Historically, the treatment of orebodies for recovery of valuable constituents presents many processing challenges. In a time of heightened environmental awareness, the constraints placed on processing complex orebodies are becoming more and more pronounced. As such, established technologies are limited in their ability to fill the needs of these emerging sources of raw materials. A prime example of this is in processing PGMs from primary sources. Normally, this type of material is found in a nickel-copper-iron sulfide matrix. Typically, these materials are processed by established pyrometallurgical means. However, other options should be considered. Hydrometallurgical processes are available which offer advantages over pyrometallurgical methods. One of these is the nitrogen species catalyzed sulfuric acid pressure leach used industrially by Sunshine Mining and Refining Company. In 1990, laboratory work was undertaken in cooperation with Stillwater Mining Company to test PGM matte materials from the Columbus, Montana smelter. The initial results were very positive, and they led to a design to recover PGMs in a high grade residue and to recover nickel and copper as valuable products. Handling the iron and other wastes in an environmentally safe manner was also successfully investigated.

Leaching or solution mining, a relatively simple and economical process for beneficiating metallic ores, is likely to find increasing application in the treatment of low-grade ores that are impractical to mine by any other means. This process may be carried out in two different ways: 1. Dump leaching, where the ore is moved from its original location to be leached at another site. 2. In situ leaching, where the ore is leached in place by introducing the leach solution at the top, letting it flow down through the ore under gravity, and then recovering it plus the dissolved metals it contains.

The advent of Nuclear Energy has caused a phenomenal growth in the uranium mining industry. To keep abreast of this surge the mining industry has located many ore bodies, determined the best types of mining adaptable to this particular type of ore and developed a highly specialized type of operation. But, has the mining industry gone far enough in the planning? Has ?built-in? safety been included in the efficient methods of operation? Preplanning safety in the mining industry, as in all industries, takes engineering and ingenuity combined with the experience and cooperation of all concerned. A system of mining can be planned on a map and it will look good. However, when the actual mining takes place, conditions may be such that deviations from the original plans may be required because of excessive water faults or other conditions encountered. With safety we may also be required to change, to conform to the characteristics of a particular operation. People in the mining industry are well aware that loose back has killed miners each year. This condition occurred in practically all types of mines. The condition is not new to us. It is also known that explosives, haulage, machinery and conditions common to all types of mining have taken a heavy toll of human life in mining. In addition to these hazards in the uranium mines, the hazard of radon is also present, Radon is a radioactive gas liberated from ores containing radium. This gas is released into the active workings by the blasting or breaking up of the ore. Sometimes it is caused by radium contaminated water seepage from abandoned workings or from the ore body itself. Until the action of this gas on the human was known, many miners were affected. Un- less adequate precuations are taken to protect the people in these mines,, they may be exposed to this hazard, Health researchers made a study of this substance to determine how it would affect the health of the men, They also studied men who had worked in previous years, in mines known to have contained radioactive materials. All of this research contributed to the present knowledge of radon and its daughter products. It is not flammable nor explosive, but, if allowed to enter the body through the respiratory organs it can cause serious damage. Mines have been operated in the past and are still being operated, which were known to contain explosive and noxious gases, indicating that this problem can be controlled. Several states have instituted laws that make it mandatory to provide adequate ventilation and use of monitoring devices to limit radon and its daughter products to a maximum of 300 micro-microcuries per liter of air. This is considered a safe limit for sustained periods of human exposure. While the findings of research do not prove conclusively that the inhalation of excessive radon or its daugher products cause lung cancer, indications point to this as a possibility, particularly radium A and radium C1 of the daughter products. The threshold limits set by law in most uranium producing states are believed to be safe. In a few years, when tests and data now in the process of collection by interested state officials and laboratories is complete, these limits may be found to be ready for revision. Studies such as these take time. At present, the limits that are used are based upon estimates. The permissible limits of exposure to radon and daughter products include a large safety factor. It is considered that a good supply of fresh air delivered to the working places, adequate dust control, the sealing of unused or abandoned workings, the removal of mine water which is generally contaminated and a safe waiting period after blasting, will hold to a minimum the dangers from this source. There are, of course, problems accompanying each of these procedures. For example, the ventilating of untimbered raises and bringing fresh, uncontaminated air to the working places may be a problem. However, a good mining man can solve these problems as they apply in each particular operation. From the information available at the present time, the daughter products containing polonium and emitting alpha radiation, may be a health hazard. Fortunately, the half life of most of the daughter products is short, however, radium D has a half life of 22 years and presents a problem of contamination in the storage of old tailings. So we can see that failure to comply with the accepted good mining practices may have harmful effects on the health of miners. It is gratifying to note the interest in this potential hazard by the officials in the uranium ore producing states, who are making extensive studies and keeping records of the men who work in this type of mining. This all provide information necessary for preplanning safety. By contrast, little has been accomplished to control the injuries and deaths from some other factors connected with most underground mining operations. INTRODUCTION Public opinion, over the effect of industrial development on the environment, has required government to institute guidelines for the protection of the environment both during the development of and after the decommissioning of mines. In no other area of mining has this requirement been more consistently applied in recent times than in the development of uranium mines. Uranium mines have been a focal point because of the very real uncertainties associated with the detrimental effects of radionuclides and the possible hazards of radiation. In order to determine if there is an environmental effect caused by a development or the storage of the mine waste as tailings, it is necessary to know what the quality of the environment was prior to the production of the tailings. This is the reason for baseline data programs. It is neither technically nor economically feasible to completely define the environment in any given region. Therefore, judgement decisions must be made prior to the development as to what aspects of the environment are more likely to be affected by the presence of the tailings, and to what degree. These decisions have evolved over a period of time based on information generated from existing facilities, scientific research, and the development of strong public opinions. This process is not static, but evolves with the growth of information and the technological developments which permit greater control of industrial pollution and waste management. A well-designed baseline program will reflect changes in science, technology and public attitude, even in advance of government regulations to enforce policy changes. RATIONALE FOR PREOPERATIONAL BASELINE STUDIES There are three distinct phases to be considered in the construction of an environmental assessment for a uranium mine tailings containment facility. I. Pre-operational 2. Operational 3. Post-operational (decommissioning and long term).

