"INTRODUCTION The purpose of this circular is to describe the sealing off of a mine fire and subsequent use of carbon dioxide gas to extinguish it.A fire of electrical origin occurred in the Valier mine of the Valier Coal Co., Valier, Franklin County, I11., on March 29, 1949, at about 1:35 p.m. It was discovered about 3:35 p.m. in 5 south west intake airway inby 1 and 2 west panels. The No. 5 southwest airway had caved, and the fire was in the top coal beneath a large fall of rock. All men, except officials, were ordered from the mine. The mine officials decided to seal the fire, and four temporary seals were erected, which isolated approximately 200 feet of 5 south west entry. The seals were completed on March 30 at 2:45 a.m., but on March 31, at 3;40 a.m,, two of them were blown out by an explosion of gas that was produced by the fire. The two seals were rebuilt, the work being completed on March 31 at 12:00 noon, but they were blown out by another gas explosion at 12:10 a.m. on April 1. It was then decided to extinguish the fire with water if possible.To accomplish this, concrete-block dams were constructed. On April 1, about 4:25 a.m., when the dams were about half completed, water was introduced into the fire area through a 2-inch pipe.On April 4, J. G, Crawford, general manager of the Valier Coal Co., notified James Westfield, chief of the Vincennes (Ind.) Branch, U. S. Bureau of Mines, by telephone of the fire in Valier mine and requested assistance to combat it. Westfield, accompanied by F. J. Smith and H. C. Brumbaugh, Federal coal-mine inspectors, went underground and inspected the seals and dams. Later, during a conference with company officials, it was decided that the concrete-block dams were not strong enough to withstand the hydrostatic pressure that would be produced by flooding the fire area. It was then decided to use carbon dioxide gas to extinguish the fire. Four seals were completed, and 5 tons of carbon dioxide gas was introduced into the fire area, which extinguished the fire."

The ignition problem: for a layer of firedamp bordering on a cloud of detonation products is evidently considerably more complicated than in the usual laboratory ignition experiments, in which a well-defined volume of gas is heated and the occurrence of ignition is observed after an induction period. An atmosphere of firedamp exposed to the detonation of a high explosive is subjected to heating by shock-wave compression and thermal conduction and to intermixing at the interface of the firedamp atmosphere and the cloud of deto¬nation products. Although a reliable physical-chemical analysis of the problem is not yet possible, one may nevertheless form a general view of the role of compression waves and the processes of heat transfer and diffusion at the interface. Near the mouth of a shot hole, or near a freely suspended cartridge, the firedamp atmosphere attains very high temperatures by adiabatic compression, and it is certain that such temperatures are sufficient to initiate chemical reaction. The pressure wave pattern is reproducible from one test charge to another if the initial experimental conditions are held constant; on the other hand, experiments on firedamp ignition do not yield a reproducible threshold condition for ignition, but only an ignition probability. Thus, the induction periods are sufficiently long that there is time for the compressed', heated gas layers to undergo random changes that may quench or promote ignition. Therefore, the analysis of the ignition problem hinges primarily on the discovery of the random events that modify the chemical reaction in the activated gas layers.

In a preliminary study of the beneficiation of iron ores conducted by the Bureau of Mines, one of the authors (T. T. Read) found it necessary to ascertain, if possible, how much effect a decrease in the silica content of an iron ore has upon the cost of making pig iron from the ore. In the beneficiation of iron ores the most important impurity to be removed is usually silica, and the amount that can be expended on a beneficiation process to reduce the silica content of the ore is obviously determined by the amount of increase in the value of the ore after beneficiation. The price that can actually be obtained for a beneficiated ore is, of course, a matter of negotiation between the seller and the buyer, but since the relative value of different grades of iron ore must be chiefly based upon the cost of making pig iron from them, an approximation as to the effect which decrease in the silica content of ore has upon the cost of snaking pig iron is an important guide in estimating what probable average gain will result from subjecting an ore to a beneficiation process. A search of the literature failed to reveal any detailed statement on this important topic, but fortunately the data are at hand to permit making an approximate calculation of the probable effect. According to reports received by the United States Bureau of Mines, Department of Commerce, as of January 1, 1929, there were 2,205 cracking units completed or being built in the United States, with a total daily charging capacity of 1,476,874 barrels. A similar survey of a year ago showed 2,334 units of 1,288,000 barrels total capacity. This indicates that despite a decrease in. number of units, there was a material increase in capacity. The year 1928 was, in general, an important one for the cracking branch of the industry. Gasoline consumption reached record levels, prices were higher than in 1927, and it is probable that in the late months of the year the cracking plants were operating very close to capacity.

