However, America is hindered by a costly, inefficient and often redundant regulatory structure that thwarts domestic investment, expansion and job creation. The complexity, uncertainty and delays within the current permitting system places the U.S. at a competitive disadvantage with many other countries that have both abundant mineral resources and a more welcoming business and regulatory climate. As a result, American and international mining companies often move overseas or across borders to invest capital, create local employment, and produce the critical minerals America must then import at higher cost, while sacrificing employment and economic stimulus. ? Respect for mining in Botswana is long-standing. This article looks at Africa's most transparent mining regime and some of its ambitious plans. Botswana's mining industry value is forecast to average 5.2% growth from 2014-2018 with solid growth for the diamond sector and acceleration of coal production. Respect for the country's mining regime is maintained in the Fraser Institute 2014 annual survey where Botswana occupies the 26th position of 122 administrations. An on-line rheometer, suitable for use with slurries, has been developed at Michigan Technological University. This rheometer can be used with both Newtonian and non-Newtonian slurries, and produces complete shear-rate/shear stress curves which characterize the time-independent rheology of the slurry. The sensor utilizes the Hagen-Poiseuille equation and Boyle's Law to calculate the shear rate, slurry flowrate, and shear stress from a series of pressure measurements. The design of the unit allows the measurement sample to be continuously collected from operating process streams in the often-hostile on-line environment. The shear rate/shear stress curves can be used to conveniently calculate the apparent viscosity at any given shear rate, and also to measure any yield stress or other deviations from Newtonian behavior.

This paper examines the effect of prill size consistency, internal panicle density, and oil absorbency on Ammonium Nitrate Fuel Oil (ANFO)-emulsion blends. By analyzing these physical properties of prill and the nature of the blending process, a mathematical model has been developed to theoretically predict blend densities. Calculated densities can now be compared to actual field densities to give an operator a basis for comparing various manufacturers’ emssions and Ammonium Nitrate (AN) during bid solicitation. The lowest priced emulsion and/or AN may not be the most economical, due to the impact of specific physical characteristics. These factors dictate the blending mechanics and resulting density yields for various mixes. The research was driven from observed ‘field’ mixing relationships and data. Ultimately, such a model can be an effective tool in evaluating blends from a cost and performance basis.

A Bureau of Mines turbomill was evaluated for use in the production of high-purity, ultrafine x-Sic powders suitable for advanced ceramics that could substitute for high-temperature alloys containing critical materials such as chromium, cobalt, and nickel. The effect of milling param-eters, such as type of dispersant, temperature, pH, and gas environment, on the milling of x-SiC was studied. The addition of dispersants improved the grindability of x-SiC. Of the six dispersants studied, the best results were obtained with Mara-sperse N-22. Grinding efficiency was also increased when the x-SiC was milled in a basic slurry and at elevated temperature. Gas environments did not appear to affect grinding of x-SiC. Optimum grinding efficiency was obtained at 50° C in a slurry at pH 9.5 with Marasperse N-22 as the dispersant. Under these conditions, minus 100-plus 200-mesh x-SiC was ground to 80 pct less than 1 um in 4 h.

This final report presents results of a program to develop a new conveyor system, adaptable to existing miners or loaders, which reduces the noise level to 90 dBA without reducing machine performance. The trial conveyor design consists of a main conveyor and a swinging tail conveyor. The main conveyor incorporates a rubber-covered return guide roller, rubber mounting of pillow blocks, rubber cover of the return bed, and a rubber belt running between the flight chain and the conveyor bed plate. Testing took place in a surface coal pit and underground at the Peabody Spur Mines in Boonville, Indiana. Noise Levels as low as 90 dSA were observed on the surface and 93/94 dRA underground. Recommendations for further work are also presented.

