Most coal mining states have passed or amended laws restricting strip ruining in the past two years. In light of this and in anticipation of further restrictions by the states and the federal government on strip mining this paper attempts to show the Impact of these new laws on the structure of the coal mining industry in Ohio and specifically on one small stripping firm in Ohio. The implications of the study are applicable to other states under similar circumstances and to other industries which are being caught up in the ecological-economic struggle.

Results of in situ investigations are discussed providing comparisons of rock mass deformability measurements by three methods: 'petite sismique' technique, the Goodman borehole jack and flat jacks. The tests were performed in exploratory tunnels constructed for site characterization purposes of an underground hydro-electric scheme. Due to the large number of data (41 petite sismique measurements, 45 Goodman jack tests and 19 flat jack measurements), it was possible to evaluate thoroughly the testing techniques employed. The purpose of this paper is to indicate the problems encountered in the interpretation of the results and to offer suggestions for selecting in situ tests. INTRODUCTION In situ tests are expensive and time consuming but they are an important aid in tunneling applications since they can provide deformability data of rock masses in contrast to rock material characteristics obtainable from small laboratory specimens. Some in situ tests are relatively easy to perform but their reliability may be in question unless a comparison of the data obtained by several different test methods is possible. Although many in situ techniques are available for determination of rock mass deformability (1), those more convenient to use are the Goodman jack, flat jacks and 'petite sismique. These methods are considered convenient because the Goodman jack is a borehole device; flat jacks can provide not only deformability data but also information about the stress field around excavations; while 'petite sismique' is based on seismic refraction surveys. Accordingly, these three methods have been selected for comparison.

"Above ground, elevated belt conveyors that span more than 200 m (656 ft) between support points can cross valleys, rivers, forests and buildings with a minimal footprint. The cable bridge conveyor (CBC) is a new type of suspension bridge based belt conveyor system that has long spans between support points. It combines a typical belt conveyor and an improved simple suspension bridge to form a conveyor bridge. The improved simple suspension bridge places a widened bridge deck directly on suspended cables, without the need for high truss towers. The benefits include reduced cost and increase aerodynamic stability compared to conventional suspension bridges. The CBC’s compatibility with current belt conveyors allows versatility in application.A belt conveyor is a ubiquitous material handling system. Conveyors can be placed directly on ground or elevated above ground by support structures. Considerations of cost, design, environment, civil work, safety and process requirements are all factors in choosing the ground-based or elevated conveyors (Zhang, 2014). The ground-based conveyor has the lowest structural cost when the conveyor is placed on an existing road. Maintenance access is easy and straightforward. Compared to the groundbased conveyor, the elevated conveyor can cross existing buildings and structures, give passage to traffic beneath the conveyor, has a smaller footprint and requires less civil work to pass mountainous areas. The drawback of the elevated conveyor is higher structural cost, which can be compared with savings in civil work and other benefits. Conventional elevated conveyors are supported by rigid truss-type structures, with a typical span of 15 to 25 m (50 to 82 ft) between concrete support bents or steel trestles. Triangular truss, using steel pipes instead of hot rolled steel sections, is more efficient. The typical span of a triangular truss-supported conveyor is around 30 to 40 m (100 to 130 ft), while the weight is about 10 percent less than conventional box truss with a shorter span (Jennings, 2013).Long-span elevated structures based on suspension bridge is another step forward in increasing the distance between support bents, reaching 100 to 400 m (330 to 1,312 ft) and beyond. The wide distance between the support points of an elevated conveyor offers unique benefits. The conveyor can cross rivers, valleys, highways, forests and other obstacles with minimal footprint and reduced civil work. The versatility from long-span conveyors makes bulk material transportation over previously impossible terrains now a feasible option."