Existing reports on the effects of mine subsidence on water wells and springs appear to be inconsistent. Some report quick and complete recoveries to pre-mining conditions while others indicate long-term or permanent effects. It is clear that topographic and geological factors as well as precise position with regard to the mine are important in determining probable effects of subsidence on aquifers. Ridgetop aquifers which are well above regional base-level are much more susceptible to disturbance by mining activities than those located topographically lower. Effects seen are attributed largely to increased permeability, both horizontal and vertical. of the aquifer rocks. The deeper aquifers usually show short term losses or water-table declines. but the effects on the ridge-top aquifers persist for longer periods or may be permanent. Subsidence enhances permeability. so that infiltrating water moves much faster to lower levels. causing pond and stream losses and declining levels in wells as well as declining flows of springs of the higher aquifers, while increasing levels and flows of the lower aquifers. Additional effects are shifts of spring locations caused by minor tilts due to differential subsidence and redirection of shallow flows by changes of horizontal fracture permeability. These effects are seen as mining of a panel progresses beneath the site. and are often repeated when adjacent panel mining fronts pass the site. Analysis of water well level and spring flow records indicates that the effects are greatest at the edges of longwall panels in the tensional regime. These effects are amplified for locations close to topographically steep terrain and in close proximity to fracture traces mapped from medium-to small-scale aerial images.

The immediate roof at the test site consisted of laminated clay shale that is likely to be susceptible to weathering. With seasonal dry-wet cycles in the mine ventilation air, the roof in the intake air would deteriorate and lose integrity over time. In many instances, the weathering-prone roof would gradually scale off piece by piece between bolts and over the entry corners. In some long-term entries, roof weathering could develop up to 2-3 ft deep with columns of bolted roof hanging under the upper intact roof. If wire mesh is used, the roof bags down and reduces the entry height, and the weight of the bagged roof tends to pull the bolts out and poses a safety hazard. An effective measure is always sought to support this type of weak roof that is sensitive to moisture degradation. One solution is to seal the roof shortly after entry development to prevent moisture penetration so that roof integrity can be maintained for the long term. In this application, a polymer-based sealing material was tested in the Rockspring mine for weathering protection and reinforcement. The material is a one-component polymer powder for spray application onto the roof and rib. The sealant material is mixed with water in the spraying nozzle to apply to the roof and rib as a paste. The product sets within 5-10 minutes and forms a membrane as thin as about 1/8-in. The membrane will quickly develop tensile and bonding strength within minutes and completely cure within a few days. Through sealing, bonding and lateral reinforcement, the integrity of the weak roof can be maintained. The material has been tried in a long-term evaluation over several months in a set of main entries in the Rockspring mine owned and operated by Rockspring Development, Inc., affiliate of Foundation Coal. Preliminary evaluation has shown that the material is an effective and economical solution to ensuring the long-term stability of weathering-prone roof.

