Superior ventures selection and the subsequent management of their development and production are crucial in the competitive environment of the upstream minerals and energy industry. An important element of this chain is the management of uncertainty and risk dynamics. In the world of faster and more complicated technological and environmental changes, international competition and commodity market dynamics, thorough and sophisticated valuation must be carried out to establish a venture's value and return on investment. Thus, managers and investors must use methods that respond to market dynamics, investment and feasibility study options and provide relevant information for strategic investment decisions. Conventional methods have no built-in procedures to help investors analyse these options. Modern financial methods based on the dynamic arbitrage theory overcome these and other limitations of conventional methods. In this study, dynamic arbitrage theory has been used to formulate 3D parabolic differential equations that govern the stochastic processes of a copper mining venture with ongoing feasibility studies. The alternate direction implicit algorithm is used to solve the numerical approximations of the differential equations and their boundary conditions. Phase dynamics of the venture have been analysed to provide investors the appropriate timing for strategic investment decisions. The study also shows the amount and value of appropriate feasibility studies required to maximize the value of the mining venture.

The Call for Papers described the session as "Top down applications; management tools for decisions, planning, investment/finance, and negotiations." In order to attract papers, and know which ones to include as well as those to reject, it was necessary to (1) define the executive suite, (2) review what had been done in previous APCOM symposia, and (3) find out what's happening now, what isn't being done, and what can be predicted. To accomplish this, especially the third task, senior managers throughout the mineral industry were generous with their time in telephone and personal interviews. Five papers were selected for presentation at the symposium and inclusion in the proceedings; the content is divided between the Executive suite in the mineral industry and those elements which apply to any Executive Suite. The Executive Suite is the top portion of the organizational tri- angle (I), those to whom the managers of functional areas such as exploration, production, finance, and marketing report. The make-up and specific activities within an executive suite reflect the organization and culture of its corporation. As there is no typical corporation, there is no typical executive suite; however, those who work within the executive suite typically do not have day to day operational responsibilities and either are, or report to, the Chief Executive Officer.

Breakage of rock by machine is one of the major methods of excavation. With the development of modern engineering techniques, the advantages of using this method have become even greater. Improving efficiency and reducing the cost of rock breakage is the main goal of mechanizing the rock-breaking operation. For a given stratum, the efficiency of a machine excavation depends, to a large extent, on the design and method of application of the tools used. In a planetary cutter head, the subcutter heads move like planets around the main drive shaft. The general structure of the cutter head is shown in Fig. 1. As shown in this illustration, the main drive shaft (1-1) is connected to the tie bar (1) and, thereby, to a gear(5) that meshes with a fixed-gear ring(2). The subcutter head (4) is rigidly connected to the gear (5) by the subcutter-head axis (2-2). When the main drive shaft (1-1) rotates, the subcutter head (4) rotates around the axis (2-2), under the action of the tie bar and with the help of sleeve pipe (3).At the same time, axis (2-2) also rotates around the main shaft (1-1). As shown in Fig 1, is the angle between the main shaft and the subcutter-head axis.

The benefits of historic mining to this country have been many, but have come at a cost to the environment that has only begun to be understood over the past twenty years. While estimates vary, it is generally recognized that there are over 200,000 inactive and abandoned hardrock mines, with most of them located in the western U.S. Only a fraction of them are believed to be sources of metal releases with significant adverse environmental effects to the watersheds and receiving streams. State water-quality and natural resource management agencies have noted that hundreds of miles of streams are metal-impacted, and the aggregate effects of these sites within watersheds and drainage basins is poorly understood. Resources for the environmental assessment of abandoned mine land (AML) sites and watersheds have been and continue to be limited. Few hardrock mining states receive substantial reclamation funds under the (coal) Surface Mining Control and Reclamation Act. EPA Region VIII (EPA8) has an estimated 90,000 abandoned mining, milling and smelter sites, mainly in Colorado, Montana, South Dakota, Utah and Wyoming. An estimated 13,000 of the sites may have metal releases causing Clean Water Act and CERCLA non-compliance. Results of inventories by states and federal land managing agencies, indicate it is plausible that only 3,000-4,000 of these sites may be causing significant environmental degradation.

In order to drive tunnels with low overburden in town regions, it is necessary to give a quantitative prognosis for the deformation of the underground as well as of the tunnel-lining and of its stability. These problems and their solutions are illustrated by the works for a two-track-railway-tunnel in Bochum (Ruhrdistrict). In this case the most important problems consisted in passing below buildings in a vertical distance to the fundamentals of only 3.20 m and a railway earthdam with rapid train traffic in a distance of 4 m under the dam. The results of measurements from other comparable tunnels and finite-element-computations were used to prognose the settlements on the surface and in the ground, their distributions and their development in time. To obtain these values at the site, a special system of tunnel driving was executed. The tunnel was excavated with the newest type of tunneling-machine from DEMAG, cutting an inclined front, immediately followed by a special temporary support of shotcrete and inclined steel-ribs. By using theoretical and empirical methods to assess the behavior of the tunnel and underground and by executing an optimal driving system in technical as well as economical aspects, the expected behavior, expressed in quantitative values, was almost equivalent to those received by control measurements.

In many mines, dust-laden air from an entry being driven by a continuous miner will contaminate the intake air to the roof bolter operator and other downwind personnel. Through a US Bureau of Mines (USBM) contract, Foster-Miller Inc. has evaluated several control techniques to reduce the respirable dust exposures of downwind personnel. One fan and tubing technique consisted of bypassing the miner-generated dust directly to the section return. The results of the evaluation of this technique revealed that reductions in dust concentrations of 90% or more can be achieved at downwind roof bolter locations. A second method was to clean the dusty air from the upwind continuous miner by using a dust collector. The cleaned air was then supplied to the bolter through collapsible tubing. An underground evaluation showed reductions of 82% to 96% when the dust collector was operating. A third method was to reduce the quantity of dust contributed by the miner to the return airstream. A water-powered scrubber was installed over the throat area of the continuous miner. More than 1.18 m3/s (2500 cfm) of dusty air moved through five tubes with dust collection efficiency exceeding 75%. Underground evaluation results showed that return dust concentrations were reduced by about 60%. This paper discusses the ventilation and dust control techniques used for personnel downwind of the continuous miner.