The results of a Feasibility and Design Study of Surface Impregnation Equipment to be used for Chemical Stabilization of Coal Mine Structures are described in this report. The study was sponsored by the United States Department of the Interior, Bureau of Mines, under Contract H0210055. This program was undertaken as an essential part of the Bureau of Mines Chemical Ground Stabilization Program. The responsible prime contractor was The Eimco Tunneling and Mining Machinery Division of the Envirotech Corporation. The Rocketdyne Division of the North American Rockwell Corporation performed part of the feasibility study and design and testing of the metering and feed system as a subcontractor to Eimco.

Preliminary results are given of solvent stimulation of two wells producing viscous oil (14°-17° API) from the Tar zone in the Wilmington field, California. The solvent (coker oil, an intermediate refinery product) was injected into the formation, and after a soak period, the well was returned to production. Data are given on crude oil properties, solvent properties, determination of volume of solvent in the produced oil, rate of oil production before and after stimulation, volume of additional oil produced, and volume of solvent recovered. Although further study and improvement of the method arcs needed, cyclic solvent stimulation appears to be an unqualified success in one well and a moderate success in the other.

This paper describing the methods of recovery and treatment of a sand and gravel deposit and the preparation of these materials for a number of special markets is one of a series being prepared by the U. S. Bureau of Mines. It is of particular interest to those sand and gravel operators who have a surplus of fine sand which must be sent to waste, both from the point of view of, equipment and the variety. of markets supplied, and in that it describes one of the few sand and gravel plants which have resorted to hydraulic classification for sizing fine sand. Low-cost housing, like automobiles, should be appraised in the light not merely of first cost but of upkeep as well. Even more important than the number of miles the family car will go on a gallon of gasoline is the number of days the family home can be kept comfortable on a ton of fuel. A furnace tender who tossed every third shovelful of coal into the ashcan would lose his job promptly, but the effect is the same when homes continue year after year to pour out precious heat through uninsulated roofs and walls, Greater economy in household heating means even more to the national economy than to the individual, especially now that we are preparing for defense. Our fuel resources, although large, should be conserved. If less fuel is used for civilian needs, augmented requirements for defense can be met without unduly increasing the number of men needed at the coal mines and oil ells or adding new producing units that might complicate ultimate readjustment to peacetime conditions when the emergency is past and over-expansion of many industries brings new problems if unnecessary demands for transportation facilities are reduced, public carriers will be able to haul more munitions, and manpower needed for national defense will be released; and by protecting workers from health hazards in their homes additional man-hours of productive effort will be gained. Moreover, reducing the running expenses of houses by proper heat insulation helps home owners to maintain payments on property, and by minimizing foreclosures helps to stabilize the financial structure of the country. In short, here is a situation where the interests of the individual and the Nation are identical and the greatest good for the greatest number is obtained without sacrifice to anyone.

Fluidized - bed roasting was investigated as a means of decomposing gypsum and gypsum mixtures to produce a gas rich in sulfur dioxide and a lime or portland cement residue . Ninety- eight percent desulfurization of gypsum in a 10 - inch fluidized- bed reactor took 1.5 hours at an operating temperature between 1,200 ° and 1,225 ° C. A cement- type residue was obtained but had to be refired at 1,450 ° C before mortar prepared from it met the physical specifications for cement .

The mining law of British North Borneo is entitled " The Mining Ordinance , 1927. 113 The only mining regulation or rule available is " Rules 313 , 114 passed in accordance with article 26 of the ordinance of 1927. Before the passage of this legislation , the country had no specific law governing the granting of mineral rights , although the land law contained provisions relating to mining lands . The land ordinance of 19135 still controls in a few details . All references in this paper , unless otherwise specifically designated , are to the mining ordinance .