"Many concentrators use re-circulating “plant” water for dilution in their flotation circuits. However, if crusher dust suppressants, ball mill grinding aids, or even agitator bearing grease are introduced into this water, and the water itself is not subject to cleaning steps, then sufficient quantities of these chemicals may appear in the flotation cells and begin to impact the flotation separation. A bench flotation procedure has been coupled with statistical analysis in order to estimate the impact of small quantities of non-flotation chemicals on flotation performance.INTRODUCTIONCleveland Cliffs produces iron oxide pellets for blast furnace feed, and is developing the capability to produce ferrous metallic products to supply a wider customer base. Cliffs manages five North American iron mines, including the Wabush mine sites in Labrador and Quebec. Based on various characteristics of the ore bodies, the flow sheets of the five mines are diverse. For example, Hibbing Taconite uses magnetic separation alone as their primary upgrading method, but Northshore and Empire use magnetic separation followed by flotation, and Tilden uses flotation alone. Last but not least, the Wabush concentrator upgrades primarily with gravity and electrostatic separation techniques.At Northshore, concentrate from the magnetic separator circuit is fed to a reverse flotation circuit. By design, the magnetic separators operate at the highest possible recovery of magnetite, as the separator tails are discarded, and relatively high silica content was acceptable to Northshore’s customers. As the steel-making industry moved toward lower and lower slag volumes, the silica content in the magnetic separator concentrate became a problem. The flotation step was added in the late 1980s in order to decrease the silica assay of the magnetic separator concentrate to meet the current customer requirements. In this setting, the flotation feed stream contains very little silica that occurs as liberated quartz particles. As the degree of liberation of the flotation feed stream is then a limiting factor for silica removal, the online grind control then was linked to flotation in the overall plant control system so that grind can be adjusted to achieve improved liberation if necessary for the flotation process."

It is said by some that the occurrence of a deposit of sulphide of antimony in Southwestern Arkansas has been known for fifteen or twenty years. Whether or not such is the case I am not prepared to say, but I am not able to find any record of such a discovery, or any analysis of antimony ore obtained from that section, published at so early a period. The present discoveries, that seem to be attracting some attention, date back to the winter of 1873-74. At that time a vein of ore was found by Mr. Robert Wolf, in honor of whom the vein was named, and still is called, "the Wolf lode." At the time of the discovery the ore was unknown to the prospector, and its composition was not thoroughly understood in that locality until samples were sent to several analytical chemists, who pronounced it sulphide of antimony—stibnite. Since the discovery of this ore there have been three mines opened, and a number of interesting minerals of the antimonial series have been found. I have had an unusually good opportunity to collect specimens from these mines; and it is owing to the constant inquiry concerning the character of these ores that I have collected for publication the results of quite a number of analyses, sufficient I trust to clearly point out their composition. This is one of the few localities in the United States where antimony ore is found in workable quantities ; I say workable quantities, because two different shipments of ore have been made to English reduction works, and in both cases excellent returns were made. The discovery of these deposits will, it is hoped, give rise to a prosperous and remunerative industry at no distant day, and when fully developed they may yield ore in sufficient quantity to supply the regulus for the home demand, thus adding wealth not only to those interested, but also to the State of Arkansas. The three mines are situated in the northern part of Sevier County, and may be reached by the St. Louis, Iron Mountain and Southern Railway to Fulton, thence by wagon-road to Columbus, Nashville, Centre Point, and to the mines. A drive, 3,500 ft long, was planned to explore mineralization exposed by diamond drilling. A rate of advance of 150 ft per fortnight, approximately double previous Broken Hill rates, was required. Subsequent to the completion of this drive its extension for a further 6,200 ft was planned to provide a main haulage way along which ore could be transported from a newly acquired lease back to the main hoisting shaft, a total distance of 13,500 ft.This paper describes the working conditions, relationships, manning and costs, and gives details of the cycle and equipment used to achieve rates up to 170 ft per fortnight.OBJECTIVEDiamond drilling from the 1,000 ft level at the Delprat Shaft section had indicated that the zone of mineralization, about 150 ft wide, which had been explored on the 1,000 ft level for a length of 2,600 ft, continued downwards with a westerly dip. The drilling results showed that within this wide zone there were arrower lenses of mineralization of possibly payable grade (see composite plan, Fig. 1).Diamond drill holes of 2,000 ft and over, particularly through heavily sheared areas of sericite schist, had been found to be costly, slow, and inadequate in testing the potential and trends of these smaller concentrations of mineralization.It was therefore decided that an exploratory drive should be advanced from the northern limit of the 1,480 ft level into the western mineralization, and that from this drive diamond drill holes should be drilled at dose intervals to outline the ore.The 1,480 ft level was chosen for the following reasons.1. It had the greatest northerly reach of the accessible levels at No. 7 Shaft section below the 1,000 ft horizon and therefore would enable the test to be made most quickly.

