California’s San Diego County Water Authority provides a safe and reliable water supply to more than 3.3 million residents through twenty-four member agencies. The 2nd Aqueduct pipelines, a critical infrastructure consisting of three large-diameter pipelines, are susceptible to natural threats including streambed erosion, channel migration, and seismic hazards within the 3,840-foot-long Moosa Canyon segment of the alignment. A state-of-good repair, hazard mitigation, and resiliency project is progressing to ensure uninterrupted water supply. For each pipeline, a segment will be replaced by tunneling. A high-level project development approach is presented, focusing on alternative selection, environmental and geotechnical considerations, and operations and maintenance constraints.

The most important safety aspect associated with great mining height in steeply dipping coal seam mining is the stability and control of the roof. When soft coal and hard gangue make up the immediate roof of a working face, the soft-coal interlayer plays a significant role in gangue damage and can cause problems such as roof collapse in front of the support, collapse of partial area supports and other problems that can affect the stability of the supports and the surrounding rock system. This study found that the first weighting step of a multigangue roof is larger than that of a nongangue roof, but periodic weighting steps are similar. The overburden collapse height is lower in a multigangue roof than in a nongangue roof due to the buffering and supporting function of the collapsed gangue. Failure of the coal interlayer is the key factor in the collapse of multilayer gangue. The limited load of the interlayer and maximum resistance of the support is concluded by the hard gangue and soft coal interlayer mechanical model. The maximum resistance of the support increased with the dip angle of the seam and burial depth. Certain measures are proposed to control the stability of the gangue roof, including zoning control of the mining height and resistance and advancing the support while maintaining roof contact, thus ensuring the integrity of the support and surrounding rock system.

Government and legislative programs The U.S. Environmental Protection Agency (EPA) invited industry to nominate representatives to a review panel that will help the EPA develop rules to regulate air toxics from the production of brick and structural clay products. The EPA was required to establish a review panel because these regulations will significantly affect small businesses. The regulation of air toxics falls under the Clean Air Act.

This work evaluates the effectiveness of similitude theory in predicting the draft of a rubber tire loader’s bucket during initial penetration. The work uses 1:16 and 1:8 scale models of an 18-t capacity load haul dump, scaled with the Buckingham Pi theorem, to evaluate the prediction of draft and penetration under different operating and different dynamic conditions. We hypothesized that the observed relationships between draft and longitudinal penetration and the operating and dynamic conditions will hold true for an upscaled model. Similarly, we hypothesized that the results of experiments conducted with the smaller scale model should predict the draft on an upscaled model.

By using real-time measurements and artificial intelligence, it is possible to respond faster to changing conditions, while accurate and timely information permits the rapid evaluation of changes and fast business improvement decisions. This paper presents a blueprint for system alignment, organizational design and management practices to leverage these developments in performance-driven operations management in mining and mineral processing.

"Government support for Canada’s mineral industry was on full display during the Prospectors & Developers Association of Canada (PDAC) conference in Toronto, ON, Canada on March 3-6. First, there was the announcement of the five-year extension of Canada’s Mineral Exploration Tax Credit (METC), the first multi-year extension of the METC since its inception in 2000. Canada’s Minister of Natural Resources, Amarjeet Sohi, added to that support when he spoke at the opening keynote session and announced the Canadian Minerals and Metals Plan (CMMP), a plan that aims to map out the future of the industry in Canada. Finally, the support for the mining industry was buttoned up with a visit to the conference by Canadian Prime Minister Justin Trudeau.More than 25,000 people from 135 countries attended the annual conference that features a robust trade floor, technical sessions and an investors’ exchange that aims to put mining companies in touch with potential investors. Mining companies and ambassadors from nations around the world are given the opportunity to present to small audiences throughout the conference and this year PDAC was able to sway the Prime Minister to speak on its behalf.Trudeau sat down with PDAC President Glenn Mullan on March 5 to talk about the METC extension and a host of other issues important to the Canadian and global mining industry, giving the home country a bit of a profile advantage when it came to making a pitch to investors.Trudeau entered the week of the conference in the midst of the most serious political scandal of his career and was defending himself against accusations of political interference with the top prosecutor in the land over a criminal case involving one of Canada’s largest companies, SNC-Lavalin. During the question-and-answer session at the Metro Toronto Convention Center, Trudeau seemed more than happy to keep to the discussion about mining. He spoke favorably about the industry during the half hour conversation and praised the industry for its work with Indigenous people as well as its efforts to advance technology and innovation. He made a case that Canada is a safe and reliable place for investment in the minerals sector.“We are at a time of change right now, of transformation with new technologies and global supply chains, and everyone is trying to adjust to the new realities that have accelerated so much these past years,” Trudeau said. “What we are trying to do as a country and what you have done as an industry is to try to look at where things are going – go to where the puck is going to be, not where it is. You, as an industry, know that investments in innovation, research, science — investment in technology and partnerships with Indigenous communities are all things that are going to give you opportunities to be competitive in the coming years.”"

