"Despite the difficult economic climate for the mining industry, more than 6,300 people joined SME for its 2016 Annual Conference & Expo in Phoenix, AZ, Feb. 21-24.Nearly every commodity has been bruised and battered during the past year, leading to one of the more difficult cycles for the industry in the past decade. Coal has taken some of the hardest hits and other commodities, such as copper and iron ore, have felt the sting of a slower growth in China and an oversupply on the market.The difficult conditions could not be ignored, but they did not deter SME from offering a forum for the industry to share knowledge, network with peers and learn about the best products and practices while visiting the sold-out exhibit hall (844 booths and 627 vendors) or while attending any of the 121 technical sessions that were offered.The current state of the industry was one of the overriding themes of the conference and during the challenging times there are often cutbacks as operations look to become leaner and more efficient, however, there is one area that cannot be cut – health and safety.The conference kicked off with a fascinating presentation from Colonel Mike Mullane, a former NASA astronaut who, in 1978, was selected as a Mission Specialist Astronaut in the first group of space shuttle astronauts. He completed three space missions and logged 356 hours in space aboard the shuttles Discovery and Atlantis before retiring from NASA and the U.S. Air Force in 1990.In his speech to a packed audience, he warned of the dangers of cutting corners to get the job done more quickly by guarding against the “normalization of deviance.”Normalization of deviance is a long-term phenomenon in which individuals or teams repeatedly accept a lower standard of performance until that lower standard becomes the norm. Usually, the acceptance of the lower standard occurs because the individual or team is under pressure (budget, schedule, etc.) and perceives it will be too difficult to adhere to the original higher standard. Their intention may be to revert back to the higher standard when this period of pressure passes. However, by getting away with the deviation from the higher standard, it is likely they will do the same thing when the same stressful circumstances arise again. Over time, the individual/team fails to see their actions as deviant."

Effective management of ore loss and dilution is essential for successful grade control and short-term mine planning due to their significant impact on the economic, environmental and technical aspects of openpit mining operations. Factors influencing ore loss and dilution fall into two categories: (1) controllable factors, like mine equipment selectivity and blast design, and (2) uncontrollable factors, such as spatial heterogeneity of ore and waste blocks on a bench. This paper focuses on the second category by applying spatial entropy concept to capture heterogeneity at the scale of selective mining units. In this paper, global spatial entropy is used to assess the impact of spatial heterogeneity between ore and waste blocks on the magnitude of ore loss and dilution, while the local spatial entropy can guide the allocation of blast movement monitoring balls preblast. High values of the global spatial entropy indicate increasing potential of ore loss and dilution, which reduce profit. Furthermore, through a number of case studies, the study investigates the relationship between spatial entropy, cutoff grades, blast movement, dig-limits optimization model running time, and profit. The results show that changes in cutoff grade and blast movement can significantly affect spatial entropy post-blasting and increase ore loss, dilution and profit reduction, revealing the need for controlled blasting at specific bench sections. Additionally, the results demonstrate an exponential increase in profit reduction due to ore loss and dilution with a rising global spatial entropy

Some of the practices of the mining industry that may place an undesirable stress on the groundwater environment are coming under increasing scrutiny from legislators and regulatory agencies. Among these practices are mine dewatering, the use of tailings ponds, land rehabilitation, and technological innovations such as in situ leaching of waste clumps and ore deposits. Pernichele, noting that 24 states have enacted legislation controlling to varying degrees the environmental effects of mining, has emphasized the importance of assessing the potential for damage to groundwater when evaluating, planning, and designing mining projects. 1 Illinois has enacted legislation requiring anyone opening, operating or abandoning a mine site to obtain a permit from the Illinois EPA. The law is one of the first to require regular monitoring and reporting to a control agency. Legislation has also been recently enacted at the national level that will have a significant impact on the mining industry; e. g., the Federal Water Pollution Control Act Amendments of 1972 (Public Law 92-500). The stated objective of this Act is to restore and maintain the chemical, physical and biological integrity of the nation's waters. Specifically, according to Sec. 102(a), the Administrator of the U.S. Environmental Protection Agency (EPA) is required to prepare or develop comprehensive programs for preventing, reducing or eliminating the pollution of the navigable waters and groundwaters and improving the sanitary condition of surface and underground waters. The definition of the terms "pollution" and "pollutant" is of particular significance to those who must comply with PL 92-500. The definitions are quite broad and include most of the adverse water quality effects of man's activities. As defined in Sec. 502(19), "pollution means the man-made or man-induced alteration of the chemical, physical, biological and radiological integrity of water." Within the Act, the list of pollutants includes dredged spoil, solid waste, incineration residue, chemical wastes, radioaetive materials, heat, wrecked or discarded equipment, rock, sand, cellar dirt, and industrial waste discharged into water.

