The "FIRST AUTOMATIC SHOTCRETE TECHNIQUE" (F.A.S.T.) system, provides safe, efficient methods of remotely lining, shafts/raises. Two systems are available; one system will be used to shotcrete a 3.04m (10-ft.) diameter ventilation raise at a mine in Mexico; the other system incorporating remote control and sensing devices will to used to shotcrete ventilation raises from 2.75-4.9m (9-16 ft.) in diameter. This paper describes development of the system, from idea to field use.

Electric utility response to certain amendments of the Clean Air Act has resulted in a production of several types of alkaline coal combustion byproducts (CCB). Alkaline combustion byproducts are gaining increasing usage for acid mine drainage (AMD) mitigation as research leads to a better understanding of their beneficial applications. Since January 1997, Mettiki Coal has been injecting alkaline flue gas desulfurization material from Virginia Power's Mt. Storm Unit No. 3 wet limestone scrubber into abandoned portions of the active Mettiki Mine.

Environmental laws and regulations have proliferated over the last two decades. 1/ Within the last year, Congress has dramatically expanded the scope of the Superfund program 2/ and has enacted significant new amendments to the Clean Water Act.3/ In addition, EPA has shown no signs of slackening the pace at which it promulgates new regulations to implement statutory programs. The agency projects that over the next few years it will issue approximately 275 new regulations under the statutes it implements. 4/

