Often an in situ leach is the only practical economic method for copper recovery from small low grade oxide deposits. The decision to develop a copper property by an in situ blast and leach is strongly dependent on ore grade, tonnage, hydrology, and the copper extraction and acid consumption rates. The inherent leachability of the ore will in part determine the desired amount of fracturing of the ore deposit by the blast in order to obtain a copper extraction rate that is economical. For the last several years Occidental Research Corp. (ORC), has undertaken a modest effort to address the question of how to best identify and determine the information necessary to predict and control the operation of an in situ leach for the economic recovery of copper.

As the main source of indigineous energy, coal has a big role to play in the development of national economy of India. Nationalization of the coal mining has brought the entire industry under the unit control of the Central Government following which an ambitious plan for increasing the coal production in the next few five year plans has been undertaken. In order to achieve best all round results, economy-mathematical models of Planning the total system, right from the highest to lowest hierarchial levels of decision making, have been proposed through a Global Model which is detailed in Local Models in stages right up to a mine. Optimum obtained by computer solution of the models would provide basis for objective decision making in the fields of selection of optimum plan for developing the industry, the coal fields and the mines with construction and/or reconstruction of mines, capacity optimization of enterprises and mines therein. Different types of Models and the optimization processes are presented.

The isothermal section of the Mo-Ti-Zr-0 system at 1500°C was investigated using X- ray diffraction and mefallographic techniques. Up to 66.7 at. pct 0, the system contains ten four -phase regions. Isopleths at 10, 30, 45, 55, and 60 at. pct 0 were constructed. THE purpose of this investigation was to determine the general shape of the quaternary equilibrium phase diagram of molybdenum, titanium, zirconium, and oxygen at 1500°C. The system was truncated at 66.7 at. pct o. PREVIOUS INVESTIGATIONS The Ti-Zr-0 system was investigated in this laboratory.' The binary systems of interest have been compiled and discussed by Hansen' and Levin, McMurdie, and Hall.3 Farrar, Stone, and Margolin studied the titanium-rich corner of the Ti-Mo-0 ternary. No firms or supplies of dubious reputation are advertised in the Bulletin. If members, in buying any material, will refer to the advertisement of that material in the Bulletin, or if they do not find it advertised in the Bulletin, will, when ordering, ask the manufacturers why the goods were not advertised in the Institute publication, it will be of material benefit to all of us, because the chief reason why advertisers are unable to trace direct results is because purchasers do not mention the Bulletin when writing. Finally, if members, when in need of anything whatsoever, will write to the Institute headquarters, an effort will be made to send them a complete list of manufacturers able to supply the desired materials of good quality. Attention! Engineers! Geologists! Here is your Opportunity to be of Professional Service The war has interrupted the supply of many minerals, which were normally imported. In view of present transportation conditions, a serious shortage exists in certain materials and will soon develop in others. Some immediate action is imperative. The first thing is to take a careful inventory of American resources. We must know where the ore deposits are, what has hitherto hindered their utilization, what methods must be used, and what equipment will be needed if an emergency demands their rapid development. Many properties must be re-examined from a new point of view, that of present necessity rather than of normal profit. When the shortage is realized, the preliminary steps for relief should have been completed. It is a necessary and patriotic form of mineral insurance. Will you have a part in it? Do not forget that these are war times, and that what may have been valueless a year ago may be a "life-saver" now; an abandoned copper prospect of 1913 might make a successful pyrite mine in 1917. We are fighting an autocratic enemy who knows his resources to the last pound, and uses them with most efficient organization. We have no Kaiser, so each of us must do his share to put our Government in the same situation. The Government needs your facts.

IN the first section of- this article, published- Feb. 4, the author reviewed the his¬tory of iron ore mining in New Jersey, listed the reserves and possible markets of this ore, and discussed the role of Lake Superior and foreign ores in domestic steel production. This concluding section of the article emphasizes the metal¬lurgical value, future markets and mining coats of Jersey ores. Mr. Roche's thesis is that industry can profit both metallurgically and econom¬ically through a greater use of Jersey ores --that these orebodies are as yet prac¬tically unexploited, and con¬stitute a valuable national re¬serve fully worthy of careful consideration by Mid-West¬ern steel makers.

