A series of laboratory blasting and grinding tests on three types of hard and competent rock (coarse-grained monzonite, fine-grained granite and very fine-grained gabbro) showed that a higher level of applied explosive energy enhanced grindability and produced a larger amount of fine (-0.106 mm) material. This confirmed reported industrial experience and the results of previous investigations. However, the results did not provide any information on the quantitative relationship between the energy applied in primary blasting and that required in subsequent comminution. Only about 1% of energy consumed in conventional grinding is used to create new surfaces, while power efficencies in cone crushers have been estimated at 70-80%. In blasting, up to 20% of explosive energy may be transmitted to the surrounding rock as elastic strain energy, leading to both primary rock breakage and the generation of microcracks

The paper describes the search for mineral deposits in an area of 4,500 sq. miles of south-west Tasmania. The area is one of difficult access and the problem of speedy movement and maintenance of field parties was solved by the use of helicopters. The programme has followed a systematic pattern of the aerial photography of the exploration area with the preparation of photQmosaics and topographical base sheets from these mosaics. Geological maps were initially prepared by photogeological interpretation and making use where possible of pre-existing information. The maps produced were later checked by ground traverses. Geophysical maps were obtained by the use of airborne magnetic, electromagnetic and radiometric methods. Geophysical and geological anomalies were checked on the ground by a campaign using ground geophysical equipment in the former case and geological and geochemical work in both instances. Audio Frequency Magnetic and Induced Polarization techniques were used in an area which was covered by several hundred feet of Tertiary sediments.The campaign has reached the stage of the drilling of specific targets.INTRODUCTIONThis paper describes the activities of Lyell-E.Z. Explorations (L.E.E.), an organization which was formed in 1956 by the Mt. Lyell Mining and Railway Co. Ltd. and the Electrolytic Zinc Co. of Australasia Ltd. to explore for mineral deposits in an area of approximately 4,500 sq. miles in southwest and southern Tasmania. To provide the necessary personnel and equipment for this project the exploration resources of both Companies were pooled and augmented and a headquarters was established in Queenstown. The work was directed by a Committee of four made up of officials from both Companies; a review of this structure has recently been presented by Hall (1959).

Mexico’s role in the world economic community continues to grow. And it is important that the country makes use of its natural wealth, including its large underground deposits of minerals and metals. With that in mind, Industrias Peñoles S.A. de C.V.(Peñoles), a mining, smelting and refining company, began mining lead, zinc and other metals from the Francisco I. Madero Project (FIM). The mine is located about 600 km (370 miles) northwest of Mexico City in the state of Zacatecas. Peñoles plans to remove about 3 Mt/a (3.3 million stpy) of ore from FIM. To achieve this goal, the company needs to optimize its processing, to maximize the amount of metal it extracts through FIM’s large flotation lead-zinc concentrator. To ensure high productivity, Peñoles and its contract engineering firm, M3 Engineering and Technology, of Tucson, AZ, have implemented anore processing system.

Phase equilibria have been determined experimentally for pseudo-ternary sections of the form ?MnO?-(CaO+MgO)-(SiO2+Al2O3) with a fixed Al2O3/SiO2 weight ratio of 0.17 and MgO/CaO weight ratios of 0.25 and 0.17 respectively for temperatures in the range 1473-1673 K. The primary phase fields present for the MgO/CaO weight ratio of 0.17 include manganosite (Mn,Mg,Ca)O; dicalcium silicate a-2(Ca,Mg,Mn)O?SiO2; merwinite 3CaO·(Mg,Mn)O·2SiO2; wollastonite [(Ca,Mg,Mn)O?SiO2]; diopside [(CaO,MgO,MnO,Al2O3)?SiO2]; tridymite (SiO2); tephroite [2(Mn,Mg)O?SiO2]; rhodonite [(Mn,Mg)O?SiO2] and melilite [2CaO?(MgO,MnO,Al2O3)?2(SiO2,Al2O3)]. For the section with MgO/CaO weight ratio of 0.25 the anorthite phase (CaO·Al2O3·2SiO2) is also present. The liquidus temperatures of ferro- and silico-manganese smelting slags have been determined. The liquidus temperatures at low MnO concentrations are shown to be principally dependent on the modified basicity weight ratio (CaO+MgO)/(SiO2+Al2O3).

