For perhaps one hundred years scientists have been engaged in attempts at devising a satisfactory method of classification of coal. During this time many charts, tables and graphs have been proposed, some of which have had considerable merit, but no one system has been found to be applicable to all ranks of coal, nor has any one system received general acceptance. In many of the proposals, water eliminated between room temperature and 105" C. has been regarded as extraneous matter and calculations have been made to the air-dry or water-free basis. Such methods of calculation do not lend themselves to satisfactory grouping of the high-moisture coals.1, 2 A consideration not only of the properties of the high-moisture coals and their behavior on drying but of the generally accepted ideas of the coalification process and the role of water in this process indicates that water is an essential constituent of all coals and therefore should not be neglected. For example, in such low-rank coals as the lignites of the Northern Great Plains' deposits the inherent moisture of the lignite as mined plays a very important part in the physical properties thereof. Freshly mined lignite contains upwards of 30 per cent water and is extremely tough and resistant to shock. Upon exposure to the atmosphere, the lump loses part of its moisture and checks and splits, leaving a friable and broken up residue. So far as we have been able to determine, water is the only thing lost in this process and we are forced to the conclusion that moisture plays an extremely important part in the structural properties of the original lignite. With reference to the coalification process, Mack and Hulett3 pointed out in 1917 the important part that water played therein. They observed that water cannot be removed from peat or coal by pressure alone, but only as the result of chemical reaction, and suggested that peat in its early stages may be largely a hydrosol. Slow chemical changes occur over a long period of time until finally the mass becomes more largely a hydrogel. These views are substantiated to some extent by the experi-

The rate of nucleation and the rates of both lateral and longitudinal growth of martensite plates (needles) in b—a transformation were determined as a function of temperature, in various U-Cr alloys. The activation energies for nucleation and both modes of growth were calculated from the experimental results. The identical values for lateral and longitudinal growth clearly indicate that both are controlled by the WHITE,' Mott and Hines and Holdeen3 showed that characteristic martensite plates (needles) appear in U-Cr alloys during the transformation 8 —0 in the lower temperature range (up to -300°C). Holden pointed out that the rate of growth of the individual martensite plates under isothermal conditions is same mechanism. Lomer's suggestion that single-atom movement over subatomic distances controls the specially slow growth of martensite receives further support from the present kinetic study, which shows that the growth rate can be described quantitatively by known formulas for the growth rate in processes involving single-atom movement. very slow, and suggested that this is due to the slowness of the relief of the stresses engendered during the growth of the individual plates. lomer4 attributed the slow growth to the complexity of the atomic adjustment at the growing interface b/(u. In the present work the rates of nucleation and growth of martensite plates in U-Cr alloys were studied by direct observation, in order to elucidate the mechanism which controls their characteristic slow growth.

