The Delegation of American Engineers constituted by the American Institute of Mining and Metallurgical Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Institute of Electrical Engineers, that visited France in December, 1918, in acceptance of the invitation extended by the Congrés General du Genie Civil consisted of the following: Representing the American Society of Civil Engineers, Major James F. Case, past president, Geo. F. Swain, vice-president, Nelson P. Lewis, treasurer, Geo. W. Tillson, past director, Geo. W. Fuller, director, A. M. Hunt. Representing the American Society of Mechanical Engineers, president, Chas. T. Main. Representing the American Institute of Electrical Engineers, past president, L. B. Stillwell. Representing the American Institute of Mining and Metallurgical Engineers past-president, E. C. Spilsbury. The delegation organized on the way over by the choice of Major James F. Case as chairman, and Geo F. Swain as secretary. On arriving at Bordeaux, the Delegation was met by Mr. S. D. Brown, associate member of the American Society of Civil Engineers; and on its arrival in Paris it was joined permanently by the following attaches: Captain P. Charton, of the French Engineers, Delegate of the Commissariat-General to accompany the Delegation and serve as liaison officer; Captain Carpenter of the American Army; and Mr. Geo. Herdt, representing the Society of Civil Engineers of France. The object of the visit was to discuss with the French engineers the large engineering, problems now facing France. Engineering problems in their restricted technical sense came up for discussion practically not at all, for the French do not need advice nor assistance along strictly scientific lines. It was in the -larger and economic aspects of engineering, to aid in building up the industries and commerce of France, that our French associates desired to learn from the experience of the American Delegation.

Coal was mined to a small extent near Tuscaloosa, in Alabama, and even carried by boats to Mobile, half a century since. Professor Porter, and later, Professor R. T. Brumby, occupied themselves with the geology of the region, and it attracted the attention of Sir Charles Lyell, who visited the region. It is, however, to the two reports of Professor Tuomey, geologist to the State, published in 1850 and 1858, that we owe our first clear notions of the geology of the Alabama coal-fields. His work has, since 1873, been continued by Professor Eugene A. Smith, of the University of Alabama, whose valuable reports, extending and completing the work of his predecessor, are indispensable guides to the geological inquirer in this region. Mention should also be made of the investigations of Mr. R. P. Roth well, who, after three years of studies in parts of the Alabama coal-fields, read before the American Institute of Mining Engineers, in October, 1873," a brief but important paper calling attention to the great deposits of coal and iron-ore found therein, and to their economic importance. Having myself, during the past year, had an opportunity of visiting parts of this region, I have thought that it might be well to bring before the Institute some facts and considerations as to its geological and geographical characteristics, and the value of its mineral resources. It is well known that the great Appalachian coal-basin, stretching southwestward through western Tennessee and the northwestern corner of Georgia, terminates in northern Alabama in what is called the Warrior coal-field, which there covers an area of about 5000 square miles. Headquarters during the National Metal Congress will be the Hotel Statler and there on Wednesday and Thursday, Oct. 5 and 6, the Institute of Metals and Iron and Steel Divisions, A.I.M.E., will hold a series of technical sessions, the annual Science Lecture, a dinner and executive committee meetings. The American Society for Steel Treating, American Welding Society, Production Division of the Society of Automotive Engineers, the Iron and Steel and Machine Shop Practice Divisions of the American Society of Mechanical Engineers, the Wire Association and the American Drop Forging Institute will present a carefully planned program extending throughout the week.\

THE annual meeting of the Lake Superior Mining Institute was held on Sept. 7 and 8, Crystal Falls and Iron Mountain, Mich., being the principal centers of activity. Members of both institutes began assembling early, and by the evening of Sept. 6, some 60 had already arrived at Crystal Falls. The greater number arrived the following morning, however, and after the usual formalities of registration were attended to, the party were loaded into automobiles and set out on a tour of inspection of the mines near Iron River; some properties were passed through, and some were briefly visited to permit the inspection of any unusually interesting piece of equipment or detail of practice. The last stop of the morning was at the Caspian, Iron River, where the entire party was entertained at luncheon at the Caspian Club House. Both the food and the company were excellent, and as the weather was superlatively good (though the natives of the district modestly declared it was only ordinary autumn weather) the lunch was served on the lawn at the rear of the club, where the green turf, abundant flowers, and music by the band, added to the charm of good fellowship. The degree to which mining men have become addicted to golf was indicated by the large number of plus fours in evidence, whose wearers appeared just before lunch and disappeared immediately afterward.

IN furtherance of the policy of acquainting those members of the Institute who live at a distance from New York with all the details of administration, the thirty delegates sent by the local sections and the technical divisions were invited to attend the meeting of the Directors on Tuesday evening as well as the Directors' dinner immediately preceding. Including the Directors and officers, new and old, the members of the Papers and Publications Committee and the section delegates, more than 70 sat down at the dinner table in the Engineers Club. The attendance at the business meeting that followed was not quite so large, doubtless for the reason that the ladies' fashion show, held in connection with the informal dance, offered attraction that eclipsed that of watching the wheels of Institute business go around.