Pre-mining identification of acid forming mine and waste materials is of concern to the mining industry because of the potential for the generation of acid mine drainage, acid rock drainage, and soil acidity problems. Accurate identification of acid forming material is essential for developing appropriate waste management strategies to reduce environmental problems related to acid generation from sulphide containing wastes. The acid-base accounting procedure, in its various forms , is commonly used for pre-mining screening of mine and mine waste materials. The procedure is generally effective when used and applied correctly but is prone to incorrect interpretation of results which can have significant financial and environmental implications. This paper examines the acid-base accounting Procedure and the possibility of misuse of this method with special emphasis on the sampling method, the sulphide forms, the acid neutralization capacity, and the interpretation of results. Data from numerous coal, base metal, and gold mining operations are used to illustrate the application of the acid-base account. The data base indicates that overall, approximately 1/3 of all waste generated by mining and mineral processing is potentially acid forming indicating the need for correct identification and management. Problems associated with simple application of 'absolute' acid-base criteria for classifying acid forming material are highlighted and the need for developing site specific or 'relative' criteria is discussed and illustrated by case study.

7.1-STABILITY OF SLOPES IN SOIL AND ROCK ROBERT H. MERRILL 7.1.1-DESIGN ANALYSIS APPROACHES The analyses of slopes in soil or rock can be made through application of soil- or rock-mechanics principles. In most cases, the material in the slope wall can easily be identified as either a soil or a rock. However, there will be instances where, because of unique characteristics, the soil may behave as a rock structure, or vice versa. By necessity, these unique cases must be identified through experience or critical observation by the engineer, because there are no definitive rules clearly establishing the differences. The most important step in a solution to a slope problem is to define it. Normally, once the problem is identified, a solution usually can be found or a reasonable estimate obtained. The design analysis of a slope wall implies an evaluation of the stresses or forces in the wall, and of the ability of the material in the wall to withstand them. Therefore, the factors influencing a design analysis can be divided into two categories: those which influence stresses, and those which influence the ability of the wall to withstand stress. For simplification, the latter is termed the strength of the soil or rock. Perhaps the basic difference between analyses for soils and those for rock is in the identification of the failure surface. Soils generally do not have an identifiable failure plane. However, some soil layers in a slope wall may have different strengths. A soil slope wall may consist of a thin layer of topsoil overlying a thick, uniform clay, or a topsoil over a gravel or other materials. Therefore, the soil generally does not have a potential plane of weakness that can be identified through observation. On the other hand, rocks normally contain planes of weakness in the form of fractures, faults, joints, bedding planes or other discontinuities weaker than the intact rock, which can be found through observation and/or tests upon rock samples. If the failure surface cannot be identified, the principles of soil mechanics should apply because, in soil mechanics, the failure surface usually is assumed. If it can be identified, then the principles of rock mechanics should apply. 7.1.2-ANALYSES OF STRESSES OR FORCES IN SLOPES All existing methods of soil-slope analysis are based upon interpetations of the Coulomb and Coulomb-Navier failure criteria, commonly termed the total-stress 2nd the effective-stress criteria (Sec. 6.1). "HISTORY Tube bundle systems have been used in the coal mining industry for gas detection since the 1960’s. At the time there were developments were underway for improved gas monitoring systems. The primary gas detection systems in use were the flame safety lamp, colorimetric stain tubes and the taking of samples for analysis by gas chromatography. The MSA D6 hand held methanometer was approved in the UK for statutory methane measurements in 1972 and became very popular due to its smallness and simplicity of use. In 1973 Sieger Limited also developed a BM1 methanometer which could be installed underground and relay methane concentrations to the surface. Similar developments were underway for carbon monoxide detection and one was developed in 1982 by the Yorkshire Regional Laboratory of the NCB commercial development was undertaken by Sieger Limited who named it the ‘SCO1’. The UNOR 1 carbon monoxide and methane analyzers were approved for underground use in the United Kingdom in the late 1960’s.5 The technique was developed by Dr Luft of Bergbau-Forschung Essen and the equipment was manufactured by Maihak in Germany. The apparatus was flame proof and provided an intrinsically safe output which allowed the result to be telemetered to the surface through colliery communication systems. Both analyzers work on the same principal and each of the gases adsorb a certain wavelengths of infrared radiation. The detector measures the residual transmitted radiation and determines the percentage of gas present in the sample. These flameproof versions had proven to be robust and reliable. The UNOR 1 had been used in the Saar region of Germany and Scotland in the UK. The development of tube bundles for hydraulic controls enabled the development of the tube bundle gas monitoring systems we know today. A bundle of tubes are taken underground through a shaft, a borehole or drift then distributed to the required monitoring points. This enabled the ongoing monitoring of the underground environment when the power was isolated at 1.25% CH4. In 1972 the United Kingdom (UK) National Coal Board (NCB) produced a hand book for tube bundle systems which was subsequently updated in 1974. This is a useful guideline into the operational aspects of tube bundles systems at coal mines6. Many of the processes identified are being followed today. The United State Bureau of Mines (USBM) prepared a circular similar to the NCB handbook on tube bundle systems.7 The circular was prepared by Litton C and it was targeted at the design criteria for tube bundle the systems. The circular also states that “pneumatic monitoring systems can be used to monitor for hazards that develop quite quickly”."

