Relatively few metal-metal systems exist that would permit the creation of fiber-metal composites consisting of mutually insoluble constituents. It is anticipated that most high strength-to-weight ratio and high -temperature fiber composites ultimately to be produced will utilize high-strength fibers embedded in a highly alloyed matrix. An investigation was conducted to determine the effect of alloying on the tensile Properties and micro-structure of tungsten-fibey-reinforced composites. Composites were made of tungsten fibers infiltrated with copper binary alloys that contain elements of varying solubility in tungsten. Room-temperature tensile tests were made on the composites, and a metallographic study of the microstructure of the fiber-metal-matrix interfaces was conducted. It was shown that, as the depth of penetration of some alloying elements into the fiber increased, a decrease in both tensile strength and ductility of the composite results. A notch effect, due to the formation of a brittle alloy zone with the tungsten fiber, was observed and gave rise to greater reductions in tensile properties and ductility behavior than would be Predicted by a law-of-mixture relation alone. In recent years, investigators have considered combining fibrous materials with relatively weak binder materials. The interest in fiber-reinforced composites results from the fact that fibers or wires may be exceedingly strong and exhibit mechanical properties superior to those of the bulk materials from which they are derived. For example, tungsten wires drawn to less than 1 mil in diameter may have strengths of over 600,000 psi,' while steel wires ranging from 10 to 3 mils in diameter may have strengths of the order of 300,000 to over 600,000 psi.2 Both metallic and ceramic whiskers are known to have very high strengths. For example, iron whiskers have been shown to have strengths of 1.9 million psi3 and sapphire whiskers have been reported to have strengths of the order of 1.7 million psi.4 If all or part of the strengths of such fibers could be retained, subsequent to the incorporation of the fibers in an engineering material, a superior material could result. In previous work done at the Lewis Research Center, McDanels, Jech, and weeton5 demonstrated the feasibility of fabricating metal-fiber—metal-matrix composites that utilized the full strengths of the fiber and matrix materials. Tungsten fibers were combined with a copper matrix by a liquid-infiltration method such that the tungsten fibers were uniaxially oriented parallel to the tensile axis of the composite. A linear relation was established that related the tensile strength of the composite with the volume percent of the fibers. Mutually insoluble constituents were selected for the study so that the strength of the composite could be quantitatively related to the strength of the individual constituents. The fact that there are only a few metals that are mutually insoluble with tungsten, e.g., copper, silver, gold, and zinc, and that these either have low melting points, high vapor pressures, or poor oxidation resistance, makes it necessary to utilize other metals that are soluble in tungsten, where high-temperature applications are ultimately contemplated. It was anticipated that, for most practical fiber-reinforced composite materials, it would be necessary to use a fiber and metallic matrix that would have varying degrees of solubility for each other. A logical extension of the earlier work was thus felt to be a study that would determine the effects of elements that had mutual solubility with the tungsten. Numerous investigators have found that tungsten fibers may be damaged by thermal treatments or contamination of the surface of the fiber by alloying elements.6-10 On the other hand, surface treatments may improve the strength of such fibers."-" Relatively little work with composites containing tungsten fibers have been reported. The work of parikh14 has shown that kinked, short-length tungsten, steel, and molybdenum fibers could str'engthen such matrices as silver, gold, and copper. THIS paper outlines a method for rapid production of flat, granular surfaces on many of the medium hard- alloys. Grinding wheels and fabrics on wheels are not used; the purpose is accomplished by rubbing on emery papers and on fine abrasives heaped on hand boards. The advantages of chromic acid in the solutions for etching nickel and copper alloys are explained. Steels may require an additional step in the mechanical smoothing owing to the lack of an ideal etchant. Chloric acid is a. rapid etchant for steel. Thirty-six photomicrographs illustrate the steps in smoothing and the clearness with which structures can be rapidly exposed. New structures in low-carbon steels are announced. After a little practice, many materials can be finished within two or three minutes. CUPRONICKELS In the previous papers on the metallography of copper and magnesium which the author has presented to this Institute there has been an attempt to demonstrate the advantages of minimizing the mechanical work of surfacing and depending more on chemical means; the present paper continues the research into a still wider field. It is obvious that the success of a chemical method for smoothing and etching depends almost entirely on the use of a suitable reagent. The etchant must remove the surface granulations and outline the structures. A very special type of reaction between reagent and metal must be displayed. Promiscuous corrosion or the intensification of the attack about local couples -formed by impurities or components must not be in evidence. There are several reagents that etch highly polished nickel and copper alloys very well. Acidified ferric chloride solutions, concentrated and dilute nitric acid solutions, and nitric and acetic acids in acetone have -been used to good advantage for the purpose. However, if they are expected to etch rather deeply-that is, smooth as well as characterize-the results may be far from satisfactory.