Blast-induced rock mass displacement can have a significant impact on ore loss and dilution. The mischaracterization of the grade boundaries both prior to, as well as a result of, blasting can lead to significant financial losses due to ore loss and dilution. Ore dilution occurs when waste material is miscategorized as ore and sent for processing or stockpiling, diluting the run-of-mine head grade and recovery. Ore loss takes place when valuable mineral is miscategorized as waste and sent to the waste dumps, thus never being processed and recovered. Extensive research has been conducted at the University of Queensland over the last fifteen years to understand the impact of blast movement on ore loss and dilution. Recent outcomes of this research have led to the development of innovative tools and techniques to measure and model blast movement. These techniques have been implemented at the Ahafo gold mine in Ghana to understand blast movement dynamics and to implement solutions to reduce blast-induced ore loss and dilution. These solutions are validated through controlled trials and have been incorporated into site standard operating procedures.

It is clear that precise overground and under-ground mapping is an important factor for all designers. Due to rapid changes in underground construction, tunnel designers are increasingly in need of updating project information. This article explains the latest techniques for detecting under-ground utilities as well as underground mapping. Global Positioning System (GPS) is a very ac-curate and popular navigation and mapping system that has been used extensively above ground, but is not used for underground mapping as signals are not strong enough to pass through ground or water. Most underground techniques were developed for military applications during the first and second world wars. Later, the techniques became public. For example, ground penetrating radar was developed for the military in 1970 to be used for locating tunnels under the demilitarized zone between North and South Korea. Later, the same technique was used for detecting unexploded ordinance such as plastic land mines.