IN recent years considerable publicity has been given to the problem of atmospheric pollution by fuel-burning equipment. Legislation has been stimulated and smoke ordinances have been enacted, the provisions of which show a definite trend toward stricter control of the emissions not only from the stacks of industrial fuel users but also from the chimneys of domestic consumers. As a result of war conditions, some slackening in the enforcement of these ordinances may be noted, but this is only a temporary expediency caused by the changes necessary in the distribution of the nation's fuel supplies and difficulties in securing the necessary equipment. Previous trends may be expected to continue in the postwar period. Largely because of the consumer demand for automatic heat, but partly because of the legislation against smoke emission, there has been a marked increase in the use of domestic underfeed stokers with the past decade. When correctly adjusted and operated, these units reduce the smoke emission materially, so that even the high-volatile bituminous coals may be burned with little or no emission of objectionable smoke. Unfortunately, however, the use of the domestic underfeed stoker introduces another problem; namely, fly-ash. PRODUCTION OF FLY-ASH The term "fly-ash" is a misnomer, since the fly material is generally a mixture of small carbonaceous particles varying from green coal to coke, and inorganic particles ranging from fluffy ash to small particles of fused clinker. For want of a more comprehensive name, however, the term fly-ash is used throughout this paper to include all the fly material. Even with hand-fired furnaces a certain amount of fly-ash is produced, which necessitates periodic cleaning of the boiler flues or furnace radiator, the smoke pipe, and occasionally the chimney itself. With stoker operations the amount of fly-ash is increased many fold, because of the higher velocity of air travel through the fuel bed. Frequently the amount of this fly-ash attains such proportions as to constitute a definite nuisance to the householder and his neighbors and distracts very materially from the otherwise automatic or semi-automatic performance of the stoker. A thoroughly modern coal-handling system has been installed at the Pittsburgh Terminal H. H. &. Coal Co.'s new No. 8 shaft, or Cover-dale mine, about 11 mi. (17.7 km.) from Pittsburgh on a spur of the Montour R. R. The Pittsburgh scam, which is the one worked, is reached at a depth of 342 ft. (104 m.). Power is delivered to the mine at 22,000 volts over a transmission line of the bow-arrow type of construction. A private telephone line connecting the various mines and the main office in Pittsburgh is carried on the same poles. The high-tension line is brought to an outdoor, step-down, transformer substation, where three 833-kv.-a., single-phase, 60-cycle, oil-insulated, self-cooled transformers reduce the potential to 2300 volts. The transformers are protected by electrolytic, aluminum-cell lightning arresters, horn gaps, and choke coils. High and low-tension busses, together with fuses, choke coils and air-break horn-gap switches with thcir remote-control operating mechanism are mounted on a substantial structural-steel tower 25 ft. (7.6 m.) in height. Mine Substation The transformer substation is adjacent to a. pressed-brick building that houses direct-current substation equipment together with switchboards, etc., for the control and distribution of power. This building also contains the hoist for the men and supplies. Main Switchboard The 2300-volt circuit is carried underground in a conduit from the transformer substation to an oil switch in the substation and supply hoist building. This is the main switch controlling the 2300-volt busbars mounted back to a twelve-panel black-slate switchboard. From the switchboard, 2300-volt circuits are carried to transformers feeding the street and house lighting systems and to other transformers furnishing power for the elevator and lighting circuits in the store building. THE Research Division of The New Jersey Zinc Company (of Pa.) has conducted, over a period of years, numerous tests of the reducibility of various zinc ores and the reactivity of various kinds of coal, using a number of different experimental methods. Most of these tests have involved the reduction of mixtures of ore and coal. In such cases the following simultaneous reactions are believed to be mainly responsible for the production of zinc, as was shown by Bodenstein1 some years ago: ZnO + CO = Zn + CO2[I] C + CO2 = 2CO[2]. Each of these reactions is dependent upon the other for the supply of CO and C02, respectively, and the over-all rate of formation of zinc vapor will be determined by the slower of these two reactions. An analogous pair of reactions sometimes of importance is: ZnO + H2 = Zn + H2O[3] C+ H2O=CO+H2[4] While it is possible to obtain an indication of the relative reducibility of various ores, or of a fine versus a coarse ore, by testing them with a given coal, and while coal reactivities may be measured in a corresponding manner, a more direct determination of relative reaction rates is possible by carrying out the desired reactions, such as I and 2, separately and under reproducible conditions. It is one purpose of this paper to present some of the results that have been obtained by the latter method. C. G. Maier2 discusses the relative rates of reactions I and 2 and concludes that while at relatively low temperatures reaction I is faster than reaction 2, this difference becomes less with increasing temperatures, although at smelting temperatures reaction I is still the faster. He also says (p. 48), "At temperatures . . . between 1100° and 1300°C the zinc oxide reduction reaction is intrinsically more rapid than its physical limitations; that is, it is limited by gas diffusion rates." In the course of numerous reactivity tests involving the separate use of reactions and I and 2, we have obtained data that show by direct experiment, we believe for the first time, the correctness of Maier's statements concerning these reactions. We also include data on the relative rate of reaction 3, involving reduction by hydrogen. Finally, some interesting results obtained by carrying out the reduction of a zinc ore-coal briquet in streaming atmospheres of nitrogen, carbon monoxide and hydrogen, respectively, are presented.*