Introduction Coal mining in Alaska's interior, specifically in the Healy area, began as early as 1918 with the construction of the Alaska Railroad. Mining was originally limited to underground operations but has expanded to entirely surface operations. In 1943, the Usibelli Coal Mine was formed and started developing Alaska's first surface mine east of Suntrana (Usibelli Coal Miner, 1984). Production from the local coal deposits has steadily increased and, in 1978, surface mining of Poker Flats was initiated (Fig. 1). Currently, a 25-m3 (33-cu yd) walking dragline strips two coal seams, using an extended bench on the second pass. In addition, a fleet of trucks and shovels are used for coal removal and some limited overburden stripping. In 1984, a contract was signed between Usibelli Coal Mine and Sun Eel Shipping Co. in 1984. Since then, production has nearly doubled to more than 1.3 Mt/a (1.5 million stpy). This article will discuss geotechnical constraints on mining within the steeply dipping coal deposits that exist within the Poker Flats mining area. Specifically, the article will describe how the mining operation retriggered an historic landslide on the No. 5 coal seam (Fig. 2). And the article tells how a mine plan was developed that allowed the coal to be safely removed without inducing additional movement. Regional geology The coal-bearing group in the Nenana coal field is of Tertiary Age. It is overlain in some areas by several thousand feet of Tertiary gravels - the Nenana Gravels. In areas mined by surface methods, the Nenana Gravels have been eroded off, and up to 30 m (100 ft) of quaternary outwash gravels overlay the coal-bearing formations. The coal-bearing group is divided into five formations: Healy Creek, Sanctuary, Suntrana, Lignite, and Grubstake (Wahrhaftig, 1969). Lignite Creek lies on the north limb of a west plunging anticline. This has brought the Suntrana coal-hearing formations near enough to the surface to allow surface mining. Mining is presently in progress on the south side of Lignite Creek in the Poker Flats area. The coal-bearing formation is cut off to the south by a fault having perhaps several thousand feet of vertical displacement, with the upthrust side to the north. South of this fault, Nenana Gravels are exposed on the surface. The Suntrana Formation contain the minable reserves at Poker Flats. This formation is a repeated sequence of poorly consolidated pebbly sandstone near the bottom, grading through a silty fine sandstone to a footwall clay unit immediately below a coal seam cap. The footwall clays are high plasticity clays to silty clays. It has been reported that they contain 30% to 50% montmorillonite (Usibelli Coal Mine Inc., 1982). There are six coal seams in the Suntrana Formation, No. I (the lower seam) through No. 6. Only the top four seams are currently exposed. No. 3, No. 4, and No. 6 seams are the only mined seams. The No. 5 seam is very thin or not present. Portions of the undisturbed Suntrana Formation are overlain by up to 15 m (50 ft) of Quaternary outwash gravels or recent landslide rubble. The surface is overlain by a very thin layer of muskeg and isolated areas of permafrost. In many areas, the outwash gravels are found immediately below the surface muskeg. Numerous landslides have been documented along the north facing slopes of Lignite Creek (US Geological Survey, 1970, and Wahrhaftig, 1958). These appear to be surficial solifluction or skin flow types of landslides. In addition, deep-seated structurally controlled slides are also evident on both the north and south sides of Lignite Creek. Structural features Premining aerial photographs (Fig. 3) of the Lignite Creek slopes in the Poker Flats area indicate substantial evidence of deep-seated landsliding. The landslides noted in Fig. 3 are both inside and outside of the current mining area. Surface mapping and geologic exploration indicate that the coal seams are dipping out of the slopes within the noted slide areas. It is suspected that, historically, these landslides were triggered by undercutting of the toe of the slopes by Lignite Creek. And sliding it thought to have taken place on one or more of the clay beds underlying the coal seams (Golder, 1985). The slide areas are characterized by semicircular head scarps and slumped topography. Based on the premining photographs, these slides do not appear to have been recently active. The use of diesel engines in underground hard-rock mines dates back to the late 1940s. For the first several years, they were used only occasionally, being limited to a few metal mines that experimented with crawler¬mounted front-end loaders, tractor-trailer hauling units, a few tractors for drill-compressor mounts, and utility cleanup machines. By the mid-1950s, track loaders had become commonplace in limestone mines and uranium mines on the Colorado Plateau in the United States, as well as in Canada. Use of crawler-mounted tractors as drill and compressor mounts also increased. By the end of the 1950s, rubber-tired loaders and some haulers began to replace the track-type machines and rail-mounted cars that had been in use. About 1960, the rubber-tired machines brought about a new era of underground mining mobility and flexibility, centered on a method commonly known as "trackless mining." Ultimately, many of the underground rail-type systems for loading and hauling were replaced by the trackless mining technique. ECONOMIC CONSIDERATIONS The size and nature of mineral deposits, plus ground control techniques, historically had dictated small open¬ings to the surface from many underground mines. The small mine openings led to the development of special rubber-tired loaders and haulers designed specifically for access through the small openings. However, some mines, particularly those in massive mineral deposits, are able to excavate and maintain very large openings, and some use modified room-and-pillar systems. With the large mine openings, the use of larger, more produc¬tive equipment such as that commonly found in surface mining becomes economical. In fact, productivity gen¬erally increases at a more pronounced rate than machine size increases because many of the larger machines were designed for heavy-duty shot-rock applications in surface mines and construction sites where the handling of blasted rock is common. Combining greater productivity often inherent in larger machines, with reduced downtime resulting from using fully developed machines with fast parts and service backup, some mine operators have been able to reduce material handling costs appreciably while reduc¬ing manpower requirements for operators and main¬tenance men. Large mine openings increase the amount of rock that must be handled in the development work, and they sometimes increase the dilution in stopes or rooms, de¬pending upon the dimensions of the ore zone. Providing adequate space for the unrestricted operation of large surface mining machines could, therefore, lead to more waste segregation and handling costs. It could also cause greater ore dilution that would result in a lower grade of ore being delivered to the processing plant. The tradeoffs between opposing cost factors must be reconciled and balanced to achieve the best overall cost of the crude ore, concentrates, or product. EQUIPMENT MODIFICATIONS Loaders and haulers designed for surface mining are seldom used underground in their standard con¬figurations without some modifications. If done, the modifications generally are made by the equipment dealer and/or the user, and the modifications usually include one or more of the following items: 1) The exhaust stack is lowered, and its direction is changed. Usually, it is repositioned horizontally to the rear, or it is fed into the engine fan to diffuse the exhaust gases. 2) The operator's position is lowered by either lowering the seat or changing the seat to a side mount. 3) The operator controls are adjusted to fit the new operator position. 4) Other components, such as the radiator and loader tower, are lowered. 5) Special bumper guards are mounted at the base of the radiator area. 6) An exhaust conditioner is mounted and con¬nected, using either a catalytic or a water-type condi¬tioner, or both. With the growing exportation of coal from North America to the Pacific Rim countries and Europe, has come an increasing awareness of the need to determine economically optimized amounts of incombustibles (ash and moisture contents) for the shipped product. Despite the fact that demand bas caused a steady improvement in selling price, particularly for thermal coals, growing production and transportation costs have compelled producers to keep a sharp eye open for ways and means of minimizing the latter since this probably represents the greatest single potential for making savings. Consequently the Coal Industry has become acutely aware of the economic ramifications of eliminating moisture in particular, thereby producing further saving in the cost of transportation of product from the mine to the consumer. There is, however, a lower limit to which dewatering or drying can be taken and this relates to dustiness which is a function of the characteristics of the coal and the methods used for handling and storage during trans-shipment. Overdrying can lead to serious dust losses and difficulties in handling particularly if the coal contains a large proportion of fines. The ways and means for achieving this "happy medium" of optimization in moisture removal are seemingly undergoing gradual modification largely assisted by the following factors. a) Improvement in effectiveness of coal dewatering and drying equipment. b) Improvement in operational availability and utilization of the equipment. c) The development of surfactants, polymer flocculants and other agents which in many cases can be almost tailor made to suit specific applications.

