"What is past is prologue" - motto of National Archives The question of past, present, and future safety performance in the coal mining industry is not merely an academic one, or one which arises from soul-searching curiosity. It is a question involving pragmatic ramifications, and the answers, or perhaps the public perception of the answers, will have a strong impact on the public policies which influence the course of meeting the Nation's future energy demands. Those of us in the coal industry are keenly aware of the significant impact of the public reaction -- in the form of the 1969 Health and Safety Act -- to -past performance of the coal industry which it found unacceptable. That Act was revolutionary -- and it was expensive. But in finding the industry's past performance unacceptable, the public also recognized its own contributory role through having enjoyed a "buyer's market" forced on a highly competitive industry. One result was to limit the industry's resources and restrict its ability for self-improvement of its safety performance. In acknowledgement of that role, the public picked up the tab for Black Lung disability incurred prior to that time.

Thionocarbamate flotation reagents have enjoyed a niche position in the recovery of copper sulfides and activated sphalerites since their introduction in the mid 1950's (Harris, 1954). Thionocarbamates containing an allyl group (-CH2- CH=CH2), introduced recently Lewellyn, 1985; Nagaraj, 1988; Avotins, 1991), are used commercially as collectors for copper sulfides and activated sphalerite. Laboratory flotation tests and plant usage have demonstrated that allyl-containing thionocarbamate collectors exhibit certain unique properties that distinguish them from the corresponding dialkyl thionocarbamates. Spectroscopic (FTIR, XPS) and wettability studies of N-allyl iso-butyl thionocarbamate (AIBTC) and its saturated analog N-propyl iso-butyl thionocarbamate (NPIBTC) adsorbed on copper at pH 9 were performed in order to investigate whether there were any fundamental reasons for these differences. Flotation tests were carried out on chalcocite, copper ore and an activated sphalerite.

"Many underground mines use cemented backfill to mitigate environmental effects associated with tailings disposal. The large energy needs associated with mine backfilling and cement production operations create significant CO2 and Greenhouse Gas Emissions. This paper introduces post-consumer glass as an alternate, equally effective and lower cost binder agent strategy for cement in backfill that may be implemented to assist in reducing solid waste production, lowering energy costs, and restricting Greenhouse Gas Emissions. Extensive engineering testing, consisting of pipe flow loop tests and strength tests, has been implemented in order to demonstrate the technical feasibility of process integration within industry. An economic analysis has demonstrated that glass is competitive in cost relative to cement and a socioeconomic study has further indicated that the utilization of glass in mine backfill would create a new market for waste glass that requires less processing and reduces costs."

The Deep Leg Flotation Cell was developed to solve a problem which confronted the Smith-Douglass Company on moving from one mining area to another. Poor recovery and, to some extent, inferior concentrate grade were encountered in the silica flota¬tion circuit. This was believed due to the softness of the phosphate which caused it to form slime. In view of the urgency of the matter, the problem was attacked from two angles. The first involved the development of a flotation cell which would not create slime and the second, a new or improved reagent for floating silica from phosphate rock which would be less sensitive to slime than reagents currently in use.