During the 1980s, a revolution has been taking place in industrial minerals marketing. Transportation deregulation and a handful of creative marketing and distribution managers have completely changed the rules for marketing many industrial minerals. Minerals are being transported much farther than in prior decades and at much less cost. Bulk and package terminals are becoming increasingly common as a means to take advantage of freight rate savings and to provide enhanced service to faraway customers. Water and rail transportation are being used increasingly to penetrate markets considered unreachable just a few years ago. No longer do the textbook rules of thumb for industrial minerals marketing apply. This author recalls three of those rules he was taught in mineral economics graduate school in the 1970s. As recorded in class notes: • construction aggregates are seldom shipped more than 32 km (20 miles) from the quarry; • cement is sold within 240 km (150 miles) of the mill; and • industrial sand is sold regionally - it is freight constrained to a market radius of no more than 320 to 400 km (200 to 250 miles) from the plant. And yet, the author looks up in 1989 and observes overland movements of aggregates of many hundred miles, overland movements of cement and industrial sand of 1600 km (1000 miles) or more, and water movements of both aggregates and cement into the United States from sources halfway around the world. Truly, industrial minerals are in the midst of a marketing revolution. The companies that have led this revolution have enjoyed considerable financial success in the 1980s. They have enhanced their profitability by increasing market share, capacity utilization, and average selling prices by taking product to remote markets where premium prices are available. They have consistently outperformed their competition, many of whom remain unaware that the marketing revolution going on around them is actually a transportation/distribution revolution. The successful industrial minerals company of the next 10 to 15 years must participate in the transportation revolution as it continues to evolve. A key driver to the success of a tunnelling project (the project) is the management of hydrogeological risk. The hydrogeological risk, if not managed, may cause significant impacts on the overall performance of the project. Impacts may include groundwater quality impairment due to contaminant transport and acid drainage from disturbed geology to groundwater, and groundwater lowering. The groundwater lowering and quality impairment may cause tunnel failure, with consequences such as injury to humans, as well as reduced property and environmental values, potentially costing millions of dollars to sponsors of the project. Depending on the nature of the contaminants and level of hydraulic connection of bedrock fracture along the length of tunnel, the contaminant transport may reduce structural strength of the tunnel due to corrosive action of contaminants such as acid drainage. The groundwater lowering can lead to varying degrees of ground settlement, posing threat of tunnel collapse. The management of hydrogeological risk includes:detection of potential pathways for contaminants into and around the tunnel,identification of factors responsible for the lowering of groundwater, and development of strategic measures to control groundwater lowering and contaminant transport. The paper presents an in-house hydrogeological risk management model named Vedanta-THRM (tunnel hydrogeological risk management). The model uses Risk Management Standard AS/NZS 4360:2004 (Standards Australia, 2004), Pressure State Response framework developed by Organisation of Economic Cooperation and Development, and Interaction Matrices. The Vedanta-THRM identifies important characteristics, processes and events of potential hydrogeological risk and develops control measures for managing hydrogeological risk throughout the life cycle of the project. The Vedanta-THRM was applied for a project in the early stages of planning and found to be useful in assessing, evaluating and reducing the hydrogeological risk in a managed approach that potentially increased the performance of the project. The application results also provided management options for use by project sponsors and insurance industry, which included tunnel risk financing options and options for equity investors to choose among various returns under different tunnel credit ratings.