Enthalpy-entropy diagrams are presented for natural gases of 0.6, 0.7, 0.8, 0.9, and 1.0 gravity over the pressure range of 5 to 10,000 Ib. per sq. in. and temperature range of 32º to 700°F. The charts indicate directly the work requirement and temperature rise for adiabatic compression or temperature change for free emansion of natural eases. Computation and Uses of Charts The Mollier diagram (Fig. 4), in which the enthalpy (heat content) is plotted against the entropy with lines of constant temperature, pressure,, and in some cases volume, has been found most convenient when dealing with the compression, expansion, and flow of fluids. In dealing with the flow of fluids, the sum of the increase in the enthalpy, AH, plus the increase in kinetic energy, AM —, plus the increase in potential energy, ?MZ, representing the total increase in energy of the fluid in flow, is equal to the sum of the heat q, and work added, —w, to the fluid while flowing between the entrance and exit of the flow system. AH + AM— + ?MZ = q-w [1] In cases where there is no significant change in potential energy or in kinetic energy (velocity), it follows that the increase in enthalpy is equal to the total energy supplied to the fluid. Under such conditions' the changes in the property of the fluid as it flows through a throttling valve, choke, or any other similar arrangement, may be read directly from the enthalpy-entropy diagram by following a horizolltal line between the known pressures' When compressing Or expanding a gas by means of a Or or engine in which no heat is added to or subtracted from the gas, but only work done, the changes in the properties of the gas may be determined along a vertical line of constant entropy between the entering and exit pressures. The power required for the compression of the gas may be readily determined by converting the increase in enthalpy into the desired units. The enthalpy-entropy diagram for natural gases is to the gas engineer what the steam diagram is to the steam-power engineer. For this reason it would be extremely convenient if a reasonably satisfactory enthalpy-entropy diagram could be prepared as a function of the gravity of the gas. A careful study of the known properties of natural gas indicate that this is possible. The effect of temperature upon the enthalpy at constant pressure is expressed as the "heat capacity" or "specific heat" of the gas. The best available data for natural and petroleum refinery gases indicates the relationship shown in Fig. I. From this it is clear that the specific heat of natural gases is a function only of the gas gravity and the temperature at atmospheric pressure. IN THE first report1 disks of steel of known composition and history were exposed, under carefully prescribed conditions, to impacts of explosion products resulting from the explosion of 50-gm. charges of explosives having well-determined rates of detonation, or to impacts of a weight of known mass, falling through measured distances. There were available at the Bureau of Mines Experiment Station five explosives, having rates of detonation of 5716, 4470, 3190, 2296, and 1523 meters per second. It being desired to continue this exposure downward, and no explosives with a lesser rate of detonation being at hand, resort was had to the impact of a falling weight, the differences in the velocity of impact being attained by varying the height from which the weight was allowed to fall. It was expected by this means to demonstrate experimentally that the development of Neumann bands was determined by the suddenness of the deformation of the metal in which they were produced. But while progressive deformations were obtained with the explosive arges, the falling-weight method failed because the tup was ogressively deformed, also the disks were so flattened as to be unfit for metallographic examination. A return, therefore, has been made to the use of explosives as the source of energy, an air-gap being interposed between the charge of explosive and the disk, as the effect diminishes as the function of the distance between the charge and the object on which the products of its explosion, or the shock wave from its detonation, impinge. The details of the arrangement of the tests by the air-gap method were the same as those described by Foley and Howell,2 except that after the system had been set up and the desired apparent specific gravity for the explosive

The change in shape of the void in a sirzterir~g copper mass has been investigated as a juntction of' density. A serial sectioning' technique was used to eoaltrate the irregular shape of the void at two levels qf density. A measure of the void size and configuration, the proximity number, is defined and used to describe the progress of void removal. The process of. void removal deduced front the observations of this study contrasts with current sintering models in that it takes into account the irregularity of structure of a sintering mass and demonstrates that isolated Porosity does not occur first as spherical pores, but as large, definitely nonspherical sections of the void void volume. The process of sintering, about which there is much practical and theoretical knowledge, has evaded a direct and thorough analysis despite the intensity with which it has been studied for 60 years or so. This is due, of course, to