MANY changes were made in the methods and equipment used in the mining of pebble phosphate rock in the generation immediately preceding the present World War and it would be extremely interesting to note the improvements that will be made during the next generation. Literally, much water has gone over the dam since the days when we used local cordwood for generating steam and drying pebble phosphate rock. belt-driven centrifugal pumps operated by steam engines. and floating dipper or centrifugal dredges; when we removed overburden by small steam shovels and transported it by dinkey locomotives and six-yard cars; when washing machinery was installed on wooden structures the washers being replaced every four to six years. Those were the days when men were plentiful, and 47 different mining companies were selling their products, based on .decidedly meager information; and. like so many mining operations, little thought was given to conservation. As the importance of phosphate rock has become more prominent in the thoughts of our economists, a more intelligent approach has been made to mining problems. For the year 1934, there were 382 oi1 wells completed for a total initial of 146,965 bbl. Fifty-three wells were deepened for a total increase of 8363 bbl., bringing the total volume of new oil to 155,328 bbl. As of Jan. 1, 1934, the daily potential of the field as determined by the Texas Railroad Commission was 159,740 bbl. Of this amount 26,429 bbl. is "marginal oil," and 2682 bbl. is exempt on account of water. In December, 1934, the daily potential was established by the Railroad Commission as being 297,501 bbl. with a daily allowable of 56,800 bbl. Of this amount 31,993 bbl. is "marginal oil," and 2183 bbl. is exempt on account of water. There has been no field-wide test made during the year, and as a result the rated potential of the field is in all probability much higher than the actual potential. As each new well comes in, a five-day test is made under the supervision of the Railroad Commission. IN examining steel under the microscope, one is constantly confronted with structures that are difficult to interpret. Recently, in a collection of samples for exhibition purposes, the writer found apiece of open-hearth runner metal, 2 in. (50 mm.) in diameter, that had been fractured for use as a sample of cast-steel structure. On polishing and etching a section for the purpose of photographing a field to typify the microstructure of steel in the "as cast" condition, a variety of structures was found (Fig. 1) so arranged as to arouse interest at once. For a distance of about 0.065 in. (1.6 mm.) from the skin of the runner, normal ingot structure was found (Fig. 2); this was followed by a zone, about 0.215 in. (5.5 mm.) wide, of considerably lower carbon content in which occurred a most pronounced Widmannstättian structure (Fig. 3); from this point on to the center of the runner, the metal was again of normal ingot structure (Fig. 4). The cost of labor turnover in industry is so large as to justify the adoption of almost any means to bring about its reduction. Intensive study has shown that faulty methods of hiring and discharging men is the most important factor in labor turnover. Complete control over hiring and discharging by the foreman is a relic of outgrown industrial conditions; centralized hiring permits this work to be put on a scientific basis and also does away with many serious evils that cannot, otherwise be reached. Centralized hiring does not impair the authority of the foreman; he hires his men from the employment office and discharges them back to it, instead of from and to the street. The employment manager, being a direct representative of the employer, tends to restore the former relation of direct intercourse between employee and employer that was helpful in avoiding friction between them. Being a specialist,, he is able to bring special knowledge and skill to bear upon the task of selling employment in his concern to desirable workmen; he is also able to give the foreign workman the special attention he requires. Employment managers have been used for the past few years by a number of large organizations, a few of which are engaged in the mining and rnetallurgical industries. They have invariably reduced labor turnover, in some cases to as little as one-tenth of what it had been. So great a reduction is due in part to other changes made in the light of the data made available by scientific study of the labor problem. In my former paper on personnel work' I advocated the more general use of the employment manager in mining and metallurgical enterprises as a means of reducing labor turnover. The form of organization recommended seems not be to understood by all, and I have requested the privilege of explaining it at greater length, since it is perhaps the most important factor of all in personnel work, and has a vital influence on the cost sheet of every industrial enterprise.

