The responsible treatment of natural resources, including mineral raw materials, contributes to the protection of the environment. The management of resources and the environment encompasses reduction of emission through application of environmentally friendly processes, economical use of resources, recycling and substitution, application of energy saving processes, land reclamation and recultivation, as well as a well balanced regional and land use planning. A variety of materials are needed for measures to protect the environment. Many of these materials are, or to a large percentage consist of, mineral raw materials, which become effective either directly or indirectly in their natural state or after an appropriate industrial treatment. We call them environmental minerals. Although extraction and processing of these mineral raw materials destined for use in the protection of the environment, may have a negative impact on the environment on one hand, preventive or curing measures to protect the environment on the other would not be possible without them. We have to accept certain smaller burdens of the environment, which naturally will have to be kept at the lowest possible level, in order to avoid or minimize greater damages to nature. In the broad group of industrial minerals and rocks there is a wide variety of mineral raw materials, which lend themselves for countermeasures in favor of the environment. To hamper their production and processing through excessive environmental regulations would make the protection of the very environment more difficult or even impossible.

At FHC Gold Company's Paradise Peak Mine gold and silver are produced. Precious metals recovery rates are very satisfactory along with the recovery and production of a relative high volume of mercury. At Paradise Peak precious metals are recovered via the Merrill-Crowe process and delivered to the refinery area as a mercury-bearing precipitate cake. The recovery of mercury is then obtained through a vacuum retort system. The balance of the material is mixed with fluxes and then melted and cast into dore' bars for shipping. Issues of retort capacity and concerns over efficiency led to research into the retort process itself.

In 1988, the U.S. Department of Energy's Pittsburgh Energy Technology Center identified three coal cleaning options for achieving flexible environmental control strategies aimed at reducing energy-related SO2 emissions. These are selective agglomeration, advanced froth flotation, and advanced cycloning. Each technology relies on maximum liberation of pyrite and other mineral matter through feed coal comminution to fine and ultrafine sizes. Research projects designed to expeditiously develop each of these technologies to the point of commercial viability were initiated. This paper will present the status of these projects and the application potential of each technology to coal beneficiation.

The dissolution behavior of palladium powder in thiourea solutions has been studied. The variables studied included temperature, stirring speed, and concentrations of thiourea, acid and ferric ion. Palladium was found to be soluble in thiourea solutions in the presence of an oxidant such as ferric ion. The dissolution of palladium in thiourea solutions was found to be chemical reaction controlled with an apparent activation energy of about 2S.3 kJ/mol.

This paper discusses briefly the evaluation of chrysotile asbestos deposits in ultramafic rocks. Such deposits are limited to serpentinized peridotite and/or dunites. The purpose of any evaluation is to determine whether a deposit contains sufficient ore mineral to justify profitable exploitation. Dimensions of a mineral zone are established by conventional methods, such as mapping, ground magnetic surveys, diamond drilling or underground exploration. The value of the contained asbestos fibre Is dependent on numerous physical properties such as fibre length, strength, flexibility, as well as the actual amount of fibre present. The determination of grade is difficult. The Quebec Standard Test (Q.S.T.) is used to grade fibre according to the proportionate lengths of fibre present. A method of visual vein counting allows calculation of an approximate percent fibre together with a simulated Q.S.T. Various drilling methods are discussed, diamond drilling is favored. Bulk sampling is required to determine fibre quality. Correlation of visual techniques and laboratory methods are often difficult. Reasons for any variance are discussed. Underground bulk sampling of most potential ore zones is strongly recommended to confirm the viability of the property. Evaluation of slip fibre deposits requires greater reliance on laboratory testing as visual methods are difficult to apply. Cross fibre has greater inherent strength.

The Australian states of New South Wales (NSW) and Queensland, because of their endowment of black coal resources, dominate the production and export statistics for Australian coal. NSW produced 86 million tonnes of saleable coal in 1994, representing a doubling of output since 1980, or a growth of 5% per annum. Asian demand for thermal and coking coal has, of course, driven this growth in NSW. This high Asian demand is forecast to continue and NSW will seek to secure its share. This paper focuses on some of the issues facing NSW in the future, and in particular, examines some of the major new and proposed mining projects.