The strongest magnetic roll separator available on the market enhances certain industrial minerals purity to levels not reached previously. Exceptionally strong forces can also be utilized for processing relatively fine particles at feed rates several times greater than for prior art electromagnetic induced roll separators. Since the unique machine does not work with an air-gap, coarser particles than what has been considered practical can be separated at rates up to 20 tph per single machine unit and 40 tph for a double machine unit. Examples for all these three application areas will be given. While the roll separator can be used only for dry processing presently, the other new separator can be used for both wet and dry applications. It is a medium-intensity, high- gradient magnetic separator employing a filamentary matrix. It was primarily developed for recovery of weakly magnetic iron ore fines, but it is finding applications for cleaning of industrial minerals such as wollastonite, calcite, clay and talc. Its main advantage is a simple design resulting in a very lm cost machine both with regards to total capital investment and operation. A significant technical advantage exists also. The metallurgical performance is similar to conventional electromagnetic separators, while the cost per ton is about half of such separators.

Principles of Operation and Mechanical Features General Mechanical Description Sieve-bend screens are high-capacity screening devices which utilize stationary, concave, wedge-bar screening surfaces. A complete sieve bend is comprised of a feed distribution chamber, a structure for holding the screen surface, and collection chambers or chutes for oversize and undersize materials. In devices used for metallurgical practice, provision is usually made for reversal of the direction of flow over the surface, either by rotating the surface or by changing the feed nozzle position. The size of the unit varies in height from 5 to 8 ft, and in width from 2 to 8 ft. The orientation of the wedge-bar surface is such that the slots between the wedge bars are perpendicular to the flow of feed material over the surface. The feed distribution means is arranged such that the flow of liquid suspension is distributed evenly and tangentially over the width of the screen surface. Test work conducted in the 6.4 and 10.52 m Aerofall Mills at the Iron Ore Company of Canada Carol Project showed that the conventionally used ?deflector?-type liners which form the basic principle of Aerofall Mill grinding did not necessarily provide the best grinding performance. A new design, using low profile liners incorporating radial ribs of a proper height, actually improved the mill throughput in the order of 9 to 20% without sacrificing grinding efficiency. In addition, the new design reduced liner weight and scrap losses, which resulted in a reduction of liner consumption by 25%. The market for thermal coal has recently been growing rapidly and it is projected to continue to do so in the foreseeable future. Both the national and international markets often demand high Btu low sulfur thermal coal in order to minimize the cost of utilization and meet the environmental restrictions. High quality thermal coal can be prepared to compete in the utility market by desulfurizing the high Btu midwestern coal and blending it with low sulfur western coal which is usually low in Btu content. The methods that can be used for optimizing the coal preparation plant operating parameters for physically desulfurizing coal is presented.

The Red Dog Operation is located in northwestern Alaska at Latitude 68°, 100 miles north of the Arctic Circle and 50 miles inland from the Chukchi Sea. The orebody was acquired by the NANA Regional Corporation, (an Alaska Native Corporation established by the Alaska Native Claims Settlement Act of 1971), in 1980 in their land selection. In 1982 Cominco American and the NANA Corporation signed a development agreement and Cominco Alaska Inc., a wholly owned subsidiary of Cominco American, was formed to manage the Red Dog Project. An extensive exploration program in 1980 -1982 outlined a mineral inventory of 85 million tons, at a grade of 5.2% Pb, 17.1 % Zn, and 2.4 oz/ton Ag, which makes the Red Dog the second largest deposit ever discovered. Broken Hill, in Australia, is the only zinc orebody which was originally larger than Red Dog. The design of the facilities is to process 2.1 million tons of ore annually, which will produce 560,000 tons of zinc concentrate, 100,000 tons of lead concentrate and 50,000 tons of bulk lead/zinc concentrate.

Continuous column flotation parameter testing, to improve operating methodologies, using coarse bubbles on fluorite ore from Nevada, revealed that retention time is the predominant factor affecting column flotation fluorite recoveries. Column height and feed injection location affected fluorite grades and recoveries because they affected particle retention times in the collection and cleaning zones. Other parameters tested, including froth depth, wash water addition, and axial mixing, showed varying results. Four defined zones within the column were found to have characteristic rates of upgrading per vertical foot. Fluorite-gangue separation was more efficient in a column than in a conventional cell at all particle sizes.