the complex structure of a sintering mass and the inability to observe directly the development of a fully dense solid from the initial particulate arrangement. Extensive theoretical analyses have been based on the adoption of one or another of several model systems, that is, by visualization and analysis of some sort of regular assembly or arrangement of geometric "particles" approximating the conditions of a sintering mass. It seems appropriate at this time to try to examine experimentally in some detail the extent to which a sintering mass of irregular particles dlffers from these models. Many models deal with neck growth and the initial stage of sintering and follow the direction established by ~ucz~nski' in 1949 for the sintering of spheres to flat plates. Recently Johnson and cutler2 have adapted these models to sintering of powder masses. coble3 has presented a mathematical model for sintering that applies to the middle and final stages of the process. These papers, without exception, assume a regular geometry, generally spheres in contact in a regular array. Rhines~ and coworkers, however, are studying the sintering process by applying a model based on the topological concept of genus which permits them to consider an irregular structure. whites has described the various models with the exception of that of Rhines et al., and the assumptions on which they are based and their shortcomings. The present paper examines the geometric changes that occur in the powder mass during sintering by examination of the void. The method is to analyze a series of partially sintered structures and to propose from this analysis the sequence of events which occur in the removal of the void space as a sintering mass progresses from a collection of individual particles to a solid body. The irregular nature of the stacking of particles and of the particles themselves will be taken into account. The significant points derived from this study are: first, accurate reconstructions of the irregular void shapes are presented; second, it is clearly established that closed porosity occurs first as widespread volumes of interconnected porosity, definitely nonspherical in shape; and third, a new factor, the proximity number, is defined, which serves in this paper as a tool for describing the void shape changes observed, and which will be used in a later paper as part of the basis of a mathematical model for sintering. While the specific material studied is copper, the observations are thought to be relatively general as indicated by comparison of the results with partially sintered structures in other materials presented in the literature, both metallic and nonmetallic. EXPERIMENTAL PROCEDURE Four series of specimens representing progressive stages of the sintering process were prepared by sintering high-purity copper powder for various time periods. A relatively large particle size was used so that the void-solid interface could be readily distinguished at low magnification. In three series of specimens a loose stacking of particles was obtained by pouring powder into an alumina mold and lightly tapping the mold. The green density of such compacts was approximately 40 pct of theoretical density. Two of these three series utilized irregularly shaped particles in the size range -230 +325 mesh, one series sintered in vacuum and one in hydrogen at 950°C. The third series of loosely stacked particles consisted of spherical particles in the size range -270 +325 mesh, sintered in hydrogen at 950°C. A fourth series was prepared from compacted irregular particles sintered in hydrogen at 950°C. The specimens for this series were formed by lightly pressing the irregularly shaped particles in a steel die; the green density of the pressed pellets was approximately 60 pct. The irregularly shaped particles used in this study are shown in Fig. 1. The density of these particles, measured by a toluene picnometer technique, is 98.2 pct of theoretical density. Each particle is highly convoluted, and in some instances appears in cross section to contain internal porosity. The density measurement, however, indicates that completely enclosed porosity is very small so that the individual particles have a highly irregular surface but are essentially fully dense copper. Therefore, most of the void space that appears in two dimensions to be isolated within the particle is actually at the particle surface and connected to the external void in the dimension not included in the plane of the cross section. S ULFURIC acid made in the United States during the last four years has averaged approximately 7,000,000 tons of 50" B6 acid a year. This is double the production of the year 1913. About 66 per cent of the acid is made from sulfur, 16 per cent from pyrite, 13 per cent at copper, lead, and zinc smelters, and the remainder from miscellaneous sources it her the chamber process or the contact process, (at some plants both) is used. In 1923, the contact process accounted for nearly 30 per cent of all the sulfuric acid made in this country and since then it has been increasingly employed. It was first introduced here in 1898, and has always .proved less expensive than the chamber process for the manufacture of .acid of high concentration and purity, but the latter produces acid of low strength suitable for many industries.