The Amtrak East River Tunnels include four tunnels, Line 1 to Line 4, which extend from New York Penn Station in Manhattan, under the East River to Sunnyside Yard in Long Island City. Since fall 2015, Amtrak has initiated a program to repair and reconstruct the century-old tunnels, including structural repairs of all the tunnels and reconstruction of the Line 1 and Line 2 tunnels. The reconstruction includes bench wall demolition and replacing and installing the following elements in the tunnels: direct fixation track, traction power, signal, communication, and tunnel fire/life/safety components. This paper provides design and site investigation challenges and knowledge gained from this program.

An electron optical and microprobe study was made to determine the physical and chemical nature of the silica minerals that occur as natural impurities in bentonite and montmorillonitic fuller&apos;s earth clay products (both granular and powder) and that occur in <10-µm dusts from plants that process these products. The purpose of the study was to determine if discrete "free" silica minerals, such as quartz, could be observed using SEM and EDS methods. No “free" silica minerals could be observed in the SEM images of the granular and powdered products, either among or on the surfaces of the particles. Also, no “free" silica could be identified by either SEM or EDS analyses of the dusts, even though quantitative X-ray diffraction analysis indicated that trace amounts of quartz occurred in all samples. It was determined that these quartz and other silica minerals were encapsulated or coated by montmorillonite. Vigorous washing, however, removed some of the clay coatings, so that small amounts of silica minerals could be seen by SEM and EDS analysis. It was found that all primary crystalline quartz grains in the bentonites have diagenetic overgrowths consisting of a mixture of montmorillonite, opaline silica and possibly microcrystalline quartz. Detrital quartz grains in the fuller&apos;s earth have thin diagenetic overgrowths of opaline silica, also containing montmorillonite. The clay encapsulation of the silica minerals in the products studied, as well as in the potentially respirable (<10-µm) dust produced during manufacturing of bentonite and montmorillonitic fuller&apos;s earth clay products, is considered to be an important factor influencing the potential health effects (e.g.. silicosis) of the contained silica. Even if clay dust containing silica should be inhaled, the montmorillonite encapsulating the quartz and other silica minerals would prevent direct contact of the silica with lung tissue. The clay encapsulation of quartz, as well as the highly hydroscopic nature of montmorillonite, may explain why not a single confirmed case of silicosis has ever been reported among plant workers in more than 65 years of production.