The San Luis deposit of Costilla county, Colorado contained 11,021,000 tonnes (12,149,000 tons) of ore at 1.4 g/t (0.040 oz/st) gold in two minable zones. Gold mineralization is associated with silicification and quartz-sericite-pyrite alteration localized in breccias along a low-angle detachment fault zone in Precambrian gneiss. Gangue minerals include chlorite, specular hematite, chalcopyrite, chalcocite, and fluorite. Mineralization is mid-Tertiary in age and has a direct genetic relation to the emplacement of felsic intrusions. Portions of the ore body are unconformably overlain by sedimentary rocks of the Tertiary Santa Fe Formation. The deposit formed during the early stages of extensional tectonism along the eastern edge of the present day Rio Grande rift.

Utah Power and Light Company's Deer Creek Mine had been developed to a point where mine ventilation efficiency had declined to an unacceptable level. Problems identified were ventilation of inactive areas, excessive leakage, and restrictions in the return and intake air ways. Mine management implemented an intensive mine ventilation improvement program to alleviate future problems with respirable dust in the working sections and diesel equipment emissions. Program objectives included sealing of inactive areas of the mine, rehabilitation of high resistance areas, and construction of additional intake and return aircourses. Applications of computer modeling techniques are used to predict the effects of ventilation changes and improvements. Improvements are then prioritized to achieve the largest efficiency increases first. Actual real time assessment of the mine environment and ventilation changes are accomplished with a mine wide monitoring computer system. The Deer Creek ventilation improvement program has more than doubled the ventilating efficiency of the mine.

Discussion by M.R. Yalamanchili and J.D. Miller The authors, M. S. Celik et al., should be recognized for their efforts to describe the flotation behavior of boron minerals. In the case of borax and other soluble salt minerals, analysis of the flotation chemistry has been difficult because of the high ionic strengths associated with these soluble salt systems. However, considerable progress has been made in this area, and recently a surface charge/collector colloid adsorption model was proposed by Miller and his coworkers to explain the collector adsorption phenomena observed in soluble salt flotation systems (Milleret al, 1992; Yalamanchili et al., 1993; Miller and Yalamanchili, 1994; Yalamanchili and Miller, 1994a: Yalamanchili and Miller, 1994b). In this work, the sign of the surface charge of alkali halides in their saturated brines was established on the basis of nonequilibrium electrophoretic mobility measurements by laser-Doppler electrophoresis (Miller et al., 1992). Generally, these results are what would be expected from the simplified lattice-ionhydration theory. This electrokinetic information coupled with the stability and prevalence of collector colloids in such soluble salt flotation systems indicates that the selective flotation of alkali halides is due to the adsorption of oppositely charged collector colloids by heterocoagulation. Experimental flotation/bubble attachment results for 21 different alkali halides (Yalamanchili et al., 1993; Yalamanchili and Miller, I994b) confirmed that the flotation response of soluble salt minerals with weak electrolyte collectors can best be explained by the adsorption of oppositely charged collector colloids rather than by the adsorption collector ions and/or neutral molecular dipoles as originally suggested by many researchers (Fuerstenau and Fuerstenau, 1957; Schubert, 1967; Roman et al., 1968). In addition, the flotation of certain alkali oxyanions (Pizarro et al., 1993) and double salts such as schoenite and kainite can be explained by the same collector colloid adsorption mechanism (Miller and Yalamanchili, 1994). The borax flotation results reported by Celik et al. need to be examined in terms of the above mentioned surface charge/ collector colloid adsorption model. Unfortunately, the authors seem to be unaware of this recent work that nicely describes soluble salt flotation with weak electrolyte type collectors such as amines and carboxylates. In view of our past work, the flotation characteristics of borax were of particular interest, and, in this regard, the results of dodecyl amine flotation of borax reported by Celik et al. have been examined in further detail in the light of experimental results from our laboratory. In our research, a vacuum flotation technique was used to study the flotation response of borax (Na2B407.10H20), which has a solubility of 39 g/L at 25 °C) with dodecyl amine hydrochloride as collector. These chemicals were purchased from Eastman Kodak and used as received. Saturated solutions of borax at desired pH values were prepared by continuously stirring the salt solutions over a period of about 10 hrs. It should be mentioned that the conditioning time to achieve equilibrium is an important variable and can significantly change the flotation response of some soluble salts (Yalamanchili et al., 1993). Collector was added to the saturated borax solutions containing about one gram of 100x 150 mesh borax particles, and conditioning was done for about 20 minutes prior to flotation. The borax flotation recoveries from saturated brine are presented in Fig. 1 as a function of collector addition at the natural pH of 9.3, as reported both by Celik et al. and as measured in our laboratory. In addition, the region of precipitation for the dodecyl amine hydroborate is included in Fig. 1. It can be seen in Fig. 1 that the flotation response curves are separated by about one order of magnitude in R12NH3CI collector addition. The flotation results of Celik et al. show that the maximum borax recoveries can be obtained below the solubility limit of the dodecyl amine hydroborate collector. However, in our experiments borax flotation seems to occur only after the precipitation of the dodecyl amine hydroborate collector as might be expected from the collector colloid adsorption model (Yalamanchili et al., 1993) if borax were negatively charged. Further analysis by nonequilibrium and equilibrium electrophoretic mobility measurements for borax indicates that borax is negatively charged at the natural pH of 9.3, as discussed below. The reliability of the nonequilibrium electrophoretic measurements has been demonstrated previously for alkali halides and alkali oxyanions (Miller et al., 1992; Miller and Yalamanchili, 1994). The equilibrium and nonequlibrium electrophoretic measurements for borax were found to be consistent and are presented in Table 1. These results provide clear evidence that borax carries a negative surface charge in its saturated brine (pH 9.3), and the sign of the surface charge of borax reverses and becomes positive if the pH is reduced to 8.6. At the, Crescent Valley Mine of the Hanna Coal Company, several 10,000 ton unit trains of 41" x 0 strip coal are loaded per week during the lake season. This is accomplished without the use of any accumulation of prepared coal. A large raw coal pile is built up during the winter months adjacent to two truck dump bins. This is added to whenever trucks are coming in from the pits and trains are not being loaded. During the loading of trains, trucks from several pits dump into the truck hoppers and coal is also dozed in from the pile. At a rate up to 3200 tons per hour this coal is screened, the plus 6" hand picked, the plus 4" crushed, and' all weighed and sampled as it goes directly to railroad cars being handled on two tracks by car retarders. With such an arrangement it is possible to exercise some control over coal quality, if it can be assessed rapidly. For instance, if the moisture rises to a level where it seems probable the BTU per pound will be reduced to the point where the contract calls for penalties, the trucks from, the wettest pit may be stopped, more or less coal may be moved in from the stockpile, or other measures taken to assure that the average BTU of the trainload will be satisfactory.