Discussion by A. Unal Barbaro et al. (1990) implemented a tedious study aimed at delineating the short-scale spatial variability of sulfur in a coal seam. It is not possible, however, to extend their conclusions to any other coal seam or use their in any other fashion, because the background geology was not presented. Nor were the conclusions accompanied by geological interpretations in the paper. In addition, an unfortunate printing error occurred where the total sulfur (determined by High Temperature Combustion) variogram in Fig.3 was duplicated in Fig. 2 instead of the seam height variogram. A more serious error, however, has been committed in the definition of the variable, seam height. What is defined as seam height by Barbaro et al. (1990) is, in essence, mining height, and is not a regionalized variable that should be studied by geostatistical methods directly. Despite the fact that the variable, seam height, is not defined in the paper explicitly, the following quotation discloses the fallacy: "All roof rock that exceeded 1.8 m (6 ft) from the floor was not taken because the longwall was operated to not mine more than 1.8 in (6 ft) unless the coal seam height exceeded 1.8 m (6 ft)." From this definition, the seam height, and therefore the sampling height, is equal to the actual coal thickness, if the coal thickness is greater than 1.8 m (6 ft). Otherwise, it is equal to the sum of the coal thickness plus the thickness of the roof rock that complements the thickness to 1.8 m (6 ft). In the latter case, the seam height is constant and equal to 1.8 m (6 ft). It is possible to conduct a variogram study on a pool of samples that are realizations of two different variables. But the conclusions derived would not belong to any one of the two variables uniquely and, therefore, do not possess any significance. Geostatistical analysis is irrelevant for the sum of multiple regionalized variables formed by arbitrary selections. In a two-seam setting, for example, the mining height, as defined by the thickness of one seam at one location and the thickness of both seams at another location (due to quality and/or minimum thickness considerations perhaps), should not be used in the calculation of one common variogram. The two seams should be modeled separately. They can then be combined according to the specific purposes of the study. On the other hand, if a constant is added to a regionalized variable (to incorporate dilution perhaps), the variogram of the new variable will not change. Barbaro et al. (1990), surprisingly, does not give any geological interpretation of their results despite the fact that most of them can be explained by the origins of sulfur in a coal seam. The presentation of the results of a geostatistical study with no reference to the geology of the deposit is uninformative. It may also be misleading for the potential users of geostatistics, It is not unusual to find nuggets of pyrite in coal seams. In such cases, pyritic sulfur will probably display a spatial structure for only a very small distance that will appear in the experimental variogram as no spatial correlation. This very well known phenomenon is called the pure nugget effect in geostatistics (Journel and Huijbregts, 1978) and perhaps can explain the lack of correlation found for pyritic sulfur content. The lack of correlation found for the total sulfur content may also be explained in the same way because the total sulfur content is dominated by the pyritic sulfur content in this case study. One should notice, however, that the situation may completely be reversed after cleaning the coal. Not all of the inorganic sulfur should be expected to be in the form of pyrite nuggets in a coal seam. It may also be disseminated in the coal seam and it is expected that it follows a certain spatial structure. However, an existing spatial structure may be masked by including a part of the roof rock, rich in sulfides, into the seam thickness in an arbitrary fashion because areas having a sandstone roof sometimes are known to show a higher sulfur content due to the downward percolation of solutions rich in iron sulfides (Clark, 1979). Plants use sulfur in their growth processes. Much of this sulfur is bound organically during peat accumulation and coal formation (Cecil et al., 1978.) This suggests a spatial structure of some sort for the organic sulfur. However, it is not possible to test this hypothesis because the results obtained by the authors for the organic sulfur content are not given in this paper. For this reason, the conclusion that simple average of the nearby samples would provide the best unbiased estimates is questionable for organic sulfur and is not based on any substantial supporting evidence. It is suspected that no spatial structure was detected and this was due to high sampling and laboratory analysis errors. Before concluding that sulfur variability in the seam at the location of study was random, a more detailed study for the disseminated non-pyritic sulfur should have been conducted, not for the sake of scientific curiosity only, but also due to its utmost importance with regard to coal cleaning and emission control. Pyritic sulfur can be cleaned to a considerable extent, whereas organic sulfur can not, making the emission control strategies highly dependent on the spatial distribution of the organic sulfur (Knudsen, 1981). In the light of these facts, one wonders why Barbaro et al. (1990) did not present the results of their study for the sulfate and organic sulfur content. From a distance, the 0.75-km (0.5-mile) rail line that sits in the shadows of Vale-Inco?s Stobie Mine outside of Sudbury, Ontario could be mistaken for a standard conveyor belt hauling ore from the nearby mine. But with its large, yellow-painted loop and interconnected green rail cars that invert themselves on the loop before correcting with a smooth rollover further down the track, one might assume that this is some sort of test track for a new roller coaster. The fact of the matter is that it is the proving ground for Rail-Veyor technology, a technology that the company hopes will one day change the face of ore transportation in surface and underground mines around the world. With a line of linked, low-profile rail cars that are capable of carrying up to 1 t (1.1 st) per car of ore by way of simple, above ground, lightweight rail track, the technology is not groundbreaking. In fact, it was developed in the 1960s for the French State Railroad. A demonstration plant for the Florida Institute of Phosphate Research was installed in 2000 and the first commercial under-ground installation was in 2007 in South Africa at Harmony Gold?s Phakisa Mine. There, a 4.7-km- (2.9-mile-) long tram between two shafts operates three Rail-Veyor trains on a shared track. The difference is that the application that is being tested day-and-night in Sudbury is getting closer to wide production, thanks to the use of computer controlled automation that has helped turn an old idea into a cost-effective modern solution.

A ventilation research study was conducted by the U.S. National Institute for Occupational Safety and Health (NIOSH) and a cooperating longwall trona mine in the Green River basin of Wyoming in the United States. The objective of the study was to evaluate the movement of longwall face air and exchanges between the face and worked-out areas to document the presence or absence of face airflow pathways between these locations. Tracer gas experiments using sulfur hexafluoride (SF6  ) were conducted to describe air movement on the face and in the mined portion of the active panel. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of gases emitted from the face and caved gob.