"INTRODUCTIONIn tunneling projects, pre-grouting is performed with the purpose of establishing an impervious zone around the tunnel periphery. This is obtained by reducing the penetrability of the most conductive fractures in the rock mass. The main attention, besides economy of the project, is given to limiting the ingress of water into the tunnel to a certain amount during construction s well as operation period. Failure in pre-grouting process may, according to Bruce (2007), significantly affect the project in terms of safety, performance, cost and time. In this respect, determination of design parameters (pumping pressure, properties of the mix and stop criteria) affects these projects significantly. In current practices, depends on the geological conditions and requirements of the project these parameters differ widely. Weaver (1991) recommends selection of design parameters, specifically grout injection pressures, based on site specific factors and the conditions at each specific hole into which grout is to be injected (grout hole logging and water pressure test data). Houlsby (1990) correlated the allowable grouting pressure to the quality of the rock mass and the rock cover above the grouted fracture. In his methodology, grouting should be continued until the maximum pressure was attained. Later, Lombardi and Deere (1993) introduced the Grout Intensity Number (GIN), which limits the combination of injection pressure and injected grout volume in order to control the energy induced in the fracture i.e. avoid fracture jacking. Even though the GIN method was a step forward in understanding of the mechanism of the fracture deformation, there are ambiguities connected to this methodology, thus determination of the intensity number is challenging (see e.g., Rafi and Stille 2015)a.A main problem when no theoretical solution is practiced is that effects from the chosen injection pressure, such as possible increases of transmissivity and changes in total grouting time, remains hidden in the overall grouting process. The question is if a high or a low pressure should be used to fulfil the requirements of the projects at the lowest possible cost."

SCOTT COULTER: Our second speaker today is Brian Flintoff. Brian graduated from the University of Alberta in 1973 with a master&apos;s of science degree and worked as a project metallurgist at Brenda Mines until 1977. He returned to the University of Alberta in late 1977 to work on his Ph.D. and later joined the faculty of engineering in 1980, leaving in 1988 to rejoin Brenda in the newly formed process technology division. In 1998 he left Svedala-Brenda to take a position with Simons International&apos;s newly formed enterprise development services group. His topic today is "People: Reduce, Reuse, and Recycle." INTRODUCTION BRIAN FLINTOFF: Historically, the mining industry has relied on the people within a corporation to get things done. The culture of most companies was one of a slow but sure development of people, processes, equipment, and technology. Many of the larger companies supported in-house engineering and research organizations. However, the metal market pressures of the 1980s and the emergence of the global economy in the late &apos;80s and early &apos;90s put enormous financial pressures on the industry. As the old adage says, "necessity is the mother of invention," and the mining industry, like many others, has undergone a transformation. A cornerstone element of the transformation was the downsizing (or right-sizing) that was calculated to "trim the fat" from the capital and operating budgets. The goal was and is to find the highest sustainable operating profit.&apos; While I&apos;m sure one can find examples of losers (e.g., those who can be classified as suffering from corporate anorexia or institutional Alzheimer&apos;s) in such business reengineering efforts, there is little doubt that, on the whole, the transformation has been successful. The reality that now faces mill management is "How to do more with less?" At the risk of oversimplifying, one can look at this on two levels:

Roller presses were first invented in the middle of the 19th century, for the economical size enlargement of coal fines as fuels. Coal briquettes became quickly accepted for industrial and domestic use giving rise to a large and sucessful industry, particularly in Europe, Japan, and North America. When, towards the middle of the 20th century, coal was more and more replaced by other energy sources, such as electricity, gas, and oil, roller press manufacturers searched for alternate applications of this equipment. In addition to contemporary coal briquetting, in fields such as smokeless fuel and form-coke, it was found that redesigned and modernized roller presses, which are now capable of exerting high forces, are versatile machines for many tasks in mineral processing. Today they are used for: - the "classic" pressure agglomeration and - the "new" high pressure comminution. In pressure agglomeration, the characteristics of fine minerals are improved by forming briquettes or granulated products from compacts. During size enlargement with roller presses briquettes are directly obtained while granular materials are produced by crushing and sizing of compacted sheets. The processes are carried-out essentially dry and often do not require binders other than those inherently contained in the feed and "activated" by the high forces and/or elevated feed temperatures (e.g. hot briquetting). Therefore, no foreign materials (impurities) are added. Another advantage of the technology is, that wide particle size distributions are acceptable or desirable as feed materials, including millimeter or even centimeter sized particles. Plastic particles deform and brittle materials are crushed during pressure agglomeration. A relatively new application of roller presses in mineral processing is the utilization of the crushing effect when brittle materials pass the nip area between the rollers. It was found that this crushing mechanism is very efficient thus saving energy, particularly in grinding circuits handling large capacities. The paper introduces the fundamentals of the process and describes the design as well as applications of modern roller presses in mineral processing.