Location Xiaolangdi is located in the Henan province of the People’s Republic of China. The distance between Xiaolangdi and the capital of Henan, Zhengzhou, is about200 km. Xiaolangdi is located on the Yellow River at the end of its big characteristic knee. It can be easily found on the map by locating Luoyang. The closest big city to Xiaolangdi is Luoyang (about 45 km). This city has about1 million inhabitants and is well known also to foreigners for its famous historical past. It has been the capital of China through 10 dynasties in former times. Overview The Xiaolangdi Multipurpose Dam Project is located at the last gorge of the middle reach of the Yellow River. The main purposes of the project are: -flood control, - ice jam control, - sediment control, - irrigation, - water supply, - hydroelectric power generation. The project consists of many structures, these are 10 intake towers, 9 flood &sediment tunnels, 6 power tunnels, 1 underground powerhouse, and 1 zone dearth and rockfill dam with a sloping impervious core, 154m high, with a crest length of 1317m. The powerhouse mainly features 6 turbine and generator units of 300 MW, totalling installed capacity of 1800 MW and annual energy output of5.1 GWH. The total storage capacity of the reservoir is 12.65 billion m³ of which 5.1billion m³ is live storage. Of the Yellow River drainage basin, 694,000 km2 or 92,3percent is located upstream of Xiaolangdi Dam Site. Xiaolangdi is located in a key position for flood and sediment control of the Yellow River. Upon completion, Xiaolangdi Dam and Reservoir will effectively mitigate catastrophic floods, the control level will be increased from the present less than 100-year return period up to 10,000 years. The structure, properties, and composition of commercial chelating-type copper extractants are examined. Characterization of these extractants was accomplished using organic separation techniques and analytical tools such as NMR and IR. Results indicate that only the trans isomer of the diphenylhydroxyoxime (LIX (R) 64N) is capable of copper chelation. The effect of the structural modification of the extractants on the extraction and stripping reactions are discussed.

The Cave-In-Rock Flourspar District is located in the northeast part of Hardin County, Illinois and is the most northeasterly occurrence of flour spar of the Illinois-Kentucky Flour spar Area. The occurrence of these deposits is confined to an area about one and one-half miles wide and five miles long parallel to the Peters Creek Fault (Fig. 1) The delineation of several features that may be described as breccia pipes has permitted the definition of the point of ascent of solutions to the host horizon and the lateral spread from these points.

Mining tailings are slurry byproducts of mineral recovery. They generate serious environmental risks due to their toxicity when exposed to water and oxygen. Studies focus on eco-friendly alternatives for mitigating these environmental impacts. Processing these tailings enables a sustainable mineral production model through circular economy practices. This study evaluates using gold mining tailings to recover gold and produce bricks. Flotation tests obtained a concentrate with 86.66% gold recovery, containing sulfides (pyrite, arsenopyrite) and a tailing with silicates and oxides suitable for brick manufacturing and ornamental pieces. This approach promotes eco-friendly solutions and a greener approach to mining operations.