A study was made by the Bureau of Mines to determine if shapes of oxide-glass compositions could be roll-formed at high temperatures, and to find the conditions required for adequate formability. A unit with directly connect' furnaces and heated rolls that allowed forming of most of the compositions developed. Glasses of the feldspar type were chemically unreactive with the alumina grains, and allowed the best roll forming. Optimum forming was attained at temperatures of 1,400° to 1,530° C, with compositions containing 30 or 40 percent feldspar and 60 or 70 percent alumina. Formability was better when compositions contained minus 325-mesh materials, rather than coarser or finer powders. In many cases, roll-formed shapes had physical properties equal to or better than the normally sintered shapes of the same composition.

"The ninth yearly National Safety Competition covering the calendar year 1933, conducted by the United States Bureau of Mines, w participated in by 332 mines and quarries situated in 35 States. Enrollment represented as increase of 10 plants over 1932, and one addition was made to the number of States represented.The primary purpose of the United. States Bureau of Mines in conducting the contest is to promote safety in United States mineral industries. This purpose is accomplished directly through the efforts of the competing companies and their employees to win first place in the competition and thereupon receive recognition on a national scale for their achievement the purpose is accomplished indirectly through studies by the United States Bureau of Mines of the facts contained in the accident reports the competing companies furnish to enable the Bureau to compute the accident rates that are the basis for determining the winners of the contest.The statistics which constitute the basis for determining the winning companies and the relative standing of all companies are prepared uniformly without regard to the States in which the companies operate, or to differences in classes of accidents covered by State laws relating to compensation for injuries resulting, from industrial accidents.Bronze trophies, known as 'Sentinels of Safety', which were provided by The Explosives Engineer magazine to be awarded annually by the Bureau of Mines, were presented to five companies in the contest of 1933, each company having established the best accident-prevention record within one of the five classes into which all companies were divided, namely, anthracite-mining companies, bituminous-coal-mining companies, metal-mining companies, operators of nonmetallic-mineral mines other than coal mines, and quarries or opencut mines. The trophies are awarded for 1 year and are then transferred to the winners of the succeeding year's contest.The trophy for bituincus-coal mines was won by a company in Wyoming. A company in Tennessee won the trophy for metal mining. In the nonmetal-mine group the trophy was again won by a company in New York. A quarry in Michigan won the trophy for the quarry-and-opencut-mine group. The trophy for anthracite mines remains in Pennsylvania, as all anthracite mines in the contest are in that State."

Gold ores may be amenable to coarse-particle beneficiation where there exist measurable criteria upon which there can be recognition of auriferous versus barren lumps in the run of mine. The Transformation AGO project, constructed between 2005 and 2008, featured a foundation trade contract that included design of pile caps and grade beams and construction of 138 permanent micropiles. The new foundation works were constructed within seven different settings ? each featuring a host of attributes challenging to constructability ? inside and outside the existing Art Gallery of Ontario, all while the gallery remained open for business. Transformation AGO resulted in several firsts for micropiles in the Toronto construction market: this was the first micropile trade contract with a multimillion dollar contract value; it featured the first static compressive load test performed beyond 7000 kN on a single micropile; the first static compressive load test beyond 8000 kN on an experimental pile cap supported by two test micropiles; and it was the first publicly funded project to go to tender with micropiles listed as the preferred foundation option. This paper outlines the successful application of micropiles at the landmark Transformation AGO project.

Cost estimates and technical feasibility are compared for six chemical coal cleaning technologies. The comparison is based on conceptual application of the chemical cleaning methods for removal of pyritic and organic sulfur from a utility grade bituminous coal. The process layout includes receipt of 8,000 tpd ROM coal, fine coal pulverizing, desulfurization, and preparation of a compacted clean coal suitable for storage and shipment. The methods are: the Magnex iron pentacarbonyl process, the KVB dry oxidation process, the Battelle hydrothermal caustic leaching precess, the TRW Meyers ferric ion leaching process, the Ledgemont oxygen/water leaching process, and the Bureau of Mines/Energy Research and Development Administration air/water leaching process. Capital costs estimated for the desulfurization operation alone, scaled to 8,000 tpd, range between $14 MM and $122 MM, while estimated operating costs for desulfurization alone on the same scale of operation range between $7 and $17 per ton clean coal produced. Relatively little is known about the chemical cleaning of coal, and present cost estimates indicate that the method might not be competitive at its present state of development when used alone to clean utility grade coals for sulfur removal. The principal attractiveness of chemical coal cleaning lies in its potential for combination with physical cleaning to produce cost competitive compliance coals in a combined process with high-Btu yields.