INTRODUCTION Mineral ore comminution is generally a feed preparation step for subsequent processing stages. Grinding, the fine product phase of comminution, requires a large capital investment and frequently is the area of maximum usage of power and wear resistant materials. Grinding is most frequently done in rotating drums utilizing loose grinding media, lifted by the rotation of the drum, to break the ores in various combinations of impact, attrition and abrasion to produce the specified product. Grinding media can be the ore itself (autogenous grinding - primary and secondary), natural or manufactured nonmetallic media (pebble milling) or manufactured metallic media - steel rods, steel or iron balls, or a combination of autogenous media and steel balls (SAG milling). This chapter covers rod and ball mills utilizing manufactured metallic grinding media. MILL DESIGN The interior surface of rod and ball mills exposed to pulp and/or grinding media are protected from wear and corrosion by rubber, metallic or a combination of rubber and metallic wear resistant materials. Rod and ball mills essentially draw constant power, thus are well suited for use of synchronous motors with power factor correction capabilities as drive motors. A net of approximately 120 to 130 percent of running torque is required to cascade the charge in these mills. The pull-in torque is about 130 to 140 percent with the pullout torque to keep the motor in-step (in-phase) generally in excess of 150 percent. When rod and ball mill are started across-the-line the starting and pull-in torques result in inrush currents exceeding 600 percent which possibly result in high voltage drops. To deliver 130 percent starting torque to the mill the motor design must take into account the maximum anticipated voltage drop. Motor torque decreases as the decimal fraction of the voltage available squared. E.g., a motor rated 160% starting torque with a 10% system voltage drop will deliver 160% x or 129.6% torque to its output shaft When it is not possible or practical to start a fully loaded synchronous motor across-the-line it is possible to utilize the motor's pull- out torque to start the mill. By using a clutch, normally an air clutch. between the motor and the mill, the motor is brought up to synchronous speed before the clutch is energized. If the motor has an adequate amount (175 or greater) of pull-out torque the pull-out torque starts the mill without major disruptions on the electrical system. Since the energy release at initial cascade of the mill charge is an inverse function of acceleration time, a minimum acceleration time of 6 to 10 seconds or more is recommended to prevent damage to the mill or the mill foundation. Economics at the time of plant design and mill purchase determine the drive to be used. The simpliest drive is the low speed synchronous motor with speeds in the range of 150 to 250 RPM connected to the mill pinionshaft by either an air clutch or flexible coupling. Using a speed reducer between the motor and pinionshaft permits using motors having speeds in the range of 600 to 1000 RPM. In this speed range, if power factor correction is not required induction motors can be used; squirrel cage where there is no restriction on inrush current; slip ring where a slow start and low inrush current is required. Air clutches can also be used to ease starting problems with squirrel cage motors. In some areas of the world induction motors and starters are less expensive than synchronous motors at a sacrifice of motor efficiency and power factor correction. Dual drives, that is two pinions driving one gear mounted on the mill, become economical for ball mills drawing more than 3500 to 4000 horsepower (2600 to 3000 kilowatts). Further developments of the low frequency, low speed synchronous motors with the rotor mounted on the mill shell or an extension of one of the mill trunnions could improve the cost picture for these "gearless drives", making them practical for large ball mills. The percent of critical speed, which is the speed at which the centrifugal force is sufficiently large to cause a small particle to ad- here to the shell liners for the full revolution of the mill is given in mill specifications. With the price of precious metals at an 18-year low, every ounce of metal produced is important. The theft of metals from mining and refining sites can mean the diffrence between profit and loss for many mining companies. Low metal prices do not reduce the potential for the theft of precious metals. History has shown that the price of gold has little to do with the desire for employees to steal precious or base metals. There is actually evidence that the theft of precious metals increases when the price of this commodity goes down. Several of the major precious metal thefts in the past year took place at silver mines when the price of silver was less than 16 cents/g ($5/oz). How does the lowest gold price in 18 years affect the need for security at precious metals properties? There is no short answer to this question. One reason is because the exposure to theft of precious metals is unique to each property. This makes it important that each property be evaluated individually. More than 95% of all precious metals thefts can be attributed to those working at the mine site. So preventing employee theft is the primary concern. One consideration is the location of the property. Gold selling at any price is still an attractive commodity in countries where the employees are making between US$400 and US$600 a month. It is not uncommon for employees at mines in countries where low wages are the norm to consider the value of a gram or two of gold to be a significant amount of money. A gram or two of gold a day may not seem like much. But if 15 employees steal two grams a day, that equates to a significant amount of money during a year. The type of property where the precious metals product is being recovered is also important. For example, a property with a gravity circuit is more likely to suffer from the theft of gold product than a property where all gold is finely disseminated and the only gold seen in the ore body is through a microscope. Gravity circuits increase an operation's exposure to theft because the grinding circuit that is associated with a gravity circuit often becomes a giant concentrator. Areas such as the bottom of grinding-mill pump boxes, cyclone-feed-pump clean out traps and the sumps often become locations where precious metals concentrate (Figs. 1 and 2). Muck concentrations in these locations can be as high as 25% to 40% of gold or silver. Not long ago, muck was removed from a barren-solution sump at a Merrill Crowe circuit that had concentrated to more than 40% gold. At a milling site in the Pacific Rim, residents of the community adjacent to the mine learned about the value of the concentrates in the sump under the ball mill and committed an armed rob¬bery. While several of their co-conspirators held the em¬ployees at bay with machetes, the others emptied the contents of the sump into buckets and removed it from the site. Armed robbery is not as common as employee theft. However, while this article was being written, an armed robbery occurred at a gold property in Central America. Armed perpetrators took as hostages the night shift employees at a process plant and used cutting torches that were on site to cut into the high-security and gold-storage areas. The perpetrators then stole a company vehicle to remove the stolen gold buttons and sludge from the site. Unfortunately, this type of activity goes on regularly. But managements of most mining companies are reluctant to discuss theft scenarios. So information pertaining to the theft of precious metals seldom becomes a newsworthy item. An audit conducted at a mine site with a gravity circuit recommended that the gravity recovery area be shut down until adequate protection could be provided. Although it was not connected with the audit, it was necessary to shut down the gravity area for a pro¬longed period because of problems with the gravity table. In the two months that followed, gold production at the site increased by about 31 kg/month (1,000 oz/month). It is difficult to attribute all of this increase to the theft of concentrates. But there was a good chance that at least part of the increase was due to the fact that concentrates were being stolen from the gravity area.