In general, it cannot be assumed that the strength of coal pillars remains constant over long time periods. Field observations indicate that a coal seam, especially when it contains a parting layer, deteriorates over time, reducing load-bearing capacity of the pillars. This paper discusses a unique approach to determine the time dependent strength of coal pillars in the field. Three coal pillars that were developed 5, 15 and 50 years ago were chosen for the study. Holes were drilled in coal and parting layers in each pillar and the strength profiles were determined for each hole using the Borehole Penetrometer. The strength data were treated statistically to establish time dependent strength equations for different layers. The results can be used to help estimate the loss of pillar capacity over time.

ABSTRACT The presence of gold in lateritic crusts over mafic and ultramafic volcanogenic complexes in / and greenstohe belts, has called the attention in several parts of Brazil and also in Australia. Recent studies reveal the variety of structures and mineralogy of such crusts, and their importance in correlation with host(bed) rock types, as exploration guides, specially for greenstone belt metallogeny. The expected nature of growth of plates and/or nuggets in such crusts is under detailed study, and is considered as possibly due to dissolution and reprecipitation phenomenae of disseminated-fine-low grade ore in the host rock, in this investigation, laterite geochemistry, though incipiently discussed todate, is of fundamental importance and significance. Lateritic gold can be classified texturally as: dusty and diffused, fine, thin platy, taDular, and nuggets. Such gold is pure, and is often restricted to nodular (pisoliths, ooliths, concretions) forms or the matrix, that constitute the crusts or lateritised gravel beds which have an essentially goetnitic nature. Further this gold is recovered directly by mining the crusts or the adjoining placers with the metal derived from them. The thickness and extension of laterite crust zones is extremely variable depending oh the paleoclimatic conditions, and is conditioned to the favourable lithology and its structural expression. However, the "growth" of gold in these laterites will be conductive , without doubt, to several small scale mining activities, specially in the developing countries and regions limited to latitudes 309N and 309S.

Two pilot-scale biological reactor systems were installed to treat metal-contaminated water. The reactors consisted of barrels and tanks filled with spent mushroom compost, within which bacterial sulfate reduction became established. Concentrations of Fe, Zn, Mn, Ni, and Cd were lowered by over 95% as these metals were precipitated as insoluble sulfides by reaction with bacterially generated H2S. The chemistry of the reactor systems is examined, and opportunities for maximizing their metal-retaining and alkalinity-generating potentials are discussed.