THE introduction of a new fuel, such as natural gas, necessitates careful study where it has not been used previously. At the El Paso smelter natural gas required the installation of apparatus with which no one at the plant was familiar, either as to the type of equipment needed or as to the burning of the gas in it. Observation of existing installations of a similar character and assistance from gas engineers served as a basis to determine what was advisable to use. The gas line entering the plant goes to a metering station equipped with a duplicate system of pressure regulators, a temperature recorder and the gas company and smelter orifice meters in tandem. There are three distribution lines that can be inter-connected at a later date, if necessary, to assist in equalizing the plant load. All the larger lines are of heavy

The visitors to the October meeting will be given opportunity to visit the coal fields in Illinois, adjacent to St. Louis, the steam-shovel operations near Pittsburgh, Kan., and the Oklahoma oil fields. The coal mines of Illinois, Missouri, Kansas, Oklahoma and Arkansas furnish fuel over all of the central region of the country. Especially at this time, this district is of importance because of the necessity of producing enormous quantities to meet the country's demand. Some of the mines produce as much as 5,500 tons in 8 hr., and. the total output of Illinois, alone, in 1916, was 63,000,000 tons. Visitors may see elaborate underground electric tram systems, large underground machine repair shops, surface plants equipped for rapid loading, and some of the most modern coal-washing installations. The conditions for mining here are somewhat simpler than in the east.

The plight of the Japanese mining business is pitiful. Coal mines were given the highest priority for all materials they needed, yet between the end of the war and June 1948, the government was obliged to subsidize them to the extent of 22 billion yen, this being the difference between the consumer's price and the producer's price. Most of the metal mining companies have been operating at only one fifth to one third of war-time production rates, and financial losses have been terrific. The chief difficulties have been a plethora of office workers and a dearth of equipment, supplies, and miners. The principal material needs at metal mines are steel rails. cars, plates, nails, rubber hoses, and belting, to say nothing of modern core drills which are totally lacking. Until recently the great shortage was in coal; for lack of fuel the smelters and factories failed to produce the very metals and equipment now needed to operate the mines. Nation-wide shortages have created a monstrous inflation of prices throughout all the economy, currently amounting to 200 times the prewar figures. THE phenomenon of air-hardening is well known in connection with special steels. It occurs when the rate of decomposition of austenite to marten- site is so retarded that it takes place on free cooling in air rather than on more rapid cooling in a quenching bath. If an air-hardening steel is quenched sufficiently rapidly it will remain in the soft austenitic state, while if it is cooled very slowly it will again become soft owing to growth of the carbide particles. It depends on a critical adjustment of the decomposition velocity and diffusion rate, and such alloys are rather rare, especially in the non-ferrous field. In carrying out some experiments on some copper- rich copper-cobalt alloys, the author found that these possess very marked air-hardening properties. The alloys are covered by a patent issued to M. G. Corson (1,723,022-1919), which states that an alloy containing between 2 and 5 per cent cobalt is hardened by simple quenching from above 850° C.

This paper will not be a technical paper, because, although I have been in the business of mining and selling coal for 30 odd years, I am neither a mining engineer nor a practical miner. If I digress from time to time from my thesis, I must be forgiven by the expert engineers and highly technical gentlemen for whose proceedings this article is written. Waste of the wonderful store of power that the Creator placed at our disposal appears to have been the theory and the basis of our methods of extracting this power—waste from the time the coal is mined to the time it is consumed. Let us consider the prime causes of this wastage which has been the heritage of the coal mining industry. In the early days—about 150 years after " Stone Cole" was discovered in Illinois by Joliet and Marquette, and Father Hennepin noted a "cole" mine on his map—the mode of mining prevalent among farmer landowners, on whose property coal was discovered near the surface or outcropping on the hillsides, was to enter the seam by a shallow shaft or drift into the hillside and remove the coal by wedging it down until a large room was left. The roof without support would fall and our primitive coal operator would then sink another shaft or drive another drift. In these early operations only the large lumps were taken and all small pieces and screenings were left to be covered by the fall of the roof—in fact this condition prevailed in Illinois up to about 1885. Gradually the method of mining changed from the open chamber, to a single entry with rooms turned to the right and left. Later, as the demand for coal increased and the necessity for larger mines became evident, the "room and pillar" system grew to be regular practice. The room and pillar system of mining consisted of starting away from the shaft bottom or drift mouth, with a pair of entries usually 12 to 15 ft. wide and about 30 ft. center to center, one entry being used for the air intake and the other for the return air and haulage; from each entry rooms or chambers were turned, narrow at the mouth and widening

The annual meeting of the Woman's Auxiliary was held on February 19, at 10 a. m. The president, Mrs. Sidney Jennings, said in her greeting "it is a matter of congratulation that during the past year when the demands upon women for work of all kinds has been so large our membership has grown from the 50 enrolled at the first meeting a year ago to over 300 today. Some women, when. asked to join the organization, say that they are doing so much work in other ways that they have no time for work in a new organization, but the director for Canada struck the right note in her report when she told us of the splendid work the wives of mining engineers are doing in Canada, as individuals and as leaders and members of various organizations doing patriotic work. We do not want to divert such women from the work they are now doing, but we do want them to enroll as members of the Woman's Auxiliary and let us know what they are doing, that they play give inspiration to others." Reports were made by the directors of the following sections: Canada, Chicago, Colorado, Columbia, New York, Puget Sound and St. Louis, in some of which sections excellent progress has been made in food conservation, foreign war relief, including the adoption of fatherless French children, and in work for our own engineering regiments. These reports were read, accepted, and placed on file. The reports of the corresponding secretary, of the recording secretary, and of the treasurer, were read, accepted, and placed on file. Various amendments to the Constitution were proposed and accepted, and copies of the Constitution, as amended, will be mailed to all the members of the Woman's Auxiliary.