Crushing and grinding The Crushing and Grinding Technical Committee There was substantial activity in the area of crushing and grinding with the improved outlook in the industry. The Crushing and Grinding Committee's theme of 1987's Annual Meeting in Denver was Fundamentals of Mechanical Design for Crushing and Grinding Mills. At the meeting, the concept of gearless sag mill variable speed drives was taken out of the closet, dusted off, and a wraparound motor was put on hard copy with the ordering of a 9.7- x 4.5-m, 8.2-MW (32- x 15-ft, 11,000-) sag mill. Additionally, comparisons were provided to the mill design of the gearless drive sag mill and the twin 4.5 MW (6000 hp) do variable speed drives placed on the drawing board for the Kennecott UCD Expansions. This involved a 10- x 4.5m, 8.9 MW (34- x 15 ft, 12,000 hp) sag mill. Differing opinions were also expressed in technical presentations pertaining to the need for quality mill specifications in design and manufacturing. J. Berney-Ficklin of Bechtel presented a paper outlining the need for quality design and manufacturing specifications in large scale grinding mills, and the overall cost reduction in capital and operating costs. Others presented differing specific views, but all emphasized a central theme. Quality and reliable designs in large mills should not be compromised. In-pit crushing applications continue to increase, overseas and in the US, in both mining and quarrying. Different in-pit crushing units have been classified as mobile, with integral transport systems; semi-mobile, typically modular systems that use separate transporters for repositioning; semi-stationary plants that must be dismantled before transporting and typically require earthwork and concrete foundation work; and stationary in-pit crushing plants, which remain in place for the life of the pit. The majority of equipment sales of conventional crushing and grinding circuits in 1987 were to gold mining operations. There have been two areas of end use: • conventional jaw/gyratory or impact crushing circuits preparing low grade ores for heap leaching; and • small scale sag/ball mill circuits preparing higher grade ores for classical cyanide leach/ recovery circuits. There was also continued interest in ABC and SABC circuits for both base and precious metals plants. High pressure roll crushers continue to attract considerable interest in the cement industry. There, they are used to prepare raw materials or clinker for subsequent ball/tube milling. However, they have apparently been less successful in the mineral industry where the energy savings/ capacity gains have been much less dramatic. Several papers covering the theory and application of these machines were presented in an industrial minerals session on cement at the SME Annual Meeting. The Third International Conference on Hydrocylones, held in England in October produced several papers of interest on classification and screening to the mining industry. In particular, a new cyclone apex, developed by Mt. Newman Mining, shows promise of reducing water flow to the cyclone underflow stream and, therefore, increased underflow pulp densities and reduced fines recycle in grinding circuits. A twin vortex hydrocyclone was also described and shown to give a sharper split than conventional units. Similar double cyclones were introduced in the 1950's, but failed to achieve widespread acceptance. This was due mainly to a proneness to blockage in the transitional zone. It will be interesting to see whether this latest variant can overcome this problem in the typical operation. A number of North American iron ore plants installed the capability to produce fluxed iron ore pellets. Most chose to grind the stone on site with circuits designed to grind taconite ore. Methods employed to grind this material included single-stage ball mills closed with fine screens, rod and ball mill circuits - both open and closed with cyclones - and semiautogenous mills, followed by ball mills closed with screens or cyclones. Dewatering and tailings disposal B.M. Moudgil and D.L. Sober, University of Florida Due to tightened environmental regulations and the need for more efficient land use, a greater interest in dewatering and waste disposal has developed. As a result, research efforts in flocculation, surface chemistry, and polymers science have focused on the problems related to the dewatering of solid mineral wastes. A few studies have been conducted to examine the flocculation process. Hogg et al., (1987) discussed the formation and growth of flocs. INTRODUCTION In this section, it is assumed that the reader is an engineer with sufficient training in underground mining work, preferably with budgetary control, to understand the mining methods outlined in other sections of this handbook. The mining-method descriptions are not repeated herein; only sufficient information is provided to enable the reader to comprehend the development of the costs presented. All costs are in 1977 US dollars, except where explicitly stated otherwise. CAPITAL INVESTMENT The capital investment in the underground mining portion of any mining property includes the following: 1) The development of original access involving adits, shafts, declines, etc. It includes the necessary equipment for transporting men, materials, and rock. 2) The purchase of mine equipment including loaders, underground haulage equipment, fans, pumps, electrical distribution, surface facilities associated with the underground mine, etc. 3) Sufficient preproduction mine development to assure steadily increasing production after startup. De- pending upon the mining method used, the preproduction development should provide a supply of three months to one year of ore that is developed and is ready to be stoped. Underground development also includes excavations other than shaft stations, loading pockets, sumps, etc., which usually are associated with the means of access and are excavated by the contractor. These excavations could include a crusher cavern, an ore- storage pocket, and underground workshops that may or may not be included by the shaft-sinking contractor. Portions of these could be delayed until after production begins, but it is preferable to complete them during the development phase, so there is no interference with the production buildup. 4) The staff and labor costs for all phases from inception through final production. 5) The provision of mine-surface equipment and facilities strictly applicable to the underground portion of the operation. The required facilities include a changehouse with a lamp room, a first-aid station, compressors, an electrical substation, workshops, a ware- house, water pipelines to the concentrator, water storage tanks, explosive storage, etc. A concrete-batch plant, a sand-fill plant, and boilers for heating may be required. 6) Other direct and indirect costs. 7) Engineering, design, and procurement costs. 8) Contingency allocations. 9) Contractor's fees, startup costs, and owner's costs. Original Access As part of a study for the US Bureau of Mines, Dravo Corp. conducted an extensive literature research survey covering underground operations in the United States between 1963 and 1973. Table 1 is compiled from the section of that study pertaining to the types of access to underground mines. Table 1 does not include distances attributable to the deepening of existing shafts, nor does it include shafts bored by raise drills or downhole machines that need existing underground workings for the disposal of the cuttings. During the period under review in the report ( 1963 through 1973). concrete-lined circular vertical shafts were the predominant means of providing the first access to a new underground mine; these shafts accounted for 80% of the original access in terms of the number of accesses completed, and 75% in terms of the total verti- cal linear distances. The inside diameters of the conventional circular shafts ranged from 3.7 to 7.0 m (12 to 23 ft). Most (72% ) of these conventional shafts were for production,