The dissociation pressure of Cr3C2 has been measured in the range of 1908" to 2237°K by means of graphite Knudsen effusion cells. It has been found that Cr3C2 vaporizes according to the following reaction: 1/3 Cr3C2 (s or 1) = 2/3 C (graph.) + Cr (g). The equilibrizcm pressure, P, of Cr (g) is found to be log Ps=- - (21,194/T) + 6.525 over solid Cr3C2 and estimated as log P, = - (19,535/T) + 5.76 over liquid Cr3C2. CARBIDES of chromium are of great importance in alloy steels and cemented carbides. The published data on their therm odynamic properties at high temperatures, however, are meager. The heat capacity and change in entropy of Cr3C2 were determined calorimetrically by Kelley and Moore1 in the range of approximately 50" to 300°K, and by Oriani and Murphy2 from 297" to 1188°K. The standard entropy of Cr3C2at 298.15°K, obtained by Kelley.7 was later confirmed by DeSorbo.4 Equilibrium in the reaction was investigated by Boericke.5 A recent tabular summary

Using an expression for the free energy of a homogeneous phase as a function of composition, a relationship is derived which interrelates the phase boundaries extending from the allotropic transformation of the solvent metal. Comparisons between observed and calculated phase boundaries in the systems Fe-Ni, Fe-Mn, Fe-W, Ti-Mo, and Ti-Cb are presented. IT is the purpose of this paper to illustrate how the general free energy equations for two phases in equilibrium may be used to derive an expression which interrelates the phase boundaries extending from the allotropic transformation of the solvent metal. The free energy per gram atom of a disordered solid solution may, for many purposes, be represented by the equation:' F = ½NZ [C-V,, + (1-C) VbB + 2C (l-C)V] + K(T) +RT[C-lnC+ (l-C)ln(l-C) ] [1] where N is Avogadro's number; Z, the coordination number; C, the concentration of the solute element in atomic percent; the subscripts refer to concentrations at phase mixture boundaries; VAA, VBB, and V,, are the bond energies between like and unlike adjacent atoms, respectively, at the interatomic spacing characteristic of the phase. The bond energies are usually assumed to be independent of small changes in the lattice parameter occasioned by solute additions and variations in temperature; V = VAB ---------------—— ; K(T) is the sum of the heat con- tent and heat entropy; R, the molar gas constant; and T, the temperature in degrees Kelvin. The free energy of a homogeneous phase is there- fore the sum of an internal energy, a specific heat, and a configurational entropy term, respectively. The compositions of two phases in equilibrium at a given temperature are governed by the minimum total free energy principle. Graphically, this is represented by the points of tangency of the tangent common to the free energy vs. concentration curves of the two phases. It may be noted that Zener2 has used assumption 1 in the calculation of the boundaries limiting the (a+j3) phase mixture in the Cu-Zn system.

[ ] DISCUSSION J. L, SNOEK*-Stress-induced preferential diffusion in cubic body centered metals in the annealed state provides us with a powerful tool for determining the mobility of interstitially solved atoms as well as their location in the lattice and the exact nature of the distortion brought about in the lattice by their presence. Calculations given by D. Polder31 show that the distortion of the lattice, besides being proportional to the applied stress P, is also proportional to [VC, RT + xVCo] where T, V and Co are the temperature, molar volume of the solvent and molar concentration of the solute respectively and x is a constant describing the mutual interaction energy of the dissolved particles. This calculation obviously is no longer valid if x is negative and the abso¬lute value of xVCo surpasses that of RT. The lattice may then be expected to become tetragonal spontaneously. Such a spontaneous tetragonality seems to have been observed by W. Klemm and L, Grimm for the case of oxygen solved in vanadium.32 Measurements of the internal friction in cold worked iron containing carbon or nitrogen should provide us with information on the mobility as well as the preferential location of these particles in the iron lattice in the cold worked state. The work by T'ing-Sui Kê is a valuable contribution to this problem, The data obtained by T'ing Sui Kê and myself on cold worked samples of iron seem to indicate that carbon and nitrogen in these samples are found either in the normal (1/2 , 0, 0) interstices or in a new preferential position created by the cold working. The latter positions in my opinion can hardly by anything else but the edges of the dislocations. The observed larger distances of diffusion might be explained by assuming that the carbon atoms when freed from a certain dislocation by thermal agitation must diffuse over several atom distances before being caught in another dislocation. The theory however needs working out and no doubt will be much more complicated than the one valid for the annealed state. T'ING-SUI KÊ (author's reply)-It is highly encouraging to read the written discussion given by Dr, Snoek who initiated the theory of stress-induced preferential diffusion in cubic body centered metals in the annealed state, Since the presentation of this paper, the author has done more experimental work on this subject which seems to be able to settle several of the points raised by Dr. Snoek. It has been found that such stress-induced preferential diffusion occurs