In the spring of 1950, just two years after the inauguration of the domestic uranium program by the U. S. Atomic Energy Commission, the company entered the uranium mining and milling business through a newly formed subsidiary, Climax Uranium Co. This was the first venture into a new field of mining for Climax, which became the first old-time mining company, other than the vanadium producers, to become active in the embryo uranium industry. Twenty-five years earlier, Arthur Bunker, president of Climax Molybdenum, organized and operated the U. S. Vanadium Co. at Rifle, Colo. With this background, he viewed the budding industry of the Colorado Plateau with much interest. Upon its formation, the new subsidiary entered into a con- tract with the U. S. Government and the potential uranium-vanadium properties of Minerals Engineering Co. were assigned to Climax Uranium Co. Funds for the construction of a processing plant and working capital were advanced by Climax Molybdenum Co. The old sugar mill building of the Holly Sugar Co. in Grand Junction was leased to house the extractive plant. Construction of facilities, which were based upon a new process developed for the treatment of both uranium and vanadium ores, was completed and the mill was placed in operation early in 1951. Subsequent to that time several alterations were made and the capacity of the plant increased. In terms of recoveries, the plant has proved to be one of the most efficient on the Colorado Plateau

AMONG the various metals with low specific gravity, two, aluminum and magnesium, are used in the nearly pure state or as bases for light-weight alloys. Although the production of magnesium is only about one-twenty-fifth that of aluminum, a higher percentage of its output is used in the transportation industry than that of any other metal. The per-centage varies from year to year but, on the average, more than three-fourths of the magnesium production has been used for this purpose. In the United States, about 40 per cent of the aluminum production is used for transportation purposes. It seems obvious that equipment demanding repeated movement with need for rapid acceleration and deceleration should be as light in weight as the economics of engineering materials will permit. There are, however, differences of opinion with reference to both the economics and the engineering aspects of this subject. Tables 1 to 7 inclusive relate to the principal light-metal materials currently used in the transportation industry. These, with the accom-panying titles and footnotes, are in the main self-explanatory. Although the variations in mechanical properties can be easily seen from the tables, it should be kept in mind that the values given are for ordinary tempera-tures and that the changes in properties with temperature are not the same for the different alloys. Also, the corrosion properties cannot be deduced accurately either from the compositions or from the physical properties. Again, certain of these alloys are used because they possess desirable combinations of properties not listed in tine tables, including heat conductivity, coefficient of expansion, machinability, ease of casting or working, light reflectivity, anodic coating characteristics, etc. These, together with variations in prices, must be given careful analysis to effec-tively utilize the light alloys. Some of the alloys listed in the tables are new and some are old, but all are standard. Even the older alloys are available in new shapes and larger sizes than heretofore, and all are used in the transportation industry in structures of new design. Certain of the applications of specific alloys will be touched upon in the following brief history of the use of the light metals in transportation.

In a recent discussion of the mineral resource position of the United States, published in the September 1946 issue of Mining and Metallurgy, I expressed my conviction that ore deposits of major magnitude remain to be found in this country and that they can be found without undue cost or risk. I stated with equally strong conviction, however, that if the search for such deposits is to be notably successful there must be, among other things, a reorientation of philosophy and mental habits on the part of many who would be connected with the search. I would now like to enlarge upon that statement. For such a purpose. we may consider that the search for concealed deposits involves four steps: (I) the selection of areas for further study; (2) the geologic study of those areas in order to verify their general favorableness and in order to choose specific patches worthy of being tested; (3) the decision whether exploration of the patches chosen should actually be undertaken; and (4) the exploration itself. The first two steps and the last rest upon the judgment and skill of geologists. The third step—the decision whether exploration should be undertaken—rests upon management. In my opinion, the philosophies or principles that have guided these steps in the past are now inadequate. Philosophy of Appraisal If concealed deposits are to be looked for, how are the places of their possible concealment to be recognized? Every known mineralized area still in the prospect stage has already been repeatedly examined and condemned. As for those deposits concealed under later rocks, there may be not even the clue of a near-by outcrop for engineer or geologist to consider. flow then, are we to know where to look? Geologic Probability In the early days of our mining industry, ore deposits were found mainly by "following the ore." Later, as such opportunities decreased, and as geologic concepts became accepted, deposits were found more and more through use of the notion of geologic probability. Many instances can be cited wherein a courageous operator ignored the implications of the unsuccessful efforts of predecessors and, solely by "following the ore," converted a discredited prospect into a good mine. Similar experience doubtless will occur in the future, but "following the ore" will no longer in itself find new deposits in the amount needed. Nor can enough new ore be expected from further use of the notion of geologic probability, for, as mentioned above, our known prospects have already been ex-