Through the early 1980's, surveying at Bingham Canyon required a great deal of repetitive and manual work. The advent of total station surveying equipment provided an opportunity to improve the speed and accuracy of surveying work while reducing manpower needs. An evaluation of total station systems and their ability to meet the surveying requirements of Bingham Canyon culminated in the purchase of a total station system as the mine re-opened in 1986. This paper presents the procedure for evaluating, implementing and using the total station survey system at Bingham Canyon.

Foreign and domestic companies find the mineral potential of this country's stern public lands, its capital markets, political stability, and "open-door" policy attractive for hard mineral exploration. Traditionally, exploration in the US has been geographically based and responsibility oriented at the district level. The 1970s brought a decentralized approach to exploration as major non-metal companies began to diversify into hard minerals. The emphasis was on capital intensive metal and energy projects involving bulk-tonnages. The recent economic downturn in metals has caused many of the new participants to withdraw from the mineral scene. The surviving companies have shifted their emphasis toward medium scale precious metal projects having high operating margins and rapid return on equity. Exploration expenditures in the United States are now principally focused on gold and silver to the exclusion of practically all other commodities. In the search for precious metals companies have scaled back their exploration efforts and have began to apply new approaches to target selection. The search is being assisted by rapidly evolving conceptual models. The change in orientation has led to numerous new discoveries. The finds are essentially "rediscoveries" that c,-re previously uneconomic. The majority are low-grade surface deposits that have involved low discovery costs and short lead times for development by low-cost mining and beneficiation methods. The emphasis on gold to the exclusion of all other commodities raises questions regarding the direction of exploration in the US for the rest of the 80s.

