This paper reviews the changes in the coal industry over the past 30 years and attempts to predict the trends over the next ten years. The last 30 years have seen a steady concentration of production into fewer, larger mines, which operate on 3: more continuous basis, and a major increase in productivity per employee. Coal exports have increased from zero to almost half the country's total production. As well as major changes in exploration and mining equipment and the increasing use of computer tools, the industry now operates in a relatively new regulatory and commercial environment.   Safety legislation now requires the writing and enforcement of policies and procedures by the mining companies, rather than adherence to inflexible regulations enforced by an Inspector. Accident rates have decreased dramatically. The transition from coal mining licences to permits, requiring landowner consent and resource consents, is well under way. Environmental controls are now an essential aspect of the industry.   Equipment suppliers now offer maintenance services, production guarantees and flexible financing.  Contract miners offer mine design and restoration as part of the contract. In a similar approach, Solid Energy now offer an ash disposal service and assistance with resource consents to their customers as well as investment in technology to ensure a consistent product to demanding specifications. Solid Energy has proposals for energy centres which install and operate the coal burning appliances and simply sell energy to the customers. The next 10 years should see an intensification of these trends of bigger mines, more exports and greater technology and a 'package' approach to customer service.

Large GDP increases in the Pacific Rim countries have been accompanied by similarly large increases in demand for oil products. In the case of residual fuels, this demand has been tempered by the substitution of other energy products such as coal or gas. In the region's developing and newly industrialised nations, it has not been possible to make the very large investments in infrastructure which allow other energy sources to be used for transportation. As a result, GDP growth has been mirrored in the demand growth for automotive fuels. Other non-substitutable products such as lubricants have also benefitted by the region's GDP growth.   The combination of a number of years of sustained growth, coupled with increasing quality requirements is now stretching the upgrading capacity of the region's refineries. IT, as seems likely, the region continues to enjoy a high GDP growth rate, then this will be accompanied by increasing reliance on finished products coming out of the Middle East.   The owners of the most simple form of refinery in which crude is simply distilled and the naphtha reformed into petrol will face major capital investments. If they decide not to bear this cost, they will face increasing problems in selling their surplus residual fuel oil at an economic price. Quality will become an increasingly important issue. Not only in the well publicised areas such as unleaded petrol, but also for products such as lubricants which play a major role in the efficiency of modem equipment. Quality of service such as hours of opening, ease of access, and service station facilities will also become increasingly important as the oil companies use these to attract customers and gain brand differentiation.

"World-class mine projects are increasingly failing to become world-class mines. Non-technical, socio-political and environmental problems seem, in part, to be the cause. However, the intangible and qualitative nature of these problems means overcoming them will require a greater systemic understanding of how the various technical and non-technical factors interact. This is particularly important as the concept of sustainable development has changed the industry paradigm sufficiently that it is no longer clear what world-class means. Finally, this better systemic understanding of mine projects needs communicating back to the exploration sector to improve exploration targeting.However, a disconnect between the exploration and mining sectors and between geologists and mining’s other professional disciplines means this is currently not possible. The use of economic evaluation techniques to assess the risk and value presented by the various technical and non-technical factors can assist with this by giving the varied professions a common language and including inputs from all disciplines. This paper therefore suggests a theoretical framework for analysing the various technical and non-technical factors, particularly the most challenging intangible and qualitative ones, and incorporating them into the typical economic evaluation techniques used in the mining industry.Understanding the risk and value relating to both technical and non-technical risks, however, places a greater emphasis on mining geologists to be conversant with a wide range of disciplines. Mining geologists will have to develop three types of knowledge:focusedinter-disciplinarybroad. In addition, they will have to become systemic thinkers to connect these types of knowledge. This multidisciplinary approach will require the use of fundamental critical thinking skills, common sense, intuition, experience and quantitative modelling techniques, dependent on the situation. Mark Westfield, writing in The Australian on 16 May 1994 stated: The role of the independent expert is crucial to Australia's investment system. When it falls down, there can be very dramatic consequences. The scope of these consequences was dramatically illustrated in the decision of Rogers J. at first instance in Cambridge Credit Corporation v. Hutcheson (1983) 8 ACLR 123 when the auditors of the failed company were found liable for breach of contract and faced a damages award of $145 million, well in excess of their insurance cover. No comfort should be sought in the fact that this decision was overturned on appeal, for the result of the appeal rested on whether there had been a causal connection between the breach of contract which had occurred and the loss suffered, rather than on the fundamental principle of auditors' liability. Thus: Those who prepare experts' reports in company cases carry a heavy moral responsibility, whatever their legal duties may be... Unless high standards are observed by those who prepare these reports, there is a danger that systems established for the protection of the investing public will, in fact, operate to their detriment through reliance placed on those reports and on the reputations of those who furnish them. In lending his name, the expert will often, as in this case, be lending a name to conjure With.