Today's subject of discussion, "OSHA AND ITS PROBLEMS", must be covered in the time allotted with a slight tongue in cheek approach, for if one is to believe that the "problems of OSHA" can be covered in a twenty minute review, he, himself, has one of three problems: 1. He has residual combat fatigue left over from World War II. 2. He is an egomaniac. 3. He is afflicted with both of the above. Clearly, the difference between divinity and humanity lies in their work. All human endeavor is plagued by errors and omissions, and unless one would be so facetious as to equate bureaucracy with godliness, our government-sponsored ventures seem to receive more than their share of missive missles with which to combat the ills of our society. Coming from an industry known for its undertaking of gargantuan projects, I feel capable of looking at things from the big picture perspective. No one would deny that the massive influx of government, both in the monetary and supportive personnel roles, has accomplished much. But only we, as tunnel constructors, have moved countless mountains of muck, placed endless yards of concrete and engaged the public on numerous fronts and in spite of all, at times have even made a profit! Profit! What a dirty word in our society today. It makes one shrink back from the filthy overtones dripping with the cloying scent of decay. Never shall we judge the success of our government programs with such a slimy yardstick as profit. No, for that which has been conceived in the bowers of Camelot, the measure must be more elevating and inspiring. Something to bring a proud bearing to our efforts! OVERVIEW Like many older metropolitan areas across the U.S., the Greater Cleveland area is served by a combination of separate sanitary sewers and combined sanitary-stormwater sewers. In 1966, a Master Plan was implemented by the Northeast Ohio Regional Sewer District (District) to minimize pollutant overflows into adjoining Lake Erie and its tributary rivers and streams, that would occur during wet weather events. One component of the Master Plan was to reduce the load on combined sewers by constructing new conveyances to intercept separate sanitary flows and convey them to upgraded regional waste water treatment plants for priority treatment. As part of a 15-year program to construct 74 km (46 miles) of new interceptors, the West Leg Interceptor (WLI) Project intercepts flows from four decommissioned waste water treatment plants (WWTPs), and conveys those flows to the new Southwest Interceptor (SWI), which conveys the flows to the Southerly Treatment Plant, a tertiary level treatment facility. The WLI Project was built in sections to permit decommissioning of the WWTPs as each segment of the interceptor system was completed and put into service. Flows from the first of the four WWTPs was converted to the WLI in November, 1992; the final connection was achieved in July 1994. The WLI comprises 9.1 km (5.7 miles) of 21 to 29 m (70 to 95 ft) deep mainline interceptor tunnel, four vortex drop structures, approximately 2 km (1.3 miles) of shallow tunneled connector sewer to the mainline, approximately 2.9 km (1.8 miles) of open cut connector sewers, five construction work shafts (not including one work shaft constructed under SWI Contract 6 at the north end of the WLI), and 15 access shafts.

While surety capacity for the mining industry continues to shrink, States are demanding greater financial certainty for closure/post closure obligations. To combat these demands, larger mining companies are pursuing a Mining Surety Reinsurance Program that requires a significant up front capital contribution. This paper outlines an alter-native program for middle market mining organizations. The program utilizes a “Blended Finite Risk” environmental insurance solution with surety acting as the “front” in states where insurance is not an acceptable form of collateral. Marsh proposes creating separate programs for each State requiring surety. The reason for separate programs stems from each states’ different surety rules. Insurance companies typically require at least $5 million in future value remediation liabilities for finite risk programs. Since most middle market mining companies have obligations that fall below this threshold, the Blended Finite Risk Program contemplates combining several companies closure/post closure liabilities to accomplish the minimum amount required by the insurance company. Why use a Blended Finite Risk Program? One of the primary benefits is the financial assurance that funds will be available for planned remediation. For example, the financial assurance may be required by a government agency. The certainty may help facilitate a merger or acquisition. Additionally, the funds may be part of a CER-CLA PRP settlement. In all cases, the insurer providing coverage would be a secure independent 3rd party. A Blended Finite Risk Program also provides a long-term solution – up to 30 years and in some select cases longer. The benefit to a state or the BLM is the removal of financial uncertainty. An insurance company writing the policy would have an AA or AAA balance sheet. The hardening of surety markets coupled with the tightening of financial assurance requirements in many states have necessitated the posting of 100% collateral. This program substantially reduces these collateral requirements.

INTRODUCTION A two-dimensional approach for modeling narrow-vein deposits using the TECHBASE® software was implemented at Sunshine Mining for its use in the evaluation of mineral properties. This 2-D approach prevents the overestimation of high-grade tons typically associated with the use of fixed 3-D blocks and reduces the size of the model in computer memory. The method consists of constructing a two-dimensional model oriented along the average plane of the mineralized structure. This approach works well for single, multiple and intersecting veins with the condition that each vein is roughly planar with variation in dip or strike less than 30" in order to maintain a reasonable resolution in the process of projecting data onto a plane (Figure 1). Also, a precise identification of the hanging-wall and foot-wall location is critical in ensuring an accurate representation of the vein. By using various modeling techniques, the two-dimensional model estimates metal content, thickness, tonnage, economic and dilution parameters which will be ultimately used in the identification of minable reserves. The following is a generic description of the steps involved in modeling a steeply dipping vein. DATA ENTRY A typical project database consists of drillhole coordinates, survey information, assay data and any other quantitative or qualitative data. This database can be created inside the software or imported from any spreadsheet. TECHBASE® utilizes the concept of "fields" and "records" (columns and rows) for storing data. The use of "calculated fields" enables the user to expand on the manipulation of the database with minimum memory requirements. Another important feature of TECHBASE® is the ability to replicate the structure and format of the "tables" for its use in another project and the capability of running a series of repetitive tasks by means of batch and "runlog" files.

