A direct comparison of laboratory and plant results show that the standard laboratory flotation test produces a product higher in sulfur and ash than that produced in the plant. Caution should be exercised when extrapolating laboratory test results to the plant situation. A method of estimating coal flotation product quality in the plant based on laboratory tests is given.

In the course of the grinding experiments conducted at Climax over the past twenty years one interesting phenomenon was discovered. This was that balls made of certain types of steel grind more ore than some others. The most significant variation was found in the results secured with a hard alloyed forged bail compared with the forged carbon ball supplied by most ball manufacturers These findings were confirmed in many repeated controlled tests. The value of these tests depends on the methods used, the facilities available and the care with which the investigations were conducted. These are described in the following. This testing has largely been done in eight 91 x 81 low discharge ball mills in closed circuit with 7811 duplex screw classifiers. The mills run at 20 RPM on a feed approximately minus 3/8 inch. The ore is ground through 28 - 35 mesh in one stage. Each mill and auxiliary classifier is in a separate, parallel grinding and flotation section The, ore to each: section is the same in every particular and is fed to each mill bin from a common conveyor tripper. The ore from the bin to the ball mill is weighed on a conveyor scale. The power input to each mill motor is determined with a watt hour meter which measures the power to the mill motor only. Both the scales and meters are checked periodically by standard methods and have been found to give consistent readings. Automatic samplers are employed on each section to obtain accurate measurement of the size reduction. A size analysis of the classifier overflow is made each shift and a composite size analysis is obtained from a weighted average of the various shift analyses. The mills are driven by 450 horsepower synchronous motors so that there is no speed variation and shell liner age is kept as nearly the same as possible in mills under test. The same set of operators is assigned to a mill under test as to the control mill. In all other particulars such as ball load, mill density, liner design, etc., the mills are operated in precisely the same manner. This is an ideal arrangement for plant testing. From observations of ball mill performance over the past twenty years, it is the opinion of the operating staff that variations of as little as one to two percent in mill capacities may be determined if sufficient operating hours are devoted, to a test. Relations between mill capacities, fineness of grinds and power consumptions have been established with a high degree of accuracy. In Table I are given the figures for one test. These show that while the grind with the hard ball was slightly coarser, the tons ground per hour was 5.4 percent greater with the soft ball, and 6.1 percent greater on the basis of minus 100 mesh produced. The power consumed per ton with the hard ball was 4.4 percent greater on a tons per hour basis. The soft ball was inferior in wearing qualities and steel consumption per ton of ore was 24 percent greater with it. In this test the mills were charged with the two different balls for a period of three months to allow the ball loads to come to equilibrium. In Table II are given the specifications of the two balls. The difference in grinding rates may be accounted for by the nature of the ball surfaces. The surfaces of the soft balls after being worn a while are rougher to the touch. Enlarged photographs of the worn-in surfaces of hard and soft balls are shown in Figure I. These show the presence of scratches or skid marks on the hard ball surface which indicates less nipping effect. The Climax ore pulp has a pH of 6.0 and is in a dispersed state. The viscosity is low compared with most ores especially those that are conditioned with lime. This would lower the tendency of the pulp to adhere to the balls with a lower grinding efficiency as a result. It was also thought that the relative rates of wear from surface to center might affect the make-up of an equilibrium ball charge. This probably has little effect on capacity as shown by the size analyses of the two ball charges in Table III. This hypothesis was subsequently investigated by the use of rationed charges. The goal of the project reported in this paper was to make recommendations for changes in roof bolting procedures and bolter design that would reduce roof bolter accident rates. To that end the project identified the major hazards associated with each task a roof bolter operator per-forms, normalized task accident frequencies. by the time spent on each task, reviewed equipment design features and operating procedures related to the identified hazards and developed recommendations for equipment and procedural changes that would reduce, if not eliminate, the hazards. The research steps completed during the project were: a. A review of related literature and re-search including roof bolting time studies b. Rare earth elements (REEs) and their compounds are essential in a multitude of mundane and sophisticated applications such as renewable energy technologies, catalysts, medicine, and defense applications. The global supply deficit could be attributed to the destabilization of REE market that has, as a result, incentivized indigenous production of REEs. Cost-effective and environmentally benign opportunities are being explored for the production of REEs from non-conventional mineral sources including coal and coal by-products to stabilize the supply chain. Coal from Healy coal mine and Wishbone Hill deposits in Alaska have been quantified for REEs and were found to possess elevated total REE concentrations as compared to world average levels (60– 70 ppm). The objective of the study was to concentrate the REEs in the froth phase by froth-flotation of the fine size fraction (< 75 μm). A Box-Behnken design of experiment was employed to ascertain the main and interaction effects of operational parameters on response variable by analyzing 3D response surfaces. Experiments were carried out to maximize REE recovery and concentration by modeling and optimization of three operating variables (frother dosage, pulp density (% solids), and collector dosage). Based on the results, the optimum flotation conditions for maximum recovery at an elevated concentration of REEs in the froth fraction was obtained at 4.2% solids and 32.7 ppm of frother dosage for Healy sample and 10% solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic relationship between the input and response variable was found to be independent of collector dosage suggesting good surface hydrophobicity and floatability of the two coal samples.