My selection of the Australian coal industry as the theme of this Presidential Address arose from the fact that it is one of our most important mineral industries. The industry is presently prospering.M.ore coal, mostly of better quality (except for certarn power-house types), is being produced more cheaply in terms of real money than at any time in the past, and exports overseas are currently at a highlevel.In. spite of this, concern has been expressed in certam quarters about the future of some phases of the industry; for example, there has been some public comment on the selling price of our coking coal to Japan, the possible over-export of our coking coals from New South Wales, the introduction of foreign capital to develop large-scale mining ventures in Queensland, and the proposed export of substantial quantities of coking coal from the same State.Furthermore, proposals for the introduction of atomic power plants into several States well endowed with reserves of coal have given rise to comment, and recently the Department of National Development(1968) warned that insufficient attention is being paid to "orderly development and careful husbanding of the nation's coal.To reach a balanced judgment on whether these views are well founded it is essential to make a broad survey of the present position of the coal industry in the Australian economy. I therefore propose to deal briefly with several aspects, and to comment, in particular, on the important subjects of exploration and research in progress at present on Australian coals.Detailed descriptions of the Australian coalfields are to be found in existing technical publications (e.g.. Globally, private minerals companies considering the transition to a public company and entrepreneurs looking to create a new public company through, for example, an initial public offering or by a reverse takeover have many options. For companies with assets around the Pacific Rim, there are arguably five key stock/securities exchanges that actively promote international minerals company listings, and these are located in Australia, Canada, Hong Kong, Singapore and the United Kingdom.Listing on any of these exchanges requires a range of technical, commercial, financial and legal documentation. Each exchange has specific rules and requirements for technical documentation to support the listing process. Once listed, each exchange also has specific rules for technical information to meet ongoing compliance requirements. A research team at the Iron and Steelmaking department at Primetals Technologies has established new upgrading measures for improving the efficiency of the beneficiation process in ironmaking plants, relying largely on pre-existing equipment. After the upgrade, the iron content in the final iron ore concentrate was shown to be significantly higher. Remarkably, the costs for employing the respective measures are surprisingly low.This case study is based on a Kazakh iron and steel producer, whose beneficiation process is currently generating a magnetite concentrate with a final iron content of 65.65 per cent. The study shows that the implementation of Primetals Technologies’ intelligent modification measures to the current beneficiation process, the realisation of more effective dewatering, and the utilisation of an innovative binder lead to an increased iron content in the resulting pellets, reaching a concentration of 69.17 per cent (iron ore concentrate) and 66.5 per cent (pellets).The current operation consists of three closed circuit grinding stages, four stages of low intensity magnetic separation, vacuum disc filters and straight-grate pelletising. By dividing the slurry after the second stage of grinding and the third stage of low intensity magnetic separation, it is possible to divert the more iron-rich fines before they would enter the third grinding stage and the fourth stage of magnetic separation. This then reduces the load on the existing third stage ball mill. Afterwards, the ground material is treated in an additional low intensity magnetic separator and mixed with the previously diverted fraction of the fines. An improved filtration procedure, combined with the application of a highly sophisticated binder, further reduces the amount of additives needed, so that a genuine direct reduced (DR)-grade iron concentrate is produced as a result.All laboratory, pilot and pelletising test work was executed at Primetals Technologies’ laboratories in Austria.CITATION:Martens, J, Petzold, L and Hiebl, B, 2017. An Innovative Process for Comprehensive Utilisation of Clay-Vanadium Ores By adopting conventional processing technologies such as flotation, gravity concentration, and magnetic separation, it is difficult to enrich vanadium mineral effectively. At present, vanadium extraction process usually has not the mineral processing enrichment procedure, but rather uses direct hydrometallurgical process: roasting - leaching - precipitating vanadium for obtaining high quality V2O5 product. But it results in problems, for instance, high consume of auxiliary materials like acid and alkali, serious pollution and high cost of vanadium extraction. In the project study on the ore of a certain clay vanadium mineral, by adopting the test process: scrubbing raw ore with reagents added in - dispersing and segregating with reagents - grading enrichment, vanadium concentrate product with higher grade was made by virtue of reagent's selective inhibiting, and the purpose of upgrading the raw material used for vanadium extraction with hydrometallurgical process is achieved. The process technology obtained from project study features simple process structure, low equipment investment, low cost of mineral processing and pollution-free to environment. It provides high efficient and practical technology for the comprehensive utilisation of clay vanadium mineral, and has a prominent prospect for its popularisation and application.