We Americans pride ourselves that ours is the greatest, most advanced and most civilized nation in the world, yet statistics indicate that apparently we have little appreciation for the lives and limbs of the people whose efforts give us whatever greatness we possess. The latest available statistics indicate that the annual accident death rate per 100,000 of population is nearly 80 or far higher than that of any other country in the world except Chile; is more than double the rate in Hungary, Netherlands, Ireland, Belgium, Denmark, Italy, Germany, Norway, Sweden, and Finland; is nearly double that of England, Wales, the Union of South Africa, New Zealand, Japan, Australia, and Scotland; and is 25 to 40 percent greater than Switzerland, France and Canada. To make matters worse, from the viewpoint of mining; the latest available statistics give mining by all adds the worst accident rate of the major industrial occupations in the United States, the accident severity rate for mining in 1935 being listed by the National Safety Council as 10.14, the next highest rate being 4.52 for construction, and the average rate for 30 main industries being 1.58. IMPROVEMENT IN SAFETY RECORDS Offsetting to a slight extent this rather dark picture is the fact that starting about 1930 the mine-accident rate in both coal and metal mining began to fall, reaching an all-time "low" in metal mining in 1932 and in coal mining in 1933. It now appears probable that the year 1936 has again lowered the accident rate in coal mining and this, together with the fact that the years 1933, 1934, 193 5, and 1936 all set much lover accident rates in coal mining than ware achieved for any similar previous period, gives hope that the trend is definitely in the right direction, though from the above figures mine-accident severity has a long, tedious road to travel before it becomes as low as the severity rate of all other major industries in the United States.

Chemical and physical tests of coals for the use of the Government have been made by the United States Bureau of Mines. These tests form part of a general study of the coals in the United States with respect to the manner in which each coal can be utilized most efficiently. As a result of this study, much information of value to all industries using coal has been compiled. Special investigations by the Bureau of Mines of the fuels used by the Government have, until recently, been for the most part limited to coal. In the course of these investigations the bureau has de- veloped new methods for use in the purchase of coal by the Gov- ernment. The application of these methods permits an intelligent selection of the coal adapted to the requirements of particular heat- ing or power plants, and has already resulted in the saving of large sums of money. In addition, these investigations have led to the compiling of a series of carefully made analyses of samples of coal collected in a predetermined manner in the mines of all the impor- tant coal fields in the United States, and these analyses are being published to enable Government purchasing agents and all users of coal to select the coal best suited to their needs. The purpose of this paper is to describe briefly the general char- acter and commercial quality of some of the coals mined in the United States that reach tidewater shipping ports, and to show in a general way the important characteristics of those coals that by reason of transportation facilities and the situation of the coal fields are most available for export. Coals of excellent physical character and of high heating value are available for export. For this reason and because of the modern facilities at the collieries for properly grading large shipments, American producers can supply coals suitable for any kind of service. The transportation system from the mines to tidewater and the coal- handling equipment for loading boats at the various ports are highly developed, so that producers are able to give excellent service to foreign buyers. Enormous quantities of these coals have been used by railroads, manufacturing, illuminating-gas, and coke plants, and seagoing vessels, and for household purposes. Much of the coal available for export is superior to the coals that have been supplied to foreign users from other sources.

This bulletin reviews, in the light of recent experience, the use of production-decline curves in estimating the future production of oil from wells. It deals with the estimation of the reserves of recoverable oil in properties already producing or in those adjacent to them, takes cognizance of the physical laws governing expulsion of oil from oil sands, and shows how the production-decline curve can be made to utilize these laws in estimating reserves and rates of production. The valuation of oil properties should be based on the total amount of oil recoverable from a property by the methods in use, the rate of recovery, the cost of production, and the selling price. Numerous other curves besides those for reserves and rates of production may be formed from the production-decline curve and will present desired information in a convenient time-saving form. These curves also are described. Methods developed before the production-decline curve method was used are briefly discussed in order that the principles on which estimations of oil reserves are based may be made plain. The construction of curves and tables for estimating future production of individual wells and of average wells in most of the important oil districts of the United States is described and operating problems that may be solved by the use of production-decline curves are discussed. The bulletin does not deal with costs, oil prices, or the methods of evaluating oil properties. Many engineers have amply demonstrated the value of the production- decline curve method by forecasting within reasonable limits the production of many thousands of wells and tracts. The value of similar estimates depends however, on (1) the application of trustworthy methods; (2) the care and judgment of the estimator; and (3) the length and reliability of the records and the accuracy of ofher information used in estimating future production. When adequate records and information are available, experience has shown that It qualified engineer can forecast production far more accurately than has been deemed possible, except where the usual conditions governing the expulsion of oil from a sand have been radically changed by applying compressed air or by flooding with water, or, to a less degree, by using vacuum. In general, the production-decline curve method, though there are limits to its accuracy, is far more trustworthy than any other.