Technological Power and Pollution of the Environment The increasing power of technology to destroy and disrupt the natural environment and the ecological systems upon which life depends has reduced man's margin for error in the use of this power. We must act, therefore, to deter and prevent the occurrence of future ecological disasters such as that caused on the British and French coasts by the sunken oil tanker, the TORREY CANYON, the Clinch River fish kill which occurred when a dam broke and released coal ash from a power plant operation, or that which threatened on the Clark Fork River in Montana when a strike at the Anaconda Copper Company threatened to shut down pollution control activities, thereby endangering fish and plant life on the Clark Fork River with copper waste. In the past, pollution of the environment has tended to be slow. But now, the increased power of technology to damage nature, the loss of in¬sulating space and the compression of time--all reduce our margin for error and the cushion which space and time once provided for our mistakes.

"The reliable prediction of service lifetime of tunnel constructions is of essential technical and economic interest. Polymers used for tunnel liners have to fulfill the requirement of 100 years lifetime. However, today no reliably proven test method is available which confirms such long lifetimes. The current paper introduces a recently started research project which focuses on lifetime prediction of highly flexible, very low density polyethylene (VLDPE) for tunnel geomembranes. Different PE grades in combination with different antioxidant packages are conditioned at elevated temperatures and immersed in different media. Initial results confirmed significant material aging of unstabilized resins already after exposure of up to 34 weeks, at least at the highest exposure temperature of 80 °C. To consider application relevant material properties the material characterization was done by means of tensile tests and dynamic oxidation induction temperature tests. High pressure liquid chromatography was used for further investigation of antioxidant consumption kinetics. 1. INTRODUCTION For a reliable service of modern tunnel constructions a sustainable proofing against water infiltration is essential for the lifetime of the structure. Geomembranes made of polymeric materials have been used successfully for tunnel lining since several decades. Whereas previous geomembranes usually were made of plasticized polyvinylchloride (PVC-P), due to several technical advantages today very low density polyethylene (VLDPE) has become a more and more popular material for such applications. For modern geomembranes, current guidelines expect minimum lifetimes of at least 100 years (ÖBV-Richtlinie 2012). In contrast to this requirement it must be considered that today no test methodology is available which reliably confirms such long lifetimes of polymeric materials."