The dynamic response of holdup in a continuous ball mill has a direct influence on the rate function of grinding kinetics and is useful for predicting the variation in the size distribution of the finished product with time.A model was proposed involving three interacting, completely mixed chambers and this was used to derive analytically the transfer function of the system, from which the unit impulse response and the unit step response of the holdup with feed rate were obtained.The theory was confirmed by comparing it with previously published experimental data for the residence time distribution of particles passing through a ball mill.

The flolation behaviour of some Australian uranium ores was investigated. Although uraninite and pitchblend float readily with fatty acids, selective concentration to produce an economically discardable tailing has not yet been achieved. This is attributed to the presence in the ores of a quantity of uranium mineral in finely dispersed form which is very difficult to liberate. For some of the ores, at least, the proportion of this material decreases with increase in head assay.Flotation may be a useful concentrating method for some Australian ores if uranium oxide is to be sold in a free competitive market.

This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand. The reform of New ZealandÆs minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New ZealandÆs resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990. With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

The underlying message of this paper is that investment in prospecting, exploration and mining in New Zealand is welcomed. The Government's policy with respect to Crown owned minerals is for continuing investment in prospecting, exploration and mining which is in accordance with good exploration or mining practice. To encourage continued investment requires a business-friendly environment. Government policies and initiatives to enhance the business environment for the minerals and coal exploration and mining industries are discussed in this paper. As well, new initiatives under consideration, which have the purpose of enhancing the investment environment, are discussed.

For the purposes of this discussion it is assumed that contributors should express the thoughts that arise from their personal experience. So wide is the range of mineral deposits, and so varied the methods employed in their discovery and development, that no two geologists are likely to have been impressed with the same applications of their science. The author's own personal experience has been, during recent years at least, very largely concerned with the broader aspects of the employment of scientific method and geological knowledge to the problems of exploration and exploitation, for the guidance of the general public and governmental authority rather than of mine executives and directors. The view-point thus reached is likely to differ in many respects from that of men who are much more intimately concerned with the mining problems of a single metal or a single mining field, and for this reason a statement may perhaps supplement those from others whose experience has been markedly different.It may well happen that, at some not distant date in the future, when systematic and comprehensive instruction in economic geology is embodied in the courses- prescribed for mining engineers during their years of training, the author's comments will be quitesuperfluous; but at the present time they appear to him to call for expression.The Need for Training of Mining Men in Economic Geology.Contact over a period of many years with mining men who have had different kinds of training and experience has been convincing that there is a general reluctance to acquire a full rational understanding of the geological factors involved in exploratory and developmental problems. The correction of this attitude is regarded as vital to the industry and it is necessary to insist that the outstanding requirement of the present day is the utilization of all branches of geological, investigation in the field and the laboratoryby men who have had systematic and specialized training in these matters. The science of geology is many-sided, but is, nevertheless, whole and essentially indivisible. With the increased focus on the need for more uranium mines, this paper presents the design process currently underway for the development of the Millennium deposit in northern Saskatchewan, Canada. This deposit, located 630 - 750 m below surface, will be accessed by two shafts and will be mined by blasthole stoping methods at less than 500 t/d. Mining grade will approximate two per cent U3O8 and mine life is expected to be six to seven years. The project is a joint venture between Cameco, AREVA and JCU. This paper discusses in detail methods used to predict worker radiation exposures, the methods used to monitor the work environment and procedures unique to the uranium industry necessary to minimise worker radiation exposures.

ZINIFEX Century Mine is a zinc, lead and silver concentrate producer. Flotation is the primary method of minerals separation in this circuit. The flotation circuit is quite large with 79 flotation cells. The levels in each of these interconnected cells are controlled at more than 45 level control stations. Due to the multivariable interaction throughout the circuit, good level control was found to be difficult to achieve by just using normal Proportional-Integral-Derivative (PID) control. As a first step in advanced process control, the FloatStar Level Stabiliser, a multivariable controller developed specifically for flotation circuits, has been commissioned at Century mine to solve the level control problems. The first section of this paper therefore discusses and shows the results and improvements obtained by using the FloatStar level stabiliser. The results and benefits of the FloatStar Flow Optimiser are discussed in the second section of this paper.

Reconnaissance geochemical exploration in the vicinity of low angle detachment faults which bound the core of the Paparoa metamorphic core complex yielded Au up to 14 ppm, with 35% of greywacke, granitoid and quartz vein samples in the northern range exceeding the 0.01 ppm detection limit. Au is associated with Ag, As, Sb and Cu anomalies consistent with epithermal-type mineralisation. The Ag and Cu anomalies also distinguish this mineralisation from older, mesothermal Au deposits widespread in the Ordovician 'slate belt' greywackes, which comprise much of the upper plate of the core complex. Baryte, molybdenite, fluorite and stratiform U mineralisation in the northernPaparoa Range may also be related to hydrothermal activity along the detachment fault zones.