Recently passed federal strip mining legislation officially emphasizes that the increased coal production required by this country through surface mining is going to be obtained only with stricter environmental standards. Dozing overburden down the hillside in Appalachian contour mining or leaving drag1ine spoils in area mining is now taboo and it is now or will soon be necessary to return the disturbed land to as good or better condition than before mining. These new restrictions will create a need for new and better ways to do the job. This paper describes one approach for utilizing scrapers and dozers to strip all of the overburden and to replace that overburden in an environmentally satisfactory fashion. The objective was to do this at a lower cost than that possible with the traditional dragline system using dozers and scrapers for reclamation and topsoil handling. In area stripping, the dragline has been able to move overburden at an extremely low cost. Operating costs of 8-13¢/bcy are typical in many operations where rehandling is not required. However, the cost of leveling the spoil piles and rehandling topsoil add considerably to the low basic cost of drag1ine stripping.

Application of flotation for the removal of hydrophobic compounds from soils was studied. Bench scale flotation tests were conducted on artificially contaminated soil, using both conventional mechanically agitated machine and flotation column. Flotation parameters tested include surfactant collector type, conditioning time, flotation time, surfactant dosage, pulp pH, solid/liquid ratio in conditioning and pulp temperature. It is found that with conventional flotation 74% removal of the contaminant was achieved from soil particles in the range of 75-830 µm; with column flotation up to 80% of oil could be removed from the 250-830 µm soil fraction, and 65% from the 75-830 µm fraction. Flotation was found to have considerable potential for cleaning up contaminated soils.

In 1910 the United States Bureau of Mines was created. It was the outgrowth of a social problem stemming from the fact that 25,000 men were killed in coal mining accidents for the period 1900-1910. Something had to be done and congress responded to the people's demands by creation of this new regulatory agency. At that time mine operators felt the new agency was too strict but nonetheless new rules were developed and enforced and results were obtained by the industry which reduced fatal accidents to less than 250 per year by 1970.*Social reaction by the general public brought about legislation which created the Federal Coal Mine Health and Safety Act of 1969 This legislation was a direct reaction to the Farmington Disaster. Operators and miners alike said "we cannot operate under this law. It is too strict, requirements are unrealistic, production will suffer, .there will not be any improvement in health and safety, etc." Consider the facts: 1. Health and safety have improved. The 1972 frequency and severity rate was the best ever for the bituminous coal mining industry, Figure 1. 2 .Production per manshift has dropped in underground coal mines. For example, in West Virginia from near 16 tons/m.s. in 1967 to nearly 11 tons/m.s. in 1971-72. However, not all of this loss can be attributable to the Act, but certainly some is. (2) The betterment of the safety of coal mining was a prime motivation behind the coal law and from that standpoint the law has been partially successful, but the loss in productivity has been a real burden to the mine operator. Everyone should recognize that the law says little in regard to production--it only relates to health and safety. Production is management's responsibility.