The new legislative regime applying to the mining industry has been in force for nearly two years. However the parameters for the permits required under the Crown. Minerals Act 1991 and the resource consents required under the Resource Management Act 1991 are still being established. Mining operators will benefit from participating in the development of policies and plans currently being formulated by local authorities. The Energy Legislation Amendment Bill currently before the House contains amendments to the Crown Minerals Act to clarify points of uncertainty and to reduce transaction costs where possible.

"Delft University of Technology, RWTH Aachen, Helsinki University of Technology and Imperial College established the Federation of European Mineral Programs (FEMP) in 1999 as a legal body to coordinate joint M.Sc. education.By 2003 the number of participating universities in Europe has grown to 9 (in 7 countries) offering 3 different M.Sc. joint programs. Furthermore students from 8 universities in the USA, Canada, Australia and Chile participate through exchange agreements. About 25 companies are associated with FEMP. Further expansion with other clusters of universities is being investigated.So far some 160 students have taken the programs and are working in all parts of the world in a variety of jobs.The European Commission has recently announced the new “Erasmus World” program that will stimulate the offering of joint programs by European universities and offer third-country students and teachers a greater opportunity for mobility and an enhanced European added value. Host European postgraduate courses will be selected for a five-year period. They will receive funding from the Community and a “EU” seal. Around 250 “EU Masters Courses” will be established.The envisaged new Erasmus program and it’s network and operating practices are very similar to those being used by EMC, EMEC and EGEC. Erasmus World therefore offers a great opportunity for further developments with FEMP as the official body.INTRODUCTIONThe current situation in Europe is that globalisation of the supply of mineral resources has caused the larger mining and the manufacturing companies to expand and invest particularly outside Europe. However these industries still have a great significance for the European Union and its members, which means that mineral engineering know-how is still important in the E.U. It was therefore realised in the mid-nineties that is vital to maintain the very high level of knowledge and skill base in mining engineering and mineral technology that currently exists in the E.U., through good and well-balanced education programs."

INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. Tensile tests were conducted on pure magnesium and on four commercial alloys over a variety of temperatures and strain rates. The high positive slope of the ductility vs testing temperature curves that is found over a short range of testing temperatures for these materaturerials was shown to result from the fact that the microstructure was not stable at these testing temperatures. Pure magnesium did not display a transition temperature, although its sub-room temperature ductility was low. This poor ductility resulted from a grain boundary weakness. The aluminum-bearing commercial magnesium alloys had a higher ductility than the pure magnesium. ness.Thealuminum-bearingcommercialThese alloys did exhibit a transition temperature and grain boundaries that were stronger than the grain material. Both pure magnesium and the commercial alloys began initiating cracks at strains equal to one half of their fracture strain. MAGNESIUM base alloys' enormous potential as structural materials lies in their high strength to weight ratios. At present, the high strength magnesium base alloys such as AZ-80, which will be discussed later, have about as high a tensile strength to specific gravity ratio as the highest strength wrought aluminum alloy, 75s-T6, and, of course, a much higher strength to weight ratio than structural steel. Further, since the magnesium base alloys develop their high strength to weight ratios with moderate strengths and extremely light weights, the ratio of load carrying capacity to the weight of many structures is relatively higher for the magnesium base alloys than their strength to weight ratios would indicate. This results because judicious increases in section size, such as increasing the depth of bending members or adding reinforcing ribs, can frequently increase the weight of a structure linearly while the strength and stiffness increase as the second or third power of the added weight. Strength and rigidity must be designed into lightweight structures by those techniques which establish multiaxial stress states. Consequently, strong, lightweight structures frequently also possess a greater propensity toward brittle failures. In order to insure against these catastrophic failures, an extra premium must be placed on ductility and toughness in light alloys. Current knowledge of the ductility and toughness behaviors—notched behaviors—of magnesium base alloys is limited.* Most of the magnesium base alloys * The state of present knowledge regarding the effect of testing temperature on mechanical properties has recently been summar-ized by Pritchard.' crystallize in the hexagonal system, so that they are expected to exhibit a tough and ductile to brittle transition temperature. Actually, a transition temperature behavior has been reported for commercially pure magnesium in the literature, but the characteristics of this transition temperatureh uggest that it may not be a transition in the usual meaning, but simply the onset of some thermal softening, a performance much like that which face-centered-cubic lead might exhibit slightly below room temperature. If transition temperatures do exist, such important questions as the manner in which they are affected by internal variables such as chemical composition and grain size, or the effect of external variables such as rate of straining or notch severity have never been investigated. The investigation reported upon herein was undertaken in order to define some of the mechanical behaviors of the magnesium base alloys better, to gain a better understanding of the influence of some of the above listed variables, and particularly to understand their effect on ductility and toughness better. "The purpose of the project is to convert current shuttle car utilization on an underground coal mine to best practice by focusing on change-out points and tramming routes, which have a major influence on shuttle car away times. Time studies were an integral part of the project as these enabled the determination of shuttle car away times. An indirect proportional relationship between shuttle car away times and productivity is established. Through the time studies, it is deduced that a third shuttle car will make an insignificant contribution to production when there is only one split open. During this time, maintenance on the third car can be optimized. In order to satisfy the mine’s key performance indicator of keeping shuttle car away times less than 75 seconds, a belt extension must be scheduled after the third split is open. It is established that at any given time, a minimum of two shuttle cars should be used. When cutting on the left-hand-side of the belt road with only two shuttle cars available, the centre and left (left of the feeder breaker) shuttle cars should be used for coal hauling. When cutting on the right-hand-side, the centre and the right-hand-side cars should be used. If only one shuttle car is available, the centre car is the most efficient to use. Alternative anchoring configurations can be employed so as to enable cars (left or right, especially) to reach the opposite extremities of the panel and hence minimize cable length restrictions. During the meeting of the Institute last year at Port Pirie, the opportunity was taken to sample the lead bullion coming from the blast furnace and various stages during the refining process. Also, in the desilverising section, the upper zinc rich phase was sampled as the silver content built up and in the cupellation operation a series of samples was taken as the silver content of the bullion increased. In these two cases, the samples were taken under the supervision of a member of the staff of the Broken Hill AssociatedSmelters.In the following account of the microstructure of the samples taken, only the main phases present have received attention. In this connection deduction from phase diagrams of binary alloys has been used in conjunction with the assays carried out on duplicate samples taken at the same time as those for micro examination.

Lead-based alloys are the primary anodes used in electrowinning from sulphate-based aqueous systems. Lead anode technology has evolved over the years, migrating from pure lead and lead-antimonial alloys to the present day lead-calcium-tin alloys for copper electrowinning and lead-silver alloys for zinc electrowinning. It has also migrated from cast to rolled microstructures in search of improved mechanical properties and higher corrosion resistance. Although great strides have been made in the development of new alloys and production processes, the industry still has unresolved issues related to untimely corrosion which limits anode life and may lead to higher contaminant levels in the metal being produced. Lead anodes corrode because of the difference in the chemical/electrochemical potential across the microstructural features of an anode. Given a very high purity material, we find that the grain boundary areas corrode significantly faster than the rest of the grain. The desire to minimize grain boundary corrosion by a balance of alloying element selection and microstructural design allows the grain boundary area to be engineered. However, operational issues can lead to unexpected corrosion behaviours which we will discuss moving forward. The comments in this work, though directed toward copper electrowinning, can be extended to similar phenomena in other metals electrowon from sulphate media (i.e., zinc, nickel, cobalt, manganese). The lifecycle of electrowinning anodes is dependent upon electrowinning tankhouse operating conditions and maintenance of the anodes, including cleaning and straightening. This paper will focus on the operational aspects of maximizing the utilization of lead electrowinning anodes.