Coal is the nation's most abundant fossil energy resource. However, its use is limited because of the nature and amount of associated impurities, such as mineral matter, sulfur, trace elements, and moisture. The moderate-to high- sulfur content of many U.S. coals is of particular concern as current and newer, potentially more stringent, regulations require reduction in sulfur oxide emissions. Release of particulates, NOx, and other pollutants during the coal-use cycle is also of concern. The current practice of controlling sulfur oxide emissions in the major steps of the coal- use cycle is limited mainly to coal preparation by physical beneficiation and, to a smaller extent, to post-utilization cleanup (flue gas desulfurization). Approximately two-thirds of the coal from states east of the Mississippi river is physically cleaned, whereas only 15% to 20% of the operating boilers in the utility industry are equipped with scrubbers to desulfurize the flue gas (Henzel, 1988). Physical beneficiation methods can be very effective in removing mineral matter, including pyritic sulfur, from coal. These processes take advantage of the differences in physical proper- ties between coal and mineral matter to achieve the separation. In a typical physical cleaning operation, raw coal is crushed to about a 50-mm (2-inch) top size. It is then screened into coarse, intermediate, and fine sizes. Crushing the coal liberates some of the ash-forming minerals, including a portion of the sulfur that is not chemically bound to the coal. The per- centage of impurities freed from the coal matrix generally increases as the coal particle size decreases. The coarse- and intermediate-sized coals are typically subjected to a cleaning pro- cess based on differences in specific gravity between coal particles and the associated impurities. Such cleaning processes used include jigs, dense-medium baths, cyclone systems, and concentrating tables. The fine-sized (typically less than 0.5-mm) coal, if beneficiated, is typically cleaned using a froth flotation technique based on the differences in surface proper- ties between coal and its associated impurities. At fine sizes, greater cleaning potential exists because a greater portion of the impurities is released from the coal matrix. However, this potential is not fully realized owing to inefficiencies in separating fine particles using state- of-the-art flotation technology. Overall, current commercial coal preparation processes are estimated to remove up to 60% of the ash and 10% to 30% of the sulfur, depending on the coal characteristics, with product weight recoveries rang- ing from about 60% to 90% and thermal recoveries of about 85% to 98% (Versar, 1985; Science Applications International Corporation, 1987; Hoffman- Muntner Corporation, 1978). For many U.S. coals, grinding to sizes finer than those used in current coal preparation plants is required to liberate most of the physically bound impurities from the coal matrix. As noted, conventional coal-cleaning methods are not very effective at these fine sizes. Accordingly, the expanded use of domestic coal requires the development of advanced coal cleaning technologies that can provide economic performance while reducing environmental impacts. Program Goals and Objectives The overall goal of the U.S. Department of Energy (D0E)'s Coal Preparation Program is to provide the scientific and engineering knowledge base that industry can utilize to produce economically competitive and environmentally acceptable clean-coal products for introduction as market conditions warrant. The coal preparation process(es) should remove undesirable components from coal and improve its handling characteristics, thus making the product coal technically, as well as economically, viable as a competitor with petroleum-derived fuels and natural gas, and with alternative environmental control technologies. The coal preparation process must be applicable to a wide variety of bituminous and low-rank coals. The cleaning process should reduce the variability among clean-coal products from various raw coals, thus significantly increasing the range of potential end uses for each raw coal. The industrial grinding process has undergone changes to better address the market and economic needs. Fine grinding of dry materials has developed to the point where classifying linings and fine ball charges improve mill efficiencies. Roller mills as well have wide acceptance due to their power efficiencies. The mill, by its nature, cannot provide the specific particle size or range of sizes which are required for further processing or final use. Therefore, various separators are operated in conjunction with the mill to control particle size. The sizing device helps minimize over grinding and control top size. Rising energy costs combined with increasingly tighter quality specifications have led to increasing study of the grinding and separation process.

"For urban tunneling projects it is essential to predict and prevent building damage. Although various case studies and experiments have shown that buildings considerably modify greenfield soil movements, widely accepted damage assessment methods neglect this soil-structure interaction and simplify structures as linear elastic beams. This paper summarizes an experimental investigation of the response of more realistic structures to tunneling-induced deformations. Small scale structural models with façade openings and brittle material properties were 3D printed and tested in a geotechnical centrifuge. Soil and structure displacement data were obtained by image-based measurement. Results demonstrate that structures notably mitigate differential greenfield ground displacements. It is also shown that maximum soil settlements, horizontal soil displacements beneath the structure and structural damage in the form of cracking significantly depend on the position of the structure in the settlement profile. The results provide a basis from which to predict building settlement response with greater certainty. INTRODUCTION With continuing population growth and increasing urbanization expected in the next decades, there is an urgent need for a next generation of infrastructure. It is likely that a large part of this infrastructure will be underground. Such creation of urban underground space frequently involves the excavation of shallow tunnels in close proximity to existing structures and utilities. For example, along the Crossrail project in London more than 1,200 structures are located within a possible influence area of the tunnel construction (Torp-Petersen and Black 2001). The assessment of building damage plays a vital role throughout the planning, design and construction stage of urban tunneling projects. However, while predictions of tunneling-induced deformations in the greenfield can generally be made with some confidence, much uncertainty exists about how structures interact with ground movements arising from tunnel construction."

