I have repeatedly said that the mechanical treatment of the metal forming a steel rail, during its manufacture, was comparatively of much greater importance than its chemical composition; and years of observation have confirmed and emphasized this fact. ' The comparison of the wear of the earlier steel rails with that of later ones, and to the great disadvantage of the latter, ia still being constantly made by railway oficials. And while some of us, with experience covering the whole history of the manufacture of steel rails, are aware of the great differences in the conditions governing their production at various periods, I do not think the engineering world generally appreciates the direct and imperative influence which these variations have had, and are having, upon the wearing-quality of the rails. In the earlier days, the steel was poured into ingots which would make but two 30-ft. rails not exceeding a weight of 60 lb. per yard—giving a mass weighing, say about 1,400 lb., and of a section of about 12 in. square. To-day the ingots are about 22 in. square, and weigh more than 4,000 lb. Of course, the interior of the larger ingots must remain hot and liquid longer than that of the smaller ones, and from this condition arises the steel-rail makers béte noire—segregation of the metalloids and piping of the steel. Ingots of the smallest section will pipe, but with the increase of the size, so will follow that of the interior cavity. This well-known tendency demands that special care should be exercised to avoid the evils arising from it.

Considering the two great interests of to-day, in iron upon the one hand and steel upon the other, and recognizing with measurable distinctness the peculiar fitness of each for special services to which they are applied, the proposition to unite the two metals in combination, to bring into simultaneous use the peculiar advantages which each offers, has great attractions. The limited success which has been attained by trying to bring about such combinations of the two metals through the use of fluxes in welding, has led to the general adoption of the opinion that an effective union of the two metals is impracticable, or to the view that if practicable it would have but limited commercial value. Such opinions are, I think, premature and erroneous, and having gained some knowledge of the character and value of the "Wheeler process" for welding iron and steel without the use of fluxes, I submit the following observations and opinions of the matter for your information, with the hope of eliciting such a discussion of the subject as it may require. The principle of the invention is to bring the two metals simultaneously to a welding heat in one pile, and then to manipulate it.

THE Pittsburgh coal bed stands today: as probably the largest contributor of wealth of any single mineral deposit in the world. If it is not, what other deposit is? To the present it has contributed more than 2,530,000,000 tons of high-grade coal from Pennsylvania alone, worth nearly $4,000,000,000. Since 1910 it has added more than $2,500,000,000 to the value of Pennsylvania's mineral output. There is estimated to be about three times as much coal still in this bed as has been mined. To realize the full value of this wonderful bed it must be remembered that the figures given are for one State only. To them should be added the figures for the same bed from West Virginia, Ohio and Maryland. Furthermore, as known by man, this great deposit is only a fraction of its original whole. Outliers in Somerset County, Pa., indicate that its original extent in Pennsylvania in an east and west direction was more than two times its present extent. Add to that the northward extension as indicated by outliers in northern Allegheny, Armstrong and Indiana counties,, and it seems safe to say that its original extent was not less than three times the area at present underlain by it. And as the subjacent beds of the Allegheny group are found still further eastward and northward, it is at least a possibility that it originally covered an area many times its present area.

Between 1950 and 1965, more than 80% of all phosphate rock produced in the world each year was used as fertilizer, either directly applied to the soil or processed into mixed chemical fertilizers. Of the potassium salts produced, 95% followed suit. A variety of uses in industrial chemicals and consumer products absorbed the remaining percentage of each. Future trends in these two commodities will be dominated by what happens to the fertilizer market. Farming is much the same as mining the soil. Plants remove the minerals little by little. Phosphate and potash comprise two of the three primary nutrients removed in this way, the third being nitrogen. Phosphate stimulates early root formation and growth, whereas potash is a salt necessary to root strength.

An industry/government team sponsored by the Dept. of the Interior completed a study tour of the underground coal mining industries in Great Britain and Germany to review new and emerging coal mining technology. The group found that differences in tradition, mining conditions, and industry capabilities have led to different approaches in technological developments, many of which have the potential for application in U. S. mining. Both countries are working to improve materials and procedures for roadside pack wall. The British are developing a pump-packing system in which bentonite, water, stone, and a special cement are pipelined to the pack area to form a low strength compressible pack wall. The German industry is using anhydrite or blotzdammer to form a high strength pack wall. Both countries are using full-face tunnel-boring machines. The German industry has had considerable success with shield-type longwall supports.