"Various methods of leaching are being used by Denison Mines Ltd. Uranium Operations. This study was designed to investigate the flood leaching operation of two parallel inter-connected stopes contained by pressure bulkheads. The teaching muck piles, created from large scale uppers production blasts, are aerated by compressed air lines laid beneath the pile prior to blasting.A SFr, tracer gas, injection technique has been employed to determine the post-blast integrity of the single-ended air distribution system. SF6 was injected into the compressed air line feed to the stopes and collected at borehole exhausts from the stopes in grab-sampling bags. Analyses of the air samples were performed with a gas chromatograph.The system was designed to give a sufficiency of oxygen to sustain bacterial activities used to enhance the leaching recovery in the muck piles. The results obtained indicated that there is a minor anomaly in the distribution system that may not be critical to the operation. Compared to an idealized case, the over-all efficiency of aeration throughout the muck is estimated at over 85%."

This report by the Bureau of Mines is the first of two proposed papers on evaluation of spectrophotometric, spectrographic, polarographic, and other analytical methods for quantitatively determining impurities in high-purity tungsten. Some of the methods described are standard methods that have been successfully applied to determine low-level impurities, several are modifications of known methods, and some procedures are entirely original. The Bureau of Mines is actively engaged in tungsten research because tungsten has an extremely high melting point, in fact the highest of any known metal. The metallurgist must know the content of impurities in tungsten because of the marked effects even micro amounts of impurity elements have on its physical properties. The Bureau procured a number of analyzed samples of above-average purity from research laboratories of companies engaged in production and fabrication of tungsten. These samples were investigated by the analytical procedures of those companies for several metallic impurities. Subsequent analytical laboratory determination of impurities in these samples agreed with the analyses as reported. With this assurance that analytical methods were basically accurate for metallic impurities, procedures for the determination of several of these elements were modified to lower the limits of detection and increase the sensitivity of methods. Carbon and the gases hydrogen, nitrogen, and oxygen were determined by standard instrumental methods, modified to provide greater sensitivity for reliable determinations when content of these elements was low. After the reliability of the modified procedures was affirmed, they were used as a product evaluation guide in the development of a vapor-plating technique for the production of high-purity tungsten. The following list of elements can be determined by one or more of these methods: AI, B, Be, Ca, Co, Cr, Cu, Fe, Mg, Mn, Mo, Ni, Pb, S1, Sn, Ti, V, and Zn. In addition, a vacuum-fusion method for the determination of H, N, and 0, and a conductometric method for carbon are described. Lower limits of determination and detection for each element listed are given.

The Piedras Verdes copper mine is a new run-of-mine (ROM), heap leach, solvent-extraction/electrowinning (SX-EW) operation located 21 km (13 miles) north-northwest of the town of Alamos in the state of Sonora, Mexico. The Piedras Verdes copper mine is wholly owned by Frontera Copper Corp. (FCC), a Canadian corporation, through its 100 percent beneficial interest in Cobre del Mayo S.A. de C.V. (CDM), a Mexican registered company. The January 2008, minable reserves were estimated to be 193.6 Mt (213 million st) at a grade of 0.36 percent copper. The overall recovery of total copper was estimated to be 61.9 percent. The property has an additional 17-year life and is designed to produce 31.7 kt/a (70 million lbs/year) of cathode copper. Construction commenced in early October 2005. The first copper cathode was produced 12 months later at a total capital cost of $100 million. Elevations at the site range from 150 to 300 m (490 to 985 ft) above sea level. The area has excellent infra-structure in the form of towns, power, water, roads, rail, airfield and access to the deepwater port of Guaymas (Fig. 1). The surrounding area is also famous for its numerous polymetallic (lead, zinc, copper, silver and gold) epithermal veins. Some of these were mined for more than 200 years and provided the wealth on which the town of Alamos was built. The original village of Piedras Verdes was located in the area of the proposed openpit mine and, consequently, it was necessary to construct a new townsite 6 km (3.7 miles) to the south before project development could commence. The new town site (Fig. 2), complete with power and water supplies, roads, sewer system, schools, clinic and recreational facilities, was completed and occupied by 49 families in September 2005. CDM received its remaining permits from the Mexican environmental authorities on Sept. 20, 2005. This enabled the company to proceed with full-scale development. CDM owns or controls 27 mining concessions covering the resource. Surface rights to the Piedras Verdes project were controlled by four Ejidos (communal agrarian and/or ranching societies) and five individual landowners. CDM has acquired all surface rights necessary for its mining operations and associated facilities either through outright purchase or long term lease agreements.