The effects of induced seismicity caused by mining activities are one of the main problems that the mining industry faces. Although it has been documented by countries with a great mining tradition (United States, Canada, Australia and Chile) for over a century, the problem has been intensified throughout the years due to the greater depths that mineral extraction reaches, where the stress levels and environmental conditions increase the possibility of a rockburst occurrence. Seismic events inside the mine cause important losses of human lives and infrastructure damage. To deal with this problem it is necessary to implement several kinds of safety protocols. For example, seismic indicators allow to identify, through the analysis of a set of seismic parameters -magnitude, energy, time, decay rate, among others-, periods of time when a seismic event of considerable magnitude is most likely to occur. The objective of this work is to use the frictional energy generated by a microearthquake inside the mine as a seismic indicator, linking it with the occurrence of large magnitude seismic events which are outer the background activity. Thus, we seek to determine the set of seismic parameters which allow the best performance of the frictional energy/heat indicator. In the present study, we considered magnitude, frictional energy, and time as seismic parameters to study the efficiency of the proposed indicator. The optimal set of parameters was determined using two different methodologies: accumulated thermal energy and alert bands. The Piece Skill Score and the Accuracy indexes were used to evaluate each set of parameters. Both approaches show a high rate of true positive and true negative hits. Furthermore, it was concluded that both methods show complementary results in terms of the detection of critical events (Mw > 3.0).

The behaviour of gold particles on a spiral was studied using radioactive gold tracers. The method allowed the effect of particle size, particle shape, pulp density, feed rate, and splitter settings to be studied. Although the method has been successfully applied to other gravity concentrators, it was found that reliable results were more difficult to obtain on the spiral. However, these preliminary results show that provided suitable precautions are taken, the technique is capable of providing valuable information that cannot be obtained by conventional studies, and could be used to better optimize spiral performance.

The administrative processes of coal mines are becoming increasingly complex. As society evolves into a more complicated structure with greater emphasis on individuality, government regulations reach deeply into every activity in an effort to force individuals into a standardized mold. These contradictory pressures add an extra burden to the administration of a mining operation. Recent years have brought a substantial change in the skills needed by mine supervisors and managers. As a result, a better understanding of the administrative functions is necessary. The mine superintendent has the overall responsibility for the mine; for effective operation he must be sufficiently knowledgeable to oversee all the complex functions that make up the mine. This chapter does not cover all the administrative requirements because of the variation in mine operation and in company policies and organizational structure. It does attempt to identify the administrative functions that would be required at a large mine with a preparation plant. It is assumed that the mine operation is decentralized with very little duplication of functions at the organizational levels above the mine. Thus each function is assumed to be relatively complete at the mine and under the general supervision of the mine superintendent.

The Bureau of Mines is glad to have this opportunity to discuss its present Coal Research Program and its significance to the industry with a group which has for many years been representative of the coal producing community. We believe we have a dynamic program that will help our vast coal resources to find their proper place in the U. S, economy. The present coal research activities of the Bureau are conducted in three organizational subdivisions: Minerals Research, Mineral Resource Development, and Health and Safety. All investigations are carried out in Bureau research facilities located in different sections of the country, Since its creation by the Organic Act of 1910 and subsequent amendments, the Bureau has worked closely with the coal industry--first by providing assistance in mine safety for anthracite and bituminous coal mining, and since that time, in providing information on conservation, safety, mining, preparation, and utilization.

In December 1983 the author undertook an investigation in east Texas which was organized to learn the feasibility of applying geophysical techniques over shallow lignite deposits. The work embraced experimental high resolution seismic reflection and offset Wenner resisitivity sounds over three 4 to 4 mile test sections. This site also was sponsored by Woodward-Clyde Consultants (WCC) and a consortium headed by North American Coal Corporation. The principal objective of this investigation was to learn whether the aforementioned geophysical techniques could be applied over shallow lignite deposits (i.e. located at approximately 100' to 300' in depth) and consequently provide structural and stratigraphic information useful for resource and reserve characterization. A secondary objective was to determine if these same techniques could disclose the nature of the overburden and the distribution of ground water therein.