A comprehensive strategic planning model has been developed for the phosphate strip mining and chemical operations at White Springs, Florida. The computerized model covers ore body modeling, production simulation and financial analysis. Several innovative features in the model include using NPV techniques in ore body block economics, adapting the floating cone method to a floating template for generating dragline mining units automatically, using interactive graphics for designing mining units, and a dragline move economics algorithm for automatic scheduling of mining unit assignments and moves. Simulation of chemical plant production uses linear programming and concentrate inventory levels control mine operating schedules.

This paper discusses the relationship between frother types and coal flotation as a function of particle size. It has been found that each frother has a unique size fraction that it will float effectively. This fact is very important when it comes to selecting a reagent scheme that will provide maximum recovery of both coarse and fine particles. Improvements in recovery can be attained when the chemical relationships between frother type and particle size floated are understood. Data from plant evaluations using commercial and developmental frothers are presented to verify the importance of frother types versus size fraction floated.

The Sheep Creek project area lies between 15 and 20 miles north of White Sulphur Springs in west central Montana, on the southern flanks of the Little Belt Mountains. The Sheep Creek project is a joint venture in which Cominco American Resources, Inc., has a 50% operating interest and BHP-Utah International, Inc., has a 50% participatory interest. The property consists of over 40,000 acres of leased fee land and lode claims. Modern exploration of the Sheep Creek area began in 1973 and 1974, when Homestake Mining Co. examined the extensive Sheep Creek gossans with soil sampling, trenching, and drilling. Cominco American Inc. began exploration in the area in 1976. Between 1978 and 1985, Anaconda Copper Co., Exxon Minerals Co., and Freeport also conducted exploration programs in the area. In 1985, Cominco completed consolidation of the district, gained BHP-Utah International, Inc., as a joint venture partner, and the joint venture drilled the first significant copper mineralization on the property. Of six bodies of copper mineralization so far located, the best defined are an upper copper zone, which includes a probable resource of 4.5 million metric tonnes grading 2.5% Cu and 0.1 % Co, and a lower copper zone which includes a possible resource of 4.5 million metric tonnes grading 4% Cu. Exploration drilling of the property is in progress.

The U.S. Bureau of Mines, in cooperation with U.S. Borax and Chemical Corporation and the Kennecott Copper Corporation, has investigated the use of the microseismic method to evaluate the stability of large, open-pit slope walls. The method is based on the phenomenon that stressed rock normally emits subaudible rock noises, and the number of rock noises per unit time (noise rate) and the magnitude of the rock noises (amplitude) increase as the stresses in the rock approach the failure stress of the rock. Therefore, the detection and recording of those rock noises serve as a semiquantitative method of predicting the incipient failure of rock. This report briefly describes the three different types of microseismic apparatus, the procedures, and the results of microseismic investigations in the slope walls of the Boron Mine near Boron, California, and the Rimbley, Liberty, and Tripp-Veteran open-pit mines near Ely, Nevada. Microsesimic noise rates in stable inactive mining areas are between 0 and 10 noises/ hour; the rates in stable active mining areas are between 10 and 50 noises/hour; and the rate in unstable areas is as high as 2500 noises/ hour. High microseismic noise rates in the Liberty Pit correlate with the time of nearby earthquakes, indicating that the earthquakes affected the slope wall. The results provide evidence that the microseismic tech¬nique is applicable to large pit walls, and that the wide band, wide range microseismic equipment appears to be suitable for open-pit investigations.

The Lynne deposit is a volcanic-to volcaniclastic-hosted, Zn-Pb-Cu-Ag orebody located in the early Proterozoic magmatic terrain of northern Wisconsin. As of February 1991, core drilling has partially delineated a multi-million ton, near-surface, disseminated to massive sulfide deposit. The deposit is hosted by a gently dipping sequence of fragmental rhyolites, felsic tuffs, less abundant dacite to andesite flows, and fine-grained volcanic sediments. The deposit is broadly conformable With the host rock stratigraphy, but the ore zones thicken and coalesce in the central part of the deposit.