For all the attention given to mining activities in Central and South America, Mexico, Indonesia and Papua New Guinea, it is sometimes easy to forget the activities taking place in one of North America's most important and largely untapped regions -Alaska. The Alaskan minerals industry employed about 3,406 people during 1995. That is a 23% increase from - - 1994. It also contributed about $719.8 million to the state's economy during 1995, a 10% increase. During the past few years, Alaska has seen significant increases in exploration and mining activity. Fairbanks Mining, an arm of Cyprus Amax, began producing gold during 1996 at its Fort Knox Mine, as did Nevada Goldfields' Nixon Fork gold mine. Kennecott's Greens Creek lead-silver-gold mine also reopened and USMX began operations at its Illinois Creek gold mine. In addition, several impressive exploration projects were under way in Alaska. Placer Dome reported good results at Donlin Creek project in southwest Alaska. Likewise, Newmont Exploration is getting serious about its True North gold project. And Nerox is nearing production at its Jonesville coal project in Alaska's interior. In November, about 400 miners gathered in Anchor- age for the Alaska Miners Convention. Throughout the conference and exhibition, attendees listened to updates on these precious- and base-metal and coal exploration and mining operations. They also learned that the state wants more miners to head north and help develop its natural resources. Alaska is ripe for a smelter The mining industry -Alaska's miners in particular - has a powerful ally in Sen. Frank Murkowski (R-AK). He is the chairman of the Senate Energy and Natural Resources Committee. During his luncheon address, Murkowski said it appears that it is economically feasible to extend the Alaska Railroad to northwest Alaska, taking advantage of the large coal and hard-rock mineral tracts in the Ambler mining district. He also renewed his push for building a major smelter in Alaska to process ore that would come from the Ambler mining district. Murkowski believes that Alaska's economy can be expanded by extending the railroad from Nenana to the Point Lay coal fields to open coal development. Along the way, the railroad would pass through the Ambler district, helping to develop the hard-rock deposits. An outgrowth of this additional mineral development, Murkowski said, could be a new smelter in Alaska. It could use power from the Tyee hydroelectric facility near Wrangell or from the Makushin geothermal project near Unalaska. Either site, he added, offers access to plentiful, relatively low-cost power, at tidewater to facilitate ore deliveries to the Pacific Rim. The Congressional Research Service has determined that there are enough mineral deposits and coal beds to make it possible to finance the extended railroad, he said. The 1,200-km (744- mile) rail extension would cost about $4.2 billion. The North Slope of Alaska contains up to 3.6 Tt (4 trillion st) of coal, Murkowski said, that contains less than 0.25% of sulfur and less than 4% moisture. It aver- ages 12,300 Btu in heat content. "That is a tremendous resource," he said. The Ambler mining district, meanwhile, has at least eight identifiable hard-rock deposits, Murkowski continued. These contain zinc, lead, copper, nickel, chromium, tin, barite, gold and silver. "All eight of these can generate ore concentrates at rates similar to Red Dog's cur- rent 725 ktla (800,000 stpy)" of zinc, he said.

The mining business has numerous risks: equipment availability, labor disruptions, foreign exchange rate, etc., but one of the more important risks is assessing the geology. Improving the “intelligence” of geology can and will have significant positive effect on reducing mining risk and thus enhancing operational and financial performance. The use of the advanced Radio Imaging Method (RIM-IV) on coal seams and ore bodies can create useful two-dimensional (2-D) and three-dimensional (3-D) high-resolution images that provide mining engineers with additional intelligence to better plan and improve operations. Improved operational performance will reduce costs and enable mining companies to meet market and financial commitments. For the past decade the underground coal mining industry has been moving toward “super panels” in long-wall mining, and “super sections” for room-and-pillar mining. These mining conventions employ wider faces, longer gate roads, greater room-and-pillar density, and an increased scale in the amount and complexity of mining equipment. An obvious economy of scale exists: amortization of setup investments over greater volume of coal enables mine management to reduce fixed cost per ton. Restricted by equipment considerations, face widths have currently reached about 1,100 ft. Wider longwall panels are planned, with 1,400-ft widths, but this requires an incremental step in hardware that the original equipment manufacturers will soon bring to market. However, longwall panel length has not yet reached its limits, with some panels planned up to 25,000 ft. While longwall panel length is generally dictated by reserve size and extent, practical restrictions in mine planning also include seam thickness, ventilation requirements, or restrictions involving methane drainage. Super panels have certainly enabled the industry to keep pushing the limits of productivity improvement. However, important considerations in mine planning, now and especially in the future, will be driven in large part by geological factors. While larger developments improve productivity and capture economies of scale, the fact that super panels can contain at least four times the area or coal volume means that the probability of encountering serious anomalies is at least four times greater than with the “conventional” panels. Given the increased probability of encountering anomalies, improved assessment of geology is important for super panels and super sections. Proper due diligence requires a thorough and competent evaluation of a mining property and its ore reserve. Using improved geostatistical techniques is most important, and improving the base data for the analysis is equally important. The old cliché “garbage in, garbage out” certainly applies. Also, the quality of coal reserves is (or has been) declining, so, in the future, mining will be in deeper and most likely thinner seams—and these seams appear to contain greater anomalies that threaten efficient operations. To counter the impact of reserve deterioration, the industry is moving toward greater use of geophysical tools and services. Fortunately, tools such as the Radio Imaging Method™ (RIM-IV) system have been improved and can provide the industry with enhanced 2-D and 3-D images of coal seams and ore bodies. To identify and profile the best areas of a coal reserve, geologists, engineers, and mine managers need greater intelligence in the form of RIM-IV tomographic maps of longwall panels and room-and-pillar sections. These images have enhanced the understanding of in-seam features, which in turn has improved operational plans and performance.