INTRODUCTION The continuous mining machines which were introduced in the 1950's now account for more than half the production of coal from underground mines. Unfortunately, these continuous miners which were designed for increased productivity have also increased the concentration of respirable dust in mines. Inhalation of this respirable dust by miners causes the Coal Worker's Pneumoconiosis (CWP). Concern for CWP increased in the United States following a 1963-65 survey that showed definite x-ray evidence of CWP in 9.8 percent of working miners and in 18.2 percent of nonworking miners in the Appalachian bituminous coal region (Breslin and Niewiadomski, 1982). One of the major objectives of the Federal Coal Mine Health and Safety Act of 1969 was the prevention of CUP. This law initially limited the daily average exposure of coal miners to 3 mg/m3 of respirable dust. However, following the results of a probabilistic model developed by Jacobsen, et. al. in 1971, the limit was reduced to a mass concentration of 2 mg/m3 unless quartz content exceeds 5 percent, a rare occurrence in mines. Based on x-ray categorization prior to death it is believed that the mass concentration in the respirable fraction is a parameter of primary interest for hygenic evaluation of dust exposure. Elorgan, Burgess and Jacobson (1973) suggested that the quantity of inhaled dust, although influential is not the only aspect of exposure which is significant in producing CWP. Miners working in higher rank coal (anthracite) mines are more susceptible to CWP (Morgan, Burgess and Jacobson, 1973). This also confirms the findings of the British (Bennett, Dick and Kaplan, 1979 and Hurley, et. al., 1979) and Germany (Reisner and Rubock, 1977). Based on the cy to toxicological evidence Reisner and Rubock (1979) suggested that when coal properties are similar, increasing quartz and mineral content increases toxicity. David, Ottery and Le ?oux (1975) examined that as the severity of the CWP increased the retention of the coal dust content in the pulmonary region remained the same, while that of quartz content increased significantly . Leiteritz, Baur and Bruckman (1971) studied the various components of coal dust and showed that coal particles comprised a smaller fraction of the mass of fine dust than did particles , of quartz and minerals. It is ironic that quartz and mineral matter both comprise smaller fractions of the higher rank coal dust (Dodgson, et. al., 1971 and Dwiggins, 1981). It is well established that coal can react with oxygen in air at ambient temperature and as a result heat is produced. If the heat is not fully dissipated the temperature of the coal mass will increase, thereby enhancing the rate of oxidation with a greater production of heat. If this phenomena continues, the coal mass can ignite under favourable heat accumulation conditions. A number of mine fires are caused each year due to this phenomena, commonly known as spontaneous combustion. The early detection of spontaneous combustion is of prime importance to mining engineers since any fire which could be detected at an early stage may save the mine from considerable damage and subsequent loss of production. Obviously, there is no single general criteria by which one can assess whether the under- ground mining of a coal seam will result in liability to spontaneous combustion. This has made it imperative to develop systems for the early detection of heating and to follow its development. In recent years considerable advances have been made in the design and development of methods for the early detection of spontaneous combustion. The Mining Research Laboratories (CANMET) is presently investigating the problem of spontaneous combustion in coal mines with Kaiser Resources Ltd. at their hydraulic mine at Sparwood, B.C. on a co-operative basis, and some of the work was described earlier in the Canadian Institute of Mining & Metallurgy Bulletin (1,Z). This paper summarizes and updates the work done by CANMET on the detection of spontaneous combustion in coal mines.

Off-highway tire costs represent a significant portion of the total mining costs in openpit, truck-shovel operations. To extend the lives of tires, the site-specific factors influencing tire life should be investigated Valuable data can be obtained by combining historical operational data captured by a mine dispatch system with detailed tire and maintenance histories. Assuming that failure counts satisfy a Poisson distribution, F-tests can be applied to determine significant deviations from desired or target counts. The methodology developed in this paper can be used to identify the haul routes and loading and dumping zones that have significantly higher incidences of tire failure. Corrective action can then be targeted at these zones by modifying the shovel or truck operator practices; changing the haul route maintenance and clean up practices; or altering the bench, ramp or waste dump design parameters. An example is given of the correlation of tire separation and tire impact failures with haul routes for a fleet of nine Caterpillar 793C trucks in operation at the Chuquicamata Mine in northern Chile. A high incidence of impact failures was observed for the ex pit ore crusher and for tires installed in the left outer rear position on the trucks. The latter was postulated to be due to a preference for drivers to execute right-hand turns prior to dumping. Recommendations were made to revise crusher and dump cleanup practices and investigate the feasibility of super-elevating the surface of dumping zones to reduce ground pressure on the left rear tires.