NEXT to the metal itself, molding sand is the most important raw material used in the manufacture of steel castings. There are no accurate, figures available but probably it would be safe to say that the average steel foundry uses approximately 1000 lb. of new molding sand per ton of castings produced. With untreated sands costing from two to four dollars (in some extreme cases it may run as high as eight or ten dollars) per ton delivered at the foundry siding, molding sand is an important item in the cost of making castings, and any information that may help to reduce this sand consumption should be of interest to the industry.

The success of European experiments in melting iron and steel with gases resulting from the decomposition of steam by incandescent coal, has encouraged me to design, with the valuable assistance of Mr. George S. Dwight, a plan for producing and burning these gases in a manner economical and efficient for metallurgical purposes. That this direction is the right one, is demonstrated by the repeated efforts made in practice, to introduce as much steam as possible with the blast in ordinary producers, thus displacing a certain amount of nitrogen. Such attempts, however, must always be limited by the cooling influence of the steam. Mitsubishi-Cominco Smelting Co. is a joint venture of Mitsubishi Metal Mining Co. Ltd. (M.M.M.) of Japan and Cominco Ltd. of Canada. The smelter, which is located alongside M.M.M.'s Naoshima copper smelter, was completed in May, 1966 and has a capacity of 36 000 metric tons per year of refined lead. The concentrate feed for the smelter from Pine Point Mines Ltd. is high grade with low impurities; particularly silver, bismuth, antimony, and arsenic, which facilitated a simple plant layout and operation. Concentrate, fluxes, recycle granulated slag and return sinter are drawn from bins by automatic control over weigh belt feeders, sintering is carried out on a 20 m2 Lurgi updraught sintering machine, furnacing in a 3.0 m x 1 ½ m water jacketed blast furnace equipped with an Asarco continuous tapper, refining in four 120 metric ton kettles and casting on a 25 metric ton/hour automatic casting machine. The S@ gas from sintering is cleaned in a high temperature baghouse utilizing glass bags and is then delivered to the M.M.M. copper smelter acid plants. The furnace gases after cleaning in a low temperature baghouse are vented to atmosphere.

Simple, specific rules for achieving slope stability in open-pit mines are impossible to devise. Each pit has a different mining program and a different set of environmental conditions, and its final slope design must be based on an individual evaluation of the actual site. The overall philosophy of pit stability, however, is tending towards a limit design concept. Since slope angle has a great influence on the economics of most open-pit mines, efforts are being made to reduce the theoretical factor of safety for slope stability to very near 1.0. (Factor of safety is here defined as shear strength/shear stress on the most probable plane of failure.) Actually, where detailed, statistically significant testing has been done and a comprehensive ground control program is being instituted to warn of movement at an early stage, safety factors as low as 1.1 or 1.2 may be justified. The cost of the necessary procedures, however, is high. There are many factors that influence stability, but this article will be confined to three-rock structure, groundwater, and blasting.

It scarcely is possible to read a new issue of any of the principal mining trade journals without noting some mention of a major new overseas mining venture with which one or more domestic companies are involved. These projects follow a fairly consistent pattern; most are large open pit mines with relatively low grade orebodies but huge reserves; the total price tag is in nine significant figures and half or more of the total cost is for infrastructure. West' notes that nearly $7 billion is being invested annually for new mining projects and the expansion of existing mining ventures in the free world. He anticipates that by 1975 such investments will reach the $10-11 billion annual figure and that in the period 1972-76 total capital requirements can be expected to aggregate around $45 billion. West estimates that 75% of the total capital will come from internally generated funds. Conceivably, a substantially higher percentage could be attributable to external financing, especially if the trend of recent mineral development in Canada and Australia is any criterion, and including local sales of equity as a part of the package.

Concentrating mixed sulfide-oxide copper ores by the leach-precipitation-flotation method is an old operation at the Miami Copper Co. The idea was conceived and the method developed at Miami by F. W. Maclennan and Harmon Keyes during the years 1929 to 1934, and it was these men who gave the term LPF to this process. Miami at that time had considerable reserves of mixed sulfide-oxide ore.* In the development of a suitable treatment method, it was natural that leaching of the oxides with acid and the precipita¬tion of copper from the resulting copper sulfate solution by iron was investigated. SOME of the outstanding features of petroleum production in Illinois during 1923 were: (1) Sustained production from the older wells, due to cleaning and deepening; (2) good results from new drilling in a few localities; (3) large percentage of dry holes, many of which were ill advised tests, with a resulting high cost of the new production; (4) decrease in the number of productive wells in the state; (5) low average price of crude petroleum, a serious factor over the entire country. FIG. 1.-ANNUAL TOTALS OF ILLINOIS PRODUCTION. The total production of Illinois for 1923 was 8,710,000 bbl.,1 a decrease of 7.2 per cent. from that of 1922. Of this amount, it is estimated that about 8,500,000 bbl. were produced by old wells, many of which had been cleaned and deepened somewhat, and approximately 210,000 bbl. were obtained from the new wells drilled during the year. About 95 per cent. of the oil comes from the southeastern field in Clark, Crawford, and Lawrence Counties, where production is almost entirely from Pennsylvanian and Mississippian rocks. Extensions of the productive area were made in Clark, Wabash, Marion, and Jackson Counties. Some important gas development has been accomplished near Jacksonville, in Morgan County, and at Gillespie, in Macoupin County.