The Extent of Government Involvement In 1982 national governments in the Non-Socialist world owned at least some equity share in an estimated 49 percent of the bauxite mining capacity located in their own countries.* By comparison, as Figure 1 shows, in the same year governments owned at least part of an estimated 33 per cent of primary aluminium smelting capacity. In other industries, national, or state governments in 1982 held at least part ownership of mining capacity in 42 per cent in the copper industry, 34 per cent in the tin industry, 23 per cent of the zinc industry, 15 per cent of the lead industry and 11 per cent in the nickel industry. Thus while within the aluminium industry attention has focussed on the share of government ownership in the primary aluminium sector, national government involvement through ownership is larger in the bauxite sector. Moreover, ownership by government is more widespread in the mining of bauxite than in the mining of all other principal non-ferrous base metals. Yet while the equity participation of governments in the bauxite sector is widespread, it is but one of many forms of government involvement. In addition to direct ownership or equity participation domestic government involvement has taken the form of legislation to protect the environment, controls on the level of production, insistence on the export of ore, pressure to maintain levels of employment, controls on the type of fuel used, foreign exchange *Capacity which is owned in whole or in part is included within the state sector, but capacity in one country which is owned by a wholly or partly owned government company in another company is not included in the state sector; e.g. the capacity of the Trombetas mine is included in the state sector but the capacity of Delphi bauxite would not be included.

The National Mining Hall of Fame and Museum (NMHFM) in Leadville, CO will induct the class of 2011 on Sept. 10, 2011. Representing the coal, metallurgical/processing, research and development, marble and lead industries, this year?s inductees cover a diverse crosssection of the mining industry. William Francis Diamond, Wayne Hazen, Redfield Proctor and Jeffrey Zelms will join 210 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame at the 24th Annual Induction Banquet and Ceremony. The members of this year?s class were selected for being visionaries, leaders and ambassadors both within their own sectors and across the industry at large. Diamond had an illustrious engineering and managerial career that spanned four decades with Island Creek Coal Co. During that time, he was responsible for the engineering and construction of the deepest coal mines producing in North America at the time.

"Tunneling through an urban environment carries many inherent risks to the immediate local infrastructure and subsequently to the project stakeholders. On the CQ031 Contract of the East Side Access Project in Queens, New York, twin 22.5’ diameter Herrenknecht Slurry TBMs were mined within close proximity to many infrastructure assets, with cover of less than half a shield diameter at times. Multiple public bridges and critical railroad infrastructure including catenary poles and signal towers supporting the busiest rail interlocking in the United States required underpinning systems. The support program for these structures was refined over the course of the four tunnel drives. It is the intent of this paper to show how the interaction between the temporary structures, instrumentation monitoring plan, and risk assessment program melded to provide a system which the owner, contractor, and designer relied on as a tool to ensure the project success without impacting the public surroundings. PROJECT BACKGROUND The East Side Access (ESA) megaproject located in New York City, N.Y is a multi billion dollar program for the Metropolitan Transit Authority Capital Construction (MTACC) with the main goal of bringing the Long Island Railroad (LIRR) commuter rail to Grand Central Station located in the heart of Midtown Manhattan. When completed, the project will significantly reduce congestion both into and out of Penn Station, the current terminus of the LIRR. In order to accomplish this, multiple contracts of varying scope are required to operate simultaneously in both Queens, N.Y and Manhattan. In 2009, the CQ031 Queens Bored Tunnels Contract was awarded to the joint venture of Granite Construction Northeast, Traylor Bros. Inc., and Frontier Kemper (G.T.F). The main scope of this contract was to excavate four segmentally lined soft ground tunnels underneath the Sunnyside Rail Yard in Queens, New York. Additional scope of work included the construction of a tunnel approach structure, electrical substation, and multipurpose ventilation and egress facility."