Large, high, open stopes resulting from vertical crater retreat (VCR) and similar methods are usually filled with sand tailings to support the stope walls and make it possible to mine the pillars. The hydrostatic head resulting from these high stope fills demands extremely heavy bulkheads in the crosscuts to withstand the pres- sure. Occasionally, these bulkheads fail because there are no drains or the installed drains are inadequate. Costly flooding of the mine and loss of life result from these failures. With proper design of blanket drains and filters, the fill can be made failure-proof, requiring only a minimum bulkhead, designed specifically for zero water retention. The effectiveness of the blanket drains can be increased by laying perforated pipes on the bottom of the crosscut within the blanket drain. These drains can have a safety factor of 10 with minimal expense. When the water is properly drained, the hydrostatic pressure on the bulkhead is reduced to zero, leaving only the lateral pressure of the sand. This lateral pressure is partially dissipated by arching and shear against the crosscut walls and consolidation of the tailings as the water is drained. The bulkhead should be placed at least one cross-cut diameter back from the collar of the drawpoint.

As prefatory to the body of this paper, a few general statements will be made (1) in regard to the history and importance of the asbestos industry, (2) as to the principal sources of the raw material, and (3) as to the types and modes of occurrence of asbestos. While the modern asbestos industry is comparatively new and its growth during the last decade or two has been marvelous, asbestos has been known and used in a small way for probably 2,000 years-at least since the time of the Roman Empire. Pliny refers to it as "the funeral dress of kings" and Plutarch records its use as lamp wicks. In the middle of the 18th century the deposits of the Ural mountains were opened up and the first factory for the manufacture of asbestos goods was established. But, owing to the limited demand for the goods, the industry disappeared and interest lapsed until about 50 years ago. Since 1860, the asbestos industry has made wonderful strides, and each year sees new uses to which the material can be put, and hence an increased demand and an increased output. Of the three great producers of asbestos, Canada, Russia, and the United States, Canada stands pre-eminent, producing from one-half to three-fourths of the world's supply; Russia comes second, producing ,in 1911 about two and one-half times ,is much as the United States. In 1912 the Canadian production,1 including both asbestos and asbestic, was 131,260 short tons, valued at $2,979,384; while during the same year the production of the United States2 was 4,403 tons, valued at $57,959. Canada holds the first place in the production of raw asbestos, while the United States holds the first place in its manufacture.