Over the last fifty years, the treatment of enargite concentrates has not received much attention primarily because of the availability of other clean concentrates suitable for processing with existing smelting and/or leaching technologies. As traditional copper ores have become scarcer, copper-arsenic ore deposits have garnered more interest. Arsenic release is a significant concern during the treatment of enargite by pyro or hydrometallurgical methods. Enargite is also very refractive in standard leaching procedures. Thus, economical treatment options for enargite concentrates are needed. Preliminary experiments have shown that the acid-bake leach process could be adapted and used for the treatment of enargite concentrates. In this study, low-temperature (100-400 ºC) sulfuric acid baking of an enargite concentrate followed by water-leaching has been evaluated. The results indicate the thermal transformation of enargite to copper sulfate during sulfuric acid baking, with most of the arsenic being released from the concentrate into the gas phase for baking at 400 ºC. The condition for maximum copper extraction (~100%) from the concentrate was found to be 400 ºC, sulfuric acid amount of 0.5 mL/g of concentrate, and 2 h baking time. Part of the arsenic was captured in the form of arsenopyrite (FeAsS). XRD analysis proved the presence of some arsenic in the form of claudetite (As2O3) in the baked concentrate. Acid baking of pure enargite behaved in similar fashion.

Properties of coal-water slurries were studied in two separate phases: a rheological phase and a pipeline phase. The purpose of the study was to investigate the rheology of fine coal slurries to determine the effect of fine particles in a coal-water mixture on the economic and operational aspects of a slurry pipeline. The slurries consisted of 6x10, 100x200, and 200x0 mesh coal in water. A fourth slurry consisted of a mixture of the 6x10 and 200x0 mesh coal. Brookfield and Stormer rotational viscometers were used to obtain or simulate rheograms for a range of fine coal concentrations, temperatures, and particle sizes. All the slurries were pumped through a 1-inch diameter acrylic pipe. The fine coal slurries were found to encompass four distinct rheological models. The narrow size distribution of the coal slurries was apparently responsible for the high pipewall friction losses, more so than the particle size. A scale-up method applicable to Bingham plastics was found satisfactory for predicting pipeline headlosses of fine coal slurries from rheology data.

Work has been carried out in the development and testing of carbon monoxide (CO) detection devices which use silica-gel impregnated with metal salts. If carbon monoxide is present, the ?detection gel? (the treated silica-gel) changes from a yellow to a blue-green or blue color. The detection gel "regenerates", i.e., returns to its original yellow color, within 4-24 hours after removal from air containing CO. The detection gel exhibits a threshold of CO response which can be adjusted over a wide range of CO concentrations, typically from 50-500 ppm in air. The preparation of detection gel using salts of palladium, molybdenum and copper is described. Also reported are the results of testing the detection gel&apos;s response to carbon monoxide under varying conditions of temperature and humidity and in the presence of some potentially interfering gases. Low levels of hydrogen sulfide (~ 5 ppm)1 nitrogen dioxide (< 7 ppm), and acetylene (> 200 ppm) were found to affect the detection gel. Temperature and humidity were also found to affect the detection gel&apos;s response. Increasing temperature shortens the gel?s response time while increasing the humidity delays the gel?s response and alters the threshold of the gel. A brief discussion of the further research and development necessary to stabilize the detection gel?s desirable characteristics is included. Descriptions of testing equipment and procedures are covered in detail.