Mitchell Point Tunnel near Hood River, Oregon is one of the more unique segments of the Historic Columbia River Highway and State Trail being constructed through the Columbia River Gorge. This 650-foot bike/pedestrian tunnel set to open in 2024 is being delivered by FHWA in partnership with Oregon DOT, Oregon State Parks, and the U.S. Forest Service. Primarily driven using drill & blast excavation methods through basalt, the shotcrete and dowel-supported tunnel features masonry portals and ve window adits that provide illumination and views of the river similar to the original highway tunnel of many vistas built in 1915 that was removed in 1966 to make way for Interstate 84. This paper summarizes the planning, design, and construction.

Four different types of fire suppression systems were evaluated in large-scale fire experiments to study the effect of air velocity on the effectiveness to extinguish conveyor belt fires. The four different types of suppression systems were water sprinkler, deluge type water spray, and two different dry chemical fire suppression systems. The large-scale fire tests were conducted with 72-in-wide fire resistant rubber belt that met the Mine Safety and Health Administration flame resistant requirement specified in Title 30, Code of Federal Regulations, Part 18, section 18.65 (also known as the 2G Flame Test). Each fire suppression system was tested at air velocities of 500-550 feet per minute (fpm) and 1350-1500 fpm. Two tests were conducted at both air velocities for each fire suppression system. Both of the water-based fire suppression systems were able to suppress the fire to the point that a miner could extinguish it with a fire extinguisher. However, the amount of water needed to suppress the fire to the point where a miner could walk up to extinguish any smoldering belting was greater than the current MSHA regulations require. MSHA regulations only require 10 minutes of water supply to the suppression system. In the test set up neither of these systems would have suppressed the fire had the water been turned off to the system after 10 minutes. The dry chemical suppression systems produced mixed results. Dry chemical suppression system A did not suppress the conveyor belt fire at either air velocity. Dry chemical system B suppressed the fire at 500 fpm air velocity, but produced mixed results at the higher air velocity. Details are presented on the large-scale fire test set-up, arrangement of the fire suppression systems, and conclusions regarding the effect of air velocity on fire suppression system design and performance. "The paper presents dimensionless design diagrams for estimating the stand-up time of a tunnel face in saturated ground of medium-low permeability. The diagrams cover a wide range of ground parameters and apply to shallow tunnels (overburden less than two diameters). As the time-dependency of the face stability in water-bearing ground is associated with the consolidation process in the soil ahead of the tunnel face, the stand-up time is determined by means of hydraulic-mechanical coupled spatial stress analyses. The results presented are important for tunnel engineering practice, e.g. when estimating the feasibility of atmospheric interventions in the working chamber of a closed shield. INTRODUCTION The response of water-bearing medium-low permeability ground to tunnel excavation is time dependent. The time-dependency is due to a transient seepage flow process that is triggered by the excavation and develops slowly over the course of time. Experience shows that the short-term behavior the ground is more favorable than the long-term one: the deformations increase with time; the tunnel face may be stable initially and fail only after some time. The time over which the tunnel face remains stable is called the stand-up time. This paper investigates the time dependency of the tunnel face stability assuming that all time effects are due to consolidation rather than creep. This assumption is reasonable for shallow tunnels crossing water-bearing soils. In the problem under analysis, the unsupported tunnel face remains stable under the undrained conditions prevailing after excavation, but collapses before reaching the drained conditions prevailing at a steady state. The assessment of the stand-up time is important from an economical point of view for both mechanized and conventional tunneling through weak water-bearing ground, as a long stand-up time removes the need for face support or ground improvement works during standstills, thus saving time and money, while short stand-up times require hyperbaric interventions or the implementation of costly and time-consuming auxiliary measures."

In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by " remote control " mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation. In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term "communications" as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. Primarily aimed at the workers, who greatly outnumber the salaried administrative people, this publication mainly documents the fortunes of individual mine workers who are felt to have achieved something with their lives, e.g., a mine worker who had managed to put four children through universities, the philosophy behind this being to inspire other workers to achieve worth- while goals.