Much has been written recently about the Henderson Mine Project in Colorado being developed by American Metal Climax, Inc. To briefly recap the project, AMAX has an ore body, containing about 300 million tons of proven and probable molybdenum ore which is located under Red Mountain on the eastern slope of the Continental Divide. The mill, however, will be located on the western slope in the Williams Fork Valley where water and space for waste disposal are more available. AMAX will carry the ore by remote controlled trains from a gathering level underground at the mine, through a ten (10) mile tunnel under the Continental Divide and thence along a five (5) mile surface railroad to the mill site. One of the more challenging facets of the project is the western portion of the ten (10) mile tunnel being driven by Dravo Corporation through difficult ground conditions, downgrade, toward the Continental Divide. The tunnel is a 16'-6" wide by 15' high horseshoe, which runs in a straight line and drops at a constant three percent (3%) grade from the West Portal to the ore zone. Dravo's portion is anticipated to be about 6 1/2 miles long and includes permanent pumping stations located every 4,900 linear feet (lf) permanent rectifier stations every 12,5001f, and one (1) 1,560 ventilation shaft. The western portion of the tunnel lies in the Idaho Springs formation, a mixture of gneiss and schist with some granitic intrusions. Toward the Continental Divide a transition into Silver Plume Granite is expected to occur. Preconstruction geologic information indicated the Idaho Springs and Silver Plume formations to be basically competent with some faulted and altered areas. It

"The early mining of iron ore in Minnesota was carried on with the most primitive kind of tools. The pioneers used only such equipment as could be packed from Duluth through one hundred miles of forest to the first mines on the Vermilion Range and the operations were carried on with picks, shovels, hand drills and wheelbarrows, the ore being hoisted in buckets with a horse winch and carted in horse drawn wagons to the stockpile. This was about the extent of the mechanical equipment of the Minnesota iron mines in the early eighties.As soon as a railroad was pushed through from Two Harbors to the Vermilion Range the equipment began to be improved upon; wood burning steam boilers were installed and small steam puffers displaced the horse-winches, wheelbarrows were aban¬doned and small cars were introduced. Hauling the hoisted ore in wagons was discontinued and trestles were built so that the ore could be stockpiled more cheaply through the use of cars and high piles. These same stockpiles were loaded by hand into the 10 and 15 ton capacity railroad ore cars.Within a few years a marked change took place—the hand drill gave place to the air drill, such as No. 3 Rands, Ingersolls, Sargents and some Sullivans. Tramming was done by mules, the ore hoisted in. self-dumping skips, hoisting engines were intro¬duced and it seemed as though mining as a business in Minnesota had come to stay. At this stage someone conceived the idea of making the stockpile floor about three feet above the top of the ore cars to facilitate the hand loading of stockpile ore for trans¬portation. This was done through the use of wheelbarrows at first and later by using I-ton cars running on tracks laid on the stockpile floor."

The activities of Outokumpu Oy in the mining industry span all branches from prospecting to the production of refined metals and the manufacture of semifinished products. Products include copper, zinc, mercury, cadmium, nickel, cobalt, sulfur, gold, silver, iron ore, stainless steel, selenium, ferrochromium, lead and chromium concentrates, as well as chromite foundry sand. In addition, the activities of Outokumpu Oy extend to development and production of instruments, planning of industrial projects and instrumentation as well as the manufacture of specialized machines for ore concentration. The company now operates ten mines, eight of which are underground and all of which are in sulfide deposits except one. The fully automated monitoring and control of underground mine ventilation at the Pyhasalmi mine are an important technological contribution to the industry. Development work on the ventilation control was started in 1969, and since May 1973 it has operated in a fully automated computer-controlled mode. The Pyhasalmi mine has been in production since 1962, having begun as an open-pit operation. Development of underground mining began in 1967. The present annual production is one million tons all from underground mining. The underground mine is equipped with a main shaft and an auxiliary shaft, and two raises for ventilation. There is also a rampway from the surface to a depth of 500 m. The main shaft is for ore hoisting and the auxiliary shaft is used for waste-rock hoisting and for downcast ventilation. One of the raises is for downcast ventilation and the other is for upcast ventilation. The mining methods employed at Pyhasalmi are sublevel stoping with backfill, sublevel caving, and sublevel shrinkage stoping. Copper and zinc concentrates are produced. The Pyhasalmi mine is highly mechanized with about 4000 installed diesel horsepower underground. The maximum capacity of fresh air is 150 m3/s.