An analysis of an iron-ore processing plant showed that its performance was affected by seasonal temperature variations, resulting in reduced grinding efficiency during the winter months. Laboratory and pilot plant studies were conducted to determine the cause of the observed loss of efficiency at lower temperatures. Two types of experiments were performed: drop tests and wet grinding tests. Drop testing was performed to determine the effect of brittleness and frozen pore water on the breakage characteristics of the ore. The wet grinding tests were divided into laboratory tumble tests and pilot-plant tests. The combined results of drop testing and wet grinding were used to make predictions on the performance of plant-scale autogenous grinding. From the drop tests, it was determined that dry iron ore, basalt and sandstone did not change in brittleness over the temperature range studied (-25º to 25ºC). However, when the rocks were water-saturated, the highly porous sandstone became considerably more fracture-resistant upon freezing, due to "grouting" of the pores and preexisting cracks by ice. This effect was not seen for either the iron ore or the basalt, because they were considerably less porous than the sandstone. Tumble tests on both laboratory and pilot scales showed that both the addition of fines to the test charge and a reduction in temperature caused a decrease in the amount of new fines produced. This reduced fines production was the result of increased slurry viscosity when either the fines content increased or the temperature decreased.

A finite-difference model using a digital computer was constructed to assist in the water management of a proposed oil-shale mining operation in the Piceance Basin in Colorado. The presence of ground water is both a detriment and a benefit for development of the resource. On one hand, dewatering is required because permeable zones are present in and above the oil-shale sequence, and rich oil shale at the proposed mine is as much as 457 m (1500 ft) below the water table. On the other hand, ground water is the most feasible source of water for processing the oil shale. A ground- water model was constructed to simulate the development of an environmentally acceptable water-management system that will satisfy both the mine-dewatering requirements and the water-supply requirements for processing. The ground-water model discussed in this chapter was constructed for the Rio Blanco Oil Shale Co. (RBOSC) by International Engineering Co., Inc., a subsidiary of Morrison-Knudsen Co. The model was applied to evaluate dewatering and water control systems for several open-pit mining plans initially investigated to develop Federal Lease Tract C-a. A collateral application of the model analyses was to project effects of the proposed dewatering operation on the regional ground-water regime in connection with a permit acquisition program by RBOSC. Subsequently, RBOSC has completely changed its mine development plan and has adopted modeling and related techniques more suitable for study of that plan and dewatering operation. The authors of this chapter are solely responsible for the contents and conclusions.

In the UK as existing face capacity is replaced, many of the new faces will have higher installed powers and be located in zones of higher strata temperature. These factors coupled with the need to increase production will result in more faces experiencing environmental difficulies, especially with respect to climatic conditions. In many cases these problems are unlikely to be solved, as in the past, by simply increasing the face air quantity. Therefore other techniques including refrigeration will be necessary, possibly requiring major capital and operational expenditure. It is easy to spend large capital sums and incur high operational expenditure without achieving the desired amount of climatic control. There is therefore a great need for reliable prediction techniques to aid in the making of sound, informed decisions which will have a significant influence in the long term on the level of production costs. A computer program able to predict the heat flows and resultant climatic conditions on a long¬wall coalfaces has been developed. Throughout it's development underground measurements have been used to validate the computer model and it has been shown that for an advancing coalface under normal production conditions that the program predicts the climate to within 1°C of the measured conditions. This paper outlines a number of methods available to improve climatic conditions on longwall faces. The coalface temperature prediction program is used to quantify the effects of these methods on the climatic conditions for a model coalface and a comparison is given. In conclusion a cool¬ing strategy for longwall faces is outlined.

Overshot loaders are loading machines which fill a front-mounted bucket by crowding and bucket lifting, passing the loaded bucket over the machine and throw¬ing the load into a haulage unit to the rear. The load is retained in the bucket as the load mass is accelerated in its path over the machine. At the point of discharge, the bucket is stopped suddenly and the load leaves the bucket, following the throw trajectory past the rear of the loader. Fig. 1 shows a typical overshot loader of this type. Overshot loaders were developed for loading in nar¬row drift headings and drawpoints, where it is impossible to place or pass a haulage unit alongside the loader. Haulage access is to the rear of all overshot loaders. The first overshot loader was developed in the early 1930s. The early machines were rail-mounted, air¬powered, and had small loading capacities. To this day, the same basic design configuration exists, and all suc¬cessful overshot loaders still use compressed air. Bucket sizes range from 0.14 to 0.59 m3 (5 to 21 cu ft). The most commonly used machines are rail-mounted, al¬though crawler versions are popular for special applica¬tions, particularly shaft sinking. Rubber-tired machines have found some application where a greater travel distance is required between the loading and discharge points. CONDITIONS INFLUENCING APPLICATION Roadway Type Rail-mounted loaders are used where soft bottom requires rail support or where the long haul is ac¬complished with rail. This situation usually occurs in civil tunnels or in mine drifts that will continue to utilize rail-bound main haulage after development work is completed. Crawler and rubber-tire mounted loaders are used where the roadway surface is rough and lateral travel beyond the range of rail-bound machines is required. Work Area Dimensions The largest rail-bound loaders can clean roadways as wide as 4 m (13 ft) from a single track. Wider headings require multiple trackage. Headroom require¬ments are dependent upon the path described by the bucket as it passes over the machine. The largest over¬shot loader requires approximately 3.4 m (11 ft) of headroom. It follows that the largest heading that can be driven by overshot loaders from a single set of rails is approximately 4 m (13 ft) wide and a minimum of 3.5 m (11.5 ft) high above the rail. The smallest rail-bound loaders can work efficiently in headings as small as 1.8 m (6 ft) wide by 1.8 m (6 ft) high above the rail.