To place the SME Standards and Guidelines for Valuation of Mineral Properties (SME Valuation Standards) and International Mineral Property Valuation Standards template (IMVAL Template) within the global context of existing mineral valuation standards.2. To review the current status of harmonization of each International Mineral Valuation Committee (IMVAL) member’s mineral valuation standards (or code) with the IMVAL template and suggest remedies for issues found.3. To suggest future enhancements for the IMVAL Template and SME Valuation Standards, and to suggest future roles for the IMVAL and SME committees. From the author’s review, Ellis draws the following conclusions.The SME Valuation Standards comprise a minimum set of principles-based standards and guidelines for developing and reporting valuations of mineral properties (including petroleum properties) for public and private use, subject to jurisdictional requirements. The standards are also designed to provide mineral valuation guidance that supplements application of the International Valuation Standards Council’s International Valuation Standards (IVS) and the U.S. government endorsed Uniform Standards of Professional Appraisal Practice (USPAP), published by the Appraisal Foundation.The SME Valuation Standards is the first set of valuation standards developed by a minerals institute adopting and modifying the IMVAL template. As a result, the SME standards are essentially totally harmonized and otherwise aligned with the IMVAL template. IMVAL was initially conceived in 2012 as a discussion body to aid harmonization of each member’s valuation standards, by modifying to function the same. IMVAL primarily developed the IMVAL template, published in July 2016, to produce an agreed reference framework of essential mineral valuation guidance content as the goal for harmonization of the Australasian Code for Public Reporting of Technical Assessments and Valuations of Mineral Assets (VALMIN Code), The South African Code for the Reporting of Mineral Asset Valuation (SAMVAL) and the Canadian Standards and Guidelines for Valuation of Mineral Properties (CIMVal standards and guidelines). The harmonization would result from each mineral valuation standards committee modifying its standards to operate similarly to the IMVAL template, producing valuation reports with similar content and value for the same mineral property. The template is also available for other bodies to adopt and modify for their regional setting’s needs, as SME did, or use as a convergence goal when updating an existing standard."

This article reviews the production trends of industrial minerals since 2000 for Texas, the leading U.S. producing state of industrial minerals with a total value of $5.2 billion in 2017, equivalent to 6.9 percent of all U.S. minerals value. Most current Texas industrial-mineral value comes from the production of cement, crushed stone, industrial sand, and construction sand and gravel. Construction material consumption is concentrated in the 25 metropolitan areas of the state, with production of industrial minerals in nearby counties. With Texas’ population projected to reach 50 million by 2050, continuing in-state development and production of industrial minerals will be required to meet in-state and regional demand. Texas’ most rapidly growing production of industrial minerals is industrial sand to supply proppants for multiple unconventional petroleum plays. Texas’ favorable geology and economic factors provide opportunities for the identification and development of new industrial-mineral production sites. Repurposing of former industrial-mineral production sites for post-production development likely will increase as efficient land use evolves. Understanding the geologic, economic and societal framework of industrial-mineral resources will facilitate more informed decisions about the complex issues that the region will face, including effects of sea-level rise on coastal infrastructure.

In the event of fire underground, it is essential that all miners be warned as quickly as possible. With mine air, rapidly depleted of oxygen and contaminated with smoke and toxic fire gases, any delay in the warning signal could have disastrous consequences. Unfortunately, present mine, fire warning systems, such as stench, audible or visual alarms, telephones, and messengers, are often slow, unreliable, and limited in coverage.

Heterogeneity and discontinuity significantly affect rockmass strength. Past studies have largely used arbitrary scaling approaches to produce rockmass strength from laboratory rock tests. This paper proposes a stochastic approach to produce rockmass strength from laboratory rock tests. Based on the laboratory data, MATLAB with an extreme value stochastic model generated a database for each physico-mechanical property of the rock. Then finite-difference software FLAC2D simulated laboratory-sized rock specimens. Random material properties in MATLAB were generated using the grids developed in the numerical model. The random properties were then applied to the final FLAC2D model. Model runs simulated the approach performed in the laboratory. The results from the model indicate that a stochastic approach produced compressive strengths that were lower than those from the deterministic approach. Failure modes for each specimen were different from those observed in the laboratory. In addition, random density also influenced the failure mode, highlighting the importance of stochastic analysis in rocks.