INTRODUCTION Mineral processing plants generally operate efficiently within the technical, economic and management constraints applied to them. They have no choice, because the dynamic and competitive nature of the mineral business dictates that survival and/or prosperity of the company depends on being a low cost producer. Progressive mineral companies realize that market downturns will occur, and they must continuously strive for lower unit production costs rather than be satisfied with the status quo. Mineral companies generally tend to reduce costs during market downturns. This short-term solution is achieved by high grading of ores, and cut-backs In waste stripping, exploration, and capital expenditures.(1) However, to remain a low-cost producer in the long term, companies must enhance revenue and reduce cost simultaneously. This Involves continuous evaluation of technologies and reagents, periodic audits to locate revenue losses; and gathering and analyzing statistical plant data to clearly understand the Impact of process variables on efficiency. Mineral companies are caught in a Catch-22. They need resources to accomplish the objectives outlined above. Most mill stuffs have been cut to the minimum level necessary to maintain production. Resources such as time, manpower and money are scarce, and mill metallurglsts struggle to use these resources productively. Is your flotation plant optimized? History Indicates that successful operations constantly tune the flotation circuits to Improve metallurgy or reduce cost. This Is the essence of evolutionary change In mineral processing operations. A plant auditing approach can play a key role in assisting the process engineers to achieve the overall objective of enhancing metallurgy and reducing cost with limited resources through evolutionary improvements. FLOTATION SYSTEM The flotation process is the most widely wed concentration process In the world today. The number of variables that can affect the flotation results Is very large, maybe over 100. These variables can be divided Into three main groups: (2) (1) ore and mineral properties; (2) reagent treatment; and (3) flotation machine characteristics. Some of these variables can be controlled while others have to be accepted. Recently, Investigators (3,4) have attempted to describe the flotation process as an engineering system which includes chemistry, equipment and operating variables. Though some of the variables are Independent, most are co-dependent. thus making it difficult to develop simple cause and effect relationships. For example, it is easy to understand the effect of reagent change on recovery and grade In the rougher circuit, but very difficult to quantify Its impact on filtration downstream. Plant audits on a periodic basis are necessary to develop an understanding of the Interactive nature of the system. Auditing provides comparisons of plant operating performance before and after variable changes. OVERVIEW OF PLANT AUDITING An audit Is a formal, thorough and periodic examination of a system. There are various types of audits (i.e., geological, environmental, metallurgical. economic, etc.), and each serves a different purpose. (5) The discussion here is related to plant and/or metallurgical audits. Neale and Flintoff note that two key factors governing changes In an operation are: (1) the opportunity must be recognized; and (2) the justification for change must exist. (6) Both factors emphasize the critical role of successful plant auditing. Without plant audits. many opportunities for improvement must go unrecognized. On the other hand, when a situation ripe for improvement Is recognized. the hard data from a plant audit can reveal the expected impact of an operating change.