In underground operations the evaluation of blasting fume dilution times and the application of recirculation techniques require accurate determination of the concentration of toxic fumes produced by the explosive used. This paper describes a methodology for obtaining concentrations of detonation products from commercial explosives tested under typical rock confinement and looks into the development of techniques for reducing toxic gases produced by explosives. This paper also analyses the application of techniques for the removal of toxic gas which would enable reduced re-entry times, a reduction in the quantity of fresh air and the use of air recirculation techniques, thereby providing substantial economic benefits to the industry. INTRODUCTION Toxic fumes from blasting operations are among the most common and serious hazards encountered underground. The implication of high concentrations of toxic gases emitted from blasting on the mine ventilation system are very significant and, in many cases, catastrophic results have occurred. Because blasting is a routine practice underground, the mining engineer is always confronted with the problem of controlling the fumes within acceptable levels. Typical control procedures employed underground include preventing or reducing the amount of fumes liberated from blasting through the proper selection of explosives and proper blasting techniques; removing the fumes through local exhaust systems or auxiliary ventilation (dilution ventilation); blasting off-shift, or at restricted times; localizing or isolating the effects of blasting where workings are isolated or sectionalized in the ventilation system; and absorbing some of the components of the fumes using air-water sprays. Dilution is one of the most effective control measures against blasting fumes and is universally applied. However, for precise determination of the dilution times for the fumes to reach safe concentrations, accurate determination of the concentration of toxic fumes produced by the explosives used is required. Research work has been carried out in determining the types and volumes of gases produced from blasting. In the case of ideal detonations, the nature and quantity of the fumes produced can be predicted by thermo-hydrodynamic calculations. However, commercial explosives exhibit non-ideal behaviour which is enhanced by the relatively small diameters of application in underground mines. The confinement offered by the surrounding rock further complicates the situation. It is well recognized that confinement affects performance and consequently fume generation. A detailed data base of fumes generated by commercial explosives at various conditions is introduced and the effect of blasting parameters such as, confinement, shock desensitization and incomplete detonations on toxic fume production is described for a variety of commercial explosives in use today. Thermodynamic predictions on fume production by the explosive compositions tested are also presented and compared with experimental results and their significance in assessing the quantity of fumes produced is discussed. A mathematical model capable of determining dilution ventilation requirements and dilution times to reduce the fume concentrations in the blasting zone to acceptable levels has been developed and it is being incorporated into a network system so that the effects of blasting can be simulated in typical mine ventilation systems. Solutions to the problem of controlling blast fumes within acceptable levels are described. These solutions include the use of control procedures which prevent and reduce the amount of fumes liberated from blasting. The use of low fume explosives, proper blasting techniques, dilution ventilation and filtration can be combined to effectively control fume production and save on costs. The application of these techniques to enable recirculation of underground air with reduced quantities of fresh air requirements is evaluated in a case study.

Though computer simulation of coal beneficiation has been in use for nearly two decades the models used in the programs for the simulation of the crushing processes concentrate mainly on the size distribution. This paper suggests the use of an empirical equation approximating to the cumulative probability or error function for the simulation of the liberation process in coal crushing. The algorithm outlined here can be incorporated in a computer program already having a size distribution model.

An investigation was carried out to study the microscopic structure of coal in order to understand the phenomenon of methane migration. A Scanning Electron Microscope (SEH) was used to study the surface and pore structure of bituminous coal taken from an underground mine. Micrographs obtained showed the highly porous nature of coal which explains the large quantities of gases that remain within the pores in the compressed and adsorbed forms. These micrographs further showed that most of the pores within the coal matrix are the 'dead-end' type and do not contribute much towards the flow of gas. The most important finding was that solid coal has a network of cracks and fractures indicating that it is these cracks that are primarily responsible for the gas flow, rather than the pores. The size and distribution of the pores within coal influence the capacity of coal to retain methane but movement of the gas molecules is the responsibility of the microfractures. Any mathematical modeling to simulate gas flow through coal must take this into account. For purposes of modeling, the structure of coal can be considered to have dual porosity. First, the gas molecules are released from the pores and there is a gradual migration towards the fractures. Once the gas reaches the fractures, its movement is eased greatly along these fractures.

This paper shows how one can relate the chemical reactions between water and a silicate bed to the equations of flow. First the reaction mechanism is studied both theoretically and experimentally. Once the reaction mechanism is established, the equations of flow are solved and a solution (under physically reasonable side conditions) is obtained. Experiments to substantiate the solution are also presented.

The San Gabriel Valley contains some of the richest and most extensive sand and gravel deposits in California. Operating quarries within the San Gabriel area mine more than 15 million tons of high quality aggregate per year. This represents about 45 percent of the total mined in the greater Los Angeles area, one of the nation's largest aggregate markets and producing regions. Popular opposition to continued aggregate production in the San Gabriel Valley is high, especially in the city of Irwindale where 40 per-cent of the city's property is made up of "excavated holes," some 150-200 feet deep. Reclamation of 70 years of mining is now an almost impossible task. Zoning regulations have the effect of depleting these vast reserves rapidly by changing the definition of total reserves to include only "legally minable reserves." All but two or three of the aggregate mines now operating will be depleted or zoned out of business by the year 2000. Some studies indicate that there will be no aggregate mining operations by 1995. Recent studies show a drastic change in land use patterns within this valuable mineral resource area over the past 20 years. The San Gabriel Valley is a classic example of the lack of adequate regional planning with regard to urban development in MRA's and represents a "too little, too late" effort by local government and industry.