Curiously enough, considering the relative accessibility of the two places, coal was reported at an earlier date in Saskatchewan than in British Columbia. Henry and Thompson were on the Saskatchewan River in February 1811, and on the 4th of that month recorded, while on Jack's Branch of North Brook, "I observed in one of the bends on the north side a bank of yellow clay, on which there appeared several horizontal veins of pure coal, of the best quality I have seen along this river." Later at Rocky Mountain House it was said: "a quantity of coal is tumbling into the water, as the current washes away the earth underneath. This coal abounds along the Saskatchewan, in some places forming solid beds several feet thick for several acres, which are washed by the river. In its pure state our smiths use it for the forge with equal proportions of charcoal made of birch or aspen, which answers every purpose for making and repairing our axles and other tools."1 It is needless to say that it was many years before this coal was used for any commercial purposes. Coal was first found on the northern end of Vancouver Island in British Columbia in 1835 at Beaver Harbor, where later Fort Rupert was established, where Indians had advised some of the Hudson Bay Company officials it would be found.2 The coal was used by smiths, and later on by the steamer plying along the coast.3 A report to the government in 1845 called attention to the coal reported in the neighborhood of Puget Sound and on the Cowlitz River, and that probably the samples used by the Hudson's Bay Company were obtained from the surface and. were not good. On September 7, 1846 a report on the coal situation was submitted by Ogden and Douglas, and a naval vessel was sent to investigate the report and was loaded with 62 tons dug out by the Indians, the seam outcropping along the shore.2 In 1847 some samples were sent to England by a returning war vessel. INTRODUCTION Recent research has shown that popu- lation balance models hold considerabl e promise as a basis for accurate mill scale-up from laboratory batch grinding tests. It has been shown that entire product size distributions from large ball mills can be predicted from data obtained in tests in small mills with errors of less than one or two percent. This level of accuracy has been demonstrated for batch grinding scale-up (Herbst and Fuerstenau, 1980; Austin, 1973; and Malghan and Fuerstenau, 1976) and for continuous grinding scale-up (Herbst, et a1., 1976; Herbst, Rajamani and Sanchez, 1982; and Herbst, Rajamani and Lo, 1982) in commercial mills up to 14.5 x 32 feet. A procedure which has been proposed for commercial mill design using the population balance approach and specific power information is shown in Figure 1 (Herbst and Fuerstenau, 1980). Here batch grinding data (size distributions for various energy inputs) obtained in a small batch mill is input to an estimation program which determines the "best" set of breakage rate parameters from the data provided. In turn, these breakage rate parameters are input to a scale-up program along with traditional inputs such as: a) desired circuit throughput and product size b) circuit operating conditions including fraction of critical speed and fractional ball load, size distribution and % solids in feed and circulating load (if closed circuit). In addition, since the population balance approach relies on more detailed models of the grinding circuit sub- processes than the classical design methods do, it is necessary to provide input to the scale-up program on the nature of material transport through the mill (e.g. residence time distribution information) and classifier performance characteristics (e .g. selectivity functions). The scale-up program will make the design calculations including the selection of mill dimensions and drive requirements, will predict product size distributions throughout the commercial circuit and will provide information on the sensitivity of the design to errors in the design assumptions. In order to implement such a scale- up scheme it is necessary to have a computer program for parameter estimation and a program for scale-up prediction. A program which is suitable for parameter estimation, ESTIMILL, has been developed and tested on a wide variety of ores at the University of Utah. This program has been in use in

ISSUES IN MINING LABOR The examination of mining labor issues is often confined to health, and safety. There are other issues, including the present state of mining manpower availability and utilization, and the nature of mineral industries' industrial relations, which are worthy of consideration. The state of the labor market for mining skills, the availability and utilization of mining engineers and related disciplines, the state of research and its employment of scientists and engineers, and the condition of mining industrial relations with all these groups, all have an important effect on the viability and economic health of the minerals production sector. PRODUCTION LABOR Why examine an industry's production labor market? People involved in an industry should be aware of what labor supplies will be relative to industry requirements. This advance information allows industry and government to plan ahead to alleviate problems by moving to affect labor supplies or to accommodate production to expected labor supplies. This is less costly and less painful than responding after the fact to labor market changes. Any industry requires some form of labor. Labor is especially important to the mining industry. Mining labor is well paid. Average annual earnings are higher than in manufacturing. Average hourly wages are also higher. Payroll costs form a high percentage of total cost in coal mining and nonmetallic minerals mining. In metal mining the percentage is comparable to the average for manufacturing. Payroll cost in oil and gas extraction is quite low, but a major proportion of cost is in the form of income to proprietors, i.e., unincorporated businesses. Mining labor is worthy of specific attention. The minerals extraction labor is unique in many ways. Mining labor and especially underground miners are differentiated from other "unskilled" labor. Miners cannot be considered as part of a larger labor pool. The mining labor market has exhibited a unique combination of characteristics. Mining is the only large sector of United States employment in which hourly wages are high and continuing to rise, yet employment declines. Although industry has introduced new labor-saving investments, and labor requirements continue to decline, there is evidence of a mining labor shortage. Specific problems have arisen in the mining labor market such as a present labor shortage in nonfuels mining. Understanding the causes and remedies for these specific problems is also important. These various problems and questions may be handled in a unified manner by examining the relationships of certain economic variables. The relationship that exists between changes in output, employment, labor productivity, and hours worked per week may be stated explicitly:

EXPLORATORY WORK THE related subjects of preferred orientation, directionality in physical properties, and earing tendencies of wrought metal [ ] strip have attracted the attention of metallurgists to such an extent that in the past 20 years hundreds of researches have been published on this one general problem. The anisotropy of tensile strength and elongation have been exhaustively studied in their relationship to the occurrence of ears in cups drawn from strips-20.29 and, to a lesser extent, yield strength7,11,17 and stress-strain curves" have been investigated. Despite the tremendous fund of knowledge thus accrued, no simple quantitative correlation of directionality and earing tendencies has yet been found. In a sense, this is not surprising. The formation of ears in a drawn cup clearly is a special phase of the general study of metal flow; in particular (as will be brought out in the course of this paper), ears are due to anistropy in the rates of deformation of the metal in the radial, circumferential, and "thickness" directions of the original blank. It would be difficult to effect a correlation between earing tendency and a property that may be completely independent of the flow of metal, or at best related to metal flow in an exceedingly complex fashion. Yet, it is this correlation that has been attempted; tensile strength and elongation are attributes of metal rupture, a phenomenon that has quite admirably been shown to be distinct from the phenomenon of metal flow,21 while yield strength and stress-strain

The object of this study is to investigate the effect of prior tensile strain on the fracture stress of a metal. This is done in a theoretical manner starting from the point of view developed by the author in his thermodynamic theory of the fracture of metals. The results are compared with experimental findings and a rational interpretation is given to work that shows the variation of fracture stress with prior tensile strain. Theory op Fracture In the thermodynamic theory of the fracture of metals developed earlier,' it was shown that a critical strain energy per unit volume exists. This is characteristic of the material and may be calculated from basic thermodynamic data. When the area under the flow curve reaches this characteristic value, fracture occurs. The general criterion for fracture is expressed in the form « ± u. = JLJW/V [r] where L, is the latent heat of melting of the unit volume, AV/V is the ratio of the change in volume of the unit volume to the original unit volume on passing from the solid to the liquid state, uo is an initial energy density, and J is a conversion factor, which changes energy from heat to mechanical units. As a first approximation, it will he assumed that the stress-strain curve is the straight line that extends from the point of maximum load onward, extrapolated back to the axis of zero strain, for example, line AC of Fig. I. If the point of intersection of the straight line with the axis of zero strain is represented by v., and the slope of the straight line is p, the analytic form of the flow curve is a = (To + pd [2] and the strain energy per unit volume evaluated from Jud6 becomes (u,6 + pa2/2). When this latter term reaches the critical value JLbVIV (designated hereafter by M), it is assumed that fracture occurs. This leads to the following expression for the fracture stress: a; = V«r.2 + iMp [3] The strain at fracture may be calculated from Eqs 2 and 3. It is assumed in this paper that the initial energy density is either zero or that it may be neglected. Furthermore, the complicated states of stress and of strain existing in the necked region of the tensile specimen after "necking" has occurred will also be neglected for the present, so that average conditions will be assumed to prevail. During the summer of 1927, the Department of Terrestrial Magnetism of the Carnegie Institution of Washington joined with the Michigan College of Mining and Technology in conducting a series of earth-resistivity measurements in the Michigan copper country. The geological structure in this section is quite varied and fairly well known. The purpose of the investigation was to discover the correlation between the variations in electrical resistivity of large masses of soil and rock in place and the geological structure below the surface. The work done may be roughly divided into two parts: (1) Measurement and study of the variations in resistivity with depth, or with volume, to establish such general relations as exist between the two; and (2) the determination of the specific resistivity of various formations in order to make available more fundamental data which may aid in the interpretation of the results of the former type of measurement. A report by Mr. Rooney, which gives in detail the measurements made and the results obtained, forms the basis for this article. Measurement and Study of Variations in Resistivity The possibility of applying data from measurements of the physical properties of earth material to the study of the geological structure has long been recognized, and a number of methods for determining the position and character of concealed rock strata by means of seismic, gravitation, magnetic and electrical measurements made on the surface are being used with varying degrees of success. One physical property which varies widely for different materials, and hence affords an opportunity for distinguishing between them, is their electrical resistance. Locations • were selected where the geological structures were well known and where the depths to the water level and bed rock had been determined by drilling. The problem was to determine the value of measurements of resistivity and its variations as indications of the geological structure below the surface.