Overview Coal production in the first half of 1982 remained near the high levels begun in mid-1981. Production then fell sharply during the latter part of the year due to recession-weakened demand. Even so, 1982 coal production was estimated at 756 Mt (833.4 million st), a record high that exceeded 1980&apos;s previous production record of 752.7 Mt (829.7 million st). Though 1982 coal production was substantially below industry expectations, the attained production represented a modest achievement in view of the recession&apos;s severity. In 1982, the gross national product declined 1.8%, its worst performance in 36 years. The recession, along with mild weather, improved energy efficiency, and conservation efforts caused the nation&apos;s energy use to drop 4.1%. With the iron and steel, construction, and auto industries experiencing production declines, industrial energy use fell 10.8%. The extent to which the nation&apos;s economic slump affected coal markets in 1982 varied: • total domestic coal use declined 3.4%; • exports remained strong for most of the year; • electric utility coal use declined for the first time in 25 years; • coal use at coke plants declined by one-third; and • coal use in other industrial sectors stayed surprisingly near the 1981 level. Coal Use Domestic coal use totaled 641.8 Mt (707.5 million st) in 1982,22 .9 Mt (25.2 million st) below the 1981 level. Nearly all the decline occurred at coke plants where use dropped to 37.1 Mt (40.9 million st) in 1982 from 55.3 Mt (61 million st) in 1981. The decline in all other industrial and electric utility coal markets was only 5.3 Mt (5.8 million st). Residential and commercial coal use increased 635 kt (700,000 st) to 7.3 Mt (8.1 million st) from 6.7 Mt (7.4 million st). Power generation decreased 2.3% in 1982, the first year since 1945 that output failed to increase. The decline was due to a drop in industrial demand. Electricity sales to residential, commercial, and other nonindustrial users increased slightly. But coal&apos;s competitive position stayed strong. Power generation from oil and natural gas fell 28.9% and 11.7%, respectively. Power generation from coal declined only 0.9%. Among the primary energy sources, coal fueled 53.2% of US electric power generated in 1982, compared with 52.4% in 1981. In 1982, US steel production declined to 66.1 Mt (72.9 million st), the lowest level in 50 years and down from 109.6 Mt (120.8 million st) in 1981. The reduced steel demand forced 13 coke plants to shut down. Coal Exports Coal exports in 1982 totaled 96.4 Mt (106.3 million st), 5.7 Mt (6.3 million st) less than in 1981. Despite the worldwide recession and above normal coal stockpiles in many countries, exports were higher than many expected. This showed the relatively strong US position in international coal trade. The US continued to export near-record coal tonnages despite increasingly competitive influences. These included an improvement in Australia&apos;s labor difficulties, the return of Polish coal to Western European markets, and lower oil prices. In 1982, US port facilities were improved and expanded, and more efficient methods for scheduling foreign vessels were implemented. As a result, high volume coal shipments to US ports were routinely loaded and dispatched unhampered by bottlenecks that plagued East Coast ports in 1981. The Hampton Roads Bridge-Tunnel (HRBT) Expansion widens the existing I-64 four-lane bridge-tunnel corridor to eight lanes through construction of two parallel tunnels, interstate widening, and bridge expansions. The design-build contract was awarded to Hampton Roads Connector Partners with HDR and Mott MacDonald retained as lead designers in a Design Joint Venture. This paper will highlight some of the e challenges related to the design of the twin bored tunnels from spaceproong, tunnel enabling wors, segmental lining design and durability considerations.

BART Facilities Standards (BFS) Structural Criteria is a living document that governs planning, design, and construction of all BART projects. Since its development, the document undergoes incremental changes and updates to reflect policy changes, changes in local, State, or national design codes and guidelines, advancements in engineering and technology, or based on the performance of past built infrastructure. In 2020, the BFS-Structural Criteria underwent a comprehensive update and was released with BFS version 3.2. This paper summarizes the updates to the Tunnels and Underground Structures Section of the Structural Criteria, and provides insights to the basis and logic of the requirements.