also in the solid solutions of carbon,33 oxygen,34 and nitrogen35 in tantalum which has a body centered cubic structure. The temperature dependence of the free energies of formation of metallurgically important oxides, sulphides, chlorides, carbonates and sulphates is presented graphically, whereby the task of deriving practical metallurgical information is greatly simplified. The diagrams have been revised according to the latest available thermodynamic data. WHILE it is true that much careful investiga-tional work remains to be done, there are already available in the literature sufficient thermo-dynamic data to enable the metallurgist to predict with reasonable confidence the equilibrium conditions to be expected in most important, and potentially important, metallurgical reactions. In this connection, the careful, critical compilations of K. K. Kelley and his collaborators in numerous U. S. Bureau of Mines Bulletins are particularly valuable. However, the translation of reliable thermo-dynamic data into metallurgical language unfortunately involves lengthy manipulations of the cumbersome formulas which can be set up from heat of formation, entropy, and heat capacity data. Many years ago, Kelley20 predicted that thermo-dynamic calculations would be made in the future "with the aid of free energy, heat content, and entropy tables, rather than by means of the algebraic methods employed at present", and where such tables are available they greatly simplify the task of deriving practical metallurgical information. However, in addition to these tables, there are also available one or two reliable graphical presentations, particularly of free energy data, which may be used in the same way as the tables, but which have the added advantages that interpolation is never necessary, and that the behavior of different metals or compounds may be compared at a glance. Some years ago Professor Robert Lepsoe, Head of the Department of Metallurgy at Norways Institute of Technology (N.T.H.), began a compilation of curves showing the temperature dependence of the heat contents of the elements, and the heat contents and heats and free energies of formation of the common metallurgical compounds. With such a compilation, the thermal and free energy requirements of a reaction may be read from curves in a matter of seconds; and this statement applies not only to the formation of compounds from their elements, and to the reverse dissociation, but to any reaction involving substances whose thermodynamic properties are available. This follows from the fact that heats and free energies of formation are completely additive. For example, the free energy change associated with the chlorination of a metallic oxide at any temperature, T, is given by the free energy of formation of the chloride at temperature T minus that of the oxide also at T; both of these quantities may be read directly from curves of the type suggested above. Flotation feed was hell constant for batch laboratory tests and continuous pilot and commercial plant tests on a spodumene ore to determine the relation.ship between flotation behavior and the size and type of flotation machine. Results. showed that additional retention time would be needed in the plant flotation circuit to duplicate laboratory or pilot plant performance when operating Dariables of the. plant flotation machines remained unchanged. During the past few years of operation at Kings Mountain, N. C., full-scale flotation has generally yielded poorer metallurgical results than those obtained in the laboratory or pilot plant. After 2 min in each size of Denver flotation machine in the spodumene rougher circuit, pilot recovery (41.7 pct) was almost three times that of the plant (13.6 pct) and about twice that of the laboratory (21.0 pct). Pilot and commercial plant data are based on continuous operation, and laboratory results on batch testing of rougher performance. The ore is a pegmatite containing spodumene, feldspar, quartz, mica, and amphibolite. Data were accumulated to evaluate the scale-up relationships between laboratory, pilot plant, and plant flotation cells. Flotation rate constants and dimensional analysis were used to define the relationship existing between flotation behavior and scale of operation. Measuring Flotation Rates: Efficiency of the rougher stage was measured by flotation rate, defined as the recovery that can be attained within a given time." • The problem of measuring flotation rates has been studied by many investigators, whose methods have varied. Published studies an flotation kinetics have been summarized recently by Gaudin.l When comparing flotation rates, it is more satisfactory to compare straight line relationships between recovery and flotation time than exponential curves resulting from plotting cumulative recovery vs cumulative flotation time. To convert the exponential curves into straight line relationships, rate equations were applied similar to those used in chemical kinetics to study the velocity of chemical reactions. The total pipe-line runs of petroleum in Indiana during 1945 were 4,114,000 bbl., a decline of nearly 17 per cent below the estimated 4,950,000 bbl. produced in 1944. Drilling activity during the year was centered in Posey and Gibson Counties, where seven new pools were discovered in the state. Four of the pools are in Posey County-Crunk, Farmersville, Jeffries and St. Wendells East-and the other three are in Gibson County-Johnson West, Lysle and Mt. Carmel East.