This is an attempt to bring together some of the knowledge of the coal-forming conditions obtaining during the Pennsylvanian period in the Western Interior Coal Province, to sketch briefly the present extent and character of the coals produced, and to show the beginning of correlation of beds over wide areas. Coals of later age than the Pennsylvanian are not included and, for reasons that will appear later, little attempt is made to cover the districts of eastern Oklahoma and western Arkansas, and northern Texas is omitted entirely. Geological Conditions The conditions that made possible the formation of large coal beds in the United States were most favorable in the Pennsylvanian period, formerly known as the Upper Carboniferous. The geological conditions can be determined from the records, but not the reasons for them. Preceding the Pennsylvanian was the Mississippian, formerly known as the lower Carboniferous and still later as the sub-Carboniferous. During this time, large bodies of limestone were deposited and at the close of the Mississippian they were warped upward and for a long period were eroded. Then there began a period of subsidence, more or less interrupted at times, during which the Pennsylvanian strata were deposited (see table on next page). These consist of sandstones, limestones and shales, with occasional coal beds. At the beginning of the Pennsylvanian there was subsidence, which allowed the sea to extend over the eroded Mississippian surface to the north and east. It passed over eastern and central Texas, a large part of Oklahoma, with a projection into Arkansas, over Kansas and part of Nebraska, all the northern and western part of Missouri, a large part of Iowa except a strip in the north, most of Illinois, practically all of Kentucky, northern Tennessee, most of Indiana, all of the eastern part of Ohio, practically all of West Virginia, western Maryland, the west end of Virginia, and a large part of Pennsylvania. DURING the past five years we have probably witnessed greater technological advances than in any similar period. Industry and science have steadily marched ahead. The makers of iron and steel products have watched with great interest the development of stream-lined trains, faster and safer airplanes, the entirely new science of air-conditioning and the widespread use of stainless steels. Since 1930, we have witnessed the erection of the world's largest suspension bridge, the largest and fastest ocean liner and the spectacular Boulder Dam, while even greater things are planned in these particular fields. Other indus-tries, too, have been moving ahead rapidly. This advance in a few years has been caused primarily by the fierce competition of the depression. Now, more than ever, is the emphasis placed upon quality and service. Makers of southern merchant pig iron have been no exception and have been confronted with increasingly strict chemical specifications and with much greater stress on physical characteristics than ever before. For example, sulfur in the iron must be held very low, competition demanding that it be in the 0.020's and low 0.030's; silicon content must be held within a very narrow range, and definite requirements of phos-phorus and manganese are an essential part of the specifications. Physical characteristics are becoming of increasingly greater impor-tance. The introduction of triple-skimmed, slow-cooled iron several years ago was the first step in this direction. Now there are a few customers who buy iron by chemical analysis and physical appear-ance, having found that the analysis alone is an insufficient guide to their requirements.

This meeting marks the point at which the long-standing dissatisfaction with the mineral-land laws, the innumerable protests against them, and the many isolated efforts to obtain relief, have developed into a general movement for their revision. That part of the mining industry which is affected by these laws has three general organizations which are able to speak for it: the American Institute of Mining Engineers, the Mining and Metallurgical Society of . America, and the American Mining Congress; all of which are represented in this meeting. In the series of able and thoughtful papers presented here, prominent men have discussed the evils of the present laws and some of the reforms which should be made in them. We all appreciate fully the ultimate value of these studies; but we are also painfully aware of the fact that discussion of this kind has been going on for a quarter of a century without any other effect than a steady increase in the mass of printed records stored on library shelves. In order to get any practical result we Gust induce an indifferent government at Washington to act, and to do this we must unite in pushing some practical plan whereby it may act in a simple and effective way and with the least possible amount of criticism or opposition. The actual question before us is not whether the mining laws are bad; for their evils and absurdities are not only beyond discussion but also beyond the resources of a temperate and dignified vocabulary. It is not what particular changes ought to be made; for it is premature to make . specific recommendations until there is some one to listen to them. Moreover, we all know that there are wisdom and experience enough available, and awaiting that time, for the creation of a code which would be a model to the mining world. The practical question now is, how to obtain the revision; and since the American Mining Congress has of late restricted its attention to this phase of the problem I wish as one of its representatives here to present its views upon the matter.