As political tensions in African and Asian mineral producing regions increase, the orientation of Latin America's economic development assumes importance not only in the U.S. hemispheric policy but also in our mineral-based economy. Latin America as a mineral supply source has been confronted with regional, political and economic problems which may, at best, have limited further investment and, at worst, have suggested possible repudiation of existing investments. Historically, the mining industry has provided a basis for the national economies of Bolivia, Chile and Peru, and recently the governments of these countries have sought to force increased development of the industry through new and somewhat revolutionary mineral legislation. The extent to which the mineral industries are intended to finance economic development is uncertain and the influence of this legislation on economic freedom and incentive for foreign and domestic investment is a matter for some thought. Two facts are outstanding: first, mining, at present, provides approximately 80% of the foreign exchange in Chile and Bolivia and 42% of that in Peru and, second, existing tax revenues are insufficient to finance a developing economy.

GRACE mine and mill, owned by Bethlehem-Cuba Iron Mines Co. and operated by Bethlehem Cornwall Corp., are being developed to produce 9600 tons of 42 ½ pct Fe magnetite ore, to yield 5760 tons per day of agglomerated iron concentrates averaging 65 pct Fe. Located about 14 miles south of Reading, the property is ideally situated in relation to good highways and railroad. Three major steel plants, at Bethlehem, Steelton, and Sparrows Point, Md., are about equidistant from the mine. Discovery of the orebody resulted from an airborne magnetometer survey, completed in 1948, con¬sisting of 7000 lineal miles of flight lines spaced one-fourth of a mile apart and extending from the Delaware River on the east to Gettysburg, Pa., on the west. After examining the magnetic maps, Bethlehem's geologists made limited surface traverses over the Grace mine and Warwick area to check the location, and realtors were engaged to purchase the desired properties over and adjacent to the area showing favorable indication of ore.

A numerical study of the vulnerability of unlined tunnels in jointed rock has been performed with the STEALTH computer program, using the CAVS model for jointed rock. CAVS, for Cracking And Void Strain, is a constitutive model that can simulate the initiation/propagation of fractures and the slip along fracture planes in a jointed rock mass. The CAVS model is unique because it represents a spatially oriented approach to rock failure, rather than the traditional invariant formulation, and because the CAVS submodels for slip friction and slip-induced dilatancy are used to represent the weakening influence of joints, rather than applying ad hoc modifications to the elastic moduli of the host rock. The CAVS model, as embedded in the STEALTH computer program, has performed numerical simulations of tunnel collapse at high overstress levels. These calculations show that the ultimate strength of the tunnel depends strongly on the joint properties, and that the results of the calculations are in qualitative agreement with the observed data for collapse of a tunnel in tuff.

Herbert C. Hoover, who became a member of this Institute in 1896 and who is now one of its Vice-Presidents, is the man who in 1914 extended a helping hand to Americans stranded in Europe at the outbreak of the war, and who made it possible for many such travelers to return safely to their homes. When his countrymen no longer needed his services, he turned to the Belgians, whose need of food had been presented to him. Engineers have been among his assistants from the first, and it is because we believe that members of his own profession will still be particularly interested in his work that we thus mention it in the Bulletin. A Minute adopted by the Board of Directors of the Institute, in which the Belgian Kiddies, Ltd., is recommended to the consideration of the members, immediately follows the Proceedings of the Meeting of the Board of Directors. Nanafalia aged bauxitic kaolins which straddle the Chattahoochee River in a NE-SW trending line anchored by Eufaula, Ala., and Andersonville, Ga., apparently derive from the same Piedmont source. A genetic interpretation is offered which describes the Nanafalia as a shoreline deposit in which the blanket elastics of the Andersonville area represent an ancient freshwater swamp and the lenticular Eufaula bauxites represent meander fills in an ancient tidal flat or barrier island. Mining operations in both areas are described and economic forecasts are presented.