INTRODUCTION Prior to 1705, underground mining was limited to mineral deposits located above or a very small distance below the water table. The development of the steamdriven mining pump was motivated by the need to extract minerals from deposits considerably lower than the water table. Today, the majority of mine pumps are driven by electric motors, although some small utility pumps are driven by compressed air. Of the numerous types of pumps that might be applied to mine service, the two types used most frequently underground are the centrifugal and plunger pumps. Each of these types has its proper application. In most instances, plunger pumps are best for handling low water volumes against high heads, while centrifugal pumps effectively handle either low or high water volumes against low heads or high water volumes against high heads. This chapter describes pumps applied to underground mine service, where the mine service consists of mine drainage (removing mine water as it accumulates), mine dewatering (removing water from a flooded mine), and pumping for special applications such as hydraulic mining and hydraulic hoisting. CENTRIFUGAL AND PLUNGER PUMPS Modern mine pumps are classified as either centrifugal (kinetic) or plunger (positive-displacement) pumps. The following paragraphs describe each of these classifications. Centrifugal Pumps Centrifugal pumps may be grouped into various types, depending upon their various features: Number of Stages: In a single-stage pump, the total head is developed by one impeller, while a multi¬stage pump utilizes two or more impellers acting in one casing to develop the total head. Fig. I shows a cutaway view of a single-stage horizontal split-case double -section centrifugal pump. Fig. 2 shows a cutaway view of a six-stage medium-pressure split-case diffuser-type centrifugal pump. Type of Casing: A volute pump has a casing in the form of a spiral or volute. A circular-casing pump has a casing of constant cross section concentric with the impeller. A diffuser pump is equipped with a diffuser that converts velocity head to pressure head. Shaft Position: A horizontal pump normally has the shaft in a horizontal position, while a vertical pump normally has the shaft in a vertical position. Fig. 3 illustrates a vertical turbine-type slurry pump. Suction: A single-suction pump equips the first stage with a single-suction impeller, with fluid entering the impeller on only one side. Imaging spectroscopy is a relatively new remote sensing tool that provides a rapid method to screen entire mining districts for potential sources of surface acid drainage. An imaging spectrometer known as the Airborne Visible/InfraRed Imaging Spectrometer (AVIRIS) measures light reflected from the surface in 224 spectral channels from 0.4 - 2.5 µm. Spectral data from this instrument were used to evaluate mine waste at the California Gulch Superfluid Site near Leadville, Colorado. Here, the process of pyrite oxidation at the surface produces acidic water that is gradually neutralized as it drains away from mine waste, depositing a central jarosite zone surrounded by a jarosite + goethite zone, in turn surrounded by a goethite zone with a discontinuous hematite rim zone. Leaching tests show that pH is most acidic in the jarosite and jarosite + goethite zones and is near-neutral in the goethite zone. Measurements indicate that metals leach from minerals and amorphous materials in the jarosite + goethite and jarosite zones at concentrations 10 - 50 times higher than from goethite zone minerals. Goethite zones that fully encircle mine waste may indicate some attenuation of leachate metals and thus reduced metal loading to streams. The potential for impact by acidic drainage is highest where streams intersect the jarosite and jarosite + goethite zones. In these areas, metal-rich acidic dace runoff may flow directly into streams. The U.S. Environmental Protection Agency estimates (U.S. EPA, 1998) that mineral maps made from AVIRIS data at Leadville have accelerated remediation efforts by two years and saved over $2 million in cleanup costs.

Lithoprobe is a collaborative, multidisciplinary research project which is providing new insights into the tectonic evolution of the North American continent through its work within ten study areas across Canada. For the mining industry, such results provide a well-constrained regional framework and better understanding of tectonic processes which lead to the development of ore deposits. In mining camps, seismic reflection methods have proven effective in imaging shallow to moderately dipping litho logic contacts as well as structural features, and in some cases have been used for the direct detection of ore bodies. Here, short case histories are provided for the Abitibi greenstone belt (VMS deposits) in Quebec and the Thompson nickel belt in Manitoba.