Diesel-powered equipment is widely used in the underground mining industry and their popularity results from properties including efficiency, versatility, reliability, and durability. In the U.S. approximately 7,700 diesel engines were used in 177 underground metal and nonmetal mines as of 2005 [MSHA 2005], and these numbers have likely increased since that time. Diesel engines have been shown to be a major contributor to submicron carbonaceous, respirable, and total particulate mass in the air of underground metal mines [Zielinska et al. 2002, McDonald et al. 2003], and their extensive use results in approximately 13,000 underground metal/nonmetal (M/NM) miners (MSHA 2005) in the U.S. being potentially exposed to aerosols and gases emitted by diesel engines (MSHA 2001, MSHA 2006). Exposure to diesel exhaust has been linked to adverse health outcomes including cancer, cardiovascular, and respiratory diseases (Attfield et al. 2012, Silverman et al. 2012), and in 2012 diesel exhaust was categorized by the International Agency for Research on Cancer (IARC) as a Group 1 human carcinogen (IARC 2012). Exposure to diesel particulate matter (DPM) is especially concerning for underground miners since underground mine environments have been shown to have some of the highest levels of diesel exhaust in the U.S. (EPA 2002, MSHA 2001, MSHA 2006, Pronk et al. 2009). Due to the potential for elevated DPM concentrations in mines, the Mine Safety and Health Administration (MSHA) promulgated a rule to limit exposures of metal/ nonmetal underground miners to DPM to an eight-hour time-weighted average (TWA) of 160 μg/m3 total carbon (TC) (MSHA 2001, MSHA 2006, MSHA 2008). Since this rule went into effect, DPM exposures have been reduced, but are still elevated when compared to other occupations (Pronk et al. 2009, Noll et al. 2015). MSHA compliance data between 2005 to the present show that underground blasters represent 21% of all DPM overexposures in M/NM mines and are one of the highest exposed professions in mining often resulting from low ventilation in the area where blasters are working. Because mines have difficulty controlling DPM in these low ventilation areas, additional control technologies may be needed to reduce exposures. Administrative controls, where miners work on off schedules or upstream of diesel vehicles to avoid the exposures to DPM (Noll et al. 2015) is one possibility, but these types of solutions are not always feasible or practical. A canopy air curtain is another potential control technology to help reduce exposures of blasters to DPM. Listak and Beck (2012) showed that this control technology reduced respirable dust concentration under a roof bolter’s canopy by 67%–75% and recommended air velocities greater than 0.5 m/s for dust reductions of greater than 50%. Additional work showed that a canopy air curtain could be designed for a shuttle car, and some initial testing by the National Institute for Occupational Safety and Health (NIOSH) showed reductions of respirable mine dust between 66% to 70%. As seen in Figure 1, the canopy air curtain delivers clean air over the operator’s breathing zone. A fan draws in air through a filter to capture the dust and then supplies clean air beneath the canopy where a miner is working. The use of the canopy air curtain to reduce exposures to diesel particulate matter was first discussed by Noll et al. (2020). In this study the diesel canopy air curtain (DCAC) reduced the DPM concentrations under the canopy by up to 90%. For this research the DCAC was designed to attach to the basket cover of an ammonium nitrate fuel oil ( ANFO) loader (Figure 2) and provide clean air blowing over the miners as they work in the basket. The initial tests used clean air drawn from the mine’s intake and did not try to filter the DPM from the air. Filtering DPM has extra challenges when compared to filtering mine dust particles. The particles of DPM are smaller (submicron and nanometer) than dust particles (greater than 1 micron); therefore, the filtration system must be adjusted to capture submicron particles. A MERV 13 filter was used in previous canopy air curtain research on mine dust control, but this filter is only designed to capture 50%–75% of submicron particles, and this capture efficiency is too low for removing DPM, so a higher efficiency filter is needed. Higher efficiency filters increase the pressure across the filter media which results in decreased airflow or leaks around the filter and reduces the effectiveness of the control for protecting miners from DPM. The optimal filter needs to capture DPM particles at a high efficiency while still allowing the needed airflows to prevent contaminated air from entering the miner’s breathing zone. Listak and Beck (2012) recommended velocities greater than 0.5 m/s for dust reductions of greater than 50%. However, airflows too high have been shown to reduce miners’ thermal comfort; Roghanchi et al. (2016) suggest the optimal velocity for thermal comfort is between 1–2 m/s. Thus, airflow over the miner should be limited to the range of 0.5 to 2.0 m/s. This current study presents the results from research evaluating the reduction of DPM concentrations, under the DCAC, when using a higher efficiency filter (MERV 16) to remove DPM from the DCAC airstream.