The Boston and Colorado Smelting Works are situated in the town of Black Hawk, Gilpin County, Colorado, on the Clear Creek Narrow Gauge Railway, 55 miles from Denver, in the Rocky Mountains, at an altitude of 7800 feet. It was one of the first works erected for the metallurgical treatment of gold ores, and the only one established in Colorado on a large scale which has been uniformly successful. Both gold and silver ores are treated, and gold, silver, and copper produced. The lead is not separated from the ores nor paid for, if it exists, and is entirely lost in the residues. The works were planned and built by Professor Hill, formerly Professor of Chemistry in Brown University, Providence, R. I., and is still managed by him, assisted by Mr. Richard Pearce, formerly professor in the School of Mines at Truro, England. They are very advantageously situated with regard to the ore-producing regions, having Boulder County on the north, which produces, besides ordinary gold ores, a series of tellurium minerals, such as altaite, sylvanite, and hessite, which are very rich in gold and silver. They are associated with copper and iron pyrites, blende, galena, and the carbonate and oxides of iron. Those actively interested in mining are fully aware of the ever-increasing difficulty of making conditions such that efficient work can be done in underground openings, especially as higher rock temperatures are encountered in depth. This is also true where an effort is being made to cut down the burden of overhead expense by working headings 24 hr. in a day if blasting is done as often as is possible in that time. That the conditions resulting from both these causes have driven the native-born Americans from the mines and that their places have been taken by less efficient foreigners is a fact that we must all admit. The great war now being fought in Europe and the educational qualification clause written into our immigration law by the last Congress will probably limit very materially the supply of labor, such as we are now using in our mines, and will force upon mine operators the necessity of making this work appeal again to Americans. Metal tubing, with blower or exhaust fans, has long been used in supplying air to dead ends where natural ventilation is impossible, or in driving the smoke from such places, or in doing both, as the need might be. Here in Butte we have now come to use canvas tubing very extensively and find that it has many advantages not possessed by the metal. The use of flexible tubing is not new, but it has not been generally used in mining operations. Recent improvements, however, in the canvas itself and in the jointing of sections and manner of suspension have so increased its usefulness that it promises to add much to the efficiency of mining. There is now on the market a product that is impervious to air, is fireproof, and has a system of jointing which permits it to be put up or taken down in a few seconds. In this article an effort will be made to explain the manner in which canvas tubing is being used in the North Butte company's operations at Butte, Mont. The accompanying photographs will, I hope, help make clear what may be done with this material.

COMMERCIAL strip mining of coal was first begun in the state of Illinois in 1911.1 The annual tonnage of coal produced from coal strip mines in the state was very small until 1924, when the strip mines shipped 1.68 pet of the total state shipping mine tonnage. Since then, strip mines have gradually come into their own by producing a sizable percentage of the coal produced in the state. Table 1 shows the coal tonnage shipped from both underground and strip coal mines in the state of Illinois for selected years. The table illustrates the major role that strip mines play in the state's coal industry. Today, strip mining is generally conducted in areas where the coal seams lie so close to the surface of earth that a stripping method of mining the coal seam is cheaper than an underground method. Strip mining not only recovers 100 pct of the coal deposit, but may also be used as a method of mining large acreages of coal abandoned by the closing of underground mines.

ENGINEERS in the past have been largely associated with private enterprise and there has been a considerable tendency on the part of some members of our profession to depreciate government service for engineers. We engineers must change our mental attitude about employment in government service, particularly in view of the present most friendly attitude of the U. S. Civil Service Commission toward engineers for major posts in our Government. We must also take a much more active interest in public affairs. It must be realized that the national-defense program, which we are now organizing, will require for its effectiveness large numbers of engineers skilled in a wide range of technical and administrative services. In fact, the success of this undertaking will depend largely upon the extent to which our Government can command expert engineering talent to serve during the emergency. There is an acute shortage of technical and supervisory engineering personnel not only in the industries concerned with national defense but also in the Army, Navy, and other defense agencies of the Government.