Surface mining of coal is widely condemned as a despoiler of the countryside and wastrel of land and natural resources. Yet the fact has been as widely ignored that the ingenuity of those engaged in developing the methods and equipment utilized in surface mining have made several hundred million tons of coal available for utilities and industry which could never have been mined by any other method. While doing this, the surface mining companies have recovered nearly 100% of the coal in the mining area instead of approximately 50% as is common in underground methods. Efficiency has been increasing constantly, thereby maintaining low cost to the customer. Mining has provided economic health in many areas by virtue of the direct payrolls and by the attraction of other industries to enjoy low cost, dependable fuel supplies. Surface mining of coal generally falls into two categories: contour mining, which is the result of mining in hilly or mountainous terrain where the hillside or slope limits the width of the area which can be surface mined; and area mining, which results from the surface of the land being approximately parallel with the coal seam so that a wide area may be mined in a succession of pits or open cuts.

Competition is the problem and modernization is the solution in today's underground iron operations on the Lake Superior Range. Profound changes in the iron ore picture during recent years have prompted correspondingly great changes in the economic position of the Lake Superior underground mines. To meet the ever growing competition from other lower cost iron sources, underground operators are becoming increasingly aware that the newest advancements in mining technology must be incorporated in their operations. UNDERGROUND POSITION TODAY The extraction of iron ore by underground methods has been going on for many decades in the Lake Superior region, starting in 1872 on the Menominee Range. The number of mines has changed gradually over the years as new ones were opened and old ones were exhausted, but in recent years, the most drastic change occurred from 1960 to 1961. In 1960, there were 31 underground mines operating in Michigan, Minnesota and Wisconsin, but at one period in 1961 only 20 were operating (Table I). In western Ontario so far there has been only some temporary curtailment of operations. Of the 11 U.S. mines which ceased operations in 1961, some may he closed only temporarily, but some will remain closed for our lifetime, at 'east, unless there is a tremendous reversal of the present trend in the iron ore market

VARIATIONS in the composition of the liquid phase of natural reservoirs which are continuous through significant ranges in elevation have been noted by petroleum technologists. In general, there is a greater gas-oil ratio and the gravity of the oil is higher in production from the upper parts of the formation. In the present paper the possible changes in composition with elevation which would result from the attainment of thermodynamic equilibrium in a uniform gravitational field have been evaluated for a naturally occurring hydrocarbon liquid, a binary hydro-carbon liquid phase and a binary hydrocarbon gas. The results indicate a progressive decrease in the mole fraction of the components from methane through the butanes with increasing depth, accompanied by a corresponding increase in the amount of the heavier components making up the system. The magnitude of these variations is perhaps insufficient to explain completely the variations in the properties of the liquid phase that are encountered at various elevations within a particular producing horizon. However, the changes are significant and the treatment presents an example of the application of thermodynamic data to the evaluation of the properties of hydrocarbon fluids under the conditions approaching those encountered in natural reservoirs.

A 91 kg/h (200 lb per hr) pilot plant was constructed according to "Magnex" design. A non-compliance eastern coal which would generate more than 0.85 kg of S02 per GJ (2.0 lb of SO2 per million Btu.) upon burning was brought into compliance less than 0.52 kg of SO2 per GJ (1.2 lb SO2 per million Btu) during continuous operation of the pilot plant. Approximately 85% of the pyritic sulfur was removed while recovering 90% of the Btu of the feed coal. Pilot plant operation is summarized and preliminary economics presented. Present status of the Magnex design program is reviewed.

The second special war meeting of the New York Section was held on Thursday evening, Aug. 23,-preceded by is an informal dime The topic for discussion -was the supply of sulphur and pyrite, the raw materials for the manufacture of one of the most important of till war materials-sulphuric acid. The first speaker was William Young Westervelt, the Institute's representative on the War Minerals Committee. Before taking up the subject of the evening, Mr. Westervelt briefly described the organization and plan of operation of the War Minerals Committee.