The sensitivity of radiochemical techniques makes possible the study of the initial stage sulfuric acid leaching kinetics of chalcopyrite and other copper sulfide minerals. High-grade Transvaal chalcopyrite was neutron irradiated in a TRIGA reactor to produce radioisotopes copper-64, iron-59, and sulfur-35. Dissolution rates were measured in the time interval zero to 60 minutes during which time significant anomalies were observed. First, an initial period of rapid dissolution lasting a few minutes; second, an arrest or "plateau" region usually lasting from 6 to 10 minutes; third, a second period of dissolution of lesser rate than the first. The effect of solution variables such as pH, oxygen partial pressure, and ferric ion concentration at different temperatures were measured. The initial rate data were correlated by considering the rapid reaction to be due to the dissolution of surface oxidation products or the formation of an iron depleted surface layer. Air bubbles of less than a µm in size, combined with relatively large bubbles, have been demonstrated, both in the lab and on a pilot scale, to improve flotation dramatically, by reducing reagent use while improving product grade. Innovative use of polymers has allowed rapid dewatering of fine tailings with a final product that does not segregate. The first online laser-induced breakdown spectroscopy (LIBS) analyzer was created, allowing rapid analysis of wet samples using the laser technology. Many large commercial projects are successfully pursuing the utilization of phosphogypsum.

"The overall goal of this study was to develop a suitable flowsheet to extract rare earth elements (REEs) from coal ash. Only the findings from the first part of this study is being reported at this time. A total of fourteen coal samples of different ranks were examined for REEs concentration. An anthracite coal sample, originating from Pennsylvania having more than 700 ppm (in the coal ash) was selected for the REE extraction tests. The experimental program completed so far included high temperature leaching using nitric acid, followed by the solvent extraction tests. A 4x2x2 experimental design was used to conduct a total of thirty two high temperature leaching tests by varying acid molarity (at 4 levels), solid content (at 2 level) and leaching time (at 2 level). The highest LREE (light REE) recovery of 90% and HREE (heavy REE) recovery of 94% were obtained from the most optimum leaching test condition while maintaining the impurity recovery to the leachate at less than 40%. Solvent extraction experiments were conducted to recover the REE’s from the above leachate solution using a variety of organic extractants including, TBP, Cyanex, D2EHPA and their combinations. D2EHPA was found to be the best extractant during this SX text series providing nearly 99% recovery of REEs. INTRODUCTION The demand for rare earth element and other strategic metals (REM) in the world is rapidly increasing due to their use in a variety of high technology applications. More than 100,000 tons of rare earth oxides (REO) are being used worldwide on an annual basis. However, we have less than 10% of the world reserve of rare earth element (REE) mineral deposits in the US. More than 60% of rare earth oxide (REO) was imported to the US from outside (mostly from China) in the year of 2013. However, China’s institution of export quota has significantly reduced the supply of REMs to the U.S. Hence, new ways of producing REM and/or finding substitutes for those metals for the high-tech applications need to be invented/discovered in a timely manner. Coal Combustion Byproducts (CCBs), which are discarded as waste materials in most cases, are known to contain REEs (in low concentration) that could be extracted using a suitable process flowsheet. This may be a worthwhile route to pursue considering the short supply of REMs and the abundance of coal ash in thousands of ash ponds in the US. On an annual basis, more than 110 million tons of Coal Combustion Byproducts (CCBs) are being produced while satisfying our nation’s need for electricity (ACAA, 2014). However, less than 50% of these CCBs are being successfully used in various applications and the remainder is being dumped as waste materials in the landfills and ash ponds."

Mechanisms involved in the depression of the sulfides: pyrite, chalcopyrite, galena and sphalerite with potassium permanganate have been investigated. Flotation tests were conducted using potassium amyl xanthate, Z-6, and pine oil in the absence and presence of potassium permanganate at around pH = 6. 5 naturally yielded by the sulfides in the pulp. On the basis of crystal chemistry considerations, the amount of xanthate adsorbed by the sulfides depends on the amount of sulfur and metal ions present on the surface; thus, the avidity of the sulfides for xanthate should increase in the order: sphalerite C chalcopyrite 4 galena 4 pyrite, and the ease of depression response to the permanganate action should be in the same order. Depression of the sulfides in the system occurs primarily due to the removal of the collector ions by the permanganate ions to form manganese dioxide and dixanthogen according to the reaction: 3 M(RX)2 + 2 Mn04 + 4 H20 2 ? MnO2 + 3(RX-XR) + 3 M+2 8OH where M represents the metal ion, RX the xanthate ion and (RX-XR) the dixanthogen molecule. Results seem to indicate that the permanganate ions play a triple role in the system: (1) they convert xanthate ions into dixanthogen, (2) they further oxidize the mineral surface and (3) if present in excess, they may oxidize the xanthate beyond the dixanthogen stage with the formation of CO2, H20 and SO4. All sulfides, except for chalcopyrite, showed a depression response in the order predicted regardless of the order of addition of xanthate and permanganate reagents. Chalcopyrite did not depress as easily; this behavior may be due to the avidity of the colloidal MnO2 to adsorb Cu+2 ions on its surface, this would destabilize the colloid making it coalesce with the formation of a layer of precipitated MnO2 on the surface of the mineral. The presence of this layer would prevent further action of the permanganate ions on chalcopyrite.