Active placer mining in Alaska began near Juneau in 1880, but the first gold rush did not start until 1896; then the discovery of the Klondike brought gold seekers from all parts of the world. A few of the newcomers were experienced miners, but the majority knew nothing whatever of placer mining. Even those who were placer miners of much experience found entirely new conditions, notably frozen ground, that presented many difficult problems. As a result, numerous methods of mining and of thawing frozen ground were tried. From these trials the practice described in this bulletin has been developed. All known placer fields in Alaska have been mined to some extent, and some have been virtually exhausted. In most districts, however, there remain large quantities of low-grade gravel and also some small isolated areas of comparatively rich gravels which could not be successfully mined because of adverse physical conditions. These districts are now the scene of most placer mining, including dredging, hydraulicking, drifting, mechanical methods of open-cut mining, and ground sluicing (or booming) followed by " shoveling-in."

This bulletin summarizes the work conducted under the Bureau of Mines methane control research program during the years 1964 to 1979. This research effort was directed toward improving existing methods and developing alternative methods of reducing the explosion hazard during mining. The research was performed in three general areas: (1) basic factors that control the emission of methane into coal mines, (2) methane control during mining, and (3) methane drainage in advance of mining. Topics discussed in this bulletin include the magnitude of the methane problem; the equipment and instruments developed; the geological, chemical and physical parameters that control the movement of methane in coalbeds; the direct method of determining gas content; the estimates of gas content from adsorption data; and methane drainage, through shafts, through horizontal boreholes, through vertical boreholes, or through slant holes. Improvements in ventilation, control of methane in gob areas, and water infusion are also discussed, as is the potential use of coalbed methane as a supplement to natural gas supplies. This bulletin provides a comprehensive source of information on the accomplishments of the Bureau's methane control research program, on the technology developed, and on the direction of further research.

The Bureau of Mines investigations described in this report were undertaken to devise a process to economically recover precious metals and copper from low-grade, complex electronic scrap generated in large quantities by military and civilian electronic operations. Leaching with various media is applicable to certain selected items of electronic scrap but cannot be practically applied to complex mixtures of scrap. A process comprising incineration, caustic leaching to remove aluminum, smelting with a siliceous slag, and electrolysis recovered 99.9-percent-pure copper metal and anode slimes assaying more than 7,000 ounces per ton of combined precious metals. Silver, gold, and copper recoveries were 93, 95, and 87 percent, respectively. Cost analysis indicated that an alternative process using direct smelting of the scrap to make assayable products for sale to a custom smelter would provide better overall financial returns.

The Bureau of Mines investigated two methods for recovering potash from carnallite ore in continuous 100-lb/h flotation units. In the insoluble-slimes flotation procedure, insoluble slimes were removed by flotation prior to potash flotation. In the direct flotation method, insoluble slimes were depressed and the potash floated directly without prior removal of the insoluble slimes. Seventy-three percent of the potash in the ore was recovered in a leached final KCl product contain-ing 59.1 pet K20 using the insoluble-slimes flotation method. The direct flotation method recovered 74.5 pct of the potash in a final product containing 60.2 pet K20. The rate of return on the investment was calculated at 13 pct for the insoluble-slimes flotation method and 15 pct for the direct flotation method, based on a Bureau economic evaluation.

"Distinction between Tripoli and Diatomaceous EarthMuch confusion exists both in the literature and in the trade as to the proper use of the terms tripoli, tripolite diatomeceons or infusoriai earth, and kieseigunr. All of these terms are often used synonymously by the trade and even in mineralogists and other reference books. Actually, tripoli is a ma- is a material of definite and distinct physical and chemical properties and all of the other terms belong to a different material with just as definite and distinct properties.Originally the term tripolite (loosely called tripole) was given to a diatomaceous cart from Tripoli in Northern Africa. Dena (J.D. Dana, A System of Mineralogy 6th Ed.) calls this material tripolite and gives no authority for the use of the terms tripoli. Between 1880 and 1890 the deposits near Missouri, were opened and the material placed on the market as ""Tripoli"" no doubt due to its resemblance in some respect to the original tripolite or diatomaceous worth from Tripoli. Since that time the term tripoli has with increasing definitenesss been reserved for the Seneca material and other siliceous of similar origin and physical properties, while all siliceous material of organic origin, containing dilators, has been called diatomaceous earth (or its synonyms infusorial earth, kiselguhr, etc.). Rottenstone is sometimes classed with tripoli."

This interpretation of the laws of Bolivia has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State. SYNOPSIS OF LAW All useful substances of the mineral Kingdom belong originally to the State. The soil and subsoil are regarded as two distinct parts, the latter extending indefinitely in depth (Art. 2). The subsoil is under the dominion of the State, which may either abandon it to common use, grant it gratuitously to the owner of the soil, or alienate it, in return for an annual fee, to any individual or association that applies for it.