This paper will cover the problems confronting an owner when planning and estimating the cost of a proposed tunnel. Three factors are known: the length, size and the time allocated for the completion of the work. In general the difficulties encountered when driving a tunnel in California are the greatest at the lower elevations and in the Coast Range and are minimal in the Sierra Nevada mountains particularly in granitic formation. The writer will discuss the experience gained from observing the driving of about 120 miles of tunnel in California as well as the repairs of some tunnels. SIZE OF TUNNELS It is known that a small tunnel may be more costly to drive than one of somewhat larger dimensions. This fact was found to be true when a tunnel about 4,000 feet long was constructed to eliminate 7 miles of canal. The formation was lava so it was anticipated the ground would be self supporting because of the small bore. Actually the tunnel required support for most of its length and working conditions were poor. It became apparent that a larger size could have been driven at no additional cost and probably in less time. No definite trend has been observed in the concentrations and the total depositions in the analyzed period. Comparison between the weekly and event samples show that the weekly samples could underestimate the total deposition. Preliminary results show that there is a reasonably good correlation between the precipitation composition and the emissions feeding the air in which the precipitation is formed.

Federally owned mineral deposits generally fall into one of three categories: (1) minerals locatable under the General Mining Law of 1872; (2) minerals leasable under the Mineral Leasing kt of 1920; and (3) minerals salable under the Materials Act of 1947. Unlike valuable deposits of gold, silver, copper, iron, lead, etc., which may be locatable, industrial minerals are acquired through a variety of methods depending on use, composition, and date of acquisition. Table 1 may be used to establish the method of acquisition for most industrial minerals.

A number of Federal laws affecting safety and health in the mining industry has been enacted and revised over a period of many years. We have tended to classify these laws and their applicability into three categories: 1) coal mines, 2) metal and nonmetallic mines, and 3) mines with Federal supply contracts. With the growing attention which is being given to mine safety by the Federal government, the entire mining industry should keep aware of all developments in the administration of each of these laws.

The regulation of exposure of underground personnel to radon and its daughter products has significantly changed since the 1950's. The U.S. Bureau of Mines - Mining Enforcement and Safety Administration (MESA) - Mine Safety and Health Administration (MSHA) sequence of standards and regulations have lowered the maximum allowable occupational exposure and now the new Environmental Protection Agency (EPA) National Emission Standards for Hazardous Air Pollutants, effective in 1990, have further regulated uranium mine emissions. Under the authority of Section 112 of the Clean Air Act (42 U.S.C. 7401), the EPA has set regulations for the control of radon (Rn-222) emissions from underground uranium mines as well as other sources. Since the venting of radon from the mine atmosphere to the outside air is a major component of the miner's protection, and since this is the first quantitative effort to limit gaseous mine emissions to the environment, it was felt that it would be useful to examine the implementation of the EPA regulation at working mines. The concern was not only for determining compliance with the regulation but also for observing what effect the rule might have on mine air quality and thus on worker exposure. The regulation is stated in terms of the maximum permitted radiation dose to the closest potentially exposed individual, which is calculated from a computer program supplied by EPA and radon emission rates measured by the mine operator. Relative proximity to nearby populations determines the allowable magnitude of mine exhaust ventilation emissions. For some mines this is a serious operational constraint.