Brought on stream in 1975, the 10,000-tpd copper oxide processing plant of Anamax Mining Co. at Twin Buttes, Ariz., is now at design capacity. Based on acid agitation leaching, solvent ion exchange, and electrowinning, the Anamax plant bridges an ore to metal gap by producing mine site copper cathodes from lime-bearing oxidized feed. Until recently, such material was considered submarginal because copper recovery was uneconomic using conventional methods. The new Twin Buttes oxide plant, the largest of its kind in North America, is one stage in the expansion of Anamax, a joint venture owned equally by The Anaconda Co. and Amax Inc. Other phases include an accelerated stripping program in the pit, an expansion of the sulfide concentrator from 32,000 to 40,000 tpd, and construction of a 57 MW diesel generating station for the oxide plant. Once the basic oxide flowsheet had been selected, Anamax awarded a contract to a joint venture of Arthur G. McKee and Co.' (Western Knapp Engineering Div.) and Davy Powergas' (a member of the Davy International group). The contract covered process design, engi¬neering, procurement, and construction. The property, identified by Banner Mining Co. in the 1950s and developed by Anaconda, was put into production in 1965 as an open pit mine equipped with a 32,000-tpd sulfide flotation concentrator. The Twin Buttes mine has since become one of the largest earth¬moving operations in the world, excavating some 10 tons of waste per ton of ore. At the original sulfide mill feed rate, the mining fleet moved 375,000 tpd of material (225,000 tpd alluvium and 150,000 tpd of rock). The most significant copper mineral in the ore body is chalcopyrite, which is scattered in pockets of weak mineralization. Cap oxidation has progressed to depths of several hundred feet, principally as chryso¬colla. Present estimates place minable reserves at 347 million tons of sulfide ore grading 0.6% copper and 55 million tons of oxide ore grading 0.9% recoverable copper from 1.25% total copper. The nonre¬coverable fraction is composed of native copper and insoluble copper oxides and sulfides. The oxide ore has been partially stripped, and 25 million tons having a copper content greater than 0.6% have been stockpiled. The stripping of oxide ore to expose sulfides will continue for several years. The copper oxide studies launched by Banner Mining in the 1950s were continued by Anaconda. Process routes investigated included: acid leaching; cyanide leaching; segregation roasting; chlorination, oxidation, and reduction; flotation in combination with leaching; cal¬cite flotation plus leaching; copper oxide flotation; and sulfidization flotation. By late 1968 test work favored a low temperature roast followed by an ammonia-ammonium carbonate leach of the ore. During this period, acid leaching had been discounted because of excessive con¬sumption of expensive acid by the high limestone ore matrix. Restric¬tive SO2 emission controls in 1971 suggested an increase in acid production and availability at a lower cost. Research then switched to acid leaching, resulting in development of the present flowsheet. Mechanically agitated leaching in a cascaded series of tanks was selected in preference to vat leaching after piloting a stirred-tank system. Preliminary testing of vat leaching indicated that inter-vat solution clarification problems could be caused by gas evolution from leaching of high limestone ore. Lack of research time for resolution of this problem, plus success of the pilot agitation system, dictated the final flowsheet selection. In 1973 Anamax decided to proceed with agitation acid leaching to produce liquor for a solvent ion exchange (SIX) and electrowinning (EW) installation. At that time, such systems were proving their eco¬nomic viability, and they allowed direct recovery of high quality cath odes while bypassing the smelting and refining of lower grade cement copper precipitates. The Anamax oxide plant processes a grade of about 1% recovera¬ble copper from stockpiled sources and new mine production. Unit operations include size reduction, agitation leaching, countercurrent decantation washing of residue, pH adjustment of solution, clarifica¬tion, solvent ion exchange, and electrowinning of copper, with a mini¬mum of environmental impact. The feed to the primary crushers is composed of: 1) -10-in. stockpiled oxide ore, which has passed through the mine crusher and has been grade-segregated to allow blending for a consistent feed material. 2) -4-ft ROM oxide ore stockpiled in the early mining operation. 3) -10-in. ore currently being mined. Ore is delivered in 100-ton mine trucks to a dump pocket, where an apron feeder transfers the ore to an inclined 6-in. fixed grizzly. The grizzly oversize passes through a 48 x 60-in. primary jaw crusher, where it is reduced to -6 in. The fixed grizzly undersize and the crusher product are conveyed to a 4-in. vibrating grizzly. Oversize from this grizzly reports to a 7-ft Standard cone crusher, where it is reduced to -1 in. The crusher product and the vibrating grizzly undersize are conveyed to two 8 x 20-ft double-deck vibrating screens that operate in closed circuit with two 7-ft short head cone crushers. Screen undersize (-1/2 in.) is delivered to a covered conical fine ore stockpile with a designed live capacity of 15,000 st. Beneath the stockpile are ten Pioche belt feeders feeding two conveyor belts that supply the milling circuits. Each group of five feeders has two variable speed and three fixed speed drives. Grinding to 95% -48 mesh is done in two parallel lines, each consisting of an 111/1 x 18S -ft rod mill and a 12' x 30-ft ball mill in open circuit. Water is added to maintain a pulp density of 72% solids in the mills. Further water additions are made to the ball mill discharge sumps to create a 60% solids slurry for transfer to the leaching reactors. The nominal grinding rate is 440 tph solids. A splitter box on the product from the mills separates the incoming slurry into two streams, one for the leaching reactors and the other for the pH adjustment reactors. This split is determined by the lime content of the feed material and the pH of solution entering the pH adjustment reactors. Five 30-ft diam by 31-ft high mechanically agitated, rubber-lined leach tanks are arranged in cascade, with gravity transfer from one to another by enclosed launders. Concentrated sulfuric acid (93.2%) from storage is added to the pulp principally at the first leach tank, and the reacted slurry leaving the cascade after a 5-hr residence time at 50% solids is pumped to countercurrent decantation (CCD) wash thickeners.' At this point, most of the soluble copper has been leached from the ore. Up to 250 lb of sulfuric acid is consumed per ton of ore, the acid being supplied in tank cars from a nearby smelter. Leached slurry at 50% solids is washed countercurrently with return raffinate from the SIX plant in a series of four Doff-Oliver center caisson, 400-ft diam thickeners. Solids advance from thickeners No. I through No. 4 to the tailings dam. SIX raffinate advances from thickener No. 4 to thickener No. l, where a pregnant solution overflows to pH adjustment. To optimize solvent extraction, the pH of the pregnant solution from CCD thickener No. I is adjusted from 1.5 to 2.5 by adding unreacted ground slurry (split from the grinding circuit) to the preg¬nant overflow of No. I CCD thickener. The resulting slurry is retained for 45 min in three mechanically agitated leach tanks. CO, generated during leach and pH adjustment is ducted to a demister, where entrained acid droplets are removed. The cleaned CO, and the No. 4 CCD underflow are the only effluents from the plant. The underflow of No. 4 thickener mixes with tailings from the sulfide concentrator and is neutralized. Slurry exits the pH adjustment vessels at about 10% solids and

One of the primary interests of the United States Department of Energy's Mine Planning Division is to fully develop avenues of technical research which potentially offer positive effects on coal mine productivity. One such area of research involves the removal of methane gas from unmined portions of coalbeds through vertical wells drilled from surface locations. As coalbed methane content is reduced, less gas is available for flow into the mine, and consequently ventilation requirements are decreased and/or coal extraction rates increase. Another attractive aspect of the vertical borehole drainage method is that it presents an opportunity to recover and utilize significant quantities of methane gas, which would otherwise be wasted to the atmosphere. The viability of removing gas from the Mary Lee coalbed using stimulated vertical boreholes was first suggested by Elder and Deul as a result of a United States Bureau of Mines' drilling project conducted from 1971 to 1974 (4). Other United States Bureau of Mines' studies forecasted that degasification would eventually be necessary in the Mary Lee coalbed because most new or expanding mine development would take place at depths exceeding 1 000 feet (305 meters), where the methane problem would be severe (3) (13). In 1975 a large-scaled drilling program was designed in order to supply industry's anticipated need for a degasification technology in the Warrior coal basin, Alabama. The results of this government/industry sponsored effort were to be specifically applicable to the Mary Lee coalbed, the most extensive and economically important deep minable coal present in the area. Major technical objectives of this program are twofold: (1) to measure the effects of various well completion designs, particularly hydraulic stimulation, on mining and (2) to determine the effects of well spacing on gas drainage rates. A cooperative agreement was established with United States Steel Corporation in late 1975 and field work began shortly thereafter in the proximity of a newly developing mine near Oak Grove, Alabama. Government responsibility for this program was transferred from the United States Bureau of Mines to the United States Department of Energy in October 1977. To date, as a result of this program, twenty-one wells have been completed into the Mary Lee coalbed at the Oak Grove site. Seventeen of these wells were drilled on an experimental grid pattern located two miles from the active mine. These grid wells are primarily being used to generate data necessary to determine the effects of well spacing on gas drainage rates and will also provide a large amount of information regarding the long-term effects of degasification on mining. The four remaining wells (designated Ton through TW4) were placed near the mine so that the full effects of completion could be studied within the short time required for underground interception. Results gathered from the first two test wells (TW1 and TW2) have been reported in detail (10) and indicated that several improvements were necessary to increase gas drainage rates. Hydraulic stimulation was one of the most important aspects of well design that required improvement. Nitrogen-charged foam stimulation treatment was used at TW3 and TW4 instead of the gelled-fluid type stimulation used at the first two near-mine test wells.