Two recent antitrust cases, coming from widely separated areas, different industries and involving wholly different facts were decided by the Supreme Court on June 7, 1965. The decisions in there two cases may well prove to be the most important and far-reaching decisions in the field of labor law that have been handed down in the last 24 years. These cases, although quite dissimilar factually, had one common element. In both, the gravamen of the antitrust violation was bottomed on the terms of labor agreements negotiated by a multiemployer group. These cases are usually referred to as Pennington1 and Jewel Teat. Since a number of references will be made to the antitrust laws, it may be well to state briefly the applicable portions. Section 1 of the Sherman Antitrust Act makes "every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several states, or with foreign nations, is declared to be illegal...". Section 2 imposes criminal sanctions against "Every person who shall monopolize, or attempt to monopolize, or combine or conspire with any other person or persons, to monopolize any part of the trade or commerce among the several states...". Under Section 4 of the Clayton Act a person who sustains damages as a result of a violation of the anti¬trust laws is entitled to recover treble damages plus costs.

Today many small diameter tunnels are being constructed in Metropolitan areas and towns as transmission holes for utilities such as water, electricity, natural gas and sewage, to name a few. These tunnels function as utilities beneath the streets, highways, railways, and other structures where open-cut techniques are impractical for any one of a number of reasons. Many such bores range in diameter from 15 to 72 inches and in lengths from 100 to 500 feet. Auger drills with auger type heads have long been used to bore these "road crossings" as they are usually termed; however, many such crossings must be bored in rock with rock-boring heads. Rock with a compressive strength of 15,000 p.s.i. and higher seems to present the greatest challenge for the contractor. These rocks include most igneous and metamorphic rocks and some sedimentary rocks. In general, this grasps most granites, basalts, gneisses, slates, schists, quartzites, limestones, and cherts. In the past ten years boring machines have been developed and used to excavate road crossings through hard rock. Many crossings have been successfully excavated using these machines, and the degree of success has increased substantially in the last few years. A variety of machines have been built and manufactured to bore most rock in a range of diameters up to 72 inches. The machines vary in capabilities, size ranges, and designs but all perform the same basic task and function of boring horizontally. Incidently, here the term horizontal implies horizontal or within five degrees of horizontal. The Turquoise Ridge gold deposit is located near the Getchell Mine, 72 km (42 miles) northeast of Winnemucca, Nevada. The deposit is owned by First Miss Gold Inc. The host rocks consist of Ordovician and Cambrian age shales and limestones. They have been crosscut by the northeast-trending Turquoise Ridge shear zone and northwest-trending shear zones. Gold mineralization occurs at depths from 427 m (1 400 ft.) to 671 m (2 200 ft.), along the intersection of these structures. Large tonnage, flat-lying deposits occur where folded, favorable beds are intersected by the faults. The carbonate within the beds has been replaced with silica, pyrite and arsenic sulfides.

Operational grade modelling is a technique that uses production data to run daily updates of property models. It will enable mining engineers to use property predictions based on the most recently acquired data as support for quality control and decision making. The approach necessitates that the properties of the run- of-mine material can always be attributed to individual mining blocks or charges. The software employed must be highly reliable, because a system failure or the loss of data could seriously affect the mine's quality management. An operational grade modelling system has been developed for the Breitenau magnesite mine. It makes use of the Linear Octree Based Property Modelling system which was conceived and realised at the Free University of Berlin. This paper describes the system design and gives an account of the experiences during the first six months since system start-up.

Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With. Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. In 1990, Cyprus Amax began aggressively searching for such an opportunity. Early in 1997, production will commence at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1,750-tonne per day open-pit operation that will produce more than 300,000 ounces of gold per year. This paper discusses the challenges of locating such a prospect, doing business in Russia, developing supply lines, identifying work force capabilities, gaining government approvals, securing financing, arranging for gold sales and ultimately building a facility in this arctic region.