DOUG HALBE: Thanks, Terry. And in spite of your introductory comments, I'm going to attempt to continue our hallowed tradition of saying nice things about the speakers. This is really a serious comment now. We, as mineral processing and mill people, don't often talk to people outside our general operating area. One thing that we've tried to do in this operators' symposium is get speakers from various types of plant operations to help illustrate all the things we have in common. Our next speaker is from the industrial minerals area. I think there's a lot to be learned from industrial minerals operations. Some of the people in the last session learned some things about fine grinding in industrial mineral operations. I was a little surprised to see people there grind to 2 microns. Our next speaker is Frank Alsobrook. Frank is another nonmetallurgical engineer. He has a degree in geology, a master's of science from the University of Wisconsin. He's had his own very successful consulting company for a number of years. This is your 11th anniversary, Frank? Very good. He's also the immediate past chair of the industrial minerals division. I think the folks at the speakers' table should be ashamed. You have been so rowdy that Frank chose to sit in the audience. [laughter] We'd like you to come up now, Frank, and tell us some things that you've seen that might be useful to us. INTRODUCTION FRANK ALSOBROOK: The three topics addressed briefly are (1) teamwork and operations modeling, (2) the pitfalls of capital conservatism, and (3) the potential for by-product recovery. Ideas for improvements in these areas are not unique to industrial minerals but apply to metal mining and processing operations, as well. Several additional topics are suggested at the end of the paper.

"The National Institute for Occupational Safety and Health (NIOSH) has been researching refuge alternatives (RAs) since 2007. Refuge alternatives typically have built-in pressure relief valves (PRVs) to prevent the unit from reaching unsafe pressures. The Mine Safety and Health Administration (MSHA) requires that the PRVs vent the chamber at a maximum pressure of 1.25 kPa (0.18 psi, 5.0 in. H2O), or as specified by the manufacturer. To facilitate PRV testing, an instrumented benchtop test fixture was developed using an off-the-shelf centrifugal blower and ductwork. Relief pressures and flow characteristics were measured for three units: a modified PVC check valve, an off-the-shelf brass/cast iron butterfly check valve, and a commercially available valve that was designed specifically for one manufacturer’s steel pre-fabricated RA and has been adapted for use in built-in-place (BIP) RAs located at one mine. PRVs used in tent style RAs were not investigated. The units were tested with different modifications and configurations in order to check compliance with 30 CFR regulations. BACKGROUND The Mine Improvement and New Emergency Response Act of 2006 (Miner Act) (1) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement. Section 13 of the MINER Act specifically directed the National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines, and the Department of Labor to act on the results of such research as appropriate. These mandates culminated in the 2009 adoption of changes to 30 CFR mining health and safety regulations, requiring underground coal mines to provide mine emergency RAs and associated components, to provide a life-sustaining environment for persons trapped underground. Such RAs can be either self-contained mobile units or built-in-place (BIP) facilities. The regulatory changes also include provisions establishing requirements for the Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One specific criterion for maintaining a safe RA atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (specified as 0.18 psi, or approximately 5.0 in H2O), or at a pressure as specified by the RA manufacturer, above mine atmospheric pressure in the RA (2)."

Arch Mineral's Captain Mine has used the Bucket Wheel Excavator System(BWE) for over 3 years in conjunction with a 180 yd3 (138M3) stripping shovel. The bucket wheels prestrip the soft overburden ahead of the shovel. This soft overburden is brought to the spoil side through a series of shiftable conveyors and placed by a spreader over the ungraded or partially graded shovel spoils. The placement of the soft overburden and top soil is accomplished in a manner that meets the reclamation mandates. The prestripping by the BWE has reduced the incidence of the highwall and spoil slides, depth the stripping shovel has to dig and the volume handled by the pullback draglines.

Geological remote sensing is, "....the study of the Earth utilizing electro-magnetic radiation (EMR) which is either reflected or emitted from the land surface in wavelengths ranging from ultra-violet (0.3 micrometre) to microwave (3 metre)."1 Selected examples which illustrate a variety of successful geologic applications include lithologic mapping, 2 engineering soils mapping,3 tectonic interpretation,4 and mineral and petroleum exploration.5 This report examines the applicability of remote sensing for bauxite exploration in northeastern Mississippi. Specific objectives were to map lithologies of northeastern Mississippi from LANDSAT imagery, to determine the utility of LANDSAT imagery for delineating and mapping known deposits of bauxite, and to discover and map new bauxite deposits.