Test work and plant operation confirmed that semiautogenous (SAG) milling is a viable option for Inco's milling rationalization project at Sudbury only if pebble crushing is included. Throughput increases more than 50% with pebble crushing incorporated into the comminution process. The finer product of high-speed pebble crushing provides further energy savings. The unconventional approach of pumping the pebble crusher product, while simplifying plant layout, has produced challenging wear problems. Inco Ltd.'s Sudbury operations are located in northeastern Ontario, Canada, about 400 km (250 miles) north of Toronto. Inco has 11 operating mines around the rim of the Sudbury basin. The mines currently produce about 11 Mt/a (12 million stpy) of ore. This ore contains pentlandite, pyrrhotite and chalcopyrite in mafic host rocks. The milling facilities are designed to produce 108.8 kt/a (240 million lbs/ year) of nickel as concentrate. This concentrate is further processed through Inco's smelting and refining facilities to produce nickel, copper and several other metals. Before 1991, -200 mm (-8 in.) ore was shipped to two primary mills. The Clarabelle mill had a design capacity of 29 kt/d (32,000 stpd). Frood-Stobie had a capacity of 16.3 kt/d (18,000 stpd). The flowsheets of these mills were similar. Two stages of open-circuit crushing were followed by rod milling and closed-circuit ball milling. The product from the comminution circuit, at 12% +250 mm (+65 mesh), was first passed through magnetic separators to recover magnetic pyrrhotite. It was then sent through a four-stage flotation process. The first two stages produced a high-grade copper-nickel concentrate. The final two scavenger stages produced a low-grade copper-nickel concentrate containing nonmagnetic pyrrhotite.

Newmont mine geologists have added substantial economic value developing over 1,150 tonnes into quality surface and underground gold reserves since 1986. However, the recent 5-year gold price slump from $387 to $262 per ounce has shifted mine geologists focus to optimizing open pit profitability and developing high-grade, high cash flow and low capital development underground reserves. More than $65 million projected revenue has been added to the Gold Quarry south layback following multi-departmental model reconciliation investigations. Kriged mine polygon construction, controlled blast heave and high-quality geologic advice in selective mining will have multi-million dollar beneficial impacts.

The Macassa Mine is a mature mine with a 61 year history of continuous production. The majority of past production has been derived from a zone called the '04 Break (Main Break). Recent underground mine exploration has been successful in locating several neighbouring ninera1ized zones. This paper will characterize the spatial location, geometry and mineralogical properties of these secondary zones. Future plans for underground mine exploration to follow-up on these target zones will be outlined.

More than 100,000 people from 110 countries involved in the construction aggregates and ready mix concrete industries are expected to attend Conexpo-Conlagg '99 in Las Vegas, NV March 23-27. The exhibition, the largest of its kind in the Western Hemisphere, takes place every three years. It is held at the Las Vegas Convention Center, Las Vegas Hilton Center and Pavilion. The show serves as a venue for con- tractors and others involved in aggregates construction to view the latest in equipment, technology and services. More than 1,500 exhibitors will use more than 147,200 m2 (1.6 million sq ft) of indoor and outdoor exhibit space. Attendees include presidents and company owners, sales and marketing managers, general managers and project managers. An estimated 20% of the attendees will be from outside of the United States. New for the Conexpo-Conlagg '99 show is a 3,715- m2 (40,000-sq ft) Information Technology Pavilion. This event, organized by AIEIC Systems, will showcase computer technology for the architectural, engineering and construction industries. Shown in the pavilion will be the latest developments in cost management, estimating, bidding, project management and accounting. In addition, the Information Technology Pavilion will demonstrate the latest in computer-aided design software, systems and services. Conexpo-Codagg '99 will also emphasize live demonstrations of exhibitor's products. Individual exhibitors will demonstrate their machinery so attendees can see the latest technology in action. Because the Conexpo-Codagg exposition is so large, "shows within a show" have been created to help attendees locate the products and services best suited to their interests. Seven product concentration areas will be formed. Each area houses suppliers and manufacturers of similar products or services.