INTRODUCTION United Nuclear Corporation and Homestake Mining Company are partners in a major uranium mining and milling venture near Grants, New Mexico. The partnership was formerly called Homestake-Sapin Partners and was recently renamed United Nuclear-Homestake Partners (UN-HP). The mill, originally built in 1958, had a capacity of 1,650 tons per day. With subsequent improvements and the addition of the adjacent Homestake - New Mexico Partners mill, the UN-HP mill is currently rated at about 3,500 tons per day. The Red-Ash colliery was the scene, March 6, 1900, of an explosion by which some fifty men were killed or wounded, and much property was injured or destroyed. On March 19th, the earliest date at which entrance was practicable, I examined the mine with the view of determining the extent, cause and point of origin of the explosion, and with the permission of Mr. F. Howald, the manager, and the owners of the property, for whom the examination was made, I present in this paper some results of that examination, comprising the essential portions of my report to them. Location and Plan of the Mine. The Red-Ash colliery, situated on the south side of New river, next below the Rush Run mine, with which the underground workings are connected, is a drift-mine, the entrance to which is on a slope, about 500 ft. above the river. (Fig. 1 is a plan of the workings, in which the points where human bodies were found are designated by numbers.)

The performance of the grinding circuit, from the initial stages of operation to the present, is discussed. The mill efficiency as measured by the Bond (Bond and Maxson, 1943) grindability data and the operating work index is presented. The objective was to produce a sand cyclone overflow containing not more than 6% 210 µm (+ 65 mesh). This has never been attained, even at low milling rates. Significant improvements in throughput were achieved by instituting equipment changes and process modifications within the grinding circuit. Grind improvements were achieved with enlargement of cyclone spigots, grinding at reduced densities, and decreasing the opening of the ball mill discharge. Additional grinding capacity was realized by converting the concentrate regrinding mill into a secondary ball mill. The previous 20% 210 µm (+ 65 mesh) grind improved to under 15% 210 µm (+ 65 mesh). The latest approach to solving the coarse grind problem is also discussed.

To separate minerals on a small scale according to their specific gravity, heavy liquids are used, but because of high costs and health hazards they cannot be used in large scale plants. In order to substitute heavy liquids, finely ground solids like magnetite and ferrosilicon mixed with water and clay for the required specific gravity are employed. The clay present in the medium acts as a stabilizing agent since the coarse heavy media solids would sink very fast to the bottom of the container if they were mixed only in water. The optimum amount of clay varies for different processes, but it is generally between 3-6% by weight concentration of solids. As the pseudo-plastic nature of polymer solutions has excellent suspending properties, investigations were conducted at the Institute of Mineral Research to ascertain whether polymers could be used commercially as suspending agents for finely ground heavy media.

GABBS, Nev., in Nye County, is 140 miles southeast of Reno and about 31 miles north of the Southern Pacific railroad at Luning. The townsite lies at the eastern edge of Gabbs Valley, and plant and quarry operations are in the foothills of the Paradise Range at elevations from 5000 to 5900 ft. Hard-surfaced roads connect with main U. S. high- ways on the north and south. Historical Background: Brucite, a magnesium hydroxide mineral, was discovered in the Gabbs area in 1927 and magnesite, the magnesium carbonate, was found later on claims originally staked and worked for the tungsten mineral scheelite. The brucite is on a granodiorite contact and the magnesite is usually some distance away from the granodiorite

Changes in seismic style along the San Andreas fault system appear to correlate with strike-parallel variations in regional heat flow. Large earthquake ruptures are associated with colder segments of the fault zone, while comparatively high levels of microearthquake activity and small to moderate shocks occur along the hotter segments, often in association with aseismic creep. Such behavior is consistent with geotherm and strain rate dependent profiles of shear resistance versus depth, constructed for quartz-bearing rocks. These profiles suggest that the transition from frictional to quasi-plastic behavior with depth should increase by a few kilometers passing from the hotter to the colder portions of the fault zone, giving rise to long-wavelength concentrations of distortional strain energy near the base of the seismogenic zone in the cold segments. Some support for this hypothesis comes from the observed deepening of microseismic activity passing northwest and southeast from the central Californian active region to the currently locked, ~400 Ian segments of the San Andreas fault that ruptured in 1906 and 1857.