On the more important mines it is almost essential to have a general plan of the surface. A special feature of this plan should be the indication thereon of a suitable arrangement of contour lines, either wholly over the surface of the property or at parts where may seem most useful. The importance of having these contours marked on the plan will be best appreciated by the engineer, in selecting the best available site for a proposed new plant, in locating a tramway, in connecting the surface with the underground workings to the best advantage, or in solving many similar problems that come within his province. The closer the contours are together vertically the better, the limitation being the trouble and expense of getting them on to the plan. They may range from five to fifty feet apart but a distance of ten feet will be found, in most cases, to be the most useful.In deciding the datum level from which these contours are to be measured, it is best to depart from the ordinary sea level datum, and use instead the highest available point on the property. This datum will be called zero and all levels will be reckoned so many feet below it; thus by a contour marked 160 on the plan, it will be understood that the level of the plane of the contour is 160 feet below the highest available point on the property. This system of measuring levels downward is readily suggested from measuring the depths of shafts from the brace or of excavations from the original surface.

The process development described in this report was carried out at the Morgantown Station of the U. S. Bureau of Mines in cooperation with West Virginia University. An experimental laboratory-scale pilot unit to gasify coal dust in entrainment was constructed on the Campus of the University in Morgantown. The enormously accelerated demand for liquid and gaseous fuels and utilization of our immense coal resources require that a low-cost process be developed for the gasification of a wide variety of coals. Such a process would be a major factor in lowering the cost of synthetic liquid fuels. None of the proc3sses developed in Germany prior to and during World War II, such as the Winkler process, the H. Koppers dust gasification process, the Wintershall-Schmalfoldt process, etc., meet all the requirements for a low-cost process under American conditions. Nor has any other process designed and experimentally operated at atmospheric pressure during the post-war period in this country appeared to fulfill all of the necessary conditions for a low-cost process.

ADOLPH GREINER, Seraing, Belgium :-I have nothing special to add to Professor Hubert&apos;s paper except to say that there are some little things that it would be well to have cor-rected when the paper comes to be published. In dealing with the thermal efficiency of the engine, you will find that the 29.84 per cent was a very high one. Professor Hubert has forgotten those engines built under the Cockerill type, but he has referred to them in Appendix II. At our works at Cockerill we have built 63 engines, giving 63,000 h.p., and the other companies who have received licenses have built 113 engines, making 103,000 h.p., and aggregating 176 engines and 166,000 h.p. Eight years ago I had the pleasure of giving to the Institute the results obtained up to that time. Since then a good many engines have been constructed. In 1898 I thought a blast-furnace producing 100 tons of pig iron would allow 3,000 h.p. Professor Witz and Professor Hubert show that with the same production of pig the new engines take 3,800 h.p. out of the gas. At present at Cockerill we make 700 to 800 tons of pig iron per day, and we hope to have 26,000 h.p; in a few years. At present we have only half of that in gas-engines, but we hope to have in five or six years all the gas out of these furnaces to the number of 25,000 or 26,000 h.p. MR. With the steady increase of molybdenum demand worldwide and the favorable molybdenum market, many technological innovations on both process and equipment have been developed and applied in many modern molybdenum plants around the world. This paper introduces the most commonly used molybdenum flotation flowsheet, together with the introduction of the flotation chemistry. Many different types of flotation cells are used in modern moly plants, and each type of flotation cell has its own unique advantages suited for particular ore and process conditions. The following paper was written by Dr. Dan A. Brown, P.E. Brown is an Associate Professor at Auburn University&apos;s Department of Civil Engineering. The paper was originally presented at a FHWA&apos;s Transportation Research Board meeting and is presented here with the author&apos;s consent. Construction and design of drilled shaft foundations in hard pinnacle limestone requires flexibility from all parties involved due to the variability of the subsurface conditions. This article describes some strategies which have been found useful in the Birmingham, Alabama area. The importance of well trained and experienced field personnel in these conditions is noted. It is also vital that engineers understand the construction challenges so as to provide both quality assurance and cost effectiveness in design and in the specifications.