The following report on the structure of copper is the result of work done in the laboratory of the Rome Wire Co. early in 1925. Previous work had indicated to the author that excellent results might be expected if a suitable technique in surfacing and etching could be developed. The resources of the Rome Wire Co. enabled this metal to be studied more intensively than previously, although none of the materials were investigated exhaustively. The material presented is hardly more than a preliminary summary of the most obvious character of the metal; a much longer research would have been necessary to solve many of the pressing problems connected with the casting and working of copper. The Rome Wire Co. has generously released the paper; to Dr. E. H. Darby, technical supervisor of the company, are due particular thanks for his appreciation of the importance of metallographic study of copper and for his effective support in the prosecution of the work and in making its publication possible. Dendrites, Cells and Granules The microscope reveals at least three orders of structural units in copper, as in other metals. The largest structural units are the dendrites —spine-shaped crystals building up the masses of metal when it solidifies from a melt or is crystallized from solutions by chemicals or electricity. The nucleus cells, commonly called "grains," are the largest and most conspicuous units of recrystallized solid metal; the limitations of their growth usually confine their sizes to microscopic proportions, although in "single crystals" they may become as large as the piece of metal itself. The granules are the microscopic fine-structural blocks or laminations that build up the nucleus cells; they are revealed when metal is etched with suitable chemicals. The granules are commonly visible at 500 diameters magnification and are plainly visible at 1000 diameters; magnification of the granular surfaces up to 6000 to 9000 diameters shows no finer units, not because of lack of optical resolution but because the chemical attack has left an unfeatured smooth surface.

There was an extensive mining and industrial exploitation of Russia, about 20 years ago, by Belgian, French and British capitalists; but the results were discouraging. It is said that the Belgian and French public together lost approximately $400,000,000, chiefly in the coal and iron industry of southern Russia. This loss is largely accounted for by the fact that most of the companies were formed, as usual in " boom" times, to sell stock; and that thorough investigations were not made. I11 1906, renewed interest was taken in Russian mines, especially in those of gold and copper, and a considerable literature is growing on this subject; but as yet I have seen no account of one of the large Russian mining estates. The following notes on such property, where the conditions are so different from those in the mining regions of the United States, should be of interest: This inadequate and probably somewhat inaccurate account is made up, partly from my own notes made on the ground, in the summers of 1904 and 1905, and partly from a volume on the geology and resources of the estate issued several years ago, containing surface- and mine-maps, and from a pamphlet published in 1904, giving a general account of the condition and prospects of the property. This pamphlet includes a report made in 1899 by Arthur L. Pearse, a member of this Institute. Both these books are in Russian, and were prepared by the Bogoslovsk Mining Co., which owns and operates the property. Articles in many other languages have appeared dealing with various matters connected with the estate; but I know of no other general account of it. The iron ore bodies of the Iron Springs district are replacement deposits of magnetite and hematite in Jurassic limestone around the borders of three intrusions of quartz-monzonite porphyry. Production in the period 1923-1965 was about 72,000,000 tons, nearly all of which was direct-shipping ore from open pits. The intrusions are laccolithic in form; all three were emplaced at the same stratigraphic horizon, which had been a zone of decollement gliding during the Laramide orogeny. The intrusions and associated volcanic rocks are post-orogenic. There was no change in the thickness of the limestone during the metallization. Comparison of the composition of the limestone and stratigraphically equivalent replacement ore indicates that, with every million tons of iron, there were additions of 40,000 tons of silicon, 20,000 tons of magnesium, and 10,000 tons of aluminum. The ore-forming fluid was derived from the exposed porphyry. The iron was first incorporated in hydroxyl-bearing mafics, which crystallized in depth and were carried upward in the magma that formed the hypabyssal intrusions. The mafic phenocrysts decayed deuterically in the new environment, releasing iron into the interstitial fluid of a consolidating crystal mush in the interior of the intrusions. Primary tension joints, which opened in areas of late intrusive distention, served as roots through which the ore-forming fluid was drawn from the crystal mush.

Drilling activity in Kansas during 1945 continued at an accelerated pace to meet the demands of war; 1810 tests were drilled as compared with 1856 tests the previous year, 1771 tests in 1943, and 1516 tests in 1942. During the year 31 new oil pools and 10 new gas pools were discovered. Of a total of 364 wildcats drilled, 323 were dry; and of 1446 tests drilled in pools, 825 were oil wells, 197 gas wells, and 425 dry holes.