Demand for nonfuel minerals depends in large measure on economic activity, which rose in each quarter of 1985. However, despite 1.7 million new housing starts and a 7% increase in motor vehicle production, many domestic metal mining operations experienced continued difficulties as a result of import competition, greater use of newer engineered materials, emphasis on multi-unit housing, and downsizing of motor vehicles. Recognizing the continued difficulties of the domestic metal mining industry, many corporations made major efforts to retrench and rationalize - selling, closing, or spinning off less profitable operations, renegotiating labor contracts, and inviting increased participation by foreign firms. About 15% of US energy was imported in 1985. This included $52 billion worth of crude oil and refined products, adding significantly to the overall merchandise trade deficit of $149 billion. With the exception of a few large-bulk, low-value raw materials, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult US nonfuel minerals trade deficit totalled $17 billion. The US continued to rely on imports for many important strategic minerals in 1985 (see accompanying Table). Increased pressures for protection included major mineral products such as steel, ferroalloys, and copper. But President Reagan, in his Feb. 1986 "Economic Report to the Congress" stated: "Our international trade policy rests firmly on the foundation of free and open markets." He also stressed the need for fair trade and more open markets internationally. The National Critical Materials Council, created by law in the latter part of 1984, was activated in the latter part of 1985. Its first public hearing was held in January 1986. The Council is to review the nation's materials posture and advise the President on such matters. Compared with 1984, the value of US raw nonfuel mineral output rose 2%, to $24 billion. This supported the production of $244 billion worth of processed materials of mineral origin. Raw steel production - a major indicator of both material use and mineral production - fell 4% to 81 Mt (89 million st). Consequently, domestic iron ore production fell to 49 Mt (55 million st), about 97% pelletized. Iron ore imports fell 7% to 16 Mt (18 million st). Raw steelmaking capacity fell 4% to 117 Mt (129 million st). Pacts with 16 leading steel exporting nations have been negotiated in an effort to reduce import penetration of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 40% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production increased slightly to 49 kt (54,000 st). Mine shipments of tungsten, another mineral tied to steel production, also fell slightly to 1.1 kt (1200 st) of contained metal. Even the domestic aluminum smelting industry suffered reverses as high stocks and low prices reduced production 16% to 3.5 Mt (3.8 million st). Similarly, imports of bauxite fell 7% and alumina 10%. Production of magnesium metal fell 6% to 136 kt (150,000 st), while titanium metal production remained unchanged at 22 kt (24,000 st). Copper mine production was unchanged at 1.1 Mt (1.2 million st). Copper refinery production fell slightly to 1.1 Mt (1.2 million st). Lead mine production rose 24% to 400 kt (440,000 st). Zinc mine output was down 10%, to 225 kt (250,000 st). Refined lead production increased 28%, to 510 kt (560,000 st). Primary slab zinc production fell 5% to 240 kt (260,000 st).

The first form of a surety bond was an honest handshake between two or more parties agreeing to a decision, and their personal guarantee of following through to completion. This has all changed. In 1895, the United States Treasury Department disclosed that $35 million worth of personal surety guarantees on file had become worthless. A law was then passed requiring all surety bonds, in favor of the United States, must be corporate surety bonds. Today, a surety bond is one of the nation's leading fi¬nancial instruments used to guarantee the completion of an obligation. One hundred-fifty years before cor¬porate surety bonds, outcrops near Richmond, VA, were being mined. These surface mines became under¬ground mines. Today, both are still being used to obtain a leading energy source, coal. Since that time, more than 5956 km2 (1.47 million acres) of coal mined lands have been reclaimed in the US (Coal News, August, 1987). More than 25,000 state and Federal mining permits cover¬ing 14,164 km2 (3.5 million acres) have been issued during the last 10 years. Coal production has exceeded 7.2 Gt (8 billion st). More than 5665 km2 (1.4 million acres) of mined land has been reclaimed by active coal mining opera¬tions and 267 km2 (66,000 acres) of abandoned mined lands have been re¬claimed by others. Reclamation bonds were freely writ¬ten in the 1970s. So why are they almost extinct today? Contract bond losses have been severe in the past several years, sureties reporting losses exceed¬ing 110%. But the same proof is not provided on coal reclamation bonds. A surety bond is generally required when one party has an agreement with another party, and that party wants a guarantee from a third party that a job will be completed according to the terms and conditions of a written contract. In the case of a reclamation bond, the surety company (surety) is the financial party. It extends the credit and a guarantee to the obligee (the State, Commonwealth, or Office of Surface Mining) that the principal (the coal operator/company) will complete the terms and conditions of the contract (the rules and regulations governing mining and reclamation). The Surety Association of America defines a surety bond as an agreement providing for monetary compensation should there be a failure to perform specified acts within a stated period. Webster's Dictionary defines surety in the following ways: "l: the state of being sure; 2a: a pledge or other formal engagement given for the fulfillment of an undertaking and; 3b: one who has become legally liable for the debt, de¬fault, or failure in duty of another." Banks never make accommodation loans. Either the loan is good or no loan is made. Surety companies feel the same way about surety bonds. In fact, the average person does not realize the dangers of becoming surety for another. How does a surety determine if a company is worthy of receiving surety credit? How is a coal account under¬written today for an obligation that may not be released for many years? When a surety company executes a reclama¬tion bond, it financially puts its name behind the coal company and its guaran¬tee that should the coal miner default on the obligation, the surety will fulfill the contract. How is the surety to determine if a coal company may still be in business five, 10, 20, or 40 years from today?
